A
B
We
do
have
about
10
people,
probably
members
of
the
public,
in
the
waiting.
D
E
E
F
E
G
E
Yeah,
why
don't
we
go
and
let
everybody
in
I'll
call
the
meeting
to
order
we'll
run
through
the
first
couple
items
on
the
internet
and
then
get
to
the
the
special
presentation
from
southside.
So,
first
any
additions
to
the
agenda.
Any
changes
to
the
agenda.
D
Yes,
we
have
one
request
for
an
additional
item
to
request
from
indica
properties
to
assign
their
disposition
development
agreement
to
green
street
development
partners.
That
could
be
an
item
added
under
other
business
after
the
wage
agreement,
perhaps
yeah.
E
That's
perfect:
let's
make
that
the
new
8b,
yes
good
with
my
roman
numerals.
I
have
to
do
rocky
so
after,
like
like
rocky
5,
plus
rocky
three
rocky
eight
adrian's
revenge,
I
think's
our
sequels
okay,
so
that
we'll
make
that
the
new
8b
and
then
great
any
public
comment
today.
E
E
Moved
by
tracy
seconded
by
carl,
all
those
in
favor
of
approving
the
minutes
and
that
carries
unanimously
great,
which
brings
us
to
our
presentation
from
the
south
side.
Community
center
and
dr
nunn
and
co
are
here
good
morning.
F
Good
morning,
good
morning
to
you,
oh
let's
see
we
just
have
oh
wonderful,
good,
good
good.
I
I
was
just
asking
for
co-hosting
powers
and
rights.
I
just
recently
shared
this
news
with
the
public
as
in
like
10
minutes
ago,
so
I'm
really
excited.
I
have
an
announcement
for
you
all
this
morning,
good
morning,
good
morning.
I'm
just
checking
and
we
see
oh
look
at
the
family.
Look
at.
We
are.
H
F
Here:
okay,
beautiful
I'm
gonna
go
ahead
and
get
started
and
pass
the
mic
to
the
family,
so
greetings!
Everyone!
Thank
you.
So
much
for
allocating
time
to
meet
with
the
the
south
side,
family
and
friends.
We
are
here
excited
to
give
you
an
update
on
ribs
and
we're
going
to
begin
with
the
the
mission,
the
mission
of
ribs,
to
affirm,
empower
and
foster
black
leadership
and
liberation
through
bicycling
in
our
community.
F
I
have
a
crew
of
people
here
because
I'm
introducing
to
you
our
ribs,
collective
and
as
part
of
our
ribs
collective.
We
have
I'm
just
gonna.
I
have
them
on
the
list
for
when
they
will
share,
but
I
want
to
introduce
mason,
forgive
me
hold
on.
I
have
everybody's
full
yeah,
mason,
wilson,
claire
dem
and
mason,
coming
from
black
black
cat
cyclists
and
grace.
F
We
have
hector
and
margaret
from
bike,
walk
tompkins
and
our
south
side
family.
So
we
as
a
collective
have
been
working
together
diligently
for
several
months
really
exploring
and
in
the
bikes,
reflecting
on
purpose
and
imagining
what's
possible
for
ribs.
So
each
of
the
folks
that
I've
mentioned
will
will
have
a
moment
to
to
contribute
a
little
something
I'm
rushing,
because
I'm
excited
to
pass
mike.
F
In
addition
to
that,
we
have
a
huge
event
happening
in
july
that
I'm
excited
to
share
with
you
today
the
harriet
tubman
freedom
ride
and
a
special,
a
very
special
guest
on
the
call
cornell
university
graduate
from
1978.
Mr
glenn
christopher,
has
joined
us.
This
is
an
event
in
partnership
with
the
major
taylor
chapter
of
chicago
and
many
many
others.
Ithaca
is
not
ready
for.
What's
about
to
happen,
we
will
have
200
to
300
black
cyclists
in
ithaca
meeting
at
southside,
community
center
and
biking
to
the
harriet
tubman
house.
F
So
we'll
talk
about
that
in
them.
In
a
moment.
I
also
have
mr
amos
malone
and
a
board
member
and
caleb
thomas
who
will
speak
a
little
bit
about
the
the
building
briefly
and
then
finally,
I
will
pass.
I
said
I
would
pass
the
mic
to
glenn
christopher,
but
right
now
I
am
above
and
beyond
excited
to
share
with
you
hold
on
everybody
close
your
eyes
for
a
second,
don't
look
at
my
desktop
all
right
hold
on.
F
I
think
I
just
put
it
on
facebook
all
right,
so
we
are
above
and
beyond
excited
to
share
with
you,
our
new
executive
director
of
south
side
community
center,
mrs
siobhan
bunch,
yay,
snap,
snaps,
clap,
clap
and
I'll
read
one
of
my
favorite
sentences.
We
put
together
that
that
chavon
bunch
she's
a
calming
homegrown
force
of
wisdom
y'all,
and
it
is
absolutely
my
pleasure
to
pass
the
mic
to
mrs
siobhan
bunch.
F
I
Been
wonderful
I'm
here
this
is,
I
want
to
introduce
this.
Is
my
deputy
director
miss
kayla
machos
and
it's
just
been
wonderful.
It's
been
great
to
be
with
the
kids
and
to
be
in
the
space
again
and
just
to
be
working
with
the
staff
and
developing
programs
and
just
imagining
reopening
sell
side
and
and
ribs
which,
by
the
way
reopen
house
is
june
20th.
I
So
please
please
please
come
to
that
and
then
you
can
meet
our
wonderful
crew
because
we
are
so
grateful
for
mason
and
claire
and
bike
walk,
tompkins
and
merrill
and
the
village
of
ithaca,
because
without
them
we
just
would
not
be,
and
we
are
at
the
point
where
we
can
open
and
develop
programs
and
just
be
in
that
space.
I
Again,
it's
been
wonderful,
so
thank
you
and
I'm
sure
I'll
see
all
of
you
in
a
meeting
in
a
zoom
at
the
reopen
house
and
stop
by
south
side,
because
we're
really
just
here
and
the
doors
open,
you
can
wear
a
mask
and
come
on
in
so
kayla's
gonna.
Just
tell
you
just
a
chat
about
southside's
position
at
ribs,
but
also
just
a
program
that
two
programs
that
are
happening
right
now.
G
So
currently,
at
ribs
we
do
have
we
are
open
privately,
so
we
have
mason
and
claire
working
with
our
staff
jayvon
and
a
village
at
ithaca
kid
aj
who
are
currently
getting
trained,
to
become
or
take
youth
of
leadership
in
the
youth
programming.
We're
like
so
we're
super
excited
to
see
that
we're
going
to
have
the
village
kids
in
the
space,
helping
us
build
some
bikes
that
we
can
give
away
for,
like
our
juneteenth
raffle,
our
harriet
tub,
our
big
harriet
tunman,
ride,
event,
major
taylor,
I'm
sorry
and
then.
F
Be
great
y'all,
I
think
I
have
next
on
the
list.
Let's
see
mr
amos
and
caleb,
do
you
all
mind
giving
a
little
a
little
brief
a
little
connection
as
it
relates
to
some
of
our
conversations
about
the
building.
J
Yes,
yes,
yes,
good
morning,
everyone
and
congratulations
again,
siobhan
glenn
to
our
honorable
mayor
iura.
I
just
want
to
first
start
off
by
saying.
Thank
you.
Thank
you
for
your
overwhelming
support
that
you
continually
give
towards
the
south
side
in
ribs.
We
certainly
appreciate
it.
The
space
is
wonderful,
we're
reimagining,
it
can't
wait
till
you
all
see
it.
There
is
some
things
in
there.
You
know
we.
