From YouTube: July 1, 2020 Common Council Meeting
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Have
that
public
comment
be
recorded
and
then
played
back
at
the
beginning
of
the
media?
People
can
also
still
submit
written
comments.
Those
written
comments
wouldn't
be
read,
but
everybody
on
council
would
get
a
chance
to
read
those
or
in
comments
well.
This
might
create
a
better
balance
between
folks
being
sure
that
their
comments
are
making
it
into
the
record
without
the
technological
hassle
of
inviting
people
into
the
zoom
meeting,
the
one
or
two
minutes
per
transition
that
that
cost.
A
So
as
soon
as
we
have
the
technology
figured
out,
we'll
be
making
a
public
announcement,
the
form
of
a
press
release
and
we'll
send
it
out.
There
are
social
media
channels
as
well,
and
we
just
ask
for
your
continued
patience
as
we
keep
trying
to
figure
out
how
to
do
this
right.
We'll
try
the
new
system
next
month.
If
it
doesn't
work
well,
if
it
seems
like
it
discourages
participation
or
if
it
models
the
meeting
too
much
we'll
continue
to
tweak.
B
Want
to
mention
at
the
special
budget
meeting
we
actually
designated
a
chunk
of
time
at
the
July
special
budget
meeting,
where
we
were
going
to
talk
about
what
public
like
and
I've,
been
doing,
some
benchmarking
on
what
other
organizations
have
been
doing
in
the
virtual.
So
I
already
had
a
couple
of
suggestions
in
mind
for
that
someone
wants
a
better
way
to
go
with.
B
This
is
to
put
like
three
or
four
options
in
front
of
Council
at
that
meeting,
and
then
we
can
really
weigh
what
we
think
is
going
to
get
us
the
most
engagement,
but
not
necessarily
be
stressful
on
staff
or
whatever.
There
are
a
couple
of
models
that
are
that
seem
to
be
working
pretty
well
for
other
municipalities
and
I.
Just
haven't
had
time
to
put
that
put
that
together
yet,
but
I
was
assuming.
That
was
going
to
be
a
topic
at
our
next
budget
meeting.
Okay,
people
are
okay
and
I'm.
B
C
I'm
really
pleased
to
hear
Deb's
suggestion.
I
would
look
forward
to
seeing
some
options.
I
do
want
to
encourage
and
always
appreciate
public
input
at
the
same
time,
I
would
be
I
would
have
some
concerns
about
a
hotline
where
people
would
submit
recordings.
First
of
all,
you
know,
I
would
have
a
question.
Would
it
be
a
three-minute
limited
call
or
reduced
to
a
two-minute
call?
And
we
know
there
are
some
people
who
are
not
comfortable
with
technology
or
not
comfortable
or
don't
have
the
means
by
which
to
submit
their
public
comment
in
writing
to
us.
C
But
equally,
there
are
some
people
who
may
not
be
comfortable
calling
and
leaving
a
voicemail
message.
They
may
not
be
able
to
be
as
succinct
leaving
a
column
just
thinking
of
the
dozens
of
phone
calls.
We
have
all
been
receiving
on
particular
topics
over
the
past
few
months.
So
I
I'd
like
to
see
some
options
to
consider.
Rather
than
going
directly
to
a
hotline
myself,
yeah.
A
We
could
consider
that
I
could
tell
you.
There
is
no
way
giving
the
volume
of
public
comment
that
is
possible
in
a
virtual
meeting.
There's
no
way
that
we
can
stick
to
the
three-minute
limit.
That
would
lead
six
or
seven
hours
of
public
comment
before
we
even
got
to
the
meeting
itself,
so
we
wouldn't
have
to
truncate
the
time.
The
actual
time
limit
we
could
change
as
well
as
giving
people
the
options
to
we
record
and
rerecord
the
message,
but
yeah
we'll
we'll
make
sure
their
council
sees
some
options
there
and.
C
A
I
think
I
think
we'll
need
redundancy
is
Joe
and
I
have
discussed.
I
mean
several
different
options
for
people
to
comment,
because
and
before
in
the
old
sisterhood
we
were
all
in
person.
It
was
one
size
fits
all.
You
had
to
hear
in
person,
you
had
to
be
willing
to
speak
in
person
and
I
think
leaving
several
different
avenues
open,
including
written
messages
as
well
as
leaving
messages,
is
a
good
call.
So,
yes,
we'll
make
sure
you
see
options.
A
D
Well,
yeah
I
just
wanted
to
inform
everyone
that
the
the
stream
didn't
start
right
on
time.
So
the
beginning
of
that
meeting
got
truncated
and
started
streaming
sort
of
in
the
middle
of
your
conversation
about
what
you
were
planning
I.
Just
just
so
you
know
I
think
people
are
now
picking
up
on
the
gist
of
what
you're
talking
about,
but
I.
Don't
think
everybody
heard
it.
Okay
well.
A
And
sure
we're
continuing
to
look
at
avenues
for
public
participation
that
can
replace
the
traditional
public
comment
which
required
in
person
live
three
minutes
of
public
comment.
We're
going
to
try
rolling
those
out
in
the
next
few
months,
we'll
discuss
that
more
at
the
July
City
Administration
Committee
meeting
or
a
chair
Mountain
offset
that
she's
been
doing
some
research
a.
B
A
A
A
E
Sure
so
there
are
a
lot
of
comments
on
the
5g
technology,
so
I'm
going
to
leave
those
for
a
little
bit,
I'd
like
to
I've
categorized
them
by
topic.
Just
so
you
know
so.
I'm
gonna
do
some
other
topics
first,
before
we
get
onto
that,
so
that
these
don't
get
lost
and
in
all
the
other
ones.
Sylvan
Whitmore
commented
on
the
community
police
port
stating
that
still
work
still
learning
how
its
government
functions
so
apologizes
for
any
misunderstandings.
E
Let
me
just
provide
the
public
with
records
of
police,
complaints
and
cases
of
repeated
complaints
of
an
officer
or
complaints
that
have
gone
unresolved
to
investigate
and
recommend
punitive
actions
against
officer
its
officers
involved
in
the
events
that
took
place
on
April
6,
and
they
wanted
to.
Thank
you
for
your
time.
In
your
consideration,
Olivia
and
duel
also
said
wanted
to
know
how
councils
planning
to
address
its
constituents
requests
to
defund
the
police
department.
E
We
need
to
be
spending
money
on
social
services
that
help
small
businesses,
families
and
children.
A
police
budget
of
over
12
million
dollars
and
20
percent
or
one-fifth
of
the
city's
entire
budget
doesn't
make
sense
when
we
have
hungry
children
and
homeless
folks
to
take
care
of
in
our
communities,
and
she
wondered,
would
crime
be
so
abundant
if
people
had
secured
housing
and
enough
food
to
eat,
she
wanted
to
know
how
we
could
make
Cornell
pay
its
fair
share
of
taxes,
and
she
believes
the
university
owes
that
to
the
community.
E
She
said
our
citizens
need
to
be
put
first,
not
last,
and
she
needs
to
know
how
her
officials
plan
to
take
care
of
her
neighbors
and
her
family
Vivek
iron
said
in
response
to
the
demands
to
defund
the
Ithaca
Police
Department.
They
would
like
to
ask
if
the
city
tread
with
utmost
caution.
Law
enforcement
is
the
most
basic
function
of
government,
cutting
that
core
function
entails
thoughtful
deliberation
and
finesse
and,
if
executed
poorly,
would
erode
the
precious
law
and
order
that
makes
society
livable
if
there
are
concerns
about
the
police
being
over
funded.
E
Those
concerns
should
be
weighed
in
comparison
to
every
aspect
of
city
government,
noting
that
we
and
Ithaca
like
to
complain
about
our
high
taxes,
but
police
spending
is
only
twenty
percent
of
the
overall
city
spending.
Singling
out
the
IPD
in
a
moment
of
heated
passion
as
some
do
is
the
wrong
approach.
E
Teresa
alt
of
the
city
of
Ithaca
noted
that
she
attended
last
week's
planning
board
meeting,
and
this
was
written
on
July
1st
or
today
that
she's
concerned
that
the
intention
of
Common
Council
to
create
218
units
of
affordable
housing
on
the
site
of
the
Green
Street
garage
is
being
undermined
by
the
Planning
Board
they're.
Making
aesthetic
demands
for
fundamental
changes
that
seriously
threatened
to
delay
the
project
which
is
likely
to
make
this
state
funding
cycle
impossible.
E
And
now
on,
the
5ga
topic,
Casey
Martinson
of
Ithaca
said
that
they
look
forward
to
greater
connectivity
and
faster
data
speeds
coming
to
devices
neared
them
and
I
wanted
to.
Thank
you
for
leading
the
way
forward
and
then
all
of
the
comments
that
I'm
about
to
read
excerpts
from
are
in
opposition
to
the
5g
technology
and
in
addition,
we
received
several
emails
that
I
I
will
not
read
excerpts
from,
but
I
just
wanted
to
acknowledge
that
we
had
received
them
and
council
has
as
well.
E
Andrew
Molnar
stated
that
he
remains
perplexed,
given
all
the
negatives
of
5g
in
small
cells
and
very
little,
if
any
benefits
why
some
on
council
and
staff
still
want
to
press
forward
with
Verizon
and
small
cell
towers.
Beaming
radiation
throughout
town
5g
small
cells
pose
a
litany
of
possible
problems
for
our
community
with
little
benefit.
Despite
what
some
say,
the
facts
clearly
show
that
this
kind
of
microwave
radiation
poses
harm
to
humans
and
Wildlife.
E
Whole
countries
such
as
Switzerland
and
Belgium
halted
5g
because
of
the
substantial
scientific
evidence,
and
yet
members
of
council
still
seem
to
willfully
ignore
this
powerful
evidence.
In
addition
to
the
very
real
real
health
risks,
other
downsides
exist,
property
values,
dropping
harm
to
our
ecosystem,
privacy
and
surveillance
issues
and
increased
carbon
emissions,
and
then
they
go
on
to
say
that
5g
is
not
for
broadband
home
Internet,
it's
not
to
help
people
in
rural
areas
get
better
internet.
It
will
not
bridge
the
digital
divide.
If
you
want
to
do
those
things,
get
better
broadband
for
everyone.
E
Let's
finish
the
fiber
optic
cable
like
Dryden,
is
it's
safer,
cleaner,
faster,
more
secure
and
reliable
as
greater
bandwidth
and
latency,
and
we
will
have
ugly
antennas
on
every
Street
emitting
almost
the
same
ready
radiation.
As
current
large
towers
he's
asking
me:
please
stand
up
in
the
spirit
of
our
progressive
reputation
and
fight
for
this.
E
There
are
alternatives
like
what
they're
doing
in
Dryden
that
would
actually
get
people
better
internet
in
their
homes
while
being
safe
and
secure,
and
we
as
you're
consistent
constituents
are
relying
on
you
to
keeping
us
safe
and
doing
what
is
best
for
us.
Please
rescind
the
resolution
from
the
main
meeting,
Ava
Barnett
from
Truman's
burg,
said
that
she
works
in
the
city
and
is
quite
concerned
about
how
quickly
5g
is
being
approved.
Here
from
what
she's
read.
E
Barbara
Harrison
from
the
town
of
Ithaca
would
appreciate
it
if
the
council
would
reconsider
the
decision
that
was
made
in
May
to
move
forward
with
the
implementation
of
5g.
Her
concerns
are
health
risks,
what
effects
it
will
have
on
the
environment,
the
appearance
and
who
will
benefit
from
this
technology.
Besides
Verizon,
she
thinks
it's
important
to
have
input
from
the
public
before
a
decisions
made
Jay
Smith
from
Ithaca
says
that
many
scientists
who
study
the
impact
of
electromagnetic
frequency
radiation
are
concerned
that
we
do
not
have.
E
We
do
not
conclusively
know
enough
about
the
potentially
harmful
effects
of
5g,
which
would
include
far
more
microwave
towers
than
exists
today.
There's
concern
that
the
influence
of
this
radiation
can
induce
DNA
and
other
genetic
changes.
That
can
be
the
precursors
to
cancer
and
also
being
shown
to
damage
the
blood-brain
barrier
and
the
risks
are
higher
for
children.
E
He
believes
County
Council
needs
to
exercise
the
precautionary
principle
with
regard
to
on
certain
consequences
to
human
health,
from
implementing
5g
infrastructure.
Dr.
Lloyd
Katz
of
Ithaca
strongly
urges
council
to
have
a
public
forum
to
discuss
the
issue
of
bringing
5g
technology
to
the
area
he's
already
seeing
patients
who
are
suffering
with
electromagnetic
hypersensitivity
with
the
existing
technology,
some
of
whom
have
moved
out
of
Ithaca,
and
it
felt
better.
He
asked
that
you
please
not
rush
through
this,
that
the
health
of
the
public
is
incredibly
important
topic
and
a
public
forum
is
crucial.
E
Zorin
karar
wanted
to
express
concern
over
the
rollout
of
5g
technologies
in
our
community
we've
concluded
from
both
independent
scientific
data
and
a
field
experience
from
their
friends
and
family
in
Europe
that
held
that
the
health
and
environment
risk
stark
risks
starkly
outweigh
the
communal
benefits
on
Lawson
from
Ithaca,
expressed.
His
hope
that
you
would
do
the
sensible
and
prudent
step
to
delay
the
small-cell
rollout
in
Ithaca.
It
needs
more
intensive
research
before
a
decision
is
made
and
he
urges
you
to
rescind
the
resolution
you
passed
and
to
slow
down
to
study
the
issue
further.
E
Kathleen
van
team
of
Ithaca
asked
you
to
please
not
install
5g
in
Ithaca.
Hundreds
of
medical
studies
have
shown
its
disastrous
effects
on
the
human
body.
She
doesn't
want
this
carcinogenic
talk,
sided
toxicity
or
her
family,
including
two
young
children
and
the
rest
of
our
families.
She
asked
he
make
better
choices
for
the
health
of
the
community.
E
Loreen
miner
from
the
village
of
Ithaca
said
that
you'd
be
putting
the
residents
of
Ithaca
into
harm's
way.
If
you
go
forward
with
5g,
there
are
countless
studies
proving
the
5g
causes,
so
many
chronic
diseases
and
asked
you
please
do
more
research
into
the
long,
lasting
effects
of
electromagnetic
radiation.
E
E
Michael
Jones
from
Gratton
says
that
he
does
definitely
does
not
consent,
he's
a
letter
carrier
in
the
city
of
Ithaca
and
is
aware
of
radiation
health
risks
associated
with
5g
technology
and
referred
you
to
the
Weston.
A
price
foundation,
as
they
have
a
lot
of
information
5g,
should
not
be
allowed
in
our
region
until
all
citizens
are
completely
aware
of
all
health
consequences,
both
short
and
long
term
for
the
radiation
involved.
E
E
Has
been
living
and
working
in
the
city
of
Ithaca
for
ten
years,
he
demands
the
council
immediately,
rescind
or
otherwise
nullify.
The
resolution
passed
in
May,
stating
that
there
clear
public
health
concerns
posed
by
this
technology
and
to
approve
its
use
without
further
testing
is
premature
and
unjust
to
Ithaca
citizens,
let's
truly
be
on
the
cutting
edge
of
technology
by
acting
morally
in
this
decision
with
human
rights
and
human
rights
to
health
in
mind,
help
Ithaca
be
a
leader
and
an
example,
as
a
municipality.
E
By
consciously
considering
the
balance
between
technological
development
and
public
health,
Stuart
Merson
from
Ithaca
who's,
a
longtime
resident
homeowner
in
the
city
and
recently
became
aware
of
council's
decision
to
approve
the
installation
of
5g
in
Ithaca
is
deeply
disappointed
that
this
decision
was
made
without
the
input
of
the
community
and
during
the
worst
crisis.
Most
of
us
have
ever
lived
through.
This
decision
was
made
hastily
without
adequate
evidence
as
to
the
safety
of
this
technology
or
any
regard
as
to
the
roof.
E
The
effect
it
will
have
on
real-estate
values,
therefore,
he's
requesting
that
council
reversed
their
decision
until
more
information
is
made
available.
Noting
that
it's
more
important
than
ever,
the
council
remembers
that
they
represent
the
needs
and
concerns
of
their
community
and
not
that
of
corporations.
E
Lisa
Bart
uzi
from
the
city
of
Ithaca.
Sorry,
my
lights
went
off
states
that
she's
concerned
Ithaca
community
member,
asking
you
to
undo
the
may
decision
to
move
forward
with
five
genes
in
Ithaca
hearing
the
opinions
of
citizens
is
crucial,
and
yet
we
haven't
had
a
public
forum.
There
are
several
lawsuits
against
the
FCC
for
its
aggressive

