heard
that
the
city
and
the
pba
have
finally
agreed
a
contract
after
many
years.

that's
great
news.
I
I
did
want
to
read
something
that
tom
contesa
gonzalez
said
he's
the
president
of
pba.

We
applaud
the
ithaca
common
council
for
ratifying
this
contract
and
understanding
the
need
to
create
stability
within
the
ithaca
police
department.
Recruitment
is
hard.
Retention
is
instrumental.
This
is
one
step
forward
to
recruiting
and
retaining
the
best
police
officers
to
serve
and
protect
our
amazing
community
and
to
advocate
for
the
rights
of
victims
of
crimes.

hopefully
you
all
read
the
coverage
of
that
in
the
ithaca
voice
in
early
december.
It
is
great
news
after
so
many
years
and
hopefully
that's
a
step
forward.
I'll
come
back
to
that
a
little
bit
later.
In
my
comments.
Second,
more
recently,
I
know
there's
been
some
questions
from
board
members
about
this
case.
The
city
and
officer
christine
barksdale
reached
a
settlement
and
I
don't
really
have
a
lot
more
information
than
that
was
provided
in
the
ithaca
voice.

If
you
didn't
see
that
article
it
was
from
december
the
20th.
So
again
that
was
a
long
and
protracted
disagreement.

A
lot
of
people
were
involved
in
that,
but
I
think
it's
reached
a
a
good
settlement
in
terms
of
the
differences
between
the
city
and
office
of
oxfam.
So
I
think
that
again
is
good
news.
Let
me
come
back
to
the
issue
of
the
pba.

I
mean
it
was
great
to
see
those
statements
from
tom,
but
I'm
still,
and
unfortunately,
I'm
increasingly
concerned
about
the
statements
that
the
pba
makes
particularly
attacking
the
mayor
personally
saying
things
like
mayor
myrick
continues
to
silence
the
community,
and
I
think
these
kinds
of
statements
are
offensive.
They're,
unfounded
and
they're
counterproductive.

It's
this
task
force,
not
the
mayor
who
will
make
recommendations
about
the
future
of
public
safety
in
the
city,
and
I
think,
to
keep
attacking
the
mayor
is
not
the
best
way
forward
as
we
go
through
this
process,
which,
as
I
said,
we
don't
know
what
that
task
force
is
going
to
recommend,
there's
a
lot
of
people
that
are
respected
in
the
community
on
that
task
force
and
to
try
and
make
it
out
that
the
mayor
is
doing
all
this.
Personally,
I
think,
is
unproductive
so
I'll
end.

reason

great
progress.
As

there's

negotiations

underway

many

years

different
members

pba

Finally,
disagreement
to
me
showed
that
we
were
beginning
to
make
progress.

also,
as

council,
agreed
to
a
sign-on
bonus
for
lateral
transfers.
This
was
something
that
was
definitely
suggested
and,
I
think
again,
appreciated
by
the
pba.
They
issued
a
kind
of
powerpoint
slide
that
showed

this
was
an
attractive
opportunity
for
lateral
transfers
to
try
and
address,
as
you
know,
the
recruitment
issues
in
the
department
so
to
have
all
that
progress,
and
then,
just
a
week
ago
to
see
these
kinds
of
messages
coming
out,
not
so
much
about
the
process.

could
definitely
disagree
about
the
process
and
you
can
say
this
isn't
the
way
to
do
it,
but
to
personally
attack
the
mayor
and
then
say
that
he
is
being
he's
responsible
for
all
of
this
and
he
wants
to
disband
the
police
department.
That's
unhelpful
to
the
process
that
has
already
taken
a
lot
of
time
and,
as
I
said,
it's
the
task
force
that
is
going
to
make
these
recommendations.
Hopefully
sometime
in
the
new
year.

input

those

he

the
pba's

should

this

voters

referendum
regarding
any
changes

council

go

that

the
department
structure,

ignore
these
particular
things
and

this
loss.

lack

sense
of

are
two
different
perspectives.

participated
in
these
in
these
subgroup
meetings.

been
part
of
these
different
discussions
with
different
officers,
and
I
can
tell
you
that
people
aren't
having
a
particular
same
conversation,
and
so
I
don't
know
the
there
is.
There
is
a
particular
disconnect
and
perhaps
maybe
it
has
to
do
with
the
healing
process.
I
guess,
but
I
think
it's
just
more
of
folks
being
finding
a
way
to
get
more
and
more
folks
invited.

brag
about
there's
the
one
thing
that

we
do
know
what
it
is,
we
would

be
bragging
about
how
many
exact
officers
are
involved
in
this

if

know

answer

think
that
should
tell

least
what
what
part
of
this

of
the
issue
is

the
other
part

disappointment
in
how

situation

weekly
each
week
that
offers
a
paper
mail-in
that
individuals
can
use
to
participate
in
the
process
and
there
have
been
a
limited
amount
of
community
outreach
opportunities
in
person.
Just
simply
due
to

fact
that
we
are
in
a
pandemic,
we've
had
to
cancel
a
couple
and
move
them
to
online,
but
there
was
one
that
focused
on
the
unhoused
community
that
we
hosted
successfully
in
late
november.