We
did
get
a
new
heater
in
there
because
the
other
one
was
gone
and
was
super
cold,
but
we
did
do
that.
J
So
there's
other
things
in
the
building
that
we
need
to
address.
J
But
I'm
telling
you
ribs
is
about
to
be
wide
open
flourishing
and
it's
going
to
be
something
that
the
city
of
ithaca
can
definitely
be
proud
of,
and
we
only
can
do
that
with
your
continued
support
and
care,
and
I
would
say,
love
that
you
all
have
shown
and
now
and
with
our
new
executive
director
and
deputy
director,
I'm
just
ecstatic
about
the
heights
and
the
depths
and
the
width
and
the
breadth
that
this
is
gonna
lead
to
here
in
the
city
of
ithaca,
and
I'm
just
excited
as
a
board
member
to
see
all
the
things
that
have
taken
place
over
these
last
14
months
of
covet.
J
How
we've
been
able
to
come
together
and
navigate
through
when
we
were
counted
out.
J
You
know
it
was
a
setback,
but
I
all
I
can
say
it
was
a
setback
for
a
setup
for
a
great
comeback
and
that's
what
it
has
done
for
southside
and
we
are
excited
to
move
forward
with
iura
and
the
rest
of
the
city
of
ithaca
in
our
corner
backing
us
going
forward.
Thank
you,
caleb.
Thank
you.
Amos.
H
To
give
you
know,
it's
the
the
freshness
as
well
as
thinking
about
signage
and
as
we
get
teens
in
there
over
the
months
ahead,
we'll
be
working
with
them
to
do
some
artwork
and
think
about
you
know.
What
is
what
does
it
look
like
for?
H
You
know
us
to
engage
with
the
public
and
get
some
new
signage
on
the
on
the
building,
some
fresh
colors,
looking
forward
to
that
and
there's
other
people
in
the
room
here
who've
been
amazing
at
cleaning
up
the
space
and
yeah
cleaning
out
bikes
that
donating
those
bikes
to
another
program
in
elmira
and
that
we
didn't
need
and
yeah
just.
F
Thank
you
so
much
caleb
and
amos
and
and
we're
also
celebrating
new
executive
director,
margaret
johnson
of
bike,
walk
tompkins
and
I
don't
know
if
margaret
has
joined
us.
Oh
there,
you
are
hi
there
margaret
good
morning,
yes
good
morning,
welcome.
K
K
We
can
see
that
ribs
has
great
potential
to
empower
black
leaders
through
cycling
and
it
is
still
very
much
known
as
a
place
where
bicycles
can
be
restored
and
made
useful
to
go
back
out
into
the
community
supporting
people
in
bicycling
as
a
means
of
transportation.
So
we
are
very
strongly
supportive.
K
The
work
that's
been
happening
over
the
past
several
months
to
clear
and
reorganize
the
space
and
we're
really
delighted
to
be
part
of
an
ongoing
collective
advisory
group
that
has
all
the
ingredients
for
working
together
effectively
and
harmoniously
towards
highly
successful
reopening
and
continued
operation
of
rib.
So
yay.
F
Thank
you
so
much
margaret
grace.
I
want
to
acknowledge
you
as
well.
Thank
you
so
much.
The
initial
meeting
was
was
was
us
long
ago
how
many
months
ago
it
was
some
time,
but
thank
you
for
being
here
and
know
if
you
wanted
to
add
anything
as
it
relates
to
your
experience.
L
I'm
just
wanna
echo
the
excitement
that
I've
heard
from
others
and
yeah,
and
just
reiterate
that
we
have
we've
had
an
ongoing
like
a
six-month
process
almost
of
strategizing
and
connecting
and
building.
So
it's
very
exciting
to
be
here
now.
Thank.
F
M
Yeah
hi,
I
also
want
to
say
thank
you.
I've
been
honored
to
be
part
of
of
this
mission.
It's
been
really
exciting
and
eye-opening.
For
me,
it's
nice
to
be
doing
something
with
the
community
in
cycling,
and
I
think
claire
is
going
to
fill
in
on
on
some
of
the
more
specifics
of
what
we've
been
doing
and
what
we're
looking
forward
to.
N
Yeah
so
mason
and
I
have
been
on
the
ground
at
ribs
for
the
past
couple
months,
just
cleaning
up
the
space.
It's
amazing
what
a
fresh
coat
of
paint
can
do
and
we're
just
trying
to
create
a
really
purposeful
space
that
can
host
the
future
programming
of
south
side
in
the
village
of
ithaca,
and
it's
it
just
feels
fresh
and
in
a
way
inspiring
for
what
can
really
happen
in
that
space.
N
F
F
Just
give
a
little
background
and
say
I
remember
the
moment
when
you
told
me
that
your
babies
were
brainstorming
and
writing
a
grant
to
create
their
own
bike
shop,
and
I
was
like
what
what
that
sounds
amazing,
but
why
don't
they
just
come
to
ribs,
and
that
was
that
was
some
of
the
beginning
of
all
of
this,
and
I'm
just
so
grateful
for
your
leadership
and
just
the
space
that
you
provide
for
young
people
to
take
the
lead.
So
thanks
meryl.
O
O
Of
color
and
for
our
vulnerable
youth,
who
are
the
youth
that
we
work
with
here
at
the
village?
So
I'm
you
know
so
I
came
to
nia
and
said,
like
you
know,
we've
had
here's
how
our
kids
are
feeling
here's,
what
they
really
need
and
she
was
like.
Yes,
those
that's
what
this
space
should
be,
and
then
I've
been
included
in
the
process
with
no
bike,
knowledge,
the
whole
time
and
what.
A
K
O
Our
youth
have
experienced
that
has
just
you
know,
magnified
and
compiled
the
trauma
they
were
experiencing
before,
so
I'm
really
excited
to
spend
the
summer
at
youth
I
at
ribs.
I
love
I've
already
been
in
there
with
some
of
our
young
people
and
the
magic
that
they're
able
to
create
with
mason
and
claire
and
each
other
is
pretty
incredible.
So
I'm
just
really
grateful
and
honored
and
excited-
and
we
are
gonna-
have
a
great
summer.
F
P
Work
you
see
people
coming
in
and
out,
I'm
sorry
hi.
I'm
really
excited
right
now
for
the
next
phase
of
southside
and
ribs
together.
I
want
to
say
that
I
want
to
thank
everybody
who
has
their
hands
in
the
pot
right
now,
trying
to
help
southside
prosper
even
more
than
what
we
have.
You
know.
We've
come
a
long
way
in
the
last
five
years
and
I'm
really
really
excited,
and
I
can't
wait
for
july.
I'm
like
super
excited,
I'm
hitting
everybody
up,
asking
hey.
You
want
to
sponsor
writers.
F
Thank
you
vanessa.
Thank
you.
So
much,
I'm
not
sure
how
we're
doing
with
time,
but
I'm
sure
it
doesn't
matter,
because
this
is
amazing
and
engaging
for
all
of
you.
Yes,
no.
It
is
my
absolute
pleasure
to
pass
the
mic
to
our
our
special
guest
who's.
Actually
in
town,
we'll
talk
about
that.
We're
we're
excited
to
have
him
down
at
south
side
again
today,
but
mr
glenn
christopher.
Q
Q
Q
he'll,
be
here
on
friday
and
he'll
be
joining
us
as
we
tour
cornell
university
on
our
bicycles,
as
we
enjoy
lunch
at
moose
woods
and
then
travel
to
the
southside
community
center
for
lectures
on
the
underground
railroad
research
project
and
a
visit
to
st
james,
which
was
an
actual
underground,
railroad.
Stop
then,
on
saturday,
our
cyclists
are
going
to
disperse
at
6,
00
a.m,
8
a.m
and
8
30..
