Description
Regular City Council Meeting
B
A
A
D
E
E
Residential
family
neighborhoods,
it
is
somewhat
personal,
would
be
in
that
be
home
in
question
is
directly
across
the
street.
From
my
home
we
live
in
a
young
community
near
sunshine,
Park,
lots
of
kids,
lots
of
care,
this
Lots
the
animals
off
to
young
families,
and
this
particular
residents
is
being
marketed
on
the
various
different
rental
homes
by
owner
vacation
homes
by
rental
and
home
away.
You
name
it.
They
got
it.
They
are
advertising
for
up
to
eight
people
in
that
single-family
residence,
maybe
2,500
square
feet
tops.
E
E
It
has
come
to
my
attention
that
the
LLC
that
owns
the
this
particular
property
has
now
bought
the
adjacent
property
2509
st.
John's
Boulevard
and
is
attempting
to
renovate
with
the
same
forward
progress,
let's
granted
the
variance
not
long
ago,
to
put
in
a
deck
pool
that
was
ever
actually
okay
a
week
or
so
ago.
At
the
Planning
Council
meeting
I
have
a
call
recently
and
then
asked
if
I
would
be
interested
in
selling
my
home,
as
several
of
my
neighbors
have
as
well.
A
A
A
I
just
want
to
make
you
aware,
mr.
in
anybody
else's
from
the
home
court,
Osceola
area
that
and
we're
taking
this
very
seriously
we're
working
as
best
we
can.
As
you
know,
we've
worked
the
few
legislators
and
we're
working
on
anything
that
we
did
before
2011
were
able
to
continues
with,
and
that's
what
we're
doing
the
house
taking
pieces
of
that
potential.
G
H
H
F
Question
that
you,
that
kind
of
crosses
several
different
codes,
because
once
we're
about
occupancy
versus
the
building
code
from
the
zoning
perspective,
not
necessarily,
except
for
the
fact
that
we
define
what
a
family
unit
is
for
a
single-family
dwelling
and
it's
no
more
than
for
unlocking
for
non
related
residents.
That
being
said,
that's
why
our
city
attorney
legal
staff
is
working
on
that,
because
people
have
been
unsuccessful
in
making
that
argument
going
forward.
So
that's
part
of
why
this
has
taken
a
lot
of
time.
It
crosses
a
lot
of
fronts.
H
A
A
I've
agreed
to
set
up
a
similar
type
of
thing
on
the
East
Coast,
using
our
colleagues
on
the
East
Coast.
It's
the
barrier
islands
in
Orlando
this
problem,
that's
why
the
Legislature's
not
being
a
little
responsive,
because
the
majority
of
the
160
legislators
don't
have
constituents
that
care
about
it,
so
we
care
and
in
Lugar
of
us
we
came
to
get
a
result
as
quickly
as
possible.
Okay,
thank
you.
This
move,
okay,
great
Kenny,
Greg's!
You
come
forward
Lee.
What's
your
name
and
address
you
like
three
minute,
sir.
I
I
1061
Osceola
lab
Thank,
You,
Jacksonville,
Beach,
Florida,
I'm,
really
gonna
kind
of
pair.
The
list
was
saying:
my
wife
has
been
involved
and
she's
she's
not
able
to
attend
today.
I
think
you
know,
besides
the
number
of
people
that
are
being
and
it's
advertising
it
as
hey
the
sweeps,
15
people
and
it's
a
real
party
house
and
things
like
this.
It's
I
think
where
the
rubber
really
comes
against
us
and
the
fact
that
he's
finding
a
house
behind
them
kind
of
monopolizing
that
whole
corner
between
st.
John's
and
Osceola,
st.
I
I
Other
concern
we
have
is
is
this:
LLC
is
basically
being
charged
residential
rates,
for
you
know
all
his
resources,
including
water,
electric
garbage,
sewage,
etc,
and
you
know
it's
something
that
may
need
to
be
brought
up
in
the
future,
and
we
just
we
just
have
a
concern
about
it.
This
pretty
much
hit
the
whole
ball.
I
G
G
Marshland
equilibar
Jacksonville
Beach
I
am
here
to
talk
about
something,
absolutely
fabulous
and
wonderful.
It
is
just
my
heart,
my
soul,
when
I
got
down
here
from
New
England
to
know
that
something
was
alive
and
well
and
I
never
do
it
before
it
was
still
in
Massachusetts
that
perhaps
I
should
not
have
come
down.
I,
don't
know,
but
I
am
enjoying
my
time
here.
The
thing
I
want
to
talk
about
is
the
game
of
croquet.
G
Have
any
of
you
ever
played
croquet.
