desire
to
recognize
the
passing
of
joel
harlan,
who,
amongst
many
other
things,
was
a
very
dedicated
citizen
who
always
came
to
council
meetings
to
share
his
knowledge
and
his
his
experience
and
his
suggestions,
of
which
he
had
a
great
many,
and
I
know
we
all
will
miss
him.

I'd
also
like
to
ask
cynthia
brock,
who
who
did
the
footwork
and
the
pensionmenship
on
a
very
special
proclamation,
naming
today
in
honor
of
somebody
extremely
special
and
important
to
our
community
and
in
recognition
of
her
hard
work
and
putting
it
together.
I'd
like
to
ask
her
to
read
that
proclamation.

Challenging
personal
and
structural
barriers
to
positive
growth,
on
issues
as
varied
as
addiction
and
treatment
to
addressing
the
dynamics
of
oppression
and
racism,
to
aiding
re-entry.
After
incarceration
to
dispute
resolution
to
seeking
the
erratic
eradication
of
poverty
to
protecting
indigenous
rights,
to
promoting
community
involvement
in
city
planning
and
sustainable
development,
and
whereas
ever
present
behind
the
scenes,
kirby
focus
his
efforts
by
training
people
to.

He
worked
with
individual
indigenous
people
in
the
northwest
territories,
organized
international
delegations
to
discuss
resistance
to
the
occupation
of
the
west
bank.
He
was
co-founder
of
human
rights,
educators,
usa.
He
promoted
family
engagement
in
my
brother's
keeper
ithaca.
He
facilitated
with
his
partner,
laura
branca,
the
original
multicultural
resource,
center's
talking
circles
on
race
and
racism.

He
was
mediator
and
coach
for
the
community
dispute
resolution
center.
Lead
facilitator
in
the
development
of
the
city
of
ithaca's
comprehensive
plan
and
he
promoted
community
involvement
in
ithaca's
green
new
deal
and
whereas
eternally
soft-spoken
and
kind
kirby
modeled
the
art
of
inclusive
leadership,
often
asking
who's
missing
from
the
table
and
encouraged
ithacans
to
face
head-on.
Issues
of
violence,
racism,
oppression,
poverty,
hunger
and
intergroup,
conflict,
kirby,
never
shied
away
from
going
after
large-scale
social
issues
and
whereas.

There's
actually,
usually
the
proclamations
don't
require,
but
let's
do
it
anyway,
because
I
think
everybody
should.
I
know
everyone
will
want
to
be
on
the
record
so
move
by
cynthia.

there
a

much

I'll
say

just

selfishly
how
important
kirby
was
to
me
and
my
work.
You
know
he's
one
of
those
folks
that
you
know
there
are
people
speaking
to
to
bull
horns
and
then
there
are
people
speaking
in
microphones
and
then
there
are
folks
that
pick
up
the
phone
and
call
you
and
and
never
leave
you
alone.
I
mean
sometimes
on
a
weekly
basis.

I
would
sit
down
with
kirby
and
he
would
educate
me
and
cajole
me
and
persuade
me
and
always
in
the
in
the
direction
of
more
just
and
equitable
world
an
enormous
loss
and
his
work
on
the
stack
of
our
plans.
The
comprehensive
plan
for
the
city
of
ithaca
means
that
his
his
imprint
on
our
city
is
still
going
to
be
felt
for
decades
in
our
planning
decisions.
Our
budgeting
decisions,
our
infrastructure
decisions,
so
we'll
miss
him
greatly.

special

first
is

the
town
of
ithaca
good
to
see
you

keep
this
brief.
I
just
want
to
add
that
joel
harlan
also
came
to
town
of
ithaca
meetings,
especially
planning
board
meetings.
It
seemed
like
that
was
the
one
he
gravitated
to
the
most,
and
I
just
I
appreciate
the
everything
that's
been
said
about
kirby
joanne
joanne.
I
think
it
was
that
monday
of
the
week
he
died
that
he
sat
in
from
his
hospital
bed
on
a
green
new
deal.
City
committee
meeting
so
just
shows
how
dedicated
he
was
to
this
work.

