China
has
been
horrible
around
the
high
school
because
of
the
bridge
construction
that
they're
doing,
but
also
it's
that
dark
and
these
high
school
students
are
riding
their
bikes
to
school
at
7
o'clock
in
the
morning.
So
when
that
happened,
I
went
and
sat
on
several
corners,
several
mornings,
just
to
observe
what
was
going
on
and
for
anybody
who's
in
the
audience.
Who
has
kids
I'd
like
to
urge
you
to
make
sure
that
your
kids
have
lights
on
your
bicycles,
because
what.
F
The
majority
of
the
kids
on
the
bicycles
had
their
lights
on
their
bicycles
and
number
two.
They
don't
stop
at
the
intersections
and
that's
what
happened
with
the
with
the
young
guy
that
was
hit.
The
good
thing
is
the
car
was
not
going
that
fast,
but
I've
talked
to
the
PTA
president
talked
to
the
principal
and
I've
asked
them
to
do
some
communication
with
the
parents
and
the
students
to
try
to
increase
the
awareness
of
what
the
kids
need.
F
Kids
and
the
parents
need
to
be
doing
but
wanted
to
make
everyone
else
aware
of
this
because
I
mean
I
know
we're
going
to
have
daylight
savings
time
coming,
I
can't
come
soon
enough,
but
between
now
and
I
hope
that
the
kids
can
stay
safe.
So
thank
you
to
chief
Smith
for
all
that
you
guys
do.
He
was
able
to
help
me
get
some
additional
information
as
well.
So
let's
stay
safe
out
there.
Thank
you.
Thank
you.
Many
funerals.
G
Addition
to
the
Lorraine
go
swimming,
which
I'm
looking
forward
to
the
llama
Connor
fishing
tournament.
Is
this
weekend.
Chip
Davis
was
that
on
then
all
the
proceeds
go
to
the
Jacksonville
school
for
autism
and
it'll.
Be
teachers
with
the
name
of
the
restaurant
is
and
stuff
words
the
marina,
yes,
Bobby,
okay,
it's
a
great
great
event
and
documented
great
men
supporting
it.
Thank
you
thank.
A
H
H
About
a
hundred
percent
agree
with
what
Francis
had
had
to
say
in
the
meeting
I
agreed
with
refreshing,
various
visual
plans
and
I
would
be
encouraged
that
we
really
look
hard,
however
87
plan,
because
there
is
so
much
in
there
so
much
detail
as
it
relates
to
the
percentage
of
retail
and
office
and
residential
and
landscaping
there's
just
the
desk.
You
offer
there's
so
much
in
there.
So
when
we
talk
about
there
was
a
discussion,
perhaps
about
a
new
one.
H
I
would
tell
you
taking
the
1987
refreshing
it
taking
a
look
at
that
2007
just
see.
What's
you
know
that
one
even
the
2007
big
things
you
know
I
talked
about.
You
know
forever,
it's
not
a
detail
which
is
expired,
so
I.
Ask
that
you,
whoever
we
get
to
look
at
that
with
you
Foundation,
and
they
just
figure
out
how
to
the
other
ones.
Then
that
being
said,
I
don't
agree
with
any
threats.
I
think
the
citizens
have
been
part
of
enough
of
what
they
want
that
power.
H
You
know
we
want
the
excuse
of
shots
at
retail
and
all
the
bigger
plan
kind
of
tell
us.
That
really
is
it's.
The
devil
is
in
the
details
and
and
getting
this
thing
executed,
you
had
a
great
conversation,
but
that
was
a
conversation
now
it's
time
to
take
action.
If
we
do
another,
Vision
Plan
and
the
citizen
see
another
vision
plan
and
nothing
is
getting
that
that
just
creates
more
frustration
so
again
making
sure
that
we've
got
this
video
plan
and
a
clear
path.
