H
Taking
a
watching
the
reason
I'm
here
today
is:
we've
done
the
append
last
two
years
at
the
South
Gate
Park,
and
they
asked
us
not
to
do
it
again
for
volunteers
and
we
weren't
sure
why
so
we've
met
with
Jason
and
that
spot
learn
just
kind
of
like
talked
about
it,
and
there
really
wasn't
like
a
good
reason
why
we
couldn't
do
it.
We
don't
close
the
park
at
all.
The
bark
remains
open.
We
just
come
out.
You
do
a
skate
park
cleaned
up,
so
thanks
gives
us
and
stuff
now
that
mushroom
is
free
pizza.
H
H
Again,
this
will
be
our
third
year.
We
hope
you
come
up
from
reefs
of
our
Beach
City
Orlando.
We
have
a
couple
all
over
and
it's
growing
18%
for
the
first
year,
the
second
year
we're
working
on
our
third
year.
We
kind
of
have
to
know
the
venue
so
that
we
can
put
it
on
and
then
happen.
We
would
love
to
do
it.
That's
we
don't
want
to
take
the
lulav
context,
which
is
amazing,
see
only
one
in
the
country.
It's
the
only
surf,
skate
and
wait
in
it.
We
have
access
to
all
that
here.
H
Attacks
hope
you
just
don't
have
this
so
we'd
love
to
keep
it
here
to
kid
focused,
there's
no
profit
in
it:
ugly
space
for
the
stuff,
the
private
money
comes
from
sponsors.
It
costs
at
least,
but
not
so,
there's
no
profit
in
it.
I
talked
about
that
when
I
said
the
coton
shape,
like
the
open
innovation.
A
H
A
C
There's
a
free
record.
I
have
obviously
originals
just
for
being
up
to
speed.
We
had
a
enlightening
I
guess
you
could
say
pregnant
meeting
with
the
contractors,
the
city
and
there
was
present
as
well,
and
my
other
neighbors
of
the
summer
fits
little
murders.
The
council
meeting
on
the
19th
I
brought
the
trash
issue
up
to
the
petticoat
Schmidt
representatives.
I
didn't
have
a
full
bag
of
garbage
with
me,
like
I
did
previously,
but
I
basically
gave
them
the
chest
today.
The
area
of
the
pond
that
is
closed,
specifically
only
accessible.
C
J
C
Argue
that
this
is
not
from
them,
however,
the
same
offering
water
bottles
and
cups
from
the
gas
station
of
the
Audrey
pallet
everyday
seems
to
continue.
It
here
attorney
the
recent
torrential
downpours
that
we
had
at
the
pond
once
again
rose
above
the
bulkhead,
causing
all
the
trash
to
float
freely
outside
of
the
barricade.
C
Once
the
farmers
seed
that
loves
a
huge
garbage
ring
the
entire
pond.
Nobody
seems
to
really
care.
So
while
we
were
walking
our
dog
but
with
and
I,
took
the
liberty
of
picking
it
all
up,
the
student
photos,
the
little
bags
of
garbage
make
an
image,
or
even
one
of
the
water
bottles,
these
cups
from
the
gas
station.
K
C
Ever
in
Paige
petticoats
minutes
directly
to
blame
for
this,
and
nobody
will
take
responsibility.
My
pleas
on
December
5th
to
the
person,
that's
responsible,
if
you
know
it
fell
on
deaf
ears,
couldn't
really
emphasize
just
how
much
garbage
there
is
taking
up
this
foetus,
and
just
today
when
I
got
home,
there
was
another
blue
cup
sitting
around
the
barricade.
Next
to
my
melon
City,
also
on
the
topic
with
photos
to
the
kids
that
are
running
around
on
the
jobsite
there
just
recently
out
there
I
kind
of
heard
kids
with
someone
who
hear
it
anymore.
C
One
of
my
dolphin
images
for
you
guys,
Lander
housekeeping
since
we've
had
considerable
raining
the
Dust
Bowl
of
our
driveway.
It
gets
a
nice
washing
which
helps
to
expose
all
the
nails
and
then
the
pie
oxide,
you
know
mentioned
I
clip
the
Beast
just
this
weekend
from
directly
in
front
of
our
driveway.
Just
as.
C
C
I
also
wanted
to
point
out
this
entire
private
meeting
myself,
along
with
my
other
neighbors
requested,
copies
of
any
and
all
of
the
formal
notifications
on
this
two-year
project
and
any
documentation
that
went
out
to
the
residents
in
advance.
This
request
was
made
on
December
10th,
maybe
after
receiving
information,
I
did
get
some
stuff
that
was
requested,
however,
we're
still
waiting
on
the
particular
notifications.
Thank
you.
Every
time,
Thank.
C
B
L
D
Back
end
of
that,
which
is
the
stormwater
management
conditions
they,
along
with
that,
our
typical
storm
effect
is
based
on
a
certain
year,
storm
Plusle
assumptions
as
to
lot
coverage
and
if
we
keep
exceeding,
if
we're
just
exacerbating
the
flooding
conditions
that
we
have
within
the
city.
Right
now,
I
try
to
address
this
with
the
Board
of
adjustments.
They
said
that
it
wasn't
their
issue,
they
have
just
look
at
individual
cases
and
that's
all
that
are
concerned
about
they
said
I
should
address
it
with
City
Council.
D
A
B
To
for
13th
avenue
of
north
of
Jacksonville
