B
B
Welcome
everyone:
this
is
the
reimagining
public
safety
special
committee
meeting
and
the
public
hearing
for
the
draft
report
of
this
special
committee
with
us,
our
all
members
of
the
special
committee
Cynthia
Brock,
Libby,
Brown,
intelmo
and
Dr
Leanne,
and
for
additional
brain
power.
This
evening
we
have
Rob
Gearhart
and
Chris
Hayne,
sharp
our
comrades
on
common
Council.
B
So
before
we
do,
the
public
hearing
I
would
like
to
publicly
thank
everyone
who
is
on
this
committee
and
who
helped
write
this
report
with
the
joint
report
on
the
language.
Good
language
was
primarily
that
of
my
colleagues
and
some
of
the
sloppy
language
was
lying.
B
I'd
also
like
to
thank
the
people
who
helped
us
over
the
course
of
of
time.
Where
we
had
this
subcommittee.
B
We
had
a
lot
of
valuable
input
from
local
people
who
are
involved
in
public
safety,
now
I'd
like
to
mention
their
names:
acting
chief
of
police,
John,
Jolie
district
attorney,
Matt
Van
Halen
sergeants,
Mary
orseo
and
Matthew
Cohen
Tompkins
County,
director
of
Emergency
Response
Michael
stately,
members
of
the
City
Community
Police
board
attorney
Ari
Levine
Advocacy
Center
of
Tompkins
County
Executive,
Director,
Heather
Campbell,
two
women
from
the
city
of
Rochester's
crisis,
intervention
services,
Sarah,
Fletcher
and
Aaliyah.
D
B
Williams
and
our
own
Travis
Brooks
who's,
deputy
director
of
giac
and
the
convention
legislator
for
District
One.
B
Without
further
ado,
we
can
begin
with
statements
to
this
I.
Don't
know
right,
yeah
so
to
go
to
open
the
public
hearing
emotional
right,
Cynthia
second,
by
Rob,
all
in
favor
of
opening
the
public
hearing
public
hearings.
Opening
the
first
person
who
is
would
like
to
speak
is
Zachary
win.
E
Good
evening,
I
hope
everyone
is
nearly
has
communicated
some
new
audience.
It's
at
some
point
soon
apparent
with
the
role
of
Deputy
City
Manager
for
Public
Safety
is
being
guarded
out.
Foreign.
B
D
F
No
I
want
to
thank
all
of
you
who
are
on
this
community
and
essentially
you
know.
City
council
representative
remained
many
hours
apart
and
possible
discussions
that
you
had
in
the
coming
up
with
this
plan.
I
have
to
talk
about
so
sorry,
so
have
five
main
points
to
make.
D
F
Believe
the
creation
of
the
Deputy
City
management
over
between
the
new
elements
and
changes
to
parent
practice.
This
is
necessary
to
me
because
of
the
plan.
There's
a
lot
to
be
done
and
it
won't
be
quick
and
it
won't
be
easy
and
a
lot
of
it
is
brand
new
and
then
I'm,
traveling
errors.
You
know
two
I'm
confused
by
the
descriptions
of
the
crisis
of
Response
Team
Action
one
and
the
pilot
program
of
IBD
described
in
action.
2.0.
F
F
The
plan
for
additional
training
of
offices
and
holidays
I
heard
that
last
year
in
law
that
classroom
programming
online
programs,
none
of
theoretical
training
for
antivirus
and
anti-racism
that
little
or
known
benefits
when
changing
neighborhood,
I
haven't
read
the
research
and
I
assume
that
we
have.
On
the
other
hand,
reality-based
training
stressed
infused
role-playing
on
the
job
nurturing
and
modeling
can
be
affected.
I
certainly
hope
that
you
lose
good
practices
and
best
practices
and
a
wise
services.
F
By
the
way,
I'm
interested
in
the
local
data
on
officer
initiated
motor
vehicle
stops.
The
idea
about
cameras
for
speeding
red
lights
seem
like
a
good
idea,
but.
F
F
H
H
Values,
the
life
and
Liberty
of
all
members
of
the
community,
no
matter
their
race
class,
gender,
sexual
orientation,
housing
status,
disability
status
of
this
report
is
a
little
bit
of
the
hard
work
we
involve
into
this
right
will
soon
be
realized.
Therefore,
we
urged
on
Council
to
pass
legislation
and
access
these
reforms
as
soon
as
possible
and
to
begin
with
the
process
and
letting
the
other
18
or
17
year,
organizations
laid
out
by
the
city
and
County
value,
March
2021..
