It
was
a
great
event
and
I
just
wanted
to
recognize
the
CPA
a
a
for
organizing
that,
because,
because
it
was
a
great,
a
great
event
and
I
also
wanted
to
mention
this
Wednesday
June
5th
at
7
o'clock,
the
beaches
watch
organization
is
having
meeting,
which
will
be
a
legislative
session
recap
meeting
and
Mayor.
Lengthen
will
be
there
as
well
as
mayor
Glasser
from
Atlantic,
Beach
and
representative
court
bird,
and
they
will
be
talking
about
the
issues
that
were
passed
in
Tallahassee
this.

7:25
I'm
here
at
circle,
Jacksonville
Beach
I,
wanted
to
take
a
minute
and
just
touch
on
what
I
call
a
little
disappointment
that
I
had
with
the
council
and
the
CRA
there's
been
a
lot
of
discussion
about
the
downtown
redevelopment
and
in
the
last
workshop
session,
there
was
a
lot
of
discussion
about
coming
up
with
a
plan,
a
vision
for
the
downtown
area
that
little
conversation
quickly
went
into.
We
need
an
omnibus
Minh
and
we
had
a
parking
deck.
That's
not
a
plan.
We
really
need
a
vision
for
the
downtown.
G
G
B
We
want
to
grow
as
we
as
we
do.
This
analysis
I
think
it's
time
for
the
council,
as
well
as
the
CRA,
to
truly
sit
down
to
come
to
agreement
on
what
the
vision
is
for
this
community.
You
know
what
are
we
going
to
do?
Are
we
going
to
be
a
theater
district
or
we're
going
to
be
a
mixed-use
development,
or
are
we
just
going
to
be
hotels
and
bars
as
our
downtown
for
Jacksonville,
Beach
I?
Think
we
really
need
to
think
about
it
and
we
need
to
come
to
agreement
on.
A
H
A
B
I
Well,
my
nasturtium
over
I
am
the
owner
of
the
property
management
we
owner
the
manage
20,
short-term
rental
properties
in
Jacksonville,
Beach
and
I've
been
with
a
group
of
minds.
We
together
ever
sends
over
a
hundred
properties
in
Jacksonville
Beach.
We
very
much
like
to
propose
that
we
do
a
public
workshop
before
the
first
reading
is
done
because
I
definitely
say
based
on
the
comments
that
I
made
today.
I
The
reasoning
that
you
guys
need
some
experts,
with
inside
knowledge
of
the
industry,
to
really
nail
down
the
rules
and
regulations
that
be
effective
and
work
for
everybody,
because
the
rules
I
propose
right
now.
I
feel
that
only
two
complying
people
will
adhere
to
these
and
the
bad
apples
which
you
guys
seek
to
get
rid
of.
I
They
won't
and
I've
done
this
for
five
years
of
posters
of
thousands,
the
people
in
Jacksonville
Beach
I'm
a
huge
in
Minnesota
of
the
area,
I
hope
in
May
alone,
I
had
over
60%
of
my
guests
to
be
patients
of
mayo
clinic.
So
it's
not
justifications.
It's
not
just
people
here
to
party
it's,
not
the
industry.
It's
got
a
very
long
reputation
and
we
are
Pro
regulation,
we're
not
trying
to
fight
everything.
We
want
this
to
be
regulated.
I
We
wanted
to
work
for
everybody
in
our
industry
would
love
to
get
rid
of
the
bad
apples,
because
our
industry
does
not
serve
well
by
having
a
bad
reputation
by
a
select
few,
but
I
strongly
believe
that
the
bad
apples
do
represent
on
my
news:
a
small
percentage
of
the
market,
because
there
are
over
400
rentals
in
Jacksonville
and,
like
I,
said
I
know
many
property
managers
will
all
talk
together.
None
of
us
have
any
complaints
who
have
never
had
any
cost
calls.
We
don't
want
any
parties
that
are
property.
I
A
J
K
J
Us
that
we're
actually
using
to
help
pay
for
our
sons,
college
hearing
about
some
of
regulations
on
estate,
the
same
thing
that
I
would
like
to
see
a
public
workshop
take
place
before
it
goes
into
first
reading,
so
that
you
can
allow
more
input
from
those
of
us
that
are
some
of
the
owners
and
are
able
to.
We
are
in
favor
of
debits
and
regulations,
as
he
just
said,
prior
counterpart,
we
would
like
to
make
sure
that
we
do
get
rid
of
some
of
the
bad
apples.
J
We
do
pay
that
tax
now
in
full
agreement
that
that
needs
to
continue
on.
We
do
think
that
there
should
be
some
regulations
so
that
you
don't
have
too
many
people
within
one
place,
but
we'd
like
to
make
sure
that
our
voice
is
heard
and
that
we
bring
some
of
our
expertise
and
knowledge
that
we
have
seen.
Imagine
this
these
places
as
they
are.
So
that
is
our
ask
when
we
do
that,
so
every
state,
it
again
they
have
a
public
workshop
before
it
goes
to
first
reading.
