announcements

make

saturday
december
11th,
dr
dumont

I
attended
the
rhoda
l
martin
cultural
heritage
center,
some
fundraising
celebration
that
they
have
to
celebrate
some
of

money
that
they've
raised
so
far,
and
if
anyone,
if
you're,
not
familiar
with
the
royal
martin
cultural
heritage
center,
it's
a
it's
a
little
jewel
in
our
community
and
it's
a
historical
site
where
our
african-american
community
attended
school.
But
it's
it's
an
old
building
and
it
needs
a
lot
of
repairs
and
they
are
in
the
process
of
fundraising.

also
want
to
mention
that
they
announced
at
that
meeting
that
the
rhona
l,
martin
cultural
heritage
center
will
also
host
the
annual
martin
luther
king
celebration
and
we're
not
going
to
be
meeting
before
then.
So
I
wanted
to
mention
that
it
will
be
saturday
january
15th
and
11
am
at
the
sea
walk
for
william.
So
that's
new
for
them
it
will
be
a
bigger
event.

I
want
to
thank
for
the
opportunity
to
come

hadn't
really
got
a
chance
to
meet
with
some
of
your
staff
intergovernmental
coordinator
for
the
st
john's
river
water
management
district
serving
northeast
florida
and
I'm
excited
to
get
back
into
public
service,
so
I'm
ready
to
serve
and
the
district
is
ready
to
continue.

Water
is
something
that
will
touch
and
impact
everybody,
and
I
think
innovation
is
going
to
be
the
key
to
our
success.
And
I
see
some
great
things
coming
down
the
pipeline.
Having
been
down
to
lake
jessup
the
other
day
and
seeing
a
company
bring
a
barge
that
cleanses,
the
water
produces
a
biomass
that
can
be
turned
into
maybe
jet
fuel
or
fertilizer
or
other
things,
but
cleans
the
water,
which
was
the
most
important
thing,
says.
Water
supply
and
water
quality
are
critical.

We
have
our
blue
school
grants
and
st
john's
school
district
does
a
fantastic
job
as
being
the
best
district,
so
but
there's
an
opportunity
to
use
kids
to
the
environmental
sciences,
and
they
want
to
be
the
next
generation
of
leaders
that
will
protect
our
water
supplies
and
then
we
also
have
our
artesia
wells.

We
just
recently
released
a
press
announcement,
we're
waving
our
600
feet,
plug
the
unused
or
abandoned
artesian
wells,
which
ultimately
saves
millions
of
gallons
of
dollars
a
day
on
wells
that
no
longer
use
and
our
relics
of
the
old
days
and
throughout
the
agricultural
world.
So
we're
constantly
working.
We
have
a
great
team.
We
want
to
know
everybody
to
know
that
we're
here
to
help

league

action

they
tried
to
do
a
virtual
event.

didn't
work

consideration
is
that

february
7th,

council
meeting

is

event
for
the
mayors
across
the
state
of
florida.

acquired

firm

is

done
through
the
city
attorney's

it's
with
review
and
approval,
and
that's

we're
looking

asking

questions

the
rfp

what
waste
management

doing
and
not
doing,
and
there

one
thing
that
was

the
rfp
that
they're
not
doing,

annual
communication

citizens
to
our
residents
regarding
recycling
and
all
the
other
services
that
they're
doing
and
you
you
indicated
they're
not
currently
doing.

is
that
something
that
we
are
going
to
ask
them
to
do
going
forward.

think
advanced
was

it

They
were
kind

I
think,
the
idea

presentations

people

discussion
about
recycling
and
there's
a
lot

things.

not
doing
right
and
that's
actually
causing
the
things

supposed
to
be
recycled
from
you
know:
they're
ending
up
in
a
landfill
after
all,
because
they're
not
being
handled
appropriately
and
they're,
contaminating
the
you
know

other
items,
so
I
I
think
that
it
really
would
be
a
good
thing
to
do,
but
I
wanted
to
raise
that
and
make
sure
that
my
fellow
council
members
knew
that
this
was
something
that
was
in
the
rfp
and
was
not
currently
being
done.

personally

like

see
it
happen.

wastewater
effluent
outfall
of
pipeline.

actually

pipeline
itself
is
being
repaired.

pipeline
crosses
three
separate
waterways
between
here
and
mayport,
and
the
the
timbers
that
support
those
pipelines
across
those
waterways,
our
needs
of
repair.
We
were
notified
about
this
that
they
were
going
to
do
the
evaluation
in
early
january.

They
did
that
and
they
got
back
to
us
mid-july
telling
us
kind
of
what
they
needed
to
do
and
what
and
what
the
costs
were
going
to
be.
Obviously,
it
fell.

little

This
is
an
item
that
normally
we
would
have
taken
to
council
briefing
for
discussion
before
bringing
it
up
to
you

given

fact

midst

the
penguin
road
project,
with
septic
septic
to
sewer
project
and
recently
receiving
the
aquafunds,
this
is
a
project
that
we
thought
was
beneficial
and
needed
to
move
quickly
and
that's
one
of
the
reasons
it's
being
presented
tonight
at
a
council
meeting
rather
than
a
briefing
first.

presented
here
before
you
really
the
impetus
for
it
was
an
upcoming
project
that
will
be
brought
forward
for
your
consideration
for
award
that
will
trigger
kind
of
a
365
notice
to
affected
residents
on

installation
of
a
sewer
system
and
so
dennis,
and
I
and
ashley
got
together
and
discussed
the
potential
creation
of
the
septic
tank
phase
out
rebate
program
here
for
the
city,
and
so
that's
what's
here
before
your
discussion
this
evening.
So
I'm
happy

answer
any
questions
you
might
have,
which
I'm
sure
you
will.