Some
will
ride
100
miles
around
lake
cayuga.
Others
will
travel
from
myers
park
directly
to
auburn.
Q
Some
will
actually
get
a
ride
to
auburn
and
only
ride
back,
but
we're
going
to
visit
harriet,
tuckman's,
gravesite
and
the
home
that
she
lived
in
for
the
last
50
years
of
her
life
on
sunday
we've
arranged
for
additional
rides.
We
call
them.
Recovery
rides,
although
one
of
them's
to
watkins
glen-
and
I
don't
know
how
I
could
call
a
63
mile
ride
with
4
500
feet
of
elevation
a
recovery
ride,
but
I
do
the
other
one
is
to
taconic
falls.
Q
Q
I
really
see
this
as
the
inaugural
ride,
and
I
expect
that
we'll
be
back
next
year
in
july
and
the
year
after
that,
in
july,
with
larger
and
larger
numbers
of
cyclists,
who
find
out
what
a
great
time,
what
a
healing
time,
what
an
exciting
and
challenging
bicycle
ride
we
all
experienced
here
in
ithaca,
new
york
and
the
surrounding
areas.
I
do
have
one
request
that
I'd
like
to
make
before
I
close
and
I'll
answer
any
questions
that
anyone
has
and
the
one
request
is
mayor.
Q
Could
I
record
you
doing
just
a
you
know:
30
60.
Second,
welcome
of
major
taylor,
cycling
clubs
from
around
the
united
states
to
ithaca
new
york
and
we'd
like
to
kind
of
post
that
in
some
of
our
facebook
and
tweets
and
I'm
around
all
day
today,
just
tell
me
where
to
meet
you
outside
and
we'll
set
up
the
tripod
turn
on
the
recorder
and
get
it
done.
Q
But
I'm
happy
to
answer
any
questions
that
anyone
might
have
and
thank
you
especially
to
dr
nia
nunn,
for
working
with
one
of
my
committee
members,
tammy
gibson,
to
helping
to
help
bring
this
idea
that
we
came
up
with
after
selma
55
alive.
F
Thank
you,
mr
christopher,
thank
you
so
very
much
now
we're
we're
gonna
you're
gonna
be
at
south
side
today.
Yes,
right
is
that
about
one
o'clock,
two
o'clock.
Q
Okay,
we've
been
cycling
the
metric
route
over
the
past
two
days,
but
we're
gonna
drive
the
century
route,
just
to
make
sure
that
no
bridges
out
that
there
no
gravel
roads
and
that
the
rest
stops
that
we've
picked
out
are
going
to
work
for
us.
So
as
soon
as
I
get
back
to
town,
I'm
coming
straight
to
the
southside
community
center
to
visit
with
you,
some
of
your
people
have
told
me:
there'll
be
food,
so
you.
E
Q
And
we
also
have
a
a
video
interview
session
with
my
fraternity,
brother,
reverend
terence
king,
this
afternoon.
Awesome!
Oh
by
the
way
I
pledged
alpha
phi
alpha
at
cornell
in
1974.
F
F
Yes,
first
ceremony
right
out
right
down
the
street
right
on
the
block,
so
we
are
are
just
just
about
done.
I
want
to
thank
you
for
you
know
this
time
again,
but
the
last
thing
that
I
want
to
also
do
is
share
with
you
that
that
we
are
having
our
annual
meeting
june
17th
at
noon.
Each
one
of
you
are
invited.
It's
nice,
lunch
time
dynamic.
F
F
E
Thank
you,
dr,
and
thank
you
to
this
dream
team.
That
is
a
lot
of
very
exciting
news.
This
morning,
the
new
mission
for
ribs
the
new
direction,
the
partnership
with
bike
tompkins
siobhan,
may
be
most
exciting
of
all,
as
the
new
executive
director
is
great
and
glenn.
Thank
you
for
that
grounding.
I
would.
I
would
be
happy
to
meet
you
today
any
time
after
five
I'll
I'll
send
you
my
you
know,
put
my
email
address
in
the
chat.
Maybe
I'll
do
it
on
my
bike
and
then
I
can
zoom
away
after
honestly.
E
Maybe
I
should
come
where
you
are.
It
looks
great.
I'm
trying
to
get
trying
to
get
like
you
on
the
lake
sounds
like
a
better
way
to
spend
my
morning.
C
I
just
want
to
say
my
my
mind
is
blown
I'm
just
by
everything
by
everything.
I
welcome
congratulations,
mrs
siobhan
and
deputy
director.
I
I
I'm
just
processing
this
all
one
because
one
I
just
learned
some
major
history
here
as
well.
We
are
making
history
here.
I
wonder:
if
how
open
the
bike
the
harriet
tubman
freedom
ride
will
be.
I
I
see
the
the
the
link
there.
C
E
So
thank
you
and
good
to
see
so
many
friends
good
to
see
caleb
merrill
haven't
seen
you
know
in
a
while.
So
it's
great
to
see
you
and
margaret
again
welcome
very
good
to
see
you
mason
thanks
for
being
here
amos
man
good
to
see
you
too,
I
actually
have
to
call
you
later
today
and
and
thanks
everybody.
Thank
you
for
being
here
this
morning.
We
really
appreciate
it
all
right.
F
E
Awesome,
well,
that's
very
exciting.
The
meeting
we
should
go
now
to
the
neighborhood
investment
committee.
B
Good
morning,
everyone
we
have
several
resolutions
here
and
I'm
going
to
be
switching
between
screens.
So
forgive
me,
it
may
take
me
a
minute
to
get
set
up
here.
L
B
Redesignation
of
three
community
organizations
as
community-based
development
organizations
before
we
go
to
the
resolutions,
though,
because
we
haven't
done
this
in
a
while-
I
did
want
to
just
go
over
quickly
the
what
qualifications
are
needed
for
the
cbdo,
designation
and
I'll.
Try
to
do
this
quickly
and
then
we'll
get
to
the
resolutions-
and
I
wanted
to
do
this
because
I
don't
think
it's
the
same
through
organizations
that
have
been
authorized
for
several
years
and
I
don't
think
we've
necessarily
gone
over
the
the
qualifications,
even
though
they're
they
are
in
the
minutes.
B
But
I
did
want
to
say
go
over
this
quickly.
So
the
qualifications
for
the
cbdo
designation
are
one.
The
organization
is
organized
under
state
law
to
undertake
community
development
activities,
and
that
includes
job
training
and
placement
for
certain
identified
populations.
B
51
of
the
governing
body
of
the
organization
either
are
low,
moderate
income
residents
of
the
operating
areas
of
the
organization,
representatives
of
lmi
organizations
in
the
service
area,
owners
or
senior
officers
of
private
establishments
or
institutions
in
the
service
area,
and
no
more
than
33
percent
of
the
governing
body
of
the
organization
can
be
an
elected
elected
officials
or
employees
of
the
city
of
ithaca
board.
Members
must
be
nominated
and
approved
by
membership
or
the
governing
body
of
the
organization,
except
that
up
to
one
third
of
the
board
may
be
appointed
or
be
elected
officials.
B
Your
organization
must
be
a
non-profit,
and
typically
that's
with
a
501
c
3,
4,
designation
or
not,
or
a
for-profit
organization,
with
nominal
monetary
benefit
to
its
members
in
case
of
dissolution
of
the
organization.
Its
assets
cannot
be
subject
to
revision
to
the
grantee
unless
the
assets
are
specific
to
the
grant.
B
B
B
A
E
Well,
while
we
wait
for
carl
to
come
back,
maybe
we
can
move
and
second
this
to
get
it
on
the
on
the
table.
Would
anyone
like
to
move
move
by
tracy?
Is
there
a
second
taken
by
eric.