J
D
J
A
Hi
my
name's
Jonathan,
this
has
a
786
North,
2nd
street
in
Jacksonville
Beach
I've
been
at
the
Builder
and
developer
here
in
Jacksonville
Beach
for
over
25
years,
I'd
like
to
address
the
council
briefly
about
the
land
development
code,
and
let
you
know
that
our
land
development
code
is
extremely
antiquated
and
contrary
to
good
development
practices.
This
is
mostly
concerning
residential,
spoke
to
the
Planning
Department
and
build
apartment
many
times
regardless
use
you,
as
mr.
ban,
will
probably
tell
you
or
the
people
tears
to
remember
the
main
thing
with.
B
A
A
L
Good
evening,
everyone,
my
name-
is
Dennis
hanks
786
to
westerlyn
Bronson
hi,
rapist
I
am
here
representing
the
Florida
vacation,
well,
Management,
Association
and
I
was
in
the
previous
briefing
here
and
just
wanted
to
offer
our
assistance,
but
we
forward,
we
didn't
have
any
public
workshops
and
any
type
of
public
hearings
on
the
short-term
rental
issues.
We'd
love
to
be
part
of
that
or
a
non-profit
association.
That's
been
around
for
25
years,
representing
vacation
rentals.
Here
in
the
state
of
Florida,
we
represent
approximately
40,000
rentals
around
the
state,
with
professional
property
managers
managing
those
properties.
L
B
L
So
just
offering
our
assistance
moving
forward,
we've
been
to
many
many
hearings,
similar
to
what
you
had
earlier
tonight
on
the
workshop
we've
seen
the
good
the
bad
and
the
ugly
of
what
happens
posts,
pre
implementation
of
an
ordinance,
some
things
work.
Some
things
do
not
work,
some
folks
who
put
the
most
stringent
ordinances
in
place
to
try
to
get
compliance
and
they
still
struggle
with
ten
and
twelve
percent
compliance.
So
we
feel
that
we
can
bring
a
lot
to
the
table
to
work
very
Pro
and
wise
on
everything.
We
do.
L
L
So
again,
we're
not
stealing
a
Jacksonville
Drive.
Recently,
though,
that
road
was
paved
and
there's
a
number
of
new
homes
have
gone
down.
Colonies
drive
as
well
bringing
new
traffic
into
the
area.
If
you
know
America
by
passing
out
of
the
South
Beach
Parkway,
you
go
fairway
on
down
to
GTV
rather
quickly
and
s
problem.
There's
no
stop
signs.
Leave
that
I
don't
want
to
solve
the
problem.
I
want
to
try
and
discuss
it.
Do
you
all?
We've
had
numerous
conversations
with,
and
new
traffic
safety
officers,
loyal
and
Turpin
they've
been
a
great
asset.
L
They
brought
in
trade,
our
trailer
provide
extra
monitoring,
but
unfortunately
the
problem
still
exists.
Usually
it's
rush
hours.
You
know
we
can
guess
that
people
have
done
necessary
under
the
Constitution
code,
but
just
that's
great
flat,
fast
slick
stress
between
Osceola
Jacksonville
is
become
a
big
problem.
L
Because
my
goals
would
be
to
follow
up
with
you
guys,
maybe
try
and
review
the
officers
recommend
another
officer
and
less
difficult
tasks,
Rico
and
the
responsibilities
you
have
if
it
could
be
a
traffic
study,
if
it
could
be
an
additional
stop
with
slow
strategy.
Stop
sign
is
a
problem
that
could
be
instituted.
That's
rich
I
understand,
speed,
bumps
or
a
pretty
common
requests
and
the
private
liability
or
danger
factor
with
those
suddenly
looking
at
sacral
it
is.
We
can
work
together,
the
cheapest
phone.
Thank
you.
A
Thank
You
Man
and
to
see
since
your
new
council
meetings,
city
manager
at
the
end
of
the
meeting,
will
aggressive
level
of
these
issues.
If
you
want
to
stick
around,
but
if
you
don't
I'll
tell
you,
they
were,
bored
are
signs
for
that
are
solar
powered
portable
and
the
officers
can
move
the
place
to
place
and
there's
already
an
that
is
working
on
a
plan
to
cover
some
of
the
more
speed
and
in
areas.
J
J
I
too,
have
said
the
mic
to
propose
a
port
shell
before
the
first
reading,
because
I
do
believe
we
are
painting
with
a
broad
brush
and
it's
not
terribly
good
operators
out
there
never
had
cops,
called
and
grab
any
issues
with
any
of
the
sentence.
Fader
attacks
is
the
way
we're
supposed
to.
You
know
I,
think,
there's
a
lot
of
confusion
on
all
sides
and
rightfully
so.
J
This
is
a
new
thing
and
we
started
about
four
years
ago
there
BP
and
when
we
came
down
here
to
ask
for
licensing
and
all
that
they're
like
what
had
kids
there,
baby
and
so
I
think
there's
a
lot
of
confusion
on
both
sides
of
the
aisle.