E
E
A
I
I
K
My
comments
are
a
continuation
of
the
October
7th
public
comments
concerning
the
Kings
bridge
and
the
gates
at
Lakeside
Drive,
a
few
of
us
back
here
tonight.
Again
some
new
information
as
it
relates
to
the
Kings
bridge.
Some
questions
have
come
up
about
the
capacity
of
new
bridge
and
they've
been
asked
by
our
neighbors
as
well
as
council
and
I
post.
The
question
to
Leon
Smith,
the
director
of
public
works,
Protection
Beach
and
what
I
think
you
have
in
front
of
you
are
copies
of
his
email.
K
We
just
gave
you
some
background
information,
I'm,
not
going
to
say
that
everybody
knows
the
story
here
and
we'll
sort
of
roll
this
out,
as
as
once
day,
while
the
game
is
in
large
part
well
because
of
the
weak
and
failing
Kings
bridge.
In
fact,
the
MDOT
dominated
it
from
a
25-ton
bridge
to
attend
Tunbridge
because
of
cracking
in
the
world.
Essentially,
therefore,
a.
E
L
K
K
G
K
B
M
E
M
But
I
know
you've
all
played
it's
called
croquette.
Now,
there's
three
new
people
here:
Harry
Sandee
and
Georgia
I
think
you're,
the
new
members
of
the
City
Council.
Have
you
ever
think
about
getting
your
life
that
all
cats,
as
all
of
us
say
to
you
tonight
it
is
a
wonderful
game
and
I
didn't
know
it
was
alive
and
well
as
a
professional
game
until
2017
when
I
moved
here
from
New
England
I
was
asleep
for
40
years,
a
quick
van
winkle,
I,
guess
I,
don't
know,
but
I
didn't
know
it.
M
So
I
merely
reflects
away,
and
it
has
taken
so
long.
This
mare,
because
I
know
the
Gulf
is
big
and
crucial
to
the
city
of
the
beach,
and
so
it
was
finished,
December
2018
and
then
I
thought
everything
for
croquet.
It
was
going
to
move
forward.
Not
so
so.
I
keep
talking
about
talking
about
and
showing
being
shown,
playgrounds
that
belong
to
children.
This
game
is
an
adult
game.
Okay
and
the
best
place
we're
putting.
M
M
M
Recreation
director
Jason
talked
to
me
the
most
about
it
and
I
think
he's
getting
frustrated
with
me
to
say
the
least,
but
I
am
NOT
going
away
until
I'll.
Tell
you
why
and
I'm
going
to
hand
it
out
to
all
of
you
that
was
Georgia
is
the
only
pro
tech
Club
in
the
United
States,
and
it's
here
in
Florida
as
a
public
croquet
Court.
M
There's
time
to
country
clubs,
which
obviously
golf
first
and
then
they
threw
in
the
protec,
so
they
go
together.
That's
all
I
have
I've
been
to
so
many
nice
beautiful
places.
Okay,
it's
a
beautiful
game
to
bring
together
and
bring
all
people
together.
I
have
spoken
to
black
people,
I
have
spoken
to
Asian
people
Filipinos
and
they.
E
M
Oh
I
played
that
at
my
grandmother's
house
and
it's
a
beautiful
way
to
bring
people
together.
Okay,
so
what
I
want
is
that
much
and
I
have
a
little
envelope
for
you.
I
need
to
know
who
we
give
it
to
mr.
David
I
think
you
should
get
it,
and
then
everybody
can
have
a
little
piece
about
what
happened
at
Sarasota
is
fabulous.
So.
M
J
Each
I
did
write
only
one
topic,
but
you
want
to
say
thank
you,
my
son.
That's
most,
you
know
it's
actually
12
entry.
My
husband
I
have
been
up
here
for
the
past
few
years,
asking
for
the
flashing
lights
and
finding
out
this
year
and
also
notices
they're,
very
appreciative
of
a
bang-up.
