participated

corporal

lavender
5k,
another
one
5k
on
the
hottest
day
of
the
year,
but
there's
also
nothing
like
the
problem
of
suicide
among
our
first
responders
and
military.

was,
there
was
no
olympic
time
being
beaten
to
stay
stay
within
the
theme

straight
and
also
during
that
the
marathon
swim
was
happening,

lot
of
our
our
local
lifeguards
participate
in.

three
point

mile
swim,
and
I
think
that
group
has
been
sponsoring
this
swim
for.

First
of
all,
thank
you
all
for
doing
what
you
do
as

number
of
years
ago,
the
city
of
jacksonville
beach
asked
our
board
and
our
engineer
for
some
information
on
drainage
in
our
community,
because
you
were
gathering
information
to
do
a
study
in
2014,
2015
and
2016.
We
asked
for
the
study
results
to
no
avail
and
in
2016
and
2017
hurricanes,
matthew
and
irma
cream
does
pretty
good.
I
I
just
recently
found
the
they
did
that
went
out
to
the
contractors.
You
see
all
of
the
construction
going
on,
but
nowhere
does
it
say
that
the
city
is
taking
any
of
the
redirecting
any
of
the
drainage
away
from
us.
As
a
matter
of
fact,
the
city
of
jacksonville
beach
has
drainage
easements
coming
into
our
community
into
a
lake.
I
live
on
so
we'd
like
to
know
what
the
results
of
that
study
was.
I
But
we
need
we,
we
have
some
questions
and
I'd
like
to
know
who
we
can
talk
with
at
the
city,
how
we
can
see
where's
the
water
going
that
you're
redirecting
right
now
and
we've.
We
noticed
that
nothing
is
being
done
to
the
drainage
that's
coming
into
our
community,
which
is
the
lowest
part
of
jacksonville
beach.

the
citizens
of
jack's

to
do

did
and
that

developer
and
offer
up
some
alternatives.

to
past
council
meetings
where
we've
had
development
issues.
Normally,
what
happens
is
developer
comes

you

plans
they've
gone
through
the
planning
commission,
you
guys
will
say
well,
it'd
be
nice.
If
we
had
this
and
that
and
usually
at
the
end,
what
happens
is
what
gets
passed
is
what
was
originally
planned.
So
I'm
asking
you
to
have
these
discussions
before
we
get
to
that
point.

commercialization

they're
bigger
than
just
that
piece
of

think

angelo
development
project

programs

promote

and

to

their
residents

guys
have
been
a
true
leader
in
this
arena
through
your
clean,
dark
flat
public
awareness
campaign,
which
I

protect
the
local
loggerhead
sea
turtle,
population

objectives
of
this
program,
not
only
included
public
education
but
partnering
with
the
nonprofit
organization,
beach's
sea
turtle
patrol

raise
awareness

each
energy

and
to
engage
the
local
business
community
and
I

to
say
I
absolutely
love
the
clean
dark
flat.

stands

keeping
your
beaches
clean
from
litter.

stands

eliminating
lights

promote
this
message:
the
city

jacksonville,
beach
and
beach's
energy
partnered

local
coffee
shops,
including
bowl
bean
breezy,
coffee
shop

jacks
beach,
brunch

sell
mugs
and
stickers
with
the
campaign's
name.
So
not
only
did
this
help
spread
the
message
of
the
campaign,
but
it
brought
much
needed
traffic
into
our
local
coffee
shops
during.

Not
many
people
are
lucky
enough
to
witness
it,
but
to
me
one
of
the
most
incredible
things
I've
seen
is
watching
a
trove
of
baby
sea
turtles
emerge
from
the
sand,
gather
their
bearings
and
head
towards

moon
to
begin
their
lives.
It
puts
you
in
awe
of
nature's
process
and
the
determination
of
little
sea
turtles.
Our
community
knew
we
needed
to
partner
together
in
order
to
help
protect
one
of
our
natural
wonders
and
the
city
of
jacksonville
beach
and
beach's
energy
did
just
that.

residents,

willing

this
project
is
actually
a
continuation
of
a
project
that
we
originally
started
about
a
year
a
little
over
a
year
ago,
which
has
to
do
with
our
scada
system
at
the
wastewater
plant
and
tying
it
together
with
the
water
plant,
which
came
after
I
kind
of
reorganized
the
department.
So
the
project
itself
was
to
do
upgrades
to
our
scada,
which
is
what
controls
the
wastewater
plant
and
its
functions
and
operations,
and
it
meshes
with
the
employees
and
what
they
do,
how
they
make
it
do.