We
also
represent
mayor
and
Consolidated
committed
to
the
administration
of
our
us.
I
I
And
community
members
increase
of
their
participation
at
organization
such
as
that
Community
Center,
local
business
decisions,
Etc
I'd
like
to
ask:
why
are
we
inviting
police
into
our
state
spaces?
These
organizations
are
few
and
far
between
the
safe
havens
for
young
POV
and
our
most
vulnerable
community
members
and
when
I
think
vulnerable
community
members
I
mean
vulnerable
because
they
walk
around
with.
I
Because
of
the
colonial
state
and
policing
systems
that
have
been
designed
from
the
very
beginning
to
push
us
into
the
margins
and
to
a
process,
I,
don't
believe
that
we
belong
in
these
visas.
I
think
this
is
an
opportunity
to
be
better
to
think
outside
of
the
system.
You
can't
sugarcoat
increased
policing
and,
if
you
think
are
effective
that
our
community
will
accept
that
that
I
think
you've
got
wrong.
I
I
also
would
like
to
mention
that,
in
the
introduction
section
of
the
report,
indigenous
Community
indigenous
community
members
were
not
explicitly
included
in
a
wide
range
of
marginalized
and
minority
individuals,
given
that
we
are
on
unseated
by
Oklahoma
territory,
so
we're
in
an
indigenous
land
I
believe
that
this
is
a
severe
oversight.
Recital
domain,
thank
you.
D
C
C
C
C
Making
ID
and
extreme
outlier
among
the
hundreds
of
the
Department
of
data
studies,
it
is
worth
considering
that
this
kind
of
excessive
police
presence
after
dark
may
not
be
well
received
by
rhythmics
and
may
ultimately
be
detrimentals.
Community
well-being
Matrix
suggests
that
reorganizing
the
Heat
schedule
could
reduce
the
number
of
officers
from
a
more
sustainable
value
without
affecting
responsiveness.
It
falls,
but
if
they
deprive
as
excellent
responders.
C
B
B
B
That's
a
really
impressive
speculation
that
and
I
don't
see
how
it
has
any
bearing
in
reality,
so
I'm,
just
gonna
brush
that
aside
anybody
else.
B
B
A
K
I
just
want
to
say
briefly
that
I
think
we
need
to
be
inspired
by
Eugene
Oregon
and
the
kahoots
program.
The
new
efforts
in
Denver
to
supplement
the
peace,
the
safety
with
unarmed,
responders,
I
think
I
think
it
can
do
it,
but
I
think
we
need
to
work
together
with
ipd
and
make
it
clear
that
this
is
an
advantage
for
everyone,
and
I
would
be
happy
to
work
with
others
to
try
to
bring
ipd
and
the
community
together
to
figure
out
how
this
will
work.
K
B
Next
is
Peggy.
C
D
K
A
J
Unmute,
can
you
hear
me
yeah?
Okay,
great
first
of
all,
thank
you
for
your
time
and
and
thank
you
guys
for
your
efforts.
I'm
an
interloper
I
run
a
company
outside
of
Baltimore
that
Maps
crime
across
the
United
States
we
Ithaca
has
came
up
on
our
radar
because
there
has
been
a
recent
absence
of
crime
data
on
the
ithaca's
website
from
the
police
department.
J
I
know
you
have
a
new
dashboard
I
want
to
make
a
comment
on
that
as
well.
A
brief
history
for,
for
you
guys,
my
company
has
been
painstakingly
mapping
crime
in
Ithaca
since
2010
we
have
taken
the
data
from
the
PDF
logs
that
were
published
up
until
September
of
last
year
and
also
the
news
releases
that
stopped
I
believe
in
2021.
So
there's
no
new
news
releases
or
logs
on
the
website.
Yeah.
You
do
have
the
dashboard,
so
we
have
been
mapping
that
data
again
since
2010
at
no
expense
to
anyone.
J
We
are
an
independent
Media
company.
So
my
my
comment
is
that
transparency
is
necessary
for
reform
and
continued
transparency,
something
I
fight
for
around
the
country,
and
my
request
is
in
this
process
that
you
consider
producing
data
for
the
public
and
for
the
press
in
a
format
very,
very
similar,
if
not
in
an
Excel
format,
of
the
calls
and
RMS
records
of
what
has
happened
previously
in
the
dashboard
software
that
you
currently
are
using,
which
the
base
software
is
called.
J
Microsoft
bi
I've
had
the
opportunity
last
year
to
interview
and
talk
with
Microsoft
about
this
product.
