first
one
is
to
give
you
the
first
year
overview
of
the
parking
program
for
those
of
you
who
may
remember.
This
is
the
first
year
that
we
went
to
methodologies
partner
as
opposed
to
people
in
cash.
In
the
downtown
lots,
we
went
with
a
company
called
s
police
department,
primarily
where
we
used
electronic
key
is
located
in
triplicate,
parking
lots
and
the
kiosks
only
took
threat
cards.
So
the
the
prep
the
program
was
designed
around
capturing
revenue
on
the
weekends
Fridays,
Saturdays
and
Sundays
at
select
times.
A
We
also
had
credits
that
were
given
to
anyone
who
was
a
Jackson
resident.
You
do
not
have
to
pay
if
you
registered
through
the
police
department
and
what
many
of
those
paid
lots
and
I
think
it's
safe
to
say,
based
on
the
the
documents
that
we
provided
to
you,
that
this
year
would
be
considered
successful
when
both
an
operational
and
a
revenue
perspective.
So
some
of
the
highlights
that
we
wanted
to
point
out
to
the
verses
that
there
was
a
60%
overall
increase
in
paid
parking
revenues
which
was
outstanding.

There
was
revenues
of
approximately
73,000
dollars
came
through
violations.
There
were
clear
peaks
in
usage
documented
in
April
through
July,
and
actually
able
to
graph
the
use
of
different
paid
parking
lots
that
sold
where
they
spiked
and
we
did
not
have
any
issues
with
patrons
or
visiting
the
kiosk
system.
There
were
some
questions
as
to
whether
or
not
they'd
be
able
to
figure
it
out.

think
I
can
say
safely
that
watching
a
lot
from
my
window
and
several
others
from
City
Hall
people
actually
tried
to
pay
the
meters
at
times
when
were
not
operating,
so
their
use
of
electronic
systems
is
definitely
definitely
high
in
terms
of
their
going
to
be
used.
So
we
had
a
debrief
with
the
finance
department
of
the
police
department
a
couple
of
weeks
ago
to
kind
of
do
an
after-action.

The
first
year
would
come
to
the
close,
and
we
wanted
to
see
what
some
of
the
things
were,
that
you
should
probably
tighten
up
for
next
year.
It
is
our
intention
to
proceed
forward
of
the
year
to
the
SPX,
but
there
are
a
couple
of
tweaks
and
changes
that
we
are
going
to
make
along
the
way
or
that
we
do
want
to
pursue
it.
So
the
the
first
ones
that
you
see
and
I
don't
know
if
you
like
a
copy
of
the
memo
in
front
of
you,
but
the
recommendations.

The
first
is
that
we
do
want
to
do
an
amendment
to
the
agreement
with
SP
plus
there
were
a
few
things
that
need
clarification
or
next
year
and
future
years
beyond.
The
first
is
establishing
a
pro
rata
distribution
of
funds
for
violations.
While
we
have
work
it
out
through
the
course
of
the
year,
we
did
not
have
anything
concrete
in
the
agreement
that
either
party
could
hang
their
hat
on
as
to
how
their
violation
revenues
were
ultimately
distributed
to
both
parties.

We
had
some
very
clear
expectations
on
our
part
which
we're
recapturing
that
initial
$25
parking
fee,
and
we
think
that
we
can
get
there
with
us
p+
and
in
terms
of
splitting
up
the
remaining
revenue
establish
an
authorization
for
seeking
collections
and
documentation
of
the
pro
rata
distribution
of
collections,
revenues,
the
violations
and
the
collections
are
two
different
things,
and
the
violation
for
anyone
whose
violating
the
parking
program
was
$42.
Fee
collections,
however,
was
if
the
violation
was
not
paid
and
I.
A
Think
several
of
the
council
members
probably
heard
from
the
public
when
it
was
sent
to
collections
agency
or
retrieval
of
those
funds.
So
there
needs
to
be
both
the
authorization,
as
well
as
the
distribution
of
collections,
revenues
as
well,
not
just
the
violation.
So
that's
another
area
of
the
agreement
that
needs
to
be
modified.

