As
far
as
Public
Safety
and
our
beach
communities
they'll
be
a
representative
from
Jacksonville
Beach,
the
chief
of
Neptune.
We
can
achieve
that
landing.
Beach
will
be
there.
It
should
be
a
really
interesting
meeting,
it'll
be
at
7
o'clock
at
the
beaches.
Branch
Library
and
I
just
encourage
people
to
come
out
and
hear
with
the
our
police
departments
are
dealing
with
and
ask
questions.
There
will
be
an
opportunity
to
ask
questions.
Thank
you.

E
E
We
serve
see
what
meals
a
day,
but
that
certainly
is
not
all
that
we
do.
I
have
three
case:
managers
and
meals
just
sustained
these
people,
while
they're
working
on
getting
homes
and
houses
Kayson
engine.
Just
to
let
me
know
what
we've
done
in
2018
for
those
of
you
who
are
lucky
enough
to
get
my
sheep
there's
one
on
the
Taylor
in
2018
we
have
714
men
and
women
in
the
reaches
area
and
I'm
very
proud
to
tell
you
that,
right
now,
currently,
as
of
July
31st,
we
have
housed
83
men
and
women.
E
E
F
F
Thank
God
I
got
a
phone
call
at
9:30
and
said:
hey
I,
think
this
nest
is
about
to
happen.
I
said
well,
is
there
any
illegal
lights
around?
They
said,
I,
don't
know
what
that
means.
I
said:
did
you
see
the
lights,
any
light
bulbs
behind
the
nest?
They
said
oh
yeah,
they're
everywhere
I
said
what
do
you
mean
they're
everywhere
she
said:
there's
a
light
on
directly
behind
a
construction,
trailer
I
said
it
brought
behind
the
nest.
She
said.
F
Coming
from
she
said,
the
big
high-rise,
condo
I
said
you
can
see
it.
Is
it
super
bright
white
LED
light?
She
said
yes,
there's
too
old
I
said
you
gotta
be
kidding.
She
said
no
I
said
well.
This
is
this.
You
said
thirty
said
I
said
I'll,
be
there
as
quick
as
I.
Can
me
and
my
wives
jump
in
the
car,
so
this
is
one
dead,
one
that
we
found
the
next
day.
F
F
J
J
Speak
today,
because
my
property,
which
is
that
the
other
center
of
the
storm
water
drainage
construction
project,
has
announced
supper
the
direct
damage
it's
due
to
this
project.
We
are
located
at
the
corner
of
4th
Street
and
both
have
yourself
and
have
dealt
with
many
issues
resulting
from
this
project.
For
ideally,
these
issues
include
noise
dust,
dirt,
loss
of
prophecy,
loss
of
quality
of
life,
safety
problems.
J
They
also
debris
left
in
the
road
when
there
was
a
road
lack
of
access
to
our
home,
when
there
was
no
road
garbage
everywhere
street
closures
and
cetera
for
4
months,
there
was
a
huge
hole,
10
feet,
deep
and
40
feet
across
immediately
adjacent
to
my
problem.
However,
some
of
the
most
disturbing
aspects
of
being
at
ground,
zero
of
the
construction
has
been
the
penalty
of
heavy
machinery
on
two
sides
of
my
house,
resulting
in
vibrations
and
shaking
inside
my
home.
So
this
time
I
did
not.
J
J
I
brought
this
to
the
attention
of
the
city
and
the
contractor
at
that
time
was
assured
that,
with
proof
and
proper
documentation,
things
would
be
made
right
on
July,
8th,
I
emailed
the
assistant
city
attorney
with
no
response
so
I
emailed
again
a
week
later,
this
May
respondents
taking
that
the
contractor
paid
coachman
is
responsible
and
she
attached
the
insurance
certificate
for
them,
so
I
emailed
the
city
manager.
He
responded
that
correspondence
should
go
through
the
C
and
that
the
contractor
is
not
liable.
Darkfall
and
he's
speaking,
this
may
change.
J
He
only
learned
how
well
James
Furman
Dennis,
Dupree
and
David
Miller
I
heard
their
email
miss
may
on
July
18
19
to
26
August,
1st
August,
2nd
Paul
felony
Foreman
response
at
this
point.
Due
to
the
construction
project,
not
only
have
I
had
a
year
of
miserable
conditions,
but
an
overall
loss
of
property
value.
The
construction
staging
area
formerly
apartments.
My
front
yard
view
worst
of
all,
I
now
have
structural
damage
to
my
property.
The
city
tells
me
the
contractor
is
liable.
J
A
K
This
has
nothing
to
do
with
the
accident
that
occurred
with
a
colony
on
Second
Street,
but
2nd
Street
north
between
9
and
6
has
turned
into
a
racetrack
whoo
that
people
run
over
a
part
of
arts
because
there's
eight
houses
of
our
development.
Our
neighbors
stand
out
on
the
weekends
and
help
people
to
slow
down.
G
High
rate
of
speed
is
being
travel
down
that
street.
It
seems
like
something
has
to
be
done
before
this
happens
again,
with
all
know
that
the
traffic
is
only
going
to
get
worse
down
there,
definitely
not
better
and
whether
that
will
increase
or
decrease
speed
is
not
really
seen.
But
I.
Ask
you
to
please
look
into
this
Sara
for
someone.
L
Each
because
I
personally
made
a
brand
trainer,
even
though
we
only
lived
here
for
about
two
months.
I
got
to
know
her
better.
Many
people
thought
that
my
whole
entire
life.
He
was
a
truly
phenomenal
human
being
most
intelligent
person
I've
ever
met.
He
was
a
major
genetics
at
Clemson,
University
and
double
minor
in
philosophy
and
microbiology.
L
He
was
down
here
doing
clinical
research
and
Mail
and
he
worked
in
Atlantic
Beach.
She
lived
on
16th,
Avenue
North,
all
of
the
news
reports
reported
as
the
visitor
to
our
beaches,
but
he
lived
here.
He
was
just
as
much
of
the
localized
anyone
who
loved
surfing
at
the
polls.
He
went
to
the
taco
truck
all
things
that
I've
done.
My
whole
life
I
have
been
a
resident
of
Jacksonville
Beach.
My
entire
life
I
would
just
say,
Pablo
and
then
clutchin
that
oh
and
Fletcher
hi
when
I
was
younger.
L
M
L
Jackson
with
each
it
made
me
who
I
was
it
bugs
near
my
things,
credibly
dishearten
to
be
up
here
speaking
about
this,
because
I
do
also
believe
that
how
Jack
sieges
at
the
moment
played
an
incredible
role
in
my
beloved
friend's
death
I'm
here
asking
you,
because
I
was
able
to
go
to
the
first
time
in
America
I
foods
that
are
many
of
you
sitting
here.
I'm
sorry,
I
can't
go
there
right
now,
but
I'm,
a
constituent
and
I'm
feeling
a
loss.
L
Let
me
know
other
someone
that
is
my
team,
that
shouldn't
know
what
it's
like
to
lose
a
premise
tragically
and
this
suddenly
and
to
know
that
it
is
pretend
but
many
things
I'm
asking
you
please
consider
what
my
God
has
to
say
and
to
please
listen
and
put
in
place
policy
that'll
make
sure
no
one
ever
has
to
be
a
busy
guy,
and
are
you
just
communicating
I
love,
Josh
speech,
but
bringing
Stephen
Turner
deserves
a
lot
better.
Julio
Gomez,
who
is
also
a
friend,
deserves
better
and
I.
K
K
This
is
from
this
celebration
of
life
that
we've
attended
in
Charleston,
and
the
number
of
people
that
showed
up
was
absolutely
amazing.
He
was
an
absolutely
amazing
kid
in
his
step.
Well,
ultimately,
is
the
drunk
driver
that
ran
him
over
his
fault.
The
question
that
kept
running
through
my
mind,
was
who
llevaron
turned
her
down?
K
Who
wouldn't
now
he
has
so
much
going
for
him
and
he
had
so
much
life.
He
was
gonna
be
a
doctor
from
the
time
he
was
eight.
He
wanted
to
be
a
doctor,
Without
Borders.
He
just
knew
that
you
wanted
to
help
people
and
have
you
read
this
book
extreme
ownership
by
chopper
willing
how
the
Navy
SEALs
lead
and
wind
has
had
an
amazing
effect
on
me.
I
suggest
you
all
read
it
because
when
something
like
this
happens,
you
have
to
say
what
role
that
I
play
in
it.
What
rail
would
you
play?
K
K
This
culture,
Jacksonville
Beach
right
now,
I've
lived
here
for
31
years
and
I.
Don't
think
our
culture
is
headed
where
we
needed
to
go,
and
we
didn't
change
that
and
culture
can
be
changed.
I
asked
any
of
you.
What
don't
you
do
going
up?
Third
Street,
you
don't
speak,
nothing
Beach
has
changed
our
culture.
We
all
know
that
what
rules
can
reinforce?
K
My
personal
thoughts
were
I
have
been
city
council
meeting
of
intermarried
Devo,
since
my
good
friend,
art
Graham,
was
no
longer
on
the
council,
but
I
will
be
back,
I
will
be
back
every
week.
Every
time
you
have
a
meeting,
not
just
you,
because
it's
my
duty
to
this
young
man
to
make
sure
we
have
the
best
city
and
we
could
possibly
have
in
everybody
in
every
department-
needs
to
look
inside
themselves
and
say
who
let
them
down,
how
kayat
better
serve
we're
in
and
everybody.
L
My
name's
Jenny
Thompson
actually
prepared
out
myself
Jackson
T
Ford
f-250,
as
you
guys,
probably
know,
we're
an
understatement,
business
posing
in
a
downtown
area
high
as
other,
because
we
really
feel
pressure
of
like.
Are
we
going
to
make
it
as
a
beach
city
as
growth
and
rent?
It's
just
with
me
increasing
down,
leaning
over
to
district
1
with
sherry,
first,
second
and
third
I
love
them.
The
new
businesses,
I'm
just
super
said
in
your
new
spot.
I
have
to
question
our
planning
ahead
to
this,
for
example,
self
this
street
there
are
potholes
all
right.
L
L
L
Sarah
Brian
for
312
out
when
you
sell
this,
it's
kind
of
a
mixed
bag,
our
area,
leather,
many
others
and
got
some
features.
Experience
and
quite
an
influx
of
single-family
homes
being
purchased.
To
then
have
builders
come
in
request,
variance
changes
and
then
build
multiple,
three-minute
houses,
they're,
probably
great
short-term
rental
options,
but.
L
H
L
L
It's
just
you
know
the
efforts
that
you
guys
are
putting
forth
of
the
meetings
with
the
builders.
If
that
just
gets
wiped
away
six
months,
eight
months,
four
months,
when
any
homeowner
moves,
it
may
just
slap
a
bunch
of
papers.
What's
the
point
in
the
whole
around
about
stamina,
I
just
think
that
people
need
to
be
informed
and
that
probably
eliminate
a
lot,
but
we
are
seeing
mapping.
You
know
the
fix
that
the
builders
are
doing.
Is
they
just
basically
went
away
next
petticoat
Schmidt
kind
of
touching
on
what
mister
all's
mentioned.
L
N
L
Have
multiple
issues
with
the
irrigation
for
this
whole
year
process,
multiple
fixes,
multiple
burst,
multiple
mess-ups
and
now
we've
been
notified
by
Aegis
energy
that
our
water
plus
triple.
So
it's
clearly
leak
somewhere.
But
why
bring
this
up
to
you
guys
outside
of
the
complaints
that
we're
dealing
back
and
forth
with
petticoat
and
the
city
attorney
is
basically
moving
forward
from
you
guys.
You
should
probably
have
it
written
in
your
contracts
that
licensed
professionals
work
on
any
fixes,
buy
any
contracts
that
you're
writing
out.
L
L
Guys
and
then
we're
putting
our
trust
or
watered
with
all
of
this
on
what
you
guys
are
doing,
so
you
showed
something
in
there
for
that
running,
honest
I'm,
I'm,
gonna,
separate
last
thing
and
only
about
good
know.
June
Berman
has
been
so
helpful
so
attentive
through
this
whole
project,
he's
been
a
breath
of
fresh
air,
honest
think
he
was
at
worst
enemy.
We
thought
initially,
because
he
was
the
only
point
of
contact
and
it's
enjoyed
talking
with
him
and
dealing
with
him.
He
really
listens
to
us.
A
O
O
O
O
A
defense
up
mr.
Cooper's,
here
too
she's,
not
speaking,
but
she
is
here-
she's
lived
there
for
four
years.
40
years
she
had
a
fence
in
her
yard.
The
traffic
is
that
I
scraped,
my
cat's,
I
scraped
up
dogs
and
scraped
up
squirrels
unbearable
we've
had
the
traffic
shrimps
out
their
seats
to
see
how
much
truck
we
paid.
My
lid
I
was
told.
We
have
plenty
of
traffic,
not
enough
accidents.
Let's
go
I!
Think
that's
absurd!
O
O
Don't
think
this
we
do
know
elderly
families,
they
have
blankets.
Mr.
gressman
kid
over
there
all
the
time,
my
kids
better
hurry
up,
because
it's
so
big,
so
they
gotta
cross
the
road,
so
they
can
play
in
the
very
dark.
So
that's
all
neighborhood
kids
play
in
reality.
I
want
to
see
something
done.
I
don't
want
to
talk
about
it
anymore,
I,
don't
know
what
we
need
to
do
to
do.
Something
and
I
think
someone.
O
You
know
they're
looking
for
the
change
of
the
city
and
I
live
here.
All
my
life
will
follow
the
councillor
multiple
times
here.
I
just
want
to
see
something:
no,
not
just
we're
going
to
need
speed,
bumps
we're
going
to
need
a
stop
sign,
we're
going
to
need
something,
and
it's
not
this
money
there.
In
every
city
there
on
unis
there
Neptune
Beach,
they
don't
seek
a
now
I'm
told
that's
a
state
road
I
need
to
look
further
into
that
myself.
So
I'm
a
little
worried
you
kept
on
that.
That's!
F
H
F
Alex
Evans
2015
Nissan
Drive
of
the
two
houses,
a
parade
mr.
Kensi,
so
you
know.
Fortunately
we
haven't
had
a
fatality
like
other
folks
at
tonight,
but
we
won't
prevent
one.
Essentially,
we've
got
got
six
girls
within
three
houses
along
that
corridor:
ages,
1
to
13
years
old,
they're,
all
within,
like
four
houses.
F
F
And
an
18
intercepts,
you
know
the
big
sticking
point
you
heard
a
lot
was
high
school
kids.
Obviously,
in
the
morning,
there's
congestion.
It's
due
for
the
running
light
breakup
screaming
through
there
in
the
morning
and
the
afternoon
when
they
let
out
and
literally
launched
their
gun
and
around
the
corner.
They
turn
off
seagate
on
the
eastern
and
then
hard
and
they
intercept
so
that's
a
three-way
there
and
I
mean
we're
pushing
for
either
a
three-way
stop
sign
at
that
intersection.
If
you
can't
have
speed
bumps
and
or
speed.
F
You
know,
there's
been
three
cats,
you
know
at
least
in
the
last
school
year,
if
not
more.
Like
mr.
Vincey
said
you
know
this,
you
know
I
bought.
We
bought
this
house,
but
very
fortunately,
and
it
was
2015-
we
came
in
so
thankful
to
be
that's
too
great
area
and
I
I.
Quite
frankly,
I
hate
complain
but
I
was
shocked,
I
mean
the
kiss
he
came
through
and
since
then
I've
got
a
17
year
old
little
girl
and
it's
just
I'm
passionate
about
it.
Anything
that
I
can
do
to
to
interview
to
that.
F
A
Much
okay,
I,
don't
have
any
other
person
floor
cars
in
our
thoughts
of
agenda,
so
please
submit
something
in
this
little
time.
All
the
other
cars
I
have
four
speakers
four
times
of
the
short
number
L.
Is
there
anybody
else
that
wanted
to
talk
about
something
different,
okay,
breathe
and
move
on
that
agenda?

