From YouTube: City Council Meeting (12/05/2022)
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Beach,
let's
play
doing
the
bracelets
having
father
and
this
season
of
joyous
celebration
of
your
son,
Jesus
Lord.
We
just
want
to
bring
to
you
love
and
joy,
and
we
just
ask
that
all
come
to
know
your
son
as
they're
sitting
here
Lord.
We
just
thank
you
for
your
blessings
and
we
thank
you
for
the
protection
you
provide
for
our
service.

E
Just
a
couple,
little
things
number
one:
last
week
the
Florida
Department
of
Transportation
had
meeting
to
discuss
the
improvements
on
Beach
Boulevard
to
impending
to
Third
Street.
If
you're
able
to
do
unable
to
attend
it's
online
at
nflroads.com,
go
to
that
website
and
you
can
see
it
and
basically
I'll,
give
you
just
a
short
paragraph.
E
The
public
meeting
covering
proposed
improvements
as
part
of
the
Beach
Boulevard
from
west
to
12th
Street
to
State
Road
A1A,
resurfacing
a
Safety
project
and
currently
scheduled
start
in
early
2024
supposed
to
last
about
a
year
until
the
end
of
2024..
In
addition
to
a
million
resurfacing,
improvements
included
bike,
Lanes,
Ada
sidewalk
upgrades,
not
the
driveway
modifications
and
lightings
upgrades,
and
then
this
past
weekend
attended
the
Florida
League
of
cities
and
I'm
on
part
of
the
land
use
and
economic
development
committee,
and
we
set
our
priority
plans
in
place.
E
And
so
this
I
cover
in
Mobility
plans.
The
Florida
leader
City
supports
legislation
that
defines
the
clarifies
mobility
plans
in
order
to
provide
a
clear
and
concise
regulatory
framework
for
Florida
cities
to
acquire
construct
and
Implement,
both
traditional
and
alternative
loans
of
transportation,
and
then
the
other
theme
that
we
covered
was
residential
zoning.
E
E
F
Thank
you,
Miss
Golding.
Thank
you.
Mayor
I
have
a
few
announcements.
As
everyone
knows,
we
have
deck.
F
Going
on
right
now
and
this
Saturday
October
Christmas
will
be
playing
at
deck
the
chairs
at
one
o'clock.
If
you
have
not
been
to
Tuba
Christmas
you,
you
really
really
must
go
my
favorite
thing
with
deck
of
chairs
over
152
tuba
players
of
all
ages
and
they're
playing
Christmas
songs,
and
it's
awesome.
There
will
also
be
music
and
dance
until
6,
30
on
Saturday
and
then
again
on
Sunday
they'll
have
music
and
dance
from
three
to
six,
and
then
the
Jax
Beach
Police
Department
of
Christmas
party
is
going
to
be
Sunday.
F
December
11th
from
4
to
7
here
at
City,
Hall
and
Sam
will
be
here,
and
parents
can
get
a
free
photo
of
your
kids
with
Santa.
So
and
then,
when
you're
done,
you
can
go
across
the
street
to
Deck
the
chairs.
So
that
should
be
a
lot
of
fun
and
then
Santa
will
also
be
coming
to
Deck
the
chairs
on
Saturday
December
17th
at
2
p.m.
So
lots
of
opportunities
to
get
your
get
your
wish
list
in
with
Santa
and.
F
Watch
has
selected
beaches
Council
on
Aging
to
be
the
recipient
of
the
2022,
give
back
donation
and
that's
going
to
be
awarded
on
Wednesday
December,
7th
at
7
pm
in
the
library
and
then
and
follow
up
to
what
my
colleague
Mr
Jansen
mentioned
about
the
Florida
League
cities.
I
was
also
there
for
the
legislative
conference
and
I
serve
on
a
municipal,
Administration
policy
committee,
and
this
year
the
policy
committee
selected
short-term
rentals
as
our
priority
for
the
2023
legislative
session
again.
F
But
it's
because
it
it
continues
to
be
a
priority
for
all
the
cities
that
and
the
representatives
on
the
municipal,
Administration
policy
committee
and
I
just
wanted
to
mention
too
that
I
hope
that,
because
all
of
the
priorities
have
now
been
approved
for
the
floral
League
of
cities,
I
hope
that
the
council
will
pass
a
resolution
support
those
priorities.
