From YouTube: Board of Adjustment Meeting (10/4/2022)
Description

If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
All
in
favor
aye
aye
groups
approved
moving
on
to
correspondence
and
I
should
note
before
we
move
any
further
that
three
members
are
absent
tonight,
including
our
alternates.
We
would,
if
we're
fully
staffed
up
here,
there
would
be
as
many
as
seven
there's
four
of
us
here
tonight
that.
A
And
have
Quorum,
however,
you
would
need
I
believe
it's
three
out
of
four
votes
for
your
variants
to
be
approved,
so
if
anybody
would
prefer
to
defer
their
hearing
to
the
next
available
meeting,
not
necessarily
the
next
meeting
we
have,
but
the
next
meeting
that's
available
scheduling
wise
for
for
our
staff.
You're.
Welcome
to
let
us
know-
and
you
can
let
us
know
that
now,
so
you
don't
have
to
sit
through
until
the
end,
but.
A
Yes,
I
think
all
right.
We
have
no
old
business
this
evening.
So
can
you
please
call
the
first
piece
of
new
business
board.
A
Thank
you
and
I
apologize.
I
forgot
to
mention
a
few
housekeeping
items.
I
was
caught
up
with
our
attendance,
the
board
of
adjustment
meetings
or
quasi-judicial
in
nature.
All
decisions
of
the
board
will
be
based
on
confident,
substantial
evidence,
including
testimony
provided
in
this
meeting.
Any
person
who
is
not
an
applicant
or
agent
who
wishes
to
speak
will
need
to
fill
out
a
speaker's
card
located
on
the
side
table
by
the
door
and
turn
them
into
the
park.
Each
member
of
the
public
will
be
given
three
minutes
to
speak
on
each
item.
A
B
F
F
District,
which,
to
give
the
proper
enjoyment
for
for
this
lot,
we
were
requesting
a
small,
lock
cover
trails.
G
H
A
Hearing
no
further
questions
I
will,
you
can
be
seated
for
now
and
I
will
now
open
the
public
hearing.
Thank
you.
Do
we
have
any
speakers
cards.
C
We
have
an
email
from
Amy
McConnell
from
1104,
2nd
Avenue
North,
who
says
that
she
supports
the
deck
pool
and
deck
project,
and
then
we
have
another
email
from
Michael
Dunlap
1120,
2nd
Avenue,
North
Jacksonville,
Beach
Florida.
C
It
says,
please
accept
this
letter
and
support
of
proposed
variants
to
relieve
the
homeowner
from
Lock
coverage
cap
from
35
to
40
percent,
based
on
the
historic
nature
of
the
non-conforming
lot.
This
is
a
recent
order
request
and
we
believe
that
the
board
will
approve
this
request.
C
Our
property
1120
is
immediately
adjacent
to
1104.,
that's
Michael,
and
then
we
have
a
petition
with
non-signatures.
It's
a
petition
in
support
of
1104,
2nd
Avenue
North
increase
a
lot
coverage
as
a
lot
of
substandard
based
on
the
rs-170
district
standards,
and
there
are
nine
signatures
with
addresses
in
the
area
and
they're.
Both
are
in
agreement
for
the
internet.
F
F
I
just
wanted
to
say
that
it
seems
overwhelmingly
acceptable
to
the
place
of
the
surrounding
community
that
this
should
do,
but
that's
it.
Thank
you.
A
I
G
G
G
G
A
C
A
A
B
B
H
H
H
We
need
to
get
to
24
parking
spaces
and
be
able
to
build
what
we
want
to
build
there
and
we're
close
to
that
number.
But
we
do
need
to
be
six
compact
spaces
and
a
motorcycle
space
to
count
towards
that
to
get
solution.
24
to
do.
A
A
I,
don't
know
if
you
would
know
this,
but
on
page
it
was
page
six
of
our
staff
report.
The
aerial
view
that
that
shows
the
boundary
of
the
property
before
this
that
one
so
along
the
bottom,
the
black
one.
D
A
Second
element:
it
looks
like
there
are
spots
that
are
kind
of
half
in
and
half
out
of
the
property
are
those
City
spots
or
no.
A
And
again,
I'm
not
sure
if
this
is
I've
got
a
question
for
the
applicant
or
or
staff,
but
is
parking
in
the
CBD
tied
to
the
use
of
the
property
or
just
CBD
buildings.
Out
of
a
separate
parking
standard,
it's
still
tied
to.
E
The
UCD
does
have
different
parking
standards
than
regular
commercial.
However,
it
is
based
on
news,
since
this
is
going
to
have
multiple
uses,
it
falls
under
the
shopping
center
standard,
which
is
actually
like
a
combined
with
lower
standard
for
parking
so
because
they
have
a
restaurant
and
two
available
commercial
spaces.
They're
considered.
E
Actually,
in
the
CBD
district
now
you
actually
can't
get
a
variance
for
parking,
so
your
only
options
are
either
to
provide
all
parking
or
pay
into
a
city
parking
fund
to
buy
a
way
out
of
the
parking
spaces
and
that's
a
per
space
fee
and
it's
pretty
hefty.
