My
heart
should
exist
due
to
a
non-conforming
lie
in
regards
to
Jackson
with
each
voting
requirements.
A
multi-family
live
must
have
an
immunity,
so
hard
should
be
fixed
a
lot.
My
properties
on
is
only
fifty
feet
wide.
It
is
being
non
conforming
to
Jacksonville,
Beach
zoning
ordinances.
I
bought
this
existing
property
in
1995
and
as
his
condition
at
the
time
you
might
purchase
it
was
a
store
and
to
rental
units.
In
one
structure,
the
structure
was
built
in
the
fifties
before
zoning
ordinances
had
been
established
in
the
twenty
four
years.

Add
one
thing:
I'm
asking
for
two
things:
I'm
asking
for
the
westerly
existing
set
act
that
buildings
been
there
for
70
years.
It's
it
stood
just
like
that
for
70
years,
I
just
am
asking
that
that
would
westerly
side
of
the
existing
building
be
approved.
It's
not
food
I'm
at
risk,
because
if
there's
any
significant
damage
from
the
storm
hurricane
I.
J
E
Not
have
the
choice
to
fix
it
back
I
may
have
to
tear
down
the
whole
structure
so
that
could
represent
some
people
risk
for
me.
So
I
ask
that
you
approve
that
and
the
reason
I'm
asking
for
the
eight
foot
in
lieu
of
10
feet
on
the
easterly
side.
My
name
is
Sher
speaking
of
supported
that
it's
because
I
was
approved
before
the
existing
structure.
Again.