Some
of
the
couple
things
that
you
saw
in
this
was
an
invoice
that
was
included
in
this
that
had
to
do
with
some
work.
They
thought
was
going
to
be
simply
a
cut
and
paste
of
a
couple
hundred
thousand
id
tags
from
one
program
to
another
that
ended
up
being
a
100
manual
operation
piece,
so
it
was
literally
search
out
every
tag
and
re-enter
it
on
the
new
spreadsheet.

get
it
all
to
work.

part
of
that
includes
an
unforeseen
kind
of
a
bill
for
actually
being
able
to
do
the
work
that
was
that
was
unexpected
on
our
behalf
as
well
as
the
contractors
they
expected
this
to
be
able
to
be
something.
Archimedes
has
been
working
with
us
as
our
as
our
sole
provider
for
the
wastewater
plant,
and
this
should
be
the
culmination
and
the
completion
of
that
project,
as
this
gets
moved
forward.

estimate
of
the
amount

project

cost

weird

is
our
sole
source
and
does
control

vendor
to

kind

give
us
an
accurate
accounting
of
what
things

going
to

also
did
some
changes
as
we
maneuvered.

prices

aren't,

where
we
had
to
get
a
different
tablet
to
be
able
to
get
into
that
system
remotely

few
other
things.
So
we
don't
normally
expect

the
fact
they
come
back
through
and
have
some
discussions
with
us
how
we
need
to
move
this
forward
and
some
things
that
have
changed
in
the
project
from
the
original.

began
pre-covered,
so

of
that
changed

process

of
cobit
and
how
they
could
actually
get

work
done
completed.

needed

contract
scope
and
fee
with
them.

fee

that
we're
asking
council
to
approve

and
also
the
scope

the
scope

scope
includes
community
outreach.

been

cycle
friendly.

comes

no
surprise

guys
that

various
councils

you

poor
job
of
creating
extra
land
for
the
future
multi-use
trail.
So
whatever
the
consultant
comes
up
with
is
somewhat
determined
by
where
you
guys
want
this
trail
to
take
us
pun
intended.

know
we
know
that
we've
got
a
constrained
road
network
as
it
exists
today,
other
than
penman
we're
not
going
to
be
able
to
expand
a1a
or
south
beach
parkway
much.
So
I
would
ask
that,
as
you
look
at

multi-use
trail,
think
of
it
broader
than
just
recreation,
maybe
there's
an
opportunity
here,
making
it
more
of
a
mobility
transportation
design
for
the
future,
and
while
I
got
a
minute,
a
plug
of
thinking
about
park
and
bike
depots
where
you
can
park
and
then
use
these
multi-use
trails.

plan
done

soon

we

we
have
to

in

staff

was
unanimous

our
choice

picked

not

most
of
their
staff
were
looked
like.
They

spin-off,

they
definitely
captured
the
sentiment
and
emotion
there
and
we
thought
provided
the
best
response
to
that
rfp.

when
we
last
scattered
as
a
council,
we
were
evenly
split.
So
that's
why
we
did
those
final
interviews
to
allow
our
seventh
member
the
chance
to
spend
some
time
getting
to
know
each
of
these
candidates.

I'm
going
to
say
at
this
point:
we
have
two
very
qualified
and
very
skilled
candidates,
but
I
will
ask
for
a
motion
for
whoever
makes
the
motions
suggested
candidate
we'll
go
ahead
and
go
through
the
discussion
in
the
boat
at
that
point
and
it'll
be
either
up
or
down
on
that.

up

morning
and
started
going
through
absolutely
everything
again,
and
one
thing
that
I
noticed
that
I

overlooked

meetings
was
under
the
qualification
criteria
that,
in
the
education
experience,
the
government
law
certification
is
preferred,
but
a
valid
florida
driver's
license
is
required.

driver's
license
for
miss
robinson
is
virginia.
I
don't
know
if
that
is
an
issue,
it's
just
something
that
I
noticed,
and
so
I
wanted
to
bring
it
up
because
it
is
in
the
qualification
criteria.

for
anyone
that
we
haven't
had
coming
in
from
out
of
state
it's
to
make
sure
that
they
can
get
a
driver's
license
once
they're
here.