It
is
deliberately
or
maybe
not
deliberately
designed,
but
it
is
a
feature
of
this
product
is
that
to
not
be
able
to
show
the
actual
data
that
is
being
used
in
the
graph,
so
there's
no
download
button
and
it
was
never
designed
for
public
transparency.
It
is
not
a
transparency
product
and
that
is
from
an
interview
with
Microsoft
directly
because
we
were
working
with
them
on
a
Justice
project
Nationwide.
J
C
Names
that
I
had
signed
up
certainly.
M
I
was
just
I
was
just
glad
to
hear
about
the
progress
on
the
reimagining,
the
public
safety
safety
model
in
Ithaca
when
I
went
to
a
presentation
on
it
and
I'm
glad
the
progress
is
going
on
and
happy
to
help.
A
C
N
N
N
G
G
G
I
do
think
that
there's
other
ways
of
building
a
relationship
with
the
community
like
if
you
want
to
build
relationships
with
the
community
to
do
things
improve
their
everyday
lives
and
I
feel
like
what
you
do
when
they're
there,
but
they're
very,
very
easy
to
that.
People
kind
of
feel
safe
and
have
people
who
are
like
in
between
the
law
and
like
like
go
to
those
places
when
they
don't
have
any
on
Instagram
and.
A
B
B
Comments
from
my
colleagues
Rob.
Thank
you,
you're
working,
thank
all
of
us.
E
About
clarifying
the
difference
between
recommendation
establishing
a
team
like
the
Rochester
pig,
that's
an
impressive
model
and
the
pilot
program.
E
My
colleagues
will
correct
me
if
my
understanding
is
not
right,
but
I
understand
one
recommendation
to
be
legislation
creating
in
the
appropriate
department
and
personnel
and
the
other
understanding
that
there's
going
to
be
an
operational
ebb
and
flow
as
we
develop
I
mean,
as
we've
learned
from
our
colleagues
in
Rochester,
about
what
types
of
calls
can
be
responded
to
and
as
we
expand
that
over
time,
so
they
exactly
relate
to
one
another.
But
I
think
one
is
the
more
prominent
authorizing
statutory
legislation
to
create
those
folks
under
their
under
their.
E
You
know
as
Azure
continuity,
the
sharp
model
and
then
the
other
piece
is
you
know?
What
is
that
called
the
radiation
of
the
operational
level
looks
like
at
least
that's
how
I've
interpreted
our
recommendations
here.
Additionally
really
strongly
agree
with
the
comment
about
reality-based
training.
We
do
do
this
in
some
capacities
already
and
I.
Think
any
training
that
is
expanded
to
include
a
regular
classroom
type
component,
which
would
absolutely
be
drilled
in
a
practical
reality-based
sense,
because,
as
you
know,
the
data
are
there
to
suggest.
E
This
is
the
best
way
to
help
people
internalize
what
it
is
that
they've
learned
and
then
lastly,
I
just
want
to
say
on
your
point:
the
traffic
stop
that
I'll
I'll,
hardly
where
I
hit
that
obviously
I'm,
very
supportive
of
both
sweet
cameras
and
red
light
cameras,
but
I
always
say
I.
Think
personally,
that
that
speaks
to
the
need
to
keep
a
Public,
Safety
Committee
in
some
form
or
another.
E
You
know
moving
forward,
I
understand
that
the
work
of
this
committee
is
about
report,
recommendations
that
I
think
like
that,
that
selection
and
understanding
the
implications
of
possible
changes
to
our
existing
policies
to
require
additional.
You
know
on
that
or
well
obviously
hold
this
up,
but
is
it
another
question.
E
I
want
to
respond
as
well
to
I
believe
their
name.
Apologies,
but
I.
E
But
both
Maya
Soto,
as
well
as
the
individual,
spoke
math
I'm.
So
sorry,
thank
you
about
the
presence
of
police
participation
in
community
organizations
and
I.
Think
I
really
appreciate
the
spirit
or
the
recommendation.
I
think
it
tends
here
from
the
conversations
with
colleagues
and
while
I
encourage,
like
our
police
to
engage
in
community
policing.
I,
definitely
hear
what
you
all
have
said
about.
Where
is
the
right
venue
and
I
I
think
to
our
birth
of
our
colleagues
at
the
CJC
and
Community
Justice
Center,
morally,
the
smiley
and
others
and
I.
E
Think
that
you
know
perhaps
the
right
venue
is,
is
facilitated
conversations
through
their
work
and
and
I
really
appreciate
you
both
coming
and
sharing
that
feedback
with
us
and
then
comment
about
energy
and
camera.
