have
several
announcements.
First
of
all,
I
want
to
mention
that
sylvia
oswalt
passed
away
this
past
weekend
from
cleveland.
For
those
of
you
who
didn't
know
sylvia.
She
served
17
years
on
our
code
enforcement
board
and
seven
years
on
our
board
of
adjustment.

She
was
a
member
of
the
jack
speech,
citizen,
police
academy,
alumni
association
and
she
also
served
24
years
as
in
the
u.s
naval
reserve,
and
she
served
as
a
guardian
at
later
for
over
30
years
for
abandoned,
abused
and
neglected
children,
and
she
was
involved
in
starving
and
supporting
the
duvall
county
courthouse
canines,
which
was
with
therapy
dog
programs.
So
she
definitely
had
a
heart
for
service
and
I
just
want
to
send
my
condolences
to
her
family
other
announcements.

we
won't
have
another
council
meeting
before

we'll

beach
marine
open
house
also
on
wednesday
september,

in
the
council
chambers
and
likewise
there'll,

opportunity

hear

the
developers,

also
for
the
citizens
to
provide
input.

I
wanted
to
mention
that
several
of
us
attended
the
florida
league
of
city's
annual
conference
this
past
week,
and
I
wanted
to
give
an
update
to
my
council
federal
council
members.
I
served
on
the
u.s
board
administration
policy
committee
and
this
year
the
policy
committee
selected
vacation
rules
as
the
priority
and
cyber
security,
as
the
policy
position
also
attended
several
workshops
that
were
extremely
informative:
cyber
security,
the
future
of
transportation,
which
was
really
interesting,
renewable
energy
and
social
media
and
how
we
can
how
we
need
to
be
handling
social
media
as
elected
officials.

I'd
like
to
recommend,
because
several
of
us
still
attend
the
league
of
cities,
I
like
to
recommend
that
we
do
a
debriefing.
Maybe
we
plan
to
schedule
a
debriefing
in
a
future
briefing
so
that
we
can
all
share
some
of
the
takeaways
from
them
from
the
conference
and
share
it
with
those
who
were
not
able
to
be
there,
but
also
too.
I
think
it
would
be
interesting
for
us
to
share
some
of
the
things
that
we
got.

the

testing
site.
It
was,
I
just
had
it
shoot.
I
apologize
the

atlantic
boulevard,

old
kmart
plaza,
there's
a
free,
kova
testing
site.
You
must
bring

insurance
card

you're
uninsured,
you
must
provide
your
social
security.
Number
hours
are,
7
am
to
3
pm
and
they
are
closed
for
lunch

to

monday.

I
believe
it's
neptune
beaches
and
I
think
our
website
as
well

just
saw
posted

the
city

their
facebook.

I'm
not
mistaken
as
well
for
testing,
I
was
fortunate
to
be
able
to
speak
at
the
opening
session
of
our
current
citizen
police
academy.

It's
a
great
group,
it's
small
about.
I
think
they
have
about
16
people
in
the
end,
but
probably
fine,
to
have
limited
capacity
at
this
point,
but
they're
in
for
a
really
great
experience
with
our
police
academy,
so
keep
an
eye
out
for
those
spring
dates
so
that
we
can
fill
that
fill
up.
The
next
class
also,
I'm
sure,
I'm
not
alone
in
having
heard
from
several
small
local
restaurants
that
have
been
cited
by
code
enforcement
for
outdoor
seating
violations.

I
would
like
to
see,
if
there's
a
consensus,
to
ask
staff
to
look
into
a
temporary
moratorium,
a
very
narrowly
focused
temporary
moratorium,
one
due
to
covet
it's
not
the
time
to
be
sending
people
back
indoors
if
we
can
avoid
it
and
then
two
because
we
are
as
a
council
working
on
addressing
outdoor
dining
restrictions
and
making
that
a
little
more
easy
for
restaurants
to
do
in
the
near
future.
So
two
of
the
three
that
I've
heard
from
don't
even
serve
alcohol,
they're
they're
either
ice
cream
or
coffee.

think
we
should
definitely
look
into
it.
I
think
my
biggest
pet
peeve
that
I've
seen
is
recruit
enforcement.

Some
get
cited,
some
don't,
and
some
of
us
have
been
to
these
establishments
previous
there's
an
establishment
before
I've
seen
the
previous
city
manager,
the
planners
they
had
two
were
outside
and
then
they
finally
get
hit
a
couple
months
ago.
Why
wait
that
long?
So,
yes,
I
think
we
should
definitely
do
something
about
it.

want

note
that
our
code
enforcement
officer-
I
believe
we
only
have
one
at
this
point-
is-
is
doing
an
excellent
job.
It's
her
job
to
enforce
the
code,
not
to
write
code,
so
I
definitely
want
to
make
sure
there's
there's
no
faulting
there.
A
lot
of
the
code
enforcement
are
based
on
calls
of
citizens
or
neighbors
reporting
the
violations.
A
So
the
fact
that
she's
even
been
able
to
get
out
and
do
as
much
work
as
she
has
as
one
person
is
pretty
impressive,
but
I
want
to
just
I
don't
think
we
want
to
inadvertently
really
harm
struggling
businesses
right
now
that
are
really
trying
to
make
it
go
about.
Mr
nicole

