From YouTube: City Council Meeting (04/05/2021)
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Server,
let
us
pray
during
gracious,
heavenly
father.
We
know
that
this
holy
season
is
about
your
resurrect
resurrection.
Lord,
we
just
thank
you
for
your
blessings
and
your
grace.
Let
me
just
ask
you
that
you
look
over
our
first
responders
in
our
military
and
lord.
We
just
thank
you
most
of
all
for
your
son
jesus
christ.
In
his
name,
we
pray.
A
A
A
A
A
B
A
Did
you
get
that
there's
an
amendment?
A
motion
to
amend
on
the
floor
is
our
second.
A
Any
discussion
on
the
amendment
all
in
favor,
please
signify
by
saying:
can
you
post
amendment
passes
back
to
the
full
minutes
all
of
a
paper?
Please
second
flavor.
Any
opposed
motion.
C
A
A
Okay,
now
on
to
announcements,
I
have
a
couple
so
I'll
just
go
ahead
and
start
through
them.
I
just
wanted
to
say
the
jacksonville.
A
Press
conference,
in
conjunction
with
the
city
of
jacksonville
and
the
three
beaches
communities
on
march
30th
right
outside
of
surfer,
the
bar
to
to
kind
of
kick
off
and
destiny
april
as
sexual
assault
awareness
month.
All
the
council
members
have
a
little
bag
that
they
distributed
around
to
some
of
the
barn
restaurant
owners
that
have
some
information
about
the
hotline
and
other
items
where
they
offer
support
and
prevention
services.
A
And
I'd
like
to
thank
mr
meza
for
joining
in
with
that
press
conference,
as
well
as
for
helping
get
the
word
out
to
our
buyer
and
restaurant
owners
that
they,
the
jwc,
also
offers
training
to
help
our
restaurant
employees
help
to
identify
and
prevent
sexual
assault
within
their
establishments.
So
hopefully
that
will
help
to
continue
to
make
jacksonville
beach
and
all
of
the
beaches
communities
a
safer
place.
A
We
also
miss
golding
and
I
attended
the
waves
grand
opening,
which
is
the
jacksonville
housing
authority
community
in
kind
of
central,
south
central
south
central,
and
it
was
a
really
great
event
great
day,
and
we
also
got
to
tour
one
of
the
units
which
was
just
they're
beautifully
done.
So
it's
a
marked
improvement
from
the
prior
units
that
were
there
that
were
over
60
years
old,
and
I
think
that
these
will
bring
a
lot
of
dignity
and
pride
to
the
people
that
live
there.
A
So
it
was
great
to
be
able
to
take
part
in
that
event
kudos
to
the
plex
of
next
staff
for
the
easter
egg
hunt
on
saturday.
This
is
the
37th
annual
and
it
was
also
jimmy
wilkins
37th
easter
egg
hunt.
So
he
was
the
head
buddy
in
charge
and
we
had
a
great
time
and
lots
of
kids
came
out,
including
our
city
clerk's
little.
A
Mr
jacob
ward's
two
little
girls
and
there
was
another
city
staff
there
and
I
can't
remember
so.
We.
A
Sorts
of
fun,
kids
and
then
the
carver
center
is
reopened
they're
reopened,
also
on
easter,
for
the
administration
of
the
second
shot.
So
I
think
you
have
gotten
your
first
shot
at
the
carver
center
to
be
able
to
go
there
for
your
second
shot
and
then
finally,
we
have
a
kind
of
evolving
situation
with
an
event
that
is
29
coming
here
called
orange
crush.
I'm
sure
everybody
has
seen
the
news
and
the
different
communications
that
have
come
out.
A
Our
police
department
has
been
monitoring
this
and
planning
ahead
for
probably
about
a
month
and
a
half
or
so
now,
so
we've
asked
that
the
chief
of
police
and
his
team
will
provide
us
with
a
briefing
they've
put
together
a
side
deck
already
again
it's
an
involving
situation,
but
they
will
be
providing
us
with
a
briefing
on
monday,
so
we'll
there
will
be
more
information
to
come
at
that
point,
so
bring
your
questions.
That
is
it
for
my
announcements.
This
whole
thing.
D
Thank
you
mayor.
I
just
wanted
to
add
to
what
the
mayor
said
about
the
waves
grand
opening.