So
on,
but
I
guess
one
thing
that
would
be
helpful
for
me
to
understand
further
that
Collins
rain
raised
was.
You
know,
we've
of
course
seen
like
the
dashboard
presentation
here
and
we
get
the
emails
about
press
releases
from
ipv.
So.
D
E
I,
obviously,
completely
agree
with
transparency.
I
guess.
My
question
is:
is
this
a
question
of
how
one
parses
the
data
and
is
it
as
simple
as
just
making
sure
that
data
are
available
in
multiple
formats
so
that
they
can
be
accessed,
as
you
said,
in
Excel,
as
well
as
in
the
dashboard
and
others,
because
I
was
a
little
bit
unclear
I.
E
F
F
F
Presentation,
it's
fed
through
a
Stillman
in
a
court
process
and
it's
not
a
consistent
reporting
system
that
is
true
across
the
United
States.
There
are
different
reporting
systems
that
have
different
limitations
so
and,
as
I
understand,
is
really
going
to
dispatch,
rather
than
really
identifying
what
the
kind
of
politics
ultimately
end
up
being
or
it's
hard
to
lean.
A
lot
of
information
of
that.
F
So,
while
I
understand
the
desire
for
organizations
who
basically
Harvest
data
from
municipalities
all
over
the
place
and
use
it
for
their
purposes,
I
I
do
want
us
to
be
driven
by
providing
information
that
is
relevant
for
our
community
and
focusing
on
being
transparent
to
our
community.
And
if
it
can
be
useful
on
the
national
level,
then
that's
a
secondary
or
even.
D
F
Later
priority,
that's
not
my
OS,
but
I
do
believe
that
this
information
should
be
transparent
and
I
mean
we've
made
many
steps
towards
that.
I
wanted
to
just
go
through
just
some
of
my
notes
in
the
comments
today.
F
I
I,
don't
believe
that
you
know
just
because
we
have
senior
staff
people
who
who
provide
advice
as
we
create
job
descriptions
and
overall
structures.
I,
don't
think
it
should
be
in
any
way
occur
that
that
person
has
any
expectation
or
will
be
slotted
into
that
position
when
it
is
created.
I
really
appreciate
the
advice
that
Travis
brought
forward.
F
F
That
person,
who
will
be
asked
with
holding
all
of
those
various
parties
accountable
for
delivering
those
services
and
working
together,
is
what
we
aim
to
provide
and
the
reason
for
the
deputy
city
manager
position.
F
As
Robert
mentioned,
the
crisis,
corresponse
team
and
the
pilot
program
are
separate,
so,
as
is
being
done
in
the
county,
which
has
already
initiated
a
pilot
program
in
order
to
be
able
to
identify
certain
poll
types
that
don't
necessitate
a
law
enforcement
response,
we
do
need
to
work
with
a
police
department
to
Pilot
and
examine
what
calls
could
be
addressed
by
other
organizations,
whether
or
not
it's
a
crisis
called
response
team
or
a
mental
health
response
team
or
a
theme
that
is
focused
on
serving
food
on
house.
F
F
Recognize
that
all
of
this
work
is
the
product
of
collaborative
effort
that
has
been
going
on
for
quite
some
time
and
is
built
off
of
the
voices
of
our
community
members.
F
Obviously,
the
support
of
many
of
our
community
leaders
who
brought
individuals
who
have
felt
unrepresented
unserved,
not
engaged
skeptical
of
any
police
reform
efforts,
brought
them
to
the
board
to
the
poor
and
allow
those
voices
to
be
elevated
with
their
work,
as
well
as
the
work
of
members
of
the
county
of
law
enforcement
of
the
sheriff's
department
and
and
other
departments.
F
Efforts
of
the
community
Justice
Center
the
work
of
our
city
working
group,
who
also
focused
on
putting
forward
the
strategies
that
we
have
now
set
forward
as
in
terms
of
discrete
action
steps.
All
of
that
together
has
been
part
of
this
process
and
integral
to
this
process.
If
the
indigenous
with
members
of
the
local
indigenous
communities
were
not
included
in
those
focus
groups
or
Outreach
groups,
that
is
obviously
an
unfortunate
situation
and.
A
L
First
I'd
like
to
thank
everybody
who
came
out
this
week
tonight
or
before
I
move
on
I
would
like
to
appeal
to
the
community
at
Large,
specifically
black
brown,
indigenous
lgbtq
plus
community,
that
use
your
opportunity
to
hear
your
concerns
and
your
opportunities
news
this
time.
I.
Thank
you,
Maya
for
being
clear.