So
this
was
their
alternative
to
meet
the
parking
standard.
But
it's
a
review
from
the
side
view.
Basically.
A
G
A
A
Hearing
that
what
was
the
public
hearing
and
bring
the
item
back
to
the
board
for
discussion?
Is
there
a
motion?
I.
A
G
C
A
B
D
G
D
Yes,
so
currently
there
is
a
1950s
block
style
home
on
and
we
are
requesting
to
replace
that
property
with
a
new
single-family
home.
That
will
be
a
beautiful
addition
to
the
street
that
there's
the
images
that
we
handed
out.
The
fact
sheet
has
pictures
of
the
existing
house
and
then,
but
we
are
pictures
of
the
proposed
house.
D
So
it's
a
a
modern,
moderate
two-story
house,
with
an
emphasis
on
the
outdoor
spaces
and
green
spaces.
Where
we're
now
in
the
house
that's
existing
out.
There
now
is
basically
paying
people
front
to
back
so
we're
requesting
a
movie
from
the
30
feet
to
25
feet,
because
there's
two
reasons:
I
know
many
many
houses
along
the.
D
For
similar
reasons
that
it's
a
non-conforming
lot
like
many
of
the
Lots
on
Ocean
Drive
and
for
an
rs1
lot,
it
is
the
minimum
size
is
ten
thousand
square
feet,
and
this
lot
is
6
900
square
feet
which
is
31
smaller
in
size,
and
it's
also
not
as
wide.
D
It's
50
feet
wide
where
the
minimum
fire
is
nine
feet
wide,
so
that
small
lot
size
is,
creates
an
undue
hardship
for
having
to
meet
the
rs1
requirements
and
then
the
second
reason
that
we're
requesting
the
setback
variance
is
we've
submitted
information
to
the
Department
of
Environmental
Protection,
since
it's
Oceanfront
and
they've,
given
an
approval
for
building
174
feet
from
the
Coastal
Construction
line
seabird,
and
that
174
feet
meets
right
at
25
feet
from
the
the
setback
line,
which
is
the
same
distance
that
they
give
to
all
of
the
houses
being
rebuilt
along
there.
D
So
we
would
be
in
alignment
with
the
the
other
houses
on
the
street,
and
the
house
to
the
south
of
us
is
exactly
at
that
same
25
foot
setback.
So
anything
we
had
to
step
30
feet
back.
We
like
pushed
in
top
spot
in
the
staff
reported.
We
put
us
in
a
tunnel
where
it
limits
light
and
air
and
Views
to
get
you,
so
this
would
just
bring
us
up
to
the
same
location,
like
maybe
the
houses
on
along
the
street.
G
A
You
does
any
board
member
have
questions
for
the
agent.
D
Yes,
there's
two
neighbors
that
were
there's
letters
that
are
in
the
stock
report
from
two
neighbors
and
then
we
also
have
one
neighbor
here
with
us
tonight.
A
D
Or
is
it
not?
It's
not
fully
finished
for
Designing
it.
You
know
we
want
to
make
sure
we
have
our
book
brand
place
before
we
complete
the
design.
We're
exploded
conceptual
phases,
so
we
don't
have
any
exact
ly
quote
that
for
you
yeah.
We
do
know
that
we
aren't
coming
down
a
lot
coverage
significantly
right
now.
The
house
is
out
there
covers
about
75
of
a
lot
and
we
will
be
right
now
well,
not
very
significant.
A
I
was
just
curious
because
that's
not
I
know
that's
not
part
of
the
request,
but
a
lot
of
times
we'll
see
one
request
and
then
the
other
one
comes
later.
So
I
didn't
know
if
that
was
concerned,
but
that's
great
that
you're
not
no
plans
to
exceed
fill
our
coverage.
A
Any
other
questions
for
the
applicant
okay
hearing,
none
I,
you
can
be
seated
for
now
and
I
will
open
the
public
hearing.
A
C
Did
we
have
two
speaker
cards?
First,
one
is
Julia
Sanford.
B
I
I
A
A
Hearing
none
would
you
like
to
address
the
comment,
all
right,
good
Island,
close
the
public
hearing
and
bring
the
item
back
to
the
board
for
discussion?
Is
there
a
motion
I.
C
C
A
To
forget
which
standard
it
is
specifically,
but
basically
it's
it
will
stand
for
it
will
keep
the
home
consistent
with
everything
in
the
neighborhood.
You
know,
even
though
it
requires
a
variance
if
it
would
be
the
only
home,
you
know
jetting
out
one
way
or
another,
then
that's
kind
of
no.
That's
not
what
we're.
B
Please
Carly.
E
E
I
did
want
to
remind
you
guys
that
your
dedicated
joint
meeting
with
the
planning
commissioner
for
the
LBC
income,
Plan
update,
is
October.
27Th
I
also
want
to
mention
that
the
first
meeting,
which
is
open
to
everybody
is
a
citizen
meeting,
will
be
next
Thursday
at
6
PM
in
here,
I
think
and
so
you're
welcome
to
attend
that
as
a
citizen.
