14th

scheduled

Thursday,
the
25th

April

Presbyterian
Church
in
Atlantic
Beach
I
encourage
anyone
who
is
planning
to
the
the
at-large
candidates
do
represent
mice
here
at
the
beach
too,
because
they
are
at
large.

we
need

care

ones
that
are
being
elected
in
Jacksonville
and

question

very
important
and
what
goes
along
with
that
and
which
has
something
to
indicate
mentioned
in

briefing

quite
frankly,
for
the
six-year
but
past
six
years
is
the
Latham
Park

as
you
move
forward
in
the
next
couple
of
meetings
about
some
of
the
things
that
have
been
done
in
the
2007
action
plan,
those
are
two
very
large
projects
that
help
decide
what
kind
of
retail
space
you
can
use.

beach
I
understand.
The
task
in
front
of
you
is
a
difficult
one.
As
a
citizen
of
this
Beach
for
50
years,
I
believe
we
need
to
take
a
giant
leap.
That
leap
is
to
merge
our
Fire
Department
with
the
City
of
Jacksonville
Fire
Department.
It
is
truly
what's
best
for
our
citizens.

There
has
not
been
any
major
complaints
with
the
fire
service
provided
by
the
city
by
Jacob
Hardy
to
Atlantic
Beach,
where
Neptune
Beach
is,
since
the
merger
I
approve,
as
proven
in
your
workshop
last
week
and
contrary
to
comments
made
in
the
beaches
leader.
In
fact,
the
Atlantic
Beach
to
Neptune
Beach
police
chiefs
are
both
pleased
with
the
service
provider.

Seeing
this
larger
firsthand
I
believe
is
a
huge
success
for
everyone,
if
you,
if
you
want
to
keep
our
fire
department,
funded
the
process
of
finding
the
new
chief,
whose
retirement
provide
a
second
set
of
bunker
gear
for
all
fire
personnel
and
bunker
gear.
Washington
removal
carcinogens,
which
is
a
major
cause
of
cancer
among
firefighters,
provide
more
training
for
firefighters,
actually
using
the
training
academy
that
is
in
place
now
and
not
being
utilized
increase.

The
manpower
for
the
safety
of
all
fire
personnel
NFPA
recommends
three
plan:
engine
companies
or
man
ladder
companies
Jacksonville
is
compliant
with
these
recommendations,
provide
competitive
salaries
to
decrease
triangles
fund
a
life
scan
type
physical
for
health
and
fitness
for
fire
personnel.
The
threat
of
medical
issues
within
the
fire
department
continues
to
grow.

If
nothing
else,
this
possible
fire
merger
has
exposed
to
dangers
of
understaffing
and
efficiencies
within
the
Chesil
Beach
Fire
Department.
In
fact,
at
the
present
time,
half
the
personnel
on
the
calls
in
Jax
beach
are
jRD
key
personnel
already
we
have
been
lucky,
but
eventually
our
luck
will
run
out
what
we
could
get
with
this
fire
merger
cost
savings
to
the
city
of
upwards
of
fifteen
million
dollars
over
ten
years
or
six
million
over
the
same
amount
of
time
by
adding
a
third
engine.

Almost
doubling
our
manpower,
a
community
replaced
the
fire
department
which
shows
the
personnel
for
smooth
transition.
Some
of
them
reside
in
Jax
beach
and
have
a
vested
interest
in
this
great
city.
They
may
even
be
your
next-door
neighbor
I
have
to
move
on
quickly
because
I'm
not
able
to
get
everything
in
time.
I
appreciate
you
listening

I
understand
that
there
may
be
some
pickups
that
come
along
with
this
merger,
but
once
the
dust
settles
I
believe
you
would
be
proud
to
have
jRD
as
your
fire
department.