L
I
got
it
right,
we're
coming
Alana,
everybody
who
spoke
I,
think
you
all,
but
we
need
you
community
at
this
time
to
come
out
and
know
it's
frustrating
I
know
it's
been
some
time
that
you've
been
waiting,
and
you
know
wanting
to
see
change
happen
right,
but
we
still
need
you
to
come
out
and
share
your
voice
and
be
a
part,
and
let
us
know
where
we
lack
your
voice
said
because
we
do.
L
I
am
from
the
community
that
this
executive's
order
was
put
out
for
and
I
think
after
maybe
two
years
or
longer,
we've.
But
you
know
George.
Floyd
is
like
a
bleeding
memories
of
many
of
us,
but
for
my
community
it
isn't.
We
still
feel
the
pain
we
still
really.
So
we
need
your
voices
here.
L
I'm
not
saying
I
want
to
thank
my
colleagues,
but
no
we've
worked
real
hard
and
did
an
amazing
job,
but
I
know
we
need
your
voices
to
continue
to
be
here
and
I
want
to
thank
everybody
on
this
committee
for
the
hard
work
that
we've
done,
but
it's
hard
for
me
to
even
anyway.
What
I
want
to
do
is
thank
you
all
for
all
the
hard
work
and
I
want
to
say
that
this
is
just
the
beginning
of
when
we
exactly
like.
We
want
to
push
this.
L
We
want
it
to
happen,
but
we
still
need
your
community
to
please
guide
us.
Please
encourage
us,
and
let
us
know
where
we're
lacking
at
right.
You
know
to
just
have
you
come
out?
Let
us
know
we
forgotten
to
these
people.
We
need
to
be
perfect
so
anyway,
thank
you,
everybody
for
coming
out
and
thank
you,
everybody
for
us
coming
together
to
do
this
and.
L
A
A
Yeah,
it's
a
think
about
the
seven
things
that
are
well
outside
your
expertise
and
once
in
a
while
there's
something
that
I
know
a
little
bit
about
already.
That
is
the
data
thing
and
so
Colin
price.
Even
when
it's
expensive
laws
are
slow
of
listening,
but
they
haven't
been
up
there.
The
last
one
I
see
is
September
18th
2012.
A
A
A
I
think
part
of
this
is
like
Staffing
issue
of
the
time
it
takes
to
to
hear
the
sound
and
both
data,
probably,
but
it
is
important
as
the
community
is
a
lot
better.
L
E
And
it's
just
looking
forward
to
you
know
possible
changes.
I
would
definitely
came
off.
A
conversation
saying
like
it
sounds
like
I
think.
Maybe
you
should
look
at
that
report
and
revise
action
to
see
the
Appalachian
community
group
and
and
remember
the
CJC
I
would
just
want
to
know.
If
you
don't
hear
about
I
totally
understands
the
Staffing
issue.
I'll
remind
you
probably
need
to
add
bothering
you
are
a
great
deal
of
an
implemented
season
and
be
sure
that
we
added
an
additional
data.
E
B
Okay,
I'll
I'll
finish
things
up
here:
I'll,
try
to
be
brief:
the
omission
of
the
indigenous
local
indigenous
people.
They
were
not
omitted
from
the
focus
groups.
They
were
spoken
to
I.
Think
in
my.
B
B
I'm
really
encouraged
by
the
reaction:
We
Got,
Tonight
and
I
agree
with
Ruth
yarrow,
who
said
maybe
the
simplest
and
the
bestest.
The
reimaging
process
has
to
bring
the
community
and
ipd
together.
B
D
B
Started
out
of
feeling
among
disenfranchised
and
marginalized
people
that
they
were
not
being
treated
with
respect
and
fairness
and
ipd
has
to
recognize
that
and
I
think
in
large
part
they
do
and
at
the
same
time
we
have
to
recognize
in
my
opinion,
that
we
can't
reimaginize
reimagine
Public
Safety
without
the
involvement
of
ipds
we
have
to
work
together.
We
have
to
respect
each
other
and
listen
to
each
other,
even.
B
To
listen
to
each
other
and
we
have
to
recognize
that
there
are
hard
issues
and
we
have
to
deal
with
them
and
and
truly
listen
and
I.
Think
that's
what
we're
doing
and
the
next
step
in
this
is
community
healing
and
I.
Think
that's
the
most
important
step
personally
and
that's
going
to
be
handled
by
Community,
Justice
Center,
and
maybe
people
will
be
able
to
come
to
these
meetings
and
express
their
feelings
and
there'll
be
ivd
officers
at
these
meetings
and
they
will
listen
and
they
will
also
share
some
of
their
frustrations.