E
Pretty
straightforward:
I
almost
feel
bad
voting
on
this
without
carl
he's
back.
E
Hey
carl,
while
you
were
gone,
we
just
we
moved
and
seconded
it.
So
now
it's
on
the
table,
but
but
yeah
you
can
go
ahead
and
continue.
B
Okay,
sorry
about
that,
I
think
this
happened
to
us
last
meeting
too
got
disconnected
okay,
so
I
was
pretty
much
almost
done.
I
think
I
was
where
I
got.
Cut
off
was
talking
about
the
public
service
cap
exemption,
so
under
there
are
circumstances
where
a
community-based
development
organization
is
exempt
from
the
15
expenditure
cap
on
use
of
cdbg
funds
that
are
otherwise
in
place
for
public
services
to
be
exempt.
B
The
cbdo
must
be
a
one,
be
able
to
undertake
an
eligible
project
and
that's
defined
as
neighborhood
revitalization,
community
economic
development
or
energy
conservation
project
projects
and
the
organization
must
must
carry
out
a
service
designed
to
increase
economic
opportunities
for
lmi
people
through
drop
training
and
placement
and
other
employment
support
activities
and
services.
General
job
readiness
training
is
not
sufficient.
Job
placement
with
positive
outcomes
is
the
intended
out
is
the
intended
outcome,
which
is
something
we've
run
into
occasionally
with
some
of
our
organizations.
B
There's
a
checklist
that
staff
goes
through
and
they
look
at
each
of
the
items.
I
just
went
over
for
designation
to
ensure
that
the
organizations
that
their
charters,
their
bylaws,
that
their
mission
meets
the
definition
that
hood
is
defined
and
the
first
resolutions
for
fingerless
reuse
staff
has
examined
bengali's
reuse
and
they
meet
all
the
qualifications
that
we've
talked
about
before.
B
So
we
resolve
to
give
the
designation
of
a
cb
do
two
finger
likes
resolution,
so
I
like
to
move
our
finger
lights.
Reuse
rather,
so
I
like
to
move
that
resolution.
B
Okay,
sorry,
I
didn't
hear
that
when
you
said
when
I
came
back
in
so
that
happened
while
I
was
lost
in
the
the
ether,
okay.
B
Next
one
which
is
down
to
the
next
resolution,
the
next
resolution
is
for
to
designate
historic
ithaca
as
a
community
based
development
organization.
Again,
staff
has
examined
all
the
qualifications
and
has
determined
that
historic
ithaca
meets
qualifications.
B
So
resolve
that
we
designate
historically
ithaca
as
a
cbdo,
I
would
like
to
move
that
resolution.
E
Okay,
say
a
second
second
by
error,
any
questions
all
those
in
favor
that
carries
unanimously
as
well.
B
Our
third
resolution
is
to
designate
greater
ithaca
activity
center
as
a
community-based
development
organization.
Again,
staff
has
reviewed
all
the
qualifications
determined
that
giac
meets
the
qualifications
so
and
resolve
that
we
designate
great
ethic
activity
center
as
eligible
for
cbbo
designation
and
I'd
like
to
move
that
resolution.
E
Second,
by
tracy,
all
those
in
favor
and
that
carries
unanimously.
B
Okay,
the
fourth
resolution
is
a
different
designation
is
to
designate
ithaca
neighborhood
housing
services
as
a
community
housing
development
organization.
Chdo
again,
there's
a
checklist
that
and
qualifications
that
the
organization
has
to
meet.
I
won't
go
through
those
in
the
interest
of
time,
but
staff
has
gone
through
the
qualifications
and
determined
that
inhs
meets
the
qualifications
and,
as
with
the
previous
three
cbdo
organ
designated
organizations,
inhs
is
one
that's
familiar
to
us
and
is
will
know
our
only
chdo.
B
So
I
would
like
to
move
this
resolution
that
inhs
be
designated
a
community
housing
development
organization.
E
Thank
you,
so
a
second
second
by
tracy,
any
discussion.
C
Mr
mayor
mayor,
I
just
wanted
to
make
a
comment.
It
really
wasn't
for
discussion
about
that
resolution
as
it
is
a
comment
on
the
comment
carl
made
that
this
is
our
community's
only
cdho
and
that
you
know
we
always
talked
about
how
unhealthy
that
really
is
as
great
as
I
nhs
is.
C
So
I
consider
it
an
agenda
item
for
us.
I
don't
know
under
what
category,
but
certainly
hope
it's
still
a
priority
to
try
and
incentivize
the
creation
of
at
least
another
one
or
two.
I
know
how
hard
that
is.
We've
seen
some
come
and
go
so
it's
easier
said
than
done,
but
it
may
be.
C
I
think,
we're
quickly
seeing
there's
a
lot,
I'm
still
kind
of
stoked
by
the
presentation
this
morning
that
when,
when
you
think
about
things
that
you've
never
even
imagined
happening
just
start
to
happen
with
enough
collective
effort,
and
if
we
put
our
minds
to
them,
they
can
so
maybe
there's
some
brainstorming
around
what
we
can
do
to
have
combine
a
community
discussion
and
maybe
partners
outside
of
outside
of
the
community,
to
create
to
put
more
players
in
the
landscape.
E
B
Yeah,
so
this
would
be
the
fourth
amendment
to
the
plan
due
to
the
changes
in
across
society,
but
specifically
for
our
citizen
participation
plan
and
how
the
public
was
able
to
respond
to
the
plan
because
of
the
covet
19
crisis.
B
The
previous
amendments
expedited
the
public
comment
period.
We
weren't
able
to
use
the
normal
comment
period.
This
said
that
you
could
this
previous
amendment
said
it
would
have
up
to
a
minimum
of
five
days
of
public
comment
on
the
plan.
B
What
this
amendment
is
asking
is
that
we,
the
agency,
request
common
council
to
extend
the
expedited
of
the
comment
on
the
citizen
participation
plan
past
july
thirty
31
2021
in
the
event
that
the
copa
crisis
is
still
occurring.
B
So
this
is
to
ask
common
council
to
amend
the
citizen
participation
plan
for
use
of
funding
through
the
coveted,
the
cdbd
cdbg
too
many
initials
covert
grants
home
grants
and
then
the
fiscal
year,
19
and
fiscal
year,
20
cdbg
and
home
grants.
B
E
S
Yeah,
I'm
just
a
little
curious
and
maybe
cautious
about
this
yeah.
This
made
sense
when
we
were
responding
to
the
immediate
onset
of
the
pandemic
and
the
sort
of
fog
of
uncertainty
that
circled
around
everything
for
three
to
six
months
and
while
the
pandemic
itself
is
not
over
and
and
there's
likely
to
be
ongoing
sort
of
effects
by
it.
I
do
wonder,
like
you
know,
waiving
certain
requirements.
S
For
you
know:
citizen
participation
has
its
own
byproducts
and
in
an
environment
now
where
things
are
a
little
bit
more
predictable,
if
not
completely
back
to
normal.
What
what?
What
situations
are
we
imagining
that
would
arise
that
we
would
need
to
take
action
within
with
only
five
days
of
public
comment,
for
example,
and
so
is
there?
Is
there
truly
a
reason
to
extend
this
beyond
july
31st?
I
guess
is
my
question
in
terms
of
providing
emergency
needed
response.
R
R
Regulations
aspects
of
the
cdbg
program,
specifically
home,
is
not
as
much
affected
and
other
entitlement
programs
that
we
we
don't
participate
in
so
for
funding
that
they
issued
during
those
during
the
years
that
or
I'm
sorry,
the
cdbgc
fee
at
cares,
act
funding,
but
also
they
allowed
flexibility
for
the
two
program
years
that
carl
mentioned
2019
and
2020
how
the
how
those
funds
would
be
used,
and
so
this
amendment
to
our
citizen
action
plan
really
encompasses
all
of
the
waivers
that
hud
has
has
allowed,
including
expedite
expedited
public
hearings,
which
are
the
ones
that
we're
most
familiar
with
here
in
this
in
at
the
board
level.
