address
the
issue
of.

The

New
York
state
law
requiring
hospitals
to
provide
a
plant-based
meal
when
a
patient
requests
it.
Now,
when
I
was
in
the
hospital
last
year,
I
actually
called
9-1-1,
because
I
was
having
trouble
breathing,
believe
it
or
not.
I'd
lost
my
sense
of
smell
and
taste
and
I.

Just
vaguely
remember
being
ill
just
for
a
couple
days
that,
like
three
months
earlier,
but
it
was
getting
really
bad
around
February
I
think
the
indoor
air
quality
may
have
had
something
to
do
with
it,
but
I
think
I
had
long
covered,
but
anyway,
bangs
ambulance
showed
up
and
so
did
Lansing
because
I
live
in
the
town
of
Lansing
ambulance.
They
said
they
don't
have
an
ambulance,
but
whatever
they
had
a
truck
and
that
guy
refused
me
a
ride
to
the
hospital.

Even
though
the
911
dispatcher
listened
to
me
over
the
phone,
this
guy
just
took
one
look
at
me
because
you
see
I
could
walk
out
the
door
he
wanted
to
come
in
and
like
get
me
on
a
stretcher,
and
so
that
was
really
weird,
because
the
two
Banks
drivers
were
like.

cafeteria

they
had
that
was
vegan
was
a
bagel
and

salad

lot

obese
workers
in

grill,

cheeses

all
that
fries

live
here

the
city
discussion
at
the
recent
pedc
meeting
regarding
the
working
group
on
homeless
encampments
indicated
that
the
work
of
that
working
group
will
not
be
complete
and
ready
for
a
vote
by
Council
until
April
at
the
earliest.
This
is
after
spring,
as
began
and
I.
Believe
a
plan
needs
to
be
in
place
more
quickly
in
advance
of
spring.
There
was
an
overdose
in
the
jungle
again
yesterday
it
was
responded
to
by
the
I
think
of
police
department
and
Banks
ambulance.

Luckily,
the
person
was
revived-
and
this
is
this
evidence
that,
despite
the
cold
and
the
snow,
the
encampments
are
still
active,
occupied
and
are
essentially
drug
encampments,
not
homeless.
In
campus,
continued
delays
on
the
part
of
the
city
are
endangering
people's
lives
and
counterperson.
Mcgonagall
recently
stated
at
the
legislature
that
the
cleanup
on
the
peninsula
by
Brinley
Street
was
quote.
Complete
and
I
am
curious.

Why
so
many
syringes
remain
at
the
site,
we're
numbering
in
the
dozens
if
the
work
is
complete,
that
location
and
with
the
recent
stabbing
of
a
Cornell
student
on
State
Street,
a
pistol
whipping
assault
at
Papa
John's,
numerous
burglaries
and
thefts,
including
at
a
church,
along
with
systematic
package
theft
in
the
Fall
Creek
area?
Deputy
chief
Monticello's
comments
at
the
recent
Community
Police
board
meeting
paint
a
very
dire
picture
of
the
situation
at
Ithaca,
Police
Department
and
with
law
enforcement
in
the
city.

Recruiting
is
paralyzed
and
the
department
is
being
forced
to
triage
calls.
Presumably
some
of
these
could
be
domestic
violence.
Calls
people
suffering
from
overdoses
could
be
anything,
and
these
issues
with
recruiting
are
rooted
in
the
reimagining
public
safety
process,
despite
any
belief
otherwise,
and
the
perception
that
the
department
is
being
abolished
and
that
belief
is
bullied
by
the
fact
that
several
members
of
council
have
stated
their
intention
to
defund
and
essentially
abolish
the
department.

know
everyone
at
this
meeting
lives
in
this
town
and
it
needs
to
remain
a
functioning
community
and
with
the
loss
of
another
fire
chief
and
everything
that
has
been
said
recently
by
an
EMT
regarding
the
Tide's
proposal
and
how
he
believes
it
is
doomed
to
failure.
I
just
encourage
you
all
to
set
aside
any
sort
of
animus
towards
law
enforcement.
You
may
personally
have
and
press
forward
with
the
best
interest
of
the
community
in
mind.