A
I
M
A

F
D
M
Primarily
from
the
uniqueness
of
this
property
has
been
developed
as
this
church
for
for
over
100
years,
so
as
you've
heard
we're
requesting
here
variance
to
reduce
the
number
of
offsite
parking
spaces
from
338
to
125.
You
know
here
from
a
number
of
those
tonight.
We
will
talk
about
how,
with
current
existing
conditions,
that
the
site
does
not
any
parking
issues
and
how
these
this
proposed
new
sanctuary
will
not
create
any
new
parking
issues,
but
will
improve
the
Church
of
operations
at
this
property.
So
I
want
to
focus
primarily
as
she
requested
onto
various
criteria.
M
So
first
there
are
special
conditions
and
constraints
unique
to
this
church
and
to
this
property.
This
church
was
originally
built
at
the
site
in
1889,
and
the
current
sanctuary
was
built
in
the
1930s.
This
is
not
a
situation
of
a
new
church
trying
to
come
and
locate
an
interval
location
in
the
city.
This
church
is
bisected.
Church
campus
identity
up
here
is
bisected
by
a
number
of
city
streets
which
make
it
difficult
it
not
truly
master
planners
facilities.
M
When
the
church
is
most
active,
these
spaces
is
little
demand
for
these
spaces
by
any
other
users
within
the
city,
so
these
are
unique
circumstances
that
do
not
result
from
the
activity
out
of
it,
but
rather
this
unique
church
campus
that
I've
just
described
I
was
established
roughly
100
years
ago.
It
was
the
city
has
since
thrown
around
so.
M
M
In
many
cases,
applicants
on
both
sides
of
the
street,
which
causes
these
to
be
effectively
internal
Road,
unliking
internal
roads
and
some
private
developments
that
it
can
count
on
street
parking.
That's
not
the
case
here
so
based
on
all
of
this
as
few
of
any
other
properties
in
the
city
that
are
going
to
have
this
type
of
situation
and
therefore
this
won't
confer
any
type
of
special
treatment
upon
the
applicant
here.
A
literal
enforcement
of
the
terms
of
the
semi
code
would
work
in
unnecessary
and
I
knew
hardship
as
discussed.
M
This
is
a
unique
situation,
with
example,
parking
available
as
almost
exclusively
used
by
the
church.
We
have
some
photos
that
will
hand
out
with
one
of
our
later
speakers
that
will
let
you
kind
of
see
how
this
is
actually
operates,
on
a
given
Sunday
and
there's
currently
not
any
adverse
impacts
on
adjacent
areas.
There's
not
cars
overflowing
into
adjacent
neighborhoods
during
even.
C
M
Christmas
and
Easter
busiest
times
of
the
year,
which
I
give
proxies
for
what
this
new
sanctuary
would
be
like,
there's
not
those
overflowing
into
the
neighborhoods.
So
this
is
the
minimum
variance
that
will
make
possible
the
reasonable
use
of
the
parcel
of
land
building
your
structure
when
considering
all
factors.
This
is
the
minimum
variance
requested.
That's
particularly
the
case,
because
this
new
sanctuary
will
allow
for
the
church
right
now
they
hold
for
masses
every
Sunday
morning,
so
this
will
allow
them
to
cut
that
down
to
two
masses
on
a
Sunday
morning.
M
So,
while
yes,
if
technically
might
be
more
folks
to
each
mass,
you
know,
there's
gonna
be
less
congestion
on
the
streets.
You
know
it's
going
to
be
for
a
smaller
period
of
time
during
each
of
Sunday
morning,
so
this
rate
of
variance
is
consistent
with
the
Comprehensive
Plan
and
the
zoning
code
and
will
not
adversely
affect
adjacent
land.
As
I
said,
you
know
right
now,
and
he
even
during
those
major
services,
there's
not
folks
poring
over
and
the
decent
streets
they've
not
issued
with
any
neighbors
referred
from.
M
Nobody
complained
about
an
issue
with
how
this
currently
operates.
There.
Everybody's
concerned
about
how
it's
going
to
operate,
so
the
purpose
of
the
parking
requirements
of
the
code
are
provide
for
adequate
parking
due
to
this
abundance
of
on
street
parking.
That
is
either
directly
adjacent
to
or
within
300
feet
of
the
property
that
is
addressed
here.
So
finally,
I
just
want
to
reiterate
that
this
various
being
requested
for
this
existing
use.
This
is
how
the
new
use
looking
the
new
to
the
area
saying
go.
M
M
You
know
and
parking
requirements
were
in
place,
so
they
didn't
have
a
chance
to
plan
for
these
types
of
things,
so
this
site
is
unique
in
that
there's
an
abundance
of
available
parking,
unlike
some
other
parts
of
the
city
and
the
church,
I've
I've
described
it
in
this
area,
and
this
configuration
is
a
one-of-a-kind
property
sniff
over
you
request.
Request
is
much
lighter
speakers
out
here,
not
happy
just.
C
C
M
D
M
If
I
misunderstood,
you
said
the
courtesy
Cody
stop
watching
necessarily
not
say
that
CK's
hardship,
I
this
unique
use
of
this
property
and
how
the
church
is
able
to
function
here.
Having
having
been
located
in
this
area
of
the
city
having
acquired
multiple
city
blocks,
that
they
don't
for
many
years,
I
was
created
this
constrained
situation,
where
they're
not
physically
able
to
provide
more
parking
on
site
nancy
smith.
The
church
have
presently.
M
M
Don't
believe
this
is
a
situation
of
giving
public
parking
spaces
to
the
church.
It's
a
situation
where
they're
practically
speaking
their
that
they're
the
primary
demand
here
of
those
parking
spaces
and
the
primary
user,
those
parking
spaces
on
a
weekly
basis
and
that's
not
because
they're
necessarily
clogging
em
up
cuz.
It
comes
out
of
huddle
here
there
is
if
people
can
find
parking,
there
is
parking
available
during
services.
G
C
M
D
M
H
D
M
Yes,
sir,
so
again,
if
you're
looking
at
that
gray
lot
in
the
bottom
right
hand
corner
that
white
sort
of
allocate
to
the
east
of
that
is
a
dirt
block.
Now
that
is
actually
owned
by
the
church
and
they
looked
at
putting
a
parking
garage
on
to
that
or
paving
that,
but
that
would
actually
lose
parking
for
them.
D
M
Doesn't
currently
meet
so
many
coding
that
they
were
that's
not
strike
and
things
like
that
so
right
now
they
can
park
on
there
actually
between
50
and
60
cars,
and
if
they
put
a
parking
garage
there
they've
actually
wanted
to
get
with
it.
40
cars
in
it
due
to
the
height
limitations
inside
constraints,.
M
We
have
did
in
as
part
of
the
plans
for
the
for
the
new
century.
The
church
has
obtained
a
letter.
I've
done
a
landscape
plan,
help
beautify
that
they're
longing
to
know
again
do
doing
some
other
improvements
would
actually
lose
parking
spaces.
They
do
want
to
be
able
to
have
an
escape
plan
prepared.

O
We
began
a
capital
campaign
a
few
years
ago
in
our
parish.
The
parishioners
have
stepped
forward
generously
so
that
we
can
accomplish
having
to
sneak
search.
So
our
situation
is
a
little
unique.
The
diocese
usually
has
parcels
of
25
acres
and
which
a
parish
would
be
developed
and
without
streets
crossing,
and
so
our
situation
is
a
little
unusual,
but
I
respectfully
request
that
we
have
approval
for
the
variant
requests
that
we
have
made.
Any
other
questions.

