community
groups,

well

civil
service

businesses

the

of

veterans

to

to
both
the
plights

veterans

our
community

we're
extending

a
week

full
week
of
things
and
with
hopes
that
there
are
other
things
happening

just
to

call
attention.

some

these
Awards

it

much
nicer

the
recipient
and
for
those
who
nominated

little
bit

the
nomination.

Jim
Evers
from
the
streets
and
Facilities
Department,

painting
project

waiting
for
asphalt
Jim
took
it
upon
himself
to
repair
one
of
our
critical
catch
basins
that
was
located
nearby.
Although
we
do
have
a
team,
repairing
critical
and
need
attention
catch
basins,
this
team
has
spread
very
thin
due
to
the
facts.
There
are
a
significant
number
identified
as
such.
This
is
a
critical
and
need
catch
basins
and
that
we
are
short
staffed
in
streets
and
Facilities.

this
sort
of
initiative,
efficiency,
is
what
the
recognition
program
is
all
about.
Several
days
later,
Jim
further
took
it
upon
himself
to
retrieve
needed
vehicle
maintenance
paperwork.

me,
after
hearing
my
discussion

another
employee
of
immediate
repair
on
the
city
vehicle
I'm
driving
I
realize
there
are
several
nominees
and
I'm
certain
that
all
are
deserving
of
recognition.

implore

award
Jim
Evers

quarterly
recognition
award
receiving
this
award
in
our
department
goes
a
long
way
in
regards
to
morale
with
entire
staff,
particularly
coming
into
the
winter
months,
when
the
staff,

streets

facilities,
are
expected
to
come
in
when
called
and
work
extended
hours
to
keep
our
students
clear
for
the
safety
of
the
Isabel
Community.

the

dollars

our
contingency
fund
for
homeless
initiatives,

not
limited

or
anything
that
that
program
might

with
that

they

do
the
same.

library

police
budget

been
cut

losing
police
officers.

Orthodoxy

the
city

done
much

stagnate,

workers
that

underpaid,

the

lands

my
doorstep,
I'm
here
today
to
speak
about
my
observations
of
worker
relations
in
the
city
of
Ithaca.
The
philosophy
of
the
city
has
had
towards
employee
contracts
is
not
only
for
any
morale,
but
it
is
preventing
new
worker
recruitment.
It
is
reducing
worker
retention
and
is
reducing
the
quality
of
services
for
the
residents
of
the
city
of
Ithaca.
The
city
focuses
on
reducing
costs
by
decreasing
employee
benefits
and
negotiating
the
lowest
possible
wages.

Workers
will
accept
with
no
regard
for
the
cost
of
living
changes
or
inflation.
Years
of
this
philosophy
has
caused
the
city
to
get
a
great
disadvantage
in
this
challenging
labor
climate
when
salaries
are
far
below
the
wages
offered
at
other
municipalities,
the
city
that
the
good
job
postings
remain
open
for
months
with
no
applications
where
folks
interview
and
they
turn
down
the
position
in
the
end,
while
Jobs
go
until
there's
more
work
for
the
rest
of
us
that
remain
because
the
community
expects
the
same
level
of
services.

The
cost
of
everything
is
increasing
materials
equipment,
contract
work.
So
those
Budget
Signs
need
to
be
increased.
I
asked
Council
to
reflect
on
how
much
time
they
spent
discussing
a
need
to
set
aside
funds
specifically
for
permanent
worker
wage
increases
where
those
weight
were
those
budget
lines
increase
for
2023,
while
other
employers
are
raising
wages
to
attract
new
workers.
The
city
continues
its
philosophy
of
reducing
benefits
and
suppressing
wage
increases
to
keep
costs
down.

the
city
can't
negotiate
the
cost
of
many
of
these
things,
maybe
the
city
thinks
that
they
can
balance
the
budget
on
the
best
of
the
workers
and
keep
those
costs
artificially
low.
We
are
here
to
tell
you
that
that
is
a
mistake.

know
that
you
are
all
busy
with
a
myriad
of
other
issues
that
the
city
is
facing,
but
this
has
gotten
to
a
real
crisis.

tell
the
mayor
that
the
labor
issues
are
vitally
important
and
deserving
of
more
time
to
address
and
the
past.

workers

checks
and
balances

advocate
for
the
fair
treatment
of
workers.

are
a
union.
In
the
past
two
years,
we've
made
strides
in
implementing
many
of
the
recommendations
that
reimagining
Public
Safety
has
put
forth.

have
been
implemented
in

very
productive
conversation

ended
with
modalita
agreeing
to
participate
in
a
series
of
community
Roundtable
discussions
that
are
being
coordinated
by
the
PBA
and

New
York
State
AFL-CIO.