B
So
I'm
optimistic
and
Alana
I
want
to
thank
you
for
coming
and
saying
encouraging
words.
That
means
a
lot
and
Sarah
same
and
I
will
support
what
Rob
said
about
IBD
reaching
out
to
Community
organizations
that
have
felt
ignored
by
officers
and
I.
Think
that
bringing
these
people
together
not
not
to
make
these
places
unsafe
for
people
but
again
to
encourage
communication
involvement
with
our
youth,
which
is
something
that
ipd
used
to
do
a
lot
more
than
they
do
now.
B
A
F
F
I,
don't
know
so
building
off
the
feedback
that
we've
received
tonight
I'm
looking
through,
there
was
a
comment
in
regards
to
analysis
of
traffic,
stop
which
I
know
is
actually
under
the
purview
of
the
community.
Justice
Center
like
we're
just
doing
a
coordinated
project
for
the
civilian
company
to
analyze,
traffic
stops
on
the
very
members
that
was
mentioned
tonight.
F
I'm,
not
saying
it
identified
in
a
report.
Maybe
I
need
to
review
it
again,
but
if
it
is
not
mentioned
in
in
our
report,
we
should
include
it
because
it
is
something
that
is
underway
in
the
community.
Justice
Center,
maybe
I'm,
just
not
saying
that.
E
You're
not
not
seeing
it
I
would
know
that
the
appendix,
while
definitely
in
draft
form
and
I
think
needs,
is
currently
player.
Usually
the
appendix
section
two
does
note
that
under
Collective
evaluate
the
results
of
all
surgery
and
have
a
side
enforcement
that
CJC
isn't
even
coming
up.
As
you
said,
yeah.
F
L
F
And
so,
if
we
are
to
incorporate
any
changes
that
I'm
hearing
from
this
committee
is
a
desire,
you
know
we
have
the
community
dashboard.
I
know
that
data
sharing
also
falls
under
the
purview
of
the
CJC,
not
necessarily
the
city.
It's
not
a
city
only
option,
so
maybe
we
should
be
looking
at
the
CJC
dashboard
and.
F
F
B
I'll
just
say
one
more
thing:
it's
going
to
be
difficult
to
collect
traffic,
stop
data
when
ipd
is
so
understaffed
that
they're
not
making
any
stops.
B
And,
of
course,
I'm
not
clear
on
how
that
data
will
be
collected
because
you're,
your
race
is
not
honored
on
the
driver's
license,
so
I'm
sure
there's
ways
to
do
it,
but
I
don't
know
what
they
are,
but
finally,
we're
not
calling
for
an
increase
in
police
Staffing.
We're
pointing
out
that
ibds
understaffed,
currently
by
15
officers
and
the
types
of
community
policing
that
the
black
and
brown
Community
launch
and
everybody
in
the
city
wants
is
impossible.
When
there's
only
two
people
on
duty
at
a
time
and.
A
B
Matrix
report
was
done
by
a
small
outfit
in
California
who
never
came
here,
and
their
data
was
was
strongly
questioned
locally,
so
The
Matrix
support
was
not
really
a
part
of
our
findings.
E
D
L
I
I
can't
sit
here
and
not.
J
L
That
you
know
this,
this
piece
is
about.
We
keep
and
I
understand
the
shortage
of
officers
or
building
relationships.
They
don't
need
big
numbers,
but
I
build
in
relationships.
L
If
it's
one
officer
that
is
not
hard
to
do,
and
so,
when
I
keep
hearing
about
the
shortage
and
I
think
we
know
shortages
happening
throughout
all
different
departments
in
the
city
around
the
country
and
that
and
yes,
we
want
to
build
our
staff
and
police
officers
back
up
once
we
begin
to
to
show
this
relationship
building
and
I
think
it'll
bring
more
people
to
want
to
be
officers,
so
I
think
the
piece
of
making
it
sound
like
we
can't
do
that.
Building.
L
B
B
Community
events,
it
takes
the
time
to
spend
half
an
hour,
shooting
Baskets
at
West
Village.
It
is
limited,
it's
just
that's
just
the
way
it
ended,
which
doesn't
mean
they
shouldn't
be
involved
with
the
community
whenever
they
possibly
can.
L
Or
I'll
respond
by
just
saying
it
does
not
take
much
if
you're
driving
down
in
your
car
and
you
wave
or
you
say,
hi
or
you
just
you
know,
acknowledge
your
community
that
doesn't
take
a
lot
of.