you
can
don't
forget

I'm,
Mike,
Thorne,
that's
superintendent,
on
public
works
and
I'm
here
tonight
to
express
my
thanks
and
appreciation
to
all
those
who
worked
so
hard
to
make
this
epw
unit
contract
successful.
Well,
I'm,
not
a
member
of
the
negotiating
team.
I
help
push
for
substantial
changes
and
obviously
have
a
strong
interest
in
the
outcome.
H
Epw
unit
employees
have
long
been
underpaid
compared
with
surrounding
municipalities,
resulting
in
many
of
our
employees,
leaving
for
higher
paying
jobs.
This
contract
addresses
those
pay
gaps
and
now
provides
competitive
ways
that
will
help
us
attract
new
employees
and
maintain
and
reward
our
current
employees.

It
also
pays
particular
attention
to
improving
the
wages
at
the
lower
ends
of
the
pay
scale.
Last
fall.
The
DPW
unit
rightly
voted
down
the
contract.
That
was
freedom
and
it
was
not
a
good
offer.
The
council
meeting
last
November
many
of
those
members
expressed
their
concerns
and
their
voices
were
heard.
Significant
changes
were
made
in
the
end
result
is
a
very
good
labor
contract.
Earlier
today,
the
DPW
unit
voted
overwhelmingly
in
favor
of
it.

I
just
want
to
mention
that
several
people,
outside
of
the
DPW
unit,
tried
very
hard
to
influence
numbers
to
reject.
What's
on
this
contract
fixes
long-standing
problems
with
past
ekw
contracts
now
unclear
on
the
motivation
behind
some
of
the
scare
tactics
that
attempted
to
get
employees
to
vote
against
their
own
interests.
It
was
unappreciated
and
just
blame
everyone.
Fortunately,
the
DPW
unit
was
not
persuaded.
I
Evening,
everyone
so
tonight
I
just
wanted
to
come
up
here
and
talk
to
you
all
about
the
field.
That's
currently
in
Albany
the
good
cause
eviction
bill
I'm
just
coming
in
from
you
guys
tonight,
students
ask
as
a
member
members
of
caramel
counseling
to
stand
with
this
bill.
Most
of
Ithaca
are
Italians,
and
by
standing
with
this
bill,
you
are
showing
your
community
that
you
are
skating
with
them.
I
I
myself,
independent
and
I've
had
to
go
through
the
potential
thought
process
of
not
having
my
lease
reviewed
just
because,
and
luckily
you,
due
to
the
rule
with
this
building,
we
won't
have
to
worry
about
that.
No
more.
This
bill
is
essentially
serve
on
their
words
have
to
continue
to
rank
to
us.
I
If
we
aren't
ready
to
our
leases,
which
many
tenants
aren't
a
lot
of
us,
consider
the
apartments
that
develop
apartments
or
the
housing
that
we
are
in
as
our
homes
and
we
treat
it
as
such
so
to
just
be
displaced
from
those
our
homes
for
any
given
circumstances
to
me
is
unora.
So
once

you
guys
stand
with
the
community

supporting
this
bill
and
showing

I
couldn't

it

I
am
going
to
read
the
statement
that
she
is
prepared
to
share
with
you
all
of
you.

Stephanie

a
Labor
Relations
Specialist
employed
by
the
Civil
Service
employees
Association.

She
has
been
employed
by
CSEA
for
over
30
years
in
the
field
of
Labor
Relations
I'm
responsible
for
negotiations
in
several
gardening
units,
represented
by
CSEA
locally
I,
am
the
labor
relations
specialist
for
two
bargaining
units
in
Tompkins,
County
and
two
units
in
the
city
of
Ithaca.
Most
of
you
will
recall
that
the
CSEA
represented
DPW
bargaining
unit
reaching
an
initial
tentative
agreement
with
the
city
in
September
of
2022.
However,
that
agreement
was
rejected
by
a
large
majority
of
the
DBW
unit.

