pursuing
a
Florida
Statute
I'm
just
required
to
request
that
a
public
meeting
that
I
desired.
The
advice
consist
of
the
counsel
concerning
that
litigation.

subject
matter
of
the
meeting,
we
can
find
the
settlement
negotiations
and
strategy
sessions
related
to
that
litigation
and
that
I
will
at
a
reasonable,
provide
reasonable
public
notice
at
a
later
time
and
compliance
with

Florida,
Statute

wanted
to
ask
the
council
to
carry
forward
my
request,
which
was
for
a
June
first
shade.

strategic

I'm
asking
for
June
15th
at
this
time
and
again
I
realized
that
we
don't
exactly
know
if
there's
going

be
an
in-person.

revisit

situation

I
just
would
like
to
put
on
the
record
that
that
shaking

would
be
moved

to
that

The
change
that
occurred
between

first
reading
and
the
second
reading
is
that
I
added
a
definition
for
FWC
certified
wildlife
lighting,
so
I
previously
did
not
have
the
Florida
Wildlife
Commission
certified
wildlife
lighting
actually
defined.
So
we
have
that
definition
place.
There
were
a
couple
of
sections
in
the
ordinance
where
I
made
a
scriveners
error
and
forgot
the
word
control
with
respect
to
coastal
construction
control
line.

I
added
that
on
a
couple
of
occasions
there
was
a
misspelled
word,
I
corrected
and
we
corrected
the
mentions
of
the
industry
approved
tent
from
45
percent
to
15
percent,
and
that
was
another
item
that
FWC
recommended
and
the
other
model
ordinances
recommend
be
made,
and
so
I
ran
that
through
our
departments
and
everyone
seems
to
be
in
agreement
with
this
new
version.
The
one
that's
before
the
council
tonight
with
respect
to
answering
some
of
the
questions
that
were
posed
or
the
last
meeting.

dark
was
the
term
that
the
survey
are
used.
Of
course,
that's
a
larger
larger
area
having
private
single-family
dwellings
and
then
further
north
we
go.
Of
course
we
have
more
of
our
commercial
businesses
and
hotels
and
some
larger
condominiums,
but
I'll
get
to
Matt
Matt's
information
as
it
relates
to
beaches,
energy
and
our
public
lights,
but
for
George
George's
work.
He
looked
at
it
and
determined
that,
for
purposes
of
retrofitting
to
Fe,
FWC,
approved
fixtures
and
bowls
bulbs,
his
approximate
numbers
are
that
on
the
north
side,
commercial
structures,
including
condos,
are
60%
compliant.

Residential
structures
are
estimated
to
be
around
40%
compliant
and
the
south
side.
Commercial
structures,
including
condos,
are
approximately
50%
compliant
and
residential
structures
are
approximately
20%
compliant
and
when
you
get
to
ocean
and
Duval
Drive,
it's
approximately
50%
compliant
to
remind
you.
Our
sea
turtle
protection
area
is
a
little
bit
more
difficult
to
define
than
some
beachfront
communities,
because
our
city,
like
design,
changes
a
lot
at
the
south
side.
So
it
wasn't.

Building
code
Department
can
and
work
with
some
of
the
approximate
costs
that
George
estimated
was
that
an
FWC
approved
residential
fixture
depending
on
the
design
of
the
of
the
particular
fixture.
The
estimated
range
is
between
400
and
100
per
fixture
and
FWC
approved,
bulb
again,
depending
on
the
wattage
of
the
bulb,
could
range
between
8
to
22
dollars
and
I'm.

Matt
estimates
that
currently
we
are
in
compliance
by
turning
off
the
lights
and
the
lights
are
typically
identified
by
the
beach
sea
turtle
patrol.
That's
our
current
practice
and
then
matt
has
several.
He
has
provided
four
different
recommendations
as
what
we
can
as
to
what
we
can
do
moving
forward
and
he
doesn't
have
any
one
particular
suggestion,
but
he
just
has
four
different
options
for
recommendations
as
to
how
we
can
move
forward.
But
apparently
we
currently
have
35
locations
where.

could
make
make
some
changes
to
the
lighting.
His
first
option
is
that
we
could
find
a
sea
turtle
friendly
light
and
change.
It
change
that
out
at
all
the
all
35
locations,
yeah
estimated
cost
would
be
between
four
and
six
hundred

fixture
option.
Two
would
be
that
we
proceed
as
we
have
been,
which
is
through
shutting
off
the
lights
as
identified
by
Beach
sea
turtle.