Put

came
together,
we
evaluated
the
RFP,
no
single
respond
provided
any
clearly
defined
pricing
or
overall
product
event.
Each
respondent
met
or
exceeded
qualifications
of
resources
criteria.
Wide-Ranging
product
variety,
along
with
brought
specialization
expertise,
makes
this
a
unique
solicitation.
F
So
we're
going
to
gain
access
to
each
of
these
companies,
expertise
that
helped
to
solve
some
of
the
problems
we
have
on.
The
golf
course
alright
will
no
longer
have
the
need
to
store
the
products.
As
there's
multiple,
where
is
in
town,
we
can
get
products
immediately
for
immediate
applications
that
this
little
expedite
our
procurement
process.
F
A
A
M
Yes,
there
are
three
leaderless
at
the
last
council
meeting
that
will
require
our
findings
of
fact
that
were
not
presented
at
that
time.
Based
on
her
information
was
that
it
was
not
presented
at
that
time
due
to
the
fact
that
there
was
potential
for
variability
in
the
findings
by
council.
So
this
is
the
first
of
those
three
items
which
was
related
to
the
lawsuit
from
server
bar
and
the
selling
of
that
with
regards
to
where
this

sorry
I,
keep
asking
mr.
Mann
item
number
for
the
last
minute
space.
The
maximum
building
height
allowed
shall
be
35
feet.
I
believe,
is
it
that
that's
not
correct,
and
this
is
all
H
do
I
believe
the

supposed
to
be

something
like
that.