Beach
in
general,
I
just
want
to
talk
about
utility
contractors
and
utility
apparatus
in
the
neighborhood
on
for
profit
and
loss
city,
and
basically,
we
just
had
the
contractors
out
into
the
neighborhood
and
I'm.
Just
really
I
wonder
how
much
oversight
and
regulation
the
city
has
the
projects
with
contractors
out
there.
It
seems
like
they're,
done
a
lot
left
behind
the
table
kind
of
orange
flags
all
over
the
neighborhood
good
self
responsibility
to
clean
that
out
or
their
responsibility
to
clean
it
up.
B
Additionally,
the
these
kind
of
box
apparatus
things
that
do
all
the
connectors
for
the
phone
companies
and
the
media
companies.
You
know
they
seem
to
not
never
go
away.
They
just
we've
got
more
in
now
with
this
job,
and
you
know
I,
just
wonder
what
the
responsibility
for
the
for-profit
companies
they
see,
who
replicas
rising
Infiniti
Xfinity,
what
the
responsibilities
are
before
is
those
towers
and
those
little
boxes
that
just
keep
populating.
B
If
you
take
a
look
on
our
street,
you
know
something
more
shabby
I
wonder
what
the
what
the
requirements
are
of
them
if
they're
obsolete.
If
some
of
the
towers
are
not
used
that
have
been
in
there
for
20
years,
if
nobody's
using
landline
phones
anymore,
so
is
their
responsibility
for
the
for-profit
companies
to
maintain
them.
Take
them
out,
keep
them
in
condition
that
doesn't
appear
that
way,
then
I
wonder
it
also
when
the
cable
companies
are
on
the
lines
from
these
bosses
to
their
home.
B
B
And
then,
lastly,
just
in
general
of
this
one
is
alluded
earlier,
but
it
does
speak
to
kind
of
some
inefficiencies
and
no
oversight
that
I
have
a
duplex
when
we
upgraded
the
water
meters
in
the
our
properties,
I,
all
water
meters,
for
the
duplexes
side-by-side,
and
that
is
contract
with
that
work
into
two
different
contractors.
To
do
that.
One
property,
as
I
talked
to
one
contract.
B
So
obviously,
there's
no
oversight
for
the
efficiency
that's
possible,
so
it
was
supposed
to
be
an
operator.
They
did
equipment
and
what
was
used
in
our
case
and
I
can
speak
for
anybody
else.
Then
I
was
out
there
with
the
guy
doing
it
was
were
the
colors
on
these
things
were
used
covers
that
were
present,
and
you
know
not
not
an
update
at
all
and
been
pretty
shiny
condition,
and
at
this
point
one
woman
has
completely
broken.
B
You
know
opened
up
a
hole
in
the
ground
with
your
meters,
so
it's
a
safety
concern
and
suggestin
gentleman
them,
especially
the
for-profit
companies.
I
mean
I.
Just
wonder
what
kind
of
right
we
have
you
get.
Contractors
in
the
neighborhood
and
I
know
that
there's
probably
a
management
process
where
there's
oversight,
but.
A
M
M
As
you
know,
I
talk
about
the
downtown
a
lot
of
the
ninety
nine
percent
of
the
time
they
said
out
last
week,
a
list
of
potential
talking
items
that
you
may
want
to
address.
Whenever
you
come
up
to
this
joint
meeting
with
the
CRA
and
the
council,
you
know
I'm
not
sure
whether
you
wanted
it
to
be
a
one-shot
deal
on
the
high
process.
This
excuse-
and
you
alluded
to
in
workshop,
there's
a
whole
host
of
things
that
can
be
discussed
with
the
CIA
and
how
bad
this
that
was
not
an
all-inclusive
list.
M
What
I
hope
you
all
gathered
from
that
is
that
you
probably
have
two
years
worth
of
discussion
points.
At
least
what
I
do
hope
becomes
a
priority
out
of
that
list
is
somewhere
answering
the
question.
What
do
we
want
to
be?
What
does
it
want
to
be
when
it
grows
up?
That's
what
the
2007
envision
thing
was
supposed
to
do
specifically.
M
I
hope
a
discussion
will
happen
is,
does
it
still
have
relevance
and
his
label
Park
Plaza
as
it
relates
to
mixed-use,
because
that's
still
on
the
table,
this
is
a
pure
Park
or
the
pure
plaza
with
mixed-use.
Is
that
still
on
the
table
is
the
garages
that
were
looked
at
as
alternatives
once
the
mixed-use
was
in
on
it
sat
on
the
table
so
revisiting
all
the
others
and
trying
to
determine
what?
M
What
is
this
now
going
to
look
like
in
the
in
the
upcoming
years,
because
clearly,
if
we
don't
know
where
we're
going,
if
you
are
not
unified
on
where
we're
going,
I
can
assure
you,
okay,
so
I
do
have
at
a
minimum,
in
addition
to
the
height
that
we're
also
looking
at
other
topics
and
bringing
the
2007
vision
discussion
before
I
close,
though
I
would,
in
previous
work,
share
up
in
the
discussion
of
parking.
I.
Don't
know
if
there
is
a
mechanism
on
these
pay
stations
to
show
whether
the
parking
lot
is
full.
M
But
if
there
is
not
where
the
live
people
are