So
hopefully
we
as
soon
as
they
get
those
priorities
published,
we
can
plan
to
do
that.
Thank
you.
Mr
Nathan.
G
Evening,
everyone
I
also
attended
the
former
League
of
cities
conference
last
week,
but
before
I
get
to
that
I
do
want
to
I'm.
H
G
Big
early
safety
guy
I
believe
in
keeping
the
community
safe
a
week
ago,
I
think
our
Police
Department
received
a
call
from
a
concerned
citizen
with
an
individual
with
a
gun,
a
threatening.
Kids,
that's
not
going
to
happen
here,
but
I
do
encourage
citizens,
not
just
in
Jacksonville
Beach
but
throughout
the
community.
If
you
see
something,
please
call
9-1-1
Don't
Be
Afraid,
don't
let
criminals
take
over
the
neighborhoods
and
instill
fever
in
you.
So
please,
if
you're
here,
if
you're
not
watching
this
on
YouTube,
please
do
so
gain
some
courage.
G
Second,
now
back
to
before
I
leave
cities
I'm
part
of
the
finance
Taxation
and
Personnel
committee,
and
we
had
two
priorities,
which
was
the
property
tax
and
the
Enterprise
funds
funds
tax
we
went
back
and
forth.
I
was
trying
to
I
was
hoping
property
tax
will
gain
control,
but
we
went
with
the
EFT
and
I
do
hope,
so
that
once
those
are
finalized
that
we
could
pass
the
resolution
as
well.
That
is
it.
Thank
you.
C
C
Lot
of
work
to
get
there
and
we
should
be
proud
of
them
every
year
that
they
receive
that
I
also
want
to
welcome
back
former
councilwoman
Georgia
Dumont
she's
in
Disguise
she's
got
her
hair
cut
and
she's
sitting
on
the
other
end
of
the
room
back
in
back
in
her
original
seat
from
three
four
years
ago,
Dr
chairs
is
going
great.
It's
fantastic.
If
you
haven't
been
out
there
to
a
Christmas,
is
definitely
as.
C
Prancer,
which
was
last
year's
Christmas
movie,
so
it
was
a
big
hit,
had
a
great
crowd.
I
was
also
at
the
fdot
workshop
on
Monday
and
I.
Don't
I
didn't
care,
you
mention
the
traffic
separator
component
of
the
project,
which
will
be
up
closer
to
Beach
Boulevard
I
mean
up
closer
to
Third
Street.
My
my
day,
job
office
overlooks
this
particular
area
and
I
can
attest
to
the
need
for
it,
as
people
try
to
turn
all
the
way
across
four
lanes
of
traffic
at
4th
Street
there,
and
it
is
very
dangerous.
C
So
I'm
looking
forward
to
that.
I
also
went
to
the
regional
Workshop
that
salt
on
Wednesday
or
Thursday,
and
saw
a
more
global
view
of
the
projects
going
on
in
our
area,
including
Butler,
Boulevard,
construction,
Beach,
Boulevard,
construction
and
Atlantic
Boulevard
construction.
And
yes,
they
are
all
right
on
top
of
each
other.
So
we've
expressed.
B
C
Some
concern
there
and
we'll
try
to
we'll
try
to
stay
on
top
of
that
to
make
sure
that
we
don't
have
all
three
of
those
projects
going
on
hindering
our
traffic
flow
all
at
the
same
time.
So
we're
we'll
keep
an
eye
on
that
as
we
go
and
then
speaking
of
Santa,
the
Beach's
North
Pole
Express
is
coming
back
to
the
beaches
Museum
on.
C
So
keep
an
eye
out
for
that,
it's
always
a
great
event
and
it's
free
and
open
to
the
public,
any
other
announcements:
okay,
moving
on
courtesy
of
the
floor,
Tiffany
Turner,
if
you
want
to
come
up
you'll,
have
three
minutes
just
say
your
name
and
address
Council.
I
Good
evening
my
name
is
Sydney
Turner.