Piece
of
energy
they
gave
you
several
months
ago
and
asked
for
permission
to
do
this
project
in
the
middle
of
project.
We
came
across
a
conflict
with
a
40
school
go
forever,
which
is
quite
common
doing
these
types
of
projects
and
at
the
time
they
wanted.
This
dilute
go
from
over
a
the
underground
of
this
river
crossing
out
of
us.
One
leaf
leaf
fog
follow
them.
They
finally
said
you
know
we
want
to
go
underground.
G
So,
of
course,
we
had
to
redesign
with
the
entire
project
and
construction
came
to
a
halt,
so
all
the
crews
that
came
we
deploy
back
to
where
they
came
from
and
finally
effort,
quite
a
bit
of
Rayleigh.
Without
date,
they
agreed
to
let's
go
back
over
advocate
visit.
Picasso
is
significantly
higher
than
the
one
on
Tom
asked
you
for
today.
So.
G
G
A
M
You
met
with
this
a
little
bit
earlier
tonight
on
the
budget
with
you.
They
told
you
they
found
the
only
thing
that
they
asked,
for
that
was
everything
that
they
needed.
One
of
the
things
that
they
wanted
is
license
plate
readers
at
9:00.
This
relocations,
27
cameras
throughout
the
state.
One
of
the
things
that
they've
identifies.
M
This
is
one
where
we
think
that
there's
an
opportunity
to
work
with
our
legislators
to
potentially
get
an
appropriation
from
the
state
for
the
first
year,
capital
funds
necessary
to
purchase
and
install
the
license
plate,
rear
cameras.
One
of
the
things
that
legislators
has
asked
is
the
council
on
board
with
the
fact
that
we
want
to
pursue
this
formal
appropriation
in
the
event
that
we
don't
get
100%
funding.
We
would
be
able
to
make
up
the
difference.
That's
not
uncommon
in
the
world
of
appropriations.
M
So
what
that
means
said
I'm
looking
for
a
formal
ratification
of
this
being
an
appropriation
that
staff
role
of
legislature
for
and
see
if
we
can
get
some
money
towards
these
license
plate
readers
the
first
year
costs
is
estimated
to
be
just
about
150,000
dollars.
That
includes
the
capital,
the
installation
and
the
first
few
licensing
agreement
after
that,
the
price
drops
down
to
I
think
somewhere
in
the
20,
there's
only
five
thousand
dollars
per
year
for
the
license
to
go
forward.
M
B
M
For
Lena,
so
when
you
talk
about
a
camera
being
at
a
location,
it
doesn't
serve
a
entire
intersection,
and
so
it's
not
one
particular
lane
of
travel
so
based
on
the
19
occasions,
there's
approximately
three
cameras
at
each
location
to
catch
traffic.
Nobody
in
either
direction
in
some
cases
it's
two.
D
M
B
A
M
M
F
E
F
M
Blank
white
now,
let's
turn
this
over
to
the
city,
has
referred
discussion
and
reduction
disease.
Thank
you.
Yes,
let
me
do
about
an
introduction
to
the
site
other
than
this
may
answer
questions.
If
they're
on
a
few
weeks
ago,
the
city
administration
was
was
contacted
by
an
attorney
from
the
cities
insurance
company
and
in
the
insurance
company,
where
the
attorney
for
the
insurance
company
is
asking
about
coverage
from
one
of
our
council
members
to
defend
them
with
regard
to
the
condition
on
ethics.
M
That's
out
there.
One
of
the
things
that
we
did
not
know
is
that,
once
the
formal
ethics
complaint
is
filed,
our
insurance
for
elected
officials
kicks
in,
and
that
gives
the
elected
who
is
the
subject
of
such
a
claim.
The
ability
to
use
the
attorney
provided
by
the
insurance
company
and
to
start
encourage
targets
and
start
25,000
dollar
deductible.
M
They
request
for
a
formal
opinion
and
there's
a
process
that
goes
along
with
that
statement
of
facts
that
are
ratified
by
both
of
this
board,
as
well
as
councilmember
gold
is
saying
so,
given
the
fact
that
the
finances
were
never
discussed
at
the
first
meeting
has
an
impact
either
the
City,
Council
or
investor
will
say
we
felt
it
necessary,
bring
this
forward
to
make
sure
we're
all
on
the
same
page
and
then.
Secondly,
there
is
an
alternative.
M
We
wanted
to
see
what
the
council
felt
about
that
with
regards
to
the
cost.
There
is
the
twenty
five
thousand
dollar
deductible,
this
applicable
to
each
individual
claim
that
is
defended
by
the
insurance
company.
So
in
this
particular
instance,
since
it's
the
City
Council
and
filed
the
complaint
legal
fees
sure
those
rules
they
choose
to
use
the
insurance
appointed
attorney,
those
charges
would
start
to
accrue
and
at
some
point,
depending
on
the
disposition
of
findings
from
the
housewarm
ethics,
the
resulting
dollar
or
not,
will
either
be
placed
on
us.
M
Your
local
sanguine
absorbed
by
the
city
I'm,
not
sure
that
was
clear
when
this
was
first
presented
to
you
and
so
the
two
items
before
you
are.
You
want
to
consider
with
this
ability
to
the
Commission
on
ethics
and
deal
with
the
financial
impacts
on
the
later
point
of
time,
based
on
this
position,
one
of
the
other
alternative
be
to
withdraw
a
formal
complaint
and
request
an
opinion
by
the
Commission
on
ethics
and
I
would
turn
it
over.
M
R
The
decision
for
that
a
that
moment
you
would
have
to
make
a
decision
whether
machines
complain
for
the
draw.
If
you
want
to
withdraw
it,
there
is
the
Commission
on
ethics
has
directed
me
to
the
florida
administrative
code
governing
with
all
complaints.
Withdrawal
of
official
complaints
can
only
be
done
for
good
cause.
They
must
be
requested
in
writing
and
sign
about
a
complaint.
We
send
that.
R
In
order
to
do
so,
we
need
to
do
with
that.
In
writing.
You
need
to
make
certain
findings
that
it
is
for
good
cause.
My
mistake
with
those
good
reasons
are
they
say
good
cost?
Shall
we
determine
based
on
ruthless
efficiency
or
insufficiency
of
the
complaint,
to
allege
a
violation
and
it
depend
upon
state
the
disposition.
In
my
discussion
with
miss
20
Commission
on
ethics,
she
didn't
meet
you.
R
For
those
reasons
state
those
reasons
and
take
a
vote.
That's
two:
that
if
that
vote
is
to
withdraw,
that
would
be
a
second
procedure
going
down
in
my
opinion,
in
order
to
ask
for
the
normal
opinion,
there
is
a
question
of
an
ability
of
standing
to
ask
for
this
and
the
white
Commission
on
ethics.
D
staff
is
standing
to
request
an
opinion
because
for
the
individual
for
which
liability
will
be
incurred
so
in
other
words
the
council
member
involved,
or
at
least
his
acquiescence
in.
R
If
that's
something
you
want
to
look
at
after
your
first,
but
if
it's
something
I
would
offer.
If
you
could
direct
city
attorney
to
an
opinion
to
come
back
with
witness
counsel
for
your
opinion
on
whether
those
are
the
facts.
As
you
see
them,
and/or
change
such
facts,
and
then
we
could
submit
that
up
for
infinity
an
opinion.
We
would
not
believe
a
determination
of
guilt
or
innocence.
It
would
be
an
opinion
based
on
a
set
of
facts
that
we
prevent
that
we
all
reach
you
and
that
saying
is
acquiesced
you
and
asked.
R
Q
To
me
this,
it's
important
that
we
have
representation
with
anybody
anywhere
compiling
points
at
any
time,
so
I
think
the
representation
part,
but
I
never
knew
that
the
cost
of
representation.
We
had
a
feather
taxpayer
liability
$5,000.
So
as
far
as
I
think,
the
thing
is
named.
I
discussed
with
her
was
at
the
city
which
we
negotiate.
What
that
deductible
would
be
for
our
coverage,
maybe
in
the
future,
for
insurance
coverage.
Q
A
R
The
way
that
would
work
and
and
other
instances
where
there
is
no
hope
on
municipal
liability,
those
who
have
to
defend
against
complaints
such
as
best
play,
the
defense
out
of
their
pocket,
come
back
to
complete
for
reimbursement.
In
this
case,
you
do
provide
that
liability
insurance,
but
$1,000
deductible.
In
that
case,
in
order
to
reimburse
or
faith
whatever
legal
fees
might
come
under
the
$25,000.
R
B
M
Complaint
that
was
filed
against
mr
boldwood
saying
go
back
to
2017,
did
incur
legal
fees
and
those
fees
came
in
at
approximately
just
under
twelve
thousand
dollars,
and
at
this
point
the
invoices
hanging
out
there
with
the
cities
I've
met
people.
As
far
as
we
know,
it's
been
2017
I'm,
not
sure
one
actually
heard
anything
back
with
regards
to
the
disposition
in
that
particular
petition.
M
Q
Those
fees
yeah,
one
of
them-
is
already
dismissed
soon.
That
was
probably
the
most
earlier.
One
was
already
dismissed
and
we
haven't
heard
anything
so
I,
don't
know
how
that
would
work
out
and
I
was
never
told.
All
of
this
is
brand-new,
I
was
providing
somebody
by
the
insurance
company,
and
so
none
of
the
personal
liability
was
ever
discussed,
but
one's
already
been
dismissed
and
then
that
may
be
a
$12,000
I'm,
not
sure,
and
then
there's
another
one.
That
is
still
when
did.
R
N
R
B
A
R
F
R
B
Pardon
me
because
I'm
I'm,
not
a
legal
person,
but
if
you
could
help
provide
some
clarification.
If,
if
we
go
to
an
opinion-
and
you
mentioned
mr.
Vogelsang-
acquiescence
I,
don't
I'm
not
sure
I
understand
what
you
mean
by
that.
But
when
we
discussed
this
before
the
the
importance
of
going
to
the
complaint
was
to
give
mr.
Robeson
an
opportunity
to
to
provide
this
side
so
that
it
wasn't
just
here.
We
want
your
opinion
kind
of
thing.
So
are
you
saying
that,
when
the
opinion
he's
going
to
have
an
opportunity
to
provide
his
side.
R
R
A
N
Two
parts
do
that
time:
the
next
to
have
you're
a
summary
of
what
the
complaint
is
that's
going
to
the
state.
Has
it
really
does
know
that
it
was
just
firefighters
of
its
firefighters,
as
well
as
the
that
the
police
officer
incident
is
that
there's
they're,
two
very
different
things:
IV
I
really
need
more
clarity,
as
what's
going
on,
I
would
pull
it
directly.
N
R
N
Q
Q
That
will
submit
everything,
I
was
discussed
and
do
17
battle
in
order
to
get
there
I
think
the
complaint
is
to
be
withdrawn.
First,
the
drama
first
and
then
you
have
a
special
know.
What
to
put
in
that's
what
she's
talking
about
an
accession
I
want
to
put
in
for
the
formal
request,
I
think.
If
that
would
be
the
simplest
approach,
you
can
have
a
draft
at
the
next
meeting.
We
review
whatever
that
feel.
No
request
is
for
the
Ethics
Commission
to
consider
I
think
that
would
be
the
logical.
N
So
but
that's
saying
that
we're
going
for
an
opinion,
not
pretty
plain
I'm
talking
I'm
talking
about
the
actual
reason
what
we
have
heard
if
we
would
throw
that
next,
we
don't
want
to
file
a
complaint.
Can
we
hire
complaint
or
you
just
read
the
complaint
on
the
team
only
table
that
info
the
next
meeting.
We
have
the
information
from
the
beginning
of
17
to
decide
what
we
file
the
complaint
over
the
problem,
so
you
asked
for
an
opinion.
R
R
If
the
girl
is
permitted
once
dismissed,
and
we
may
proceed
with
an
opinion,
if
that's
what
death
of
Jesus,
if
you
choose
not
to
withdraw
the
complaint,
they've
got
to
move
forward.
The
provisional
ethics
complaints
require
deadlines
on
attendance,
I,
don't
know
exactly
where
they
are
their
process.

Q
Why
I
had
to
when
we
had
this
discussion,
I
agreed
to
the
complaint
that
we'll
have
an
opportunity
to
be
heard?
None
of
the
other
issues,
that's
what
everybody's
my
colleagues
looking
out
for
my
interest
at
an
opportunity
for
me
to
be
heard
and
no
liability
potential
liability
to
personally
or
on
the
fact
the
city
so
I
have
no
idea.
Why
would
she
even
get
a
question
based
on
all
of
our
previous
discussions
to
put
forth
a
formal
request?

