A
Evening,
everyone
welcome
to
the
april
19th
regular
city
council
meeting
for
the
city
council
of
jacksonville
beach.
We
have
a
few
special
guests
with
us
today,
so
I
want
to
start
by
inviting
the
members
of
leading
below
pack
15
up
to
the
podium.
B
C
A
A
A
D
And
gracious
heavenly
father,
we
come
to
you
from
your
word
the
gospel
of
john
chapter
3,
for
god
to
love
the
world
that
he
gave
his
only
son
that
who
shall
ever
believe
in
him
shall
not
perish
but
have
everlasting
life.
Dear
lord,
we
just
thank
you
for
the
guidance
that
you
give
us
east
today,
lord.
We
thank
you
for
this
young
reblog
group
and
their
civic
pride
that
they
bring
forward
where
we
just
ask
you
to
look
over
our
first
responders
in
our
military
as
they
go
through
their
day-to-day
duties.
D
A
All
thank
you
guys.
You
may
be
seated
and
please
feel
free
to
stay
as
long
as
you
like
in
the
meeting
and
thank
you
leader,
michael
miriam,
for
organizing
this.
This
the
weebles
are
working
on
building
a
better
community
and
we
are
always
happy
to
have
young
people
here
in
chemical
chambers.
I'd
like
to
college
your
orders.
A
A
A
A
Moving
on
to
council
announcements,
I
have
two
quick
ones,
especially
since
you
have
a
big
call
today.
If
you
haven't
already
heard
the
beaches,
green
market
has
moved
to
jacksonville
beach,
we're
very
excited
to
be
able
to
find
a
new
home
for
this
market.
They
were
in
germany
park,
then
over
at
jack
vessel
park
in
atlantic
beach,
and
now
they
are
in
hendon
park,
and
I
know
your
question
that
immediately
immediately
comes
to
mind
is
where's
penn
park,
because
that's
what
everyone
has
said.
It's
right.
A
A
C
A
Council
we
are
looking
at
having
a
council
workshop.
Thank
you
on
right,
prior
to
our
briefing
on
may
24th,
so
that
we'll
be
looking
at
having
a
briefing
workshop
at
five
o'clock
to
discuss
a
proposed
potential
beach
marine
project.
So
we
want
to
kind
of
get
its
council
members
on
the
same
page
so
that
it
will
be
a
council
briefing.
So
there
won't
be
an
opportunity
for
public
input,
but
it
will
be
an
opportunity
for
the
council
members
to
ask
questions
from
staff
as
well
as
the
people
proposing
the
project.
A
I
did
not
see
whose
lights
came
up
first,
so
I'll
just
start
from
right
to
left.
Councilman
golding.
C
Thank
you
mayor.
I
had
the
honor
and
privilege
of
attending
the
ribbon
cutting
for
the
northeast
florida,
women's
veterans,
new
her
space,
which
is
a
home
for
women
veterans
that
are
struggling
with
homelessness,
and
it's
a
it's
a
house.
That's
actually
part
of
lighthouse
white
house.
C
Excuse
me
st
andrews
lutheran
church,
and
it
was
the
lighthouse
that
they
used
for
transplant
patients
that
were
coming
to
mayo
clinic
and
now
they're,
not
using
it
for
that
anymore
and
so
they're,
working
in
partnership
with
the
northeast
florida,
women's
veterans
and
they
have
four
bedrooms
and
they'll-
be
able
to
accommodate
eight
women
veterans
and
their
children
to
help
them
get
back
on
their
feet.
And
so
I
welcome
them
to
jacksonville
beach
and
the
wonderful
things
that
they're
doing
and
then
for
the
my
council.
Members
just
want
to.
C
Let
you
know
that
tomorrow
the
home-based
business
bill,
which
is
house
bill,
403
is
going
to
be
on
up
for
vote
to
in
in
the
house
floor
and
it
has
not
been
amended.
So
it's
still
a
total
preemption
which
prevents
us
from
regulating
any
kind
of
business
in
our
neighborhoods.
C
D
Yeah,
I
just
quickly
want
to
thank
we
blow
master
michael
marion
for
bringing
the
weeklist
to
the
council
meeting
tonight
and
having
them
here
ahead
of
time,
so
they
can
answer
questions
and
work
on
their
merit,
badges,
and
so
thank
you
kindly,
and
it
was
a
good
good
answer
and
question
and
answer
session.
E
So
over
the
weekend,
jacksonville
beach
made
headlines
with
the
development
wave.
It
was
a
good
article
and
just
with
that
being
said,
the
pure
restaurant
we
demolished.
D
Wednesday
for
a
new
development,
I'm
excited
to
see
it
finally
going
and
see
some
new
things
coming
this
way.