Let's
put

E
Jeffrey

troubled

that
the

The
effects
of
these

on
human

unknown.
It
is
especially
shocking
that
a
liberal,

would
fall
in
lockstep
with
corporate
America
in
this
way
and
there's
a
growing
concern
across

about
the

concern
about

are
the

he's

and
does
not
feel
there's
sufficient
evidence
that
this

would
be
safe
for
humans
that
were
exposed
to
it.
He's
asking
you
please
reconsider
allowing
5g
and
Ithaca
at
this
time
also
referred
to
scientific
studies.
E
Camille
dousset's
said
you
cannot
streamline
the
building
of
of
new

locally
without
thorough
research.
The
best
is
to
wait
for
impact
on
other
communities
who
have
already
built
it
in
their

The
information
that
I
read
it
heavily
disfavors

Anyone
with
a

I
have
to

is
look

E
Please
do
consider
allowing
more

the
impact
of

before
we
rush
into
a
technology

Health

is
writing
because
she's
greatly
concerned
about
any
possible

of
5g
in
the

There
is
a
very
large
literature
detailing
the
risk
to
our
health
and
the
health
of
our
children.
The
only
benefit
of
5g
goes
to
very
large
corporations,
so
she's
asking
to
reverse
the
MA

and
please
honor
the
democratic

and
have
a
real

E
Bethany
mays

says
that
she's,
a
mother
professor
in
progress
Ithaca
after
researching
electromagnetic
frequency,
radiation
from
common
sources
like
cell
phones
and
wireless
technology.
She
can
say
that
the
evidence
today
is
concerning
enough
to
warrant
caution
around
powerful
EMF
emitting
technologies
like
5b.
The
sensible
course
of
action
is
to
follow
the
precautionary
principle
through
a
research.
She
learned
that
the
variability
the
variability
in
in
reported
findings
is
heavily
dependent
on
the
funding
source.
E
Independently
funded
studies
are
likely
to
report
harmful
effects
of
EMF,
whereas
research
research
funded
by
industry
is
much
like
less
likely
to
do
so.
We
encourage
council
to
consider
the
funding
sources
when
reviewing
the
evidence
and
to
base
decisions
on
independently
funded
work.
Please
protect
us
all
by
preventing
the
installation,
5g
and
Etica
William.
Few
Diamond
says
that
the
rush
to
introduce
5g
to
the
city
of
Ithaca
seems
foolhardy
and
unnecessary
cell
service
at
the
present
seems
to
be
perfectly
adequate.
E
Several
studies
indicate
that
exposure
to
5g
could
risk
cancers,
especially
to
children.
To
ignore
the
possibility
of
serious
health
consequences
to
our
citizens
would
be
irresponsible
and,
some
might
say
criminal.
Please
reverse
the
previous

indicated
a
go-forward
approach.
Instead,
please
pause
any
introduction.