for
the

development
code.
A
F
F
F
F
A
P
P
That
we
need
more
regulations
when
proper
enforcement
of
the
current
regulations
will
do
instead
of
debating
over
new
rules
such
as
number
of
total
arguments,
if
children
should
count
for
total
occupancy
and
a
short
term
rental
property
owners
should
register
both
of
city
taxable
Beach
and
with
the
City
of
Jacksonville
I,
believe
that
we
should
enforce
the
current
ordinances
that
may
end
make
minor
adjustments
to
them
as
needed,
not
completely
over
all
our
current
rules.
I
do
believe
that
the
city
should
be
paid
aspect.
P
Acts
I
also
believe
that
residents,
both
long
term
and
short
term,
should
enjoy
peaceful
and
safe
enjoyment
of
their
property.
I,
don't
believe
that
we
should
spend
all
the
tax
dollars
generated
by
short-term
rentals
I'm
simply
enforcing
and
overbearing
proposed
ordinance
we
shouldn't,
and
instead
we
should
do
a
lot
of
good
with
the
new
tax
revenues
that
we're
going
to
receive
shifting
gears.
P
We
heard
from
the
police
chief
during
the
planning
meeting,
who
stated
that
the
department
recently
took
measures
to
specifically
check
and
report
on
a
few
short-term
rental,
ordinary
rental
properties
that
are
causing
the
majority
of
the
promise
I
greatly.
Thank
the
chief
and
the
entire
police
department
for
actively
implementing
new
processes,
so
we
may
adequately
measure
the
problem.
P
Can
anyone
inform
us
the
public
regarding
how
weekly
spells
were
made
regarding
affected?
Excuse
me:
excess
noise
calls
in
residential
areas
or
how
many
put
poor
code
enforcement
tickets
or
administer
regarding
violations
of
traps
or
violations
of
parking
and
all
these
violations.
How
many
occurred
in
short-term
rentals
I
understand
the
question
might
be
difficult
to
answer
because
there
are
only
a
handful
short
term:
rentals
registered
syntactical
Beach.
Let's
start
by
making
registration
and
break
the
property
easy,
then,
let's
continue
to
accurately
measure
the
problem
and
enforce
our
current
rules.
P
Should
we
find
that
a
material
problem
exists?
We
can
then
up
new
regulations
properly
adjust
specific
problems.
It
is
my
belief
that
we
have
not
accurately
quantify
the
problem
if
the
old
rules
can
be
enforced.
Why
will
the
new
rules
we
have
an
enforcement
problem
that
I
have
that
you
vote
no
on
this
proposed
ordinance.
Thank
you.
Thank
you.
Mr.
miracle
percentage.
P
P
That,
if
you
look
at
the
landscape
of
what
we're
currently
at
with
2500
square-foot
houses,
I
would
I
would
assume
it's
probably
the
only
ones
that
actually
houses,
13
people
continuously
and
that's
going
to
be
allowed
for
this
new
ordinance.
For
these
short-term
rentals.
The
problem
with
having
13
people
in
a
single
house
is
that
the
decibel
level
for
the
noise
ordinance
after
hours
after
10
o'clock
or
9
o'clock
the
day
the
week
65
decibels
so
65
decibels
for
13
people
is
basically
surpassed.
A
normal
conversation
between
30
people
anywhere
outside
of
the.
P
So
having
that
many
people
in
these
single-family
homes,
you're
gonna,
find
more
and
more
investors
that
are
me
tearing
down
houses,
building
into
Phil's,
tiny
bedrooms,
just
meeting
these
requirements
bill
and
maximize
bedrooms
maximize
these
high
teen
occupancies,
sixteen
people
supposedly,
and
so
it
caused
major
issues
long-term
for
our
community.
It's
just
natural
that
people
that
were
coming
to
stay
in
our
city
for
a
few
days,
but
not
really
respectful
of
long
term
ramifications
of
bothering
people
around
them.
P
R
P
F
F
Whatever
the
maximum
I
can
see,
we
determine
is
that
is
the
most
people
that
can
be
in
there
in
a
given
time,
where
they're
staying
in
the
home
or
they're
a
guest,
and
that
is
a
little
bit
concerning
if
one
line
I
was
very
common
for
mayor
patients
to
stay
okay.
So
if
they
have
it,
yes
come
there
and
they're
already
maxed
out
that
somebody
has
to
leave
the
room.
The
nurse
comes.
F
Already
over
their
limit,
if
you
have
two
families
that
are
already
a
continent
and
they
want
to
go
over
and
have
lunch
at
one
of
the
time
this
we
get
to
tell
me
was
it
gets
long,
you
have
to
go
out
to
eat,
and
so
what
some
clarification?
I'm
fine
with
the
occupancy
I
think
it
needs
to
be
maybe
10
p.m.
to
8
a.m.
and
people
are
staying
at
night,
but
during
the
day
it
does
not
apply.
Yes,
I
appreciate
you
obviously
thank.
A
F
The
weight
states
now
there's
like
five
pieces
of
paper,
are
going
to
go
out
and
get
licenses,
and
they
are
that's
going
to
that's.
The
burdensome.
Only
I
think.
The
reason
this
whole
thing
came
up
is
because
of
the
parking
and
the
voice,
and
that's
simply
an
enforcement
problem
like
these
other
people
have.
F
E
Know
already
that
I'm
opposed
to
this
ordinance
and
it's
go
stated
I
think
you
have
laws
on
the
books
that
address
the
issues
that
people
have
had
with
this.
We
need
to
enforce
these
these
for
them,
since
we
already
have-
and
also
this
will
very
negatively-
affect
my
business
about
their
doing
for
so
many
years
and
I
said.
I
only
have
two
events
are
going
to
hit
the
points
of
the
things
that
I'd
like
to.
E
First
of
all,
continue
for
making
some
good
changes
to
that
more
than
us,
but
there's
still
a
few
more
and
I
think
need
to
be
made
and
I'll
go
over
them
quickly.
First
of
all,
the
we
arrived
assets
are
still
on
there
and
they
were
very
negative.
They're
very
slanted.
I
think
those
need
to
be
reviewed
would
be
doesn't
know
the,
whereas
crosses
need
to
be
redressed,
but
it's
a
lot
of
those
repairs,
not
fact.
E
Secondly,
the
other
good
definitions,
there's
some
issues
with
that
model,
the
older
houses.
You
have
to
go
through
one
room
to
get
to
another
room,
and
that's
you
know
burdensome
on
older
properties.
I
know
a
couple
of
them
requirement
for
definitely,
and
the
other
thing
about
bedrooms
is
the
fact
that
you
can't
count
it
down
or
summer
and
work
as
a
bedroom.
A
lot.
E
That
live
there
permanently
have
those
type
of
injuries
I
talk
about
our
residents
involve
our
lieutenants,
they
max
oculus.
We
need
to
find
that
as
to
the
age
restrictions
is
it.
It
was
a
six
month
old
babies
that
counted
as
one
of
the
oculus,
but
the
two
versus
for
that
room
and
I
think
the
Planning
Commission
that
also
recommended
to
per
bedroom
plus
two
more
and
I
think
you've
got
that
recommendation
the
party
with
standards
and
that's
been
addressed
to
some
extent,
but
also
again,
plus
the
age
limit
or
those
two
count.
E
Also,
the
inspections
and
we'd
like
to
see
an
affidavit
signed
or
two
given
the
property
on
Thursday.
They
need
the
requirements
with
us.
I
think
it's
not
just
going
to
be
a
problem,
because
we've
got
a
lot
of
properties
that
would
have
to
be
expected
and
my
time's
running
out,
but
the
other
thing
is
giving
violations.
I.
Think
it's
restrictive.
Thirty
days
may
not
be
enough
time
to
make
the
violation
in
order
to
get
efficiency
and
skipping
over
the
evacuation
maps
for
three-story
buildings.
E
I
think
that's
an
undue
burden
because
a
lot
of
these
over
town
homes,
you
know,
there's
only
one
cerebellar
going
in
and
out,
that's
very
obvious
registers
are
I
think
this
was
designed
more
for
a
hotel
or
condominium
complex.
So,
if
I
see
that
deleted
and
again
I'm
opposed
to
the
order,
that's
what,
if
you're
going
to
do
something
a
lot
of
these
changes.
F
F
I'm
here
with
a
couple
of
my
neighbors
tonight,
we
live
in
the
500
block
of
14th,
Avenue,
South
and
out
of
the
12
houses
there
to
our
permanent,
short-term
rentals
and
we're
having
issues
with
both
I
want
to
address.
But
many
people
have
said
that
this
is
an
enforcement
issue
and
we
don't
need
this
or
else
with
that.
Under
that
guideline,
the
enforcement
go
is
is
visited
on
the
neighbors
who
live
near
these
short-term
rentals.
F
The
fact
is,
short-term
rentals
generate
more
noise,
more
parking
problems,
more
trash
collection
problems,
then
long-term
residents,
and
while
it
would
be
nice
if
we
could
push
those
issues
into
the
rug
that
isn't
that,
isn't
a
responsible
way
to
approach
this
problem.
This
issue
I
think
the
increase
in
short-term
rentals
each
is
an
existential
threat
to
the
character
of
the
city
and
I,
encourage
you
to
consider
the
meaning
of
that
in
the
depth
of
the
of
the
problem.
I
F
Say
without
without
hesitation,
I
would
not
give
Jacksonville
Beach
three
years
ago,
if
I
had
known
that
I
would
be
living
next
to
an
Airbnb
and
I
think
you'll
find
more
and
more
people.
Like
me,
I
moved
from
dinkles
I
love,
Jacksonville
Beach
a
whole
lot
more
than
angles,
but
I
would
have
chosen
a
different
community,
I
know
or
I
would
have
moved
into
an
HLA
which
instilling
course
there
was
I.
Only
have
20
seconds
left.
I
have
a
paper
in
front
of
you
of
the
issues.
F
A
F
As
state
was
saying,
we
we
have
12
houses
on
our
block
six
on
each
side
between
beanies
and
that's,
no
fun,
they're
very
popular
and
they
differ
ended.
Every
single
it
is
noise.
Problems
is
scratch,
problems,
its
parking
same
thing,
you've
heard
from
everybody,
and
it
comes
down
to
the
fact
that
these
things
are
being
advertised
to
people
that
have
vacation
parties
come
in.
They
have
graduation
party,
they
have
wedding
parties
and
you
talk
about
a
maximum
occupancy.
F
F
I
think
you're
I
think
you're
a
little
bit
on
the
size
of
the
bedrooms
and
to
me
the
occupancy
rates,
part
of
Ohio's
I,
think
maybe
10
person
per
bedroom
of
her
house
is
mine.
Slater
said
these
things
get
out
of
everything.
The
crash
is
a
problem
because
most
of
the
places
don't
have
enough
garbage
containers,
so
they
just
pile
the
trash
up
outside
and
it's
an
ongoing
problem,
so
I
hope
you
either
drastically
remember
what
you've
got
in
front
of
you
or
vote
no
on
the.
R
H
J
2,600
squares
with
houses
advertised
for
14
people,
pretty
normal
one,
has
pool
lots
of
noise.
Let
someone
ignite
you
school
child
is
next
door.
It's
really
noisy
and
we're
also
kind
of
overloaded
I
agree
with
the
code
enforcement.
14Th
Avenue
is
kind
of
famous
for
one
little
one
little
corner.
What
we
have
the
used
car
use
boat
parking
lot
on
9th
and
14th
and
then
that
either
the
slogans
is.
R
J
I'm
wondering
I,
understand
I
understand
that
the
state
file
pass
a
law
that
does
not
permit
us
to
to
deny
the
obvious
in
shortened
ones.
So
we
are
forced
to
have
some
sort
of
a
regulation
on
the
RDAs
and
short
term
rentals.
If
we
want
to
have
any
regulation,
as
I
said,
it
is
a
lot
less.
I
injected
a
7
by
4
7.
J
J
R
J
They
did
with
across
the
street,
but
too
many
mansions
2,600,
with
a
lot
of
lot
variances
to
get
the
larger
square
footage
and
put
that's
currently,
the
one
across
the
street
from
me
is
advertised
for
15
and
they
have
an
8
by
10
plate
Elko,
that's
an
office.
They
advertise
that
mostly
for
with
two
queen
ethicist
and
that's.
What's
there
so
I
really
appreciate
you
all
going
to
bat
for
us
to
try
and
get
the
wild
west
control,
but
I
think
it
needs
a
little
more
delicate
control
as
the
audience.
J
A
P
Hello,
I'm,
Tony,
Cole,
right,
I
live
at
five-thirty,
Grady,
11th,
Avenue,
South
and
I'm
surprised
the
14
thousands
how
people
are
here
with
me
as
well.
Last
Thursday
I
took
off
of
work.
I
started
to
get
my
sweet,
the
VRBO
down
my
street
with
a
swimming
pool
six
cars
in
front
of
the
house,
six
cars.
You
know
you
know
I'm.
I
P
Sick
and
tired
of
this
Terry
gamba
single-family
houses,
including
in
Brenda's
for
transients
people,
who
don't
care
about
Jacksonville
each
college,
students
and
vacation,
rentals
and
remember
this-
is
all
about
home
rule.
If
we
don't
do
something
now,
the
state
of
Florida
may
prevent
us
putting
in
any
type
of
rules
in
here
just
lightly
this
they
stated
when
we
first
looked
at
this.
There
was
only
eight
properties
registered
by
the
state
of
Florida
as
vacation
rentals.
P
We
need
to
hold
a
business
accountable
with
your
writing,
a
business
in
the
neighborhood
now
there's
about
three
or
four
things
they
put
in
there:
that's
and
what
the
Planning
Commission,
what
is
the
middle
occupancy
to
prevention
and
plus
2,
which
is
spare
the
four-bedroom
house
right
next
to
me,
that's
8
people!
When
you
consider
prevention,
that's
8,
plus
2,
that's
10!
So
really
the
occupancy.
There's
no
problem
with
that
parking
requirements.
People
complain
about
parking
requirements
east
of
3rd
Street,
because
some
of
the
recipe
search
areas
east
of
3rd
Street,
they
go
half
driveways.
P
P
All
the
rules
of
the
posts
that
they
are
fail,
I
do
not
suggest
changing
any
one
of
them
and
also
the
occupancy
do
not
have
children
because
I
just
escaped
you
the
example
for
a
four-pitch,
which
is
ten
people.
My
question
is:
what
is
it
vision
to
Jacksonville
eat?
Is
it
rugby,
like
Daytona
Beach
with
one
big
commercial
area,
or
you
look
out
for
the
residents
short-term,
rentals
or
your
business?
Let's
make
them
follow
the
rules.
We.
I
P
P
P
P
R
So
repeatedly
they
work
on
the
sidewalks.
We
may
have
party
too
loud
at
night,
neighbors
of
call
the
owner
the
owner
says
it's
not
my
problem.
Call
the
police,
that's
one
thing
that
I
like
about
the
new
ordinance
is
going
to
lay
some
of
the
responsibility
on
the
owner,
they're,
not
on
the
police
department
to
take
care
of
it
all
another
thing
which
we
have
right
now,
which
has
been
repeated
they're
not
registered.
We
have
some
people,
say
480
levels
in
town,
some
say
500.
Some
say
why
I
know
these.
J
J
R
A
K
M