It
was
a
really
great
event
and
a
great
opportunity
for
me
to
learn
a
little
bit
more
and
I
wanted
to
share
with
everyone
else
that
jackson
housing
authority
is
not
just
providing
housing
to
people
in
need,
but
they're
also
on
that
property.
D
They
have
a
computer
center
so
that
the
residents
can
actually
use
the
computer
center
to
work
on
their
education,
whether
it's
ged
or
to
apply
for
jobs,
and
they
also
have
a
department
that
helps
with
with
job
openings
and
helping
them
help
connect
them
to
job
opportunities.
So
I
thought
that
was
really
amazing,
really
great
opportunity
to
learn
more
about
what
the
housing
authority
was
doing,
and
I
agree
it
was
beautiful.
They've
done
a
great
job
with
the
development.
D
I
also
wanted
to
mention
that
beaches
watch
has
their
monthly
meeting
on
wednesday
at
april,
7th
at
seven
o'clock
and
it's
a
zoom
meeting,
but
it
will
be
a
town
hall
with
jacksonville
city
councilman,
rory
diamond,
so
this
should
be
a
very
interesting
meeting
to
get
updates
from
the
councilman
on.
What's
going
on
in
jacksonville,
that
is
what
impact
our
beaches
and
it's
an
opportunity
for
people
to
ask
him
questions
as
well,
a
great
opportunity
to
interface
with
our
jacksonville
representative
and
then
also
wanted
to
mention
to
my
colleagues.
D
Hopefully,
you
got
an
email
that
the
league
of
cities
has
open
registration
for
the
policy
committees
and
I
just
wanted
to
mention.
I
served
on
the
municipal
administration
policy
committee
last
year
and
it
was
a
really
great
experience.
If
any
of
you
are
interested
in
serving
on
a
policy
committee,
I
highly
recommend
it.
I
registered
for
the
municipal
administration
policy
committee
again,
because
that's
the
one
that
focuses
for
actually
this
year.
The
the
priority
for
that
committee
was
vacation.
D
Rentals
and
that's
an
issue,
that's
very
important
to
me,
but
I
would
certainly
encourage
you
guys
to
look
into
it,
because
it's
definitely
a
a
great
thing
to
be
involved
in.
Thank
you.
A
Ms
golding,
I
don't
see
any
other
announcements,
courtesy
of
the
florida
visitors.
We
have
miss,
martha
l
skipper,
you
could
come
up
and
say
your
name
and
address
and
you'll
have
three
minutes
to
address
the
council.
B
My
name
is
martha
skipper,
nicknamed
tina,
and
I
live
at
2603
liberty,
land,
jacksonville
beach.
I
have
a
few
concerns
about
the
upcoming
orange
crush
festival.
I
know
you
stated
in
the
paper
that
drinking
and
drugs
will
not
be
allowed
on
the
beach
where
they're
supposed
to
be.
But
how
can
you
control
a
model,
possibly
5
000,
to
15
000
people,
and
how
do
you
control
keeping
them
in
the
areas
they're
supposed
to
be
in
and
not
in
the
art
festival
area
and
in
our
neighborhoods?
B
E
B
Will
merchants
have
the
right
to
remove
the
disruptive
people
and
the
ones
who
refuse
to
wear
the
mask
they
can't
close
down,
because
if
they
do,
they
could
get
sued
by
naacp.
This
happened
in
myrtle
beach
years
ago
parking.
How
is
it
going
to
be
controlled?
How
do
you
keep
them
out
of
private
driveways?
B
How
do
you
keep
it
safe,
so
the
emergency
vehicles
can
go
if
there's
a
reason
for
them
to
have
to
go
somewhere.
Think
of
our
sea
oats,
our
nesting
turtles
and
our
sand
dunes.
That
we've
worked
on
a
lot
they'll
be
ruined
over
the
years.
Myrtleview
south
carolina's
had
to
deal
with
this
type
of
thing
and
has
made
improvements
in
controlling
the
situation
when
it
first
started
years
ago,
it's
horrible,
maybe
you
could
speak
with
them
and
find
out
the
measures
they
used
to
help.
B
Finally,
what
about
the
code
of
restrictions
which
we've
had
mandated
to
us
over
the
years
I
know
mask
and
all
do
not
have
to
be
required
outside
now,
but
they
should
be
in
large
groups.