The
meeting
the
first
meeting
was
to
go
over
the
issues
that
were
in
the
first
Senate
of
agreement
that
led
to
the
first
Senate
of
agreement
being
not
ratified.
Additionally,
we
wanted
to
address
the
evergrown
Recruitment
and
Retention
issues
for
the
city
in
the
DPW
unit
at
our
city.
At
our
second
meeting,
the
city
negotiating
team
responded
to
our
concerns
with
an
offer
that
was
very
different
from
the
first
Senate
of
agreement.
As
you
know,
by
now
earlier
today,
the
duty
excuse
me,
the
DPW
bargaining
unit
ratified
the
new
tentative
agreement.

I
want
to
publicly
thank
Mary
Lewis
and
the
newly
constituted
sitting
negotiating
team
for
listening
to
our
members
concerns
and
providing
meaningful
response
responses
to
those
concerns.
I
would
be
remiss
if
I
did
not
tell
you
the
frustration
that
I
encountered
During
the
period
after
the
second
tentative
agreement
had
been
reached.
There
were
members
of
the
other
non-csea
represented
bargaining
units
that
attempted
to
persuade
the
DPW
unit
members
to
reject
the
new
tentative
agreement.

All
of
my
experience
in
dealing
with
multiple
bargaining
units
and
in
multiple
news
excuse
me:
municipalities,
I,
never
encountered
this
type
of
behavior,
despite
the
fact
that
the
city
realigned
the
members
of
its
negotiating
team,
a
very
in
a
very
fair
and
reasonable
tentative
agreement
was
reached
for
the
city
in
the
DPW
bargaining
unit.
Fortunately,
the
DPW
members
saw
through
the
negative
propaganda
fueled
by
members
of
other
bargaining
units
and
voted
to
accept
the
tentative
agreement
on
its
merits.

believe

keep
people

I
came
here
to
give
a
statement
and
talk
about
how
did
the
IEP?
What
has
changed
with
ipd
since
I
moved
here
in
2012.

Teens
Grandmother's
house,
we
all
remembered
that
we
created
a
committee
with
Chief
Barber,
was
to
Ron
Haven
Phoebe
myself,
Laura
Birch,
Jamie,
Hendricks
I
can't
remember.
Dale's
name
was
about
five
that
ain't
it
buried.
We
met
once
a
week
once
a
month.
Every
month
we
Chief
Barbara,
Jamie
Williamson
was
there
and
we
brought
community
members
in
that
had
problems
with
the
officers
and
we
saw
them
in
these
environments.

In
2015
we
had
our
first
picnic
in
October
2015,
where
all
the
officers
and
ourselves
work
together
to
or
have
a
picnic
all
donations.
It
was
a
huge
success
for
the
first
year
it
was
in
October.

We
had
the
officers
cooked
meals,
we
had
raffle
tickets,
we
had
bouncy
out
Spain
Spain
and
the
common
council
members
came,
everybody.
Can
people
from
the
community
was
a
great
turnout
and
we
did
the,
and
then
we
did
oh,
the
open
houses
with
them
that
the
officers
were
with
us
and
they
actually
did
the
work
too.
They
helped
us
set
up
and
all
that
stuff
and
they
did
the
cooking.

The
chief
was
so
happy,
so
we
continue
to
have
these
meetings
and
do
this.
This
way
and
in
2016
the
second
picnic
we
had
over
250
people,
the
very
limited
same,
and
we
got
a
little
donation
prior
to
that
we
hadn't
done,
but
we
got
some
little
bit
of
money,
500
bucks,
so
we
bought
bicycles
to
get
breakfast
for
the
kids
again
wondering
that
music
face
painting,
bouncy
house,
the
officers,
food
for
food
and
then
served
people,
and
it
was
an
amazing
event.

came

to

change
and
what
has
changed

this
community.

was
up
at
the
tops
by
the
mall
today
and

see
they're
under
construction
and
I
realized.

retail
therapy,

me
overboard,
is
just
thrown
into
a
crisis.
Intervention,
Center
and
I
think
that's
a
real
Stark
reality
that
we
might
all
want
to
look
at.

up

watched
the
DSs
building
deconstructed
down
now,
moving
away
from
the
hospital
I
understood
the
motivations
at
the
time,
but
it

community,

just
changed
so
much
and
I
can't
point
to
any
one

know
where
Wegmans
is
now
used
to
be
the
community
Fairgrounds
and
very
essentially
located
Bernie's
floral
States.
Is
they
used
to
be
a
dolphin

mean
where
Walmart
is
now?