Thank
you,
mr
seth
yeah.
The
904
pop-up
that
was
scheduled
for
yesterday
was
rained
out.
It's
been
rescheduled
to
this
coming
sunday.
If
you're
looking
for
something
to
do
on
sunday,
I
encourage
you
to
come
out
support
small
businesses.
It's
going
to
be
a
great
event
for
the
whole
family,
I'll
be
out
there
with
the
family,
and
I'm
very
excited
for
this
event,
so
hope
to
see
you
there.
A
We'll
turn
to
kirsty
of
the
florida
visitors,
mr
lily
mclaurin,
if
you
could
come
up
to
the
podium,
you'll
have
three
minutes.
Please
start
with
your
name
and
address.
D
D
Public
works
is
no
help.
I
I
left
messages
for
some
guy
named
jason
at
public
works
and
I
left
12
messages
for
him
and
no
response
from
from
now.
My
issue
is,
I
don't
see
why
I
should
have
to
call
waste
management.
I
don't
have
a
contract
with
waste
management.
I
pay
my
garbage
deal
to
the
city
of
jacksonville
beach,
and
so
it's
it's
just
getting
it's
just
getting
tiresome.
D
I
watch
I
sit
on
my
porch
every
tuesday
and
thursday.
I
watch
a
garbage
truck
come
past,
my
house,
where
I
actually
come
down
my
street
turn
the
corner
stops
at
11
47,
first
avid
avenue
south,
which
is
pressure,
maya's
pest
control,
the
truck
picks
up
their
trash
and
keeps
right
on
going
without
stopping
down
our
street
whatsoever.
D
So
it's
it's
becoming
a
problem.
Last
third
wednesday,
I
was
finally
able
to
talk
to
somebody
named
and
public
works
and
thursday
they
finally
picked
up
my
trash
after
after
sit
out
set
up
there
for
three
weeks
now.
This
is
the
second
time
that
I
never
got
picked
up
within
three
weeks,
so.
D
And
that's
my
whole
issue
with
that.
So
thank
you.
Thank
you
very
much.
I
just
want
to
know
that
I
have
reached
out
to
waste
management
as
well,
and
you
know
they're
we're
doing
what
we
can
as
as
a
city
and
and
I'm
trying
to
do
everything
we
can.
A
B
And
I
reside
at
2333
drive
I've
spoken
with
a
couple
of
you
today
and
I
appreciate
your
time.
I'm
coming
in,
regards
to
safety
concerns,
business
and
residential
with
the
incoming
or
crush
gathering
a
couple
different
concerns
that
I
have.
We
live
west
of
penman
road
and
we
do
have
a
couple
residential
airbnbs
close
to
our
home.
B
One
is
about
three
houses
away
and
it
has
been
a
reoccurring
issue
of
it's
a
great
neighborhood.
You
know
it's
not
a
cheap
rental
and
they
get
rented
and
it
turns
into
a
house
party,
and
we
call
the
police
and
it
gets
out
of
control
and
with
recent
gatherings
in
miami
and
how
that
turned
out.
I
think
it's
something
that
chief
smith,
I
think,
has
addressed,
but
I
want
it
to
be
very
much
at
the
forefront
as
to
how
that's
going
to
be
approached
and
keeping
our
residential
area
safe.
B
You
know:
we've
got
first
second
third
street,
but
a
house
away
from
third
street
we've
got
families
and
we've
got
homes,
and
it's
very
very
close
to
our
business
areas,
and
you
know,
then
we
have
the
rest
of
our
beaches
and
I'm
very
very
concerned
about
that.
The
history
of
this
gathering
is
very
well
known.
I
think
it's
very
well
documented
and
people
are
aware
of
it,
and
I
listened
to
chief
smither
chief
smith's
report
from
last
week
and
I
100
support
him,
and
I
appreciate
all
of
his
efforts
to
this
point.
B
B
E
B
To
see
how
we
handle
this
and
how
we
come
forward
from
the
beginning
and
how
we're
going
to
address
this,
and
what
we're
going
to
tolerate
tolerance
is
a
big
issue
and
how
we
come
forward
with
this
in
leading
up
to
it,
and
the
event
needs
to
be
very
precise,
very
strong
and
very
open
on
this.
We
can't
allow
this
to
become
jacksonville
beach.
Tolerating
these
types
of
gatherings.
We
have
many
people
that
get
together
follow
the
procedures,
follow
the
protocols
for
events.
B
A
E
Kevin
brown
1833
kings
court
of
all,
I'm
here
tonight
representing
the
fletcher
marine
castle
club
and
various
members
of
our
young
conservation
group.
We
are,
if
you're
not
familiar
with
us.