folks

participate

and
other
organizations
locally
to
come
and
have
a
conversation
about
call
type
response
and
who
they
would
like
to
see
show
up
when
they
have
emergency
calls
for
services
and
how
they
feel
that

to
your
point,
also
sherry.
There's
a
lot
of
conversation.
That's
going
to
happen
still
about
the
the
community
healing
process.
It's
something
that's
going
to
be
ongoing
for
a
very
long
time

it's
definitely
it's
integral
to

whole.

several

with

process

being
pulled

subcommittees

things
come
up
that
that
they're
calling
on
them

guess
we've
got
some
good
news
departmentally,
so
we've
three
of
our
new
hires
graduated,
the
academy,
the
circus
academy.
So
now
in
field
training,
so
there's
still
a
16
week
process
give
or
take
I
mean
it
may
be
a
little
bit
longer
than
it
all
depends
on
the
needs
of
of
everybody
and
ensuring
that
we
provide
them
with
the
the
training
that
they
need
to
be
comfortable
to
be
released.

that's
really
a
huge
positive
thing
for
us,
so
we're
looking
at
probably
beginning
of
may
that
they
will
actually
be
able
to
offset
some
of
our
staffing
shortages.
So
that's
that's
really
positive.

And
then,
unfortunately,
also
have
a
retirement,
that's
scheduled,
for
you
know
the
second
week
I
believe,
is
the
second
week
or
so
of
january.

that's
some
of
the
the
departmental
personal
changes,
we're
also
making
two
promotions
so
between
now
and
mid,
the
middle
of
january,
or
so
we
should
have
two
new
sergeant
promotions
that
we
can
announce.

that's
also
a
benefit
to
us
graham
hit
on
a
couple
of
different
things.
You
know
we
ratified
a
contract,
which
was,
I
guess,
to
categorize
it
as
a
long-standing
open
wound
or
point
of
contention.
The
pba
and
the
city
I
think,
would
be
grossly
under
serving
the
under
representing
you
know
the
gravity
of
it.
So
I
think
it
took
a
great
deal
of
time
and
I
think
it
really
was.

It
took
a
lot
of
effort
on
both
sides,
but
the
pba
and
the
city
to
come
together
to
reach
this
agreement.
You
know
this
there's
a
lot
of
history
here
and
I
just
I
guess
I
I'm
really
proud
of
both
sides
being
able
to
accomplish
this,
and
it
means
a
lot
for
this
department
to
be
able
to
compensate
our
people.
You
know
they
hadn't
had
a
rate
since
january
1st
of
2011.

know
so
it's
it's
been
a
long
time
and
I
hope
that
this
helps
us
with
our
recruitment
efforts
as
well
and
graham
also
mentioned
the
15
000
signing
bonus
for
lateral
transfers.

So
you
know
the
best
case
scenario
for
us
would
be
to
be
able
to
snag
seven
people
as
lateral
transfers,
because
it's
a
really
short
turnaround.
We're
bringing
certified
officers
that
have
already
gone
through
a
background.
They've
already
have
a
demonstrated
working
history
that
we
can
speed
the
process
up
there
and
then
also
it's
a
much
shorter,
condensed
training
period
for
the
for
those
officers.
It
ends
up
being
10
weeks
instead
of
16.,
so
that
would
really
be
helpful.
Unfortunately,
we've
we've
posted
it
and
we
we
don't
have
anybody
yet.

have
had
some
interest,
but
you
know
we'll
see
we're
gonna,
we're
also
gonna
look
to
hire
an
advertisement
campaign
or
company
to
help
us
get
get
our
message
out
help
us.

know
reach
different
colleges
and
really
just
try
to
get
the
word
out,
that
we
look
for
laterals,
qualified
laterals
and
we're
also
really
hoping
that
we
can
bring
in
some
people
with
diverse
backgrounds.

to
help

department
grow
as
well.

that's
pretty
much
it

updates

we'll
have
our
year-end
report
that
should
be
done
sometime

the
end

try
to

those

that's

just

couple-
quick
comments.

about
the
reimagining
and
that
I
know
there

three
officers
involved

the
process.

to

knowledge,

agree
that

think
the

attacks

open
communication,

healing

been

by
the

policing
equity

healing
for
the
community,

waiting

this
process

finish

missing

opportunity.

really
need
to
start
working
on
that
now.

address
morale
in
the
department.
The
contract
has
been
was
a
huge
step
in
the
right
direction,
and
I
think
you

there's

lot
more
work.

hope

point
where
the
police
department

department
the
city
is
proud
of,
and
that
we
can

haven't
even

our
first

know
that
in
the
past,
ipd

hired

marketing
firm
to
help
us

recruitment

the
year
before
we
hired

marketing
firm.

people

list
to
take
the
test
and
on
the
list
for
a
higher
off
the
civil
service
exam
after
the
year
that
we
used
the
service.