K
When
a
petition
paperwork
for
accountability,
but
any
business
has
to
do
that,
I'm
sure
what
your
business
is
you
have
to,
you
have
to
you
know,
get
permits.
I
do
believe.
The
veteran
sizes,
too
small
I
think
that
that
we
need
more
square
footage
and
I.
Think
a
lot
of
this
goes
to
people
talking
about
noise
and
parking,
and
things
like
that.
But
as.
P
K
K
When
you
put
too
many
people
in
the
residential
areas
and
I
just
think
again,
it
goes
to
what
can
our
city
sustain?
We
quickly
voted
down
the
high
rises
that
were
because
we
didn't
want
to
be
by
any
Beach.
We
didn't
want
to
be
dates
on
the
beach
we
wanted
to
be
a
residential
community
and
I
know
that
the
state
doesn't
allow
us
to
completely
ban
these
days.
Well,
we
can't
increase
the
size
to
a
normal
bedroom
sighs.
What
was
a
person
purchased?
K
K
It
should
be
what
you
would
buy,
what
you
would
provide
for
your
child
or
somebody
you
know
how
how
big
is
is
is
big
enough,
but
again
I,
don't
think
anything
in
here
and
it's
impressive
and
I
commend
you
all
for
for
regulating
this
and
I.
Don't
think
it's
a
issue,
a
problem,
I
just
think
it's
actually
pretty
generous.
So
thank
you
very
much.
Thank.
O
James
Moran
620,
locked
us
out
actually
knocked
across
the
street,
already
mentioned
issues
but
I'd
like
to
see
actually,
as
this
ordinance
actually
expanded
to
unoccupied
units.
The
three-bedroom
house,
next
to
name,
has
been
converted
into
an
occupied
area.
2-Bedroom
apartment.
This
unit
does
not
respect
the
setbacks
where
we
had
a
noise
and
people
invading
our
backyard
cooking,
throw
fast.
Looking
at
a
similar
report.
O
K
This
issue
is
primarily
for
the
quality
of
life
for
residents
of
taxability,
and
they
love
it
and
I.
Consider
it
a
very
lenient
ordinance,
because
the
fact
that
this
is
actually
putting
very
few
stretches
or
regulations
on
a
commercial
enterprise-
and
this
is
definitely
a
commercial
enterprise
in
a
useful
word
hotel,
because
it's
been
recognized
by
the
Planning
Commission
when
often
people
wouldn't
recognize
half
their
units
as
being
hotel
units,
because
there
are
six
month
or
less
leases,
so
as
a
hotel.
K
If
you
look
at
all
these
regulations
here,
it's
very
lenient,
and
the
main
thing
is
this
is
that
we
need
this,
because
we
have
no
other
way
to
enforce
the
problems
that
we
have
now
without
this.
So
you
pass
this.
It
will
give
us
a
chance
to
enforce
the
bad
apples
and
also
allow
the
good
people
out
there
to
operate
a
good
operation.
But
just
remember
this
is
not.
This
is
not
putting
any
anything
on
the
people
have
ownership.
I
They
have
about
600
bird
unit
coming
to
your
neighborhood
that
you've
never
had
before
the
parking
everything
you're
doing.
I
totally
agree,
because
as
much
as
you
can
do
to
help
us
that
you're
great,
it's
annoying
to
me
that,
with
your
calls
for
a
year
to
build
this
house
23
year,
they're
going
to
get
it
call
a
second
now,
it's
just
everything
everybody
else
is
says
is
what's
going
on.
So
it's
amazing
to
me
that
we
don't
have
more
say
in
this.
My
question
sort
term
rentals
supposed
to
be
a
week.
R
I
R
I
R
I
That's
six
hundred
people
figure
which
I
can
address
that
down
the
road
upon.
Quite
a
long
time,
give
you
the
figures
now.
But
if
you
do
three
days,
then
you
have
a
twelve
hundred
people.
Staying
in
your
street
I
pass
17
homes
everybody's
against
it.
How
many
short-term
rentals
can
be
on
the
street
with
17
homes,
if
they're,
six
or
eight,
then
we
literally
have
up
at
four
or
five
thousand
people
coming
up
and
down
our
street
and
as
bad
as
the
world
is.
I
I
Neighbor
has
five
five
groups:
that's
ten
people
am
I
right
on
that
you're
advertising
it
for
twelve
150
whatever's
left
son,
taking
that
the
ten,
so
it
should
be
advertised
as
ten
not
well.
We
got
to
call
if
we
got
any
calls
that
would
be
have
a
median
out
in
front.
They
part
anywhere
near
that
than
they
all
come
on.
My
side,
I'm
heavily
in
the
escape
yard,
almost
been
ran
over
several
times,
which
I
can
call
me
dude
less
landscaping.
The
problem
is
they
always
come.
I
I
I
I
I
But
because
they're
gonna
be
a
law
of
how
many
homes
you
can
have
for
every
three
or
four
homes,
less
questions
is
to
supersede
your
own
process.
So
let's
do
that.
Well,
I,
understand
I,
understand
this
same
community.
Consider
because
if
you
have
17
homes
should
every
three
or
four
homes
only
allow
one
rental
I
mean
otherwise
the
whole.
A
S
My
name
is
Erin
mercy,
Ahmedabad
at
1300,
Florida,
Boulevard,
that
to
each
my
spouse,
my
own
property,
actually
to
tens
of
them
yourself
in
Jacksonville
Beach
and
we
purchased
the
property
in
2004.
Others
are
primary
residents
with
it
there
till
2014.
It
was
shown
we
started
reading
out
all
four
apartments
as
vacation
rentals.
S
Aren't
you
requirements
and
his
ordinance
and
demonstrated
that
these
provisions
is
written
with
cause
real
and
quantifiable
heard
from
an
occasional?
How
do
you
know
to
my
testimony
and
they
hand
out
and
also
provided
in
the
contract?
I'm
not
going
to
speak
on
hands.
Only
have
two
minutes
left.
So
it's
you
know,
I
haven't
found
an
actionable.
S
In
this
council
first
table
this
ordinance
for
90
days.
Second,
take
the
list
of
47,
not
847,
short-term
rentals
in
Jacksonville
Beach
that
are
licensed
by
the
state
department
of
business
and
professional
relations
and
send
delinquency
notices
to
all
the
licensees
have
not
filed
their
little
nuisance.
Tatro
see
that
even
care
license
information
is
a
public
record
and
easily
attainable
online
I.
Had
it
as
I
know,
there's
47
third,
take
Melissa
short-term
rentals
that
Heather
Ireland
referred
to
in
the
last
name
Commission.
S
Legal,
this
has
several
hundred
properties
on.
It
said
all
those
property
owners
to
lose.
He
notices
as
well
per
Florida,
section
205
got
194.
These
properties
will
be
required,
obtain
the
state
license
from
the
DBPR
and
the
right
brutalizes
room
when
they
submit
their
application
through
the
local
business
tax
receipt
for
any
sort
of
real
owner
or
operator
that
doesn't
invite.
With
this
city
code,
15-7
already
allows
the
city
to
find
him
up
to
two
hundred
and
fifty
dollars.
S
Furthermore,
section
15-12
criminalized
non-compliance
by
making
it
a
misdemeanor
to
conduct
visitors
in
the
city
without
political
business
tax
receipt,
so
the
current
regulation
most
definitely
already
has
teeth
and
is
enforceable
after
90
days.
It
is
determined
that
the
city
staff
has
the
capacity
to
enforce
this
requirement.
That's
already
on
the
books,
meaning
force
this
process,
remember
the
need
for
additional
license
or
registration.
They
bring.
S
This
order
gets
asked
for
consideration,
use
the
tools
you
have
first,
whether
it
be
to
consider
not
a
single
person
who
spoke
tonight
or
in
the
history
of
this
issue,
order
the
city
clerk
order,
the
police
about
shorter
riddles
in
the
neighborhood
has
filed
a
complaint
with
the
state,
not
a
single
one
of
the
people
here,
talk
to
you
that
has
done
them,
but
ET
terrae
investigates
short-term
rentals
on
a
complete,
only
basis
and
publishes
all
this
information
online.
They
can
investigate
in
place
of
unlicensed.
F
F
You're
gonna
collect
through
tax
revenue
generated
from
that
and
putting
on
a
full
time
officer
dedicated
towards
code
enforcement
that
could
alleviate
issues
related
to
short
term
rental,
noise
issues
and
other
issues
that
are
clearly
sometimes
from
what
I've
heard
from
other
residents
getting
swept
under
the
rug
or
not
addressed
properly.
I.
Think
that
would
help
address
a
lot
of
people
with
regard
to
the
whole
community,
and
especially
this
issue,
and
in
fact,
could
be
something
that
could
be
potentially
put
into
the
that
works
with
this
money
that
would
be
generated.
F
G
G
Understanding
is
complicated
with
shared
transportation
as
well.
Alternative
accommodations
are
two
hundred
billion
dollar
industry.
It's
only
going
to
increase
I
understand
that
there
are
people
in
this
exhibit
hall
that
do
not
like
short-term
rentals,
but
the
people
that
are
not
here,
the
ones
who
could
not
make
it.
G
Many
cases
are
investors
to
me
economic
base
expectations
for
these
properties
and
have
rights
as
well,
even
though
they
can't
be
here,
even
if
they
don't
have
the
opportunity
to
speak
to
you
personally
so
I'm
here
as
a
representative
as
a
property
manager
to
talk
about
what
is
fair
and
what
is
reasonable.
The
entire
reason
why
homeworld
is
taken
away
from
cities
like
Jacksonville
Beach
is
to
kiss
cities
that
leads
to
power.
G
That's
why
the
state
passed
2011
law
in
2014
amendment
that
had
prohibited
cities
from
regulating
vacation
rentals
in
terms
of
banning
frequency
duration,
or
there
are
items
within
this
law
that
I
believe
will
be
challenged
in
with
a
lot
of
return.
I
would
recommend
carefully
that
the
city
attorney
in
particular
review
the
parking
provision
I
think
that
this
key
challenge
I
also
believe
anything
that
suspends
a
license
may
be
challenged.
If
the
goal
is
to
create
something.
G
That's
reasonably
fair,
you
will
find
that
property
managers
like
myself
to
operate
in
Buster,
20
counties
cities
in
Florida
will
not
challenge
that
we
want
to
work
the
cities.
We
want
their
reasonable
regulations.
We
like
for
standards,
I,
think
standards
help
elevate
the
industry.
If
it
is
unreasonable,
we
will
gather
the
resources
to
fight.
We
have
powerful
allies
like
everybody.
Many
like
Expedia,
like
booking.com,
who
have
a
large
war
chest
I,
have
involved
in
two
litigations
with
the
city
of
Venice
and
with
the
county
flag,
are
in
both
cases.
G
S
This
man
to
discover
the
Neyman
at
us
three
minutes
I
think
maybe
see
some
cash.
You
have
property
at
30
or
an
inefficient
drive
south,
been
in
my
family
since
sixth
grade
on
their
parenting.
It
I
absolutely
agree
a
registration
for
terminals.
It's
definitely
you
need
to
have
a
responsible
for
these
bad
apples
that
are
causing
all
these
problems,
but
it
seems
like
there's
just
a
few
bad
apples
for
all
those
front
legs
out
there
and
if
your
dress
that
you
met
at
was,
you
won't
have
problems
I'm
doing
everything.
S
I
can
to
my
property
to
make
sure
that
before
I
start,
the
founders
are
tremendo.
I
am
in
a
survey
and
for
a
variance
to
papers
and
to
make
sure
that
I
have
the
car
parking
on
site,
because
I
currently
have
terrible
row,
I'm
doing
renovations,
making
my
house
approved
and
beautiful
interpret,
and
what's
paying,
for
that.
Is
these
short-term
rentals
that
I'm
hoping
to
do
in
the
house
and
so
I'm
hoping
to
improve
my
part
of
neighborhood
by
improving
my
property.
S
One
thing
to
note
is
that
Orlando
only
turns
275
for
the
start
and
120
for
therapies.
540
pinkies
too
high
was
500
rentals.
That
is
$250,000
that
the
city
would
be
collecting,
and
that
seems
a
bit
observe
exorbitant
to
burden
to
put
on
these
owners.
So
I,
just
like
you
to
request
to
read
you
that
part
of
it
I
do
agree
with
the
occupancy
and
I.
Do
would
like
to
clarification
on
people
whose
children
have
to
exactly
that
defines
a
closet.
A
L
Pull
that
Letterman
I
live
at
4:06
of
America
Avenue
in
Jacksonville
Beach
I
am
a
Marshall
owner
the
house
that
we
have
here
two
of
my
sisters,
that
house
we
inherited
and
we
turned
into
a
short-term
rental,
and
it
was
going
very
well
for
us.
It
is
our
family
home.
We
grew
up
there.
I
was
born
here,
I
was
raised
here
and
I
am
still
raising
my
own
family
here,
I
just
wanted
to
save.
L
You
spent
the
last
30
days
living
back
back
in
archer
tornado,
which
is
why
we
did
what
we
did
we're
responsible
or
licensed
we're
in
compliance.
We
had
a
wonderful
time
as
a
family
for
an
entire
month.
I
had
siblings
that
live
out
of
town.
The
neighbors
stopped
us.
They
welcomed
us
back.
They
had
nothing
but
positive
to
say
back
to
us
about
official
terminal
in
the
residential
neighborhood.
My
uncle
lives
across
the
street.
L
My
neighbors
have
been
my
neighbors
since
I
was
a
child
I
care
deeply
for
these
people
and
I
do
not
intend
or
wish
for
any
of
their
regular
day-to-day
life
to
be
disturbed.
I
currently
have
guests
in
our
home
right
now.
Virginia
Beach
just
want
to
say
that
you
know
it's
hard
as
an
owner
as
an
inheritance.
You
inherit
a
house
ended
your
family
home
and
you
want
to
be
responsible
with
it.
L
You
want
to
honor
your
parents
and
that's
what
we're
doing
we're
not
out
to
make
any
more
money
than
just
to
pay
for
the
insurance
and
the
property,
insurance
and
property
taxes.
I,
don't
know
how
to
do
that.
Any
other
way,
so
I
want
to
be
able
to
have
access
to
the
home.
I
grew
up
in,
and
so
I
would
like
these
conversations