Obviously,
there
are
so
many
ways
that
the
town
and
the
city
collaborate
together,
I'm
going
to
try
to
focus
on
perhaps
some
of
the
less
obvious
ones
and
really
just
to
say
you
know
it's.
We
appreciate
the
multiple
ways
that
we
work
together
and
we'll
continue
to
work
together.
So
certainly
on
telecommunications
there's
been
some
recent
opportunities
to
collaborate
and
there
might
be
some
ongoing
ways
to
collaborate
around
telecommunications
and
in
5g
and
small
cell
development.

You
know
we
tried
to
provide
some
education
to
ourselves
and
the
general
public
around
this
issue,
so
that's
one
that
will
probably
be
ongoing
for
a
while.
Some
of
you
may
not
know
that
we're
starting
to
have
conversations
around
historic
preservation
in
the
town
of
ithaca
and
are
just
starting
to
explore
what
it
might
mean
for
the
town
to
participate
in
the
city's
historic
preservation
commission
instead
of
creating
our
own.
So
we're
you
know
we're
taking
a
careful
approach
to
that.

Joanne
has
been
part
of
those
discussions
to
just
explore
it
sue
ritter
and
I
have
a
conversation
with
brian
mccracken
tomorrow.
So
that's
one
that
some
of
you
may
not
know
about.
Certainly
we
we're
very
active
in
the
green
new
deal
right
now.
The
town
is
developing
its
own
action
plan
and
it's
great
that
we
share
nick
goldsmith
because
we're
building
on
work
that
you
do
all
the
time
you
know
he'll
say
well,
there's
this
draft
policy
that
maybe
the
town
can
take
a
look
at
it
and
build
from
that.

So
we
know
that
we'll
continue
to
work
collaboratively
on
green
new
deal.

The
city
has
been
helpful
in
helping
us
have
the
post
office
stay
where
they
are
so
the
update
there
is,
we
hope
to.
There
has
been
some
back
and
forth
with
a
representative
of
the
u.s
post
office.
We've
shared
some
very
draft
language.
I
think
I
think,
though
it's
all
gonna
work
out,
so
I'm
hoping
that
their
lease
goes
through
next,
the
end
of
next
june,
so
we
still
have
some
time
but
we'd
like
to
finalize
that,
probably
by
november
or
december,
so
I
it's.

many

it's
looking
positive.

there
was
some
early
support
from
the
city

that

Deer
management
we've
collaborated
on
deer
management,
especially
in
six
mile

would

collaborate
on
that
and
I
think
that
there's
there's
still
some
issues
that
need
to
be
resolved
and
I
just
talked
to
sue
ritter
this
afternoon.

think
that
there's
some
things

town
that
are
starting
to
come
together
or
we
hope,
will
come
together
soon.

But
I
imagine
that
there
will
be
some
further
discussion
between
the
town
and
the
city
on
short-term
rentals
we'd
like
to
involve
the
city
next
year,
as
the
town
celebrates
its
bicentennial,
we'll
remind
folks
that
before
there
was
a
city,
the
city
was
part
of
the
town
and
we
hope
to
have
some
fun
with
our
bicentennial,
so
so
stay
tuned
on
that
and
then
I'm
gonna
just

and
certainly
if
there's
time

we've

very
happy

town

ithaca
because
marriage
licenses,

so

busy
with
marriage

university's
efforts
to
control
and
contain
this
part
of

it's
extremely
important
that
we
have
every
opportunity,
not
just
for
us
to
update
all
of
you,
but
for
us
to
hear
concerns,
hear
questions
and
to
do
our
best
to
continually
address
them.
So
I'm
very
pleased
that

tonight.
I
will
note
that,
starting
this
month,
we're
also
going
to
do
probably
around
30
minutes
open
to
the
entire
public,
regular
town
halls,
which
will
give
all
of
your
constituencies
as
well
as
other
residents
throughout
the
county.

direct
opportunity

well
we'll
be
sure
to
include
all
of
you
as
we
circulate
the
link
and
the
schedule
for
those
those
opportunities.

gonna
give
three
updates:
I'm
not
gonna
kind
of
start
from
square
one,
because
I'm
going
to
assume
that
you're
familiar
with
the
general
contours
of
our
reopening
plan.