E
As
an
easy
example
would
be
the
dangerous

such
as

in
the

of
the
daily

For
many

these
substances
were
innocently
washed
into
storm

on
South

It
wasn't
thought
to
be
hazardous
to
this
day.
E
They
continue
to
require
expensive
remediation
to
downhill
properties
or
the
toxic
coal
tar
pollution
innocently
created

requiring
you,
Spence
expensive,
cleanup
at
places
such
as
markle's

across
with
the

from
giuk
or
sites
such
as
the
Clinton
West

Where
dry
cleaning
operations
innocently
used
solvents
containing
substances
now
known
to
be
toxic
to
humans
and
Wildlife,
even
in
small
amounts,
she
says
that
she's
not
trying
to
compare
is
because
legacy
of
toxic
pollution
for
the
construction
of
5g
infrastructure.
E
She
uses
these
examples
merely
to
point
out
that
are
our
understandings
of
how
the
world
works
and
our
ability
to
measure
effects
on
something
on
human
health
evolve
over
time.
Her
personal
concerns
about
5g
relate
mainly
to
the
intensive
and
pervasive
infrastructure
required
and
wanting
to
know
is
this
the
direction
we
want
to
go
as
a
community
should
we
at
least
have
a
public
hearing
on
this
issue
before
moving
forward,
as
this
is
something
we
will
potentially
live
with
for
generations.
E
On
such
an
impactful
issue,
as
a
rollout
of
4G
5g
small
cell
antennas
throughout
our
downtown
in
neighborhoods,
a
technology
that
telecoms
themselves
cannot
guarantee
you
safe
and
she
and
she
quotes
the
FCC
Commissioner
and
Chris
Curt
congressional
Democrats
and
states
that
there
are
too
many
important
things
on
the
table
right
now,
then,
please
simply
put
this
aside
until
you
have
the
wherewithal
to
give
the
small
cell
issue
the
thorough
study
it
merits
and
concerned
citizens
the
respectful
attention
and
consideration
they
deserve.
E
E
The
National
Toxicology
program
is
clearly
showing
the
harmful
effects
to
human

with
multi-million

dollars.
More
than
decades-long

3G
Mali

was
born
and

and

that
we
please

whatever
we
can
to
delay
or
even
prevent
the
small
cell

from
coming
to
Ithaca.
It's
not
the
5g
wavelengths
that
are
the
most
worrisome,
but
rather
bringing
the
high
powered
3g
and
4g