But
what's
the
most
important
thing
that
we
have
to
understand
is
that
the
majority
of
the
operators
to
operate
a
safe,
good
establishment
and
rest
assured
that
nobody
most
parties
at
their
properties.
J
J
You
know
our
amenities,
but
you
guys
are
absolutely
right.
We
should
everybody
should
pay
their
fair
share.
What
needs
to
be
paid
we're,
okay,
with
fixing
occupancy,
you
know
to
a
reasonable
standard,
not
3/4
bathroom.
So
that's
just
not
reasonable
getting
honest,
because
majority
of
the
house
of
the
jacks
needs
have
one
bathroom
yeah,
there's
some
that
have
more.
But
you
know
this
is
the
thing.
That's
a
hold
their
statement
so
again
heavily
propose
that
we
do
a
workshop.
J
We
all
kind
of
come
together
because,
like
I
said
this
is
our
community
to
where
constituents
do
we
want.
You
know
we
want
to
see
something
reasonable
on
the
books.
Okay,
hey!
You
know
what
we
have
to
pay,
okay
being
in
compliance
this
as
long
as
it's
not
22
paces,
the
verbage
that
I
don't
even
know
how
you
can
go
through.
All
that
and
two
readings-
that's
that's
all
I
have
to
say
thank
you.
Thank.
A
C
Jamil
Wilson,
2014,
south
oceanfront
I
think
all
of
you
need
already
rest
and
absorber
grille
legislation.
That's
proposed
so,
but
I
would
like
to
urge
you
to.
Please
have
a
workshop
before
the
first
reading,
there's
a
lot
of
issues
that
would
concern
that
we
have
that
we
need
to
address,
and
I
would
like
to
see
it
done
before
the
first
reading,
rather
than
after
the
first
created
between
thank.
A
H
H
F
Thank
You
mayor
I
would
just
like
to
ask
if
it
would
be
possible
at
all
to
hold
the
first
meeting,
which
is
the
financial
condition
report
and
budget
preview
at
a
time
that
would
be
a
little
more
accessible
to
the
public
because
1:30
to
4:30
for
those
people
to
work.
That
would
be
hard.
The
public
to
attend
I
believe
so.
Is
it
possible
to
change
that
to
a
little
bit
later,
perhaps
four
to
seven.
C
A
G
You're
going
to
be
streaming
it
when
we
use
the
overhead,
that
is
not
important,
so
that's
something
that
we
have
to
think
about.
If
there's
going
to
be
critical
information,
that
is
a
visual.
Whoever
is
watching
to
see
the
live
stream
is
only
going
to
see
us
up
here
are
sitting
down
there
watching
what
songs
we
never
get
to
see
that
information
I
just
want
to
put
that
up
there.
So,
when
everyone
you.
C
A
So
why
don't
we
if
we
can
make
sure
that
the
logistics
are
in
place
to
to
do
the
live
streaming
and
recording
will
move
for
for
booth?
Presumably
with
the
time
this
prep
work,
that
requested
by
the
city
manager
is
a
snap
and
if
not,
we
can
revisit
the
time
and
I
guess.
City
manager
and
the
city
clerk
will
ability
to
make
sure
that
you
have.
B
A
A
Okay
and
it
sounds
like
we
found
a
compromise
with
being
able
to
livestream
and
attach
the
powerful
link
to
the
website.
Okay.
So
that
being
said,
if
you
would
take
a
minute,
if
you
have
an
hour
done
so
check,
your
dates
on
the
calendar,
make
sure
you're
good
and
doesn't
anybody
have
any
other
discussion?
E
Move
that
we
adopt
resolution
number
2,
0,
3,
4,
2,
0,
1,
9
eventing,
the
position,
classification
and
paint
plan
for
managerial,
professional,
administrative
and
unclassified
indices,
non-union
positions,
effective
June,
3rd
2019.
This
will
add
the
assistant
golf
professional
position
back
to
the
pay
plan
and
allow
the
city
to
reclassify
well
shop,
attendant
positions
assistant,
golf
professionals.
C
C
The
assistant
golf
professional
assists
with
the
operations
to
the
photo
shop,
but
they
also
perform
file
function
and
they
provide
supervisory
function
over
the
golf
staff
and
during
the
decline
when
we
didn't
have
as
many
players
out
there.
We
went
without
that
supervision,
but
now
the
Golf
Course
operations
are
going
gangbusters.
Everything
going
very,
very
well
play.
C
Much
higher
than
prior
to
recession
and
when
we
change
there
are
a
structure
in
there.
So
this
will
allow
the
city
to
reinstitute
these
positions.
The
functions
for
these
positions
for
treated
performed
by
golf
shop
attendants.
So
we
will
reply
safai
to
golf
shop,
attendants
to
the
assistant,
golf
professionals.