couldn't

admittedly,
been
very
involved
in
protecting
and
advocating
for
my
members
so
much
so
that
at
times,
I
have

PBA
is
ready
to
move
forward
with
many
of
the
suggestions
of
reimagining,
including
unarmed
workers,
joining
us
in
the
field.
However,
for
some
reason
we
are
still
stuck
on
recommendation.
One,
creating
a
new
department
and
giving
away
the
work
of
sworn
police
officers
will
never
work
as
unacceptable
and
disrespectful
to
organized
labor.
It
is
also
union
busting.
That
doesn't
mean
we
still
can't
move
forward,
though,
if
we
are
to
move
forward
together,
we
need
the
common
Council
to
make
their
intentions.

and
potential
applicants
need

hear
clearly
that
the
Ithaca
Police
Department
is
not
slated
for
abolishment
and
that
we
are
moving
forward
together
and
reimagining.

PBA
wants
the
best
for

police
department
can
be
the
best.
We
can
still
rebuild
IBD
as
a
model
law
enforcement
agency
that
both
the
community
and
the
officers
feel
good
about,
but
we
can't

it
without
your
help.

current
conditions
at
ipd

and

single
Department

Every
bargain
unit
is
here
and
we
are
hopeful

listen

worker

member
of
the

not
only
because

police
department's
great
reputation,
but
also
the
pro-labor
environment.
In
recent
years,
treatment
has
diminished
and
behind
the
scenes,
labor
has
felt
disrespected
while
trying
to
negotiate
Fair
wages
and
benefits
the
city's
behind
the
scenes.
Treatment
of
Labor
has
affected
morale
retention
and
recruitment.
Morality
at
the
police
department
is
at
all
time,
low.

heard

but
we
are
dealing
with
a
staffing
emergency
and
the
past
week
alone
we
had
we
have
had
a
homicide,
two
arsons
and
a
shooting
which
has
resulted
in
a
gun
being
recovered.
We
have
been
working
through
these
incidents
with
a
skeleton
crew,
which
include
officers
that
have
been
mandated
to
work
Way
Beyond
their
scheduled
work
hours.
If
there's
still
any
doubt
in
your
mind
about
this
I
would
encourage
any
of
you
to
do
a
Ride
Along
on
a
Thursday,
Friday
or
Saturday
night.

like
the
week
because
we're
barely
keeping
up
with
our
workload
any
day
of
the
week
I
encourage
you
to

this

see
what
our
officers
are
being
tasked
with
when
addressing
our
staffing
emergency,

response

that
this
is
a
national
issue.
Hearing
this
response
from
members
of
council
has
been
extremely
frustrating
for
my
colleagues
in
Maine.
Yes,
this
is
a
national
issue,
but
I
can
speak
with
great
confidence
when
I
say
this,
it
is
much
worse
here
than
all

municipalities.

have
watched
our
neighbors
at
the
sheriff's
department
hire
15
new
deputies
in
18
months,
while
we
have
only
been
able
to
hire
one
new
officer,
I
recently
attended
an
out
of
town
training
where
I
met
a
young
female
officer
from
Auburn.
She
advised
me
that,
prior
to
accepting
a
job
at
Auburn,
she
briefly
considered
it.
The
I
asked
her.
She
would
consider
transferring
into
ipd,
and
she
said
absolutely
not.
She
actually
found
it
comical
that
I
asked
her.
I
can
assure
you.
This
is
not
an
isolated
conversation.

a
civil
engineer
for
the
city's
Water
and
Sewer
Department
within
DPW
I've,
been
with
the
city
for
just
over
a
year.
In
my
time
here,
I've
learned
that
worker
benefits
have
been
steadily
eroding
and
that
their
morale
issues
stemming
from
how
contracts
are
negotiated
very
little
actual
negotiation
is
involved.

Our
workers
who
do
stay
are
increasingly
taking
on
second
jobs
to
make
ends
meet,
meaning
they
won't
be
available
for
things
like
emergency
water,
main
breaks
in
the
winter
Ithaca
Prides
itself,
on
being

progressive
city

worker
friendly.
But
I
don't
see
that
in
how
the
city
handles
contracts,
negotiations
and
keeping
pace
of
pay
in
the
industry.

is
leading
to
problems
which
will
become

severe
over
time.

and

Council

more
involved
in
understanding
the
experiences
and
viewpoints

away
from

retain

has
many
unfilled
positions.

these
positions
have
been
advertised
for
more

year
over
that
time.
Other
people
have
left
for
better
paying
jobs
elsewhere.

aware
of
better
paying
positions
that
are
open
right
now,

may
have
been
approached
directly
by
recruiters
looking
to
attract
staff

my
department,
I
know
of
more
people
holding
second
jobs

again

us
with
Rising
inflation
and
other
economic
pressures
facing
everyone.
How
long
will
it
take
before
more
people
make
the
decision
to
leave
the
city
for
better
opportunities?

offered
little
increase

pay,
also
saving

city
money,
why
must
the
budget
be
balanced
and
on

livelihood

Years
of

cycle
have
led
to
uncompetitive
wages
that

year.

brings

current
compensation

neck
real
bad
as
time

tried
my
best

ran
out

paralyzed
or
wearing

diaper.
If
you
don't
have
your
neck
fixed
ASAP,
hence
it
was,
it
was
on
duty.

went
through

workers.