My
address
is
535
3rd
Avenue
North,
putting
my
glasses
if
I
sound
a
little
nervous,
sorry
I
think
I
am
I
own
Florida
and
I
would
like
to
speak.
Regarding
the
city
council's
upcoming
December
12th,
shade
meeting,
my
landlord
is
SLG
Investments,
which
stands
for
Sydney
and
Lois
Geffen.
I
I
B
I
He
was
a
man
who
was
greatly
in
favor
of
supporting
small
business
and
thankfully
his
family
has
continued
his
tradition,
Mr
gevin's,
daughter,
Barbara
and
his
grandson
Brad
have
kept
my
overhead
low,
allowing
me
to
provide
high
quality,
beautiful
floral
designs,
saves
advice
and
healing
heartfelt
trying
to
Star
Community
for
dead
days
as
an
instance
of
some
of
the
ways
in
which
they've
helped
me.
Specifically.
I
I
It
would
also
adversely
affect
all
of
our
staff,
which
I
believe
is
8
to
12
employees,
their
families
Etc,
not
to
mention
all
the
different
they
they
hire
landscapers
and
building
people
who
work
for
the
building
they
pay
for.
All
of
this,
so
please
say:
council
members
have
mercy,
and
let
this
be
personal,
because
it
is
thank
you
for
your
time.
Thank.
C
Okay
for
the
record,
Greg
Huntington.
J
Waste
Management,
formerly
Advanced
Disposal
address
68
76
Greenwood
Industrial
Boulevard,
Jacksonville,
Florida
32258.
J
I
just
wanted
to
come
tonight
tonight,
we'll
be
voting
on
one
of
the
same
managers
agenda
item
two
go
to
the
intentional
work
to
waste
grow
for
the
waste
selection
contract.
I'm,
not
here
to
contend
that
I'm
merely
here
to
just
say
thank
you
for
allowing
formerly
Advanced
Disposal,
as
well
as
how
Waste
Management
the
ability
to
provide
critical,
Environmental
Services
to
your
residents
as
well
as
your
commercial
businesses
a
lot
of
times.
People
think
what
we
do
is
easy.
J
J
Would
we
like
to
think
we
do
it
perfect,
every
time
sure
like
when
you're,
providing
that
many
services
you're
going
to
have
times
where
you're
going
to
have
hiccups,
but
I
can
honestly
say
throughout
the
six
seven
years,
I
think
overall,
we've
done
a
good
job.
We
never
suspended
Services
through
the
pandemic
or
even
post-pandemic.
When
we
had
a
lot
of
Labor
shortage
issues,
we
still
provided
for
Citizens
with
the
services
that
they
expect.
J
We
are
working
in
conjunction
with
waste
boat
who's
here
present
tonight,
which
I
know
all
of
them.
I
know
David's
seriously
very
well
and
I'm
sure
they'll
do
their
best,
but
we
are
working
with
them
to
transition
your
services
smoothly,
for
example,
our
commercial
container
services
or
containers
we're
actually
going
to
lease
them
to
Waste
Pro,
and
so
they
can
purchase
their
own.
As
you
can
imagine,
supply
chain
issues
are
real.
The
price
feels
expensive,
so
it's.
J
J
C
Thank
you,
Mr
Huntington.
There
are
no
other
courtesy
of
the
floor
card,
so
we
will
move
on
to
the
first
I.
Think
I
did
turn
one
in
I'm.
Sorry
I
put
in
two
cards:
I'm.
Sorry!
Yes,.
J
Thank
you,
mayor,
Steve
and
I
wanted
to
Drive
Suite
1200..
The
last
meeting
you
all
took
up
a
matter
for
Bose
coral
reef,
South
McAllister.
As
some
of
you
may
know,
we
have
been
having
conversations
with
the
city
attorney
about
potentially
asking
for
this
one
to
be
reconsidered
tonight,
after
Consulting
with
Mr
McAllister
I
just
wanted
you
all
to
know
that
we're
not
going
to
ask
for
that
action
to
be
saving
tonight,
we're
not
going
to
ask
for
it
to
be
reconsidered.