Several
great
points
to
make
the
Jacksonville
Beach
Fire
Department
uses
our
16-story
building
to
Train
repelling
down
the
sides
that
are
running
the
stairs
and
their
full
equipment.
The
residents
are
comforted
by
their
presence
and
the
knowledge
that
they
know
our
billing
very
well
I
believe
the
leadership
of
the
Jacksonville
Beach
Fire
Department
trains,
their
members
in
every
aspect
of
the
job,
not
just
the
technical
aspects.
I
can
say
with
certainty
that
there
are.
I
There
is
a
different
level
of
care
taken
by
the
Jacksonville
Beach
Fire
Department,
when
they're
sent
to
pablote
hours
prior
to
the
Jacksonville
rescue
of
arriving.
Both
teams
always
get
their
job
done,
but
brusque,
uncaring
and
disrespectful
are
words
that
have
been
used
by
residents
to
describe
the
attitude
of
Jacksonville
rescue
members
I'm
sure
some
of
those
interactions
are
simply
rushed,
but
we
cannot
deny
the
feelings
of
our
residents
in
these
interactions.
I
The
relationship
between
the
city
of
Jack's
Beach
and
the
Jacksonville
Beach
Fire
Department
is
essential
to
this
community
merging
our
fire
department
with
the
Jacksonville
Fire
Department.
It's
a
small
fish
in
a
big
pond
I
believe
our
interests
will
never
be
considered
as
vital
to
decisions
that
will
be
made
and
that
will
affect
us.

city
manager
calls

CFO

Jacksonville

gives

chief

handle

promising
appeal

disagree

proposal

disband
a
part

contract
with
the
City
of
Jacksonville.
If
it's
approved,
I'd
like
to
share
a
few
so-called
benefits,
Jackson
then
will
give
the
residents
and
businesses
of
Jacksonville
Beach
quoting
from
the
document
itself.
It
is
the
intent
of
this
agreement
to
provide
an
effective,
efficient
means
of
delivering
advanced
life,
support
and
fire
services
to
residents
and
businesses
in
Jacksonville
Beach.
O
We
are
now
and
have
consistently
provided
effective,
inefficient.
You
advance
life
support
and
fire
services
to
this
community.
The
document
states,
residents
and
businesses
located
in
Jekyll
Beach
can
benefit
from
the
advanced
life
support
of
fire
services
offered
by
Jacksonville.
Currently
there
are
21
members
of
our
agency
who
are
trained
in
advanced
life,
support
and
the
rest
of
them
all
have
certification.
In
EMT,
this
agreement
will
reduce
on
duty
personnel.
The
agreement
says
they're
going
to
drop
from
8
to
7
personnel
per
shift
and
dropped
from
three
to
two
vehicles
that
doesn't
sound
like
they're.

However,
this
difference
is
not
defined,
so
it
means
whatever
City
of
Jacksonville
wants
it
to
mean
and
there's
no
remedy,
if
you
don't
agree
with
the
level
of
service
of
the
knocking
out
of
the
agreement,
which
would
require
multi-million
dollar
expenditure
to
reconstitute
the
department
with
any
reasonable
person
sign
a
legal
agreement
that
offers
no
protection
in
the
event
of
substandard
service.
The
agreements
a
Jacksonville,
can
benefit
from
having
two
stations
in
Jacksonville
Beach,
which
would
enhance
first
response
and
provide
backup
capabilities
to
its
other
nearby
fire
operations.

The
phrase
means
they
can
and
will
pull
their
personnel
and
equipment
from
our
city
to
respond
to
a
call
somewhere
in
Jacksonville,
leaving
us
without
coverage
until
they
return.
Finally,
what
problem
will
you
solve
by
voting
to
disband
the
fire
department
and
enter
into
an
agreement
with
the
city
of
Jackson
be
able
to
provide
fewer
services?
Then
we
now
offer
so

Ask
you
to
consider
an
alternative
if
this
is
possible,
that's
not
up
there
table

agreement
that

heavily
weighted
to
the
benefit
of
the
City
of
Jacksonville.

is
about

service

people

if
we
contract
out

concern

construction
and
inspections,

we
inspection

some
buildings
that
have
you

fire
sprinkler
systems
without
ongoing
inspection
process.
Other
items
that
have
been
voiced
have
been
about
big
of
child
safety
seats.

inspections,
those
type
of
things
that
we
haven't
been
guarantee
that
will
be
provided
if
we
contract
our
service
and
then
I
guess
the
biggie
to
me
is
that
what
happens
to
20
years?

we're
not
happy
with
a
service?

they

billion
dollars
savings
over
ten
year
period
if
we
contract
out

City

Jacksonville,

equates
to
about

million

conservative.