Comp
system,

worthless,
is
worthless,

be,

it
dragged
on

and
the
big
thing
was

was
losing
my
balance.

pulled

work

wait

anguish

workers

denied

is

longer

case.
Things

taken

turn.
The
dialogue
is
now
completely
one-sided

the
city
negotiations
team
has
absolutely
no
interest
in
compromise.

environment

one
seems

care

marginalization.

from
reducing
morale
and
opening

members

economic
hardship

difficult

environment

supposed

re-emphasize
the
central
concern
we
raised
in
our
letter
following
the
sudden
resignation
of
Dr
Louise,
again
Torres
occurring
in
the
midst
of
the
widely
condemned
ethics
investigation,
in
which
the
leaders
of
the
reimagining
public
safety
group,
Eric,
Rosario
and
Karen
Garwood
are
our
spender.

don't
think
there's
a
need
to
bring
someone
on
right
away
in
regards
to
the
green
deal
problems
to
LCA,
to
call
in
the
city
to
have
the
courage
to
honor
their
commitments
to
death
of
every
new
deal,
but,
more
importantly,
to
the
people
that
live
work
and
raise
families
in
this
place.
I
want
to
be
proud
to
call
someone
and
in
a
lot
of
ways,
I
think
that
reflects
an
ongoing
theme
tonight
across
a
variety
of
issues.

common
council

problems

heard
folks
saying
that
you're
gonna
need
time
to
make
changes
that
bring
things
up
to
speed.

don't
think
you
have
it
the
mechanics
that
I
work
with
are
here.
These
are
the
guys
that
keep
the
city
running
literally.

Amazing
mindset
when
I
live
here
in
the
city
of
Ithaca
I'd
like
to
thank
the
council
for
allocating
funding
towards
the
ties
proposal,
as
well
as
finding
funding
for
the
seven
ipd
officer
positions
initially
cut
from
the
mayor's
budget.
I
had
the
privilege
of
participating
in
a
recent
cleanup
of
the
encampments
in
an
area
known
as
the
jungle
on
season
1
Drive
near
the
train
tracks
the
eating
before
the
cleanup.
There
was
a
fire
in
one
of
the
encampments
and
speaking
with
residents
of
the
Jungle.

It
is
almost
certain
the
campsite
was
deliberately
set
on
fire
or
torched
as
part
of
a
cycle
of
our
sin
and
retribution
that
has
arisen
within
the
jungle
culture
and
when
money
now
set
aside
by
the
city
and
the
county
for
tides,
I
encourage
Swift
action,
taking
advantage
of
the
clearing
of
the
cam
to
the
winner
to
initiate
the
cleanup
of
abandoned
encampments
and
cleaning
clearing
of
trees
to
provide
access
roads
to
better,
allow
first
responder
access
to
the
area.

activities
that
occur
in
the
general
are
also
occurring
across
the
street
from
this
building
at
7-Eleven,
an
open-air
drug
scene,
drug
dealing,
drug
use,
prostitution
and
people
sleeping
rough
out
in

open

lived
downtown
for
many
years,
I
can
tell
you
that
this
liberal
activity
is
a
new
phenomena
with
increased
activity,
possibly
a
side
effect
of
the
fencing
of
the
porch
of
the
staff
building
and
increased
policing
of

site
by
the
staff.

police
resources

unwillingness

people

the

make

and

benefits

posting
jobs

salaries

job,

does
require
some
work
experience
at

making

Negotiations
between
the
bargaining
units
and
the
city's
legal
staff
are
not
working.

Management
gave
themselves
much
higher
raises
than
they
are
agreeing
to
give
everyone
else.
Salaries
are
public
and
you
can
see
the
percentage
raises
that
staff
received
management
staff
received
from
2021
to
2022
online.