J
We
have
been
talking
with
staff
about
potential
Alternatives
and
ways
to
address
the
concerns
that
were
addressed
at
the
last
meeting
and
probably
after
the
first
of
the
year,
we'll
we'll
be
back
to
talk
more
about
those
and
and
other
ideas,
I'm,
also
probably
going
to
be
reaching
out
to
each
of
you
individually,
just
to
find
out
more
information
about
concerns.
J
Regarding
that
specific
application,
in
hopes
that
we
can
find
some
other
alternative
way
for
for
Mr
McAllister
to
put
that
building
back
into
service,
so
I
just
wanted
to
let
everyone
know,
at
the
same
time
that
we
were
dropping
the
request
or
the
conversation
about
reconsidering
it
tonight
and
we'll
be
back
next
year
with
some
more
ideas
after
we
we
talk
with
each
of
you.
Thank
you.
Thank.
B
K
Currently
the
Turf
Equipment
Market
exceeds
12
months
to
approach
your
equipment,
we're
seeking
to
bring
for
next
year's
CIP
into
this
year
and
to
purchase
a
new
fairway
mower
and
a
new
green
smoker.
You
know
Greensboro
jeans
daily
for
greens,
Fairway
mowers
three
days
a
week
for
bottle
of
areas
which
is
about
25
acres
of
the
golf
course.
That's
all
I
have.
D
C
I
just
have
one
about
the
contingency
if
it's
an
equipment,
kind
of
flat
price
understand.
K
Was
was
for
is
the
timing
to
get
the
quote
in
for
the
agenda
item.
They
would
only
guarantee
a
quote
for
for
two
weeks,
and
so
we
turned
this.
We
turned
this
quote
in
probably
six
weeks
ago,
and
so
talking
about
Finance
I
said:
look
I,
don't
I
won't
be
able
to
have
a
current
quote
on
the
day
of
the
meeting,
and
so
they
recommend
putting
in
the
contingency
to
cover
any
any
variable
in
the
price
between
that
day.
Instead.
So.
F
Golden
yeah,
my
question
was
going
to
be
about
the
expiration
of
the
of
the
quotes
So,
the.
K
C
C
B
C
Hoffman,
yes,
motion
carries
Item,
B,
Mr
Baron.
M
So
you
think
Mary
canceled,
the
square
and
director
of
Public
Works
first
item
I
had
for
you
tonight
for
consideration
is
RFP
10-2122,
which
is
for
Solid
Waste
contract.
We
did
put
this
out
to
bid
for
an
RFP.
We
received
four
responses.
We
had
a
group
of
that
reviewed
all
those
responses
and
rated
all
those
I
think
we
talked
about
that
at
a
briefing
prayer,
and
this
is
actually
to
finalize.
B
M
D
F
Dennis
I
have
several
questions.
I
noticed
in
the
RFP
response
that
Waste
Pro
said
that
cans
will
be
left
with
the
lids
closed
and
any
trash
that
falls
on
the
ground
will
be
picked
up.
I
know
that
this
is
something
I've
received,
complaints
from
residents
about
that.
You
know
that
the
the
previous
provider
would
come
through
and
things
will
be
left
on.
F
How
are
we
going
to
monitor
that
and
manage
that
or
what?
What
is
your
expectation
there.
M
Well,
due
to
some
of
the
equipment,
changes
between
the
two
different
vendors
I,
don't
think.
Waste
Pro
is
using
automatic
side
floaters
as
often
for
the
residential
they're,
going
to
be
using
a
lot
of
room
tippers
which
are
more
manually,
dragged
cans
of
tip
them,
so
the
lids
will
be
able
to
do
a
lot
of
the
time,
for
the
asls
is
hard
to
control,
whether
the
lids
remain
open
or
closed,
and
they
actually
do
have
Riders
on
all
the
trucks.
So
they
don't
just
have
a
driver,
but
they
also
have
a
secondary
person
too.
M
F
And
then
another
thing
was
that
I
know
that
I
have
or
said
that
the
residential
cans
will
be
96
gallons
and
the
recycling
would
be
96
gallons.
Also
and
right
now,
I
have
a
96
gallon
res
or
wait.
I
have
63
sorry
63
for
both
first
well,
it's
at
63
on
the
on
the
total,
but
anyway.