Steve

integral

my

as
it
has
in
this

Through
the
years
I've
seen
it

it

outgrown.
The

Paul's
has
not
only
ministered
to
the
thousands
who
attend
and
are
part
of
this

but
his

and
continues
to
minister
on
a
constant

to
the
many

The

should
be
proud
and
grateful
to
have
such
an
active
group
of
individuals
located
in
the
heart
of
its
it.
I
respectfully
request
that
can
be
supported.
I
see
Paul's
request
for
a
variance
party
to
facilitate
the
construction
of
this
Church,
which
will
empower
this
parish
to
continue
its
strong
ministerial
services
to
all.
C
C
C
We
finally
debating
and
putting
a
park
browse
on
the
flight
deck
to
reduce,
like
William,
said
earlier.
The
parking
the
church
has
always
been
a
good
neighbor
for
the
City
of
Jacksonville
Beach,
the
actual
Beach
on
many
many
festivals
and
events,
and
we've
always
opened
up
our
campus
to
the
park
things.
We
have
never
charged
parking
at
our
own
campus
Center
slots.
C
We
are
going
to
be
adding
new
parking
spots
on
the
west
end
of
the
church,
11
of
them.
As
you
can
see,
we
took
these
pictures
on
October
20th
at
our
two
biggest
assets,
which
are
8:30
to
10:00
o'clock
in
the
morning,
and
you
can
see
when
the
different
areas
have
little
Avenue.
Virtually
no
cars
parked
there
at
all
within
a
block
of
the
area
on
the
other
side
in
the
north
side
of
our
school,
the
north
side
of
our
gym.
C
So
I
believe
I
mean
I've,
been
at
st.
Paul's
for
five
years
working
there
I,
don't
think
I've
never
had
complained
around
campus
all
the
time
we
have
a
parking.
If
you
we
are
parking
in
their
neighborhood,
disturbing
them
and
really
really
asking
for
is
the
for
our
variance
per
week.
That's
the
only
times
affecting
anybody.
It's
there's!
No
businesses
open
around
and
reducing
from
four
two
masses.
R
A
R
R
To
be
here
to
see
how
the
places
grow
and
all
the
nice
buildings,
especially
this
one
here,
drummers,
were
used
to
say
that
I
said
that
its
goal
of
the
design
of
this
building
from
would
you
like
to
go
big
throughout
said
fall,
but
we
have
a
wonderful
relationship
with
that's
of
the
state
gender
dimension.
They
use
the
parking
lots
of
all
you
know
for
debts.
You
can
use
our
party
now.
Just
to
think
about.
I
would
finish
from
this.
Somebody
brought
this
up
also,
most
of
the
people
that
are
coming
to
the
churches.
R
It
falls
come
on
Sunday
mornings.
Now
I
was
there
around
enough
to
know
that
there's
never
any
parking
problem
on
Sunday
mornings,
because
there
were
no
places
to
park,
and
during
the
week
you
know
the
school
to
say
over
the
students
don't
have
cars
over
the
teachers,
so
I
mean-
and
you
mentioned
the
fact
that
talk
about
favorite
grade
I
go
back
to
the
time
when
that
building
was
company.
That's
good.
Now
that
was
the
China
was
before
my
time.
They
made
the
arrangements
this
year.
Our
key.
K
There
are
four
kids
and
a
niece
and
nephew
that
we
were
able
to
baptize
their
father,
Kelly
buried
my
wife's
family,
her
sisters
and
her
folks
Kelly
a
newly
buried,
my
family
and
all
this
time,
I
think
it's
been
an
important
institution
for
the
beach
and
particularly
unique
in
terms
the
size,
the
number
of
blocks
that
it
touches
upon.
It
doesn't
really
parallel
some
place
else
in
any
place
at
the
beach.
The
new
sanctuary
that's
been
shown
and
I
really
got
no
additional
parking
burden.
K
The
sanctuary,
although
it's
twice
as
big
as
the
existing
sanctuary
that
half
as
many
morning,
masses-
and
this
has
been
touched
on,
but
I
thought
I'd
try
to
lock
it
down
just
a
tad.
Let's
just
illustrate
the
ten
o'clock
morning,
Mass
father
says
it
gets
done
in
an
hour.
Occasionally
it's
a
little
over
an
hour's
I'm
sure
some
people
nod
their
head
behind
by
the
time
you
get
out
of
the
church,
talk
to
Samantha
you're,
something
to
say
quarter
after
11.
K
The
an
overflow
mass
is
there
since
old
sanctuary,
then
there's
another
mass
and
the
in
the
gymnasium,
since
my
family's
always
late,
we're
always
stuck
in
the
gymnasium,
which
is
also
very
very
large.
So
what
you
have
really
is
another
approximation
during
those
religious
services
that
there
the
area
can
easily
absorb
the
parking
for
that
is
personal
technicality
of
what
counts.
There
lots
the
grass
lots
the
surrounding
area
absorbs
those
with
really
no
complaints
whatsoever
from
neighbors.