right
outside
our

windows.
E
That
is
most
alarming
and
then
you
know,
she's

about
the
serious
negative
health
effects
that
this
can
cause
and
she's,
not
sure
what
we
would
actually
gain
by
putting
these
towers
all
over
the
town.
She
wants
to
know.
What's
in
it
for
us,
what's
in
it
for
the
city,
they
already
have
a
good
cell
service
downtown.
E
E
As
an
engineer,
he
likes
to
take
a
very
conservative
approach
to
adopt
anything
that
may
impact
safety
as
a
father
of
two
young
boys.
He
would
do
everything
in
his
power
to
protect
them
from
potential
dangers
near
or
long-term.
Yes,
you
please
vote
to
resend
the
previous
approval
so
that
people
of
Ithaca
can
take
time
to
make
a
more
informed
decision
on
this
important
topic.
E
Sharon
barbell
I
was
writing
and
supported
the
motion
to
rescind
the
approval
of
the
fudgey
capability,
she's,
very
aware
of
the
dangers
of
this
technology
for
all
living
organisms.
We
cannot
and
should
not
allow
this
into
our
city
without
sufficient
independent
safety
testing,
of
which,
at
this
time
there
is
none,
and
then
she
talked
about
further
health
issues
and
I
see.
E
E
He
states
that
there's
not
a
single,
peer-reviewed,
single,
peer-reviewed
scientific
studies
that
affirms
the
safety
of
5g
that
are
there
literally
more
than
a
thousand
such
peer-reviewed
scientific
studies
that
warn
of
its
dangers.
And
then
he
points
out
a
number
of
studies
and
documentaries
that
you
can
watch
to
learn
more
about
this.
So
I
believe
that
was
the
last
as
a
5
o'clock.
That
was
the
last
comment
that
we
had
received.
A
Thank
you
very
much,
thank
you
to
having
buddy
who
submitted
comment,
simple.
Thank
you
to
Julie.
That
is
a
Herculean
feat.
Reading
90
minutes
of
public
comment
and
truly
truly
amazing.
Well
I'll,
get
you
tea
with
honey
and
lemon
voice
and
promise
that
we
will
develop
a
better
system
promise
to
do
this
so
that
voters
can
participate
fully
and
to
interpret.
Although
you
did
a
great
job,
it
read
all
the
comments
prior
and
I
think
you
did
them
justice
president
so
asked
if
there's
any
privilege
of
for.
A
B
So
we
have
a
master
license
agreement,
but
it
is
not
able
to
be
signed
or
executed
at
this
point,
the
first
step
that
has
to
happen
before
we
can
enter
into
any
agreement
at
all
with
Verizon
who's,
the
only
one
who
has
expressed
interest
at
this
point.
We
have
to
work
through
the
design
guidelines
first,
as
a
body,
so
the
process
that
that
will
go
through
is
normally
how
things
work
with
city
is
it'll,
go
to
a
standing
committee
first
before
it
goes
to
Common
Council.
B
So
the
city
administration
committee
has
this
issue
on
its
agenda
and
when
the
design
guidelines
are
ready
from
the
staff
that
will
be
placed
on
this
administration
agenda,
I
think
we're
looking
at
August
at
this
point
for
when
that
will
be
on
the
CA
agenda.
So
for
those
of
you
that
are
asking
sort
of.
When
would
you
have
the
opportunity
to
weigh
in
I
heard
a
lot
of
comments
talking
about
a
public
hearing?
B
So
public
hearing
is
actually
dictated
by
really
specific
statutory
requirements
and
local
laws,
and
in
with
this
particular
topic,
it
doesn't
actually
trigger
a
formal
public
hearing.
But
there
are
several
opportunities
to
additionally
weigh
in
and
comment
on.
This
topic,
it'll
probably
be
at
the
city
administration
committee
meeting
at
least
two
more
times
before
it
goes
to
Council,
we'll
add
it
to
city
administration
as
a
discussion
item
and
then
the
following
month
of
city
administration.
B
If
the
discussion
didn't
force
us
to
send
the
design
and
guidelines
back
to
staff
for
additional
modifications,
it
would
then
go
to
the
next
city
administration
committee
meeting
for
a
vote
and
then,
ultimately,
when
we
were
comfortable
at
the
committee
level
with
the
design
guidelines
that
would
go
back
to
Common
Council.
So
there's
probably
at
least
three
more
opportunities
for
the
public
to
be
engaged
and
weigh
in
on
their
concerns
on
this
particular
topic.
B
I
also
want
to
mention
that
we
all
of
us
here
on
council
have
been
trying
to
learn
more
about
this
technology
and
what
has
been
done
at
other
municipalities
and
as
a
result,
I
have
been
coordinating
with
the
town
of
Ithaca
and,
more
recently,
we've
gotten
the
Tompkins
County
Council
of
Governments
on
board
as
well.
So
on
July
21st,
we
will
be
holding
an
information
session
for
legislators,
of
all
municipalities
in
Tompkins
County,
and
so
we
are
currently
putting
a
panel
together.
That'll
have
some
science,
information,
technology,
information
and
legal
information.
B
So
any
of
the
legislators
across
the
county
that
want
to
become
more
educated
on
the
issues
of
5g.
They
will
be
able
to
do
that.
That
will
also
be
live-streamed
as
well
and
again,
that's
July
21st,
we'll
make
sure
that
we
put
more
information
out
about
that
topic.
I
just
wanted
to
be
very
clear
and
clarify
that
this
this
did
go
through
the
normal
process
of
government,
whatever
normal
is
right.
Now
right,
it's
been
very
challenging
for
us
to
really
have
to
migrate
to
what
this
new
zoom
process
is.
B
So
we
hear
that
several
people
have
concerns
and
I
do
not
believe
that
that
there
is
an
underlying
fast-track
to
this
I
think
we're
really
trying
to
do
our
due
diligence
with
this
issue,
and
we
welcome
you
to
engage
at
the
several
additional
steps
along
the
way
that
will
be
a
part
of
this
process.
Thank
you.
Thank.
A
You
yeah
I'll
repeat
for
the
record
my
recusal,
which
is
that
I
do
have
a
relative
that
works
for
Verizon.
So
when
this
issue
first
came
to
City
Hall
to
a
staff,
meeting,
I
would
choose
myself
bad
and
on
every
subsequent
discussion,
either
private
or
public,
including
at
the
council
level
itself.
I
have
no
financial
ties
to
Verizon.
I
have
no
reason
to
believe
that
my
relative
would
be
better
off
if
this
passed
or
failed
and
I
have
no.
D
A
A
G
During
this
time
look
a
long
time,
but
to
thank
them
sincerely
for
their
service
to
the
city.
Three
I
know
of
in
particular,
I.
Don't
know
everyone
was,
but
all
right,
Benjamin
who
retired
right
before
Corona
hit
is
retiring.
A
party
is
canceled
because
of
Corona
Ray's
been
enough
standing
number
of
public
works
for
I,
don't
know
how
long
and
he
always
treated
his
job.
I
think
like
he
was
a
good
neighbor
to
the
entire
city.
I
just
really
appreciate
his
service.
G
Mike
McCade
ovitch
was
head
of
the
building
department,
just
retired
this
past
month,
another
great
civil
servant
and
he
will
be
missed
very
much
Joni
groom,
who
served
30
years
at
the
if
he,
youth,
theorem
retired,
in
May
and
I'd
like
to
thank
her
for
their
service.
All
three
of
those
individuals
made
this
town
a
much
better
place
and
I
thank
them
as
long
as
everybody
else
who
retired
during
the
corona
time.
G
Yeah
I'd
also
like
to
mention
completely
different
note
that
the
alux
most
people
know
is
Alex
Haley
in
the
author
of
roots
and
co-author
of
autobiography
of
malcolm
x
is
born
in
ithaca
almost
99
years
ago,
his
father
was
a
graduate
student.
I
didn't
live
here.
Long
I
think
he
left
before
he
was
in
year
Lola,
but
he
was
born
on
cascade
illustrate
and
there
is
a
bench
that
was
made
by
local
blacksmith,
/
artist,
Brandon
Dorn
quite
some
time
ago.
Now,
still
there
it's
beautiful
to
the
side
yard.
G
A
A
Okay,
well,
thank
you.
Everybody
to
know
that
much
of
what
the
public
comment
was
about
is
on
the
agenda,
so
we
can
dive
dive
right
into.
Would
anyone
like
to
move
the
consent
agenda,
move
my
dad
seconded
by
stuff
all
those
in
favor
and
that
carries
unanimously?
Well?
No,
now
going
to
city
administration
committee
and.
H
I
B
We
have
one
voting
item
this
evening.
This
is
an
agreement
with
the
Department
of
Transportation
for
the
Almira
world
project,
where,
as
a
project
for
the
amira
Road
overlay
eligible
for
funding,
calls
for
the
apportionment
of
the
costs
be
born
at
the
ratio
of
80%
federal
20%
non-federal.
Whereas
in
September
we
approved
an
agreement
with
the
New
York
State
Department
of
Transportation
for
local
sponsorship
of
the
project.
We
established
capital
project
and
we
had
preliminary
design
with
the
city
share,
would
be
approximately
24,000.
B
And
whereas
the
scope
of
the
project
is
a
maintenance
type
project
and
has
been
categorized
as
a
type
2
action.
The
council
hereby
resolves
that
we
approve
the
above
subject
project
and
further
resolved
that
the
council
authorizes
the
city
to
pay.
In
the
first
instance,
100
percent
of
the
federal
and
non-federal
share
of
the
cost
of
preliminary
and
engineering
design
and
construction.
Construction
support
and
inspection
for
the
project
was
further
resolved
in
accordance
with
the
funding
authorizations.
B
Detailed
above
the
sum
of
two
million
six
hundred
and
nineteen
thousand
one
hundred
dollars
is
hereby
appropriated
from
the
issuance
of
bonds
and
made
available
to
cover
the
cost
of
participation
in
the
project.
It's
further
resolved.
In
the
event,
the
full
federal
and
non-federal
shares
of
the
project
exceeds
the
amount
Common
Council
will
convene
as
soon
as
possible,
to
appropriate
the
excess
further
resolved
that
the
mayor
and
it
be
and
is
hereby
authorized,
execute
all
agreements.
B
J
Well,
yeah:
if
we
don't
get
funding,
then
obviously
we
would
have
to
commit
to
putting
funds
up
for
this
project.
However,
we
haven't
seen
and
all
the
projects
that
we've
done
and
I
know
we're
in
a
different
time
period,
but
we
have
not
seen
that
type
of
situation
for
for
us
as
far
as
not
receiving
state
or
federal
funds
for
these
it's
a
project.
So
we
fully
expect
with
this
project
as
well
that
these
funds
are
committed
and
we
would
expect
that
they
would
be
received.
J
B
Go
I
decided
just
really
quickly
to
remind
everyone
that
the
budget
survey
closes
today
like
this
evening.
So,
to
please
remind
everyone
we
are
up
to
about
by
looked
before
the
meeting
started
and
we're
at
541
responses.
So
pretty
please
the
responses
we've
got.
We
will
do
another
review
of
the
data
that
we
received
from
that
at
our
July
27th
special
budget
meeting,
and
just
to
thank
everyone
for
participating
in
it.
There's
a
lot
of
innovative
and
creative
ideas.
It's
we
had
to.
B
We
have
to
find
new
ways
in
order
to
have
engagement
with
our
public,
with
all
of
it.
That's
been
going
on
so
I'm
glad
that
this
was
well
received
and
we
are
planning
a
version
two
of
the
budget
basics
document
as
well,
using
a
lot
of
the
information
that
we
got
from
the
survey
to
help
drill
down
into
some
of
the
other
sections
of
the
budget
that
people
have
questions
about,
or
maybe
not
full
awareness
of
how
everything
works
with
regard
to
the
city
budget.
J
I
just
have
a
couple
updates,
since
we
met
last
week
so
I'll
give
those.
Now
our
2020
assessment
data
is
now
official
for
2021
budget
and,
as
I
mentioned
laugh
week,
we
were
looking
at
about
a
eight
point,
two
six
percent
increase
in
our
taxable
assessments.
However,