So
what's
going
to
happen,
there
are
those
gonna.
Are
they
all
going
to
be
changed
out.
M
Or
nothing
will
be
changed
out
because
the
way
the
contract's
written
is
we
own
all
of
those
cans
as
they're
put
into
the
field,
so
nothing
will
change
as
far
as
cams
goes,
96
will
be
the
standard.
However,
if
somebody
a
lot
of
times,
we
get
requests
from
older
people
that
say
that
the
96
is
too
big
to
move,
so
they
want
a
smaller
pan,
and
so
they
need
that
to
be
able
to
do
the
65
size.
M
F
And
then
I
was
curious
to
there
was
mentioned
that
the
rates
may
be
adjusted
every
six
months
for
fuel
cost
and
I'm
just
curious.
Have
we
ever
had
the
waste
pickup
provider
drop
the
fuel
cost
component
when
the
fuel
has
gone
down,
I.
M
F
M
Lot
of
a
lot
of
I
think
they
got
a
lot
of
points
because
they
use
the
same
program
that
we
use
existing
right
now
for
being
able
to
track.
We
have
a
tractor
called
trackies
where
we
put
any
complaints
and
concerns
in
and
then
the
vendor
utilizing
that
to
determine
misses
or
losses
and
what
and
then
to
be
able
to
schedule
their
pickups
Waste
Pro
uses
that
predominantly
as
their
as
their
platform.
M
Other
vendors
do
not
and
they
so
they're
taking
it
and
they're
getting
alert
on
one
platform
and
then
they're
putting
it
into
another
platform
and
those
two
platforms
don't
communicate.
So
something
will
get
closed
on.
One
end,
which
is
something
we've
had
happen
quite
frequently,
is
the
people
get
entered
into
their
new
system
and
get
closed
in
the
old
system,
and
then
that's
telling
us
it's
completed
when
the
action
has
not
been
completed.
M
It's
just
been
they've
moved
it
into
a
different
system
for
tracking,
so
I
think
they
received
a
lot
of
extra
points
simply
because
they've
used
the
same
monitoring
system
that
we
had
been
using
for
the
last
six
years.
So,
every
time
when
we
now
enter
a
complaint
of
something
missed
or
something
not
done,
or
a
bulk
pickup
they're
going
to
be
using
that
same
platform
to
determine
where
those
pickups
are
at
and
that's
invaluable
when
it
comes
to
how
the
market
runs
and
how
these
drivers
can
communicate
back
and
forth
with
with
the
load
requirements.
M
A
D
C
We
have
the
motion
on
a
second
anything
to
add
on
this
one.
The.
M
Only
thing
to
add
is
while
we
were
negotiating
the
contract,
it
was
up
until
the
last
final
days
to
get
this
on
the
agenda
to
get
it
done,
so
we
didn't
get
Sandy
our
Sandy
enough
time
to
actually
do
the
final
review
before
tonight's
meeting,
which
is
why
we're
kind
of
asking
it
to
be
done
in
interviews
of
this.
So
all
of
our
negotiations
and
everything
that's
been
done
until
now
has
given
us
a
draft
and
she's
got
her
hands
on
that.
C
E
Thank
you
for
your
hard
work
on
this.
We
appreciate
it.
I
know
it's
been
a
long
time
coming
with
a
lot
of
work
put
in
front
of
us,
so
thank
you.
E
C
Mayor
Hoffman,
yes,
motion
carries
next
item.
M
Second
item
you
have
I
have
for
you
tonight
is
a
two
lift
station
rehabilitations
Association
number
28
in
the
station
number
33
bus
station
number
28
is
in
sanctuary,
subdivision
and
live
station
number
33
is
on
Isabella
and
both
of
those
both
of
those
list
stations
will
be
completely
rehab
loans,
getting
wet
well
and
getting
influence
of
Motors
to
be
able
to
bring
those
up
and
we'll
use
it.
This
is
part
of
our
recurring
process.
Actually,
one
of
these
two
we
were
trying
to
get
bid.
M
D
B
M
Two
is
actually
the
construction
Advent
Services
part,
that's
being
provided
by
four
Waters,
which
was
the
engineering
firm.