I
doubt
if
they
will
be,
but
who's
going
to
know
how
much
code
will
be
brought
in
by
these
people
coming
in.
To
have
a
good
time.
Are
we
going
to
have
a
temperature
check
as
they
go
on
the
beach?
B
Once
you
get
this
type
of
gathering
to
be
allowed
in
your
area,
there
will
be
no
end
to
it.
Think
of
all
the
other
places
like
daytona
beach,
miami
myrtle,
beach,
south
carolina
and
other
places
who
have
been
ruined
with
it
year
after
year,
and
if
there's
anything
we
can
do
to
fight
it.
I
would
like
to
help
in
that
I
would
do
petitions.
B
A
One
thing
I
have
been
saying
as
I've
received
emails
and
responded
to
citizens
is
to
encourage
people
to
follow
on
a
city's
facebook
page
as
well
as
our
police
department,
facebook
page,
so
that
we
can
continue
to
keep
our
citizens
and
businesses
apprised
of
things
that
they
felt,
and
they
should
do
that
anyway,
not
just
for
this
event,
but
for
everything
that
going
on
in
the
city.
Thank
you.
That
was
the
last
comment
card.
We'll
move
on
to
item
zero.
Five!
Eight!
Do
we
have
a
presentation
from
staff?
A
F
Gartner
has
actually
been
a
firm
that
we've
used
now,
or
this
is
the
second
engagement
we're
looking
to
use
them
for
the
first
one
was
to
give
us
the
snapshot
in
time
several
months
ago
as
to
what
were
some
of
the
pitfalls
that
we
ran
into
with
trying
the
implementation
the
first
time
they
have
given
us
a
plan
forward
to
get
across
the
finish
line
with
the
implementation
of
outstanding
modules,
and
we
are
asking
your
authority
to
move
forward
with
not
only
using
them
for
the
services,
but
also
to
approve
or
disapprove
temporary,
over
hires
within
our
utility
billing
function,
whereby
we
will
have
staff
that
are
dedicated
to
doing
nothing
but
working
on
the
erp
conversion,
while
others
are
opened
down
before
running
day-to-day
operations.
A
E
A
You
have
a
motion
in
a
second:
do
we
have
any
comments
from
the
council
and,
just
to
reiterate,
we've
been
heavily
briefed
on
this
item.
A
So
we've
had
a
lot
of
time
to
ask
questions
and
to
review
the
information.
Seeing
then
about
the
clerk
casper.
E
A
Have
a
motion
in
a
second
just
for
those
of
you.
Reading
along
human
resources
is
a
different
department.
We
are
focusing
on
human
resources
here.
Any
discussion
by
council
no
they're.
A
Yes,
stokes,
yes,
jalon,
yes,
mayor
hoffman,
yes,
motion
carries
next
item059
presentation.
F
C
Energy,
these
are
attacks
that
have
been
in
service
here
at
eastern
energy
since
the
early
2000s,
so
the
technology
has
obviously
been
upgraded
quite
a
bit
since
then.
We've
actually
had
a
couple
of
failures.
We
had
to
actually
borrow
one
of
these
from
semi-utility,
so
these
last
two
that
we're
going
to
purchase.
We
actually
had
to
provide
them.
The
one
we
had
is
first
for
a
spare
or
that
we
actually
perceived
as
a
spare.
So
now
we're
looking
to
buy
two
extra
ones
on
one
we'll
replace
one.
C
That's
failed
at
ford,
diego
and
one
will
be
used
at
at
butler
substation
when
we
upgrade
that
this
year.
E
F
We
do
mayor
with
your
consent,
we'll
actually
talk
about
both
of
these
items.
At
the
same
time,
all
right,
thank
you.
2160
and
2161
are
related
to
design
projects
that
the
public
works
department
is
going
to
be
shepherding
over
the
next
many
months
to
a
year
plus
for
major
infrastructure
improvements
that
will
start
in
the
downtown
area
and
extend
all
the
way
down
to
the
south.
Ncra
I'd
like
to
ask
our
public
works
director
dennis
barron
to
come
up
and
speak
a
little
bit
related
to
these
two
projects.
H
American
council,
desperate
director
of
public
works
mike
mister
staples.
H
Items
are
kind
of
intertwined
from
the
very
beginning
when
we
requested
our
rfp
process,
we
put
them
all
out
as
a
total
one
kind
of
a
overall
design
had
several
firms
come
in
and
do
through
presentations,
and
we
ended
up
narrowing
those
down.