I
do
want
to
touch
on
three
specific
areas
and
then,
of
course,
with
the
time
we
have
answer
any
questions
number
one
and
I'll
preface
it
by
really
heaping
praise
on
our
colleagues
and
partners
at
the
tompkins
county
health
department
and
at
cayuga
health
system.
None
of
what
we've
been
able
to
do
to
date
would
have
been
possible
without
their
expertise
without
their
engagement
and
specific
to
the
health
department,
I'm
sure
you're.
All
aware.
Last
week
we
launched
our
public
dashboard.
G
This
is
part
of
our
effort
to
be
as
transparent
as
possible.
So
if
you
haven't
yet
had
a
chance
to
look
at
it,
it
not
only
provides
daily
and
and
broken
down
by
faculty
staff
and
student
number
of
tests
number
of
cases.
We
also
are
looking
at
quarantine
and
isolation
capacity,
we're
looking
at
local
hospital
capacity
as
well
as
our
capacity
to
continue
to
do
our
surveillance
testing
from
a
supply
perspective.

There
have
been
some
questions
as
to
why
the
tompkins
county
dashboard
gets
updated
more
frequently
than
ours.
We
are
on
a
two-day
delay
and
it's
because
we
can't
add
numbers
until
we
have
absolute
confirmation
from
frank
krupa
and
his
colleagues.
So
at
six
o'clock
every
day
we
update
the
dashboard
with
results
from
the
prior
day
that
is
monday
through
friday.
So
the
monday
night
delay
excuse
me
then
monday
night,
update
at
6
pm
is
when
the
friday
results
are
posted
along
with
any
weekend
results
as
well.

So
that's
update.
Number
one
update
number
two
is
just
broadly
on
testing.
Tomorrow
begins
the
start
of
our
surveillance
testing
program.
We
are
going
to
be
testing
every
member
of
our
campus
community
undergraduate
students
twice
a
week.
Those
faculty
staff
and
graduate
and
professional
students
who
have
student
undergrad
facing
responsibilities
will
also
be
twice
a
week,
faculty
staff
and
students
who
don't
have
that
student
facetime
it'll
be
once
a
week
and
then
for
those
staff.

For
instance,
me,
I'm
not
spending
a
whole
lot
of
time
on
campus,
but
if
there
are
days
when
I
do
go
to
campus
I'll
probably
be
on
it
once
every
two
week
schedule
we'll
be
doing
around
50
000
surveillance
tests
a
week.
These
will
be
done
in
partnership
with
kuga
health
system,
but
importantly
at
our
new
cornell
covid
testing
lab
at
our
college
of
veterinary
medicine.
This
is
important
because
we
are
not
taking
away
from
the
capacity
of
the
testing
of
the
non-cornell
members
of
our
community.

There's
been
a
lot
in
the
news
around
a
cluster
that
was
first
reported
on
friday
evening
by
the
health
department.
Obviously,
clusters
are
never
good.
What
I
would
like
to
say
is
there
is,
are
some
positive
elements
in
that
most
of
the
entirety
of
confirmed
cases
in
the
cornell
community
are
from
this
cluster,
so
that
tells
us
that
we
are
doing
a
very
good
job
through
the
health
department's
contact
tracing
and
through
isolation
and
quarantine
to
contain
it.

Our
modeling
very
much
anticipated
a
number
of
cases
throughout
the
semester,
so
we
are
not
on
the
surface
extremely
concerned
about
this
cluster.
Clearly,
we
are
taking
it
seriously
and
we
will
certainly
every
day
as
we
do
be
analyzing
daily
testing
results,
consulting
with
frank
krupa
and
his
team
with
marty
stallone
at
cayuga
health
system
and
making
whatever
tweaks
are
needed
to
our
plans.
The
third
update
regards
the
supplements
out
officially
last
friday.
We
first
learned
of
them
on
thursday
afternoon.

For
those
who
are
not
aware,
this
would
apply
to
all
colleges
and
universities
in
the
state,
regardless
of
size
that
if
there
are
more
than
100
positive
cases
in
a
two-week
period,
then
that
college
or
university
would
need
to
immediately
move
to
all
classes
being
online.
Importantly,
this
would
not
require
students
to
go
home.
G
We
would
have
to
switch
to
all
dining
provided
by
takeout.
There
would
be
other
limitations
on
on
campus
activities,
but
this
is
something
which,
of
course,
we
will
comply
with,
but
I
I
would
emphasize
one
of
the
unique
aspects
of
our
approach
to
our
testing
through
surveillance
testing
is
we're
testing,
so
many
people
with
the
very
goal
of
identifying
all
of
the
cases
of
the
virus,
even
in
asymptomatic
people.
So
with
that
approach
we
are
going
to
have
a
higher
number
of
cases
than
if
we
hadn't
done
that.

