we

couple
major
permits
issued

variance

two
huge
permits,

to

2010,
we
did
see
kind
of
a
strong
recovery
from
our
physician
pre
pandemic
in
terms
of
our
utility
revenues
and
our
governmental
revenues
for
charges
for
services,

our
parks,
the
tennis
courts,
the
league
play
resume.

local
establishment,
they
had
some
area
lights
that
we
maintained.
I've
never
really
been
a
big
fan
of
maintaining
lights
on
private
properties,
so
the
opportunity
arose,
for
you
know
them
to
take
over
those
street
lights.

pictures
in.
We
just
place
a
meter
and
we're
done
we're
out
of
there,
and
it
was
a
result
of
a
street
light
that
had
been
damaged
during
one

tropical
storms

second
reading
of
this
ordinance
for
an
amendment
to
the
south,
beach
regional
shopping
center
pud
and
what
they
were
asking
for
is
some
amendments
to
the
site
plan
to
allow
some
outdoor
seating
areas
and
also
allowing
outdoor
retail
at
retail
establishments
outdoor
display,
merchandise
and
retail
sales.

meeting
on
october
4th,
there
was
a
lot
of
discussion
between
council
and
the
applicant
to
make
some
changes,
and
so
those
are
on
page
two
of
your
memo
and
are
reflected
in
the
ordinance
the
changes
that
everybody
kind
of
agreed
on.

I'm
happy
to
answer
any
questions
that
you
guys
have
on
those
amendments.

This
ordinance
to
amend
the
pds
ending
regulations
of
our
property
is
before
this
council
for
public
hearing
and
consideration
on
its
second
reading.
Under
the
laws
of
the
state
of
florida,
an
application
to
amend
the
zoning
regulations
governing
a
property
is
handled
as
a
cross-site
judicial
proceeding.
A
quasi-judicial
proceeding
means
that
a
governing
body
is
now
functioning
in.
Women
are
similar
to
a
court
with
the
mayor
and
city
council
sitting
as
impartial
decision
makers,
hearing
testimony
and
questioning
presenters,
who
are
to
provide
substantial
and
competent
evidence
to
support
their
side
of
the
issue.

is
the
duty
of
the
council
to
arrive
at
sound
decisions
regarding
the
use
of
property
within
the
city.
This
includes
receiving
citizen
input
regarding
the
proposed
use
on
the
neighborhood,
especially
where
the
input
is
fact-based
and
not
a
simple
expression
of
opinion.
It
is
the
applicant's
burden
to
demonstrate
that
their
application
is
consistent
with
the
land
development
code
and
the
comprehensive
plan.
If
the
applicant
is
successful
in
showing
consistency,
then
it
is
up
to
the
local
government
to
produce
confidence,
substantial
evidence
of
record
that
the
application
should
be
denied.