I'm
gonna
talk
about
the
first
project
here.
These
are
gonna,
be
what
has
been
referred
to
as
projects
four
five
and
six
in
the
budget
book
for
previous
years.
Projects.
Four
and
five,
of
course,
are
in
the
downtown
cra
and
project.
H
H
As
blocks
you
see
on
top,
so
our
committee
went
through
we
kind
of
went
back
to
gai,
which
is
the
same
engineering
firm
that
just
completed
the
most
recent
downtown
section
previously,
so
they
kind
of
already
got
the
experience
of
what
we're
doing
and
how
we're
doing
it.
Our
plan
is
this
design
will
get
us
to
about
a
60
design
later
on.
A
Thank
you,
mr
barron.
Let's
go
ahead
and
get
a
motion
on
the
side
and
then
we
can
ask
questions.
E
Thank
you.
I
remember
that
we
award
rfq08
and
1920
infrastructure
improvements,
downtown
south
end
redevelopment
area
and
adjacent
area,
project
area,
number,
two
phase,
3c
project,
4
and
number
3
phase;
3c
project,
5
and
number
4
phase;
3d
project
6
to
gai
consultants,
inc
and
authorize
the
mayor
and
city
manager
to
execute
the
contract.
Second,.
A
E
A
A
motion
in
a
second,
mr
randall,
is
your
first
question.
E
Yeah,
I
have
a
question
about
the
scoring
process
under
criteria.
Eight,
it's
volume
of
work
previously
awarded
to
the
firm
by
the
city
of
jacksonville
beach,
I've
noted
over
the
years.
Typically,
it's
the
opposite.
It
works
the
opposite
way
that
that
the
people
that
have
not
had
an
opportunity
to
really
get
a
higher
score
in
order
to
be
able
to
distribute
work
equitably
between
consultants
and
this
the
way
we're
scoring
it
is
the
opposite.
E
If
you
have
a
lot
of
work,
you
get
a
higher
score,
which
just
want
to
make
sure
that
that's
the
intended
the
intended
route
to
go
or
or
if
have
you
fought
through-
have
y'all
thought
through
that,
and
is
that
I
mean
I
know
you
didn't
develop
this
criteria.
H
Obviously,
and
did
you
speak
on
that,
I
did
not
develop
the
criteria,
it
was
kind
of
set
forth
in
the
very
beginning
documents
I
actually
did
not
participate
as
a
voting
member
as
part
of
this,
so
when
they,
when
they
sent
these
out
to
the
14
firms
we
received
five
back,
I
did
get
to
review
them
all.
I
was
included
in
the
process
to
be
able
to
review,
but
I
was
a
non-voting
non-speaking.
Member
of
that
committee,
a
committee
included.
H
You
know
bill
mann
at
the
time
as
well
as
caleb
who
who's
our
project
engineer,
as
well
as
other
people
that
have
dennis
duprey
who
oversees
a
lot
of
those
projects
when
it
comes
down
so
and
louis
through
procurement.
So
they
had
a
whole
committee
that
put
those
all
together.
They
formulated
out
the
first
set
of
numbers
narrowed
the
field
down.
At
that
point.
H
In
time
we
had
presentations
come
in,
but
from
the
very
beginning,
the
weighting
of
all
of
those
numbers
were
all
agreed
upon,
and
that's
why
it
was
publicized
in
the
rfp
that
there
are
queue
that
that's
the
way
they
would
be
waited
and
then
they
operate.
They
took
the
opportunity
to
determine
whether
they
wanted
to
continue
with
that
waiting
process,
and
that
was
the
decision
by
the
committee
to
move
ahead.
So
I
understand.
H
With
that,
I
know
we,
with
with
our
continuing
contractors
that
we
use
for
engineering,
we
do
try
to
make
sure
we
spread
that
work
out
amongst
everybody.
This
one
here
we
took
everybody
that
came
in,
we
took
their
rfqs,
looked
at
them
and
kind
of
that's
why
this
project
kind
of
got
divided
between
the
gai
piece
and
then,
of
course,
the
next
piece
for
jones
edmonds
jones
evans
was
a
lot
stronger
when
it
comes
to
the
storm.