So
it
means
that
more
than
likely,
we
will
at
some
point
this
semester
reach
this
threshold.
We
are
going
to
make
continued
efforts
to
encourage
our
students
and
our
faculty
and
staff
that,
more
than
ever,
we
need
them
to
pay
strict
attention
to
all
of
the
health
and
safety
guidelines.

will
be
sending
a
message
out
later
this
evening
from
president
pollock
about
this
to
that
effect,
but
again
we'll
be
compliant
with
the
guidelines,
but
it
does
very
much
change
the
approach
that
we
had
expected
in
terms
of
how
this
would
play
out.
We
very
much
as
part
of
the
modeling
anticipated,
a
relatively
higher
number
of
cases
than
this
hundred
over
two
weeks
would
be
by
comparison.

dining
staff

people

working

facilities

staff

with
our
undergraduates
regularly.

they're
tested
twice
a
week.
So
absolutely
the
importance
of
surveillance
testing
is
the
entire
community,
regardless

whether
they
show
symptoms
will
be
regularly
tested.
So
we
have
a
daily
sense
of
how
the
virus
is
spreading.
So
importantly,
we
can
contact,
trace,
isolate
quarantine
and
prevent
it
from
spreading
elsewhere,
not
just
in
our
community
but
among
the
greater
ithaca
community.

happens
to
someone

they're
in
quarantine.

so,
as
part
of
the
move-in,
you
may
or
may
not
be
aware,
we
moved
in
a
large
cohort
last
sunday,
not
this
past
sunday,
the
sunday
before
and
another
large
cohort
that
monday
and
these
people
went
straight
to
their
residence
halls
quarantined
over.
They
were
tested
and
they
quarantined
overnight
and
the
next
morning,
when
we
got
the
results,
they
were
then
able
to
leave
their
residence
hall.
If
they
were
positive,
they
were
put
into
the
stadler
hotel.

It
was
a
very
complex
process,
but
it
worked
very
well
and
right
now
we
have
4514
students
who
are
actually
in
our
residence
halls,
and
you
know
to
joel's
point
this
cluster.
You
know.
Is
it
really
accounting
for
most
of
the
positives
that
we've
had
so
we're
feeling
very
confident
about
our
process?
And
you
know
the
students
who
came
in
from
the
travel
restricted
states
they
actually
arrived
on
the
17th
and
their
quarantine
is,
will
now
be
over.

we've
done,
we've
kept
very
tight,
reigns
on
these
on
these
comings
and
goings,
students
can't
get
their
keys
or
their
access
to
their
residence
halls
until
we
have
a
cleared
test
result
for
them.
So
it's
it's
been
a
pretty
tight
process,

very
tight
process.

the
only
thing
I'd
add,
is
for
our
off-campus
students,
it's
really
the
tompkins
county
health
department.
That
makes
the
determination
as
to
appropriate
quarantine.

they
are
now
going
to
be
captured
in
this
new
round
of
testing
that
starts
tomorrow.

know
part

plan
was
to
have

on

complete
is
that
data
gathering
process?
I'm
presuming
there's
a
lot
of
movement
among
off
campus
students.
It's
a
lot
of
data
to
bring
in
together
at
one
time
the
community
is
relying
on
and
and
appreciates
the
portal
that
you
have
created
where
people
can
report.

There
had
been
some
questions
with
regards
to
adequate
ppe
provided
to
ras
and
and
other
individuals
who
are
working
with
students,
and
I
just
wanted
to
get
a
sense
of
where
you
are
on
the
ppe
supply
level,
because
I
know
that

also
one
of
the
the
metrics
that
you
look
at
in
terms
of
whether
you
stay
in
green
status
or
not,
and
then.
Lastly,
the
other
question
going

about,

reliance
on
students

interact

students
off
campus,
to
encourage
good
behavior

how
successful
you
think
that
will

plan

we've

been

school
and
been
through
that
dynamic

being
the
classmate

tells

colleagues

they

doesn't
work

mechanisms

place

try
to
encourage
good,
behavior
off
campus.

related

ras
have
more
than
adequate
ppe.
They
have
face
masks,

extra
face
masks,
they
have
containers
of
hand
sanitizer
for
themselves
and
also
throughout
the
residence
halls.