I
I
realize
one
of
the
businesses.

multiple
violations
and
for
science
and
other
things
I
mean,
I
think
we
need
to.
We
need
to
enforce
our
our
codes
actively
and
you
know
we
don't
wait
two
years
or
whatever
it
is,
but
a
lot
of
these
businesses
slowly
start
doing
stuff
and
adding
and
adding-
and
you
know
I
agree
that
the
seating
needs
to
be
looked
at,
but
we
definitely
need
to
make
make
sure
it's
fair
for
everybody.

name
is
sean

I
serve
as
the
resiliency
coordinator
for
the
northeast
florida.
Regional
council
and
the
focus
of
my
presentation
today
is
on
the
northeast
florida
copic
19
economic
recovery
plan
that
was
recently
published
in
may
2021.

So
economic
resilience
refers
to
the
abilities
of
local
economies
to
bounce
back
to
normal
conditions
after
losing
function
because
of
an
uncontrollable
event
like
a
pandemic,
but
beyond
bouncing
back
to
normal
conditions.
This
is
also
an
opportunity
to
bounce
forward
to
take
lessons
learned
from
this
incident
and
prepare
moving
forward
and
so
going
back
all
the
way
to
the
beginning
of
the
pandemic.
The
regional
council
shifted
its
program
focus
to
respond
to
economic
impacts
in
real
time,
and
so.

Or
projects
that
we
worked
on
was
a
small
business
guide
that
provided
an
inventory
of
grant
funding
opportunities
at
the
local
state
and
federal
levels
and
the
city
of
jacksonville
beach
actually
shared
this
on
their
website.
So
it
was
very
interesting
to
see
local
impacts
and
how
we
were
able
to
assist
small
businesses
in
real
time.

Economic
resilience
task
force,
a
policy
body
of
leaders
from
all
across
northeast
florida,
representing
local
governments,
private
sector
interests
and
other
sectors,
and
here
highlighted
in
red,
are
individuals
who
represented
either
a
regional
perspective
or
a
perspective
specifically
related
to
jacksonville
and
duval
county.
But
as
you
can
see,
there
was
a
broad
range
of
representation
from
all
across
northeast
florida
and
so
to
begin
the
process
with
the
task
force
we've
been
meeting
for
over
a
year
now
through
11
meetings.

Are
some
of
the
partner
organizations
and
then
we
also
have
headshots
for
some
of
the
members
who
participated
in
this
process,
and
so
very
briefly,
I
just
want
to
touch
on
some
of
the
policy
recommendations
that
are
included
in
each
priority
area,
and
so
each
policy
has
its
own
page.
That
establishes
context,
looks
at
policy
mechanisms
to
operationalize
the
recommendation
and
then
case
studies
of
how
it's
been
navigated
in
other
jurisdictions
across
florida
and
the
rest
of
the
country.

Not
everything
here
is
going
to
relate
to
jacksonville
beach
of
the
beach
communities.
There's
a
lot
of
rural
components
here,
but
there
are
specific
components
that
I
do
find
valuable
to
jacksonville
beach.
One
of
the
issues
identified
by
the
task
force
was
the
challenge
of
broadband
access
across
northeast
florida,
especially
recognizing
changes
in
working
patterns.
Children,
work
or
you
know,
learning
from
home.

So
there's
a
lot
of
access
to
broadband
challenges
faced
by
jurisdictions
all
across
the
region.
One
of
the
opportunities
is
to
expand
high-speed
internet
access
in
local
areas
across
northeast
florida.
One
example
that's
already
being
explored
by
nassau,
county
and
another
partner,
the
north
florida
tbo
they're.
Looking
at
integrating
public
wi-fi
centers
all
across
local
areas,
in
places
like
parks,
etc,
not
sure
if
this
has
been
implemented
in
jax
beach,
but
it
is
a
worthy
consideration.

Carlton
robinson
from
the
jacksonville
chamber
of
commerce,
karen
bolin
from
unf,
they
came
and
gave
fantastic
presentations
on
all
the
resources
that
are
available
through
their
programs
and
so
specifically
as
it
relates
to
entrepreneurship
programs
and
helping
small
businesses
get
off
the
ground.
There's
a
lot
of
opportunities
in
jacksonville,
where
it'd
be
really
to
further
connect
partners
to
see
what
could
unfold
here
in
jax
beach
and
bolster
existing
efforts.