H
H
And
I
know
gai
had
a
lot
of
that
internal
knowledge
and
we
were
happy
with
what
we
had
gotten
with
them,
and
I
think
we
were.
The
group
itself
was
a
little
concerned
when
you
start
talking
about
a
downtown
project
as
big
as
this
is
to
go
with
somebody
who's
never
been
here
before
you
know.
You've
got
somebody
that
did
the
phasing
before
and
understands
everything
that
all
how
it
all
works.
So
it
was
kind
of
I
think,
the
comfort
zone
with
that
was
part
of
the
reason
for
that
waiting.
No
sure
I
haven't.
E
No
problem
with
the
selection
or
the
grading
of
it
it's
just
just
in
I
would
show
we
can
look
at
criteria
in
the
future.
D
B
H
I
know
a
lot
of
the
complaints
came
from
the
lay
down
yard
area
as
well,
but
I
know
for
us
what,
like
I
said,
that's
why
we're
kind
of
pursuing
pursuing
with
us
60
plans
to
kind
of
get
something
in
riding,
and
then
we
can
start
trying
to
meet
with
the
residents.
We
can
start
to
meet
with
the
people
in
the
area
to
determine.
H
Do
we
need
more
parking?
Do
we
need
less
parking?
If
there's
places
for
parking?
Is
there
not
places
for
parking
and
then
how
it
all
intertwines
together,
we're
even
taking
an
opportunity
to
look
at
that
time
as
well
about
phasing
whether
we
can
do
first
street
and
second
street,
as
as
separate
corridors
and
kind
of
combine,
instead
of
having
a
square,
get
a
long
rectangle
and
then
run
the
project
in
a
different
direction,
we're
hoping
to
vet
all
that
as
we
get
through
the
design.
H
E
H
D
One
other
thing
I
wanted
to
mention
I
did
have:
I
had
a
meeting
with
a
business
owner,
and
I
I
guess
his
concern
was
something
that
I
would
think
would
be
a
concern
for
residents
too
that.
But
he
had
issues
with
the
fact
that
the
contractor
would
start
work
and
then
they
would
stop
and
then
just
go
away
and
then
come
back
and
resume.
You
know
who
knows
what,
how
whatever
time
frame
later
and
it
was
very
frustrating.
H
We
this
this
particular
contractor.
Our
engineer
has
provided
some
interactive
communication
programs
that
are
evolving
with
computers,
which
you
can
actually,
if
you
live
in
the
area,
you
can
find
out
what
works
going
on
when
it's
kind
of
being
scheduled,
what
it's
supposed
to
be
doing.
It's
supposed
to
help
with
that
communication
piece.
Of
course,
you
know
you're
going
to
have
things
that
come
and
go
as
they
get
started
on
something
and
find
out.
They
can't
finish
it
for
whatever
various
reasons.
So
I
know.
H
H
Going
to
be
working
in
front
of
my
house,
when
do
I
need
to
be
concerned
about
my
parking
or
when
do
I
not
need
to
be
concerned
about
it?
What
roads
are
going
to
be
closed,
when
how
can
I
get
in
and
out
so
we're
really
trying
to
concentrate
our
efforts
on
that
communication
piece
this
time
background,
especially.
E
Sandy
kind
of
stole
a
little
bit
of
my
thunder
but,
like
she
said
we,
we
definitely
there's
definitely
an
issue,
and
I
mean
I
know
we're
talking
about
the
design,
but
when
we
do
get
to
the
contractor
contracting
stuff,
you
know
you
please
do
everything
you
can
to
compress
the
schedule
as
much
as
possible
for
the
duration,
as
you
said,
you
know,
maybe
even
create
a
penalty
for
my
pursuit
of
work
for
the
contract,
because
that's
really
what
really
bothered
people
is
when
they
tear
it
up
and
then
they
walk
away
and
they're.
E
Not
there
include
a
high
liquidated
damage
or
whatever
we
can
stay
first
statewide
to
really
force
them
to
be
able
to
finish
and
then
also
on
the
other
edge
of
that.
So
it's
not
just
a
negative.
You
know
also
consider
doing
like
a
non-uh
non-excuse
bonus
to
be
able
to,
because
I
think
I
I
think
it's
important
to
the
people
in
our
community
to
get
these
projects
done
as
fast
as
possible
and
not
it
is.