I
could
save
the
city
money.

voting
for
it
in
those
cases,
but
they're
looking
at
this,
the

we
in
this
case

level
of
service

our
current
level,

not
sure
that
we
might
not
be
justified.

and
knowing

first

directed
by
the
City
of
Jacksonville
are
responsible
to
the
City
of
Jacksonville
Beach.

contentious
times

city
at
times
and
our
Jackson
Beach
City
Council
members

seem

work
to
meet
the
needs
of
the
citizens
who
live
in
Jacksonville
Beach,

if
it's
broken,

change
it

just
feel
like

my
residents
and

a
citizen

don't

things

taxpayers

worry

one
thing

department

place
that
is
safe,

all

money

has
to
go
into
it

coming

saving
one

million

year

having
the
taxpayers
pay
into
it.

about

department
speaking

they
want

divorce.

citizens

because
previous
councils,
in
four
of
you,
which
were
part
of
the
2012
Council,
have
not
properly
addressed
what
our
fire
department
has
been
trying
to
tell
you
all
years?
They
are
unhappy,
they
are
overworked
and
they
are
underpaid.

do
not
fall
apart.
Everyone
is
contented
the
stories
in
the
budget.
The
budget
tells
us
forth
from
2012
till
now,
I
went
through
I
scoured.
They
tell
a
similar
story.
Here's
the
2019
budget,
facts
of
our
fire
department
when
compared
with
capable
surrounding
communities
that
average
firefighters
for
all
those
communities
is
1.75
people
per
1000
population.
We
have
1.2,
we
are
understaffed.
Our
budget
says
that
fact
or
fire
cost
per
1
million
of
protected
property
is
900,
that's
$520
less
than
the
average
our
costs
are
down,
and
so
is
our
staffing.

But
our
data
also
says
our
fire
services
are
great,
and
this
is
a
credit
to
the
fire
team
that
you
can
all
go
way
back
to
2014
budgets
on
and
it's
a
similar
story.

wife

I
was
in
there

o'clock
in

afternoon

cars
choking

a

first
aid.

passes
out.

stops
breathing.

has
no
pulse

The
captain
from
the
jacks
each
fire
department
was
in

business.
We
push

tables

of
the
way
we
made
the
place.

Tragically,
he
didn't
survive
that
family
was
so
appreciative
of
how
fast
they
got

something
that
you
have
to
remember:
local
knowledge

elderly
people
in
this
community
that
live

high-rises

high-rises.

jump
in

matter

Jacksonville
coming
over

taking

family
lives

go
to
alpha
beaches.

snow

shown
time

time
again
that
they
can
keep
their
citizens
safe.

a
firefighter
six
years
ago,
it
was
a
no-brainer
come
out
here
to
Jax
beach,
I
passed
up
Jacksonville,
just
like
so
many
more
of
our
guys
do.
But
in
that
time
of
being
here,
I've
come
to
realize
we
cannot
keep
our
citizens
to
say
this.
We
possibly
can
our
equipment
is
old,
its
outdated
up.
Until
a
month
ago
we
were
running
a
twenty
six-year-old
engine
at
the
front
line.
Engine
I
don't
have
to
tell
you
that
stuff
breaks
down
more.

ages
so
that
ours
there's
always
the
chance,
is
that
26
year
old
engine
and
a
breakdown
identification
equip
it
it's
not
powerful
enough
to
get
through
that
new
high
strength
war.
On
this
end,
vehicles
reinforcing
the
poses
coming
from
someone
who
said
with
my
sister
as
a
daughter
died
two
years
ago
after
red

can
tell
you
that
it
makes
a
huge
difference
if
you
can
get
to
them
fast,
get
to
them
safe
and
get
them
out.

they
can
go
to
shame
it's

about
time.

Currently,
when
you
call
9-1-1,
if
you
call
on
a
landline,
it
gets
straight
to
death
in
beach
dispatch
we're
coming
faster.
If
you
call
on
a
cell
phone
that
give
us
the
jackson
little
stick
dispatch,
there's

two
to
four
minute
delay
and
then
the
old
man
square,
the
pole,
jacks,
won't
eat,
and
at
that
point
we
will
be.

is
a
long

involved

run
on
one
thing

that's
the
services
supported
out
last
time

city.
Movies
are
better
than
any
anywhere
and
just
a
dysphoria
paper
that

talking

infrastructure

huge

state

City
of
Jacksonville
Beach
is
always
on
top
of
our
infrastructure,

yet
we're
going
to
be
debt-free
in
2020

on
top

citizens
know

need

on
the
top
of
their