B
B
Understand
there's
650
seats
that
typically
is
full
at
each
mass
on
Sunday
morning,
yes,
sir,
and
then
dividing
that
movement
at
the
two
passes.
So
we're
really
talking
about
1,300
people
coming
to
mass
two
times
on
Sunday
morning.
That's
right!
Looking
at
the
pictures
everybody
provided
for
the
parking,
how
open
it
was
during
the
time
of
8:30.
M
Proceeding
well
I
believe
that
you
can
see
certain
areas
where
there's
zero
cars
are
feeding
during
the
ten
o'clock
mass.
If
you
look
at
the
parking
pictures
in
front
of
father,
Murphy
Hall
there
literally
there's
not
a
single
car
parked
in
there,
which
will
now
be
one
of
the
closest
loss
to
to
the
new
sanctuary.
So.
B
B
M
M
B
Then
I
can
appreciate
everybody
coming
after
speaking
for
the
church
as
much
as
possible,
like
one
of
my
concerns
is
after
going
through
this
I
really
don't
see
the
hardship
for
the
church.
You
want
to
build
an
extra
building,
but
I
don't
see
where
the
land
is
causing
so
much
other
structures.
Today,.
M
Yes,
sir
again,
it's
the
way
that
this
land
is
divided
up,
makes
it
so
that
there's
no
possible
way
to
add
anything
anywhere,
sylheti,
church
activity
and
again
it's
the
way
to
Dakota
greens.
You
know
hardship
without
the
reasonable
use
of
the
property,
and
this
is
a
reasonable
use
of
the
property
allowing
for
better
congestion,
a
new
traffic
flow
in
the
area
with
fewer
services
and
more
fat
police
property.
M
Well,
the
way
that
the
code
reads
also
is
the
parking
is
based
off
of
seats
within
the
church.
So
that's
what
the
parking
is
based
off
of
and
again,
even
as
we
talked
about
tearing
down
the
church,
if
you
can
fit
40
spaces
in
a
parking
garage
on
that
elf's,
a
plot
against
that's
not
going
to
create
enough
spaces
in
a
reasonably
practical
way,
nor
benefit
the
City
of
Jacksonville
Beach
is
the
church
currently
conforming
to
parking
employs.
M
Yes,
I
would
certainly
think
so
from
during
sort
of
the
how
I
appeared
in
my
experience
attending
church
services
or
other
types
of
services.
That's
you
know,
people
Japs
and
friends
do
whatever
they
may
between
services,
we
get
there
a
little
bit
early,
so
there's
definitely
a
period
of
time
where
I
believe
that
there
is
at
least
close
to
the
same
amount
of
cars
there.
That
would
be
at
this
news.
M
Yes,
sir
Dakota
provision,
states,
special
conditions
of
circumstances
existed
there
peculiar
to
the
parcel
of
land,
building
or
structure
which
are
not
applicable.
Other
parcels
of
land
structure
of
your
buildings
in
the
same
stunning
history
and
our
position
is
that
here
there's
no
other
properties
like
this
city,
where,
where
one
entity
has
owned,
this
is
predating
the
zoning
code.
Multiple
city
blocks
that
have
been
stone
them
in
a
way
that
they
can't
practically
possibly.
H
Actually,
review
the
development
plan,
applications
on
this
building
or
any
other
new
building
we
get
from
the
applicant,
the
average
daily
traffic
generation,
and
we
have
gone
away
from
doing
a
level
of
service
monitoring
of
all
the
city
streets.
We
have
a
mobility
fee
program
so,
regardless
of
the
project,
any
new
additional
trips
to
be
associated
with
the
construction
with
paid
mobility,
that's
how
we
handle
trafficking
impacts
across
the
boards.
D
F
D
I
I
F
H
S
G
S
Yeah,
in
addition
to
that,
there
is,
there
is
a
you
know:
concrete
paved
patio
which
doesn't
broke
into
the
side
yards,
that's
an
issue
for
the
board.
We
can
remove
that,
but
it
is-
and
it's
definitely
the
neighbor
is
present
today.
If
he
needs
to
he'll
attest
to
the
fact
that
he