R
R
So,
for
example,
you
know
another
another
thing
that
we
know
a
lot
about
is
that
they
lifted
the
public
service
cap
for
funds
that
were
cares,
act,
funds
and
also,
I
believe,
the
2019
action
plan
funds.
If
we
wanted
to
reprogram
those
which
we
did
not,
we
we
haven't
so
part
of
this
amendment
is
extending
the
use.
R
How
are
you
best
explain
this,
enabling
us
to
use
that
waiver
as
long
as
the
waiver
is
in
effect
and
when
we
originally
created
the
third
amendment
to
the
citizen
action
plan,
we
didn't
know
how
long
cobia
was
going
going
to
be
going
on,
and
so
the
assignment
of
the
july
31st
expiration
date
just
had
to
do
with
that.
That
would
be
the
end
of
the
program
year
that
we're
currently
in
2020
so
we're
thinking
like
okay
well
by
the
2021
program
year.
R
We
probably
won't
need
this
waiver
anymore
and,
as
it
happens,
the
hud
mega
waiver
is
still
in
effect,
and
we
want
to
be
able
to
access
that
if
we
need
to
for
the
funding
streams,
we
looked
at
other
communities.
Who
did
you
know?
Similar
amendments
had
told
us.
You
need
to
amend
your
citizen
participation
plan
at
the
time
that
they
issued
this
mega
waiver,
and
we
did
other
communities,
like
you
know,
did
much
more
open-ended
amendments.
They
didn't
set
an
end
date
like
we
did.
R
So
what
what
we're
really
trying
to
do
with
the
amendment
is
just
open
up
the
the
take
off
and
end
date
so
that
we
can
utilize
it
as
much
as
possible
to
your
question
of
like
how
long
do
we
anticipate
using
an
expedited
public
hearing
process?
R
I
think,
as
part
of
it
is
as
long
as
there
are
zoom
meetings.
We
need
to
have
this
amendment
in
place,
because
our
original
citizen
action
participation
plan
has
no
allowances
for
zoom
meetings
whatsoever.
R
So
there's
that
also,
I
don't
anticipate
that
we'll
be
using
any
public-facing
expedited
waivers,
except
for
one
more
time,
which
is
for
this
exact
amendment
we'll
do
an
expedited
hearing
on
that
and
public
comment
process
in
june
when
it
comes
before
common
council,
but
other
than
that,
I
don't
anticipate
more
action.
That's
going
to
be
limited
in
public
participation,
as
you
know,
the
other.
R
The
remaining
cares
act,
funding
that
we
that
ira
just
recommended
to
city
council,
the
cdbg
cv
project
are
going
through
the
the
normal
public
comment
process.
That's
not
at
all
expedited.
I
know
that
that
was
a
very
lengthy
kind
of
rambling
all
over
the
place
answer,
but
does
that
help.
S
R
E
Thank
you.
So
this
was
seconded
right,
I'm
sorry.
I've
lost
the
thread.
I
believe
this
one
seconded
are
we
ready
to
vote.
E
Okay,
all
those
in
favor.
B
And
no
chairperson's
report.
E
Well,
thank
you,
carl
there's
a
lot
of
there's
a
lot
of
voting.
The
heavy
lift
so
go
now
to
the
economic
development
committee.
Any
chairperson
report.
S
Just
really
quickly,
we
did
have
the
first
round
of
review
of
the
rfi
responses
for
inlet
island
and
it
was
great
to
see
many
of
you
in
attendance
there,
as
well
as
other
members
of
common
council.
S
We
had
presentations
from
each
of
applicants
as
well
as
q
a
and
then
we
had
about
eight
or
ten
public
comments.
I
think
entirely
sure.
So
the
process
moving
forward
is
we
have,
with
staff,
identified
some
consistent
kind
of
follow-up
questions
that
we
want
kind
of
consistent
answers
from.
So
we
can
compare
apple
to
apple's
across
presentations
around
certain
elements
of
their
presentations
and
proposals.
S
We
will
review
those
gather
that
data
and
review
them
at
our
next
meeting,
which
is
june
8th,
where
we
intend
to
score
their
proposals
and
out
of
that,
probably
make
a
recommendation
to
this
group
for
the
end
of
june
of
a
preferred
developer
so
that
they
would
go
on
to
common
council
so
june,
8th,
3,
30
p.m.
Eastern
and
happy
to
have,
as
many
of
you
in
participation
of
that
again,
if
you're
interested
in
kind
of
following
along
with
that
process
before
it
comes
to
this
group,.
E
S
I
mean
I'll
just
say
I
mean
you
know
at
first
blush
they
maybe
look
similar,
but
when
you
get
into
them,
they're
actually
there's
some
diversity
of
thinking
and
ideas
for
how
to
leverage
that
space
and
those
assets
and
the
constraints
that
are
also
present
on
online.
So
it'll
be
interesting.
Next
steps.
E
Thank
you,
then,
let's
go
now
to
hotel
or
or
the
the
marriott.
I
believe.
That's
the
next.
Yes,
the
wage
agreement.
D
Right,
this
item
didn't
go
through
a
committee,
so
this
isn't
you
know
if
you
wanted
to
go
through
a
committee,
we
can
send
it
back
through
that
process,
but
the
the
marriott
is
is
revving
up
for
employment
and-
and
has
you
know,
has
requested
that
the
ira
consider
this
amendment
to
the
2014
wage
agreement.
This
was
established
at
during
the
negotiations
for
sale
of
the
sliver
of
property
to
support
the
marriott
hotel
and
the
hotel
has
complied
with
the
wage
agreement
since
its
inception.
D
The
new
the
new
change
here
is
that
the
mayor
has
become
a
certified
living
wage
employer
through
the
champions
county
worker
center,
and
that
then
applies
a
minimum
wage
living
wage
for
all
60
plus
employees
at
the
at
the
facility.
Our
wage
agreement
with
the
with
the
hotel
only
covered
room
attendance,
so
this
is
an
expansion
of
wage
protection
for
it.
However,
there's
using
different
metrics
here,
the
original
metric
was
156
percent
of
the
new
york
state.
D
Minimum
wage
was
the
minimum
wage
set
for
all
room
attendants,
whereas
the
living
wage
requirement
right
now.
I
think
it's
about
two
years
old
is
about
fifteen
dollars
and
forty
cents
per
hour.
So
that's
a
change
in
the
metrics
being
used
for
the
measurement,
as
well
as
the
scope
of
the
employees
being
covered.
I
I
noticed
in
the
packet
that
my
my
red
line
didn't
come
through.
D
So
if
you
can
look
at
the
the
actual
draft
amendment
agreement
under
paragraph
number,
one,
the
wage
agreement,
the
change
here
is-
is
one
line
and
instead
of
having
only
an
option,
a
there's,
an
option
b
so
option
a
is
the
original
category
requirement
which
all
all
all
room
attendants
must
be
paid.
156
percent
of
minimum
wage
and
option
b
now,
which
is
proposed
to
be
the
modification,
is,
you
know,
pay
for
all
employees
at
at
the
afcu
minimum
living
wage
scale.
D
So
that's
that's.
The
only
change
is
that
one
line
to
add
option
b
as
a
way
to
conform
to
the
wage
agreement,
and
so
that's
that's
the
change
proposed.
D
You
can
see
there's
a
a
a
worker
center
press
release
in
the
packet
as
well,
recognizing
the
marion
hotels
being
you
know
being
certified
as
a
living
wage
employer.