there
was
a
number
of
grievances
and
changes
to
that.
So
we
ended
up
at
a
seven
point,
two
nine
percent
increase
in
our
taxable
assessments
so
about
2.2
billion
dollars.
J
An
assessed
value
is
now
our
number
and
I
will
say
that
this
number
probably
will
still
fluctuate
a
bit
over
the
time
from
this
point
to
the
time
that
we're
approving
the
budget,
the
2021
budget
in
in
November,
so
those
changes
are
generally
small
in
nature,
not
not
too
large.
So
if
you
look
at
this
tax
assessment
against
our
tax
current
tax
rate
of
eleven
dollars
and
seventy
seven
cents,
we
would
see
an
additional
1.7
million
dollars
in
tax
revenue.
J
As
a
result
of
that
change
and
I'll
have
more
details
of
what
else
the
change
represents
for
like
the
physical
change
versus
assessment
change,
and
also
what
the
tax
exempt
changes
for
us.
As
soon
as
I
get
that
information,
the
county
only
had
some
of
the
information
I'll
have
the
rest
of
it
by
the
end
of
the
week.
J
So
as
we
look
at
that,
you
know
that
tax
cap
is
2
percent
or
or
the
less
the
lesser
of
two
percent
or
the
CPI,
which
looks
like
the
CPI
is
running
less
than
two
percent.
So
we
haven't
gotten
that
full
number
yet,
but
we
should
be
getting
that
in
probably
a
few
weeks.
I
do
know
that
we
did
a
get
our
allowable
levy,
growth
factor
which
is
lower
for
this
year.
J
We
probably
won't
have
that
until
sometime
in
early
August
and
then
lastly,
just
further
update
on
sales
tax,
we
did
receive
two
more
payments
in
June
the
one
just
came
in
today.
We
still
have
one
County
payment
to
go
for
June,
but
overall
we
are
currently
down
fourteen
point,
one
percent
with
on
sales
tax
compared
to
the
same
time
period.
Last
year,
our
last
payments
came
in
at
forty
forty
six
percent
lower
and
twenty
percent
lower.
The
last
payment,
which
was
20%
lower,
was
the
first
payment
for
the
June
activity.
J
K
J
F
L
5.1
is
the
second
allocation
of
funds
from
the
coronavirus
aid
relief
and
Economic
Security
Act,
whereas
the
city
has
received
initial
supplemental
funding,
CD
GB
funds
from
the
cares
Act,
whereas
the
this
allocation
provides
three
hundred
twenty
one
thousand
dollars.
Two
hundred
ninety
nine
dollars
to
invest
in
CDBG
eligible
activities
to
support
community
development
efforts
in
response
to
the
Cova
2919
pandemic,
one
was
of
29,
whereas
the
city
contracts
with
the
Ithaca
urban
renewal
agency
to
administer,
implement
and
monitor
the
city's
HUD
entitlement
program
in
compliance
with
all
applicable
regulations.
L
Whereas
the
IRA
has
identified
a
number
of
priority
community
needs,
including
rental
relief
assistance
for
persons
experiencing
homelessness,
small
business
relief,
nonprofit
relief
and
where
is
the
first
allocation
of
CDBG
cv.
Funds
was
directed
to
assist
renter
households
by
providing
$190,000
for
the
emergency
rental
assistance
program,
leaving
130
1299
remaining
to
be
allocated
where's.
The
IRA
issued
a
public
call
for
funding
proposals
for
CDBG
cv
funds
with
a
May
26
22
20
did
line,
and
where
is
that
they're,
May
and
June
meetings?
The
IRA
was
reviewed.
L
Seventeen
proposals
requesting
a
total
of
six
hundred
and
twenty
one
hundred
and
seven
thousand
dollars
and
recommended
funding
seven
proposals
at
a
total
of
120
to
four
hundred
and
seventy
nine
thousand
dollars,
whereas
the
public
hearing
on
this
matter
was
held
on
June
10th
2020.
Now,
therefore,
be
it
resolved
that
the
city
of
Ithaca,
Common
Council,
hereby
approves
the
allocation
of
120
to
$479,000
of
seated
UBC
V
funds.
So
the
projects
identified
in
the
attached
table
titled
IRA,
recommended
project
funding
for
second
allocation
of
CDBG
cv
funds
dated
June
4th
2020.
L
M
Thank
you
for
this
I'm.
It's
very
it's
good
to
see
that
that
there
are
more
programs
out
there
that
will
be
available
to
serve
our
residents
and
and
provide
at
least
what
we
can
to
support
their
needs.
At
this
time,
I
had
received
a
question
of
concern
by
a
constituent
with
regards
to
the
application
number
8.
M
Is
there
requirements
that
all
recipients
of
these
funds
will
administer
the
funds
to
all
eligible
individuals,
including
those
that
may
not
be
consistent
with
their
religious
principles?
How
how
can
we
be
sure
that
LGBTQ
individuals
are
going
to
be
adequately
served
if
it's
being
administered
through
the
Salvation
Army.
N
Well,
this
is
a
great
question.
Thank
you.
The
every
grantee
of
this
funding
is
required
to
follow
non-discrimination
practices.
We
include
that
in
our
contract
and
also
HUD
requires
it
so
to
the
extent
the
LGBTQ
individuals
may
or
may
not
fall
into
protected
classes,
I
mean
some
rulings
have
shown
that
they
do.
You
know
Supreme,
Court
and
some,
maybe
not,
but
regardless
every
grantee
is
required
to
advertise.
Their
services
widely
cannot
be
advertised
just
to
particular
groups
or,
for
example,
their
own
service
group,
their
own
congregation.
Anything
like
that.
N
We
do
go
through
an
orientation
with
all
new
grantees
to
us
and
Salvation
Army
would
be
a
new
one
where
we
would
be
discussing
reporting
procedures,
regulations,
vouchering
procedures
and
underlining
what
those
expectations
are.
We
do
monitor
all
the
groups
that
we
grant
to
and
we
make
site
visits
at
particular
times,
so
there
are
a
number
of
safeguards
in
place
to
ensure
that
there
will
be
equitable
treatment
and,
of
course,
should
we
receive
any
news
about
any
of
our
grantees.
The
people
in
the
community
are
not
being
equitably
treated.
We
would
follow
up
with
those.
M
N
A
L
Next
up
is
five
point
two,
which
is
the
resolution
authorized
staff
to
pursue
a
break
and
access
on
Route
13
at
5th
Street,
and
this
is
quite
long
so
I'm
just
going
to
summarize
it
so
break
and
access
refers
to
a
medication
estate.
Road
that
provides
access
where
there
currently
is
none,
whereas
local
government
must
apply
to
New
York
State
do
T
for
a
break
and
access,
whereas
the
city's
long
envision
and
transformation
of
Route
13
into
an
urban
Boulevard.
L
The
project
sponsor
has,
in
coordination
with
city
engineering
planning
staff,
is
to
propose
to
schematic
designs
for
the
intersection.
A
signalized
three-way
intersection
was
the
hick
Euler
access
on
the
west
side,
only
in
pedestrian
and
bike
crossings
of
route
13
for
the
productive
median
refuge
and
to
a
signalized
four-way
intersection
with
vehicular
access
on
both
the
east
and
the
west,
sides
of
route,
13
and
pedestrian
bike
crossings
of
route
13
with
the
median
refuge
and
whereas
the
Planning
Board
did
issue
a
negative
declaration
of
environmental
significance
for
the
carpenter
circle.
L
Redevelopment
projects,
stating
that,
through
the
mitigations
mentioned
above
and
more
clearly
described
in
the
in
the
full
environmental
assessment,
form
the
applicant
and
mitigated
the
impacts
of
transportation
of
the
maximum
extent
practicable.
The
Planning
Board
did
create
a
preliminary
site
plan.
Approval
to
the
project
conditioned
upon
acceptance
of
a
more
detailed
transportation
demand
management
plan
for
this
applicant,
as
well
as
the
city
engineering
planning
staff
continued
to
coordinate
with
the
d-o-t
to
reach
a
mutually
acceptable
balance
between
vehicular
impacts.
L
The
staff
has
conducted
outreach
by
email
to
North,
Side
residents
and
business
and
common
council
has
considered
all
the
comments
received,
whereas
the
prej,
the
planning
in
an
engineering
staff,
have
reviewed
the
negative
declaration
of
environmental
significance
and
whereas
Common
Council
understands
that
the
break
and
access
will
require
a
conceptual
approval
from
New
York,
State,
vot
Region.
Three
final
approval:
approval
from
the
New
York
State
DoD,
commissioner,
and
future
legal
agreements
between
the
city,
d-o-t
and
project
sponsor
now,
therefore
be
resolved.
L
A
L
I'll
just
jump
in
and
say
we
had
a
lengthy
debate
about
this
at
PDC.
Three
members
of
the
committee
are
in
favor
of
the
four-way
intersection,
Laura
and
I
I
believe
continue
to
be
in
favor
of
the
three-way
intersection
just
out
of
concern
for
the
neighborhood.
That's
you
know,
there's
the
Ithaca
Housing
Authority's
right
there.
It's
a
pretty
dense
neighborhood,
there's
a
lot
of
children
and
families,
so
I'm
just
I'm
concerned
about
the
traffic
impacts
of
putting
an
intersection
right
there
and
traffic
coming
off
off
of
Route
13.
So
thank.
H
L
Think
I
think
we
had
discussed
that,
but
I
think
if
we
were
to
say,
go
with
the
three
way
and
then
put
the
four
way
in
later.
We
would
still
need
to
go
through
the
process
of
requesting
an
additional
break
in
access
and
we
still
would
have
to
be
the
additional
costs
of
implementing
it.
I
think
this
just
comes
on
to
a
philosophical
question
of
whether
you
think
well,
maybe
not
Susilo
philosophical
I
mean
it's.
L
It's
not
it's
a
pretty
practical
question
of
whether
you
think
you
know
an
intersection
makes
sense
there,
and
you
know
the
arguments
in
favor
is
that
it
improves
the
overall
grid
of
this
of
the
city
and
helps
traffic
move
more
efficiently
through
the
city.
I'm
just
I
just
continue
to
be
really
concerned
about
that
street
in
particular,
and
I
thought
Sheryl
swing,
sent
I
thought
I
thought
was
a
pretty
good
summary
of
the
concerns.
Earlier
this
evening,
I'd
say
the
consensus
of
the
neighborhood
is
overwhelmingly
in
favor
of
the
three-way,
but
so
just.
G
L
K
K
Yeah
last
I've,
ever
kids
for
the
housing,
cyclist
says
she'll
sign,
pointed
out.
I
think
it
makes
better
sense
to
knit
the
city
together
as
much
as
possible.
People
leaving
carpenter
park
are
gonna,
be
I,
see
a
dead
end.
A
highway
and
they're
dead
end,
rather
than
being
able
to
continue
into
the
rest
of
the
city
and
feel
like
they're,
a
part
of
it.
I
think
a
for
wages.
It
makes
more
sense
and
and
could
hopefully,
as
root
13
becomes
more
of
a
complete
Street,
really
integrate
the
city.
K
Better
I,
don't
feel
so
bad
about
the
3-way,
because
there
is
a
bike
fashion
crossing,
and
so
there
is
some
knitting
and
I
advocate
for
prioritizing
Lockean
cycling
anyway.
So
I
think
that
that
helps
Eve
know
following
neighbor
than
this
one,
but
I
think
as
a
someone
who
is
a
fan
of
urbanism
I
I
generally
hate
that
end
and.
A
Yeah
yeah
I
out
sending
it
for
myself
that
I
can
certainly
understand
why
somebody's
lived
for
a
long
time
that
that
Street
closed
off
just
better
to
have
fewer
cars
going
by
it
that
it
just
makes
sense,
but
that
the
way
we
treat
our
intersection
first
I
agree
with
that
something.
We
really
need
to
admit
the
city
back
together
across
route.
13
I,
think
that
was
a
foundational
mistake
to
carve
the
city
and
to
like
that
and
include
them
into
leaving.
A
Well,
led
to
all
sorts
of
horrible
conditions,
including
continued
segregation
and
continued
economic
stratification
and
and
I
think
we
knitting
the
city
together.
Will
me
doing
things
exactly
like
this
and
training
our
intersections
as
we've
proven
to
be
able
to
over
the
last