believe
that

in
that
case,
I
think
it's
something
I
didn't
see
it
when
we
put
out
the
job
posting,
but
it
might
be
something
to
look
at
in
our
drop
those
things
as
being
preferred,
but
not
required
that
it
is

forwarded
driver's
license
because
it
is
in
there
as
required,
and
I
noticed
that
this
morning
said.
Oh,
that's
strange
and
I
had
to
notice
that
after
reading
this
qualification,
probably
three
to
five
times
beforehand,.

selecting
ms
robinson
was
she.

think
she
will
be
a
very
good
fit
for
this
city
and
our
city
staff.

also
got
that
feeling
when
I
listen

city
staff's

years

month
that
we
were
going
through
this
process,
and
I
don't
want
to
have
to
do
this
in
two
more
years.
I'd
like
to
have
someone
who
I
know,
I
feel
confident,
will
be
a
strong
team
member
within
our
staff,
and
I
feel
that
she
has
the
right
qualities,
personality
and
level-headedness,
to
be
our
next
city
attorney
for
the
long
term.

supporting
mrs
robinson.

looked
into
this
in
order
to
be
licensed
in
florida.
You
have
to
maintain
your
license
through
regular
continuing
education,
and
my
understanding
is
that
continuing
education
is
florida
focused.
So
she
does
have
the
knowledge
that
I
believe
that
she
would
need
to
get
started
in
this
position,
since
she
is,
does
have
the
license
the
floor
of
our
license.
So
again,
I
base
based
on
all
of
the
things
that
we've
heard
and
the
staffs
and
that
I
agree
with
ms
damon.

you
know
forgot
to
mention
that
I
did
read
the
writing
sample
that
she
provided
excellent
in
written
communication,
extremely
clear
loved
the
first
amendment
argument
with
the
parade
that
one
was
very
telling,
so
she
will
be
very
well
suited
when
it
comes
to
sign
issues
when
we
get
to
any
of
that.
But
her
written
communication
is
impeccable
as
well
as
her
verbal
communication.
She
can
boil
down
her
thoughts
into
a
tight
succinct
in
a
tight.

lot
I
agree
with
that,
I
think
her
ability
to
kind
of
boil
things
down
and
explain
them
simply
to
the
lay
folks
that
are
up
here
on
the
on
the
days
is
going
to
be
a
big
advantage.
So
I
definitely
support
and
continue
to
support
her
ms
robinson
as
our
our
candidate
for
city
attorney
and
even
more
so
the
further
we
went
in
the
interview
process,
so
just
kind
of
the
last
zoom
really
solidified.
My
thoughts
on
that
mr
stokes.

to
say
that
I
think
we're
very
lucky
in
this
position
to
have
two
people
that
we're
I
feel
like
really
torn
between
and
have
both
had
excellent
interviews.
I
really
I
you
know
a
lot
of
times
when
I
interview
people
I
can.
I
can
come
away
from
the
interview
and
say
wow.
This
person
is
in
you
know,
top
qualified,
and
this
person
isn't.

feel,
like
I
watched
all
the
interviews
again
and
it
literally
came
away
just
saying:
wow
we're
lucky
to
have
two
qualified
candidates
in
that
both
interviewed
well
and
you
know
both
have
extensive
knowledge
in
the
law
and
have
both
had
you
know
long
successful
careers
in
law
and
outside
of
law,
and
I
think
it's
just
very
fortunate
for
our
city
to
to
actually
come
into
that,
and
I
know
this
is
one
that
I
am
struggling
with
on,
who
I
think
I've
gone
back
and
forth,
probably
since
7
am
and
just
can't
think
of
all
the
positives
that
they
don't
gonna
bring
to
the
city
of
jacksonville
beach.

think
that
we're
very,
very
fortunate
and
either
way
we're
gonna
get
a
very
confident
city
attorney
mr
nichols.

agree
with
what
councilmember
stokes
said.

the
third
interview,
I
didn't
see
anything

change

initial
vote.

think
they're
both

both
very
good,
but
I
definitely
get
the
edge
to
lacante.

thought

morning

thinking

day
is
that
we
require
a

majority

removal,
but
we
don't

majority
for
appointments.

it's
worth
examining
since
we're
in
charter
review,

this

an
issue
located
in
the
charter
that
I
don't.
I
can't
remember
when
that
section
comes
up.