So
that's
that's
the
proposal
going
forward
for
your
consideration.
B
I
didn't
see
this
though
it
may
be
in
the
agreement
is
the
requirement
that
the
hotel
remain
a
living
wage
certified
employer,
because
when
every
two
years,
once
the
wage
presumably
goes
up,
but
when
the
wage
changes
every
two
years,
all
the
living
wage
employers
have
to
research,
re,
apply
to
recertify
or
become
recertified.
D
Yeah,
there's
a
there's,
a
reporting
requirement
in
section
three
or
section
four,
rather
three
or
four,
which
requires
an
annual
certification
to
the
ira
of
compliance
so,
and
so
they
would
have
to
certify
that
that
they
are
a
compliance.
I
believe
there's
a
little
bit
of
a
time
window
between
the
announcement
of
the
living
wage
from
asu
and
adoption
of
those
wages.
But
yes,
they
would
have
to
certify
on
an
annual
basis,
as
they
have
been
doing
that
they
meet
one
of
the
two
ways
to
qualify.
D
B
C
All
right
question
yeah
and
that's
so
based
on
this
there's
there's
another
four
years
left
mills
there's.
D
Actually
more
it's
more
than
this,
because
it,
the
the
start
time
of
the
effective
year,
was
the
opening
of
the
hotel
rather
than
the
date.
D
A
E
E
I
also
appreciate
the
marriott's
commitment
to
you
know
not
changing
the
wages
of
the
folks
who
grandfathering
in
the
folks
who
are
currently
working
there
under
the
previous
wage
agreement
I
was,
I
was
reluctant.
I
think,
italia
and
else
could
tell
you.
E
I
was
very
reluctant
to
move
off
of
the
wage
agreement
because
I
felt
like
it
was
hard
earned
and
and
fought
for
and
and
for
folks
who
are
who
are
often
underappreciated
and
underpaid,
but
this
seems
to
be
a
win
for
all
the
workers
and
and
seems
to
to
work
better
for
the
marriott.
So
I
support
it
and
I'm
happy.
We
could
come
up
with
a
new
agreement.
C
I'll
only
add
that,
mayor
to
your
comments,
I
remember
when
we
broke
her
disagreement.
I
was
chair
of
the
ed
committee
at
the
time
of
the
ira,
working
with
jeff,
frimlin
and
other
members
of
the
community.
Nells
you'll
probably
remember
that
time.
C
Well,
it
was
shortly
before
I
was
on
council
and
and
and
it
actually
turned
out
to
be
one
of
the
first
votes
that
I
had
on
council
once
it
got
there,
and
I
remember
that
vote
very
well
too,
because
I
think
it
hinged
on
your
vote
mayor.
You
know
there
was
a
tie,
and
so
this
this
has
this.
This
especially
resonates
with
me.
C
Like
you,
I
shared
a
reluctance
to
to
change
this,
but
the
change
in
scope,
and
all
of
that
is
just
just
progress
as
far
as
I'm
concerned.
So
it's
good
just.
E
A
E
But
yeah
you're
right
it
was
one
of
our
first
votes
in
council
and
packed
room
and
yeah
a
lot
of
a
lot
of
stress.
So
I
remember
that
too.
Breaking
that
tie
and.
M
E
So
yeah-
and
I
and
I
appreciate
that
the
merit
when
they
came
forward
with
this,
I
behaved
badly.
I
was
like
under
no
circumstances
will
we
give
up
those
gains,
but
this
this
is.
You
know
this
is
way
of
not
giving
up
anything
but
just
making
sure
I
think
it's
a
more
rational
approach,
moving
towards
the
living
wage
and
across
the
board
very
strong,
all
those
in
favor.
T
T
T
Oh
yeah,
oh
yeah,
so
be
a
little
crazy,
so
kind
of
the
kind
of
it's
a
side
note,
but
it's
kind
of
a
cool
thing
as
a
lot
of
people
canceled
whenever
they
couldn't
attend
and
then
all
of
a
sudden
they
all
rebooked.
So
all
the
folks
that
canceled
weren't
paying
the
new
city
tax
and
all
the
people
that
rebooked
are
now
paying
it.
T
So
there
was
a
big
wind
cornell
going
back
back
and
forth
on
that
on
that
subject.
So
thank
you
guys
so
much.
I
really
appreciate
it.
E
Thank
you
much
appreciate
it,
so
we
now
the
new
agenda,
the
new
8b.
Now
did
you
send
this
feature.
D
Right
this
was
this
was
sent
last
night
at
seven
o'clock
during
the
city
administration
coming
to
me,
so
it's
in
your
inbox
and
maybe
charles
you
could
pull
it
up
as
well.
It's
in
some
ways
it's
a
very
simple
issue,
but
it's
an
impactful
decision
as
well.
D
This
is
regarding
the
urban
renewal
project
for
the
eastern
section
of
the
green
street
parking
garage
and
the
request
is
to
assign
the
disposition
and
development
agreement
on
all
its
rights
obligations
from
ithaca
properties,
of
which
jeffrey
rimland
has
been
the
managing
is
the
managing
member
to
green
street
development
partners,
llc
of
which
jeffrey
rimland
is
also
a
member,
but
it
also
includes
members
from
aptitude
development,
which
is
the
development
partner.
They've
been
working
with
for
over
a
year.
D
D
The
disposition
and
development
agreement
allows
for
an
automatic
assignment
to
an
entity
that
includes
ownership
of
by
ithaca
properties
of
50
or
more.
The
question
is
that
it's
not
clear
that
it
will
be
50,
it
might
be
some
percentage
lower
and
we
can't
go
forward
and
convey
the
property
if
they
don't
meet
that
requirement
and
they're
still
in
the
process
of
figuring
out
exactly
what
percentage
ithaca
property
members
will
have
in
the
final
llc.
D
So
to
avoid
a
delay.
You
know
this
pre
the
project's
moving
forward
in
terms
of
of
satisfying
contingencies,
step
by
step,
and-
and
we
don't
want
this
issue
to
become
a
delay
for
the
project,
because
in
the
era
of
cost
escalation
of
materials,
a
delay
can
mean
a
big
change
in
the
project
and
making
it
more
difficult
to
be
financially
feasible.
So
the
resolution
is
to
authorize
assignment
of
the
disposition
and
development
agreement
from
ethica
properties
to
green
street
development
partners.
D
The
resolution
lists
them
the
members
with
15
or
more
interest.
Jeffrey
rimland
is
one
member
from
ithaca
properties
whose
will
be
also
in
the
new
company
or
the
new
llc
to
be
assigned
the
llc.
The
other
members
at
least
two
of
them
are
from
are
affiliated
with
aptitude
development,
which
has
done
projects
of
similar
scale
in
nature.
In
syracuse,
louisville,
fayetteville
and
a
few
other
communities,
so
they
bring
that
kind
of
capacity
to
to
construct
and
develop
larger
scale,
residential
properties.
S
D
E
E
I
don't
know,
I
don't
know
why
it
took
me
34
years
to
discover
that
it's
kansas
with
an
iron
firm
anyway,
all
right
any
discussion,
questions
that
seems
fairly
straightforward.
Would
anyone
like
to
move
moved
by
eric?
Is
there
a
second
second
by
chris,
all
those
in
favor
and
that
carries
unanimously?
E
Next
sorry,
not
real
problems.
When
you
open
a
third
window,
then
then
you
really
get
lost.
Okay,
so
revised
cdbg
allocation.
D
Yeah,
you
should
see
that
there's
two
items
included
here:
one
is
a
waiver
which
hud
seems
to
specialize
in
and
secondly,
is
the
second
documents
really
the
more
important
one.
