story

juneteenth

word

food
by
recognizing

past
and
honoring
the

a
few
very
quick
words
to
say
in
acceptance.
You
know
it
is.

You
know
the
trail
of
of
oppression
toward
our
black
community
is
long
and
it's
complicated.
It's
also
violent.
It's
also
very
sad.
However,
it's
very
important
to
acknowledge
that
history.
We
can't
bear
yet,
as
we
recognize
the
100
year
anniversary
of
the
massacre
of
300
plus
successful
and
progressive
black
americans,
many
of
whom
I'm
sure
were
descendants
of
some
of
the
very
enslaved
people
in
louisiana
and
texas,
who,
between
june
13
and
june
19
learned
of
their
freedom,
some
two
and
a
half
years
after
the
emancipation
proclamation.

These
folks,
who
were
there
in
oklahoma,
who
built
a
neighborhood
who
built
an
of
wealth,
a
community
of
cooperative
economics,
a
community
of
support
for
each
other
in
tulsa,
oklahoma,
known
to
many
of
us
as
black
wall
street.
Many
of
those
folks,
as
I
said,
I'm
sure,
were
descendants
of
some
of
the
very
enslaved
who
learned
of
their
freedoms.

not
just
one
day
yes
june
19th
is
the
official
commemoration,
but
we
want

make
sure

people
celebrate
throughout

week

the
people
who
are
in
slaves
got
that
notice

june
anywhere
from
june
13th,
all
the
way
through
june
19th,
when
the
final
group
of
enslaved
and
on
a
plantation
in
galveston
texas,
learned
of
their
freedom.

share
an
email
that
I
sent
to
my
common
council
rep
and
the
mayor
on

24..
I
decided
that
all
of
you
should
be
aware
of
my
concern,
so
I'm
simply
going
to
read
that
to
all
of
you
so
that
you
can
be
aware
of
it
on
may
23rd.
I
I
Okay,
it
was
also
the
ithaca
college
graduation
weekend
and
there
were
hundreds,
if
not
thousands,
of
additional
people
in
town.
I
know
there
are
changes
being
made
to
the
police
department
and
I
am
not
arguing
about
any
of
that.
However,
the
lack
of
officers
available
at
any
given
time
is
disturbing.

clarify
some
of
the
questions.
The
gentleman
before
me
had
last
night
in
the
tapas
county
legislature,
meeting
george
mcgonigle
remarked
about
how
there's
been
four
unplanned
retirements
recently
from
the
ithaca
police
department,
and
essentially
other
agencies,
are
poaching
the
the
talent
over
at
ithaca,
police
and
recruiting
new
officers.

I
would
imagine,
is
particularly
difficult
right
now
in
light
of
the
quote:
reimagining
of
public
safety
and
the
you
know,
as
it
was
stated
at
one
point,
abolishment
of
the
police
department
doesn't
exactly
make
ipd
the
most
appealing
place
to
work,
if
only
for
job
security
reasons,
and
to
add,
on
top
of
that,
the
reality
that
the
officers
don't
really
feel
like
they
are
backed
up
by
the
by
the
mayor's
office.

Essentially-
and
you
know,
with
the
violence
getting
kind
of
more
frequent
today,
we
had
an
event
that
showed
why
we
maybe
need
a
swat
team
in
this
town
and
someone
being
set
on
fire
gunshots
becoming
commonplace.

The
reality
is
that
it
isn't
as
safe
as
it
once
was,
if
it
ever
was,
and
would
the
police
spread
thin
due
to
you
know
a
deterioration
in
their
numbers
not
having
a
contract
in
ten
years?
J
All
of
this
is
culminating
in
you
know
the
city
council
election
with
the
solidarity
slate
yazmin,
rashid,
you
know,
along
with
their
democratic
socialist
allies,
led
by
russell
rickford
up
at
cornell,
are
essentially
going
to
take
over
the
council,
and
I
imagine,
could
make
good
on
their
promise
to
not
fund
the
ithaca
police
department
when
it
comes
to
passing
a
budget
next
year.
So
I
think
people
should
be
aware
that
if
anything,
this
situation
is
going
to
continue
to
deteriorate,
and
I
asked
the
council.

do
you
actually
have
any
plans
to
arrest
this
decline?
Or
is
this
actually
part
of
the
plan
to
systematically
you
know,
disassemble
the
police
department
by
chipping
away
at
their
morale
and
not
funding
them
properly
and
stuff,
because
they
are
out
there
in
the
street
dealing
not
only
with
people
with
with
guns
or
whatever
went
on
today
on
state
street,
but
also
getting
harassed
by
the
local
activist
population
will's
trying
to
do
their
job?