So
thank
you
bridging
because
upper
walkers
and
vibrators
okay,
second
thing
I
just
want
to
again
thank
you
to
be
here:
I'm
partnering,
Latoya
Barrow,
a
movie
in
the
park
at
Harbor
scenario,
November
8
and
our
chief
is
also.
E
A
F
B
D
N
At
this
is
a
project
that
was
approved
by
council
in
2018,
for
expansion
of
the
BLA
substation
construction
began
also
2000
Summer
2018,
and
as
that
progress
has
progressed
on
this
project,
because
energy
has
identified
the
need
to
expand
project.
So
we
are
seeking
an
additional
150,000
dollars
to
provide
additional.
O
About
the
beats
energy,
the
many
purpose
of
this
is
when
we
probably
designed
them.
They
started
constructing
the
substation,
so
energized
portions
of
the
substation
callable
class
was
going
to
be
very
close
to
the
low
containment,
so
Olga
baton
is
the
transformer.
Fails,
the
water
leaks
out
this
container.
The
route
goes
around.
It
continues
you
all
into
the
ground
with
a
new
structure
in
place.
We
know
instead
of
someone
we're
working
in
the
area
that
will
continue
to
admit
that
they
fall
off,
they
would
contact
the
energized
portion
of
the
substation.
It
can
be
killed.
O
So
for
that
reason,
as
a
main
portion
of
the
money
to
use
for
this,
for
this
decrease,
the
second
one
was
during
the
time
around
the
2018
we're
talking
about
standardizing
our
relays.
It
controls
for
all
of
our
substations
to
the
process.
We
notice
that
this
had
not
been
designed
that
way.
One
day
increase
the
designs
of
those
specs
that
we
made.
G
N
O
Council
approved
original
bustle,
approximately
three
million
dollars
to
prepare
and
install
a
new
transform
residence.
This
is
what
our
largest
grants
won't
were
in
our
system,
it's
currently
being
built.
In
the
meantime,
we
needed
a
contractor
to
come
in
a
design-build
turnkey
project
force
is
realizing
manpower,
engineering
capacity
to
do
this.
What
this
does
is
allows
the
meat
to
sit
down
bruza
McDonald's
ago.
She
ate
a
price
for
the
remainder
of
the
project.
A
Before
we
begin
resolution
in
ordinances,
our
previous
interim
City
Attorney,
this
we
need
to
come
forward
and
I
wanted
to
dress
you
concern
about
2:00
or
December
2019,
eight
one,
one,
six!
That's
the
last
item
agenda.
Then
there,
if
you
went
here,
I
want
going
against
the
service
of
the
city.
Yes,.
L
L
Page
by
the
pin-
and
this
is
due
to
sometimes
triggers
errors
that
were
corrected
when
the
last
ordinance
there
was
discussion
by
the
council
to
the
route
changed,
shall
in
Section
four
to
may.
This
was
in
order
such
so
that
any
question
on
whether
this
was
a
license
or
permit
granted
by
the
city
was
removed,
in
other
words,
those
being
given
a
permit,
but
always
know
that
this
was
actually
a
permit.
That
could
be
read
by
the
city
at
any
time.
L
L
Conditions
what
we
would
or
would
not
be
able
to
deny
a
permit,
so
it's
been
recommended
I
recommend
that
we
make
a
change
to
that
wording
to
add
in
front
of
the
unless
so
long
as
the
alcoholic
beverage
establishment
is
compliant
with
the
requirements
of
this
ordinance
and
unless
any
of
the
following
occur.
It
lists
three
items
which,
if
they
occur,
would
include
the
getting
an
apprentice.
L
If
your
permit
is
on
your
suspension
at
the
time
if
the
alcoholic
beverage
establishments
licenses
into
the
boat
or
a
transfer
of
ownership.
So
it's
really
just
working
to
make
that
clarify
as
long
as
you're
compliant
with
the
ordinance
on
the
day
that
you
come
to
remit,
it
will
be
granted
unless
these
things
that
occurred.
