A
Good
evening
I've
got
six
o'clock
we'll
do
our
monday
morning,
monday
evening,
capitol
meeting
started
mayor
hoffman
regrets
that
she's
not
able
to
be
here
she's,
giving
the
commencement
address
at
her
album,
honor
flexor
high
school,
so
she's
very
excited
about
that
at
this
point-
she's
not
here
tonight,
but
with
that,
let's
start
with
the
invocation
by
council
council
member
janssen.
Otherwise
this
life,
let
us
pray.
B
B
B
A
This
meeting
is
called
the
water
matter
of
fact,
can
you
get
a
roll
call
council
member
juan
here.
A
A
A
That
motion
passes
item
100.
D
D
Mr
on
page,
two
of
six
in
the
portion
of
the
minutes
talking
about
the
tpo's
presentation,
the
actually
the
second
paragraph.
I
I
believe
that
there's
something
missing
here,
because
it
says
mayor
hoffman,
requested
it
be
added
to
the
november
meeting
agenda
and
what
she
requested
be
added
to
the
meeting
agenda
was
a
discussion
on.
D
A
We
have
a
question
in
a
second
on
the
amendment.
Do
we
have
any
discussion
on
the
amendment
if
you're
in
favor,
please
say
aye
opposed
with
that?
The
amendment
passes
back
to
the
original
original
item.
We
have
a
motion
and
a
second
is
there
any
discussion
on
the
on
the
on
the
this?
Is
anybody
else
if
you're
in
favor,
please
say
aye
aye
opposed
that
random
passes
item
102.
A
D
A
A
That
item
passes
now
now
on
to
announcements.
Does
anybody
have
an
announcement?
A
D
Baldwin,
thank
you
a
couple
of
things
I
wanted
to
mention.
I
want
to
thank
our
jacks
beach
police
department
for
all
their
hard
work.
During
the
memorial
day
weekend,
I
actually
saw
a
lot
of
a
lot
of
our
police
officers
out
around
the
downtown
area.
They
were
staying
rather
busy,
but
I
think
our
memorial
day
weekend
was
very
uneventful
and
I'm
sure
in
large
part,
it
was
due
to
their
diligence
and
all
their
hard
work.
So
I'd
like
to
thank
them
for
that.
D
Also
I
wanted
to
let
everybody
know
that
beaches
watch
is
going
to
have
a
meeting
this
wednesday,
the
9th
at
7
pm
and
our
city
manager,
as
well
as
the
neptune,
beach
and
atlantic
beach
city
managers,
will
be
participating
in
that
meeting.
The
meeting
is
the
good,
the
bad
and
the
ugly
of
the
2021
legislative
session,
and
they
will
be
talking
about
the
bills
that
passed
and
how
they
will
be
impacting
our
beach
communities,
either
in
a
good
way
or
a
bad
way.
D
It's
a
again
at
seven
o'clock:
it's
a
zoom
meeting,
so
you
can
go
to
beacheswatch.com
and
you
can
find
the
link
to
the
zoom
meeting
there.
And
then
I
wanted
to
mention
for
anyone
who
may
not
have
known
this,
but
we
had
a
line
item
on
the
budget
for
150
000
for
license
plate
readers
for
our
police
department
and
unfortunately,
the
governor
vetoed
that.
D
D
So
now
is
the
time
to
be
contacting
him
and
letting
him
know
that
that
you
want
our
communities
to
make
the
decision
on
how
we
regulate
home-based
businesses,
because
house
bill
403
takes
that
away
from
us.
It
takes
our
home
rule
away
and
basically
we
need
to
protect
our
home
rules.
So
I
would
encourage
you
to
contact
the
governor
if
you
haven't
already.
Thank
you.
E
Up
with
council
members
at
what
the
cops
started:
jackson
bridge
police
department,
my
mother
day
weekend
was
a
very
busy
weekend
here
and
I
was
at
work
and
I
saw
them
before
as
they
were
doing
their
job
and
thankfully
nothing
bad
happened.
They
were
discouraging
some
of
the
individuals
that
wanted
to
commit
crime.
So
I
appreciate
you
very
much
and
I
am
praying
for
a
very
good
weekend.
E
E
A
F
I'm
excited
and
honored
to
be
appointed
to
the
2021-2022
land
use
and
economic
development
committee
for
the
florida
league
of
cities,
councilman
bermesa,
nichols
golding
and
city
manager
are
all
serving
on
other
committees
as
well.
So
it's
a
great
opportunity
for
us
to
get
together
with
council
members,
attorneys
city
attorneys
and
multiple
other
people
involved
in
municipal
government
from
all
over
the
state
and
have
a
collaborative
agenda
and
thought
process
for
the
next
legislative
session.