So
that's
again,
something
that
might
not
make
it
the
most
appealing
place
to
work
when
there
are
other
communities
nearby?
Who
actually
would
welcome
the
officers
and
treat
them
with
respect?
You
know,
so
the
potential
does
exist
for
some
sort
of
large
issue
to
spell
out
just
one
party
turning
into
a
fight,
and
you
have
three
or
four
cops
on
on
a
friday
night.
That's
a
recipe
for
disaster,
so
at
least
cornell
has
their
own
police
department,
as
do
the
people
in
kuga
heights.

The
people,
you
know
kind
of
a
lot
of
people
pushing
for
this
police
reform,
don't
actually
live
downtown
and
don't
have
to
suffer
the
consequences
of
the
of
the
reform
effort.
So
I'm
glad
that
there
is
some
sort
of
indication
from
the
ipd
that
they're
going
to
be
enforcing
laws.
It
relates
to
the
illegal
roadblocks
and
acts
of
intimidation
perpetrated
by
ethical
panthers.

demoted,

All

wondering

a
a
good

So,
as
folks
probably
know,
we
typically
have
five,
sometimes
six
people
on
patrol
in
the
city
at
any
one
time.

We
benefit
from
mutual
aid
with
cornell
police,
the
ithaca
college,
public
safety,
team,
thompson,
county
sheriff's,
state
troopers,
the
dryden
police,
the
trumansburg
police,
the
hugo
heights
police,
and
then
they
benefit
from
the
same.
So
whenever
we're
short,
as
happened
a
couple
weekends
ago,
if
folks
go
on
vacation
or
or
are
out,
sick
you'll,
sometimes
see
that
you'll
see
three
or
four
people
on
shift
instead
of
five
or
six,
it
is
concerning
it's
one
of
the
reasons
you
know
we
have
unfunded
vacancies
in
the
police
department
right
now,
we're
recruiting
and
hiring.

I
think
we've
just
made
an
offer
we're
hoping
to
make
two
more
next
month,
but
it's
also
a
reason,
because
I
think
mitch
alluded
to
the
difficulty
in
recruiting
people
into
public
safety
careers
right
now.
You
know
it's
been
an
issue
in
ithaca
for
for
the
last
five
or
six
years,
but
it's
a
nationwide
issue
as
well
a
challenge
of
recruiting
and
retaining
people
into
these
professions,
and
it's
one
of
the
things
that
reimagining
hopes
to
achieve.

know,
especially
by
adding
a
auxiliary
force,
another
force
of
of
unarmed
workers
that
can
bolster
the
ranks
and
give
people
an
opportunity
to
join
the
profession
of
public
safety.
Until
then,
you
know
we're
we'll,
try
and
keep
our
staffing
up
our
calls.
Our
response
times
are
still
very
low.

rest
assured
that
our
police
department
is
still
able
to
respond
to
calls
and
folks

call

they

help

support
as
we
complete
the
reimagining

even
more
resources

budget

state
aid,

2021
authorized
city
budget
included
two
million
eighty
eight
thousand
three
hundred

eighteen
dollars
for
state
aid
and
incentives

municipalities,

aim
payment,
whereas
the
pandemic
financial
impacts
have
been
reduced
due
to
federal
aid,
infusion
and
better
financial
activity,
and
whereas
the
state
has
now
approved
a
budget
that
includes
normal
aim,
payments,
which
means
the
city
will
see
an
additional
five
hundred
and
twenty
two
thousand
eighty
dollars
in
state
aid
and
whereas
the
additional
funds
will
be
placed

unrestricted

until
we
determine
future
allocations.

police
is

we're
presently
doing

talking

defunding

police,

think
it's
unfair
to
say
that
the
mayor
does
not
support
ipd,
because
on
numerous
occasions
she's
pointed
out
what
an
excellent
police
department
we
have
we're
short
staffed
right
now.
That's
true
and
the
rematching
process
will
address
that.

is
an
amendment
to
our
personnel
roster,
whereas
two
firefighter
positions
and
one
deputy
chief
position
were
funded
in
the
2020
budget,
but
not
filled

a
hiring

firefighter

us
sort

we
needed

positions

the
pandemic,

threw
a
monkey
wrench
at
a
lot
of
our
plans,
but
I
know

the
chief

answer

about
overtime

pretty

simple
discussion.

we've
had
several
retirements
last
year

this
year
that
we're
still
trying
to
recover
from
we
just
had

retirement
today

one
of

lieutenants,

shortage
we're
seeing
right
now
is
that
all
of
our
shifts

down
by
at
least
two
firefighters,
and
one
shift
is
down.
Three
fire
prevention
is
down
by
two
firefighters.