So
it's
just
the
changing
was
made
a
shout
that
we're
recommending
some
added
language
they're,
also
on
page
five
of
ten
a
little
further
down
in
Subsection
six.
L
That
change
was
because
it
was
a
previously
type
of
Florida,
Statute
class
6214.
The
14th
state
statutes
state
beverage,
Imams
actually
says
that
licensed
premises
may
not
serve
20
hours
of
midnight
and
7
a.m.
not
6
a.m.
unless
there's
an
ordinance
in
three
that
permit.
Our
ordinance
permits
the
extension
from
midnight
to
2
a.m.
but
we
never
intended
to
move
it
back
up
to
6
a.m.
so
that
was
a
correction
now.
L
What
that
does,
in
fact,
is
that
it's
subsection
6
on
page
5
and
it's
subsection
C
and
on
page
three
there's
head
wording
in
it
there.
You
know
it
says
or
be
open
for
operation,
counselor,
Bob,
Nichols
point
and
it's
a
valid
one,
is
that
we
didn't
intend
to
preclude
somebody
that
wanted
to
open
at
6
a.m.
and
serve
breakfast
without
serving
alcohol
from
doing
so,
14
K
runs
or
other
such
items.
L
So
it's
recommended
that
we
remove
in
those
two
sections
or
be
open
for
operations
such
that
it's
just
compliant,
that
state
law
says
some
a.m.
but
it
would
actually
not
operate
talk
to
their
operations.
Now.
The
fact
that
we
do
speak
to
operations
is
a
substantial
change
to
the
ordinance
so
I
feed
it.
In
order
to
do
that,
I
would
recommend
I'll
be
looking
for
two
motions
to
know
from
happy
here,
but
the
first
question
I
would
be
seeking
is
a
motion
to
amend
section
for
test
two.
L
But
the
correction
says
I've
just
explained
in
that
motion
could
be
that
simple
to
say,
as
amended
on
the
floor
by
counsel.
If
that's
approved,
I
would
look
for
a
second
motion.
That
would
say
that
the
second
question
would
be
motion.
Degree
ordinance,
29,
eight,
one,
one,
six,
as
amended
for
third
reading
on
November
4th.
It's
just
that.
We
now
speak
to
operation
of
powers
and
I
find
that
a
substantial
change
under
the
law
that
would
be
required
to
drink
brought
before.
G
Not
the
intention
wanting
something
to
be
open
for
somebody
stay
open
after
two
o'clock
and
stop
selling
I
mean
my
own.
The
final
question
had
to
do
with
if
somebody
was
like
the
brunch
house
or
Lee
cupcake
muffin,
three
or
something
was
opening
at
6:00
a.m.
so
I
mean
as
a
breakfast.
That
I
mean,
obviously
they
would
get,
was
sell
out
before
7:00,
but
I'm.
Okay,
with
that
I'm
concerned
that
the
change
you're
recommending
opens
the
door
to
somebody
staying
open
after
two
o'clock
and
and
not
not
serving
alcohol,
which
is
not
my
intention.
L
G
Should
close
at
two
o'clock,
they
should
not
remain
open
and
but
I
mean
these
is
your
friend
Sammy
anomaly
in
the
morning
portion
if
they
want
to
open
an
hour
early,
because
we've
had
a
marathon
going
on
there
there's
something
wrong
whether
they
want
to
be
able
to
sell
breakfast
there
or
whatever.
But
my
concern.
The
way
you
have
awarded
would
open
the
door
for
them
to
stay
open
after
2:00
a.m.
oh
I
didn't
sell
all.
That's
not
my
attack.
If.
L
G
G
That's
all
right,
but
I
mean,
if
they're
continuing
to
serve
food,
they
stop
selling
alcohol
it
shouldn't
matter.
They
should
have
to
go
to
a
clock.
The
question
I
had
was
just
just
from
that
6
a.m.
to
7
a.m.
period
if
somebody
was
actually
if
any
of
these
businesses
was
actually
opening
early
at
that
time,
I
didn't
want
to
hurt
their
hurt,
their
business
model
or
anything.