Patrol,
when

they
have
identified
active
nests
cost
is
the
cost,
is
approximately
a
hundred
dollars
of
light
for
35
locations
to
change
out
the
photocell
to
a
photo
to
a
Bluetooth
photocell
which
allows
him
to
shut
off
the
lights
remotely.
That's
another
option
and
option
three
is
to
actually
modify
surrounding
landscaping
to
shield
the
lights
from
the
beach.
He
doesn't
have
an
estimated
cost
for
that.

option
for

to
change
out
the
lights
identified
by
beach
sea
turtle,
Patrol
for
the
sea,
turtle,
friendly
lighting
during
sea
turtle
season
at
all
35
locations
during
the
season
and
then
change
back
once
the
season

over.
But
that
doesn't
seem
like
the
most
cost-effective
option
and
that
again
is
a
cost
of
approximately
four
to
six
hundred
per
fixture.
That
would
be
a
change
out
of
twice
a
year,
so
that
doesn't
seem
like
the
most
cost
effective
option.

also
looked
into
grant
opportunities
for
us
to
receive,
grant
monies
to
help
with
our
conversion
and
potentially
to
also
utilize.
Some
grant
monies
for
potentially
for
private
conversion
of
lights.
However,
I
have
to
say
and
recommend
to
the
council
that
if
we
were
to
try
to
pursue
an
F,
a
Department
of
the
Interior
grant
that
that
application
process
is
very
labor-intensive
and
very
time-consuming,
and
there
was
an
estimate
that
it
could
take
somewhere
between
fifty
and
a
hundred
hours
to
man
apply
for
that
grant.
Manage
that
grant.

There's
an
extensive
auditing
in
the
counting
process
and,
quite
frankly,
I.
Don't
think
you
would
want
your
city
attorney
to
commit
that
much
time
to
a
grant
program.
So
my
suggestion
would
be
if
we
wanted
to
pursue,
grant
opportunities
that
we
would
actually
outsource
that
to
a
grant
manager
or
grant
application
manager.

may
not
be
a
cost
that
you
want
to
incur,
but
I
can
be
so
direct
I
can,
of
course,
look
into
what
those
costs
would
take,
what
those
costs
would
be
in
order
to
have
an

manager
handle
our
grant
application,

qualify
for
the
current
closing

owners

options
are

pieces

they
get
their
building
permits
or
somebody
informing
them
when
they're
picking
out
their
light
fixtures
and
doing
their
lighting
designs
on
their
Oceanside
section
of
their
property
and
I
know
this
ordinance
covers
it.
But
I,
don't
know
if
it's
been
done
in
the
past
yeah.

increasing
that
and
making
it
better
in.
Regarding
the
shield
question,
you
know
we're
trying
to
find
hurricane
friendly
shields
and,
and
that
kind
of
also
ties
in
with
the
LED
bulb.
So
we
don't
fly
and
debris
during
the
storms
right
on
the
beach,
and
so
we
have
found
one
that
we
think
we
want
to
test
for
tests
and
evaluations
very
low
profile.
But
that
way
we
have
the
the
real
amber
light,
as
well
as
the
shield,
which
would
never
need
to
be
changed
or
anything
like
that.

But
but
again
we
do
have
probably
public
interest
at
mine
that
we
would
want
to
own
try
to
get
some
feedback,
at
least
from
a
Beach's
energy
perspective,
and
then
the
CRA
then
again
is
that
just
once
we
do
test
and
evaluate.
If
we
decide
to
go
forward
with
one
of
these
lights,
we
need
to
provide
them
with
the
photometric.
You
know
the
actual
output
of
the
light,
so
they
can
sort
of
redo
their
study
a
little
bit
in
those
areas.
That
would
be
changed.

We're
we're
on
our
second
one
in
operation
and
we
have
a
third
one
again.
The
the
main
difference
with
this
one
is
the
low
profile
shield
and
they're
LED.
So
that's
there's
kind
of
two
ways
to
build
these
LEDs,
there's
actual
ones
that
are
truly
colored,
LED
lights,
that
meet
the
requirements
and
then
there's
ones
that
are
just
colored
and
we're
trying
to
avoid
the
colored
lens,
because
those
kind
of
fade
over
time
and
things
like
that.
So
we're
actually
trying
to
find
a
true
one.

height

lights

we

shield
the
sea
turtles
whilst

same
time
eliminating
common
air
is
because
the
boardwalk

beach

think

putting
lower
wattage
lights
in
there?

it
serves
a
purpose
to
the
sea
turtles.

not
really
gonna
work
for
humans.

has

solution.