H
And
I
think
that's
kind
of
the
path
that
mr
stephopoulos
has
helped
kind
of
lead
me
down
as
well
to
understand
that
when
we
get
to
the
construction
phase
of
it,
we
want
to
have
a
lot
more
conversation
about
liquidated,
damages
and
or
completion
bonuses.
Whichever
direction
we
can
kind
of
get
this
to
work
in
our
favor
to
help
move
this
along
as
fast
as
we
can.
So
we
plan.
B
H
A
C
E
I
move
that
we
award
rfq
0
8,
1920
infrastructure
improvements,
downtown
south
and
redevelopment
area
and
adjacent
areas,
project
area
number,
one
phase,
3c
project,
3
and
number
5
southend,
redevelopment
agency
to
jones
admins
and
associates
inc
and
authorized
mayor
and
city
manager
to
execute
the
contract.
Second,.
E
C
Something
I
just
noticed:
do
we
need
to
update
page
20
of
the
contract
for
the
legal
sufficiency
as
it
still
lists
our
city
attorneys
on
administrative
leave,
you
need
to
update
it's
got
update
for
a
new
signature,
be
signatory.
A
F
G
A
E
G
A
F
If
we
were
not
to
sign
off
on
this
agreement
with
the
fdot,
we
would
be
obligated
to
put
the
signs
in
at
our
own
expense,
with
a
deadline.
I
believe
this
summer
in
order
to
be
compliant
with
the
new
statute,
so
we
do
have
our
public
works
director
dennis
barron
here,
if
you
have
any
questions,
but
that's
what
this
item
is.
E
I
Ideally,
the
only
answer
to
that
that
I
can
forecast
is
putting
in
a
center
turning
lane
there
that
way,
the
three
traffic
can
go
through.
My
fear
is,
and
I've
almost
seen
it
a
handful
of
times,
though,
when
that
person
goes
and
begins
to
normal
flow
of
traffic,
that
normal
line,
that's
turning
into
pebble
they're,
making
a
left-hand
turn
if
they.
I
A
half
a
second
to
look
at
their
rear-view
mirror
when
making
that
left-hand
turn
design,
there's
going
to
be
a
collision
or
a
child.
That's
hit
or
something
like
that.
So
I
don't
know
the
easy
answer
is
I
do
like
this.
This
is
a
step
in
the
right
direction.
That's
for
sure,
but
we
certainly
have
to
look
at
this
long
term
with
something
to
do
that
if
you
go
out
there
on
any
day
and
just
watch
it
during
the
school
hours.
I
D
Mr
bolton
thank
you
mayor.
I
spoke
with
mr
stephoulas
about
this
earlier
today
and
I
just
wanted
to
bring
this
up
that
apparently
this
doesn't
apply
to
jax
beach
elementary
school.
Nor
does
it
apply
to
sea
breeze
elementary,
and
I
guess
I
don't
understand
why
those
schools
wouldn't
qualify
to
have
similar
blinking
light
signage,
and
do
we
know
why
that
why?
That
is.
H
I
did
ask
that
same
question.
Obviously
I
didn't
want
to
have
to
come
in
three
times
for
three
separate
sets
of
lights
for
three
separate
schools,
and
I
don't
know
that
I
got
a
great
answer,
but
the
answer
was:
is
this
school
met
the
criteria,
whether
that's
based
on
the
traffic
criteria
for
the
area,
because
obviously
you've
got
more
than
just
this
elementary
school
in
this
block
range?
So
I'm
going
to
guess
that
that's
really
the
best
answer
that
I
got
was
the
due
to
the
traffic
and
the
numbers
of
that
school.
H
This
this
particular
school
qualifies
and
the
other
two
schools
didn't,
because
I
did
ask
that
exact
same
question.
As
of
the
of
the
engineer,
I
said
you
know
we
have
this
at
two
other
schools.
Why
is
this
school
needed?
But
this
school
does
not
and
their
answer
was
it
just
doesn't
fit
the
criteria
that
it
would
be
warranted.
Now,
that's
something
we
can
look
at
once
this
is
this.
H
H
H
F
H
H
D
Okay,
thank
you
because
I
I
know
that,
inevitably
and
justifiably
so,
we
will
have
residents
who
are
and
parents
who
live
around
those
other
elementary
schools
or
who
travel
to
those
elementary
schools
who
are
going
to
see
what
we
have
around
san
pablo
elementary
and
are
going
to
want
to
know
why
we
don't
have
the
same
thing
around
their
schools
as
well.