But
in
my
research
it
looks
like
everybody
opens
at
seven,
but
I
just
want
to
be
careful
about
how
that's
worded.
So
we
don't.
G
L
G
L
A
P
C
P
Don't
think
that's
gonna
work
and
I
just
just
for
that
simple
fact
that
it's
a
football
that
will
be
locked
away.
Looking
at
this
from
a
logistical
push
back
up,
if
you
have
just
said
a
branch
isolate
the
bottles
at
the
tax
that
work,
it's
going
to
be
difficult
for
them
to
just
break
honor,
that's
tough!
They
probably
would
you
do
what
I
just
think
it's
did.
Let's
check
whether
a
little
assessment.
P
Matter
was
fired,
I
mean
you
might
have
before.
I
still
want
the
place.
The
big
line
and
aspecting
places
it
earlier
than
what
the
law
says.
You
know
just
in
case
something
Sonny
Beck
et
al
is
calling
a
complaint,
leaving
it
at
seven
and
well.
I
mean
yeah.
I
mean
what
you
sentence:
places
open
Sam,
yes,.
L
It
all
off
them
and
put
away
and
send
their
chances
of
any
of
them
actually
ever
obedience.
It's
it's
nil.
Only
because
state
would
come
in
and
take
their
license
for
how
to
get
out,
and
so
it's
probably
just
funny
to
leave
it
with
or
just
remove
the
language
or
we
have
the
preparation
and
leave
it
be
anybody
who
doesn't
have
alcohol
out,
it's
still
open,
but
their
stake
is
the
longest
no
come
out
and
take
their
license
effective.
So.

I
I
Since
the
last
sentence,
their
alcoholic
beverage
establishment
is
also
out
as
a
social
about
the
whole
1/4
beverage
or
be
open
for
operation
after
2:00
a.m.
that
to
me
says
for
all,
this
cannot
do
what
we're
talking
has
always
been
that
way.
We
have
never
allowed
any
place
that
serves
alcohol
to
stop,
certainly
alcohol
to
it
keep
serving
food.
That
was
the
problem
with
the
diner
down
there.
They
can't
do
it
for
six.
I
G
Is
the
only
change
was
being
changed,
was
from
7
a.m.
to
6
a.m.
and
well
I'm,
sorry
from
6
to
7,
and
my
concern
is
that
breakfast
places
were
open
at
that
time,
we're
opening
at
6:00,
but
that
doesn't
seem
to
get
initiative.
But
now
my
concern
is
that
we
make
that
change
to
and
remove
that
line
or
or
be
open
for
operations
after
2:00
a.m.
then
we
are
opening
the
can
of
worms
that
you
don't
want
to
that's.
Why
I.
L
L
if
that
addresses
counselor
Nicholls
concerned
on
the
off
chance
that
there
is
anybody
who
was
opening
in
the
diamond,
they
were
able
to
open
at
6:00
before
you're,
correct,
and
that's
why
I
recommend
this
go
to
third
reading.
They
always
said
6:00
a.m.
before.
If
they
were
opening
at
6:00
a.m.
they
do
still
be
able
to
do
so.
So
what
I'm
recommending
you
can
be
clear
would
still
be
striking
in
that
one
sentence
where
I'm
changing
from
6:00
to
7:00
a.m.
striking
or
the
open
for
operation.

What
part
of
the
state
statutes
where
redevelopment
agencies
at
the
end
of
the
fiscal
year?
We
have
to
do
an
appropriation
of
fun
parents,
so
we
have
actually
cash
one
can
and
our
obligations
going
for
we're
going
to
see
what
budgets
of
the
party
and
awarded
and
what
projects
are
still
pending.
So
the
ten
million
three
thousand
dollars
in
debt
when
CRA,
that
is,
projects
that
we
have
awarded
by
the
agency.