F
So
looking
forward
to
that,
starting
this
friday
june
11th
and
continuing
on
for
the
rest
of
the
year,
so
hoping
for
a
good
meeting
and
looking
forward
to
it.
A
A
E
Hello
hear
me
all
right:
curtis
loftus,
348
aquatic
drive
in
laney
beach
florida,
I'm
speaking
today,
specifically
on
behalf
of
detective
chairs.
I
hated
to
pack
it
up.
It's
been
six
months.
I
mean
why
yeah
it's
june.
So
last
time
you
saw
us
or
me.
If
you
did
see
me
was
in
that
park
for
about
42
days
straight.
E
The
event
I'm
sure
has
been
summarized
and
discussed,
but
I
just
wanted
to
say
on
behalf
of
the
chairs
that
it
was
an
incredible
season,
no
incidents,
one,
but
it
was
kind
of
one
of
those
we
couldn't
help
and
we
got
it
fixed,
pretty
quick,
but.
E
Just
a
fantastic
year
for
I
think,
celebrating
a
community
that
somehow
was
able
to
look
beyond
a
pandemic
and
all
the
craziness
and
the
things
that
were
holding
us
off
of
christmas
or
holidays,
and
we
just
I've
never
felt
better
about
the
event
and
so
we're
starting
this.
This
is
a
night
season,
that's
hard
too,
and
we're
just
excited
to
work
with
jax
beach.
E
The
beach
businesses
put
on
another
great
show
tell
the
story.
You
know
how
it
works
and
there's
new
faces
here.
So
I
just
wanted
to
be
able
to
say
I
love
you
guys
and
gals
and
just
go.
Thank
you
thank
you
for
on
behalf
of
the
chairs
tonight.
So
it's
really
enjoy
the
package.
If
you
got
any
questions,
you
know
our
organization
meets
once
a
month
non-profit,
so
we've
got
a
great
board
of
directors
and
the
people
that
live
here
in
the
community,
I'm
in
atlanta
beach.
E
G
Item
104:
do
we
have
a
presentation
from
staff
we
do
wherein
council.
This
item
is
seeking
to
fill
vacancies
that
are
current
that
hardly
exist
within
the
planning
commission.
G
In
particular,
this
board
has
a
vacancy
on
its
normal
board
position,
and
the
board
also
has
two
alternates.
The
first
alternate
and
the
second
alternate
one
of
the
board
members,
john
scott
walker,
submitted
his
letter
of
resignation.
G
We've
tried
to
lay
out
a
couple
options
for
you
as
council,
but
one
of
the
opportunities
would
be
to
move
the
first
alternate
into
the
normal
court
position
move
the
second
alternate
up
to
the
first
alternate
and
leave
the
second
alternate
position
vacant.
Until
we
get
to
the
remainder
of
the
year
where
we
do
interviews
or
at
council's
discretion,
you
could
also
select
from
the
different
board
applications
that
we
have
received
and
gone
through
the
process
of
the
interviews
on
and
those
were
provided
as
attachments
to
the
memo.
G
D
C
A
Yes,
councilmember
stokes,
yes,
mayor
pro
tim
nichols.
Yes,
moving
on
to
item
105.,
do
we
have
a
presentation
from
staff
members.
D
D
I
would
just
like
to
move
that
we
defer
the
placement
of
or
the
appointment
of
the
second
alternate
until
we've
had
an
opportunity
to
interview
the
other
candidates,
because
the
ones
that
we
have
interviewed
so
far
had
the
planning
commission
as
their
second
choice.
And
we
have
several
people
who
have
submitted
applications
that
have
the
planning
commission
as
their
first
choice.
And
I
think
it
would
be
good
if
we
could
put
an
interested
candidate.
H
A
Yes,
all
right
now,
let's
move
on
to
105
105..
Do
you
have
a
presentation
from
staff.
G
We
are
looking
to
do
replacement
of
the
lights
on
the
tower
system,
replacement
of
an
uninterruptible
power
supply
system,
a
ups
in
the
video
room
and
replacement
of
the
safety
client
cable.
We're
also
looking
to
do
one
year
of
tower
lighting
monitoring
as
well.
If
any
of
those
lights
go
lights,
go
out,
we
get
immediate
notification
and
the
service
request
is
generated.
G
D
A
C
D
A
H
That
is,
can
we
use
the
the
current
cable
that
we
have
has
been
there
since
the
tower
was
built
in
2010.?
This
is
going
to
be
a
stainless
steel,
cable
that
is
supposed
to
have
a
longer
lifespan,
since
we're
10
blocks
off
of
the
ocean.