L
K
L
Everything
that
I
do
when
I'm,
not
there,
anyone
out
there
in
readings-
or
this
is
a
learner.
Rangers
Rangers
a
little
bit
I
mainly
be
in
charge.
This
part
staff
started
start
as
Rangers
having
a
responsible
party.
If
somebody
comes
in
off
the
golf
course,
it's
I'm
half
of
everything
when
you
have
a
bunch
of
you
know
whatever
classified
they
don't
have
the
authority
that
they
don't
have
the
presence
to
be
supportive
legal
authority
to
make
decisions.
So
that's
what
the
main
function
business
that
they
can
step
in
when
I'm
not.
H
Bruce
was
indicating
with
regards
to
the
responsibilities
of
the
position.
One
of
the
things
that
we
identified
pretty
early
on
is
that
Bruce
is
one
of
the
few
people.
There
was
supervisory
responsibilities
but,
as
you
all
know,
summer
wants.
The
golf
course
was
over
than
far
more
than
14
hours
a
week
and
Bruce
can't
be
expected
to
continuously
work
80
hours
a
week.
He
needs
some
support
with
people
with
the
appropriate
title
to
provide
that
supervisory
capacity
he's
not
there.
H
H
A
A
A
I
just
want
to
say
that
I
think
this
building
was
with
me
at
the
hands
across
the
sand,
and
we
like
the
dimension
to
10
megawatts
on
that
call.
They
say
what
was
that
number
again:
20
is
even
better
so
and
I
appreciate,
having
sprayed
for
the
community
for
the
state
that
everybody
knows
we're
doing
this
and
more
comedians
need
to
do
it.
So
that
means
caps.

Ordinance
from
the
City
of
Jacksonville,

to
be

the

providing

providing

and
our

affective,

This
match
building
and
fire

for
reveals.
H
Yes,
the
the
need
for
this
particular
Court
of
Appeals
was
brought
to
our
attention
when
we
were
actually
drafted.
A
short-term
rental
orders,
the
reliance
on
national
fire
protection
association
codes
or
fire
codes.
There's
a
requirement
to
have
an
appeals
process
in
the
event
that
there
is
a
contestation
of
the
determination
made
by
the
fire
marshal
turns
out
that
there's
also
the
ability
for
that
to
occur
with
the
building
in
Division
as
well,
and
we
do
not
have
a
warrant
appeal.
H
D
Citation
on
a
block
ingress/egress
now,
in
that
case
he
challenged
too
late
to
under
our
code
yet,
and
he
needs
to
challenge
that.
However,
it
highlighted
for
me
the
fact
that
under
fire
codes,
this
really
is
a
morgue
and
I.
Let
Steve
speak
intelligently
to
put
a
board
that
actually
comes
together
to
decide
when
the
fire
code
and
building
code
doesn't
meet,
and
actually
they
am
usually
your
primary
limited,
which
is
the
data
they
decide.
D
B
An
inner
fire
TV
show
which
is
correct
over
that
issue
that
came
about
with
the
block
they're.
Really
the
board
would
be
able
to
do
anything
regarding
that,
it's
more
looking
for
conflicts
in
the
way
whether
we
put
a
two
hour
prior
it
out
here
versus
requiring
a
fire
sprinkler
system,
one
more
to
deter
predation.
Looking
for
other
avenues.
At
no
point
does
the
board
have
the
option
to
waive
any
of
the
fire
code.
Excessive
state
candidates
is
just
looking
for
maybe
an
alternative.
B
It
could
be
me
the
building
code
not
matching
up
with
fire
code
than
me
and
George,
but
which
one,
but
it's
all
pretty
clear.
This
is
just
something
we
have
to
use
with
the
city
had
this
board
years
ago,
and
then
it
changed
and
went
to
the
special
magistrate.
The
last
time
the
board
last
time
it
was
used
was
a
1998
will
use
it
in
that
time
that
it's
worth
appeared
in
conflict
with
Jackson
up
and
we
went,
and
that
was
solved
in
town
the
Jackson
book.
So
it's
not
anything
this
going
to
use
greatly.
B
B
G
B
The
most
invisible
state
codes
any
of
our
local
companies.
We
can
work
out,
but
the
most
stringent
code
takes
effect
in
there
and
that
it
could
be
leasing
out.
My
client,
more
strain
of
it
voting
officials
say,
is,
is
more
stringent
than
the
board's
taking
look
at
it
and
say
well,
if
we
do
this
with
both
of
these
things,.
I
H
Yeah
a
little
bit
of
as
a
recap,
and
we
will
be
looking
at
the
council
for
consensus.
First
and
foremost,
there
were
multiple
speakers
with
total
5x
for
about
a
short
term
rental
units
tonight
informal
and
specifically
requested
whether
you
could
have
workshop
prior
to
the
first
movie
of
That
Bird
minutes.
So
the
question
that
I
posed
to
the
council
is
this:
Duty
must
stick
with
the
direction
that
you
have
coming
out
of
the
workshop,
which
was
get
through
the
first
reading,
see
what
the
comments
look
like.