are
the
damage
to
us?
Is
they
tell
us
that
the
parking
lot
is
full?
If
that's
not,
there,
I
can
assure
you
we
are
going
to
have
a
checkpoint
with
people
going
into
these
lives
and
they're
going
to
be
full.
So
I
would
encourage
you
to
find
out
if
there
is
some
mechanism
to
show
us.
M
E
E
A
E
C
N
N
Upon
return
to
work,
animal
control
officer
then
follows
up
with
all
call
set
will
receive
while
she
was
out
also
on
her
days
off.
Assistant
Police,
Academy,
Alumni,
Association
volunteers.
Take
care
of
the
animals
housed
at
Animal.
Control
is
a
volunteers
available
our
patrol
service
in
mental
animal
control
officers
duties.
N
We
are
proposing
to
add
one
full-time
animal
control
officer,
in
addition,
currently
all
staff
to
provide
increased
coverage
for
the
enforcement
of
that
regulation,
each
and
in
other
areas,
and
to
relieve
our
patrol
officers
of
additional
duties
associated
with
animal
control.
Officer
position,
cost
associated
in
the
first
year
with
at
in
the
new
position
include,
totals
vehicle
and
equipment
cost
of
thirty
eight
thousand
one
hundred
and
twenty
dollars
and
salary
and
benefits
of
fifty
two
thousand
two
hundred
and
eighty
nine
for
total
estimated
costs.
N
L
O
L
So
that
we
can
do
the
actual
Beach
enforcement,
special
census,
ordinance
changes
to
take
a
place,
and
more
so
than
just
the
animal,
our
care
with
the
volunteers.
Well,
we
have
been
any
investigations.
We
have
to
go
all
the
time
the
officers
have
to
do.
The
Patrol
officers
have
to
do
this
now
so
to
augment
those.
L
F
L
F
L
G
L
F
I
L
Q
You
thank
you
yeah
I
think
this
is
a
great
start.
I
mean
that
was
just
too
much
eats
too
many
hours
hours,
let
alone
our
son
Chris.
Do
you
know
it's?
It's
good
of
a
second
person,
who's,
fully
trained
and
capable
this
work.
Do
you
plan
to
Jacksonville
I
thought
people
say
they
called
didn't.
Even
get
a
call
back
well
paid
three
texts
later
or
five
or
whatever
so
I
would
appreciate
their
effort,
I
think
about
it.
It
was
Chanukah
swamped,
so
it's
our
responsibility.
I
connect!
Q
D
C
D
A
Thank
you,
okay,
this
this
is
a
public
hearing,
someone
to
take
a
minute
to
read
a
few
things
to
the
public
here.
This
ordinance
for
the
amendment
landed
off.
The
code
is
before
this
council,
the
public
area
of
consideration
and
the
secretary
under
laws,
the
state
Florida
ordinances,
which
changed
after
a
list
of
the
permitted
conditional
or
prohibited
uses
within
a
zone
category
as
a
quasi-legislative
proceeding
quasi-legislative
proceeding
means,
as
the
governing
body
is
acting
its
rulemaking
capacity.
A
This
is
due
to
the
council
to
arrive
at
sound
the
city's
regarding
use
of
property
within
the
city.
This
includes
receiving
citizen
input
regarding
the
proposed
leases
within
the
zone
category,
the
application
has
been
reviewed
by
staff
and
Planning
Commission
for
consistency
of
other
portions
of
land
development
code
and
the
comprehensive
plan.
The
council
may
hear
from
all
investor
parties
in
the
legislative
determination
amendment
to
the
text
of
the
land
development
code.
A
A
A
I
I
What
we
have
now
is
we
have
a
zoning
that
is
changing,
because
zoning
has
to
change
mr.
Keith
Dorney
summed
up
really
well
when
he
said
it's
organic.
We
didn't
know
what
a
tasting
room
was
tenure
and
now
you've
got
states
cities
that
have
tours
in
a
very
proud
of
this
new
development.
So,
basically-
and
that's
just
a
small
part
of
what
the
gentlemen
want
to
do
in
this
space,
small
or
if
they
want
to
offer
coffee,
they
want
they're
running
a
business
or
marketing
business.
I
So
let's
not
get
the
wrong
impression
that
that's
what
this
is.
It's
simply
a
small
faction
of
what
they're
trying
to
accomplish
here,
with
retail
on
this,
to
space
again
on
share
Avenue,
which
is
which
wish,
as
we
know,
could
use
a
little
shining
light
on
that
street
to
kind
of
help,
it
alone
nothing.
B
I
Changed
since
the
last
week,
nothing
involves
changes.
The
last
meeting
where
you
voted
unanimously
forth
and
we
all
have
to
keep
in
mind
and
including
the
audience
that
this
zoning
change
will
still
require
a
conditional
use.
So
if
this
goes
through
tonight,
anybody
that
wants
to
do
anything
in
this
zoned
area.
With
this
new
zoning
will
still
have
to
come
back
to
the
city
and
still
have
to
meet
your
requirements,
and
you
will
be
allowed
to
put
conditions,
etc,
etc
on
it.
A
R
A
Aaron
lesson
Aaron,
if
you
come
for
give
us
your
name
and
address,
feel
that
30
minutes
good
evening,