It's
an
issue
of
fairness,
too.
Different
bargaining
units
have
different
number
of
holidays.
Some
units,
like
exec,
don't
get
overtime
nor
comp
time,
like
management
do,
does
they
don't
get
overtime
or
comp
time?
Neither
does
exec,
but
exec
also
doesn't
accrue
vacation
days.
Nor
do
we
get
raises
in
the
same
way
as
management.
Does
the
bargaining
units
and
contracts
process
is
arbitrary
and
unfair?

for
me,
there

two
main
concerns:

need
the
city
to
pay
its
staff,
wages
that
are
keeping
Pace
with
the
times
and

also
want

raises
benefits
and
holidays
to
be
allocated
fairly
across

board,

many
of
bargaining
unit
or
management
status
and
I
will
talk
to
you
all
in
a
little
bit
about
another
issue.

said
that
we
needed

support

impossible

did
our
best

is
left
for

is
to
figure

somebody?

can

hire

person

attorney

frustrating

see
things

held
up
in,

eight
months
after

authorize

contract
with

that

saying

respect,

think
that
reimagining,
the
Ithaca
Public
Safety
The
Greener
deal
and
electrification
plan
are
really
not
in
conflict.
In
fact,
unless
they
coexist,
none
of
them
are
really
meaningful
by
themselves.

think
as
an
example
of
that
recently
we
had
a
celebration
in
Ithaca
because
we
were
able
to
stop
cracking.

are
probably
saying
these
people
they
arrested
somebody
because
they
have
a
Dusty
license
plate.
Imagine
that
a
Dusty
license
plate
they're
they're,
sacrificing
those
people
in
order
for
somebody
else
to
be
able
to
burn
natural
gas
and
I
feel
like
that's,
not
acceptable
to
me,
and
if
we
really
want
to
have
a
town
that
we
can
feel
proud
of.
We
need
to
reckon
with
this
and
realize
that
these
issues
cannot
be
kept
separate
anymore.
So

think
you

know
everyone's

hopefully

quality
of
life
for
underserved

Here
by
removing
barriers

mobility
and
to
make
free
cat

believe
that
Cornell
should
pay
an
increased
share
of
tcat's
budget
as
they're
the
wealthiest
entity
in
the
county,
one
of
tcat's
financial
Underwriters
and
the
biggest
tcac
customer.
By
far
in
the
last
meeting
of
the
TCAP
board
of
directors,
which
is
composed
mostly
of
City
and
County
government
officials,
mayor
and
tcat
board,
chair
Laura
Lewis
denied
that
any
board
members
are
influenced
by
Cornell
and
claimed
that
they
all
act
in
tcat's
best
interest
and
I'm
here
to
make
her
a
bottle.

It
was
argued
that
staffing
issues
which
led
to
service
Cuts
in
August
were
the
root
of
the
rationale
here,
but
these
Cuts
impact
everyone.
Only
one
of
the
four
reduced
lines
circulates
mainly
on
Cornell's
campus
and
yet
Cornell,
with
their
endowment
of
10
billion
dollars
is
the
party
receiving
relief
from
inflation.

Additionally,
in
April
of
2021,
the
TCAP
board
voted
eight
to
one
to
give
Cornell
a
discount
of
315
thousand
dollars
on
their
agreed
upon
Fair
payment
money
that
tcat
desperately
needed
during
the
pandemic
that
wasn't
in
tcat's
best
interest,
but
Cornell
exerted
pressure
on
them
to
agree,
and
this
issue
runs
deeper
than
isolated
incidents.
The
bulk
Fair
payment
that
Cornell
makes
to
tcat
is
discounted
from
the
standard
fare
cost,
so
Cornell
pays
less
per
ride
than
working
class
residents.
That's
not
fair!
So
why
did
the
city
and
county
agree
to
this
system?

Cornell
is
clearly
exerting
their
power
to
get
special
treatment,
but
there
will
always
be
more
power
in
the
masses
and
in
solidarity
of
the
people

one

and

difficult
economic
realities.

last
year
we
had
a
city
budget
of
84
million
dollars.

year

a
city
budget
of
89,
almost
90
million
dollars,
so

am
concerned

paying
our
staff
I'm
concerned
for
taxpayers
in
our
community
and
I
just
wanted
to
make
that
statement
that
we
do
care
deeply
about
our
workers
and
much
of
that
I
believe
is
reflected
in
the
budget
that

before
you.

issues

been
a

see
that
this

state
of

morale
among
our
employees

agree
with
you
that
I

Council
colleagues

more
involved

resources

believe

Ithaca

a
union
town

a

equitable

Bittersweet,
because

think
that's

great
thing
that
we've
come

realize
that
Ithaca,
the
Ithaca
Starbucks
workers
were
being
mistreated

glad

see

stuff

undertake
rectifying

really

disheartening

shameful

hear

what's
happening

under
our
very
nose
and
happening
in
our
own

wants

staff

staff
does
cost

city
money,
but
it
costs
all
of
you

are
short
staffed

has
moved
to
a
different
position
that
places
an
additional
staff
burden
on
all
of
you,

that

something
that
I
believe
everyone
on
Council,
certainly
all
department
heads

well
aware
of

just
wanted
to
respond
to

few

those

will
find
the
funding.

now

of