G
Ask
you
why
thank
you
there's
my
thinking
process
lice
the
wouldn't
it
make
sense
to
do
it
before
the
Planning
Commission.
So
this
way
we
have
something
that's
a
little
bit
more
cleaned
up
in
the
Planning
Commission.
They
won't
be
asking
questions
and
then
those
questions
would
be
answered
after
they
vote
on
it
and
make
a
recommendation
about
beforehand.
A
H
My
preference
would
be
that
the
Planning
Commission
hear
the
full
proposed
ordinance
and
if
the
council
longer
the
back
out
certain
elements
of
the
council
kind
of
love
ordering
off
the
menu,
you
can
either
choose
everything.
Some
that
are
none
of
it.
I
think
I'd
rather
hear
the
capital
planning
councils
funny
Commission's
perspective
on
each
of
the
elements
as
they've
been
drafted
and
hear
what
their
record.
A
A
E
E
Come
to
one
place
to
voice
their
thoughts
other
than
rather
than
having,
and
they
certainly
have
the
option
with
the
public
hearings,
as
we
would
probably
have
to
go
to
those
three
meetings
and
there's
one
place
for
them
to
come
and
put
their
concerns
on
the
table.
So
I
don't
think
it
workshop
hurts
all
in
this
cases.
I
think
there's
a
lot
of
valuable
input.
She
had
about
the
effects
of
this
just
look
at
its
present
form
or
Tarrytown
form,
but
I
think
I
mean
I,
didn't
find
that
after
the
Planning
Commission
but
I,
don't.
E
F
A
A
G
Mapping
out
the
calendar
here
we
do
the
workshop
at
the
end
of
June.
The
Planning
Commission
needs
on
July
8th
and
that
would
be
complete
for
offers
reading.
So
it's
not
that
we're
pushing
this
anywhere
and
the
rivers
of
the
plan
should
have
and
I
want
them
to
see
the
whole
thing
I'm
not
saying
that
they
all
receive
bits
and
pieces
of
it.
They
should
see
the
whole
things
like.
G
They
should
also
have
the
information
from
the
public
workshop,
because
that's
a
lot
of
input
with
people
who
actually
work
at
one
place,
who
run
these
short-term,
rentals
and
you're
experts
in
the
short-term
rentals.
That's
why
I'm
saying
before
the
Planning
Commission
that
they
make
the
best
decisions
that
they
have
the
information
and
are
great
having
that
critical
piece
of
information
after
they
need
the
recommendation
from
the
Planning
Commission
is
going
to
be
lack.
B
Questions
that
we
have
reduced
some
major
modifications
to
it,
if
it
is
gone
to
plan
committee,
would
have
to
get
back
to
the
planning
committee.
What
amount
of
changes
would
be
a
lot
bigger.
Can
we
just
I
think
of
everything
goes
through.
They
see
everything
and
we
should
be
able
to
back
off
of
it.
I
think
Mike
was
just
one
of
the
modifications
we
make
without
having
to
go
back
to
the
plan
again.
B
B
At
that
point,
I
would
recommend
that
it
be
remanded
back
to
the
Planning
Commission.
If
it's
a
paring
down
of
anything
less
than
was
presented
at
the
Planning
Commission,
given
the
Planning,
Commission's
and
advertised
public
hearing,
it
will
be
the
first
opportunity
for
the
people
that
were
here
to
three
thing
into
people
to
spoke
tonight.
I.
D
K
Expect
a
lot
so
yeah
I
microwave
on
the
same
day
as
a
constantly
just
because
you
know
if
that
first
day
it's
not
available
I
like
to
recommend
his
15th
enjoy
all
right.
Three
for
a
workshop
before
the
consummated.
A
C
A
Options
that
before
you
make
a
motion
to
silver-plated
Alison
right
now,
it's
three
opportunities
for
the
public
to
hear
your
comments,
and
one
is
after
the
complaint
committed
during
the
planning
commission.
The
second
is
during
the
first
reading.
We
are
as
stipulated,
that
if
we
think
that
the
temperature
is
kind
of
high,
we
implement
another
workshop
afterwards
to
give
everybody
come
in
and
say
what's
on
their
mind
and
then
the
second
trading
floor
will
be
open
and
yeah.
So
we've
heard
those
three
possibly
four
yeah.
K
B
K
F
My
concern
is
that
we
have
a
lot
of
things
that
we
were
planning
to
do
already
on
the
17th
and
so
I.
Don't
know
why
we
couldn't
consider
another
date
just
because
I
certainly
would
like
to
give
it
the
due
diligence
that
it
deserves
and
give
as
many
people
the
opportunity
to
speak
without
having
to
worry
about
all
the
other
things
that
we're
going
to
be
dealing
with.
On
the
same
day,
we've
got
a
council
briefing,
Canada
Council
meeting.