doing

need
to
get
stuff
together
out

the
city,
it's
the
it's
the
right
thing

environment,
right

program
would
be
applicable

almost

properties

there
are
still
two
because
of
their
geographic
locations

distance

sewer
systems

eliminating

septic
tanks.

conversation
with
our

intergovernmental
relations
manager
for
st
john's
river
water
management
district
earlier

meeting

we'll
see,

there's
something

work
out
to
ultimately
try

two
properties,

this
will
take
us
almost
all
the
way
there.

we
look
at
a
program
like
this
in
place
and
with
your
permission,
I
did
want
to
add

you
know
upon
further
research
of
this.

may
just
have
to
tweak
one
of
these
forms.

bidding

and
the
other
bid

000
per
home.
So
we
obviously
the

lowest
bidder
that
we're
going
to
recommend
is
excluding
those
connection
fees.
So
regardless
it's
still
the
same
bidder
that
we're
going
to
recommend
the
one
thing
we
wanted
to
make
sure
bring
to
your
attention.

on

not

get

work
done

thousand

we

letters

this

somebody

contractor
wants
to
charge

thousand

two
vendors
been
the
cheapest
overall
bid,

contractor

just
what
we
know
we
can
cover
the
septic
to
sewer
conversion
on
pembin
road.

to
see
this
final
plot
is
for
a
five
unit:
townhouse
development,
it's
on
fifth
avenue,
south
and
fourth
street
previous
use
of
the
property,
was
a
commercial
building
on
one
of
the
lots
and
the
other
adjacent
health
was
vacant.
So
this
project
received
conditional
use
approval
in
2017,
along
with
concept
flat
approval
and
development
plan
approval
in
2020
and
all
of
the
proposed
lups
meet
the
rm1
zoning
district
standards.

It
first
okay,
sounds
good,
so
I'll
try
to
be
brief,
since
we
have
discussed
this
topic
on
numerous
occasions,
but
just
to
summarize
and
kind
of
refresh
everyone's
memory.
This
past
summer,
we
started
talking
about
making
some
changes
to
the
land
development
code
in
regards
to
the
regulations
for
outdoor
seating.
I
So
staff
has
summarized
the
proposed
changes
for
you
in
the
staff
report
and
I'll
just
go
through
these
one
at
a
time
and
then
answer
any
questions
that
you
guys
have
so
the
first
proposed
change
is,
with
our
actual
definition
of
outdoor
restaurant
and
bar,
and
the
change
that
we're
proposing
makes
is
this
definition
consistent
with,
what's
in
section
18
of
the
code
of
ordinances,
which
is
the
sound
and
that
definition
was
was
changed
in
there,
we
just
didn't
change
it
in
the
land
development
code.

The
next
proposed
change
is
in
our
three
zoning
districts,
c1
c2
and
the
central
business
district
that
allow
restaurants
as
a
permitted
use.
We
are
proposing
that
outdoor
restaurants,
less
than
or
equal
to
250
square
feet
where
alcohol
is
not
served,
be
allowed
by
right,
as
opposed
to
conditional
use
again.
This
is
just
being
proposed
in
those
three.

Districts,
the
next
proposed
change
of
substance
is
under
b
on
page
three
of
the
ordinance,
so
we
are
proposing
to
increase
the
allowable
ratio
for
outdoor
seating
from
25
to
50
for
restaurants,
but
maintaining
the
25
upper
bar
areas.
It
was
discussed
that
that
might
be
a
change
to
consider
down
the
road,
but
right
now
leaving
it
at
25
was
our
understanding
of
council's
priority,
and
then
hopefully
you
have
it
on
yours.

Going
for
25
to
50,
for
example,
the
next
proposed
change
and
again
this
goes
back
to
a
2017
ordinance
that
did
not
pass
at
the
time
that
parking
will
not
be
required
for
restaurant
areas
at
just
outdoor
are
less
than
250
square
feet.
And
really
you
know,
the
intent
of
this
is
to
allow
the
smaller
establishments
ice
cream-
coffee,
for
example,
type
shops
to
have
a
little
bit
of
outdoor
seating
and
not
have
to
jump
through.
So
many.
I
And
lastly,
I
think,
lastly,
item
e
to
hopefully
address
councilwoman
dumont's
concern
that
was
brought
up
about
buffering
between
commercial
and
residential
uses.
We've
added
item
new
item
e
that
would
require
either
a
six
foot
tall
fence
or
some
potted
plants.

know
this
section
is
a
little
detailed.

This
ordinance
for
a
moment
to
the
land
development
code
is
before
this
council
for
a
public
hearing
and
consideration
on
its
first
reading
under
the
laws
of
the
state
of
florida,
an
ordinance
which
changes
the
actual
list
of
permitted,
conditional
or
prohibited
uses
within
a
zoning
category
or
which
otherwise
changes.
The
text
of
the
land
development
code
is
a
quasi-legislative
proceeding.
A
quasi-legislative
proceeding
means
that
a
governing
body
is
acting
in
its
rule-making
capacity.
A
It
is
the
duty
of
the
city
council
to
arrive
at
some
decisions
regarding
the
use
of
property
within
the
city.
This
includes
receiving
citizen
input
regarding
the
proposed
uses
within
a
zoning
category.
The
application
has
been
reviewed
by
staff
and
the
planning
commission
for
consistency
with
other
portions
of
the
land
development
code
and
the
comprehensive
plan.
The
council
may
hear
from
all
interested
parties
in
the
legislative
determination
of
an
amendment
to
the
text
of
the
land
development
code.