on
second
avenue
north
near
the
restrooms,
they
identified
approximately
for
those
kind
of
shorter
Granville's
in
that
area.
So
the
one
thing
I'd
like
to
point
out
is

survey

survey
they
just
walked
along.
They
didn't
identify
sea
turtle
nests.
They
just
identified
areas
from
the
basically
the
high
water
sea
line
that
they
could
see
white
light,
whether
it's
from
buildings,
public
lighting
or
anything
like
that.
So
so
the
one
thing
we're
doing
to
staying
compliant
of
those
35.

you
know
the
public
knows
that
we're
shut
off
for
sea
turtles
and
it's
not
just
an
outage
or
something
like
that,
but
we
definitely
that's
what
we're
trying
to
balance
is
the
security
and
in
the
public,
concern
with
sea
turtle
friendliness
and
one
of
the
options
does
include
just
changing
out
the
heads
that
possibly
so
at
least
we
still
have
some
light
in
the
area.

course
it
won't
be
as
good.

you

we've

over

one

issues

trying
it
seeing
if
it
works

going
back
to
the

begins

the
next
agenda
item
includes

key
IP
presentation

our
priority
road
projects.

felt
that
this
was
a
good
opportunity

advise
council
that
in
late
February
this
year,
mayor
Latham
asked
if
I
would
be
willing
to
volunteer,
as
they
be
just
representative
of
the
tpo
citizens.
Action
committee
I
enthusiastically
accepted
this
challenge,
presented
my
resume
and
was
subsequently
approved
by
the
board.
One
of
my
key
responsibilities
is
to
ensure
that
the
citizens
voice
is
heard
both
for
future
motorized
and
non-motorized
projects.

offers
a
safe
place
for
bicyclists
walkers
runners
of
all
ages
and
abilities
to
commute
exercise
and
visit
destinations
along
the
route.
Currently,
there
is
a
recommended
proposed
route
through
the
beaches.
Most
of
the
route
falls
short
of
safety
criteria
necessary
to
be
designated
as
a
Greenway
multi-use
trail.
If
you
look
at
the
route
from
a
port
ferry
to
valano
a
distance
of
approximately
35
miles,
there
is
a
small
couple
of
blocks
in
Neptune
Beach
that
runs
along
for
the
boulevard
from
Atlantic
Boulevard
to
Jarboe
Park.
That
is
an
existing
and
authorized
Greenway
route.

important
to
note
that
Beach
has
authorized
by
resolution
a
future
feasibility
study
for
a
multi-use
trail
along
a
portion
of
Mayport
Road.
In
addition,
st.
Johns
County
is
currently
reviewing
a
study
of
a
trail
along
a1a
from
Michael's
landing
to
Bolano.
One
thing
is
certainly
evident
to
me
during
this
virus
crisis.
Is
that
I
see
more
runners,
walkers
and
cyclists
enjoying
First
Street
along
Jacksonville
Beach
than
ever
before?
Our
residents
are
extremely
active
community
that
enjoy
our
out
that
enjoy
our
outdoors.

constraints
within
our
network
of
streets,
but
does
not
that
does
not
prohibit
us
from
developing
a
transportation
plan
whereby
future
road
projects
also
consider
executing
the
East
Coast
Greenway
throughout
our
city
limits

was

for
the
traffic

must
assume
the
reference
speed
limit
used
is
15
miles

hour,
although
it's
hard
to
believe

only
1%
of
the
vehicles
are
traveling
as
speeds
that
results
in
a
traffic
violation.

step

unfortunately,
light
pollution

Jacksonville
Beach
is
still
shining
very
brightly.
The
illegal
parking
lot
lights
adjacent
to
the
beach
are
still
there
and
shining
into

beach
first
street
lights
are
not
shielded
on
the
west
side
of
the
street.

the
trail,

planning

program

the

Coast
Greenway
Trail
through
the
three
beaches
communities.

that
is
ongoing.

funding

The

step
is
to
have
is
to
have
the
study,

working

advance

far

transportation
improvement
program
tonight,

just

few
projects
for

that
I've
pulled
from
the
larger
document

out

the
beach.

fiscal

Boulevard
to
the
Naval
Station,
is
going
to
have
a
safety
project.

not
the

complete
Street
study
that
we
hope
to

diet
to
give
us
some
bike
lanes.
This
is
just
a
safety
project,
probably
at
the
intersections.
That's
funded
in
fiscal

However,
the

road
diet
project
is
on
our
list
of
party
projects,

hopefully
it
will

be
advanced.

the
work

then
we
have
a