Please
raise
your
hand
if
you
have
please.
Oh
thank
you.
Thank
you
thank
you
and
you
haven't,
but
you
will
look,
and
this
is
the
game
I
played
in
the
50s
and
the
60s
and
I
thought
the
game
went
away.
I
didn't
know
it
came
back
in
the
70s
and
continued
on
as
a
professional
game
and
I
get
down
here
and
I've
had
ups
and
downs,
but
I'm
not
going
into
that.
G
What
my
thing
is:
I
want
to
see
a
public
venue
for
the
game
and
when
I
ride
around
and
I
see
Jacksonville
Beach
public
golf
course.
Thank
you,
my
goodness.
What
a
place,
what
croquette
the
two
go
together
and
they
came
to
myself
I've
got
to
find
people
to
speak
to
about
this.
So
I
have
heard
that
you
are
renovating
your
golf
course
and
the
intent
perhaps
might
be
to
bring
in
other
sports.
I
am
asking
you
to
really
think
this
through
that
the
game
is
very
much
right.
G
Now
that
I
see
higher
echelon
very
pale.
If
you
will
I
want
to
see
this
game,
be
black
people
I
want
to
see
it
to
be
Native.
Americans
I
wanted
to
see
Asians
I
wanted
to
see
lower
class
middle
class
society.
It
is
not
that
way.
I'll
tell
you
that,
and
I
have
been
in
a
gang
here
and
I've
done
tournaments
and
it's
prohibitive
the
cost
of
the
fees
to
belong
to
a
private
club,
Yacht
Club,
Country
Club,
whatever
it
might
be
a
public
venue
38
by
25,
where
yards,
that's
all
I'm.
G
Looking
for
guys,
okay,
that's
it
it's
six
wickets,
it's
not
nine
anymore.
We
need
the
wickets
yes
and
we
need
the
Dalits
and
we
need
to
solve
the
goals
and
we
need
the
straight
balls
so
that
we
can
play
two
games
at
once
and
then
they
have
it.
Next
to
the
country.
Club
I
haven't
been
there
yet
in
much
way.
It's
great,
then
everybody
can
go
in
for
a
croquette
and
it's
a
win-win
situation.
You
have
a
little
of
time
after
you
play
two
games,
the
whatever
I
hope
that
you
will
think
about
this.
G
L
I've
had
one
sole
purpose
and
it's
been
about
the
downtown
and
so
I
send
you
a
presentation
on
crime
and
that
chance
to
look
at
it.
Whether
you
can
I
was
hoping
you
could
open
it
up,
but
clearly
our
downtown
is
in
a
state
of
disrepair
and
we've
got
a
long
way
to
go.
We
can
be
better
than
what
was
shown
in
that
picture
or
in
those
pictures
and
I
know
what
we've
got
planned
in
2019
I've
read
the
budget,
but
we're
still
going
too
far
short
of
the
2007
vision
plan.
L
That's
not
going
to
get
where
we
need
to
be
so
effective
immediately.
I
haven't
decided
that
I
will
be
organizing
it
spirit,
ending
the
grassroots
coalition,
the
Jax
beach
citizen
it'll
be
called
Jacksonville,
Beach,
downtown
vision,
Coalition,
it's
got
a
Facebook
page
right
now
and
it
will
consist
of
both
passive
and
active
Jack
Jack
Beach
residents.
You
support
the
2007
vision
plan.
I
know,
I
am
NOT
alone,
so
I
just
need
to
gather
like-minded
people
together
to
support
that
vision
plan.
L
There
are
many
in
our
community
that
don't
even
know
that
exist,
so
they
will
help
us
in
spreading
the
word
vision
planning
the
system
that
you
think
it's
execution.
I've
got
a
summary
here
of
what
the
Coalition
is.
All
it's
rather
wordy,
so
I'm
certainly
not
expecting
any
response
right
now,
but
I
hope
you
look
it
over
and,
as
I
say,
I
put
together
a
face
book
plan.
L
J
B
L
Page
and
if
you
have
any
questions,
I,
just
ask
that
you
give
me
a
call
if
you're
asking
what
my
motivation
is
for
this.
It's
really
nothing
more
than
I
believe
in
the
democratic
process,
I
believe
the
citizens
get
involved
and
that
the
only
way
that
we're
going
to
get
the
downtown
to
be
what
we
wanted
to
be
as
a
to
get
involved,
so
I
took
to
help
in
assisting
that
so
anyway,
I
just
wanted
to.
Let
you
know.
Thank
you.