So
thank
you.
Yes,.
H
H
We
have
some
questions,
you
know,
because
simply
we
don't
have
any
of
this
anywhere
else.
So
you
know
my
first
idea
was
we
didn't
want
this?
Not
that
we
cared
that
they
put.
H
I
don't
want
to
have
to
be
maintaining
batteries
and
solar
panels
and
all
this
other
stuff
and
that's
kind
of
the
answer.
Some
of
the
answers
we
did
get
back
answered
some
of
those
questions
and
it
was
really
not
whether
we
want
to
or
not
it's
we
need
to,
and
then
we'll
figure
that
piece
of
it
out,
because
my
opinion,
you
know
I'm
going
to
have
to
have
some
of
the
stuff
sitting
in
the
in
the
background
for
the
what
is
scenario
to
be
able
to
to
get
this
operating.
B
C
H
They
didn't
really
give
me
any
parameters
other
than
just
the
traffic
and
the
sizing
of
the
school
warrants
that
these
to
be
qualified
beyond
that
fdot
kind
of
makes
their
own
rules.
Like
I
said
we
kind
of
first
said
we
don't.
We
don't
see
this.
This
doesn't
fall
under
the
mt
in
utc
to
say
that
you
have
to
do
it.
H
This
way,
we're
meeting
your
required
sign
engine,
that's
when
they
came
back
in
and
said:
oh
here's,
the
2017
paperwork
that
says
that
we're
upgrading
them
all
and
then
so
then
I
did
ask
the
next
question,
which
was
what
about
the
other
schools,
and
so
I
didn't
get
the
greatest
answer.
We
may
be
doing
this
again
after
they
do
it.
I
know
this
contractor
that
was
actually
installing
these
ended
up
with,
like
33
different
counties,
so
they're
doing
them
all
across,
not
just
duval
county.
A
Council,
where
can
we
get
our
roll
call.
C
A
Bear
hoffman,
yes,
the
motion
carries
next
up.
We
are
moving
into
the
ordinance
section
of
our
agenda.
I
don't
think
we
need
a
staff
update
on
this
one
or
do
we?
Oh,
we.
F
A
E
C
A
H
B
A
Kudos
to
everyone
involved,
in
particular
our
animal
control
officer
and
our
police
department,
ms
golding,
everyone
who
played
a
part
in
making
this
are
really
a
really
great
ordinance
for
the
city
of
jacksonville
beach.
Next
up
2020-816
model
clip.
Will
you
read
by
title
only.
G
A
You,
madam
clerk,
this
ordinance
is
before
the
city
council
for
public
hearing
and
consideration
on
its
second
reading.
I
will
now
open
the
public
hearing
on
ordinance
number
2021-8163.
Would
anybody
like
to
speak
in
favor
of
the
ordinance?
Would
anybody
like
to
speak
in
opposition
to
the
ordinance
seeing
none?
This
hearing
is
closed.
E
A
A
Yes,
motion
carries
ordinance
number
2021-8165.
Madam,
oh
sorry,
staff
update.
F
Yes,
this
item,
ironically
enough,
just
a
few
short
months
ago,
city
council
approved
the
creation
of
a
fire
appeals
board.
However,
with
the
latest
version
of
fire
codes,
that
is
no
longer
a
requirement.
As
long
as
you
have
some
type
of
form
of
appeal,
you
do
not
necessarily
have
to
have
a
board,
so
it
is
our
recommendation
that
this
particular
section
be
repealed.
G
Now,
in
order
to
the
city
of
jacksonville
beach,
florida
to
amend
and
re-title
code
of
ordinances,
chapter
10,
article
5
building
and
fire
code
board
of
appeals
providing
for
adoption
of
recitals
and
legislative
findings,
repeal
conflicting
ordinances,
severability,
convocation
and
an
effective
date.
Thank
you.
A
This
ordinance
is
before
the
council
for
public
hearing
and
consideration
on
its
first
reading.
I
will
now
open
the
public
hearing
on
ordinance
number
2021-8165.
Is
there
anyone
who
would
like
to
speak
in
favor
of
the
ordinance?
Would
anyone
like
to
speak
in
opposition
to
the
ordinance
public
hearing
is
closed?.
