first
item

budget
for
the
city
of
Jackson.
These
was
prepared
using
a
millage
rate
of
3.3
point:
nine,

four,
seven
Mills
the
rollback
rate
is
three
point:
seven,
eight,
five,
five
Mills
the
proposed
military,
the
three
point:
nine,
nine,
four,
seven
Mills
is
five
point:
five,
three
percent
more
than
the
rollback
rate,
the
second
item
to
be
discussed.

other
things
just
assumptions
to
remind
the
council
as
to
how
the
budget
was
prepared.
The
electric
natural
gas,
normal
water
and
sanitation
rates
are
unchanged
in
the
proposed,
the
Weber
of
sewer
rates
increase
with
the
Consumer
Price
Index.
As
for
the
adopted
resolutions,
some
of
the
department's
were
allowed
up
to
2%
operating
expense
increases
after
government
flatlined
for
a
multiple
number
of
years.
The
government
that
debt
was
retired
in
2019.

mention
in
my
budget
plan
today's
one
of
the
first
primary
questions
that
I
asked
was:
was
the
budget
set
up
to
where
I
was
going
to
be
able
to
achieve?
Success
would
get
us
where
we
needed
to
go
and
with
that
I
hope
they
don't
focus
on
two
issues
here:

which
are
embedded
in
the
budget
and
that's
the
CRA
monies,
both
as
it
relates
to
safety
and
as
it
relates
to
maintenance,
the
safety
side.

know
I
can't
say
enough
about
our
police
force
and
the
new
commander
I
think
they
will
do
whatever
needs
to
get
done
to
provide
a
safe
downtown.
But
the
question
I
you're
asking
is
how
much
resources
he
they
need
in
order
to
achieve
what
you
want
to
achieve.
We've
got
51
felonies,
year-to-date,
371
misdemeanors.
What's
the
target
that
you
would
like
this
team
to
achieve
and
what
will
commander
Smith
need
to
get?

is
1.2
million
and
now
to
get
us
where
we
need
to
get
so
I
think
it's

a
relevant
question

I
certainly
hope
that
we
really
look
at
what
his
team
needs
to
become
successful,
because
the
citizens
certainly
want
us
to
have
to
say

stay
on
town.

in
the
CRA.