couple
decades
with
care
to
make
sure
that
folks
are
moving
slowly
and
carefully
and
deliberately
and
that
we
build
enough
space
for
pedestrians,
especially,
would
be
important,
so
I
live
in
a
four-way
intersection
and-
and
you
know,
folks,
respected
and
and
I
would
support
this
as
well.
I.
C
I'll
be
voting
against
the
four-way
I
support
the
three-way
as
I
said
at
PDC,
and
summarized
many
of
the
reasons.
I
think
that
we
need
better
timing
of
our
signals
and
more
time
for
pedestrian
crossing
coordination
at
the
lights
on
Route
13,
but
I'm
very
concerned
with
more
traffic
coming
into
the
neighborhood.
F
O
Lease
is
up
here.
Sorry
I
was
just
turning
my
so
yeah
they
they
did
not
have
a
preference,
they
found
the
whole.
You
know
all
of
the
projects
had
impacts
and
they
didn't
have
a
preference
on
the
intersection,
but
I
will
say
that
the
projects
and
staff
continue
to
work
with
do
T
and
we
are
continuing
to
find
common
ground
and
find
mitigations
so
that
the
improvements
within
route
13,
whether
it's
a
three
or
four-way
intersection,
but
at
least
the
crossings
can
be
implemented.
G
A
P
I
voted
for
the
four-way
in
PE,
DC
and
I
I.
Keep
thinking
about
it.
I
think
my
reasons
are
still
good
and
that
is
that
it's
consistent
with
the
comprehensive
plan
and
with
our
transportation
program
I
feel
bad
for
the
neighborhood,
but
I
also
feel
bad
for
the
people
who
live
on
3rd
Street,
which
opens
up
and
which
is
also
mixed,
commercial
and
residential
street,
and
they
take
a
lot
of
traffic.
There
are
commercial
businesses
on
Fifth
Street.
That
I
think
would
benefit
with
easier
access
route
13.
P
So
it's
still
the
four
ways.
Don't
make
sense
to
me,
but
yeah
I
feel
bad
for
the
residents
there.
I
did
skimpy
EDC
if
we
could
go
for
the
four-way
and
then
if
it
turns
out
to
be
intolerable,
put
up
jersey,
barriers,
I,
don't
remember
what
the
answer
was
but
I
well,
the
answer
was
that
we
don't
have
to
go
back
to
do
T
to
do
that.
We
would
have
to
go
back
to
do
T
if
we
started
with
three-way
and
then
decided
to
go
for
way.
L
Part
of
my
concern
with
the
two
is
just
I
mean
sure
breath
is
up
in
her
email,
but
there's
already
quite
there's
a
number
of
intersections
out
for
route
13
into
that
into
that
neighborhood
and
I
think
the
concern
would
be.
If
you
know
we
do
the
four-way
we're
probably
going
to
be
back
in
a
few
years
talking
about
some
kind
of
expensive
traffic
calming
measure
that
we
have
to
do
in
5th
Street
the
same
way
we
did
add
a
street.
L
You
know
with
those
race
crosswalks
that
were
put
in,
which
are
expensive,
I
mean
to
put
those
raised
crosswalks
and
it's
a
lot
of
money
and
I
think
you
know
I
think
we
are
gonna,
see
increased
traffic.
There
were
the
four-way
intersection,
I,
think
you'll,
see
people
coming
out
of
carpenter,
Business
Park
the
project
there
and
using
that
going
straight
as
a
sort
of
quick
way
to
get
downtown
and
I.
L
Think
you'll
see
the
neighborhood
residents
in
the
neighborhood
calling
for
traffic
and
can
future
councils
having
to
decide
how
we're
gonna
spend
money
there
and
I
think
that's
a
very
likely
outcome
before
way
intersections
put
in
so
yeah
I
mean
I.
I
continue
to
think
that
I
think
that
neighborhood
is
again.
It's
like
it's
very
dense,
very
quiet
residential
neighborhood
with
a
lot
of
kids,
so
I
continue
to
be
in
support
of
the
three-way.
H
D
H
Think,
with
a
proper
crossing
there
for
bikes
and
pedestrians,
that
seems
to
me
to
be
framed
more
compared
to
opening
up
the
street
for
more
vehicle
traffic
through
what
we're
hoping
will
be
a
good
residential
label
which
is
residential,
neighborhood
right
now
and
I've
seen
this
in
many
instances
where
one
passage
or
one
row
gets
blocked,
and
then
people
immediately
very
quickly
divert
to
another
Road.
So
I
can
imagine
that
this
will
be
used
as
a
fairly
heavy
traffic
road.
If
it's
opened
up
and
even
though
governor
says
we
can
close
that
off.
H
I
I
B
A
P
G
K
E
E
Curse:
lik,
no
Mullen,
yes,
Lois.
C
A
B
L
M
M
M
L
F
O
O
Think
we
are
seeing
it
as
a
as
a
step
in
the
process.
I
think
we
can.
You
know
they
just
show
also
d-o-t,
to
sort
of
initiate
the
process,
not
a
hundred
percent
sure
we
absolutely
need
it,
but
they
certainly
I'm
not
sure
how
we
express
to
them
your
intention,
if
we
don't
have
some
kind
of
official
communication.
A
R
E
Q
A
My
preference
it
might
make
deep
deep
references
before
right,
I
think
it'll
make
all
the
subsequent
inner
sections
better
and
safer
it'll
slow
down
an
entire
Boulevard,
but
knowing
the
council
just
voted
against
that
that
we
were
a
break.
Is
that
the
next
best
one?
So,
although
in
favor
but
I,
do
think
just
on
the
record
I
think
it's
mistake,
I
think
it's
poor
than
planning
it's
against
our
comprehensive
plan
and
it's
a
missed
opportunity,
although
I'm
in
favor
of
the
thriller,
so
that
will
carry
six
to
five
and
I
will
now
recuse
myself
are.
A
L
P
B
M
M
M
B
M
B
M
The
city
of
Ithaca
shall
undertake
the
development
of
design
criteria
for
small
wireless
facilities
and
polls
upon
which
small
wireless
facilities
are
attached,
collectively
visit
the
design
criteria
and
be
it
further
resolved
that
the
design
criteria
shall
be
reproved
by
common
counsel
prior
to
the
authorization
of
a
master
license
agreement
with
any
licensee
and
I.
So
move
and.
G
B
M
Thank
you.
So
the
intent
of
this
is
is
twofold.
I
recognized
that
there
is
quite
a
bit
with
there's
legislation
in
the
9th
Circuit
Court
that
was
expected
to
be
resolved
by
June
has
not
yet
been
released,
but
may
impact
the
authorities
that
local
municipalities
have
with
regards
to
design
criteria
and
how
to
regulate
the
installation
of
5g.
M
The
master
license
agreement
that
we
have
approved
was
dated.
It
was
circulated
to
us
in
April
we're
recognizing
that
many
municipalities
are
looking
at
this
collectively,
as,
as
you
had
mentioned
earlier,
t-cog
is
putting
together
a
forum
with
the
town
of
the
Dakota,
the
city
of
Ithaca,
and
so
on.
To
look
at
this
collectively
with
new
design
criteria
in
place
which,
as
I
understand
and
as
is
articulated
in
the
master
license
agreement.
The
designer
criteria
itself
needs
to
go
through
seeker
in
its
development.
M
Collette
works
together
with
the
design
guidelines
they
could,
they
can
reflect
each
other,
they
can
support
each
other.
When
you
look,
for
example,
in
the
master
license
agreement,
it
has
specifications
with
regards
to
size
of
facilities
and
so
on.
It
might
be
it
with
new
legislation,
and/or
the
result
of
the
9th
Circuit
Court
and
with
the
design
guidelines
we
might
want
to
prescribe
different
size
limitations
and
so
on.
So
in
any
case,
I
I
support
our
work
with
other
municipalities
to
go
through
our
standard
design
development
processes
to
go
through
seeker.
M
B
Ari
can
correct
me
if
I'm
wrong,
but
I
think
what
we
adopted
was
that
we
would
execute
an
agreement.
I
believe
the
language
is
substantially
similar
to
the
one
that
is
included
and
that
allowed
for
an
opportunity
that,
if
the
design
guidelines
were
modified
to
be
different
from
what
that
template
for
the
master
agreement
was
then
that
we
would
need
to
make
sure
that
that
was
updated
before
the
actual
agreement
was
executed.
I'm,
not
sure
about
the
secret
issue
and
I
will
let
Ari
clarify
both
of
those
points.
R
Sure,
thanks
Jim,
so
the
previous
resolution
that
council
passed
did
not
set
the
design
guidelines.
What
it
said
was
that
the
design
guidelines
would
come
come
before
you
at
a
future
meeting
of
the
city
administration
committee
and
that
eventually
Common
Council
for
approval
and
that
the
resolution
was
authorizing
the
acting
mayor
to
execute
the
master
license
agreement
with
Verizon
once
those
design
guidelines
were
approved
by
the
Common
Council.
So
the
design
guidelines
are,
at
this
point
still
scheduled
to
come
before
you
I
understand
from
Deb.
R
The
master
license
agreement
would
not
require
any
amendments
as
a
result
of
shamed
of
whatever
decisions
council
makes
around
the
design
guidelines.
It
simply
won't
be
executed
until
the
design
guidelines
are
approved
by
council,
in
whatever
form
council
chooses
to
approve
design
guidelines.
That's
that's
the
state
of
affairs
as
things
stand
right
now.
As
to
the
seeker
question,
that's
only
recently
been
brought
attention
and
that
sounds
correct
to
me.
I
do
want
to
get
before
I'm,
leaping
forward
with
a
secret
process
of
design
lines,
but
I
would.
C
Yeah
I
I
guess
I'm
having
a
little
bit
of
difficulty,
and
perhaps
this
is
just
me
but
understanding
the
distinction,
some
of
the
distinction
between
the
newly
what
is
being
amended
or
proposed,
because
in
the
resolution
that
was
considered
and
approved
previously
by
council,
the
best
resolve
indicates
that
complying
with
the
preliminary
design
guidelines
and
which
guidelines
may
be
updated
at
any
time
on
the
determination
of
the
Director
of
Planning.
So
there
is
opportunity
to
update
guidelines
going
forward,
so
we're
not
completely
locked
in
to
design
guidelines
if
there's
determination
that
they
should
be
amended.
R
Yes,
but
that
said,
the
design
guidelines
need
to
be
approved
by
council
in
the
first
instance
per
the
resolution
that
council
already
passed
and
then,
if
council
wants
to
leave
a
room
for
some
adjustments
in
the
Director
of
Planning
thereafter,
that's
what
what's
unstated
in
that
resolution.
That's
right!
Okay,.
C
K
I
am,
as
I
wrote,
an
email
I
think
the
design
guidelines
are
probably
the
least
interesting
part
about
this
whole
process.
I,
don't
anticipate
that
yeah,
because
there's
no
cell,
but
they
will
be
particularly
obtrusive
in
any
form.
Just
looking
at
the
medicine
guidelines,
they
all
seem
pretty
reasonable
of
me.
K
K
R
Yeah
sure
thanks,
oh
yeah,
those
are
those
are
good
questions
for
sure
you're.
Right
that,
to
my
knowledge,
we
didn't
cover
those
in
the
MLA.
That's
the
first
time
those
ideas
have
been
brought
to
my
attention.
I
might
be
glad
to
look
into
the
ability
to
incorporate
those
into
an
MLA
and
I
will
say
that,
to
the
extent
that
that's
those
are
areas
that
we
can
incorporate
and
that
council
wants
to
incorporate,
there's
no
need
to.
R
Rescind
or
otherwise
amend
the
prior
resolution
at
this
point,
you
would
simply
need
to
do
some
research
which
I'm
glad
to
do
on
our
ability
to
incorporate
something
like
that
into
an
MLA
and
then
incorporate
less
incorporate
this
I'm
at
a
future
meeting,
because
the
design
guidelines
are
not
scheduled.
Perhaps
comments
earlier
in
this
meeting
for
review
by
the
city
admin
committee
until
August
in
any
event,
there'd
be
quite
a
bit
of
time,
not
till
September
or
later
I
believe
that,
but
before
the
MLA
would
be
executed
at
the
earliest.
P
So
what
about
what
I
think
I
heard
Ari
just
say
was
that
there
can
be
significant
changes
to
the
draft
MLA
that
we
already
looked
at
in
May.
Is
that
right,
because
I
think
Cynthia's
intent