It
was
all
wheels
and
deer,
and
now
there's
a
jungle
and
I'm
just
curious
like
are
we
putting
our
human
Right
Use
the
humans
that
we
believe
are
garbage
in
the
space
where
we
put
people
in
our
crash
like,
but
what's
going
on,
I
can't
point
to
any
one
decision
that
was
made.
I
mean
I
can
point
to
a
few
decisions.
I
might
have
made
differently,
or
all
of
you
may
have
made
differently,
but
this
effect
of
the
matter
is
people
used
to
volunteer.

community
members

involved

actually
being
part
of
healing
that
was
absolutely
taking
place.

not
motivated
other
than
bite.
People's
Goodwill
intentions
to
be
part
of
healing
in
our
community

know

people
in
this
community
absolutely
want
to
be
part
of
healing

terms

emergency
preparedness.

for

on

What
really
truly
needs
to
be
prepared
for
an
emergency.

be

direct

Jordan
Clement's
honor
of
unbroken
policy
initiative
of
Grassroots,
neighborhood,
revitalization,
non-profit,
addressing
barriers
that
access
education
and
equity
or
disadvantaged
communities,
and
for
the
last
two
and
a
half.
Almost
three
years
now,
we've
been
focused
where
I'm
from
at
the
southern
generation
on
the
west
end
of
Ithaca
New
York.
The
first
thing
I
want
to
just
bring
to
the
attention
is
that
UPR,
the
organization
has
still
not
received
funds
that
were
approved
by
console
in
the
2020
2022.

City
budget,
the
other
thing
is
I've,
been
told
by
residents
that
people
on
the
council
have
been
reaching
out
to
people
on
the
West
and
West
Hill
about
the
conditions
of
West
Village
I
found
out
to
be
a
slap
in
the
face
because
you
know
there's
Publications
dating
back
all
the
way
back
to
when
I
was
a
child
in
the
newspaper
about
the
conditions
and
the
this
impact
for
residents
on
the
West
Hill.
The
other
thing
is
that
I
want
to
bring.

Is
that
the
Cannabis
social
justice
application
I,
don't
know
who
was
in
charge
of
connecting
with
the
community
to
reach
out
about
interest,
but
I
watched
I
can
also
meeting
where
someone
presented
and
Ms
heating
Brown
asked
about
if
there
was
any
connection
being
made
to
black
and
brown
disadvantaged
community,
and
they
always
said
yes,
when
I
talked
to
the
state
agency,
it
was
said
that
no
application
was
submitted
in
the
city
of
Ithaca,
which
is
disheartening
because
I
know
I
was
a
part
of
that
Charles
when
savante
pirate
was
there
and
I
was
very
well
known
by
City
staff
that
we
were
prepared.

So
that's
another
thing.
The
other
thing
is
the
city
of
UPI
collaboration
on
The
Unbroken,
promise
initiative
in
2020.
It
was
known
that
we
were
working
directly
with
City
Administration,
as
well
as
the
mayor
on
comprehensive
solutions
to
address
our
complex
problem
and
on
unaddressed
issues
on
the
West
and
West
Hill,
and
up
to
this
point
also
the
organization
that
had
been
collaborating
with
various
board
members,
service
providers,
professional
experts
and
we
are
now
operating
at
the
strategic
planning
and
execution
of
our
initiatives
and
retaining
State
funding.

Inequities
in
disadvantaged
communities
are
really
being
sought
after
and
a
great
deal
of
interest
for
the
state,
and
we
asked
that
the
city
of
Ithaca
and
the
economy
Council
really
get
reconnected
with
UPI
the
administration,
as
we
were
in
2020,
because
we
feel
that
it's
conducive
to
the
connectivity
inclusivity
for
the
future
of
the
community
as
it
pertains
to
underserved
versus
everyone
else
abroad.

willing

litigate
against
so
many
different

spending
the
money
productively
to
create
a
community
and
atmosphere,

productive

law
firm

this
county
has
employed
to
litigate
against
me
and
the
name
came
up
just
moments
ago.