to
6th
Avenue,
North
Jacksonville,
Beach,
Florida,
Emira,
support
of.
D
Also
been
intimately
involved
and
he
serves
for
a
commercial
space
that
there's
already
so
near
Jacksonville
Beach
in
the
last
two
years,
I've
mentioned
this
last
time.
I
did
say
it
again,
just
don't
take
too
much
of
your
time,
but
it's
there's
also
search.
We
find
out
for
a
place,
hopefully
can
tell
us
with
this
small
text
minute.
A
A
A
P
I
just
wanted
to
thank
you
all
for
the
time.
I
just
want
to
consolidate
my
notes.
I
know
where
he
went
whatever
this
and
we
I
appreciate
two
weeks
ago
and
I
just
want
to
kind
of
reiterate
some
of
the
points
quickly,
as
you
know,
or
some
others
that
may
be
new
here
tonight
that
didn't
join
two
weeks
ago.
We're
a
passion
of
local
group
with
our
flagship
projects
being
Boyd
magazine
at
will
magazine
in
Bullock
grants,
which
is
our
marketing
agency
web
magazine,
is
a
la
carte
lifestyle.
P
A
culture
of
publication
and
edibles
are
Northeast
Florida,
our
current
office
space
is
police
and
we
need
more
room
to
grow.
As
my
previous
partner
mentioned,
we've
been
looking
tediously
over
the
past
two
years
and
have
no
luck
so
by
conditional
use
fear
requesting
to
advocate
for
a
tasting
room
magazine
publishing
to
the
shedder
location
uses.
It
is
our
intent
to
get
another
late
night
drinking
establishment
plan
closing
at
10:00
p.m.
for
most
nights,
and
we
definitely
do
not
want
to
be
a
night
club.
P
However
booth
with
the
new
Kotex
eliminated,
it's
confusing
so
I
just
want
to
clarify
that.
So,
with
this
new
space
plan
to
expand
our
business
plan
to
a
bunch
of
our
areas
per
year,
focus
channel
media
channel,
which
will
our
flagship
product
will
be
a
pickup
magazine,
which
was
the
attitude
of
publishing
portfolio.
G
P
If
approved,
we
pledged
to
invest
$500,000
into
the
property
with
property
improvements,
along
with
keeping
our
four
businesses
doing.
1.6
million
in
gross
combined
revenue
within
Jackson
would
be
seven
city
limits
for
years
to
come.
In
closing,
we
want
men
on
work
in
this
location
to
be
a
move
to
to
add
to
the
unique
and
cultural
addition
to
the
diverse
fabric
of
Jacksonville
Beach,
something
we're
all
proud
of.
I
want
to
share
with
our
friends
and
family,
including
Maya,
thanks
again
for
the
opportunity,
Thank
You.
D
D
O
Jennifer
Ehle
14:10,
I'm,
liberal
Jacksonville
Beach
just
want
to
clarify
what
I
said.
First,
the
first
reading
the
fact
that
I'm
not
opposed
to
Michael
brewery
movie,
most
of
how
you
want
to
allow
it
to
be
instituted
into
the
this
zoning.
This
zoning
is
commercial
services
area.
It's
not
going
to
be
a
pretty
Erebus.
It
provides
us
that
the
services
that
all
citizens
do
needs,
so
it's
not
going
to
be
pretty,
but
it
is,
it
is
necessary.
O
Well,
I'm
opposed
to
them
is
not
not
just
michael
gruhin
I
believe
if
you
go
in
there
if
it's
stated
properly,
but
I,
don't
like
this.
In
fact,
I
said
before
is
that
you're
trying
to
put
in
will
put
in
or
nightclub
tavern
or
other
drinking
establishments.
We
have
this
at
c1
and
c2
and
there's
abuses
all
the
time.
Because
of
that
we
put
that
in
there
it's
all-encompassing
once
they
get
there
conditional
use,
they
could
go
in
as
I
gave
you
the
example
as
a
package
store
and
the
next
week
they
become
a
bar.
O
So
I
believe
that
not
only
in
this
but
and
c1
c2
should
you
should
change
that
that
to
each
individual
category
in
this
particular
case
you
do
have
a
category
which
gamble
it
against
micro
brewery
spike
that
but
micro
breweries
in
there
micro,
breweries
already
allow
and
c1
and
c2.
So
if
you
put
that
in
there,
they
can
and
they
can
go
in,
there
would
be
no
problem,
and
the
gentleman
before
me
won't
have
to
worry
about
bars
and
lounges
nightclubs
moving
into
the
area.
O
But
if
we
don't
do
this,
if
you
don't
do
this
and
what
wait
you're
going
to
this
is
going
to
have
the
possible
repercussions
that
you
we
have
now
and
c1
and
c2,
where
there
are
abuses.
Not
all
people
sounds
like
these
people
are,
are
straight-up
people
and
that
all
they
wanted
to
micro
brewery.
But
do
please
consider
that
there
are
a
lot
of
people
out
there
humans
that
they
want
to
take
advantage
any
way
they
possibly
can
and.
O
To
you
say:
well,
you
have
to
put
this
in
the
alcohol
to
meet
y'all
know
all
you're
saying
is
by
telling
us
it
being
a
microbrewery,
the
state
controls
that
for
which
they
don't
tell
them
what
they
can
and
can't
do.
A
part
of
the
Florida
Statutes
does
and
include
a
tasting
rooms.
The
only
thing
you
may
want
to
do,
there's
the
size
that
tasting
room
because
I
said
why
they
never
start
there.
Then
you
can
do
a
conditional
use
later.
The
forms
of
conditional
uses
are
concerned.
O
Having
attended
a
lot
of
these
meetings,
the
conditional
uses
are
rarely
rarely
instituted,
but
when
they
are
inserted,
it
almost
impossible
to
enforce,
because
there's
no
actual
conditional
use
book
that
the
code
enforcement
officer
in
good
like
to
where
they
know
that
he
what
the
initial
uses
being
granted
to
each
each
business.
So
in
this
particular
case,
I'm
not
saying
that
not
to
deny
the
micro
brewery,
I
believe
believe
you
have
to
strike
the
bar
bounce
nightclub
category,
but
in
micro,
breweries
like
he
did
was
c1
c2,
everybody
said
having,
and
abuses
should
not
happen.
A
D
In
a
Miss
Georgia,
where
Malevich
5:22
second
Avenue,
South
I
checked
a
little
beach
water
I've
been
living
here
for
over
40
some
years
and
when
I
first
moved
here,
it
was
a
very
bad
place
to
live
in
now.
Listening
to
you
all
speak
about
this
and
that
there
are
a
lot
of
the
things.
I
really
truly
cannot
do
again,
but
I
can't
be
like
in
to
where
I've
seen
things
like.
D
S
N
S
To
be
a
bar
club
here,
the
always
like
I
say
thank
you
that
they
clean
the
neighborhood.
So
we
try
to
clean
up
something,
but
it's
something.
If
it's
not
broken,
if
you
don't
wear,
do
something,
why
bring
back
but
being
everybody
can
control,
they
have
it.
You
know,
and
we
work
with
the
community,
our
churches
even
work
with
the
Mission
House
and
that's
another
thing.
You
know
we'd
rather
get
ordinance.
S
So
we
so
we
reaching
out
not
just
a
church.
We
reach
you're
not
only
down
to
the
beach,
that's
out
of
the
company
to
29
gene,
let
to
see
something
that
you've
taken
away
to
play
the
high
it
can
destroy
our
neighborhood
till
you
fight
club
people
want
to
come.
Oh
I,
worship,
my
fate.
Yes,
if
you
clean
the
neighborhood
up,
you
got
your
office
of
cat
ain't.
Come
patrol,
everything's,
not
perfect,
not
all
that
control,
but
the
sense
I
come
from
the
north
side
over
down
to
the
beach.
So
let's
be
good!
S
A
K
736