They've
all
been
given
face
shields,
which
actually
were
you
know,
they're
they're,
the
the
efficacy
of
them
is,
is
not
known
for
sure,
but
they've
all
been
given
those
if
they
want
to
wear
them.
So
their
ppe
is
is
more
than
adequate
and
I
think
there
was
some
misunderstanding
on
their
part
as
to
what
was
available
to
them,
but
that
has
been
resolved.
In
fact,
I
have
a
meeting
with
the
ras
tomorrow.

was
just
going
to
make
sure
that
that
you
all
were
aware
that
the
surveillance
testing
is
not
the
beginning
of
testing.
Every
student
who
has
come
back
to
ithaca,
regardless
of
where
they're
living
on
campus
or
off,
was
required
to
go
through
arrival
testing,
some
as
as
far
back
as
as
july,
and
certainly
as
recently
as
the
day
before
classes
began
and
individuals
who
hadn't
completed.
That
testing
were
not
able
to
register
and
begin
attending
their
classes.

Our
approach
is
testing
contact,
trace,
isolate
and
quarantine
punishment
isn't
part
of
the
equation
now.
That
being
said,
we
certainly
recognize
the
opportunities
for
peer-to-peer
and
university
to
student
encouragement,
forceful
encouragement
about
the
importance
of
behaving
and
respecting
the
public
health
of
everyone.
We
have
launched
a
a
primarily
social
media,
but
I
hope
you're
also
seeing
it
on
tcat
buses
and
around
the
city.

A
public
health
campaign,
pat
and
karen,
and
their
teams
have
not
only
a
group
of
about
300
student
ambassadors
who
are
very
engaged,
but
we
have
about
a
hundred
staff
who
are
working
quite
diligently
to
make
sure
that
the
behaviors
are
being
followed
and
as
you've
as
you've
indicated
as
well.

We
have
a
compliance
team
that
the
dean
of
students
is
leading
where
all
of
the
reports
that
come
in
are
reviewed
and
action
when
warranted
is
taken,
and
if
you
didn't
see
the
reference
in
our
message
from
ryan
lombardi
last
saturday,
we
have
already
had
some
temporary
suspensions
of
students
because
of
that
misbehavior
and
trust
me.
If
you
haven't
followed
the
chatter
online
students
are
taking
this
quite
seriously
in
terms
of
helping
to
encourage
their
their
peers
to
to
follow
the
guidelines.

systematic
racism
and
microaggressions
that
happened
in
the
school
district.

In

experiences
and
though
the
city
of
ithaca
has
little
power
over
the
school
district,
I
think
it's
important
to
raise
awareness
of
what's
happening
in
our
city,
and
I
also
believe
that
some
of
the
issues
and
possible
solutions
for
the
school
district
that
I
will
describe
can
also
be
applied
to
the
city,
so
ithca
high
school,
specifically
there's
only
in
the
I
was
given
access
to
the
english
book
list
curriculum
and
only
seven
percent
of
all
the
books
in
the
english
curriculum
are
written
by
people
of
color
and
even
less
than
that
are
written
by
specifically
black
authors,
and
so
that
is
like
in
an
insane
number
and
I
think
that
really
needs
to
be
updated.

been
the
same
for
quite
a
while,
and
specifically
in
the
past,
the
only
black
history
that
I've
learned
in
my
past
classes
are
of
slavery

oppression

are
important
to
learn,

not
that
not
all
that
black
history

atrocities
committed
against
our
ancestors.

with

or

The
blm
mural
on
plain
street
is
prohibited
by
federal
federal
highway
administration
guidelines.

is
also

violation

The
markings
on
the
asphalt
compromises,
the
safety
of
the
roadway,
which
will
result

a
liability
for
the

the
permit
overstepped
its
bounds

government
official

may
be

no
authority
to

department

criminal
justice
system,
which
they
are
being
forced
into
within
our
current
systems
and
due
to
the
current
budgets
of
our
city,
the
progression
of
policing
in
schools
is
clearly
a
racist
tactic
used
to
funnel
more
black
kids
into
the
prison
system,
which
highly
hinders
that
child's
life
forever.

