item
that
we
have
for
you
is
an
update
on
the
Lakeside
Drive

council
had
asked
us
to
go
back
and
find
out
a
little
bit
more
information
related
to
low-speed
vehicles,
of
which
city
attorney
Kristen
brow.
Ceo
is
here
to
report
on
and
you'd
like
to
follow
that
up
with
a
an
analysis
that
Fire
Marshal
shadow
put
together,
along
with
an
internal
team,
to
take
a
look
at
the
different
options
that
are
available
to
the
actual
operation
itself.

Johns
County
coordinates
City
of
Jacksonville
knocketh,
II,
village,
the
villages,
many
Beach,
Neptune,
Beach
friend,
inna
beach
in
Nassau
County,
just
to
get
an
idea
of
what
some
of
the
local
area
of
jurisdictions
are
doing
and
then
also
with
respect
to
the
villages.
I
can't
think
of
a
single
community
in
the
state
of
Florida.
That
probably
was
more
golf
carts
and
less
beefeaters
and
abilities
so
I'm
taking
them
out
a
bit
as
a
leader
in
that
as
well.

So
my
opinion
hasn't
changed
much
from
what
it
was
a
couple
of
months
ago
with
respect
to
low
speed
vehicles.
The
low
speed
vehicles
are
are
certainly
limited
to
use
on
streets.
There
is
no
discretion
for
us
to
allow
low
speed
to
be
used
on
sidewalks
hats
of
some
sort
and
certainly
not
a
multi-use
path,
that
st.
Johns
County
appears
to
have
created
their
own
definition
of
a
multi-use
path.

There's
no
definition
of
such
a
path
in
the
statutes
with
respect
to
the
motor
vehicle
statutes,
the
transportation
facilities
statutes,
so
I
will
go
into
the
problems
of
the
st.
Johnsbury
ordinance
if
you
like,
but
I
would
strongly
suggest
that
we
do
not
model
ourselves.
After
that
ordinance,
it
created
a
situation
where
it
appears
that
they
and
exercise
some
discretion
to
allow
low-speed
vehicles
to
be
used
on
a
st.
Johns,
County
created
and
defined
multi-use
path,
where
the
low-speed
vehicles
will
be
interacting
with
bicyclists
and
pedestrians,
and
that
is
absolutely
not
allowed
by
the
statutes.

So
low-speed
vehicles
are
limited
to
operations
on
streets
and
there
is
a
very
strict
restriction
with
that.
The
only
discretion
that
we
could
exercise
that
is
worked
into
the
low-speed
vehicle
statute
is
that
you
have
the
discretion
to
prohibit
the
operation
of
low-speed
vehicles
on
streets.
If
the
city
determined
that
such
prohibition
is
necessary
and
interest
of
safety,
that's
the
only
discretion
that
we
connect
them.
You
can
exercise
in
the
low-speed
vehicle
statutes.
Golf
carts
are
not
to
be
operated.

The
standard
is
that
golf
carts
are
not
operated
on
religious
rules,
but
that
use
may
exercise
your
discretion
to
designate
certain
roads
to
allow
golf
carts
to
be
used
on
those
roads
in
the
interesting
you
have
to
go
through
four
or
five
steps
to
ensure
that
they
can
be.
We
utilize
on
that
road
and
there's
a
certain
speed
restriction,
but
that's
golf
carts
on
roads.

use
on
that
path,

contrary
to
the
statutes
we'd
be
creating
a
what

would
consider
to
be
a
risk
and
a
hazard.

statutes
don't
afford
us
that

The
other
jurisdictions

They
say:

vehicles

allowed

sidewalks

they
follow
the
statute.
They
say

low-speed
vehicles
in
every
other

and
Eckstein

Don't
even

discuss
low-speed
vehicles
and
golf
carts.
They
are
clearly
just
letting
the
statutes
sweep
for
them.

does
the
same.
Don't

Nassau
County
makes
no
comment
on
those
big
vehicle,
but
what
they
do
is
they
address
golf
carts
and
they
state
that
they
have
a
pretty
nice
code,
an
ordinance
that
says
you

Golf
carts
may
be
operating
on
particular
roads,
that
the
county
doesn't
mate
and
that's
golf
carts
in
it
and
they're
doing
it.

right
way
with
respecting

owner

you
should

familiar

these
statutes

title
and
the
registration

there's
literally
only
one
or
two
statutes
that
a
low-speed
vehicle
operator
and
owner
would
need
to
read,
and
they
would
see
clearly
that
they're
only
allowed
to
operate
on
the
roadways.
So
that
is
a
roadway
still
well.

that
make
this
limitation
very
obvious
that
holistic
vehicle
should
pull
me
the
operating
on

There
is
definitely
a
limitation
on
the
discretion
that
a
local
agency
can
exercise
with
respect

low-speed
vehicles.
That
discretion
is
to
prohibit
the
operation
of
low-speed
vehicles
on
the
streets.
There
is
no
other
room
for
discretion,
for
you
to
create
paths
or
sidewalks
or
to
allow
a
multi-use
area
where
you
can
have
low-speed
vehicles
and
pedestrians
on
the
same
path.

That's
why
the
City
of
Jacksonville
has
completely
narrowed
it
down
to
what
the
statute
allows
operation
on
the
street
and
they
explicitly
say
low-speed
vehicle
eating
right,
not
to
be
operated
on
the
side,
so
they
are
clearly
making
the
distinction.
We
do
not
want
the
dashing
most
vehicles
on
the
same
section
of
path
or
sidewalk
at
all
and
they're
reading
the
statute
correctly.
If
we
try
to
mix
the
concept,
that's
where
we
get
into
the
st.

Johns
County
problems,
and
they
took
some
steps
to
try
to
I
think
correct
themselves
after
they
enacted
their
ordinance
and
a
year
later,
they
did
an
amended
ordinance
and
they
actually
cause
more
problems
with
ISM.
So
by
mixing
the
concepts
of
golf
carts,
pedestrian
sidewalk
areas,
low-speed
vehicle
in
areas
where
all
these
can
utilize,
they
create
a
dangerous.

matters
important
that
I'm

supportive
to
taking
and
designated
four
feet
and
making
that
the
thoroughfare
for
sole
purpose

low-speed
vehicles,
and
if
we
have

designate

legally
do
that,
I
would
support
doing
that.

kind
of
what
I'm
getting

certainly
not
opening

certain
definitions

road

transportation
code
in
Florida,
Statutes
and

it's
clear
that

legislature
intended
for
low-speed
vehicles
to
only

operating

that
they
line
them
to
be.
We
create
some
sort
of
new
version
of
a
street
or
a
road.
That's
four
feet
wide
or
five
feet
wide.
I
think
that
we're
treading
on
that
same
concept
of
creating
a
road
or

path
or
some
sort
of
area
where
a
low-speed
vehicle
can
be
operated.

anticipate
that
most
vehicles
won't
be
the
only
users
of
that
small
area

will
be
pedestrians

bicyclists
and
skateboarders,

what
these
statutes
are
clearly
attempting
to
avoid
is
to
keep
these
low-speed
vehicles,
which
are
essentially
small
cars
that
there's
held
to
the
same
standards
and
requirements
as
a
driver
of
a
car
would
be
helped
to
plus
the
title
registration.

emergency

the
impact

it

the

to

Works.

we
came
up
with
these

operate

just

down

the
most
beneficial

city
and
for
us

dependable

beneficial?

the

problem