The
hud
made
another
error
in
in
calculating
the
allocations
to
the
city
of
ithaca,
as
well
as
most
cdbg
entities,
and-
and
you
see
the
new
revised
amount
for
the
cdbg
program
at
690
000,
that's
about
ten
thousand
dollars
more
than
we
were
led
to
believe
in
the
prior
communication.
So
actually,
this
is
a
good
news.
D
Error
on
hud's
part
the
we
have
an
additional
ten
thousand
thirty
two
dollars,
thirty
four
dollars
in
the
award
than
we
thought
we
had.
So
this
brings
us
to
a
opportunity
to
reprogram
that
money
to
an
activity.
We
can
do
that.
You
know
through
a
committee
process
or
if
you
wanted
to
look
at
the
action
plan,
we
only
had
a
few
projects
that
were,
you
know,
didn't
reach
their
full
funding
in
some
of
the
categories.
D
I
know
this
is
quick.
I
just
want
to
let
you
know
that
you
do
have
the
ability
to
make
an
amendment
to
an
existing
funded
program
without
going
through
a
large
process,
because
it
wouldn't
trigger
a
substantial
amendment.
D
If
it's,
if
it's
you
know
it's
about
eight
thousand
dollars
of
program
funding
that
is
available
to
the
agency,
so
this
can
go
back
to
the
neighborhood
investment
committee,
for
advice
or
or
and
or
the
ed
committee,
but
we
do
know
that
there
were
a
couple
of
projects
that
weren't
quite
funded
at
their
full
level.
D
That
was
discussed
during
the
action
plan.
I
remember
the
the
homeowner
homeowner
assistance
program
through
nhs,
one
of
the
was
one
of
those,
but
anyway
this
is.
This
is
a
good
news
story
and
the
waiver
allows
us
to
make
amendments
on
a
somewhat
quicker
basis
to
make
an
amendment
to
the
action
plan.
D
Our
understanding
is
right
now
that
we,
where
we're
submitting
the
2020
action
plan
in
the
next
two
weeks,
so
I
I
believe
we
don't
have
to
be-
we
can
amend
it
later
after
that
fact,
we're
still
trying
to
figure
that
detail
out.
But
if
we
knew
you
know
where
there
was
a
consensus
of
where
you
wanted
to
put
that
money,
then
we
could
incorporate
it
right
into
that
action
plan,
because
this
would
be
a
non-substantial
amendment
under
most
most
circumstances.
D
So
that's
that's
a
good
news
story
here
about
this
error.
I
on
hud's
part.
E
Again,
right,
yeah
yeah.
So
what
are
the
thoughts?
I
mean
people
comfortable,
pushing
these
funds
into
the
homeowner
rehab
program,
or
do
we
want
to
send
it
back
to
a
committee
for
discussion.
B
If
the
timing
allows,
I
prefer
to
have
a
the
committee
discussion,
because
I
I
would
like
to
to
go
back,
take
a
look
at
you
know,
notes
and
see
what
other
projects
were
either
underfunded
or
not
funded
at
all
prior
to
making
a
decision,
and
so
I
don't
really
feel
prepared
right
now
to
make
a
decision.
U
I
agree
with
that.
I
would
also
like
to
look
at
the
projects
that
we
were
considering,
that
we
didn't
fund
completely
and
we
could
always
put
this
into
economic
development
loan
fund
if
we
needed
to
right.
D
U
D
Right
we
would
submit
the
action
plan
as
as
is
going
forward
to
the
common
council
in
its
current
form
that
the
ira
recommended
and
then,
after
the
fact,
we
would
amend
that
that
action
plan
to
to
incorporate
the
eight
thousand
dollars
in
new
project
funding
and
two
thousand
dollars
of
admin
funding.
A
P
E
Well
sounds
good,
then.
That
sounds
like
a
plan,
which
means,
I
think
our
next
item
is
the
financials
right.
D
So
yes,
so
you
can
see
the
grant
summary
first
and
the
what
this
is
the
time
of
year
when
hud
normally
looks
at
our
spend
down
ratio
or
will
be
then
the
next
month.
D
What
we're
showing
at
the
bottom
of
this
summary
is
that
we
are
in
currently
in
compliance
with
the
spend
down
that
we,
we
can't
have
more
than
150
percent
of
our
cdbg
award
unexpended
and
we're
all
we
have
already
accomplished
that
goal
as
of
april,
although
there
always
is
a
flow
of
money
coming
in
and
going
out.
So
there
is
a
potential
that
we
could.
We
could
fall
out
of
that,
but
we're
we
we've
analyzed
it.
We
should
be
fine.
D
So
that's
the
good
news
is
the
spin
down
continues
on
a
good
clip
and
we
plan
to
close
on
the
founders
way,
which
is
the
immaculate
conception
project
at
the
beginning
of
june,
which
will
be
another
drawdown.
Well,
that'd,
be,
I
guess,
that's
home
funds
actually
come
to
think
of
it,
but
but
you
know
we're
seeing
inhs
projects
moving
at
a
good
clip
and
and
the
home
ownership
program
getting
back
up
to
speed
now
that
they
can
get
into
homes
and
complete
those
rehab
projects.
D
So
I
expect
we'll
continue
to
be
in
good
shape,
moving
forward
thanks
to
the
good
work
of
anissa
and
charles
and
get
contracts
out
and
monitor
in
the
field.
D
Then
we'll
move
to
the
red
ink
loan
report,
so
there
are
a
couple
of
ones
showing
up
as
past
due
and
again,
it
turns
out
that
when
we
moved
to
an
interest-only
period
and
then
ended
the
interest
only
period,
we
created
some
complications
with
our
loan
servicer,
which
then
trickled
down
to
our
borrowers.
D
D
The
issue
with
the
loan
servicing
was
when
we,
when
we
went
from
an
interest-only
period,
to
assist
businesses
and
and
waive
the
principal
payments
that
was
fine,
but
then,
when
it
ended,
the
bank
servicer
wanted
to
reset
the
loan,
as
if
that
was
the
new
new
loan
amount,
and
that
would
would
have
changed
their
actual
monthly
payment,
not
by
dramatic
amounts,
but
it
would
have
changed
it
and
we
said
that
wasn't
acceptable.
D
We
wanted
the
borrowers
to
remain
with
their
current
monthly
payment
that
they
would
have
been
used
to
so
that
created
a
a
process
where
the
bank
had
to
go
through
and
do
manual
manual
changes,
and
it
got
it
got
stuck
up
in
that
area.
So
there's
that's
the
liquid
state
is
shown
is
is
delinquent
here,
but
based
on
my
best
information.
They
are
current
as
of
today
and
the
green
star.
D
Is
one
that
I
think
is
in
april
was
a
late
payment,
we've
been
working
with
them
and
they
seem
to
be
generally
okay
and
and
making
payments
regularly.
So
we
need
to
get
in
touch
with
with
the
co-op
and
then
the
ethical
downtown
associates,
which
is
a
canopy
hotel,
has
a
similar
quirky
issue
in
which
they
have
about
a
twelve
dollar
payment
that
is
short
on
a
actually
short
or
is
it
over?
D
The
problem
is
if
a
borrower
makes
a
payment,
that's
not
the
exact
amount
it.
It
throws.
D
The
system
at
m
t
into
a
a
bit
of
a
a
bit
of
a
problem
because
they
don't
know
how
to
apply
those
funds
and
they
kind
of
hold
things
in
in
in
a
holding
account
so
again,
they're
if
they're,
if
they're
delinquent,
it's
it's,
it's
no
more
than
12
dollars,
but
it
is
showing
up
as
as
a
report
as
they
can't
be
processed
correctly
at
m
t
bank
and
when
we
get
the
report
so
of
all
these
three
shown
here,
I
think
the
only
one
that
is
a
real
practical,
a
late
payment
issue
is
with
green
star,
and
this
would
be
their
first
month
ever
that
they
would
be
on
that
list,
and
we
just
need
to
explore
that
one
a
little
bit
more.