had
no
problem
and.
H
F
D
D
A
F
A
F
I
J
J
J
A
J
A
A
I
I
T
T
T
T
Two
car
garage
and
and
also
on
the
site
plan
that
you
should
have
from
the
proposed
structure
on
the
survey
I
turned
it
was
fronting
on
the
fourteenth
and
with
the
front
setback
at
ten
foot.
I
still
have
an
additional
pass.
The
law
on
an
addition
of
28
feet,
so
I
have
38
feet
of
driveway.
That's
a
two
car
wide
which
would
accommodate
four
cars
plus
the
garage.
So
I
really
try
to
accommodate
the
parking
issue
or
potential
parking
issue.
There's
no
literally
hardly
any
parking
right
now.
The
way
it
says.
T
J
J
J
It's
an
eyesore
to
the
neighborhood
and
I'm
just
opposed
to
any
other
structures
going
in
on
her
block
because
they're
all
single
story,
homes
except
the
one
across
the
street
I,
could
canvassing
in
our
neighborhood
for
not
for
any
of
the
zoning
or
anything
for
something
else,
and
every
council
that
I
went
to
when
I
told
them
my
address.
They
said
you
live
across
from
you
in
Strasse
T.
J
A
F
I
D
I
N
N
N
Traffic
is
difficult
on
that
right
and
so
I
call
the
hardship
parking,
and
so
we
originally
got
this
property
and
just
the
existing
concrete
driveway
and
we're
looking
to
get
brand
new
bearings
on
the
left
and
I
worked
with
Public
Works
to
get
it
off
street
parking
improved
in
the
front
where
the
papers
are
drawn.
So.
D
D
N
A
coastal
what's
the
point
on
I
screwed,
this
up
on
my
existing
permit,
with
with
the
lock
plan
and
everything
and
the
permanent
got
approved.
I
wasn't
aware
that
it
needed
the
variance
until
the
inspector
came
out
there
to
inspect
my
plumbing
and
other
stuff
and
I
went
and
walked
property
with
them.
And
then
he
notified
me
that,
after
the
concrete.
N
N
N
H
G
N
And
you
know
looking
at
the
neighboring
properties
I
think
to
to
the
west,
they
have
a
very
similar
type
driveway
and
then
it
goes
all
the
way
to
the
property
line
as
well.
And
then
they
have
pavers
up
on
the
public
right
away
and
then
to
even
over
to
the
right-hand
side
that
little
bigger
sidewalk
and
then.
D
S
Sir,
actually
I
live
across
the
street
and
really
just
wanted
the
opportunity
to
step
and
say
an
agreement
and
to
your
honor
screwed
last
night,
folks
come
through
there
at
45
55
miles
an
hour
at
different
times
of
the
day.
The
traffic
is
that
I'm,
currently
under
construction,
so
with
a
pot
in
my
driveway
I'm,
one
of
the
people
at
the
park
in
the
street.
As
for
my
neighbors
and
the
relief
to
be
able
to
get
some
vehicles
off
of
the
road
would
be
good
for
a
neighborhood
based
upon
the.
G
A
A
A
It's
the
traffic,
no
he's
terrible,
I
think
back
in
the
60s.
They
said
they
were
going
to
put
aside,
and
recently
is
the
last
year
so
I
said
my
sauce
little
survey
lags
depression.
That
is
also
they
were
also
main
clinical
sidewalks
for
children
and
there's
a
lot
of
people
I
go
up
and
down
that
road.
It's
really
bad
I!
Don't
want
you
guys,
aware
of
how
bad
57
there
is.
It's
probably
good
this
busy
these
days,
probably
the
plate.
Third,
fourth:
busiest
road
at
the
beach
in
Jacksonville
Beach
behind
third
Street.
G
A
D
D
J
Did
it
appropriately
and
I
get
what
you
were
trying
to
do?
I
want
to
be
careful
that
we
don't
put
too
much
on
the
record
such
that
if
there
is
a
hurricane
yet
that
can't
rebuild
and
foot
back
so
your
condition
was
pretty
was
horrific,
stated
in
the
awaiting
for
this
existing
use
and
the
two
additional
units
and
that's
a
good
condition.
You
want
to
make
sure
that
they
can
reveal
in
an
exact
shirt
within
their
footprint.
So
don't
go
any
further.
My
lindenson
language.