North
great

are
awesome
along
Rock,
Lake,
garden
center,
5/10,
cheddar
have
and
I
would
say,
I'd
be
up
in
opposition
if
this
is
after
10
o'clock,
I'm
new
to
understanding
the
particulars
of
this
does
a
business
owner
literally
to
noise
down
I
agree
with
some
of
the
community.
That's
in
opposition,
in
that
we
do
need
to
do
something
to
clean
it
up,
but
also
hearing
10
o'clock,
5
million
dollars.
I
can
first-hand
attest
to
the
transient
population
between
the
Mission,
House
and
public.
Something
needs
to
be
done.
K
K
If
we're
going
to
take
this
to
a
nightclub
to
two
o'clock,
because
I
understand
the
community
aspect
of
it,
but
I
also
think
how
how
else
are
we
going
to
improve
this
I've
had
the
opportunity
to
do
business
with
some
of
the
people
that
have
brought
forward
before
vote
for
this
and
are
going
to
start
that
and
I
just
think.
This
is
silly.
Both
sides,
the
community.
It
could
be
a
win-win,
so
within
reason
it
should
be
about
if
we
look
at
it
as
a
nightclub
till
2:00
in
the
morning.
K
S
Austin
address
1,
1963,
South,
Jacksonville,
Beach
well,
and
we're
looking
to
intrude
an
area
we
wanted
to
do
yet,
but
with
our
ministry
being
so
close
to
the
area
that
they're
going
through,
bring
it
in
little
bit,
not
help
us
in
remember
the
area,
and
our
applause
to
this
is
the
church
being
so
close
to
the
area.
I
think
it's
a
500
feet,
bank,
where
it
has
to
be,
and-
and
we
have
been
here
since
1980
and.
S
We
have
got
much
much
better
to
do
something.
There
was
a
time
when
people
couldn't
walk
their
dogs.
You
know,
if
you
see
people
walking
their
dogs,
not
a
area
is
integrated.
We
have
people,
leave
it
around
the
church
like
quite
living
together,
and
it
includes
so
much
but
it
alcohol
to
suck
notes
to
the
ministry.
It
will
defeat
the
things
that
we've
already
done
already
trying
to
do.
Well,
the
father
beats
being
approved.
S
A
And
this
pain
before
requesting
a
motion
on
the
ordinance
began
with
myself.
Each
members
of
the
members
of
the
council's
requested
indicate
for
the
record
both
the
names
of
the
person
and
the
substance
of
any
ex
parte
communications
regarding
the
application.
The
next
parte
communication,
our
first
ending
meeting
or
discussion
with
a
person
or
citizen
who
may
have
an
interest
in
the
decision
which
occurred
outside
of
the
public
hearing
process
for
myself.
I
did
get
another
email
from
the
tie
and
I
did
read
it.
I
was
pretty
short
and
they
just
said.
A
And
I
also
spoke
with
st.
Thomas
sand
as,
if
retired,
these
NZ
electrician
Foreman,
who
is
kind
of
it
to
the
area,
and
he
called
them,
asked
some
questions
about
the
ordinance
Horton.
So
I
spent
some
time
this
thing
and
also
walked
an
area
of
the
chief
to
Hamilton
act
report
staff
that
just
in
case
I,
walked
the
area
chief
dude
after

did
respond
to
just

I
didn't
have
any
questions
and
I
would
see
him
tonight
and
then
I.
Also
after
the
last
meeting,
I
asked
the
question
about
the
church
and
whether
the
church
was
still
in
operation
and
I
did
receive
a

