note

everybody

trying
real

the
Planning
Board
before

during
their
next
meeting.
My
comments
are
about
widom
planning
designs
proposed
configuration
for
the
vecino
groups,
a
steering
mixed
use,
apartments,
conference
center
and
parking
project,
as
we
set
the
stage
for
this
very
large
undertaking
which
will
be
constructed
on
what
is
now
city
property
is.
It
is
essential
that
we
ensure
that
City
Hall
remains
easily
accessible
and
functional.

This
means
in
part
that
enough
off
street
parking
must
be
maintained
on
the
east
side
of
city
hall,
for
use
by
city
staff
and
citizens
of
Ithaca
I
do
not
believe
the
plan
currently
put
forward
by
Widom
design
regarding
City
Hall,
plaza
understands
our
respect
or
need
for
access.
We
should
remember
that
city
staff,
including
from
all
departments
located
elsewhere
in
the
city,
IFD,
IPD,
DPW,
youth,
Bureau,
etc,
need
to
come
to
City
Hall
frequently.
We
would
like
them
to
be
able
to
do
so
quickly
and
easily.

same
is
true
for
the
public,
who
needs
to
come
to
City
Hall.
For
many
reasons.
Yes,
there
are
a
handful
of
short-term
parking
spaces
on
Green
Street
in
front
of
City
Hall,
but
they
aren't
enough
to
fill
the
need
and
the
fact
that
short-term
parking
on
the
other
side
of
the
street
in
front
of
the
library
has
been
eliminated
in
favor
of
bus
parking
has
made.
The
parking
shortage
must
much
worse.
I
am
NOT
opposed
the
idea
of
Plaza
or
green
space
between
City
Hall
and
Athena
project.

is
definitely
a
good
idea,
but
if
it
happens,
it
should
be
placed
farther
east
would
if
this
means
that
the
boundary
for
what
remains
city
property
and
what
becomes
vecino
group
property
needs
to
be
drawn
farther.
Eastward
I
think
we
should
do
that.
The
city
would
not
only
retain
suitable
vehicle,
a
particular
access
to
City
Hall.
It
would
make
deliveries
to
adjacent
businesses
less
difficult
to
maneuver.
It
might
make
for
a
better
window,
feel
for
staff
working
inside

not
as
loomed
over
by
a

intersection
in

park
site

intersection.

we've
been
at
this
project,
obviously
for
quite
some
time,
including
the
part
three
we've
been
working
with
city
staff
and
others,
or
once
now
on

various
potential
environmental
impacts
and
the
manner
in
which
each
one
of
those
would
be
mitigated.

It's
really
boiled
down
to
the
traffic
and
transportation,
specifically
at
the
intersection,
our
proposed
intersection
at
north
meadow
Street
or
Route
13,
as
Amelia
mentioned
in
her
introduction,
we've
been
working
with
city
staff
to
really
get
this
to
a
point
that
everybody
could
be
comfortable
with
moving
forward,
including
the
state
d-o-t
as
I
think
you'll
see
here,
we've
really
focused
on
making
it
a
pedestrian
friendly,
intersection
to
the
extent
practicable
and
really
pushed
everywhere.
We
could
to
make
that
happen,
but
what
I
want
to
do
it?
And
again?

This
is
the
a
three-way,
a
three
lane
intersection
option
which
has
room
13.
It
contains
the
proposed
signal,
light
to
turn
lanes
into
the
project
and
everything
that
goes
along
with
that.
But
I
quickly
want
to
point
out
a
significant
modification
that
was
made
internal
to
our
project
when
you
first
enter
our
project
towards
the
top
of
our
screen
from
route.

you'll
see
that
there
has
been
a
change
that
we
had
previously
had
a
roundabout
design
that
brought
together
the
entrances
from
those
parking
lots
and
also
the
continuation
of
our
entrance
that
moves
up
between
the
retail
areas,
based
on
a
lot
of
conversation
and
analysis
and
input
from
both
the
state,
d-o-t
and
also
city
engineering
and
transportation.
We
basically
made
a
design
modifications
that,
when
you
come
in
your
only
options
are
to
go
straight
or
to
take
a
right-hand
turn
into
that
retail
space.