So
I
I
don't
know
necessarily
that
there
is
an
exact
number.
We
can
give
you,
but
this
is
supposed
to
last
longer.
Thank
you.
G
Item
106.
do
a
presentation
from
staff
very
short
one
mayor
pro
town
council
recently,
there's
been
some
construction
activity
at
fifth
avenue
south
for
townhome
development,
as
is
traditional
with
any
other
improvement
that
takes
place
in
the
right
of
way
where
infrastructure
is
put
in
place.
It
is
typically
turned
over
to
the
public
for
long
term,
operation
and
maintenance
of
the
asset
in
this
particular
incident.
G
This
particular
instance
we
are
taking
over
improvements
for
potable
water,
sanitary
sewer,
stormwater
alley,
pavement,
repair
and
underground
electrical
systems
in
the
total
of
just
over
150
000.
The
public
works
director
is
here
as
well.
If
you
have
any
questions
about
the
improvements
that
have
been
made,
thank
you.
We
have
a
speaker
caught
on
this
issue.
I
D
D
I
I
I
So
again,
I'm
expressing
my
concerns
and
the
name
points
are
no
construction
is
starting
lot.
Size
is
requires
a
variance.
The
liability
by
the
early
transfer
before
development
causes
an
issue
and
ensure
that
the
jwd
versus
the
jacksonville
beach
lawsuit
is
fully
resolved
before
we
decide
to
take
this
step.
If
you.
I
D
H
Thank
you.
Would
you
like
to
reply
to
any
of
mr
pimerick's
comments?
I
don't
know
be
planning
director.
If
it
would
be
public
works,
it
would
be
the
city
manager,
it's
kind
of
like
in
all
of
the
areas
we'll
have
miss
ireland.
J
Yes,
thank
you
good
evening,
council.
We
have
the
final
plat
for
this
property
on
your
agenda
for
the
next
june
meeting.
They
all
the
lot
sizes
meet
the
zoning
district
standards
for
rm1.
J
I'm
not
aware
if
we've
received
a
building
permit
or
not.
If
we
have,
I
haven't
personally
seen
it.
So
there
are
some
variances
that
were
approved
for
a
couple
of
the
lots,
but
they
were
not
for
locked
in.
They
were
for
some
of
the
setbacks
due
to
the
transmission
lines
that
are
on
fifth
avenue
south
and
that
was
approved
by
the
board
of
adjustment,
but.
H
G
G
We
have
water
meters,
store
lines
and
electrical
conduits
that
are
all
one
of
those
five
properties
that
have
not
been
developed
on
for
a
number
of
years,
but
the
infrastructure
is
in
the
ground
and
if
it's
in
the
public
right-of-way
and
it
is
related
to
our
public
utilities,
we
usually
prefer
that
they
be
transferred
over
to
us
for
the
operation
maintenance.
So
this
is
following
what.
G
K
Connect
to
water
and
sailor
that
is
100,
correct,
dennis
barron
public
works
director.
All
the
infrastructure
is
in
all
the
alley
has
been
paved
because
when
their
request
was
alley,
parking
and
alley
right
away.
Whenever
we
have
that
as
a
request,
we
require
that
they
have
to
pay
that
so
that
entire
alleyway
has
been
paid.
All
the
infrastructure
that's
on
here
has
already
been
installed.
K
K
A
Item
107.:
do
you
have
a
presentation
on
staff
just
a.
G
Short
one-year
protest
every
so
often
reaches
energy
needs
to
enter
into
a
contract
for
the
procurement
of
transformers
to
support
beaches,
energy
services,
those
usually
come
in
three
types:
there
are
the
overhead
distribution,
transformers,
single
phase,
pad
mount
transformers
and
three-phase
pad
mount
transformers.
G
A
C
G
Yes,
107
108
109
are
all
tied
to
beaches
energy
services.
This
next
one
for
108,
is
with
regards
for
crane
services
based
on
the
size
of
the
equipment
that
beaches
energy
services
deals
with
on
occasion.
They
do
have
a
need
for
crane
services
to
move
materials.
G
D
A
G
This
last
item
was
regarding
maintenance
of
beaches,
energy
materials
that
are
up
in
the
field,
in
particular,
pad
mounted
transformers
and
switch
gear.
You've
noticed
that
the
majority
of
them
are
painted,
and
after
a
period
of
time,
the
paint
starts
to
fade
and
there's
a
need
to
go
back
out
and
recondition
and
paint
those
surfaces.
This
particular
did
was
for
painting
services
to
go
out
and
make
sure
that
we
can
restore
all
of
those
pad
mounted
transformers
and
switchgear
painted
surfaces.