We
do
a
lot
of
beaches
cleanups.
E
Into
the
dune
restoration,
I
want
to
personally
thank
the
council
for
all
you've
done
in
the
past.
Your
life
ordinance
is
greatly
appreciated.
Your
support
with
our
sea
turtle
signs
awareness
is
greatly
appreciated
and
all
the
support.
E
With
my
ceo
projects
is
greatly
appreciated,
but
we
have
another
issue
recently.
Actually,
for
the
whole
school
year,
we
have
planted
over
ten
thousand
cx
and
I
have
concentrated
it
in
jacks
beach.
We
recently
planted
3500
oceanfront
from
six
to
eight
to
welcome
in
margaritaville
and
kind
of
established
with
them.
I
had
some
of
their
people
there
and
let
them
learn
our
culture
within
two
days
I
go
out
and
people
are
sitting
in
them
walking
through
them.
We
have
a
model.
We
have
used
a
model
in
neptune.
E
We
have
used
the
model
in
atlantic
beach
that
involves
pvc,
pipe
rope
and
signage,
and
I'm
here
to
tell
you
that
we
will
support
that
project.
If
you
all
choose
to
do
something
like
that,
I
have
manpower,
we've
done
it
before,
so
we
would
be
very
excited
if
you
all
decide
to
do
something,
but
we
have
got
to
protect
those
dunes.
We
cannot
let
foot
traffic
go
again.
E
Do
what
we've
done
with
the
shirt
there's
too
much
money
in
this.
The
charon
project
is
a
millions
dollar
project.
We
constantly
put
sea
oats
in
to
affordable
vegetation.
This
project
is
of
low
cost.
It
is
environmental
friendly,
it
does
not
go
against
any
fwc
policy,
I'm
also
a
member
of
the
sea
turtle
patrol.
It
is
perfect
for
the
sea
turtles.
E
So
I
appreciate
your
time.
I
appreciate
your
efforts.
Your
we
live
in
a
great
place.
I
love
this
city.
Y'all
are
always
on
top
of
things,
but
I
would
wish
that
you
all
would
get
together
if
anybody
needs
any
ideas.
How
we've
done
this
before
I
have
notified
the
city
manager
and
in
correspondence,
and
he
did
get
back
to
me
in
a
great
time.
So
I
deeply
appreciate
that
I've
talked
to
councilman
golding,
but
we
can't
let
this
summer
and
this
foot
traffic
go
against
what
we've
been
building
on.
Thank
you
for.
A
E
A
Thank
you,
and
I
think
we
do
have
this
item
on
an
upcoming
council
briefing
to
discuss
with
the
council,
so
we
will
be
addressing
it.
Okay.
This
has
been
a
really
fun
meeting
so
far
and
I'm
glad
we
get
to
continue
the
fun
a
little
bit
before
we
get
into
our
our
votes
and
our
business.
But
I
want
to
take
an
opportunity
to
present
an
award
that
was.
D
A
A
That
are
putting
us
on
to
make
our
community
a
better
place
and
you
can
go
next
slide.
This
is
a
picture
that
a
friend
of
mine,
chris
condon,
took
a
couple
of
years
ago,
and
this
is
a
wave
that
actually
occurred
in
jacksonville
beach.
So.
F
A
You
know
acrylic,
it
was
a
beautiful
award.
The
acrylic
award.
C
A
It
a
little
bit
differently
and
I'm
really
excited
that.
The
first
honoree
during
my
term
is.
A
A
That
aims
to
create
awareness
and
education
around
the
waste
that
we
produce
and
how
it
impacts
our
planet.
All
right
do
we
believe
it's
all
listening
I'll
make
sure
you
have
there.
We
go
thumbs
up
back
there
with
a
focus
on
single-use
plastic
and
our
oceans.
They
encourage
people
to
take
small
steps
to
decrease
plastic
consumption
overall
waste.
They
believe
that
through
awareness
and
education,
people
will
make
small
changes
in
their
lives.
That
will
add
up
to
big
changes
for
the
planet
and
if
you're,
not
paying
attention
to
beaches,
go
green.
I
hope.
A
Will
now
they
are
embedded
throughout
our
community?
They
have
groups
set
up
at
some
of
our
area:
schools,
dozens
of
partner
organizations
and
hundreds
of
volunteers
to
help
further
that
mission,
specifically
in
jacksonville
beach,
did
anyone
go
deck.
The
chairs
yeah,
you
guys
all
right.
You're
gonna
have
all
your
people
over
there.
That's
the
chairs,
and
you
see
the
octopus
there
kind
of
mid
photo.
A
A
If
you're
up
close
in
this
whole
that
whole
area,
that
was
the
back
portion
of
late
or
sequoia
pavilion.