to
continue
until
we
can
figure
out
what
is
good
for
everybody.
A
Okay,
before
requesting
emotional
disorders,
beginning
with
myself,
piece
of
the
members
is
requested
to
indicate
the
director,
both
the
names
and
the
persons
and
the
substance
of
any
ask
what
they
communication
regarding
this
application,
the
next
parte
communication,
the
first
may
be
needing
a
discussion
of
a
person
or
citizen.
You
may
have
an
equal
interest
in
this
decision
which
occurred
outside
of
the
public
hearing
process.
I
got
to
my
name
that
I,
remember
and
as
Janelle
lose
against
and
Matt
Wayne
who's
for
other
than
that.
F
A
A
C
Receive
numerous
emails
on
both
sides
of
the
issue
most
frequently
the
seven-point
a
mail
from
each
area,
Realtors
I
also
spoke
on
the
phone
with
policy
go
from
Expedia
at
least
a
month
ago,
as
well
as
Kenny
from
air
BB,
who
I
met
in
person
Dennis
over
a
month
ago,
when
the
original
proposed
organs.
You
know.
B
I've
had
several
conversations
on
the
phone
in
person.
Several
emails
on
both
sides.
I
had
submitted
a
list
as
a
clerk
I
probably
have
65
different
people
on
that
list.
Some
of
that
includes
the
property
appraiser,
the
tax
collector
and
several
other
people
that
I
wanted
to
talk
to
you
about
compliance
with
regard
to
short
criminals.
H
A
R
Of
the
following
changes,
they
would
like
to
see
and
that's
occupancy
defined
as
two
bedrooms
plus
two
rather
than
the
two
bedrooms,
two
per
bedroom
or
one
for
150
square
feet.
Whichever
is
best,
they
would
like
to
see
us
define
parking
standards
with
consideration
of
older
ones
without
the
required
to
pay
spaces
allowing
the
ability
to
park
on
the
grass
discussed
was
at.
That
meeting
was
some
crafting
up
some
grandfathering
language
and
discussions
with
staff.
We
came
up
with
some
that
could
be
corrected
as
a
max
parking
standard.
R
They
also
ask
that
we
find
person
for
the
purposes
of
occupancy,
so
it's
not
to
include
small
children
or
infants.
They
ask
you
to
consider
discussing
defining
a
person
as
over
24
months
or
some
other
reasonable
age
such
that
infants
and
small
children
were
not
included
in
the
occupancy
count.
They
also
request
counsel,
to
put
this
out
for
a
year
a
year
review
the
cost
and
rating
expended
on
and
revisit
the
fees.
R
It's
been
discussed
on
councils
receive
said,
while
he
mails
about
preemption
and
attorneys
fees
and
scary
thoughts
like
that.
Apparently,
there
was
some
confusion
created
after
the
June
27th
workshop,
where
it
was
referenced
by
a
member
of
the
public
that
information
of
chapter
5
of
90
provided
for
train
speed,
chapter
5,
the
state
regulation
of
covered
volume
establishments,
I'm
aware
of
no
cause
of
action
within
that
chapter.
R
Apparently,
what
was
intended
was
to
refer
to
a
new
chapter
section
chapter
57
chapter
57,
that
1
1
to
2
will
divide
her
potential
award
of
attorneys
fees
in
a
civil
action
filed
against
a
local
government
for
the
adoption
or
enforcement
of
an
ordinance
on
the
grounds
that
it
is
expressly
preempted
by
state
constitution
or
state
law.
That's
actually
what
applied?
Only
the
proposed
ordinance
we're
seeking
to
regulate
or
what
is
its
first
supreme
did
to
this
day.
R
So
that
makes
the
question
what
is
preempted
to
the
detection
of
chapter
9,
o
32
7
states
that
a
local
law
or
onions
or
regulation
may
not
prohibit
indication
right.
It
also
may
not
regulate
eurasia
or
frequency
of
that
window.
However,
by
one
I
know,
32
also
states
that
it
does
not
create
the
agree
government
to
conduct
inspections
of
public
lodging
establishments,
but
a
compliance
before.
R
R
Yes,
the
proposed
ordinance
does
not
seek
to.
Ultimately,
in
fact,
is
specifically
allows
for
use
in
also
many
districts
where
residential
use
is
a
permitted
use
or
a
conditional
use.
It
does
not
regulate
the
duration
or
the
frequency
of
any
vacation
rental.
It
provides
reasonable
rules
and
regulations
for
the
health,
safety
and
welfare
and
morals
of
the
city
as
a
whole.
R
This
was
I.
Just
put
this
together
last
week.
Do
you
have
compare
what
are
other
jurisdictions
in
regards
to
Matt's
occupancy
in
regards
to
their
parking
standards
in
regards
to
solid
waste
and
inspections
and
other
other
being
pretty
much?
Are
they
requiring
responsible
party?
Are
they
requiring
leasing,
limited
quantities?
You
can
see?
We
live
pretty
online,
most
all
of
them
at
those
Planning
Commission
max
occupancy.
We
come
the
closest
to
probably
the
majority
of
and
look
to
per
bedroom,
plus
two
for
a
common
room.
R
Others
don't
find
that
at
all
parking
standards,
I've
seen
where
we
started
at
one
for
three.
There
are
several
other
jurisdictions,
though
three
of
them
to
be
exact.
If
you
want
four-bedroom
some
of
the
things
that
Miss
Ireland
is
best
on
the
parking
standards
as
to
maybe
one
per
bedroom,
plus
one
as
we
do
have
many
motorhomes,
they
do
not
have
the
required
a
party,
however,
just
completely
taking
it
out
again,
all
new
development
stay
for
mr.
man,
as
all
new
development
must
have
the
to
be
part
of
partners.
R
Taxes
paid,
so
a
new
development
will
be
uploading.
Those
would
be
non-compliant.
The
other
ones
that
do
have
over
they
may
have
papers
going
up
the
grassroots,
clean
and
then
after
I
will
going
down,
and
that
was
the
way
that
Jack
Beach
was
developed.
Is
that
does
exist
out
there
and
they
are
going
over
here
at
this
point,
so
addressing
that
concern
with
one
four
bedroom
or
you
may
have
other
considerations
that
you
would
want
to
look
at
the
talks
about
solid
waste
inspections
in
our
specials
have
been
reduced
to.
There
are
no
annual
inspections.
R
R
And
I'm
here
for
any
questions
that
you
can
have
a
can
a
source.
What
was
out
there
as
to
the
max
occupancy
max
occupancy
is
overnight.
Yes,
transient,
yes,
he's
on
the
guest
room
after
on
the
day,.
R
The
size
of
a
dead
room
at
seventy
square
feet,
and
you
know
how
you
want
you
to
find
bedrooms.
There
was
much
to
do
over.
The
definition
was
so
I.
It
was
about
four
scotches
and
that's
what
I've
done
without
the
ornament
for
the
statute
after
the
definition
of
a
bedroom.
That,
again,
is
your
your
quality
decision,
who
does
not
have
to
be
tied.
H
R
That
specific
flora
statute,
that
is
under
the
public
health
in
relation
to
septic
tanks
in
exhale
date
under
three
minutes,
and
that's
where
it
comes
from
I,
spoke
there's
our
fire
marshal
and
your
building
official
earlier
today
on
what
they
see
as
a
definition
of
bedroom,
and
they
don't
go
to
square
feet,
particularly
at
the
square
feet,
but
they
do
look
at
is
whether
there's
a
door,
an
emergency,
ingress
or
egress
window.
Basically,
that's
pretty
much.
R
O
A
C
A
Kind
of
question
a
second
before
when
in
corporate
discussion
or
questions
by
the
council,
please
be
reminded
that
our
decision
will
be
based
on
criteria
set
forth
in
the
land
development
code,
staffs
report
and
recommendation
from
the
Planning
Commission
and
the
public
input
at
all
areas.
At
this
point
on
the
floor
to
the
council,
mr.
Goenka
recognized.
R
So
that
situation
exists
where
sometimes
two
or
three
different
homes
and
I
believe
that's
in
the
back
of
information
that
you
may
not
understand
of
all.
She
gives
you
an
example
with
some
pictures
of
how
that
exists
out
there,
whether
they
be
partly
have
residents
that
are
parking
online,
so
the
just
meant
parking
on
the
lawn
and
so
we're
looking
to
practice
something
that
might
address
those
situations
for
that.
I'm.
Q
R
R
B
Several,
like
mr.
Ryland,
said
we're
homesteading
and
they're
advertised
to
short-term
rentals.
Some
of
them
are
not
paying
the
tourist
developer
tax.
After
having
discussions
with
the
tax
collector's
office
and
the
Department
of
Business
and
Professional
regulations,
as
mrs.
Santa
Paul
mentioned,
you
can
galaxy
licenses
there,
and
just
individual
homes
that
are
being
that
are
licensed
does
make
a
tremendous.
There
are
only
24
the
city
of
Jax
beach.
B
Now
we
know
there's
more
than
20
individual
homes
that
are
being
operated
to
short-term
rentals,
so
I
think
that
this
ordinance
is
going
to
be
important
to
encourage
compliance
or
to
to
require
higher
compliance,
as
well
as
make
sure
that
information
is
getting
to
the
other
authorities
that
need
to
be
involved
in
the
compliance
process
and
I.
Also
I
also
have
seen
the
problems
that
that
allow
these
residents
have
spoken
about,
and
I
I
know
where
the
short
term.
B
Yes,
the
cars
lead
out
into
the
streets.
There's
noise
on
the
weekends
or
late
at
night
when
people
are
needing
to
go
to
work
the
next
day
and
so
I
I
understand
the
issues
that
the
residents
are
having
because
I've
seen
it
and
in
my
neighborhood
I
also
spoke
to
a
resident
that
lives
across
the
street
from
Fletcher
middle
school
and
I'd
like
to
put
this
out
there
for
as
a
discussion
point
as
well:
the
house
next
door.
B
Her
is
a
short-term
rental
and
she
asked
me
how
I
know
if
there's
not
a
sexual
offender
or
sexual
predator
in
that
house,
and
it's
right
across
the
street
from
the
school
I
looked
at
Fort
Lauderdale
in
Fort
Lauderdale
has
language
and
their
short-term
rental
ordinance.
That
requires
the
managers
or
the
owners
of
the
property
to
add
some
language
and
they're
advertising.
If
their
house
is
within
1,400
feet
of
a
school
or
a
playground,
I
guess
areas
where
sexual
offenders
and
sexual
predators
are
not
permitted
to
be
that
they
included
language
and
their
advertising.
B
Stop
the
responsible
party,
I
think
is
very,
very
important,
I
mean
that's
the
key
part
and
the
residents
tonight
had
spoke
about
that
and
I
think
that,
but
that's
we
definitely
I
know
that
there
have
been
some
questions
about
responsible
parties
and
people
that
brought
that
up,
but
I
think
that
we
have
to
have
that
for
the
accountability,
as
mr.
Ryland
said,
and
for
responsibility
when
it
comes
to
issues
so
I
just
wanted
to
put
those
things
out
there
and
as
far
as
the
parking
goes,
mr.
Rosa
has
support
what
you're
saying
as
far
as.
A
A
F
Are
they
supporting
the
the
parking
coming
out
on
the
grass?
If
you
one
of
the
questions
I
have
is
in
the
South
area,
we
are
transitioning
from
a
from
a
non
curving,
better
rural
pavement
structure
to
something
that
has
curb
and
gutter.
Are
these
buildings
that
right
now
throughout
our
city,
a
lot
of
these
people
would
wouldn't
be
able
to
fit
into
that
parking.
F
But
once
you
put
the
current
government,
then
that
area
is
going
to
be
removed,
their
ability
to
park
in
the
yard
is
going
to
be
removed
and
it
will
become
on
street
parking,
so
I
think
we
might
are.
Those
places
will
be
grandfathered
in
that's
that's
one
of
the
questions
I
have
because
there
there
won't
be
able
to
properly
right
away
in
the
grass
area.
F
F
F
Reduced
fee
schedule,
so
we
would
get
more
participation,
I
haven't
seen
that
know.
Where's
the
top
500
and
the
week
ended
up
a
50
to
100
something
in
that
range.
I,
don't
see
that
included
in
my
package,
so
isolated
to
be
scheduled
and
the
industry
of
a
whole
I
mean
I
I
mean
you
know
at
first
I
thought
they
would
only
like
a
couple.
There
were
really
problems
and
stuff,
but
the
more
I
talk
to
people
or
walk
around
the
neighborhood
and
talk
to
people
that
you
know
you.
F
There
is
an
issue
and
there's
a
big
issue
and
you
know
I
think
they're
being
medium.
The
people
that
are
doing
these-
you
really
need
to
be
looking
at
self
regulation,
also
and
making
sure
that
that
they're,
not
bad
actor
and
the
vacation
on
a
lot
on
our
Airbnb
here
baby
hasn't
wavered
Angra
for
at
least
report
problems.
F
Now
so
I
think
the
industry
as
a
whole
really
needs
to
push
for
self-regulation
to
find
solutions
to
these
issues,
because
I
mean
I
feel
terrible
for
some
of
my
neighbors
who
are
having
to
deal
deal
with
parties
next
door.
They,
you
know
they
have
little
kids
that
are
being
kept
up
all
night.
It's
it's
not
it's
not
good
for
a
neighborhood,
feel
I
know
some
of
the
people
ad
that
has
resistors
and
their
parents
house.
I.
F
A
A
A
One
gentleman
got
out
and
mentioned
that
legislators
in
Tallahassee
err
more
intelligently
than
we
are
or
to
that
fact
that
they
know
better
make
decisions.
Actually
the
citizens
with
state
of
Florida
in
1968,
during
the
Constitution
envisioned
commission,
ready
to
put
forth
amendment
called
that
is
the
opportunity
to
regulate
commerce
and
laws
applicable
to
that
municipality.
A
A
Several
comments
were
made
during
the
discussion
from
it's
about
enforce
existing
laws,
I'm
trying
to
find
them
visually.
The
best
possible
scenario
analogy
I
can
draw
to
help
describe
what
the
problem
is,
but
when
you
have