from
a

who
said
that
the

was
still
in

So

To
adopt

the

to
the

microbrewery

to
the
list
of

The

got.
A
A
motion
a
second
and
before
up
in
florida,
discussion
or
questions
by
the
council,
please
be
reminded
that
our
decision
based
on
criteria
set
forth
in
development,
stack
support,
recommendation
of
the
Planning
Commission
and
public
input
for
all
hearings
at
all.
The
Rings
now
I'm,
going
to
open
the
floor
and
I'm
also
going
to
take
the
privilege
to
speak
first
as
I
see
all
the
lights
going
off
at
the
vote
over
the
last
its
first
reading.
A
I
would,
if
I
may
need
anybody
and
opposing
mysteries
out
to
contact
us
the
next
morning
on
now
chief
Dooley
and
when,
after
the
property
success
fee
shatter
and
walked
around
the
property.
The
property
is
everybody.
Here
knows
a
couple
of
blocks
from
the
mission
house
and
just
about
one
block
exactly
from
public
housing.
A
I
then
reached
out
to
Sam
Thomas
told
him
what
was
coming
up
because
I
think
it's
important
for
both
sides
of
the
story
to
come
forward
and
Sam
and
I
talked
a
little
bit
about
the
ordinance,
what
it
meant
to
the
community
and
his
concerns.
I
can't
speak
for
Sam.
That
I
would
speak
for
myself
in
1976.
I
was
a
junior
at
Fletcher
high
school
I
worked
at
Burger
King
number
p700,
Beach
Boulevard,
which
has
been
the
closed
sign.
A
It
was
pretty
bad
whatever
about
the
shedder
Avenue
was
behind
us.
It
was
dangerous.
We
had
some
employees
katella
by
knifepoint,
my
back
and
at
some
point
we
had
to
hire
security
so
that
we
could
walk
in
and
out
of
the
stores
for
a
while.
There
was
a
club
back
then
called
I
think
it
was
600
club
there's
a
long
time
ago,
but
that
was
kind
of
the
nucleus
of
the
problems
that
we
had
and
that
area
that
that
blue
peach
and
I
mean
this
with
all
respect.
A
A
If
your
magazine
were
to
move
out
there,
ty
I'm,
throwing
in
support
of
you
guys
coming
up,
throwing
the
support
of
a
microbrewery.
My
problem
is
the
private
or
the
tapper
in
the
tasting
room.
What
I'm
gonna
address
this
to
the
cities
are
can
see
if
this
is
even
an
action,
but
for
me,
if
we
were
to
take
that
tasting
room
out
and
maybe
do
a
continuance
to
reread
the
second
reading
on
whatever
we
need
to
do,
I
can
support
this
I'm
so
nervous
when
you've
lived
through.
A
Is
anybody
here
from
ask
me
to
1976
duty
litter,
see
we've
lost
all
the
history?
There's
a
didn't
eventually,
you
know
there's
a
philosopher's
way
back
in
the
eighteen.
Hundreds
of
thinking,
maybe
a
statement
if
you
don't
learn
from
history,
are
doomed
to
repeat
it
and
I'm
concerned
terribly
that
this
is
the
first
step
in
the
wrong
direction.
So
unless
we
can
get
the
continuance,
unless
we
can
make
some
kind
of
a
modification
so
like
when
you
say
also
I'm,
there's
no
doubt
in
my
mind,
Boyd
magazine
is
going
to
be
successful.
A
If
you
get
successful
on
one
move
to
LA
or
Beverly
Hills
or
New
York,
and
you
take
that
business
away
from
that
area.
We're
gonna
have
to
put
it
up
today,
so
the
600
club
can
come
back.
That's
not
concerned
we're
making
a
long-term
decision
here
and
also
for
those
of
us
that
lived
here
back
then
it's
a
scary
time
and
the
thought
we
had
taken
one
step
back
in
that
direction.
A
It
frightens
me
so
I'm
going
to
not
support
this
unless
we
can
come
some
kind
of
an
agreement
on
the
language
that
would
prohibit
bar
from
coming
into
the
area
after
the
temper
murder
after
we
remove
that
and
also
there's
no
premises
for
consumption
on
the
premises.
Thank
you
and
miss
golden
I.
Think
you're.
Next.
F
My
concern
is
the
bar
lounge
nightclub
addition
to
the
land
development
I
understand
it
is
conditional
use,
and
it
can.
You
know
it
can't
be
denied
by
the
Planning
Commission
but
I'm
concerned
that
we're
opening
a
door
that
we
shouldn't
be
opening
and
if
you
know,
if
we
want
to
modify
the
land
development
code
to
be
a
little
more
specific
and
not
the
including
our
my
club
lounge,
you
know
then
I
could
support
that.
F
F
Q
I
mean
I
get
what
you're
saying
that
school
began,
so
they're
saying
I
have
redness
Telos,
you
penalize
the
applicant
for
shortcomings
in
our
development.
So
old,
it's
not
a
nightclub.
It's
not
a
bar,
so
alarms,
they're
not
permitted
to
sell
Art
Deco
their
license
would
prevent
that.
So
we're
not
talking
about
like
this
style
should
go,
and
we
need
to
look
at
it
for
one
additional
space
body,
the
tasting
room,
there's
a
small
area
Blake
a
comic
swirly
building
that
is
3,000
more
square
feet.
Q
So
this
it's
not
going
to
the
primary
source
of
income.
So
I
concur
that
yeah
I
mean
I,
don't
even
have
to
go
back
to
say,
I'll,
be
seven.
When
I
first
came
here,
it
was
still
there
was
still
a
nice
and
black
crack
causes
a
lot
of
Wrangler.
It
has
gone
a
long
way,
but
we
woke
them
up
considers
wells.
These
people
are
actually
Rasmus
too
and
they're
putting
their
like
their
name
and
their
livelihood
on
the
line
to
try
and
open
a
business
here
stay
in
our
community.
So
you
know.
Q
Of
the
soul,
mate
I'm
not
comfortable
doing
our
laundry
at
a
bar,
whatever
nightclub,
but
we're
not
talking
about.
Doesn't
here
we're
talking
about
people
but
then
in
my
Cabrera.
So
if
we
want
to,
if
you
want
look
at
it,
if
you
want
to
look
a
little
yeah,
Allen,
Poe
I
think
we
should
and
I
think
that's
a
good
idea,
but
in
this
instance
I
don't
think
it's
relevant
to
this
application.
Q
G
G
Mr.
month,
thank
you,
the
I,
measured.
The
square
footage
is
what
we're
not
we're,
not
going
on
voice
business
operating
and