A
Being
provided,
there
was
interactive
areas
and
it
was
just
a
really
tremendous
addition
to
the
chairs.
Let's
see
what's
next
next
one
there
you
go,
not
only
did
they
do
all
the
work
involved
in
creating
an
install
I
mean
it
seems
so
easy
just
to
put
15
000
plastic
bottles
together.
No
big
deal.
A
A
They
do
a
great
job,
bringing
awareness
not
just
here,
to
face
to
face
in
the
community,
but
on
the
news
and
throughout
so
the
other
thing
that
really
sparked
the.
A
A
9562
cigarette
butts
16
bags
of
trash
and
four
bags
of
recycling,
and
that
is
me
with
the
two
other
beaches
mayors
helping
promote
this
event
on
river
city,
live
as
part
of
the
wj
jxt
positively
jax
campaign.
So
this
was
a
great
event.
It
was
huge.
I
know,
council
member
david
was
out
there
as
well
as
many
others,
on
helping
clean
up,
not
just
the
beach
but
all
throughout
the
community.
A
So
it
was
a
big
undertaking
and
a
job
well
done,
and
then
the
next
slide
yeah
there's
some
of
the
cigarette
and
just
an
example
of
some
of
the
many
groups
that
are
out
there.
Helping
work
towards
speeches
go
green's
mission,
so,
although
emory
will
probably
always
pass
credit
on.
A
A
If
you
know
anne
marie
with
them,
you
know
that
she
has
boundless
energy
and
enthusiasm
for
this
mission
and
it
is
quite
contagious
and
she
really
keeps
it
keeps
it
going
and
is
always
doing
something.
New
and
different
here
in
our
community.
So
keep
an
eye
out
for
her.
Keep
an
eye
out
for
beaches,
go
green
because
they're
they're
doing
great
things
in
jackson,
movies
and
beyond.
So
I'm
glad
to
present
to
you,
the
city
of
jackson,
beach,
wave
maker
award.
B
B
D
D
D
F
Jason
fatigues,
director
of
parks
and
recreation,
so
we
simply
asking
council
to
approve
us
joining
the
other
two
beaches
cities
to
be
part
of
the
tpo
planning
for
the
coming
year
on
an
east
coast,
greenway
loop
through
this
three
cities.
We
hope
also
to
combine
this
project
with
our
urban
trails
project.
D
I
just
had
a
couple
questions
for
you,
jason,
really,
quick.
First
of
all,
what
kind
of
time
frame
do
you
suppose
that
we're
looking
at
before
we
get
something
that
gets
under
construction?
I
know
if
I
have
to
go
to
design,
and
can
you
just
give
us
up
to
date
on
where
we
are
on
our
on
our
mixed
use:
trails.
D
Talking
about
you,
you
can
start
with.
You
can
start
with.
You
can
start
with
this
ordinance,
okay
and
then
what
the
time
frame
of
this
looks
like,
like
believe,
tvo
disapprove
funding
for
it
and
then
just
put
your
thoughts
on
it
on.
F
So
this
particular
program
for
the
east
coast
greenway
kicks
off
in
the
fall,
as
you
were
saying
that
they
have
approved
the
funding
for
it.
So
in
the
fall
they'll
do
their
outreach
will,
I'm
sure,
be
part
of
that
communications
to
see
how
it
would
fit
into
our
identified
trails
on
our
bourbon
trails
project.
You
do
have
an
rfq
that
is
advertised.
Currently
we
expect,
I
think,
in
the
first
week
in
may,
to
receive
those
requests.
A
F
D
Okay,
have
we
pursued
grants
for
that?
I
know:
there's
a
ton
of
great
money
out
there
for
mixed
use,
paths
and
bicycle
passes.
F
So
as
of
now,
we
have
not,
but
it
is
in
the
plan.
Part
of
the
request
for
qualification
is
for
the
consultant
to
assist
us
with
identifying
and
writing
grants.
F
Is
to
identify
grants
this
project
being.
D
D
D
We
do
this
item
is
seeking
approval
of
a
resolution
for
a
one-year
extension
of
contract
to
the
firm
of
lewis
longman
walker
who's,
currently
serving
as
our
primary
and
backup
for
the
special
manuscript
function
for
the
city,
if
approved,
this
would
extend
that
contract
for
an
additional
one-year
period,
and
we
do
have
to
believe
a
couple
more
one-year
extensions
if
they
continue
to
perform
and
meet
our
standards.
D
A
Jamal
yes,
golding,
yes,

hoffman,
yes,
motion
carries
okay
on
to
ordinances,
will
you
read
ordinance,
sometimes
second
reading
and
assuming
there's
that
update.
A