So
those
are
the
things
that
I'm
saying
is
using.
Well,
he
always
already
God
by
just
acknowledging
your
community
hi
how
you
doing,
if
you,
if
you're,
not
in
the
car
and
you're
walking,
how
are
you
doing?
L
Yeah,
I,
I
I?
Think
that
that's
just
something
we
need
to
talk
more
about
and
just
encourage
our
offices,
because
I
have
offices
who
just
come
and
stopping
all
in
my
office
and
sit
down
and
talk
and
stuff,
and
that
can
happen
with
what
we
have.
B
B
E
Thank
you
and
reminds
me
of
an
exchange
that
we
had
in
Canadian
a
few
months
ago
and
but
I
think.
E
Is
like
there's
a
structural
piece
where
you
know
we
had
a
conversation
in
committee,
I
think
it
was
in
November
about
you
know.
Maybe
what
we
need
to
do
at
the
structural
level
is
figure
out
a
way
to
work
with
PD
Administration,
to
make
community
policing
like
much
more
involved
in
like
the
advancement
in
promotional
opportunities
in
the
department
right,
like
really
tease
that
stuff
out,
as
this
is
not
just
a
thing
that
our
officers
are
encouraged
to
do.
But
it's
like
a
core
element
of
their
their
work
and
so.
E
And
then
I
just
also
want
to
know
somewhat
humorously,
but
you
know
our
colleagues
in
the
city
of
Philadelphia,
the
city
things
to
be
larger
than
ours
eliminated
traffic
stops
entirely
reminder
offenses.
So
if
we
are
in
a
situation,
we
don't
have
a
staffing
capacity
to
do
it.
Maybe
that's
a
future
thing
to
assess
the
utility
of
the
really
large
city
case,
study
or
review
in
in
the
incoming
months,
foreign.
F
F
Consistently
I
mean
the
first
word:
we
have
every
major
traffic
arterial
artery
that
goes
into
and
out
of
the
city
and
they
go
through
our
neighborhoods
where
kids
are
crossing
the
street,
so
my
neighbor's
daughter
got
to
buy
a
car
right
around
the
apartment
in
my
house
from
speeding
cars.
The
the
thing.
F
Get
the
most
consistent
feedback
on
in
every
neighborhood
I'm
canvassing.
It
is
about
traffic
speed
and
volume.
People
driving
like
maniacs,
so
I'm,
reluctant
to
say
that
oh
well
in
the
city,
we're
not
going
to
do
traffic
stops
and
go
ahead
and
drive
like
a
maniac
because
we're
not
going
to
stop
you
and
you
can
get
it.
You
won't
get
a
ticket
I'm,
really
reluctant
to
make
that
as
a
statement
as
much
as
I
appreciate
the
motivations
behind
why
a
community
would
do
so.
F
We
are
not
Philadelphia,
we
are.
We
are
neighborhoods
with
major
arterials
through
them
and
having
that
resource
in
order
to
protect
our
pedestrians,
our
cyclists
and
so
on
is
an
important
resource
that
I'm
I'm
not
really
comfortable
with
just
certainly
saying,
but
that
sounds
like
you
can
do.
E
E
Don't
know
yeah
the
same
thing
as
a
huge
issue:
I'm
really
referring
to
like
again,
these
minor
violations.
E
Registrations
and
things
of
that
nature
right,
look
at
what
date
exists.
I
have
two
kids
under
here.
E
B
In
regards
to
training,
points
of
people
brought
up
about,
live,
creating,
as
opposed
to
online
training,
is
well
taken
and
I
think
we
should,
and
we
make
clear
the
report
that
not
only
are
we
looking
for
real
situational
training,
but
for
it
to
be
ongoing,
not
just
one
one-off,
ongoing
over
the
course
of
an
officer's
career
and
I.
Think
one
of
the
trainings
that
needs
to
be
added
is
the
history
of
releasing
and
black
and
brown
people
and
how
that
has
led
to
generational
trauma.
B
I
I
think
that's
real
and
and
classic
example
of
it
very
ugly
example
of
it
is
what
happened
in
Memphis
Tennessee
last
month.
L
L
I
just
want
to
thank
all
the
young
people
and
the
millions
that
is
just
so
beautiful
to
look
over
and
see
how
involved
y'all
are,
and
please
don't
stop,
coming
and
encourage
your
friends.
This
is
important
when
I
would
say,
didn't
want
to
do
all
this
kind
of
stuff
right
and
now
I
at
this
age,
I
gotta.
Do
it.