taught

very
young
age

fear
the
police
for
good
reason,

police

designed
to
hurt

help

Police
in
schools
hinder

that
is

is
common
practice

their

is

to

their

money
could
be
used
to
add
more
essential
resources
in
schools
such
as
health
care
and
free
food
programs
within
school
kids
can't
learn

and
hungry,

both

essential
resources
are
way
easier
for
middle
class
white
kids
to
obtain
compared
to
students
of
color.

has
been
an
uptick
in
both
of
these
things.

why
that

because

think
it
serves
as
a

awful
as
it
is
to
see
that
it
serves

good

case
study

actual
source
of
crime,

think
that

all

pretty
assured
that
ithacans
didn't
suddenly
become
worse
people
during
the
pandemic.

definitely
not
what
happened.

resident

telecommunications
act
gives
local
governments,
not
the
fcc
control
over
the
small
cell
facilities
as
long
as
there's
no
gap
in
coverage.

delineate

gap

coverage
is
and
there's
been
a
little
conversation
about
that,
does
it
apply
to
just
phone
coverage
or
does
it
apply
to
internet
coverage
as

digging

are
several
court
cases,
including
a
second
circuit
court
case
that
clarified
I'm

say
that
federal
preemption
exists

is

telecoms
cannot
prove
a
gap
in
service
coverage,
so
it
seems,
like
some
people
still
think
this
stuff,
but
please
this
is
that's
the
truth
now,
despite
what
some
people
think
the
fcc
does
not
regulate
cell
towers
and
the
radiation.

that's
because
experts
such
as
the
harvard
center
for
the
ethics
have
deemed
the
fcc
a
captured
agency.
What
this
means
is
that
the
fcc
is
primarily
controlled
by
and
working
for,
the
wireless
industry,
not
citizens.
The
current
fcc
chair
is
a
former
verizon
lawyer
second
and
relatedly.
The
fcc
radiation
guidelines
have
not
been
updated
in
almost
three
decades.

updating
standards,
since
the
widespread
use
of
cell
phones
began
no
update,
since
thousands
of
studies
have
proven
the
health
hazard
of
this
radiation.
That's
why
hundreds
of
scientists
and
study
doctors
have
sounded
the
alarm
on

high
level
radiation
that
these
outpatient
standards
allow.
I
had
a

to
show
that
the
united
states
standards
is
the
highest
in
the
world
by
far,
but
I
can't
do
that
right

top
of
this,
all
the
fcc
does
not
test
wireless
facilities,
nor
are
the
radiation
limits
enforced.
This
problem
is
exponentially
compounded
with
a
densification
of
antennas.
According
to

campanelli
and
other
experts,

plethora

antennas
inherent
to
small
cell
deployment
will,
in
total
quote
easily
exceed
the
fcc
limits
unquote.

the
term
small
sale
antenna
is
misleading,
since
many,
if
not
most
small
towers,
have
similar
power
levels
to
large
towers.
According
to
leigh
affleck
back
an
engineer
who
works
on
wireless
networks
quote
each
small
cell
is
capable
of
almost
putting
out
the
same
energy
as
one
macro
cell.
The
antennas
and
radios
of
these
small
cells
are
the
exact
same
as
on
macro
towers.
Unquote,
so
small
towers
are
basically
large
towers
in
disguise.

why
having
these
antennas
so
close
to
homes
is
so
dangerous.
I
had
another

show
you
that
essentially
25
million
more
times
radiation
will
reach
people
and
homes
next
to
small
towers
as
compared
to
a
large
tower

constant
radiation
exposure,

7
without
a
person's
consent.

technology

was
at

supremacists,
memorials

statues

up

much
put
there

that
context,
and
so
she
wrote
this
excellent
essay.

she
sent
it
to
the
mayor
and
she
may
have
published
it
in
the
epic
good
times,
and
it
got

attention
and
one
of
our
constituents,
lynn,
jackie,
actually
reached
out
to
us

said

urge

to
take
issue
on
this.
So
at
the
time
I
think
I
talked
to
dan
and
ducks
and

the
mayor
and
that
kind
of
put
the
the
wheels
in
motion
working
with
that.

process

trying

remove

of

resolution