promoted
I'm,
not
changing
the
land
development
code,
so
we
can
have
a
600
club
2.0
and
it
would
be
able
to
operate
in
that
zone
which
is
supposed
to
be
the
buffer
zone
between
the
bars
and
the
residential
neighborhoods
I
completed
the
square
footage.
The
total
area
is
570
thousand
five
hundred
forty
six.
G
That
means
and
you're
looking
at
how
far
bars
have
to
be
apart
from
each
other,
then
there
would
be
room
for
a
bar
to
open
up
on
the
far
end
of
this
zoning
district
and
I
know.
In
the
last
meeting
we
said,
though,
it's
pretty
much
blocked
out.
It
was
to
be
the
only
alcohol
establishment
in
the
area,
but
it's
not
and
when.
G
G
It
changes
depending
on
who's
on
the
Planning
Commission,
but
it
just
tends
not
to
place
a
lot
of
conditions
even
on
conditional
use
applications
because
then
you're
interfering
with
the
business
and
I
understand
that
our
member,
it's
a
conditional
use
application,
so
people
can
have
conditions.
I
would
say,
I
think
this
business
idea,
it's
great,
it's
bad
as
it's
going
to
succeed,
but
as
we're
like
them
said
that
you
know
you
think
you
succeed
now
and
like
La
Scala
and
you.
G
We
can
have
another
one
open
up
on
the
east
side
of
that
zoning
district,
so
I'm,
looking
at
the
larger
concerns
which
is
changing
the
zoning
and
you
have
questions
as
attorney
I-
know
that
if
we
want
to
upgrade
the
definition
of
microbrewery
to
microbrewery
and
tasting
rooms
that
has
no
from
the
Planning
Commission
still
process
wise
at
a
couple
questions
one
can
we
just
start
initiating
that
here
or
does
that
go
back
to
the
Planning
Commission?
Don't
you're
doing
the
juvett
easier?
J
First
of
all,
let
me
address
I
think
there
might
be
some
confusion
over
what's
on
the
table
here
today.
What's
on
the
table
is
not
the
proposal
by
mr.
Wallace
for
what
he
ultimately
wants
to
do
with
his
business?
We're
not
even
there.
Yet.
You
correctly
pointed
out
there
Porter's
on
the
table
is
the
place
I
ledges
Act,
to
expand
uses
within
the
CES
district,
which
would
be
to
allow
nightclubs,
bars,
etc.
J
Not
to
just
allow
our
tasty
bread,
we're
not
even
there
yet
so
you're
correct
that
the
book
today
would
be
to
expand
alcohol
uses
into
a
district
where
they
were
not
previously
allowed.
The
same
would
be
true
for
Micro.
Three
does
to
the
proposal
on
the
table
today
is
to
allow
those
to
buy
conditional
use,
and
you
pointed
out
correctly
that
conditional
users
go
before
the
Planning
Commission
and
the
Planning
Commission
has
to
follow.
Q
D
S
J
J
The
conditional
uses
would
be
microbrewery
and
bar/lounge
nightclub
tailoring
or
other
it's
making
establishments.
This
is
not
about
that
saccharine
at
all.
Once
we
go
through
this,
let's
say
to
evoke
this
up,
then
this
other
forward
and
apply
for
nightclubs.
Then
they
would
have
to
do
that
process.
So
your
second
question
had
to
do
with
yep.
He
wanted
to
make
a
change
to
the
text.
J
J
T
T
T
I'm
extremely
apprehensive
about
the
wording
in
this.
You
know
and
the
ordinance-
and
you
know
what
Faxon,
how
they
think
that
if
they
are
approved
at
this
point,
it's
not
transferable.
If
they
leave
I
mean
they
can't
sell
the
building,
I
mean
somebody
would
have
to
come
back
in
front
of
the
planning
can
maybe,
in
order
to
be
able
to
have
this
read
approved
all
right.
J
T
J
Would
be
correct,
you
would
still
have
other
applicants
who
could
apply
to
do
these
uses
in
this
sound
but
and
we're
getting
ahead
of
ourselves
by
going
to
the
next
step.
But
let's
assume
that
this
legislation
passes
and
then
this
applicant
goes
to
the
Planning
Commission,
because
only
the
Planning
Commission
decides
like
the
additional
uses
and
the
conditional
uses.
Let's
say
if
they
were
approved,
would
be
limited
to
this
applicant.
But.
T
J
Would
be
a
one
amendment
that
would
be
doable
tonight
so
that
would
allow
the
applicant
or
the
text
change
hurry
and
to
have
the
publishing
office
like
business
that
they
proposed
and
then
down
the
road.
If
this
council
likes
the
concepts
they
can
get
directions
of
staff
to
address
that
coming
up
with
the
definition
for
a
tasting
room
which
would
eat
what
the
applicant
is
telling
us
they're
interested
in
doing.
F
You
mayor
I
just
want
to
add
that
I
looked
at
the
cs1
district
and
you
know
it
is
possible
that
there
could
be
another
business
that
comes
in
and
requests
conditional
used
to
be
an
alcohol
establishment.
So
you
know
that
that
is
definitely
it's
we're
not
this.
My
feelings
are
no
reflection
on
the
proposal
that
is
trying
to
bring
to
that
location.
It's
strictly
about
the
text,
amendment
itself
and
the
door
that
we're
opening
to
allow
other
businesses
to
come
into
the
area
to
have
a
bar
or
a
language
or
a
nightclub
in
another
location.
F
Q
President
Magnus,
but
there
is
a
cap
to
the
number
of
bars
and
nightclubs
that
the
City
of
Jacksonville
Beach
calculate
it's
a
licensing
thing.
So
even
if-
and
this
is
the
thing
about
the
language,
even
if
we
were
to
vote
the
way
it
is
but
I
offered
the
language,
it
doesn't
mean
that
it's
straight
away
of
our
because
there
are
new
licenses
available
so
far,
we'll
have
to
close
where's
of
our
art.
Q
Q
D
Q
J
Q
Q
G
If
we
were
strike
bar
that
bug,
heaven
of
a
drinking
establishment
from
the
poet
who
lead
microbrewery
in
with
the
applicant
and
then
Planning
Commission
passed,
the
definition
of
micro,
brewery,
Jen
included,
tasting
room
with
the
applicant
would
old
grams
that
need
to
go
back
in
front
of
the
Planning
Commission.
Is
you
