contest

beach

fantastic
event
by

both
internally
with
our
staff,
as
well
as
the
residents
and
visitors
who
came
out
and
attended
it,
and
even
the
surfers
were
just
really
thrilled
with
jacksonville
beach
and
how
they
were
being
treated
here
and
really
enjoyed
their
time.

there's

sorts
of
great
stuff,

think,
a
great
event
for
jacksonville

First

all,
tomorrow
night

the
florida
department
of
transportation
is
hosting
an
open
house
to
give
people
information
about
some
pedestrian
improvements

they're

beach.
There's
a
crosswalk,
that's
going
to
be
added
at
15th
avenue
north.
This
meeting
is
the
open
house
is
going
to
be
at
the
beaches
ranch
library.

Some
really
good
news:
the
penman
road
study
is
finally
getting
underway.
If
anybody
has
driven
down
penman
road,
you
probably
see
some
traffic
counting
devices
that
have
been
installed,
and
so
the
study
has
started
and
rory
diamond
is
in
the
process
of
scheduling
a
community
meeting.
The
hope
is
that
the
meeting
will
be
in
december,
and
it
will
probably
you
know,
be
open
to
anybody
who
wants
to
attend,
but
a
great
opportunity
for
citizens
to
come
and
talk
about
finland,
road
and
what
they
would
like
to
see
happening
with
penn
road.

regards
to

safety
and
traffic
issues
for
pendant
road.
That's
been
a
long
time
coming
and
we
greatly
appreciate
it

also
the
super
girl
event.
My
husband
and
I
attended
and
kudos
y'all
knocked
it
out
of
the
park.
It
was
organized,
it
was
safe,
it
was
fun.
You

on

to

regards
to
an
issue
that
I
think
it's
been
long-standing,
but
I
think
it's
getting
beyond
out
of
control
is
short-term
vacation
rentals
in
jacksonville
beach
is
it
we
need
to
do
whatever
we
can,
because
it's
getting
out
of
control.

We
live
west
of
penman
road
and
it
is
an
ongoing
weekly
issue
in
our
in
our
neighborhood.
We
have
multiple
units
this
past
weekend,
there's
two
rental
units
right
next
to
each
other
and
starting
about
noon.
The
load-in
started
and
multiple
of
these
units
are
being
used
as
venues.
These
are
quiet,
residential
units
and
quiet,
neighborhoods
and
they're
being
used
as
as
commercial
venues.

When
comments
were
made,
the
people
would
get
in
their
car
and
move
it
a
block
over.
So
the
next
block
then
had
the
17
cars.
Nobody
left,
it
all
stayed.

There's
about
12
kids
that
live
within
three
houses
of
this
area,
playing
on
the
bikes
playing
ball
running
back
and
forth,
and
we
have
a
commercial
venue
running
weddings,
birthdays.
Fourth
of
july
celebrations.
It's
constant
we've
tried
working
with
the
management
company.
Sometimes
they
respond.
Sometimes
they
don't.

look
at
their
website
for
one
of
them,
it
mentions
a
giant
two
spacious
backyards,
great
for
private
venues,
well
suited
for
family
reunions,
weddings,
other
events,
this
specific
spots
list
between
the
two
houses-
eight
bedrooms,
accommodates
24
people
and
when
I
look
at
section
3411,
it
says
two
people
per
bedroom
plus
two
another
property
that
they
have
says:
five
bedrooms
accommodate
16
plus
great
for
large
family
or
groups.

one
of
their
properties
says:
4
bedrooms
accommodates
12
people
and,
if
you're
looking
at
their
site
they
over
and
over
mention
events,
how
many
people
they
can
accommodate.
I'm
asking
you
to
please
monitor
this.
We've
got
safety
issues
and
it
needs
to
be
addressed
and
they're
not
handling
it.
We've
gone
to
the
police,
we've
tried
to
do
many
things
and
I
don't
want
a
kid
getting
hit
by
a
bike,
and
these
are
quiet,
neighborhoods
and
I'd
really
like
some
help
from
you
on
that.

Approximately
six
months
ago
we
had
some
radio
issues,
some
connection
issues.
Officers
were
complaining
that
we
had
some
garbling
going
on
the
further
out
from
the
city
center
that
they
got.
They
were
having
problems.

Hearing
radio
transmissions
were
cutting
out,
so
we
had
mca
with
our
maintenance
contract,
we
had
them
come
out
and
they
were
doing
a
bunch
of
testing.
While
that
was
happening,
our
safety
climb
line
was
being
replaced
from
the
last
council
meeting
that
I
was
at
the
safety
climb
line
was
being
replaced.

We
asked
them
to
go
up
and
check
and
make
sure
they
didn't
knock
anything
out
and
when
he
touched
the
lion
connection,
it
literally
fell
off
in
his
hands,
so
we
had
them
take
pictures
and
there
the
corrosion
on
the
bottom
from
the
salt
air
was
extreme
and
it
was
not
repairable.

The
the
antenna
was
no
longer.
We
were
about
a
year
out
from
the
from
the
warranty,
so
it
was
no
longer
under
warranty.
So
we
did
a
lot
of
research
trying
to
find
out
how
to
replace
it
with
something
that
may
not
corrode
so
fast,
as
well
as
the
line
need
the
lines
that
are
on
the
tower
they're
the
original
lines
that
were
installed
10
or
10
years
ago
and
the
transmit
antenna.
So
the
receiving
test
is
one
that
is
broken.