The
designed
this
this
lets
them
do
all
of
the
shop
drawings,
approve
any
changes
or
approve
anything.
That's
in
the
specs
of
design
from
the
beginning,
as
well
as
oversee
all
the
payments
and
everything
else
that
happens
as
these
go
and
then
work
with
us.
D
B
M
This
evening,
this
is
to
approve
a
temporary
construction
easement
as
part
of
the
project
that.
B
You
several
of
you.
M
Mentioned
earlier,
that
was
from
Monday's
open
house
talked
about
the
reconstruction
or
the
repaving
of
each
Boulevard.
This
is
actually
two
sidewalk
locations
on
the
map
that
are
actually
in
red
boxes.
There.
This
is,
is
a
10
by
15
easement
on
each
one
of
those.
What
it
is
is,
as
they
do
the
Reconstruction
in
those
intersections.
This
kind
of
lets.
M
Remain
consistent
as
all
of
the
work
that
they're
doing
so,
they
just
need
official
permission
to
work
on
our
right
away
back
in
that
10
foot
by
15
foot,
easement
area.
D
C
C
Left
turn
onto
Fifth
Street
there's
not
left
her
in
there
anymore,
any
other
questions
from
Council.
C
B
K
K
Parts,
maintenance
and
development
very
excited
to
come
here
tonight
and
present
our
urban
trail,
something
that
we've
worked
really
hard
on
over
the
last
14
15
months
and
really
feel
lying
through
a
procurement
cost
process.
We
had
a
top-notch
firm,
come
in
it'd,
be
great
to
work
with
they'd
walk
the
streets.
They've
come
up
with
a
plan
that
we
feel
really
brings
a
great
asset
to
the
city.
K
K
Of
safe
travel,
pedestrians
from
from
park
to
park
to
the
beach
to
commercial
areas
to
schools
also
got
their
input
on
how
to
implement
these
processes,
and
we
we
found
that
we
really
have
a
very
thorough
and
complete
document
and
works
on
and
hope.
You
agree
and
improve
it
this
evening,
we'll
get
started
quickly.
C
Thank
you,
Adam
Kirk.
Will
you
read
the
resolution
by
title.
B
A
D
G
Yes,
Kevin
you're
excited
I'm
excited.
This
is
awesome,
but
I.
Remember
at
the
briefing
I
had
some
concerns
about
a
couple.
I
know
the
conceptual
how
long
until
they
actually
come
back
with
an
actual
hey.
This
is.
E
K
Next,
next
Monday,
we
have
a
briefing
to
focus
on
those
very
things:
we're
going
to
talk
about
prioritization
and
talk
about
funding
and
we're
going
to
talk
about
getting
how
we're
going
to
actually.
What's
your
input
on
for
some
of
these
areas,
I
believe
that'll
be
a
some
of
the
key
talking
points.
Next
Monday
briefing.
H
All
right
sounds
good.
Thank
you
just
to
to
add
on
to
Mr
hughes's
answer.
Don't
forget
that
within
our
CIP
we
budgeted
three
hundred
thousand
dollars
a
year
for
the
next
five
years
for
a
total
of
1.5
million
allocated.
So,
as
we
start
talking
prioritization,
we
can
talk
about
doing
projects
300
000
at
a
time
or
potentially
advancing
funds
or
waiting
until
we've
accumulated
a
certain
dollar
amount
and
chopping
off
larger
projects.
At
a
time.
C
O
10
March
2011
Gale
Avenue,
first
of
all,
I
fully
support
your
retail,
so
I've
got
one,
but
it
would
but
I
wanted.
If
you
look
at
the
implementation
map
on
page
134
of
Trevor's
handout,
you're
going
to
see
First
Street
broken
into
four
different
implementation
map
areas,
which
means
four
different
construction
time
frames
on
First
Street,
basically,
I
see
First
Street
from
37th
Avenue
South
to
Sega
Seagate
as
a
cycling,
pedestrian
equivalent
of
Third
Street
for
cars.
It's
our
north,
south
Super
Highway
of
our
urban
trail
plan
tonight.