A
Individually,
we
have
a
minimum
of
three
public
opportunities,
come
speak
and
there's
not
going
to
be
a
limited
for
like
three
minutes.
We
have
a
hundred
people
here.
Oh
take
three
times
three
minutes
times
100,
so
everybody'll
have
an
opportunity
to
express
themselves.
I
think
the
only
question
is
whether
I
would
do
before
or
after
Planning
Commission.
If
we
wait
to
do
it
after
the
planning
committee
we're
pushing
step
one
thing.
So,
let's
let
the
city,
if
nobody
X,
let's
let
the
city
man,
you
put
together
proposals.
H
A
E
B
B
My
and
if
I
can
take
the
opportunity
about
what
the
mic
for
people
that
are
interested
if
you
go
in
the
city
website
tax
in
the
beach
town,
org,
the
Planning,
Commission
or
accident,
there's
a
hot
link
on
the
first
page
for
meetings,
and
then
it's
go
to
the
Planning
Commission
meeting
for
next
Monday
night
on
that
agenda
is
the
issue
for
the
short-term
rental
regulations
the
entire
ordinance
contains.
All
the
regulations
were
proposing
right
now
is
on
that
website
now,
so
people
will
have
a
base
to
start
looking
today,
yep,
okay,
Trish!
Thank
you.
H
The
last
couple
of
months
here
we
do
have
a
comment
from
Garrett
peyto,
about
the
vision
for
downtown
to
me
to
utilizing
the
Urban,
Land
Institute
and
appreciate
him
bringing
that
forward,
because
that's
been
in
the
back
of
my
mind
for
a
few
months.
My
suggestion
that
the
council
will
be
that
we
get
through
one
more
meeting
with
the
CRI
first
to
determine
if
there
is
a
need
to
bring
in
the
outside
consultants
or
remind
Institute,
they
do
have
the
equivalent
of
what
you
would
call
a
Florida
task
force
and
work.
H
Florida
strike
force
where
there's
a
group
of
land
professionals,
the
equivalent
Mr
Man,
with
all
different
elements
of
expertise
where
they
could
come
to
the
table
and
provide
some
assistance.
But
I
think
there
would
be
need
to
be
an
idea
of
what
exactly
we
want
them
to
do
before,
actually
calling
them
and
having
the
table.
H
We
also
have
a
comment
from
mr.
Adkins
regarding
antiquated
related
development
codes
for
single-family
residential
strategies,
I
appreciate
bringing
that
forward.
I'll
be
talking
to
mr.
Mann
to
see
when
the
last
time
we
realized
those
codes,
work
and
see
what
the
substantive
issues
are
may
need
address
come
forward,
and,
finally,
mr.
Dahlberg,
regardless
being
on
our
Constitution
code,
1903
conversations
at
the
police
department,
they
have
done
some
speed
monitoring
in
that
area.
H
The
problem
that
we've
got
is
that
the
speed
monitoring
has
come
back
within
the
85th,
percentile
and
I
know
that's
kind
of
the
standard
that
you
go
by
if
you're
within
the
85th
percentile
that
you
don't
technically
have
a
speeding
problem
with.
That
being
said,
it's
not
to
say
that
the
volume
is
not
honey
in
that
area.
So
only
talking
to
our
Police
Department,
it
sounds
like
the
traffic
enforcement
agents
have
been
in
contact
with
you
and
others
in
that
area.
We'll
continue
to
work
with
you
through
these
issues,
alternatives
out
there.
H
B
No,
yes,
the
was
the
CRA
and
I
feel
like
various
world
process
moving
forward
and
especially
trying
to
meet
with
the
CRA
with
a
large
with
a
group
of
that
size
and
we're
elected
to
do
this.
We
appoint
the
CRA
as
I'm
interested
in
possibly
just
not
meeting
with
the
CRA.
We
make
a
decision
of
the
council.
We
very
I
really
like
the
idea
of
bringing
in
a
somebody.
B
That's
an
expert
in
this
to
help
us
move
this
forward,
and
once
we
make
a
decision,
we
give
a
direction
to
the
city
on
the
direction
we
want
to
go
and
they
want
to
come
back
through
the
CRA.
They
can
review
it
to
make
sure
that
we're
meeting
the
CRA
statutes
of
stuff
that
the
better
in
place
I
think
we
as
a
board,
we're
elected.
B
A
I'm
gonna,
just
close
up
by
saying
I,
agree
with
what
you're
saying
that
person
I
was
never
in
favor
with
the
joinings.
To
begin
with.
You
know
we
put
a
good
counsel
before
us,
but
a
good
action
actually
playing
together
a
revision
plan.
2007
we've
been
working
off
of
that
with
more
cut
off
of
dad's
hand
playing,
then
we
put
together
in
2014,
so
I
mean
I,
believe
we
have
a
direction.
A
I
believe
that
what
the
hotels
that
we've
got
coming
in,
that
that's
going
to
bring
higher
quality
businesses
into
the
community
but
I
also
think
that's
something
that
we
got
to
discuss
as
a
group
at
the
appropriate
time,
because
you
know
we
get
a
lot
of
discussion,
so
I
just
wanted
to
do
that.