D
G
D
D
B
B
B
F
F
F
My
question
is
next
steps:
yeah
I,
just
don't
touch
anything.
My
question
is
regards
to
next
steps
with
regards
to
additional
Community
input
before
this
report,
or
any
report
is
voted
out
of
committee
and
to
council
and
I
just
wanted
to
get
a
clear
understanding
of
what
this
body
would
like
to
do.
At
this
point
we
have
heard
some
minor
edits
student
report,
which
I,
don't
think
are
substance
until
I
haven't
heard
any
substances
challenge,
but
again
it's
been
a
very
short
period
of
time.
J
A
E
A
I
B
F
Then
may
I
suggest
that
we
welcome
more
comment
at
CA
and
then
the
committee
will
I
mean
have
the
CIS
here
right
now,
so
take
whatever
additional
edits
for
consideration
by
US
unless
there's
something
sensitive
that
comes
up,
which
then
would
obviously
change
everything.
But
if
nothing
is.
E
My
variation
on
this
would
be
a
secondly
around
the
creation
of
the
new
department
and
all
of
the
statutory
changes,
the
code
that
are
going
to
be
required.
Perhaps
given
the
consensus
among
committee
members
on
the
report
and
as
I
said,
the
minor
Edison
we
received
thus
far
I
would
maybe
suggest
I'm
happy
to
do
it
at
CA
or
at
Council.
Just
inviting
another
public
comment
opportunity
and
then
maybe
also
just
kind
of
give
the
attorney's
office
a
heads
up
that,
like
some
of
these
things
can
start
working
on.
E
You
know
whatever
those
like
whatever's
happening,
all
the
legislation
might
be
required
so
that
we're
not
sitting
on
our
hands
right
I
think
like,
for
example,
action.
One
we're
going
to
go
forward
with
that.
E
We
can
start
to
suggest
that
they're
being
draft
legislation
paired
with
this
report
that
we
can
substantively
discuss
the
administration
but
I
I,
do
understand
that
like
I
agree,
there's
no
reason
to
sit
on
this
other
than
whether
it's
a
CA,
whether
it's
a
council
just
giving
another
opportunity
for
folks
to
come
and
provide
comments
other
than
the
you
know.
I'm
sympathetic
to
the
week.
B
B
I'm
eager
to
bring
our
work
to
Common
Council,
full,
full
Council,
and
you
need
to
take
comments
and
and
hopefully
have
a
voted
on
April.
That's
my
feeling.
F
I'd
like
to
move
to
recommend
the
report,
which
is
illicit
of
action
items
I
have
some
minor
medical
oil
changes
and
to
worry
I.
K
B
I
should
have
said
this
sooner,
but
there
are
words
of
meetings,
a
staff
meeting
earlier
today
that
I
did
not
attend
that
involved.
Some
County
chat
people
had
some
issues
with
our
appendix
and
I
I'm,
not
sure
exactly
what
they
were,
but
that
might
be
one
of
the
things
we
AK
I.
Don't
think
it's
a
big
issue,
so
do
I
should
be
made
a
motion,
a
little
vote.
You.
G
L
And-
and
we
will
still
continue
to
get
input
from
like
at
that
moment,.
G
A
A
B
F
It
might
be
that
there
are
sensitive
comments
received
in
the
meantime
and
at
Council
and,
of
course,
if
there
is
a
decision
under
that
very
sipping
addition,
a
lot
of
patient
a
change.
Of
course
Council
has
the
ability
to
send
it
back
to
committee,
but
we
are
in
the
position
of
sending
at
least
the
action
items.
The
appendix's
supplemental
to
the
report.
B
Okay,
so
we
have
a
motion
to
take
this:
the
council
that
has
been
put
on
the
floor
and
seconded
and
discussed
so
should
we
vote?
Oh
no,.
A
Except
to
be
as
a
couple
pounds
so
not
only
there
will
be
at
least
a
couple
more
activities
for
people
to
speak
with
the
castle,
but
as
each
you
know,
I
mean
intentionally
kind
of
wanted
to
realize.
I
mean
making
sure
that
what
we
want.
Nothing
happens
at
the
same
time
about
being
solicited
the
competitive
compensation,
for
example,
of
possibilities.
What's
the
right
thing
to
do,
awesome.
A
And
and
of
course,
the
work
of
the
city
of
Agriculture
will.
B
Adjourn
I
just
want
to
thank
my
colleagues
for
the
work
they've
done
on
this
committee
on
a
number
of
levels.
You
really
saved.
My
bacon
and
I
really
appreciate
your
work.
Thank
you.