A
In
that
direction,
there's
also
a
console
in
the
city
Turner
that
provides
for
the
mayor
to
go,
elect
a
special
committee
to
do
some
investigation
and
I'm
looking
into
doing
that
as
well,
where
we'd
be
looking
at
businesses,
police
officers,
restaurants,
citizens
and
put
together
somebody
from
the
Community
Redevelopment
Agency-
maybe
some
council,
so
that
we're
thick
enough
good
all-around
game
taking
inputs
from
every
possible
resource.
So
I
appreciate
your
coalition
defense
dude
we're
going
to
do
the
same
thing
from
the
side
of
the
diocese.
M
I
agree
with
Ken:
the
downtown
has
gotten,
you
know,
out
of
control
and
very
connected
just
my
opinion,
but
as
soon
as
we
started
to
paid
parking
down
there
at
that
policy
thrown
in
the
lap
of
the
police
department,
and
they
did
the
presentation
about
hey
partner,
it
was
strictly
all
the
data
came
from
the
police
department.
Based
on
this
shutdown.
Crime
paid
parking
was
gonna
cut
down
on
crime.
M
Well,
I
think
we
had
to
tape
offices
now
down
there
that
and
then
every
year
we
had
to
do
more,
two
more
two
more
and
this
page
parking
was
supposed
to
cut
down
on
the
crime
downtown
and
then
it
in
the
local
newspaper
the
beaches
later.
Whatever
the
other
day,
I
said
that
is
the
2
o'clock
2
o'clock,
closing
time
as
far
as
a
problem,
because
it
pulls
in
all
the
police
from
the
surrounding
area
and
the
beach
to
go
downtown
to
sort
things
out.
M
M
So
it
seems
like
we
could
just
say
we're
gonna
roll
them
back
to
ten
o'clock.
You
know
give
you
a
restaurant
or
a
restaurant
like
you're
allowed
to
serve
alcohol
with
the
role
the
same
back
to
ten
o'clock,
and
you
know
they're
gonna
be
happy
for
midnight,
but
I
mean
we
just
don't
seem
to
have
the
atmosphere
downtown
that
everybody
after
your
talks
about
it
walks.
You
just
doesn't
come
about,
and
so
it's
like
time
to
try
something
new
and
different.
We
it's
it's
serving
alcohol
to
people
that.
M
Well,
if
I
go
get
my
hair
cut,
the
personally
customer
has
to
have
a
license
everywhere.
I
go
in
this
town.
Somebody
has
to
have
a
license
to
do
something
for
me,
but
I
go
downtown
and
get
it
laughter
that
I
want
to,
and
the
person
serving
media
is
you
know,
doesn't
have
to
follow,
doesn't
have
a
license
or
anything
like
that
and
I
love
it
in
our
area
to
say:
if
I
could
then
change
things
and
the
owners
of
our
bartenders
everybody
else's
document
like
the
driver's
license.
M
You
know
when
you
step
across
the
line.
You
know
you
get
a
little
citation
or
something
like
that,
but
it
is
now
I
guess
fired
from
one
of
the
bars
for
serving.
You
know.
Somebody
like
that
you
go
right
down
to
the
next
part,
whatever
so
nobody's
really
accountable
in
a
sense,
even
though
we
say
they're
accountable,
you
know
each
individual
bartender,
it's
educated
and
knew
their
license
was
on
the
line
for
their
livelihood.
You
know
things
might
change
a
little
bit
on
serving
people
that
are
two
hammers.
C
K
A
A
These
were
conducted,
we
put
together
a
spreadsheet
inspiration,
Atlas.
All
people
that
have
applied
for
these
positions
over
the
last
few
years
and
the
City
Clerk's
office
has
done
a
great
job
following
myself
together,
I
want
us
to
be
able
to
look
at
it,
have
an
open
discussion
before
the
nation,
so
I'm
asking.
A
Okay,
does
anybody
want
to
bring
up
anything
for
discussion
right
now?
The
we've
got
nominees
and
recommendations
that
came
out
of
package
for
a
Board
of
Adjustment,
and
also
for
the
Planning
Commission,
and
my
question
to
you
is
you
want
to
discuss
alternatives
that
are
available
before
evening
address
this
as
a
motion.
B
I
think
that
the
residency
requirement
is
something
that
we
should
really
take.
A
look
at
obviously
won't
happen
in
time
for
these
particular
decisions,
but
a
resident
to
requirement
in
two
years
to
join
one
of
our
board
seems
long
compared
to
the
residency
requirement
to
run
for
City
Council,
which
is
I,
think
so
I
think
that's
something
worth
considering,
especially
when
we
have
which,
which
we
do,
in
this
case,
a
very
qualified
candidate
that
I
can
put
go
to
well
on
either
one
of
these
sports.