We
have
three
members
who
are
out
on
injury.
We
have
people,
firefighters,
who
are
out
on
fraternity,
leave
extended
illness
and
right
now
we're
covering
vacation
with
overtime.

So
this
wasn't
a
surprise
that
we're
in
our
in
the
situation
now,
but
the
reason
we're
in
it
is,
we
didn't,
have
enough
staff
to
be
able
to
absorb
the
the
changes
of
positions
due
to
those
retirements
and
extended
leaves
and
illnesses,
and
we're
just
trying
to
get
back
to
that.

That
number
of
firefighters
to
gives
us
gives
us
the
cushion
again
and
that's
what
we
are
trying
to
achieve
last
year,
when
we
added
the
two
firefighters
in
the
deputy
chief
position
that
would
have
been
funded
in
july
of
2020
but
obviously
do
the
pandemic.
We
did
not
move
forward
on
that.

it

fill
these

ready

process

county

this

the
establishing
the
community
justice
center
and
collaboration
between
the
city
and
the
county.

Whereas
new
york
state
governor,
issued
executive
order,
203
calling
upon
local
governments
that
operate
police
agencies
to
study
their
current
operations
and
develop
a
plan
to
address
the
particular
needs
of
the
communities
served
by
such
police
agency
and
promote
community
engagement,
to
foster
trust
fairness
and
legitimacy
and
to
address
any
racial
bias
and
disproportionate
policing
of
communities
of
color
and
whereas
the
city
and
the
county
have
by
concurrent
resolutions
submitted
plans
which
contain
both
separate
and
joyce
undertakings.

whereas,
in
those
resolutions,
the
city
and
the
county
recognized
the
need
to
determine
next
steps
to
develop
the
programmatic
expression
of
the
joint
elements
of
the
plans
being
a
long-term
process
to
make
substantive
improvements

our
criminal
justice
system.
Recognizing
that
implementation
will
require
time,
resources,
investigation
and
commitment,
including
the
determination
of
prior
budget
priorities,
cost
share
and
the
logistics
necessary

cooperation

collaboration

city
and
the
county
and
whereas

city

the
county
as
a
conclusion
to
the
reimagining
public
safety
collaborative
received

report
entitled

safety.

recommendations
following
the
collaborative
effort

the
city

the
county,
which
has
served
as
an
information
resource

the
respective
plans
prepared
by
the
city
in
the
county.

whereas
the
report
proposed
the
creation

channel,

covers
public
access
channels.

not
just
meetings.

has
the
educational
channel
as
well

some
efforts
recently
to
try
to
take
the
streams
that
are
coming
out
of
our
various
meetings
and
feed
them
back
into
the
cable
system.

has
been
working
with
some
equipment

they

help

that
happen,
and
so
that's,
if
it's
not
in
place,
it
will
be
shortly.

that's
one
effort,
that's
been
happening.

meetings
are
virtual,

had
regular
attendance

charter
representatives

these

for
some
very
rich

concern
that

really

local

channels
anymore,

cable

local
any

so

Whatever
effort
we
could
have
to
get
local
news
back
would
be
very
important,
and
I
wish
he
was
here
to
speak

that
because
I
know
he
has
spent
a
lot
of
time
and
effort
looking
into
this
and
did
his
best
to
try
to
move
the
powers
that
be
to
reinstate
local
news.
And
it's
a
it's
wonderful
to
hear
that
you're
getting
greater
participation.

I

say
that
public
access
content
is
created
by
still
being
created
by
the
producers.
Most
of
it's
happening.
Virtually
they're
able
to
they've
worked
out
a
system
because
the
studios
have
been
closed
and,
in
fact,
that's
a
bone
of
contention
between
the
committee
right
now
and
charter
because
charter's
maintaining
that
the
studios
need
to
continue
to
stay
closed
and
we're
sort
of
pushing
them
on
what
will
be
the
triggers
for
opening
them.

have.
Producers
have
been
using
the
equipment
that
some
of
the
same
equipment
that
would
be
purchased
by
contingency
budgets
like
this
to
be
able

produce
content.

they
are
still
able
to
send
content
in

forward

committee
may
be
making
recommendations
to
the
iura.

move
the
inlet
island
proposal

public
hearing
at
the
july
pedc
meeting
and
potentially
at
the
august
common
council
meeting.
So
that's
the
time
frame
for
consideration
of
the
three
inlet
island
proposals,
all
of
which
are
very
interesting.
So
I
would
encourage
people
to
look
at
at
the
details.