So
you
have
a
double
tower
crew
so
since
it
is
the
same
antenna
and
solid
at
the
same
time,
we're
asking
to
replace
both
the
receive
and
the
transmit
at
the
same
time,
so
one
tower
crew
and
then,
while
they're
up
there,
since
the
lines
are
the
original
lines,
we're
asking
to
have
those
lines
replaced
at
the
same
time
as
well,
we
are
using
the
same
tower
crew
that
did
the
the
safety
climb
line.

It
is
not
a
tower
crew
from
motorola,
which
you
can
see
in
the
packet
is
extremely
more
expensive,
but
this
tower
crew
that
we
are
using
was
recommended
to
us
by
st
johns
county
lee
mathis,
who
is
in
charge
of
their
whole
radio
system.
So
you
know
we
totally
trust
in
their
ability
to
do
the
thing
in
all
st
john's
county
videos.

warranty
piece

the

it
possible
to
know
when
the
warranties
are
going
to
go
up
and

send
somebody

always

beforehand
to
see
if
we
should
get
something
in
under
warranty.

like

replacing
the
one
that's
already
there,
because
it's

likely
corroding
at

same
time,

trying

be
more
proactive
to
keep

able
to
get
things
still
covered
under
warranty.

to

manufacturer
and
they're
going
to
spray
it
at
the
site
and
then
we're
also
going
to
have
the
top
crew
spray
it
again
with
with
a
more
effective,
hopefully
protectant
for
it,
and
then
also
now
that
we
have
taken
over
the
tower
we've
initiated
the
the
inspection
where,
before
we're
not
quite
sure
how
long
it
had
even
been
since
anything
has
been
inspected,
but
with
the
antenna
that
was
up
there.
If
you
can
see
on
the
pictures,
it
was
taped,
so
even
an
inspection
wouldn't
really
show
what
was
underneath
that
that's.

whole
system

that's
a
huge
obsolete
issue.

there

we

consider
building

some
redundancy

backup
plan
that
should

our

told

years
old,
they
were
installed
and
then
they
were
replaced
just
before
burma.

that

we

seeking
authorization

enter

a
subrecipient
agreement
with
the
city

jacksonville
for
receipt
of
arc
of
funding
from
the
city
of
jacksonville.
As
you

aware,
we
did
receive
our
own
direct
funding
from
the
federal
government
run
through
the
state
department
of
emergency
management.

city
of
jacksonville,
serving
as
both
the
city
of
jacksonville
and
duke
ball
county
is
receiving
in
excess
of
300
million
dollars
over
a
two-year
window.
They
are
looking
to
proportion
by
population
basis,
a
portion
to
the
city
of
jacksonville
beach,
as
well
as
the
other
three
incorporated
communities
within
duval
county.
Our
dollar
amount
will
be
3
million.

plan

four
overarching
priorities
focused
on
quality
of
life,
public
safety,
local
economic
development
and
sustainability.
The
document

you
would
be
approving
tonight
would
effectively
be
the
archival
document.
This
is
the
one

the
historical
reference
that
we
look
back
upon,
so
that,
if
someone
asks
the
question,
how
did
they
come
up
with
this
document?
All
of
the
supporting
exhibits
and
notes
are
attached
for
that
reference.

working
on
what
we
would
consider
to
be
the
public
facing
strategic
plan
which
will
be
abbreviated.
It
will
involve
color,
graphics
and
possibly
some
other
links
to
video
clips
that
will
explain
to
the
public
exactly
what
we're
going
to
do.

the
strategic
plan
is
and
what
we're
going
to
do
to
operationalize
it
going
forward.

slight
changes

on

think,
with
probably
a
fine-tooth
comb
to
make
sure
that
it
meant

practices

the

is
actually
phrased
worded

how
the
document
is
structured.

visioning
meetings

person
pre-pandemic.

those

days,

wanted

think
this

kind

that
proverbial.

know
that
this
isn't
something
it's
already
something
that
we're
putting
into
practice
through
our
planning
and
budgeting
and
prioritization
within
our
departments,

goals

objectives

really

some
extra
extra
effort

to

bring
this

think
it
looks

road

council
know

we
are
working
on
the
operational
plan
it'll
be
after
the
first
of
the
year
at

point

we
bring
that
back

a
discussion

It's
basically
the
projects
and
the
action
items
that
we
are
identifying
that
support
each
of
the
priorities,
goals
and
objectives.
So
when
people
ask
what
does
this
actually
mean,
we'll
be
able
to
point
to
meaningful
actions,
projects
initiatives
that
the
city's
undertaking
in
order
to
fulfill
their
desire
for
where
they
want
the
community
to
go?
I
But,
as
you
can
imagine
right
now,
we've
identified
a
total
of
45
projects.
We
have
to
vet
the
scopes
of
each
of
those
projects
and
initiatives
put
them
into
a
priority
order.
They
will
not
all
be
occurring.
At
the
same
time,
we
only
have
limited
bandwidth
and
we
need
to
make
sure
that
they
work
around
what
I
would
consider
to
be
anchor
projects
for
the
council.

You've
identified
that
the
charter
review,
followed
by
the
comprehensive
plan
review,
followed
by
the
ldc
reviews,
are
kind
of
of
the
paramount
and
then
all
of
the
other
projects
will
filter
and
around
those
based
on
our
available
bandwidth
as
we
look
forward.
So
it's
a
fun
project.
The
directors
are
definitely
having
to
exercise
their
brains
and
their
project
management
skills.
But
it's
all
good
and
we
hope
to
bring
that
to
you
at
some
point.