B
A
C
We
know
what
who's
on
the
board
for
how
long
and
I
think
that
was
simplify
things
for
us
and
for
the
City
Clerk's
office,
because
you've
got
staggered
terms
that
are
into
here
and
there,
and
you
know,
keeping
tabs
on.
We
have
all
ended
at
the
same
time
like
August,
31st
or
the
starting
January,
or
with
even
with
our
council,
will
actually
write.
Maybe
something
to
look
at
I
think.
C
K
C
N
D
N
N
A
N
K
B
I
feel
like
we're
just
kind
of
trying
to
plug
people
into
open
spots
and
I'd
really
rather
have
a
more
extensive
list.
So
maybe
we
do
be
chips
leader
if
you're
watching
this
right
now,
maybe
an
article
in
the
paper
about
recruits
and
potential
new
board
members
and
and
people
can
drum
up
some
new
new
applications
or
maybe
refresh
them
to
the
prior
applications
that
have
expired.
Instead
of
trying
to
fill
these
positions,
I.
F
Understand
the
consternation,
film
and
planning
director,
some
of
these
positions
have
lapsed.
Now
that
I
have
a
problem
in
some
meetings,
filling
a
quorum
and
I
can't
do
that
with
all
respect
to
all
the
applicants.
Some
people
have
closings
that
are
depending
on
their
scheduled
application.
If
I
can't
feel
a
quorum
for
these
meetings,
it
becomes
very
problematic
and
I'm.
At
the
point
now,
and
without
even
naming
names,
I've
covered
gentlemen
who's
on
the
board
of
adjustment,
who
wants
to
be
reappointed?
F
His
term
expired
last
month
and
he
still
and
whether
whoever
his
replacement
has
not
been
appointed.
It
puts
that
board
in
my
department
in
a
very
awkward
position,
trying
to
keep
applications
going
forward
and
not
even
be
able
to
guarantee
if
it
goes
to
the
next
meeting,
I've
already
got
a
full
meeting.
It
starts
Thanks,
so
I'm
not
trying
to
tell
you
who
to
put
on
these
meetings,
but
we've
got
to
make
sure
we
keep
it
that
type
of
messes.
So.
F
A
F
F
Over
the
last
four
five
six
years,
the
alternates
and
wanted
to
embrace
it,
we've
always
admired
them.
I
never
require
an
alternate
to
be
at
a
meeting.
What
we
tell
them,
look
you
might
as
well
get
comfortable
with
it.
The
only
thing
you
can't
do
is
vote.
We
tell
them
if
you're
at
the
meeting,
we're
behind
the
dice
you're
welcome
to
engage
in
conversation.
You
have
to
stop
short
of
voting.
F
Most
people
embraced
that,
because
they
don't
want
to
be
able
to
spot
they're,
actually
probably
an
active
you
so
I,
just
I,
just
don't
want
it.
I,
wouldn't
stress
the
importance
of
having
an
alternative
as
this
bill
as
well.
So
your
recommendation
for
this
evening
is
that
we're
trying
to
handle
through
to
get
second
organizer
these
two.
Unless
you
come,
if,
unless.
F
Impasse-
and
you
really
don't
feel
you
have
active
Canada's.
Yes,
that's
always
because
you
could
talk
to
the
clerk,
it's
very
rare
that
we
have
a
dearth
of
applications
in
the
background.
Fortunately,
lately
we've
been
a
portfolio
or
are
they
alternate
positions
so
four
years
ago
we
weren't
even
able
to
do
that.
This
has
been.
A
All
I'm
saying
is
that
this
is
something
like
it's
important,
that
we
have
a
workshop
with
the
clerk
and
let's
sit
down
and
figure
out
because
we're
like
this,
this
seems
like
every
year
or
we're
not
really
sure
the
best
way
to
move
forward,
because
we
don't
have
all
the
data
we
need
and
we're
taking
what
recommendations
come
from
the
clerk's
office,
because
this
person
that
is
available
and
we
may
have
overlooked
two
or
three
that
were
applying
before
and
so
I.
Don't
know
what
do
you
do
yesterday?
D
J
F
Well
to
the
church,
it's
the
doing
the
respect
to
the
applicants.
It's
not
even
some
people
we're
the
board's.
We
work
one
to
serve
it,
they
can't
be
there.
They
can't
be
there
and
understand
how
people
travels.
We
can
have
health
issues,
but
that's
the
fact,
but
the
whole
thing
is:
if
the
applicants
count
on
these
things,
a
lot
of
repenting
or
death
real
estate,
closings,
whatnot
I
need
to
be
able
to
pay
their
money.