just
wanted
to
report
that
at
today's
homeless
and
housing
task
force
meeting
once
again,
there
was
really
great
attendance
at
that
meeting.
Coordinated
by
human
services
coalition,
lydie
barger
did
a
great
job.
Facilitating
there
were
presentations.
Harry
merriman
of
lakeview
gave
a
description
of
the
west
end
heights,
which
will
be
opening
in
november.

also
just
wanted
to
remind
folks
that
the
emergency
rental
assistance
program,
e-wrap
applications
were
opening
today
for
that
program,
there's
the
potential
for
paying
up
to
12
months
of
rental
arrears
and
the
potential
for
three
months
of
future
rent.
In
addition,
at
today's
meeting
there
were
presentations
by
two
of
the
new
and
terrific-
I
must
say
two-on-one
housing
specialists
and
they
were
describing
the
well.
They
gave
the
description
of
e-wrap
and
also
the.
M
Hssp
program
that's
being
rolled
out
to
48
individuals.
This
is
part
of
the
anti-displacement
enterprise
grant
program
and,
as
I
said,
48
individuals
have
the
potential
to
be
enrolled
in
four
cohorts
of
12
each
with
the
potential
for
300
a
month
for
18
months,
and
one
of
the
key
points
here
is:
if
that
money
goes
directly
to
landlords,
to
cover
rent
to
cover
arrears.
It
is
not
considered
income,
so
it
doesn't
put
tenants
at
any
jeopardy
in
terms
of
other
potential
programs.
So
two
very,
very
good
programs
that
should
be
helping
local
renters.

provide
an
update
through
the
kyuge
lake
watershed
inter
municipal
organization.
I
think
I've
mentioned
previously
that
the
new
york
state
dec
has
put
out
a
request
for
comment
on
the
total
maximum
daily
load.
This
is
the
phosphorus
limits
for
kuga
lake,
especially
for
the
the
southern
half
or
the
southern
shelf
of
the
cuga
lake.
P
We
are
basically,
I
have
to
give
a
call
out
to
roxy
johnson,
who
is
our
watershed
manager
on
behalf
of
the
city
of
ithaca,
for
six
mile
creek,
who
has
really
taken
the
lead
in
compiling
all
of
the
comments
that
have
come
together
from
various
experts
around
the
region
to
comment
on
the
tmdl,
I'm
working
with
her
and
staff
to
put
a
comment
together
on
behalf
of
in
the
city
and
also
for
our
wastewater
treatment
plant.
P
The
things
that
we
are
looking
at
specifically
is
what
the
tmdl
does
is
cap
phosphorus
emissions
for
what
they
call
point
sources
for
us.
That,
specifically,
is
our
wastewater
treatment
plant
and
also
what's
called
our
ms4
stormwater
permit,
and
the
long-term
effort
will
be
is
that
there
will
be
no
additions
to
phosphorus
that
will
be
allowed
as
our
community
grows.
P
So
we're
providing
comments
in
terms
of
how
this
may
have
long-term
financial
impacts
on
the
city,
which
are
still
yet
unknown,
requesting
more
information
on
that,
and
a
designation
that
or
determination
on
how
these.
What
are
likely
to
be
very
expensive
updates,
may
have
a
meaningful
impact
on
phosphorus
in
the
lake.
P
So
we'll
be
getting
those
comments
out
soon.
The
deadline
is
july,
8th
and
we're
hoping
to
inspire
other
municipalities
throughout
the
watershed
to
also
submit
comments
to
the
dec,
because
these
limits
come
at
this
point
not
with
much
financial
support
to
help
mitigate
the
impacts.

remember
last
year
I
think
it
was
we
added
a
common
council
liaison
to
the
special
events
committee,
which
has
been
me
hasn't
much
activity
in
the
last
year
and
julie
may
want
to
add
some
more
to
this.
But
one
of
the
great
advantages
of
things
loosening
up
is
that
we
will
be
seeing
more
event
activity
in
the
community.

also
brings
with
it
some
real
challenges
that
we
haven't
had
to
face
in
the
last
year
and
a
half
or
so
that
is
being
exasperated
by
some
some
of
the
staffing
challenges
in
some
of
our
departments:
police,
fire

dpw.

just
gonna
take
some
real,
concentrated
effort.

think
in
the
near
future
about
how
we,
as
a
community
or
the
city
in
particular,
how
we
feel
we
can
support
special
events
and
especially
large
or
mass
gathering
ones.