So
your
comment,
others
would
appreciate
it.
Thank
you
any
other.
Any
other
questions.
We're
constantly
counting
the
only
other.
B
Question
I
have
is
just
or
common
have.
Is
that
a
lot
of
the
a
lot
of
municipalities
that
have
CRA
s?
They
don't
necessarily
have
a
see
our
agency,
our
agency,
for
that
the
City
Council.
Does
it
and
I'm
trying
I
just
would
like
to
try
to
our
whole
weekend.
You
can
move
this
process
forward
and
solve
some
of
the
issues
that
we
have.
It
just
generates
taken
long
Thank
You.
Mr.
G
I
just
like
to
bring
out
that
we
still
have
not
resolved
the
issue
of
mr.
Lobel
Sangha
in
the
city
chart.
We
put
forward
a
complaint
to
the
state,
Ethics
Commission
with
regard
to
state
code,
but
we
have
left
it
hanging.
What
were
what
you
do
about
the
city
charter?
We
ask
for
direction
on
cleaning
up
the
city
charter,
but
not
on
the
action
that
was
already
done,
that
the
actions
are
lovable,
just
putting
it
out
there
that
this
is
something
that
really
should
be
cleaned
up
and
we
need
to
just
result.
G
G
A
Right
and
I
think
that's
also
the
for
additional
discussion.
Both
the
city
charter
handling
I've
heard
of
this
evening,
both
need
to
be
scrubbed
but
will
work.
That's
it
assuming
one
of
the
things
I
like
to
say
in
support
of
our
city
manager.
The
four
months
he's
been
here
he's
done
a
tremendous
job
and
we
need,
even
though
the
opportunity
is
around
office
and
schedule
it
working
with
this
team
Intel,
so
he's
going
instead
of
us
convey
what
to
do
so.
A
F
Else
as
well
with
all
due
respect,
I
in
follow
up
with
mr.
Bonta
saying
I
agree
that
we
did
not
address
the
question
about
whether
our
counsel,
our
fellow
councilmen,
were
violated,
section,
30
or
not,
and
so
that's
still
left
hanging
and
that's
something
that
the
community
that
we
owe
to
the
community
to
resolve
that
it's
our
responsibility.
To
do
that.
Yes,
we
did
send
the
complaint
to
the
Ethics
Commission
and,
yes,
we
did
ask
the
city
attorney
to
draft.
F
A
D
A
B
K
K
It's
gonna
takes
a
while.
It
was
through
our
charter
because
there
are
there's
a
lot
of
equated:
Saxon
30s
I
was
there
quite
portent
decently,
but
I
think
in
the
an
ancestor
furnace
to
the
public
tend
to
our
colleague.
We
should
discuss
mr.
Lee's
opinion
that
he
may
or
may
not
violation
of
section
30,
so
I'm
going
to
do
that.
What
format
we
do
that
end
schedule
consummated
the
equation,
for
you
know.
H
A
Man
there's
this,
you
know
we
have
five
the
complaint
in
accordance
with
the
directions
of
counsel
under
statute
simple
as
well,
and
that
sort
of
that
submitted
and
whatever
feedback
we
get
from
now,
that'll
be
made
public
as
soon
as
that
feedback
comes
in.
As
far
as
the
code
is
concerned,
what
I
heard
and
I
could
be
off
here
was
that
it
was
an
older
form
of
a
Municipal
Court
or
something
that
doesn't
exist
anymore
and
that.
D
H
It's
the
consensus
of
this
forum
here
in
its,
if
there's
a
consensus
that
you'd,
like
you,
made
an
idol
placed
on
the
next
regular
council
agenda
for
consideration,
and
it
would
be
whether
or
not
a
violation
occurred
or
whether
or
not
any
type
of
action
should
be
taken
by
the
council.
Based
on
the
actual.
K
A
H
You
know
when
it
comes
to
charter
interpretation.
I,
think
the
point
that
the
city
attorney
order
that
was
trying
to
make
is
that
the
the
only
people
who
have
the
authority
to
interpret
to
enforce
or
to
issue
any
penalties
associated
with
the
Charter
is
the
seventh
view
and
that's
everything
from
black
and
white
decision
to
leave
the
gray
areas.
H
But
there
have
been
instances
where
councilmen
result
across
the
country
have
participated
in
in
behaviors
or
actions
that
were
contrary
to
the
best
interests
of
the
council
or
the
best
interest
of
the
city.
And
in
those
instances
the
council
has
found
that
the
best
way
to
handle
it
is
by
having
a
public
discussion
issuing
either
some
type
of
vehicle
or
reprimand
where
the
person
is
basically
warmed
up.
H
In
that
account
and
I
think
what
again
was
City
Attorney
really
was
trying
to
get
to
was
the
fact
that
there
is
a
gray
area
here
and
only
the
six
of
you
can
really
come
up
with
where
we
are
in
the
right
area.