the
law,
firm
that
you
all
choose
and

they

police
officers

country

black

brown
people

been
a
secret

its
movement
until

Viewed
it

now

world

viewing

has
been
happening
to
black

brown
people
for
four
other
years,

so
this
reimagining
public
safety
is
about
bringing
us
to
a
place

feeling
whole
and
filled

healed.

what

going

the
concerns
were,

fact

that
Council
has
passed
legislation
in
our
city
code

renters
are
experiencing
conditions
that

unsafe,

rental
protections
that
landlords
are
obligated
to
continue
to
provide
housing
while
those
units
are
being
addressed
so
that
renters
should
be
able
to
come
forward
and
raise
concerns
about
their
housing
and
not
be
fearful
that
they
will
be
retaliated
against
or
lose
their
their
units.

need
more
connections
to
help
educate
people
about
what
their
rights
are
and
and
to
make
necessarily
necessary
changes
to
meet
their
needs.

I
reached
out
to
Yasmine
asking
her
to
connect
those
individuals
who
are

facing
unsafe
conditions
with
George
and
I
and
others
so
that
we
can
help
them
assist
them.

to
do

governor
would
like
to
suddenly
as
an
April
first
for
the
state
and
we're
trying
to
get
that
to
not

an

effective

getting

lot
more
evidence.

know

nice
commenters
will

non-jail

tax

a
2023,
as
I
mentioned,
certainly
but
has
come

so
far
compared

same
period

year

so
that's
a
good
start,
but
I
do
caution
that
is
early
and
I
still
am
very
concerned
about
economic
situations,
the
faces
in
the
near
future
and
how
we
all
interact
our
sales
tax
moving
forward.
So
hopefully
it
continues
at
that
Trend.
That
would
be
great.

Looking
at
the
CPI
after
January
it
was
6.4,
so
it
continues
its
low
downward
trend
from
I
think
it
was
a
9.1,
a
high
points
back
in
June
of
2022,
so
good
news
that
it
is
well
we're
moving
in
the
right
direction,
at
least,
but
of
course
all
of
this
has
impacted
our
city
operations
with
much
higher
costs
across
the
board
or
for
the
city
operations.

Looking
at
the
New
York
State
2023
2024
budget
proposal.
For
us
it
appears
that
funding
sources
are
maintaining
themselves.
So
no
no
proposed
decreases
at
this
point
in
time.
So
that
means
our
aim.
Payments
remains
in
2
million

000,
which
has
been
since
2010.

In
addition,
since
I
started
in
1989,
our
payment
was

4.5
000,
so
it
really
hasn't
changed
in
almost
34
years

I've
been
here

sadly
again,
we

see
no,

change
or

changes

we

Transportation,
Aid
or

the
city
related

chips,
extreme
winter
recovery,

pave
our
potholes.

funds
seem

remaining
the
same
and
for
the
state,
that's
a
little
over
three
million
dollars
to
help
us
with
our
infrastructure

streets
and
Road
repair
in

city.

that's
good
news
that
it
hasn't
changed,

least
in
addition,
there's
additional
funds,
500
million
dollars
for
drinking
water
and
wastewater
infrastructure
funds.

is
a
request
from
outside
agencies
to
have
a
portion
of
these
going
to
go
directly
to
municipalities
that
have
a
Municipal,
Water,
Systems
I,
don't
know
if
that
will
come
through
an
approved
budget.
One
says
we'll
take
a
look
at
that.

addition,
I
did
notice
that
there's
a
civil
service,
continuous
recruitment
proposal
that
would
provide
for
it
to
any
use
of
continuous
recruitment
examinations,
but
it's
the
advantage

Service
commitments
for
certain
positions,

not
only
would
allow
they
wouldn't
have
to
wait
for
exams
to
be
offered
and,
in
addition,
scores
would
be
going
immediately

conducted

resolved

Council
approves

agreement
between
the
city

Ithaca

CSEA
DPW
unit
for
our
five-year
term,
commencing

1st
2021
and
inspiring
December
13
31
2025,

be
it
further
resolve
that
the
mayor
is
authorized
to
fully
execute
the
agreement
on
behalf
of
the
city,
their
second