E
D
Moving
then,
to
the
the
lease
repayment
report:
we
don't
have
as
much
red
ink.
We
have
one
pass
due,
which
is
the
maintenance
fee
for
sanopolis.
That's
a
small
payment.
We've
been
working
cooperatively
with
the
kyuge
green,
which
is
bloomfield
shown
on
on
that
lease
agreement.
D
The
report
is
that-
and
I
think
I
I
think
this
payment
may
be
in
process
actually,
but
the
bigger
question
has
been
that
we've
been
extending
discounts
on
the
cinema
lease
as
long
as
the
landlord
has
been
extending
discounts
to
sinopolis
or
seven
third,
and
the
report
is
that
they
plan
to
sin
office
plans
to
make
full
payments
beginning
in
july
from
what
we
understand.
D
So
this
will
be
probably
winding
down
the
discount
the
discount,
the
50
discount,
that
the
landlord
is
offering
sinopolis
and
therefore
the
city
the
ira
has
been
providing
to
the
landlord
so
expect
that
one
to
go
back
to
the
full
lease
payments
in
july.
Unless
we
hear
otherwise-
and
I
don't
have
concerns
at
that-
that
that
maintenance
fee
payment
will
be
will
be.
E
Paid
yes,
it's
small
3900
yeah.
I
went
to
cinema
plus
last
week
for
the
first
time
since
the
pandemic
started
for
a
private
party
movie
and
boy.
It
just
felt
great
to
be
back
in
a
movie
theater,
specifically
that
movie
theater
movie
was
not
so
good,
but
being
there
excellent.
So
is
any
council
liaison
report
or
any
any
report.
A
No,
I
mentioned
the
hud
action
plan
moving
on
to
council
next
week.
I
also
appreciated
chris's
chairing
of
the
ed
committee
presentations
on
another
inlet
island
and
was
glad
to
see
other
colleagues
from
common
council
at
that
meeting,
and
I
hope
that
a
number
of
us
will
be
attending
future
meetings
as
this
moves
forward
and
as
the
economic
development
committee
considers
scoring
these
three
proposals.
So
thank
you
chris.
This
is
exciting.
I'm
looking
forward
to
seeing
this
move
ahead.
E
Great,
then,
is
unless
there's
any
other
business.
Oh
staff
report
sorry
stuff
report.
D
Two
quick,
two
two
couple
things
and
maybe
nisa
has
something
as
well,
but
one
I
wanted
to
make
you
aware
where
they
a
couple
of
proper
properties
that
are
on
the
tax
foreclosure
list.
That
city
is
reviewing
for
direct
sales
to
not-for-profit
organizations,
to
create
for
sale,
home
ownership
opportunities,
they're
at
215,
cleveland
avenue
and
for
south
aurora
street
and
the
third
one
at
109
morris
ave,
so
habitat
and
inhs
have
both
submitted
proposals
to
purchase
those
properties
from
the
city.
D
Should
they
go
through
the
foreclosure
process
completely
and
and
be
acquired
by
the
city?
If
the
homeowners
property
owners
can
make
the
payment,
the
city's
policy
in
the
past
has
been
to
give
them
every
opportunity,
but
the
formal
date
for
redemption
has
passed
so
it
would
require.
I
think
it
requires
council
action
maybe
to
to
allow
it
now,
I'm
not
sure,
but
those
are
moving
forward
from
the
planning
economic
development
committee
to
the
common
council.
D
There
has
been
some
a
counter
proposal
for
one
of
the
properties
just
want
to
make
you
aware
of
that,
and
so
there
may
be
more
discussion
at
the
council
level
on
this,
but
so
far
the
council
has
supported,
though
those
direct
sales
to
those
not
for
profits.
I
think
it
was
four
to
one
at
the
pedc
committee
meeting
again
the
history
of
these.
If
they
go
through
auction
process,
usually
they
don't
end
up
as
home
ownership.
D
They
end
up
as
rental
properties,
and
this
is
an
opportunity
to
steer
them
towards
homeownership
and
affordable
homeownership.
So
that's
a
germane
and
we
may
even
see
future
requests
for
funding
requests
from
these
entities
to
assist
in
that
process
if
they
require
more
rehab
than
they
anticipated,
because
they
really
don't
have
an
opportunity
to
get
into
those
homes
to
look
at
the
condition
they
have
to
base
it
on
a
curbside
view.
D
The
other
one
I
wanted
to,
let
you
know
about
was
just
a
quick
update
on
the
schedule
for
the
green
street
parking
garage
mixed
use,
redevelopment
project.
Again,
we
we
talked
about
the
east
side
and
how
that's
moving
forward
the
west
side
is,
with
casino
again
include,
incorporates
the
conference
center
and
181
affordable
housing
unit,
as
well
as
a
public
parking
garage
to
be
leased
to
the
city.
The
good
news
is
that
the
financing
for
the
affordable
housing
project
is
been
all
but
approved.
D
If
they
can,
you
know
complete
all
the
final
contingencies
that
they're
going
to
the
city
administration
committee
for
approval.
Well,
they
went
last
night
for
approval
of
the
parking
lease
agreement
with
the
city
for
those
two
decks
of
the
eastern
section
of
the
garage
that
would
be
torn
down
and
rebuilt
and
a
revised
marriott
hotel
parking
agreement
that
makes
the
conveyance
pro
to
the
developer
possible.
So
the
short
answer
is,
I
think,
in
july,
we're
going
to
see
commencement
of
construction
on
these
sites.
R
R
There's
been
a
lot
of
questions
and
concerns
about
when
people
will
be
able
to
apply
for
that,
and
we
just
got
confirmed
yesterday
that
the
statewide
portal
will
open
on
june.
1St
hsc
is
managing
the
outrage,
reach
and
navigation
of
the
portal
for
any
tenants
or
landlords
that
would
like
that
and
they
have
a
marketing
plan
that
they
are
going
to
be
rolling
out.
I
believe
it's
for
the
first
30
days,
people
below
60
ami
are
prioritized,
but
again
only
for
30
days.
R
I
think
you
all
know
about
this
portal,
but
just
as
a
little
bit
of
a
refresher
landlords
can
initiate
an
application
at
the
portal,
but
they
do
need
eventually
to
have
their
tenants
sign
on
to
it
and
provide
the
tenant
information
so
tenant.
There
needs
to
be
tenant
consent
to
that
process.
R
There
does
need
to
be
covet
specific
reasons
for
tenants
to
be
applying.
So
that's
some
of
that
information.
So
hsc
is
where
people,
if
your
constituents
or
anybody
that
you
know,
comes
forward
direct
them
to
2-1-1,
they
will
be
assisting
people,
so
that
starts
on
june
1st.
R
Secondly,
we
are
the
group
of
stakeholders
that
includes
laura,
we'll
be
submitting
our
second
proposal
to
enterprise
for
200
000
to
support
the
anti-displacement
work
that
we've
been
doing,
and
this
is
a
little
bit
of
a
finer
point
about
the
action
plan,
but
actually
this
activity,
the
anti-displacement
activity-
will
be
reported
in
the
action
plan,
because
it's
connected
to
our
assessment
of
fair
housing,
which
we
did
in
2017
and
we
have.
R
E
All
right
cool,
so
then
we
can
stand
adjourned
until
until
next
month,.
M
E
Thanks
everybody,
it's
good
to
see
you
all.
I
guess
I
gotta
knock
the.