But
there
is
no
option
to
take
a
left-hand
turn
that
entrance
that
comes
from
the
left
or
from
the
south
of
the
project.
Now
it
basically
funnels
you,
so
you
can
only
take
a
right-hand
turn
and
the
reason
why
that
modification
was
made
is
because
collectively
there
was
some
concern
that
people
coming
off
of
Route
13
might
hesitate
at
the
roundabout,
get
a
little
bit
confused,
which
could
lead
to
put
potential
backup
that
could
lead
back
into
route
13.

So
through
several
design
iterations,
we
came
up
with
this
design
which
keeps
traffic
moving
and
flowing
very
freely
without
any
potential
confusion,
which
is
something
that
all
the
stakeholders
have
bought
into.
At
this
point,
moving
down
into
root
13
itself,
some
changes
have
been
made
along
the
way,
as
we've
provided
three-way
crosswalks
for
all
the
crossings.
We've
extended
our
Destry
and
sidewalks,
and
bike
lanes
to
every
portion
of
the
intersection
and
we've
also
included
some
vestry
and
refuge
areas
midpoint,
because
it
will
be
five
lane
crossing,
which
is,
you
know,
a
fairly
long
way.

What
we
have
done
is
provided
that
additional
space
there
so
that
people
do
have
a
chance
to
stop
look
around
and
make
sure
they're
safe
before
continuing
across
again,
both
with
the
three-way
option
and
they
for
the
overriding
hope
is
that
we're
really
going
to
be
promoting
more
pedestrian
flow
from
the
east
side
of
route
13
up
through
our
project
and
either
out
to
green
star
over
to
the
baldies
or
the
farmers
market.
Or
what
have
you?
So?
Those
are
the
major
changes
we
made
there
really
make
that
pedestrian
friendly
as
possible.

Moving
to
the
four-way
intersection,
really
the
only
change
you're
going
to
see
here
is
you
know
everything
on
the
project.
Side
essentially
stays
the
same.
We
still
have
the
crosswalks,
the
pedestrian
refuge
area,
the
turn
lanes,
but
with
the
5th
Street
extension
we
also
now
introduced
the
southbound
left
turn
lane,
which
will
oppose
the
northbound
turn
lane,
which
allows
people
to
turn
onto
5th
Street
that
are
coming
down
into
the
city.

We
still
have
the
pestering
connected
connectivity
to
the
5th
Street
under
either
option,
but
here
we've
actually
extended
the
vehicular
connection
and
the
fifth
Street
roadway
itself
to
fully
complete
that
intersection,
make
it
a
four-way
intersection.
We
didn't
introduce
the
same
pedestrian,
accommodations
and
crosswalks
that
we
had
at
the
other
three,
but
simply
are
able
to
then
tie
it
all
together
and
the
reasons
for
these
options
you
know
are
based
on.
Obviously
our
projects
going
to
bear
the
majority
of
the
cost
to
complete
this,
but
by
analyzing
this
condition
under
Seeker.

Should
the
city
elect
to
extend
5th
Street
to
complete
the
intersection
that
will
have
been
considered
all
as
part
of
the
environmental
review,
so
these
designs
are
just
going
through
some
final
review
with
engineering
and
d-o-t,
but
we're
really
past
the
brunt
of
figuring
out
lanes
and
orientation.
It's
really
now
down
to
very
technical
type
specifications,
and
that's
where
we
are
with
the
access
points.
We've
really
analyzed
all
of
our
options
and
mitigated
the
impact
to
the
extent
that
is
practicable.

we
anticipate
having
their
review
completed
here
in
the
very
near
future,
because
it
is
our
hopes
that
all
there's
not
going
to
be
any
action
taken
by
this
board
this
evening,
you

think
we've
appeared
before
this
board
six

seven

eight
times
at
this
point.
But
the
hope
is
that
in
April
next
month
that
this
board
would
be
in
position
to
grant
an
egg
deck
on
seeker
and
then
also
move
forward
with
a
preliminary
overall
approval
and
final
phase
1
approval.