short
term
housing,
short-term,
rentals
and
people
are
leaving.
There
were
a
couple
of
days,
the
police,
to
go
over
there
every
two
to
three
to
two
to
three
times
a
day,
four
or
five
times
a
day.
A
We
don't
have
a
thousand
policemen
to
run
around
and
force
recurring
problems
over
and
over
and
over
again,
so
it's
imperative
for
us
to
put
some
form
of
regulation
of
floor.
That
would
take
care
of
that
so
that
we
don't
have
to
overtax
up
voids
department
and
make
sure
people
understand
what
the
requirements
are
and
that
they're
communicated
to
the
guests.
A
The
four
come
around
next
week
is
the
league
cities
and
illegal
mayor's
meeting
I
sit
on
the
board
of
directors
for
the
floral
in
America.
Roman
rule
is
one
of
our
more
important
topics.
I
can
assure
you
that
I'm
going
to
be
raising
this
issue
with
the
Board
of
Directors
next
year
last
night
or
next
week.
Rather
last
I
heard-
and
this
contained
but
90%
of
the
hair
between
be
slashed,
short
term
around
a
particular
place
in
13
counties
and
that's
the
coastal
counties
and
that's
the
Disney
area.
A
It's
not
a
bunch
of
intelligent
legislators
in
Tallahassee
that
are
pushing
through
these
commercial
entities
to
overtake
our
cities.
Quite
frankly,
there's
a
lot
of
loudness
in
Tallahassee
somebody
mentioned
the
war
chest.
There's
a
lot
of
lobbyists
out
there
that
have
a
lot
easy
pickings
since
on
13
to
68
counties
are
concerned
about
short-term
Aranjuez.
She's
right
back,
I
feel
very
strongly
that
when
you
live
in
a
single-family
neighborhood,
it
should
be
a
single
family.
A
The
the
comment
about
tabling
for
90
days,
we've
tabled
this
more
than
a
half
times.
I
think
it's
time
for
us
to
step
up.
This
is
a
to
reading
and
that
this
is
the
first
reading
of
an
or
that's
because
it's
my
second
reading
we
can.
We
can
suddenly
make
some
changes
and
one
things
that
we,
what
I'd
like
to
consider
when
I
visit
the
council,
what
the
Planning
Commission
recommended,
as
well
as
what
the
city
is
going
to
put
together
for
us
from
this
in
similar
cities
and
make
some
suggestions
tonight.
A
The
homeowner
separate
suit-
and
this
all
started
on
every
basis,
what's
known
as
true
but
you're
saying
what
happens?
No,
it
was
started
in
the
one
house
would
need
about
a
year
ago,
when
I
got
direct
exposure
to
a
house
that
was
purchased
by
an
LLC
and
the
single-family
neighborhood
and
turned
into
a
hotel,
and
what
that
did
to
the
people
immediately
makes
go
to
them,
including
their
13
year
old
daughter.
We
can't
go
around
the
Sun
anymore,
because
we
did
the
young
man,
then
the
big
parties
come
out
there.
Wolf-Whistle
something's
gotta
change,
folks.
A
This
isn't
about
condemning
people
who
have
rents.
I
live
in
like
a
little
Avenue
Jacksonville
Beach
directly
across
the
street,
from
three
new
clubs
there's
six
units
three
units
are
short-term:
rentals
I
had
zero
problems
and
I
have
zero
problems
with
most
people
must
be
in
this
room
that
have
rented
for
decades.
That's
not
the
problem.
The
problem
is
what's
happening
in
our
single-family
neighborhoods,
when
we
let
this
just
a
minute,
but
these
companies
come
in,
buy
these
homes
and
completely
destroy
our
culture
as
a
city.
C
The
idea
that
while
we
did
was
just
enforced,
trash
noise
and
containment-
that's
probably
solved
I,
definitely
probably
subscribe
to
that
very
early
on
in
this
process.
But
those
are
like
three
of
the
most
arbitrary
and
hurt
things
to
enforce
and
I
think,
especially
when
you're
dealing
with
new
residents
every
weekend.
It
makes
that
even
harder
in
consideration
of
the
parking
issue,
I
will
say
that
up
kind
of
in
my
head
of
the
child
is
issue
parking
across
sidewalks,
so
they
just
want
to
make
sure
that
we
should
sound.
C
That's
been
a
major
complaint
with
residents
up
in
the
north
end
of
the
city.
I
also
wanted
to
say,
I
wanted
to
commend
this
and
the
ball
up
on
this
letter.
This
is
really
well
thought
out
and
I
definitely
agree
with
using
visuals.
You
have
first
I
think
that
we're
at
the
point
now,
where
we're
ready
to
move
on
this
and
I
do
not
agree
with
Tina.
C
C
But
when
this
goes
into
place,
they
do
need
to
make
sure
that
people
know
exactly
the
steps
that
they
need
to
take
back
to
the
beach
to
be
legally
operating
it
first,
the
recommendations
from
the
Planning
Commission
I
like
to
be
the
revisited,
the
maximum
occupancy
to
two
persons
per
bedroom
plus
two,
because
I
feel
like
that,
helps
us
with
that
issue
of.
Maybe
it's
not
a
true
bedroom.
Maybe
it's
a
den!
Maybe
it's
a
pass-through
room.
That's
that's!
Those
extra
two
people
I
would
think
so.
C
C
The
right
standard
I,
you
know,
if
that
16
to
18
you
know
those
are
at
18,
is
an
adult.
16
is
basically
an
adult,
but
it
I
don't
know
what
the
right
age
there,
but
I
do
agree
that
a
baby
shouldn't
count
against
your
occupancy
or
your
parking
or
car
parking
requirement.
So
I
don't
know
what
the
right
thing
is
here,
but
you
know
I,
like
the
two
persons.
N
R
N
N
R
N
Pieces
of
furniture
so
I
think
that
that
very
owner
is
on
some
of
the
older
homes
in
the
city.
They
have
to
have
a
building
closet,
I,
don't
know
if
you
want
to
bend
that
and
say
that
they
have
to
have
like
a
movable
closet,
but
yes,
I
gonna,
walk
in
nor
posit
that
very
confident
houses
now,
but
I
know
that
there
are
a
lot
of
houses
that
don't
have
closets.
N
N
H
R
N
N
Q
Q
N
H
O
H
O
You're,
assuming
the
applicants
will
provide
a
parking
plan,
be
reviewed
by
staff
as
part
of
their
initial
application,
because
I
can
tell
you
anybody
today,
device
front
yard.
You've
got
your
front
yard
setback
with
the
new,
usually
anywhere
from
five
to
fifteen
feet
of
grass
off
of
your
property
on
the
public
right-of-way,
and
it's
going
to
be
hard
pressed
to
get
an
officer
in
the
middle
to
make
to
determine
whether
somebody's
you
know
parking
out
on
the
street
or
grass
or
the
other
private
property.
O
I
think
the
only
way
we
could
do
it
would
be
to
do
it
with
a
site
plan
showing
it
up
front.
You
get
up
skiing
up
and
someone
denies
that
the
property
part
of
that
is
asserted.
Is
there
parking
escapes?
That's
the
one
where
I
think
otherwise.
This
would
be
a
proper
course
of
the
road
anyway,
the
gravel
would
not
count
against
their
lot
covers.
If
you
choose
to
provide
it
in
a
verse
or
asphalt
or
concrete,
it
would
count
for.
O
O
Q
Have
ten
people
that
they
can
only
have
three
cars
I
don't
want
to
provide
three
spaces
like
if
I
want.
If
I
don't
have
ten
people,
that's
fine
but
I
have
a
parking
spaces
available
for
then
I
can't
they
want
to
bring
for
art
they're,
not
gonna.
To
do
that,
I,
don't
think
with
it
being
gravel
and
that's
why
I
included
gravel
doesn't
count
so
a
lot
cover,
so
you
wouldn't
have
to
go
through
any
variances
to
simply
put
it
in
a
gravel
parking
spot
in
your
yard
and
then
I
guess.
G
B
Just
like
to
point
out
that
several
residents
that
I've
spoken
to
they
have
issues
and
concerns
about
a
lot
of
cars
parked
at
the
grass
in
yards
and
so
I
understand
mr.
Wilson's
recommendation,
because
we
have
to
figure
out
how
to
craft
the
language
so
that
it
isn't
just
a
free-for-all,
and
people
can
just
pile
up
ten
cars
in
the
front
yard,
and
you
know
I
see
that
right
now,
there's
a
house!
B
That's
several
blocks
down
the
street
from
me
and
they're
parking
all
over
the
place
in
the
grass
and
on
the
sidewalk
and-
and
so
that's
that
condition
too
so
I
I
don't
know
if
there's
something
else,
that
we
could
do
that
maybe
a
little
less
onerous,
but
still
not
open
the
door
for
people
to
just
park
all
over
the
yard.
I
would
think
that.
A
O
This
kinda
goes
back
to
the
argument
as
to
whether
90
Tai
occupancy
to
the
bedroom
count
versus
available
parking
on
site
that
is
available
parking
on
site.
It
would
be
parked
right
now
without
the
minutes,
it
would
be
parking.
The
beats
are
cozy
that
kind
of
cell
fulfills.
You
can't
have
that
movie
for
Bartlett
seem
like
the
tendency
with
the
amendments
of
is
it.
We
have
clear
discussion
of
the
workshop
with.
R
O
R
O
O
Right
now,
so
they
said
mr.
mogill
same
point:
if
your
grandfather
did
we're
not
having
the
two
required
parking
spaces
that
have
been
requiring
the
city
for
a
long
time,
these
long
water-
that,
then
maybe
you
would
get
credit
for
not
having
this
purpose
of
spaces.
Then
we
go
along
beyond
that
spill.
You
have
everybody
else
to
us,
because
current
houses
have
two
parking
spaces,
you'll
be
getting
credit
for.
Well,
we
only
have
one
on
the
site.
We
still
get
credit
for
one
in
theory,
Park
two
spaces
here.
If
you
were
bill
house.
R
O
C
At
10:30
and
I
think
there's
a
lot
more
thought
that
needs
to
go
into
this
cooking
issue
because,
yes,
you
have
happened,
has
ever
big
gravels
over
their
yards
and
they
can
max
their
occupancy
I'm
going
to
vote
against
this
amendment,
because
I
think
that
we
need
to
kind
of
go
back
to
drawing
board
on
just
on
the
parking
specifically-
and
maybe
we
have
a
second
reading-
maybe
have
a
couple
proposed
options
for
us
that
would
work
to
achieve
what
we're
looking
to
do,
but
not
be
onerous.
I
can't
imagine
doing
a
plan
for
winter.
Q
A
Q
And
we'll
see
if
it
gets
a
second
but
I
remembered
that
we
delete
the
NFPA
compliance
requirements.
It's
six
second
version,
the
second
and
just
for
discussion
on
that.
I
think
that
to
have
like
kind
of
alluded
to
my
first
comments,
I'm
all
for
limiting
parking
and
occupancy,
but
to
get
into
code
enforcement
and
inspections
of
people
going
into
house
at
the
VA.
Q
The
NFPA
requirements
are
changing
constantly
there's
to
require
somebody
to
keep
up
with
all
of
them
and
keep
their
house
in
compliance
with
that
I
think
it
not
only
taxes,
our
staff,
but
taxes,
the
editors
and
I'm.
Just
not
somebody
rector
doesn't
want
to
live
in
a
house
because
it
doesn't
have
appropriate
things
in
it
and
that's
on
the
city.
R
N
R
Be
scheduled,
yes,
sir,
that's
not
before
you
on
their
agenda,
because
it's
my
resolution
and
so
into
it
right.
That's
it.
However,
it
is
on
the
website
and
it
never
did
she's
not.
What
we
did
do
is
go
down
to,
as
mentioned
150
and
the
collective
registration
62,
so
it
was
just
150
per
year,
plus
10.
We
were
a
licensed
agent,
registering
10,
it
would
be
150.
R
A
N
Want
to
note
that
this
makes
me
act
up
that
we're
here.
Why
we're
here,
but
it
makes
me
happy
to
see
people
within
our
city
fighting
for
their
property
values,
their
business
rights.
You
know
you
fighting
for
you
bouquets,
and
that
just
makes
me
feel
warm
inside
that
I
wish
you
all
could
come
out
more
often
and
same
thing
for
the
businesses.
N
You
know
you're
trying
to
you,
try
to
make
sure
that
you're
able
to
make
a
living
and
I
think
that
this
ordinance
is
really
if
it
needs
to
be
changed,
loosen
it
up
or
tighten
even
further
in
the
future.
We
have
the
ability
to
do
that,
but
we
need
somewhere
to
start
and
I
think
this.
This
is
a
good
starting
ground,
so
I
just
want
to
thank
everyone
who
came
up
tonight
for
coming
out
tonight
for
a
very
long
night
and
you
guys
get
to
leave
and
we
still
have
stuff
on
you,
gentlemen,
softly.
C
G
B
B
F
Sorry,
I
think
both
groups
really
need
to
stay
involved
in
order
to
be
able
to
halo
us
at
our
local
level
at
the
state
level,
they're
gonna
try
very
hard
to
to
take
this
out
of
our
hands
if
you're
a
property
owner.
It's
not
just
your
record.
Talk
to
your
representative
talk
to
you.
The
people
with
the
state
role
to
love,
know
your
concern
and
the
people
that
are
involved
in
the
industry.
A
Do
and
I'll,
hopefully
finish
off
the
commentary
by
saying
mr.
Nichols
is
100%,
correct
and
I
think
first
off
on
the
thing,
my
colleagues
through
the
possible
process
that
was
involved
in
getting
us
where
we
are
today
there
needs
to
be
compromised
and
we
got
a
bunch
of
resident
business
owners
here.
There's
gotta
be
a
compromise.
That's
gotta
take
place
at
the
state
level.
Right
now,
the
state
is
is
not
very
local
friendly
when
it
comes
to
short-term
rentals,
and
so
mr.
A
Nichols
points
well-taken,
you
know
our
state,
senator
and
Dean
are
represented
as
a
quarter
bird
and
if
you
need
contact
information
for
them
to
come
up,
see
me
afterwards.
Marines
town
hall
meetings
within
the
meet
with
the
residents
talk
about
this.
The
only
way
that
we
can
win
this
and
provide
this
compromise
not
to
hurt
businesses
I've
heard
about
Airbnb,
but
to
provide
an
environment
where
everybody
wins.
H
A
E
A
Okay,
once
again,
this
ordinance
is
for
amendment
to
land
development
code
of
one
development
council
for
public
hearing
and
considerations
first
reading
second
reading.
Thank
you