Additionally,
we
also,
you
know,
all
discuss
outdoor
dining
and
some
other
similar
challenges
and
it's
worthy
to
explore.
Scalable,
small
business,
best
practices
and
try
to
you
know,
maximize
those
practices
across
local
communities
through
public
outreach,
etc,
and
then,
finally,
if
there's
anything,
we've
learned
from
cobit19,
it's
that
marginalized
populations,
essential
workers
and
other
groups
have
really
faced
the
grunts
and
impacts
of
this
event,
and
so
moving
forward.

I've
been
following
a
few
local
developments
here,
but
through
the
american
recipe
plan,
there
might
be
opportunities
to
address
some
of
those
challenges
and
so
moving
forward
into
the
remainder
of
this
presentation
really
just
want
to
touch
on
the
american
rescue
plan
act
and
the
local
government
allocations
that
are
about
to
become
available
through
our
book
and
so
the
institute
of
county
governments
and
the
florida
institute
of
county
governments
has
a
fantastic
data,
dashboard
and
resource
webpage.
That
can
assist
local
governments
in
understanding.

What's
about
to
come
your
way
and
the
link
is
provided
in
this
presentation
and
so
all
across
northeast
florida.
Based
on
these
estimates,
more
than
500
million
dollars
is
coming
to
the
seven
county
region
through
the
american
rescue
plan
act,
and
the
only
nuance
here
is
that
the
numbers
or
estimates
are
only
listed
for
duvall,
county
and
jacksonville.
So
I'm
not
exactly
sure
what
jacksonville
beach
will
be
receiving.
F
But
I
have
been
in
discussion
with
neptune,
beach
and
atlantic
beach
talking
about
the
allocations
that
they
will
be
receiving
shortly,
and
so
what's
very
interesting
in
comparing
the
american
rescue
plan.
Act
with
the
recovery
plan
is
how
it
lines
up,
and
so
a
lot
of
the
opportunities
that
were
identified
by
the
task
force
are
also
strategies
of
the
federal
government
that
they
really
want
to
prioritize
and
emphasize,
as
they
begin
to
spend
this
money.

But
even
with
this
new
infrastructure
package
that
recently
moved
to
the
senate,
there's
going
to
be
a
lot
of
opportunities
to
expand
internet
access
all
across
the
country
and
one
plan
that
we
are
encouraging
local
governments
to
consider.
As
you
begin
these
discussions
or
comes
from
nassau
county,
our
colleague
mr
taco,
pope
who's,
the
county
manager
of
nassau
county.

They
recently
developed
a
nasa
florida
prosperity
plan
which
really
creates
a
entire
framework
of
how
they're
going
to
spend
their
money,
and
so
the
way
taco
explains
it
is
that
the
cares
act
is
really
focused
on
economic
stabilization
in
real
time
rescuing
the
economy,
whereas
the
american
rescue
plan
should
be
looked
at
as
long-term
prosperity.
Investing
in
multi-generational
wealth,
seeing
a
large
return
on
investment
over
time,
also
recognizing
that
this
money
can
be
spent
all
the
way
through
2026
and
2027..

So
if
you'd
like
it
linked
to
the
nassau
prosperity
plan,
I
can
provide
that
to
you
at
a
later
time,
but
I
highly
encourage
you
to
check
it
out
and
then
on
a
few
more
notes.
The
economic
development
administration
also
recently
announced
three
billion
dollars
in
federal
funding
opportunities
through
the
american
rescue
plan
act
as
well,
and
so
there's
all
sorts
of
interesting
opportunities
here,
especially
in
terms
of
jack
speech.
Looking
at
travel
tours
and
outdoor
recreation.

There
might
be
some
interesting
avenues
to
spend
this
money,
and
so
we
are
currently
vetting
this
information
and
looking
at
the
no
novos
to
see
what
types
of
opportunities
are
out
there,
but
it
is
very
valuable
to
check
out
these
recent
announcements
so
where
I'd
like
to
leave.
This
presentation
off
relates
to
how
we're
planning
to
move
forward.

my
current
objective
is
to
go
to
every
local
government
in
northeast
florida
right
now
to
talk
about
the
recovery
plan
and
the
process
that
was,
you
know,
looked
at
through
the
task
force,
and
so
through
the
regional
councils,
many
different
programs.
We
have
the
ability
to
assist
local
governments
with
planning,
needs
data,
collection,
grant,
writing,
etc.
We
can
also
connect
you
with
local
governments
and
other
jurisdictions
to
see
what
they're
doing
elsewhere
and
how
you
can
potentially
learn
from
other.
You
know
governments
across
northeast
florida.

Additionally,
the
regional
council
is
a
designated
economic
development
district,
recognized
by
the
federal
government
for
northeast
florida,
and
so
through.
The
economic
development
district.
The
regional
council
manages
the
region
is
comprehensive
economic
development
strategy.
This
is
a
pathway
and
channel
for
applying
for
federal
funding,
especially
for
infrastructure
support,
economic
resilience,
planning,
etc.

dollars

come
from
duvall
county.

would

to

in
nature

charter

made

very