If
we're
even
in
the
gray
area
in
a
Cell
as
the
appropriation
going
forward,
the
it
does
not
have
to
be
looked
at
as
black
or
white
that
you
know
either
guess
it
was
a
violation
or
no.
It
wasn't
and
if
we
all
say.
D
B
K
G
Yeah,
what
I
was
saying
what
I
wanted
to
say
earlier
was:
yes,
we
need
to
fix
this
yeah
to
address
it
for
no
other
reason
than
public
trust,
and
that's
not
here.
They
have
to
know
that
we
have
their
best
interest
in
mark,
not
our
own,
and
that's
why
I'm
really
that
we
really
have
to
fix
this
piece.
I
was
also
going
to
mention
that
and
the
interpretation
is
left
up
to
us.
So
we
and
it's
it's
a
very
gray
area.
G
So
my
legs,
my
hands,
are
very
what
kind
of
a
lot
of
women
say:
it's
been
its
best,
but
I
don't
think
it
has
to
be.
We
have
to
make
a
motion
to
get
it
on
the
agenda.
You
can
just
be
placed
on
me.
You
said
that
when
they
have
a
motion,
there's
no
motion
needed
it
just
direction
that
this,
because
you
don't
have
to
agenda
I'm.
B
I've
got
two
issues
for
mr.
Coppola,
so
I
guess
what
he
said
earlier
about
when
you're
recommending
googling
censure-
and
you
know,
one
of
the
things
that
came
up
was
lobbying
against
a
direction
of
the
City
Council
has
taken,
and
you
know
I
feel
like
her,
possibly
that
that
happened
that
mr.
Marion
that
you
want
meet
some
of
the
City
Council
members
for
on
the
city
to
fund
on
you
know
taking
position
and
direct
composition
of
what
our
city
has
chosen.
B
A
Yes,
you
know
assessment
review
property
next
to
my
Havel
right
of
the
citizen,
to
talk
to
my
elected
officials
and
ask
them
their
opinions
and
that's
what
I
did
I
didn't
go
in
a
lobby
lobby
by
the
way
I
understand
that's
been
on
Facebook
recently
I
had
a
lobby
designation
for
my
company
for
my
company
with
the
state
legislature
and
with
the
executive
branch
I'm,
not
a
professional
lobbyists.
Employee
enforcement
but
I
have
the
right
and
I
took
that
right
to
call
the
developer
who's.
My
mentor.
A
B
Now,
I
guess,
my
concern
is
just
with
everything
else
that,
even
though
you're
acting
as
a
citizen,
just
like
everybody
else,
when
we're
talking
to
the
city,
the
city,
employees
and
stuff,
there
is
a
they
look
at
you
as
being
mayor,
not
as
not
as
a
citizen,
I
think,
there's
a
very
fine
line
in
there.
How
we
just
I
would
hope
that
that
you
would
be
very
careful
about
that
before
I
haven't
had
any
additional
discussions.
A
B
Mr.
spots
to
populous
office,
if,
if
you
could
give
some
recommendations
of
how
we
can
start
expediting
the
CRA
function
and
know
we
talked
about
a
little
bit,
if
there's
anything
that
you
can
put
in
writing
yeah
with
bringing
expert
involved,
maybe
you
know
somebody
to
assist
bill
for
a
little
bit.
B
A
F
Just
had
a
question
because
we
have
the
ethics
training
coming
up
on
Wednesday
and
in
response
to
mr.
miggles
point.
It's
there
anything
in
in
ethics
law
that
I
mean
I
know
our
charters.
You
know
the
intention
is
that
we
do
not
interfere
with
the
city
manager's
responsibility,
which
is
administration
of
the
staff,
but
when
it
comes
to
talking
to
the
City
of
Jacksonville,
is
there
are
there?
Is
there
anything
that
that
would
prevent
us
from
being
to
do
that,
which
is
I
believe
what
mr.
Nichols
was
was
talking
about?
I.
H
If
you
may
recall
it,
the
last
council
meeting
I
suggested
that
this
council
consider
a
code
of
conduct
and
moving
forward
to
put
into
perspective
which
we're
asking
council
member
golden.
If
I
have
a
meeting
with
all
of
my
department
directors
and
leaving
that
meeting,
we
decided
that
this
was
a
consensus,
or
this
was
the
direction
we
were
going
to
go.
H
It
would
be
unfortunate
if
I
found
out
that
department
directors
were
not
telling
the
same
corporate
line
when
they
left
the
executive
office
and,
to
some
extent,
the
7mv
function,
in
that
same
capacity,
whether
whether
you
like
it
won
over
or
for
three,
both
there's
always
something
to
be
a
minority
in
the
vote,
but
there's
an
expectation
from
those
that
are
on
the
positive
side
of
the
vote
that
the
the
lots
of
the
negative
side
continue
to
support
the
mission
of
the
city.
I
think
that's
what
mr.