Hey,
you
need
to
be
heard
on
the
stake
and
then
they
find
out.
F
B
N
Thank
You
mr.
Thompson.
Thank
you
Mary
for
miss
Scott,
the
same
situation,
mr.
Kator.
He
indicates
on
his
application.
The
CRA
was
first
work
with
just
one
second
and
on
the
on
the
chart.
He's
got
to
rehearse
in
the
same
situation
arises
that
he
changed
his
mind
and
want
to
switch
and
have
Board
of
Adjustment
be
first
choice,
since
he
will
have
his
application.
N

Constantly
tomorrow
it
could
be
months
so
I'd
like
to
push
it
analyst
and
then,
but
also
be
prompted
by
the
reef
actionable
system,
and
they
don't
lie
to
me.
Christine
man
sued,
the
state
residency
requirement,
I
think
that's
that
would
actually
prefer
people
from
doing.
We
want
to
make
this
a
process.

Mr.
Vogel
said:
do
we
have
any
issues
with
this
one
as
far
as
a
quorum,
because
if
we
can
open
up
applicants,
I
would
move
the
table
a
second
alternate,
so
we
can
get
something
that
actually
has
it
as
their
first
choice
or
second
choice
will
be
my
take
less
bill
or
we
have
an
issues
with
the
Planning
Commission
of
getting
people
there.
We're
giving
you
Marco,
and
the
first
alternate
today.

Expanding
in
surgical
facilities,
which
is
requires
an
elevated
electric
service,
each
energy
is
recently
upgraded
to
transformers
at
the
hospital
from
1500
kDa
to
2500
de
da,
because
it
takes
1012
months
to
receive
these
transformers.
We
are
recommending
that
2,500
kVA
transformer
uses
spinner
to
have
on
hand
just
to
ensure
continuity
at
beaches.
Baptist,
we
solicited.
J
J
So,
to
ensure
a
successful
operation
after
we
open
we've
been
reviewing
our
business
model,
including
the
rate
structure.
We
found
that
we
currently
have
over
70
different
rates
out
there.
It's
the
structure,
that
is
its
commerce
and
it's
hard
for
us
to
manage,
and
we
are
recommending
on
a
streamline
those
rates
to
provide
better
operational
efficiency
and
to
make
this
more
competitive
in
the
local
market.
J
Some
of
the
notable
changes
to
the
rate
structure,
annual
membership
dues
are
going
to
175
for
non-residents
and
125
for
beaches,
energy
services,
residential
customers,
open
rates
increased
by
7%,
with
one
exception,
the
weekend
riding
range
increased
by
fifty
percent
or
five
dollars
and
sixty
two
cents.
The
dead
break
still
remains
the
lower
our
closest
competitors.
J
We
will
allow
weekend
walking
only
afternoon
and
the
rate
for
walking
is
going
to
be
the
same.
They're
surviving
rank
on
weekends,
driving,
wind
fees
are
going
on,
$3.74
have
I've
been
to
five
dollars
and
61
cents
that
six
dollars
with
tax
and
again
that's
competitive
with
the
local
area
of
courses,
city
employees,
who
need
certain
criteria
and
they
play
with
a
membership
rate
afternoon
rates.
J
Those
who
formerly
are
Twilight
rates,
they
begin
at
one
o'clock
during
daylight
savings
time
and
twelve
moon
during
these
two
stand
their
time
and
we
had
a
three
twilight
rate
at
four
o'clock
during
daylight
savings
time
and
realized
during
this
room
standard
time
that's
to
attract
to
play
at
before
five.
This
is
a
comparison
of
our
revised
rates
with
some
of
the
local
area,
golf
courses
that
we
considered
our
closest
competitors.

For
that
position.
The
golf
professional
position,
the
plan
in
this
resolution.
We
will
still
have
thought
professionals,
that's
all
for
students
that
will
continue
to
get
lessons
in
Jacksonville,
Beach
bases.
J
In
addition
to
the
new
position,
we
intend
to
employ
two
full-time
and
two
part-time
law
shop
attendants.
We
have
in
the
past,
employed
up
to
nine
part-time
employees,
so
we
intend
to
give
them
the
coffee
shop
employees
for
hours
and
have
fewer
employees
to
provide
better
continuity
of
service
and
their
internal
control,
because
this
is
a
reorganization,
no
budget
adjustment
will
be
necessary.

doesn't
allow
for
that.
As
you
said,
that's
something
that
we
would
have
to
bring
to

you
all
or
additional
pegs

position
outside
that
would