was
to
give
us
even
more
to
include
new
guidance
that
we
were
hoping
to
get
from
the
courts
and
from
the
FCC
in
the
next
couple
of
months
into
an
MLA.
R
Right,
you
know
if
the
changes
become
quite
substantial
and
significant,
and
we
would
need
to
come
back
to
Council
for
approval
of
an
alternative
form
of
the
MLA
for
doing
that
and
and
I
guess,
I
may
have
been
a
little
less
clear
than
I
should
have
been,
but
to
duction.
This
question
a
moment
ago.
I
would
guess
that
the
kinds
of
requirements
he's
referring
to
probably
we
would
want
to
come
back
to
a
committee
of
council
and
seek
approval
to
incorporate
those
into
an
MLA.
It
would
be.
R
P
R
Is
true
unless
counsel,
unless
the
majority
of
council
decides
that
they
want
to
make
other
changes
to
the
master
license
agreement
beyond
the
agreement,
as
already
approved
by
council
and
that's
bringing
up
changes
at
the
sort
that
could
potentially
be
one
if
the
council
wants
to
make.
So
that's
my
point
is
simply
that
if
council
did
want
to
make
substantive
changes
to
the
MLA,
that's
something
that
would
need
to
come
back
to
Council
for
another
vote,
but
absent
those
changes.
There
is
no
need
and.
P
B
So
right
what
we
did
is
we
said
we
are
only
able
to
execute
the
MLA
as
we
reviewed
in
May
if
two
conditions
were
met,
one
it
when
the
design
guidelines
are
passed
and
two
if
it
was
substantially
similar.
So
we
go
through
a
process
in
which
we
learn
more
etcetera
and
we
decide
that
there
needs
to
be
substantive
changes
to
the
MLA.
B
H
D
H
I
think
I
want
to
be
for
all
my
colleagues,
but
I
certainly
have
been
spending
a
lot
of
time
on
this
I
do
object
to
statements.
You
know
we're
doing
this
on,
you
know
for
Verizon,
and
it's
for
their
benefit.
I
think
we're
all
trying
to
get
as
much
control
over
this
process
as
we
really
care
and
that's
why
we're
having
this
discussion
so
I
have
a
question
in
the
resolved
there.
I
think
this
is
sorry
that
it
says
that
Verizon
must
comply
or
comply
with
included
preliminary
design
guide.
H
So
I
question
from
my
perspective,
but
also
a
couple
of
constituents
have
said
well
design
guidelines
are
usually
you
know
advisor,
so
these
design
lines
would
be
design.
Guidelines
would
be
different
in
that
they
would
be
mandatory.
That
is,
they
would
have
to
comply
with
us.
Is
that
right?
That
is.
R
Right,
yes
and
I
think
the
distinction
might
be
between
like
when
you're
thinking
like
a
zoning
or
planning
board
scenario,
and
you
talk
about
design
guidelines.
Those
may
not
always
be
mandatory,
though
I
think
they
can
be
under
some
circumstances,
but
in
any
event,
yes,
this.
This
is
something
that
Verizon
would
have
to
comply
with
those
guidelines
in
order
to
get
their
whole
place,
their
their
their
installation
placements
approved.
Thank.
H
B
R
Sure
I
mean
federal
law
on
point
at
the
moment
suggests
that
the
city
doesn't
have
the
right
to
simply
turn
away.
I'm
five
G
I'm
aware
that
there
are
a
number
of
members
of
the
public
who
feel
that
that
should
not
be
the
case,
but
that
is
the
state
of
federal
law.
At
this
point
and
then
light
of
that
and
I
think
your
question
is:
if
the
Common
Council
includes
the
five
G
shouldn't
be
in
Ithaca,
what
can
you
do
about
it
and
I
think
the
closest
answer
I
can
give.
R
R
Verizon,
certainly
is
the
worst
case
scenario
for
the
city
is
that
the
Common
Council
chooses
not
to
implement
design
guidelines
and
Verizon
comes
forward
to
with
an
application
to
roll
out
5jt
anyway,
and
and
therefore
the
so
called
shot
clock
begins
on
council
still
didn't
implement
that
he
designed
guidelines
that
Verizon
would
quite
possibly
be
able
to
litigate
its
way
to
installing
five
G
in
the
city
without
any
design
guidelines
to
control
that
rollout,
which
clearly
it's
not
what
any
of
us
wants.
I'm
sure
now.
R
I
So
just
a
question:
Deb
I
think
you
articulated
nicely
that
there
were
two
conditions
upon
which
we
would
move
forward.
One
would
have
approved
design
guidelines
and
the
other
was
that
our
Rieman
would
be
substantially
similar
to
the
original
view
of
the
master
license
agreement
and
I
re
I,
guess
I'm
trying
to
understand
who
makes
that
determination.
I
R
Sure
so
that's
substantially
it
so
actually
what
you
just
said,
the
first
condition
you
just
stated
is
exactly
right.
The
second
condition
I
wouldn't
call
that
a
condition
on
moving
forward
the
substantially
similar
language
is
language
that
you'll
find
pretty
commonly
and
all
sorts
of
resolutions
that
the
Common
Council
has
passed,
having
absolutely
nothing
to
do
with
5g
and
it's
language
that
we
put
into
your
authorizing
resolutions
that
are
authorizing
the
city
to
enter
into
various
forms
of
agreements.
R
I'm
quite
often,
and
we
put
that
language
in
in
order
to
ensure
just
the
right
amount
of
you
know.
Wiggle
room
often
there
are
you'll,
go
to
into
execution
of
an
agreement
and
discover
that
there
are
minor
changes
that
are
required
in
order
to
actually
a
fit.
The
precise
situation
as
to
which
the
execution
of
that
agreement
is
concerned
is
being
pursued,
and
so
that
just
leaves
a
little
bit
of
wiggle
room
for
that.
So
the
substantially
similar
language
is
not
a
condition
on
moving
forward.
R
It's
not
a
condition
that
council
needs
to
meet
I'm
moving
forward
substantially.
Similar
means
that
you
are
authorizing
the
mayor,
subject
to
the
advice
of
the
city
attorney
I
should
say
the
acting
mayor.
Excuse
me
subjects
the
advice
of
the
city
attorney
to
execute
an
agreement
substantially
similar
to
the
one
that
you
already
saw
in
your
prior
council
agenda.
That's
what
that
means
does.
I
R
That's
right,
yeah,
that
substantially
similar
language
is
in
lots
of
resolutions.
You
pass
authorizing
the
city
to
enter
into
various
agreements
and
when
you
pass
one
of
those
resolutions
saying
you
hereby
authorized
here
or
exacting,
they
are
to
execute
an
agreement
substantially
similar
to
this.
One
you're
not
saying
come
back
to
Council
later
and
show
me
that
the
agreement
is
substantially
similar,
you're
just
saying:
go
ahead
and
execute
so
long
as
the
agreement
that
you
are
executing
is
substantially
similar
to
the
one
that
we
council
saw
and
our
agenda
pocket
when
we
took
this
vote.
R
R
Anything
that
would
be
anything
other
than
very
clearly
substantially
similar
to
the
MLA
that
you
already
authorized.
I
just
want
a
moment
ago
when
Ducks
and
ask
that
the
sorts
of
changes
that
dachshund
was
suggesting
to
the
MLA
would
probably
resuscitate
another
poet
of
the
Common
Council
to
make
those
amendments
to
the
MLA,
because
I,
don't
think
stop
mayor
would
likely
feel
comfortable.
I'm
dealing
those
to
be
within
the
bounds
of
substantially
similar
to
the
previous
MLA
and
I.
I
R
B
Right,
no
and
I
think
with
us
about
to
enter
into
this
process.
So
what
I'm
trying
to
do
is
sort
of
keep
the
process
moving
instead
of
resetting
and
going
back
right.
So
what
I
heard
everybody
saying
is:
I
need
more
information.
There
are
concerns.
We
didn't
necessarily
have
all
the
information
when
we
looked
at
it,
the
first
time
we're
holding
a
forum,
everyone's
been
educating
themselves.
B
So,
as
we
move
through
the
design
guidelines,
I
imagine
will
become
more
informed
about
what
it
is
and
if,
at
that
point
it
becomes
clear,
we
want
to
make
Changez
I
can't
sign
that
agreement
until
a
we
have
design
guidelines
and
we're
comfortable
that
the
first
agreement
that
we
looked
at
is
still
going
to
meet
the
needs
that
we
want.
So
that's
where
we
are
now
so.
I
P
M
We
still
haven't
clarified,
for
example,
that
it
requires
a
secret
process
in
order
to
establish
the
design
guidelines
and-
and
we
fully
anticipate
the
legislative
environment
on
the
state
and
federal
level,
to
change
almost
immediately
and
and
then
addition.
We
have
ducks
ins,
questions
and
and
other
elements
that
could
be
incorporated
into
a
new
master
license
agreement,
and
so,
given
all
of
these
moving
parts,
it
seems
in
the
best
interest
in
terms
of
working
together
and
also
educating
ourselves
in
our
community
to
bring
them
both
up
together.
M
We
will
look
at
things
at
that
time
before
we
approve
it,
and
then
we
can
look
at
them
in
context
with
the
master
license
agreement
that
will
support
what
we
aim
to
accomplish
with
the
design
guidelines.
So
it's
it's
about
slowing
things
down
and
bringing
them
back,
at
least
in
the
minds
of
our
public,
bring
all
of
these
processes
back
into
city
control,
I,.
B
Just
want
to
clarify
that
this
has
been
the
city's
process.
This
is
not
a
process
driven
by
any
other
entity
or
on
any
particular
timeline
or
time
frame.
We
heard
right,
you
heard
very
clearly
that
we
had
concerns,
and
so
when
we
were
originally
looking
at,
this
council
would
have
already
voted
on
this.
By
now,
so
we've
decided
to
host
a
forum.
M
Preparing
for
the
resolution
I
listened
through
and
revisited
the
video
for
the
the
may
council
meeting
where
we
voted
on
this,
and
the
questions
were
repeatedly
asked.
What
is
the
difference
between
tabeling
and
voting
on
the
amended
resolution
and
the
the
the
message
that
was
given
to
us
was
by
voting
in
support
of
a
master
license
agreement.
We
are
telling
Verizon
that
we
support
their
efforts
to
invest
in
engineering
time
and
resources
so
that
they
can
implement
their
5g
felt
self
asila
T's
in
the
city
by
October.
M
That
was
what
was
repeatedly
indicated
to
council
in
when
we
passed
this
as
the
reason
for
not
tabeling
the
the
resolution.
So
that
message
was
clear
to
me
that
it
was
for
the
purpose
of
allowing
Verizon
to
be
able
to
make
a
decision
and
go
forward
with
its
investment
of
time
and
resources
to
design
the
5g
rollout
in
the
city,
so
it
could
be
constructed
in
October,
and
that
is
in
the
video.
R
I'll
just
say:
Cynthia
you're
certainly
correct
that
that
is
what
that
was
the
information
we
were
working
on,
the
May,
Common,
Council
meeting
and
I.
Think
Deb's
point
boils
down
to
the
fact
that
the
city
has
since
then
departed
from
that
timeline
quite
substantially
based
on
the
public
feedback
and
is
now
extending
the
timeline
a
great
deal.
R
So
true
that
at
the
Maycomb
council
meeting
we
were
operating
on
the
information
that
we
had
at
that
time,
which
was
that
Verizon
would
be
able
to
begin
by
the
way
it's
not
complete
or
rather
begin
their
rollout
in
approximately
October.
If
we
gave
them
an
indication
in
May
that
the
city
would
be
that
the
Common
Council
would
be
supportive
of
that.
Since
then,
Common
Council
has
obviously
greatly
extended
that
timeline
in
terms
of
the
city's
deliberations.
R
I
think
Deb
statement
is
absolutely
right.
The
city's
current
period
of
deliberation
and
process
moving
forward
is
not
on
Verizon's
time
lives
on
the
city
sidelines
and
probably
will
not
enable
a
rollout
of
5g
beginning
in
October
in
the
city,
whether
the
city
wants
it
or
not,
and
obviously
that
is
very
unclear.
L
Yes,
yes,
I'm
trying
to