Picked
up
on
where
these
right
now
are
the
financial
impacts.
The
third
one
is
establishing
a
defined
residential
parking
rate.
While
there
was
an
assumption
for
a
year
one,
we
felt
that,
after
looking
at
the
data,
the
credit
for
the
city
of
Jackson
residences
and
the
paid
parking
program
should
be
a
little
bit
lower
than
what
we
had
worked
out,
your
1sq
plus,
so
that
would
actually
be
a
benefit
to
us
going
forward.

Then
we
took
a
look
at
the
operations
and
what
did
some
areas
that
we
need
to
mean
to
tighten
up
there
as
well?
The
first
was
reducing
the
instances
of
incorrect
citations.
There
were
multiple
occasions
where
either
numbers
were
transposed
when
they
were
being
entered
in
into
the
system,
and
it
popped
up
as
a
citation,
but
the
resident
in
there
we
registered.
So
there
are
ways
that
we
can
try
to
tighten
up
that
data.
The
second
is
implementing
an
interim
notice
prior
to
the
collections,
and
that
was
a
big
one.
For
us.
A
That
said
was
in
collections
and
internally
I
think
we
all
felt
that
that
wasn't
appropriate
to
go
directly
to
collection
without
some
intermediate
notification
to
the
residents
and
the
third
was
improving
the
registry,
the
resident
registration
process,
the
police
department
didn't
Alliance
terribly
work
this
year.
It
started
with
multiple
spreadsheets
consolidated
into
one
spreadsheet,
but
there
were
a
couple
little
glitches
along
the
way,
as
the
program
was
first
starting
out.
So
overall,
it
was
a
very
positive
first
year.

are
kind
of
the
high
level
highlights
and
the
direction
that
staff
is
going
to
go
in
for
an
implemented
year
to
the
policy
issue
that
we
wanted
to
talk
with
Council.
You
know,
and
both
the
police
and
Finance
are
here.
If
you
have
any
questions
on
any
of
those
elements,
but
the
policy
discussion
for
the
council
tonight
was
whether
or
not
there
should
be
any
changes
to
the
actual
season
or
the
days
of
the
week
that
we
are
collecting
revenues.

know
several
of
you
have
had
conversations
with
me
about
whether
or
not
we
should
expand
the
parking
program
from
what
we
were
doing
today.
I
think
I
can
safely
say
from
looking
at
the
data
and
knowing
that
the
there's
a
slowdown
in
the
downtown
in
the
winter
months.
It's
clear
by
the
graphs
that
we
have
with
the
parking,
spikes
and
then
comes
back
down
I
would
not
recommend
doing
the
pay
parking
beyond
the
summertime
months.

the
council
wanted
to
entertain
doing
more
days
of
the
week
of
the
week,
that's
something
we
could
explore
and
bring
back
some
proposals
to
you
and
my
recommendation
to
you
as
the
city
manager
would
be
not
to
do
pay
parking
in
a
comments
to
let
that
be
a
time
for
people
to
come
downtown,
but
for
free
and
try
to
diffuse
the
businesses
as
best
they
can,
and
so
with
that
we've
got
the
police
chief.

we
have
the

here
and
all
of
their
support
staff.

we

one-year

talking
with

police

could
do
with
every
two
or
every
three
year.
The
problem
that
you
have
of
some
people
who
move
will
still
be
credited

know
that
unless
we
actually
read

suit,

seems
pretty
substantial

think,
there's

lot
of
feedback
and
people
messing
up
which
then
comes
to

deal
with
that

not
only
a
city
database.
Customer
service
issue,
I
just
feel
like
every
two
years
would
be
better
without
losing
that
much
money.
If
me
that
many
people
are
leaving
Jackson
will
be
to
the
point
that
we
need
to
extend
staff
resource,
I,
think
staff
resources
and
the
money
spent
on
that
far
outweigh
that
money
that
we'd
be
losing
the
parking
revenue
for
the
person
that
moved
carry.

I'm
trying
to
find
it

quick
and

dollar
amount
in
last
year's
revenues
that
were
associated
with
resident
parking
versus

substantial
drop
this
year,
based
on

way
we
did

registration

city
vehicles
in
the
fact
that
it
was
all
that
conflict
right.
There
was
literally
like
25%
of
the
previous
year,
dollar-wise.

worth
staff
resources
to
do
what
every
year,

other
thing,

say:

with

the