affirmative

It
is
the

to
arrive
at
sound
decisions

the
use

the

The

we
hear
from
all
in
our
supporters
and
all
that
sort
of
determination
of
amendments
and
the
council's
decision
on
the
text.
Amendment
criteria
set
forth
in
section
34,
211
million
development.
Of
these
remember.
G
H
O
Name
is
mark
1505,
scorm
I'm,
not
against
this
I.
Just
would
like
to
point
out
the
irony
that
were
essentially
restricting
short-term
rentals
and
then
the
chief
complaint
is
the
degradation
of
the
county
and
too
much
commercial
too
much
partying
and
novice,
but
on
the
on
the
agendas
proposal
to
introduce
both
marijuana
and
whiskey.
So
you
know
just
think
about
that.
A
F
Opposition
about
that
just
said:
I've
grown
up
in
this
general
vicinity
and
been
the
stand-up
guy
I'm
AMG,
since
I
can
remember
always
providing
cheaper
discount
lunches
for
pleasure
students.
I
remember
the
last
time.
I
was
that
girl,
like
a
month
ago,
a
bunch
of
the
Sharks
players
came
in
and
they
obviously
just
left
the
practice
and
box.
Everything
like
hey
guys,
I
appreciate
what
you
do
for
the
community
and
I
like
watching
you
guys
and
what
have
you
and
gave
them
all
free
lunch.
F
L
G
And
we
don't
have
to
move
or
relocate,
Angie's
parking
will
dictate
all
of
that
scenario
and
all
of
those
phases
I
have
to
have
to
contain
all
of
my
customers
along
my
luck.
I
don't
have
any
overflow
parking
anywhere
to
do
ballet
or
anything
like
that.
So
parking
is
my
biggest
issue
concerning
how
all
this
goes
right,
but
ideally
believe.
G
Or
move
it,
but
the
reality
is
the
economic
reality
and
its
large
expensive
piece
of
property
and
Angie's
is
really
only
going
to
do
whatever
it
did.
Today.
It's
not
gonna
magically
do
a
million
dollars
more
in
sales
next
year,
so
I
have
to
think
about
that
going
forward,
and
you
know
highest
and
best
use
of
the
property.
So,
but
ideally
no
I
don't
want
to
don't
want
to
kill
my
baby.

O
I

part

required
us
to

Compare
a

of

we
do
pharmacies.
There
is
the
distance
requirement
for

that
is
not
in

regulations,
so
either
add
the
500
distance,
spacing

and
potentially
make
one

two

formulas.
I
have
done
that

marijuana
treatment

That's
what
we're