technically
the
FDA
approved
under
the
old
definition
of
the
library
which
is
just
a
brewery
brewing
without
their
tasting
room,
so
the
applicant
that
had
to
come
back
inside
the
Planning
Commission
wants
to
be
micro.
J
E
D
J
R
Did
step
out
through
the
chair
they
obtain
a
director.
It
depends
on
how
you
manage
to
the
Planning
Commission.
If
you
remain
an
active
plan,
official
is
a
recommended
amendment
that
it
would
still
be
the
applicants
original
appliqués,
this
thousand
dollar
filing
fee.
We
would
pay
for
the
advertisement.
The
Planning
Commission
will
consider
it.
And,
finally,
the
question
is
whether
or
not
it
would
come
back
for
two
readings
that
council
or
since
it
was
welcome
back
personal
reasons.
The
council,
you.
R
As
it
were,
when
that
would
be
a
pretty
good
occupation
and
I
really
think
it
would
necessarily
be
staff
initiated
anyway,
because
if
you
take
the
applicant
to
agree
with
it
and
it
furthers
their
plan,
I
think
it
would
actually
be
more
correct
to
have
the
applicant
supportive
of
okay
we're
agreeing
to
take
that
cover
than
the
application
of
the
parameters
their
size.
And
then
it
was
a
snap
will
pay
for
my
president
able
to
advertise
the
cause
so
you're,
suggesting
that.
R
Taste,
yeah,
tasting
rooms
happen
semantics
when
people
went
out
by
whatever
that
definition
is
limitation,
you
just
like
didn't
come
outside
seating
by
percentage
of
area
or
if
you
want
to
hold
it
to
800
feet
like
the
applicant
wants
that
use.
Some
standards
could
be
within
that
definition
of
bathrooms.
Yeah.
R
R
T
R
G
Process
or
engaging
you,
so
what
you're
suggesting
is
the
applicant
pull
this
application
or
you're,
suggesting
at
what
you
just
said
can
be
done
with
us,
removing
bar
nightclub
cavern
of
the
drinking
establishment
from
the
proposal.
That's
part
of
us
now
I'm
trying
to
figure
out
a
way
that
we
could
make
everybody
kind
of
happy,
but
it's
not
going
to
cost
a
thousand
dollars
for
another
out.
That.
R
Was
my
point
I
think
the
council
could
relate
to
the
motion
to
remand
it
back
to
the
Planning
Commission
ask
the
applicant.
If
there
are
medals
of
that,
if
they
are,
then
they
go
forth.
Just
like
I
said:
go
back,
you
did
an
amendment
to
the
definitional
microbrewery
to
include
with
or
without
taproom
kc
members.
Everyone
call
it
and
we
would
create
a
new
definition
for
tap
tasting
room
as.
R
Wording
for
those
definitions
and
the
plan,
commissioner,
makes
a
recommendation
on
it.
Then
it
could
come
back
the
council,
you
want
to
tweak
it
or
it
may
be
the
plan
for
each
week.
What
staff
comes
up
with
you'll
have
the
opportunity
to
massage
it,
but
I
think
everybody
would
be
able
to
want
it
now.
P
A
C
Mann
can't
we
do
that
after
the
fact
you
can
incentive
penalizing
this
particular
applicant.
I,
understand
and
I
acknowledge
a
potential
slippery
slope
argument
I
understand
that,
but
we
know
and
I
think
a
lot
of
us
feel
good
about
this
particular
applicant,
who
know
I
mean
I,
don't
want
to
penalize
this
applicant
for
the
fact
that
we
haven't
kept
up
with
our
land
development
hub
and
we've
got
multiple
breweries
and
tasting
rooms
in
our
community
and
I.
C
R
D
R
Had
as
a
conditional
use,
the
first
opportunity
for
initial
use
would
be
by
the
applicant.
The
Planning
Commission
could
narrow
it
down
that
limited
to
that
may
be
the
basis
for
whatever
the
definition
of
Thackeray
becomes.
So
otherwise,
if
you
don't
put
those
conditions
on
baby
be
grandfathered
in,
they
still
have
to
be
permission.
Abuse
approval,
whatever
they
were
approved
for,
would
not
be
automatically
transferable,
but
as
long
as
you
came
back
really
quickly
with
that
process,
we
were
going
through
there.
So.
C
R
Would
make
it
very
clear
of
what
the
discussion
was
a
council
and
why
they
were
going
to
actually
play
a
commission?
That
would
be
your
suggestion
of
certain
conditions
of
approval.
It's
just
saying,
I
haven't
taken
right
now,
that's
probably
the
start
framing.
What
we
would
want
the
definition
of
exactly
would
be
from
a
staff
perspective
just
to
get
it
back
before
first
to
play
in
Jerusalem.
Is
it
capsule.
I
A
amendment
motion
to
strike
through
number
seven
in
our
proposal,
with
the
understanding
that
we
will
give
direction
to
the
Planning
Commission,
for
the
definition
might
be
really
to
include
a
potential
of
them
to
have
a
taproom,
and
we
can
then
work
towards
that.
We
look
for
the
taproot
/jc
theory
for.
L
A
Let
me
ask
you
a
question,
since
you
brought
that
up,
if
you
were,
could
you
move
forward
without
you
know
you
claim
your
attacker,
but
it
could
potentially
be
a
nursery
or
something
like
that
outline
give
that
key.
In
other
words,
it's
just
the
tackler
worthy
issue,
which
is
still
want
to
continue
to
move
forward.
Or
do
you
need
that
tavern.
P
P
P
D
D
I
I
can
just
say
the
motion
is
to
strike
through
number
seven
on
the
conditional
use
which
says
bar
allows
length,
other
treatments,
with
the
understanding
that
we
would
recommend
to
a
Planning
Commission
to
provide
an
updated.
My
group,
with
updated
definition
of
microbrewery
to
include,
with
or
without
the
use
of
a
TC.
E
A
G
Of
this
update
that
microbrewery
definition
you
to
Katherine
so
I'm
not
seeing
like
it,
would
necessarily
get
you
guys
moving
forward
it
just
it
just
might
be
like
another
belong
to
30
days
all
that
stuff.
But
this
is
the
cleanest
way
for
us
to
go
forward
to
protect
your
neighborhoods
as
well
as
what
your
business
model
is.
Thank
you
any
other
congressmen.