understand
like
how
what
you're
proposing
Cynthia
is
different
than
what
we've
already
done
because
remember
when
we
had
that
whole
debate
about
tabling,
we
made
the
the
approval
of
the
master
license
agreement
contingent
on
the
design
guidelines.
It
says,
and
we've
already
slowed
the
process
down
we're
having
the
discussions
that
say
we're
gonna
have
the
big
public
forum
in
July.
So
how?
How
is
that
different
from
what
you're
proposing
is
the
difference
that
are
you
suggesting
that
we
would
bring
the
master
license
agreement
up
for
another
vote?
L
M
Because
I
do
anticipate
the
legislative
environment
to
be
very
different
after
the
9th
Circuit
Court
ruling,
and
if
that
is
different,
then
we
may
have
more
legislative
authority
over
control
or
over
the
implementation
of
these
facilities
than
we
have
now
right
and
so
by
agreeing
to
a
master
license
agreement
based
on
soon
to
be
very
presumably
assumed
to
be
very
out
outdated
information.
I
I'm
trying
to
release
us
from
that
obligation
of
an
agreement
substantially
similar
to
the
one
that
we
were
given
in
April.
M
R
I
mean
from
a
legal
perspective,
I
will
say:
I,
don't
think
it's
wise
to
presume
what
the
Ninth
Circuit
will
rule.
In
that
case,
that's
not
at
all
fair.
What's
going
to
happen
there,
but,
but
secondarily,
however,
it
is
that
comes
out
that
you
said
soon.
We
would
have
that
information.
What
do
you
envision
as
soon
well.
M
R
So
if
that
were
the
case,
that
would
be
law
and,
of
course,
two
minutes
passed,
but
if
it
turned
out,
it
would
still
be
long
before
the
acting
mayor
would
be
authorized
to
actually
execute
an
agreement
with
Verizon
anyway,
which
wouldn't
happen
until
after
design
guidelines
are
approved,
which
seems
like
it
could
be
at
the
earliest.
A
September
council
vote,
given
that
this
would
go
to
August
CA
for
discussion.
Only
I
believe
is
what
I
just
understood
them
to
say
earlier
and
then
again
to
September.
Ca.
R
Excuse
me
so
that
even
out
tobert
council
vote,
wouldn't
it
if
it
goes
to
Augie
CA
for
a
discussion
only
and
then
to
September
CA
for
a
vote
and
then
to
October
council.
That
would
be
long
afterwards
and
to
the
extent
that
new
legal
information
was
available
as
a
function
of
court
rulings
that
were
applicable
to
this
situation,
which
is
a
big
question
mark
at
this
point.
R
Whether
any
of
that
would
change
as
a
result
of
that
litigation,
but
if
it
did,
counsel
would
always
have
the
opportunity
at
that
point
to
instruct
that
we
change
the
MLA
and
then
change
councils
authorization.
For
what
sort
of
an
MLA
the
city
could
execute-
and
my
legal
advice
at
this
point
would
be
no
reason
to
go
change
that
authorization
now
based
on
a
court
ruling
that
may
or
may
not
have
any
impacts
that
we
don't
have
in
hand.
K
Just
want
to
well
first
I
say
that
so
good
are
answering
my
questions,
I
think
I'm
comfortable
with
just
staying
where
what
we
have
for
now,
I
think
what
I
just
a
few
think
that
some
things
that
came
up
in
the
public
comment
a
and
the
bill
on
the
coyote
said
that
we're
not
rushing
it.
We
significantly
delayed
the
process
and,
as
always
pointed
out,
this
is
going
to
be.
You
know
in
October
or
November
voted
best,
we're
not
ignoring
the
inputs.
I
read
everything
passed
to
me.
K
I've
watched
every
video
have
endeared
a
lot
of
chemtrail
conspiracy,
nonsense
in
the
interest
of
China's
orbit.
All
the
information
that
people
are
passing
to
me
with
respect
to
the
fiber-optic
actually
I
agree
on
that
point.
I
would
love
that
analytical
cyber.
The
difference
was
right
in
there
they're
getting
a
like
a
huge
grant
because
of
state
efforts
to
spread
broadband
in
urban
areas
subside
in
rural
areas
as
being
an
intervene
area.
We
actually
do
already
have
options.
K
I
mean
they're,
not
great
its
spectrum
and
Verizon
DSL,
but
we
are
unlikely
or
it's
impossible
to
get
the
kind
of
grant
money
that
gonna
drive
you
got
and
so
I
would
love
to
set
up
a
municipal
internet
system.
I
I
think
we
don't
have
the
debt
capacity.
This
requires
a
massive
upfront
investments,
and
so,
even
if
you
make
it
back
over
the
fee
that
you
get
over
10
20
30
years,
we
don't
even
have
a
close
enough
to
debt
ceiling.
I,
don't
think
that
it's
even
feasible.
K
People
have
mentioned
Cornell
expertise.
We
are
getting
Cornell
expertise.
What's
his
name,
Robert
doar
sucks.
It
wasn't
very
helpful,
among
others
he's
not
the
only
one
but
I
can't
recall
the
other
people
they've
consulted
with
recently
and
we're
gonna
sector
property
values,
most
of
us
own
homes
and
so
aI.
Don't
think
that
government
has
a
as
an
obligation
to
prioritize
property
values
and
be
it's
not
like.
We
will
not
be
affected
by
this
ourselves,
so
I
think
it's
unfair
to
attack
us.
The
biggest
seem
like
we
don't
care
about
that
particular
issue.
L
Say
if
the
only
point
of
this
is
to
just
to
tie
the
DES
license
agreement
to
the
design
guidelines,
I'm,
okay,
with
that
I
mean,
if
that's
what
you're
proposing
Cynthia
I
mean
it's
kind
of
what
we
initially
were
gonna
do
right
with
tabling
it,
but
we
wanted
to
table
it
because
we
wanted
to
bring
it
forward.
When
we
I've
always
thought
we
should
have
voted
in
the
license
agreement,
the
design
guidelines
at
the
same
time,
I,
don't
know
why
we
split
but
anyways
so
I.
You
know
I
I.
H
This
is
really
we're
trying
to
make
sure
that
we
get
as
much
control
over
this
timetable
as
possible
and
if
there
are
changes,
I
would
definitely
like
to
know
about
seeker
and
whether
that
comes
into
this,
because
that
presumably
needs
a
public
hearing
as
well.
So
you
know
I
think
it
makes
a
lot
of
sense
to
make
sure
that
we
consider
these
together
as
we
go
forward.
P
But
this
resolution
doesn't
say
that
the
resolution
doesn't
say
that
the
master
license
agreement
will
be
proved
by
counsel
together
with
the
design
guidelines
and
it
and
and
the
resolution
that
we
already
passed
said
that
that
the
acting
mayor
can't
approve
the
MLA
until
the
diet
guidelines
are
approved.
So,
to
my
mind,
what's
in
front
of
us
does
not
add
it,
it
doesn't
add
much
and
it
takes
away
that
this
sentence
of
the
acting
mayor
is
authorized
to
enter
into
an
agreement.
P
M
R
M
R
And
the
next
thing,
I
would
say,
is
that
I'm
not
sure
I
see
the
distinction
between
approving
design
guidelines
and
a
template
master
license
agreement
and
approving
Verizon
in
particular.
This
is
not
an
exclusive
arrangement
with
Verizon.
The
fact
that
would
be
approved
doesn't
preclude
other
carriers
for
cut
from
coming
in
and
applying
as
well
and
I.
Can't
honestly
imagine
to
the
extent
that
the
city
has
approved
the
sense
that
the
Common
Council
has
approved
a
template,
master
license
agreement
and
a
set
of
design
guidelines.
R
M
Not
denying
Verizon
I'm
just
saying
we're
unwinding
this
process
where
we're
pursuing
design
guidelines
in
general
in
the
benefit
of
the
city's
interests.
It's
just
untying
this
in
in
the
minds
of
of
ourselves
in
the
community
that
that
this
is
a
process
in
order
to
that
would
necessarily
facilitate
the
Verizon's
first
venture
into
to
Ithaca
and.
R
M
Know
I
I
didn't
mean
for
this
to
be
such
a
tease.
Apart
every
little
minor
thing
it
was
intentioned
to
be
bringing
the
focus
back
to
the
city,
the
development
of
the
design
guidelines,
any
master
agreement
that
is
going
to
be
signed.
It
will
be
signed
one
upon
completion
and
then
have
the
opportunity
to
review
new
master
license
agreements
once
the
design
guidelines
are
completed
and
enter
into
an
agreement
and.
B
R
I
mean
I
would
point
out
that
the
distinction
is
is
borderline
philosophical,
insofar
as
the
distinction
between
saying
we
need
to
approve
a
master
license.
Agreement
and
design
got
design
guidelines
in
the
abstract,
but
not
with
respective
horizon,
in
particular.
The
distinction
between
that,
on
the
one
hand,
and
moving
through
the
process
that
Council
is
currently
working
through,
is
really
just
a
philosophical
distinction,
because
Verizon
is
the
only
carrier
that
has
approached
the
city
with
any
interest
in
rolling
out
5g
in
the
city.
R
At
this
point
and
to
the
extent
that
the
city's
going
city
is
going
to
move
forward
with
any
set
of
design
guidelines
and
any
approved
master
license
agreement
with
any
carrier
at
this
point,
that
would
be
Verizon
if
the
city
moves
forward.
So
that's
up
to
the
Common
Council
and
you
can
decide
what
to
do.
Q
B
Q
What
they're
asking
for
tonight
is
rescinding
of
everything.
We've
done
and
I
feel
like
by
going
this
route,
where
we're
we're,
making
we're
passing
something.
That's
a
distinction
without
a
difference.
By
doing
this,
I
think
we're
almost
sending
the
wrong
signal
to
these
folks
that
we
are
significantly
changing
our
process.
The
reality
is,
we
have
slowed
it
down.
We
are
bringing
in
more
we're
trying
to
bring
in
more
experts
so
that
we
can
have
an
open
community
discussion
with
when
we
initially
pass
that
we
put
in
place
fail-safes.
B
L
Cynthia
has
a
point
that,
like
typically
when
we
have
like
a
zoning
process,
you
know
we
want
a
zone
before
a
developer
comes
along
right.
That's
the
idea
behind
it,
and
in
this
instance
it
is
a
little
weird
that
we've
had
been
approached
by
a
company
and
we're
sort
of
doing
it
retroactively,
Lee
and
so
I
do
think.
L
There's
a
point
to
that
that
you
know
in
terms
of
trying
to
you
know,
pass
these
design
guidelines
to
ensure
that
whatever
telecom
company
we're
dealing
with,
they
have
to
adhere
to
the
design
guidelines
and
adhere
to
the
rules
that
we've
established
instead
of
making
it
seem
as
if
we
are
being
approached
by
a
company
and
then
sort
of
doing
the
design
guidelines
as
a
response
to
that.
I
do
think
that
there's
a
I
mean
even
if
it's
just
an
optics
issue.
I
do
think
that
that
is.
R
The
one
thing
I
would
point
out
there
is
that
if
you
think
about
the
zoning
and
developer
scenario
that
you
just
described,
if
an
offer
comes
along
and
is
looking
to
develop
something
that's
permitted
by
current
zoning
and
the
Common
Council
says,
I,
don't
know
if
I
want
to
allow
that
I
think
I'd
like
to
amend
the
zoning.
The
process
that
we're
in
right
now
is.
R
L
But
I
don't
know
if
I
necessarily
would
describe
that
as
a
great
process
either,
but
it
does
happen
right
where
we're
approached
by
a
developer
and
they're
like
they
want
to
do
something.
The
zoning
doesn't
fit,
I
mean,
ideally,
we
should
be
coming
up
with
the
rules.
You
know
in
anticipation
of
multiple
companies
coming
or
multiple
developers
coming
and.
R
The
rules
that
we
are
the
rules
that
the
rules
in
this
case,
the
design
guidelines
that
would
be
approved
by
council,
would
indeed
apply
to
all
companies
that
would
come
forward
seeking
to
5g
in
the
city.
That's
true,
yes,
but
a
Verizon
specific
set
of
rule.
That's
just
prompted
by
the
fact
that
some
company,
which
happens
to
be
Verizon,
has
approached
the
city
expressing
interest
in
rolling
up
5g.