O
I
would
ask
that
you
look
at
an
implementation
strategy,
not
just
as
the
East
leg
of
the
Jax
Beach
route
in
four
components,
but
as
a
special
Network
in
and
of
itself
as
it
added
cyclist.
When
you
run
it,
it
doesn't
make
sense
to
me
to
piecemeal
First
Street.
Let's
make
the
entire
Street
the
number
one
priority.
O
The
sooner
we
get
this
piece
done,
the
sooner
we
can
encourage
residents
and
yes
to
bike
downtown,
rather
than
Park
their
cars,
which
may
actually
defer
the
need
for
a
garage
think
about
our
hotel
guests,
with
500
new
hotel
rooms
and
are
coming
to
downtown.
Let's
give
these
guests
an
opportunity
to
embrace
the
beach
life,
but
to
get
there.
We
need
to
do
this
right,
though.
I
share
of
this
Trail
is
within
CRA
boundaries.
O
I
think
a
better
use
of
downtown
just
funds
to
remove
light
would
be
putting
our
money
towards
this
First
Street
Network
I
gave
you
a
handout
which
shows
that
from
2017
to
2025,
we've
allocated
approximately
47
million
of
downtown
tip
money
to
Public
Works
projects,
and
that
is
enough.
So
I
guess,
but
that
department
has
got
their
share.
Now's
the
Time
to
emphasize
the
spending
money
on
things
and
taxpayers
can
see
and
experience
right
now.
Parks
and
recs
have
about
one
point:
1.5
billion,
it's
a
downtown
Tiffany
for
this
project.
O
This
is
pigs,
if
you
wouldn't
mind
looking
at
page
85
and
87
of
Trevor's
handout.
That's
the
vision
for
the
future,
we're
showing
our
downtown
First
Street.
If
you
Google
the
impact
of
urban
trails
and
downtown
communities,
you
find
a
wealth
of
studies
that
indicate
these
Trails
Boost
Retail
Sales
and
increase
property
values,
and
you
know
how
the
tip
Works
add
value
to
the
properties
and
that's
even
more
money
we
can
invest.
Downtown
Sunshine
park
on
the
south
end
got
better
thanks
to
the
timing
for
renovations
product
technology
and
the
continued
availability
of
Tiff.
O
Similarly,
the
sooner
we
get
this
Trail
Network
complete
downtown
this
year,
we
can
build
reinvest
and
create
an
even
better
first-in-class
urban
trail.
Tonight.
I
encourage
this
group
to
look
at
First
Street
as
a
single
Network
project,
make
it
Priority
number
one
and
to
load
up
the
downtown
CRA
five-year
CIP
with
Parks.
F
B
N
C
Thank
you
ditto.
It's
so
well
presented.
So
much
really
great
work
went
into
this
I
really
loved
the
before
and
after
with
the
overlay
of
a
diversity
of
streets.
So
you
saw
some
residential
streets,
some
more
commercial
streets.
That
was
a
really
good
way
to
kind
of
see
what
this
actually
could.
Look
like
a
civil
game
changer
for
our
community,
so
appreciate
all
the
work
that
went
into
it
and
I'll
be
really
excited
when
we
start
to
win
some
of
those
grants.
A
L
L
Council
Heather
Ireland,
director
of
Planning
and
Development
Department.
What
I
just
handed
the
clerk
was
an
updated
site
plan.
The
only
difference
from
what's
provided
in
your
agenda
packet
is
a
site
data
table
showing
details
on
setbacks
and
parking
that
I
wanted
to
ensure
was
included
on
that
site
plan.
So,
should
you
choose
to
move
forward
with
your
business
ordinance
tonight?
I
would
ask
that
you
may
get
the
contingent
on
the
site.
F
L
L
The
what
we
call
the
dolphin
Depot
property,
which
is
the
block
Bound
by
first
and
second
streets,
North
and
sixth
and
seventh
Avenues
North,
but
this
is
what
already
approved
Rd
zoning
back
from
2017..
They
were
requesting
to
amend
the
zoning
to
clarify
some
of
the
commercial
uses.
We
did
have
some
concerns
with
this
during
the
CRA
of
Planning
Commission
meetings
on
some
items
that
the
applicant
wanted
to
go
back
and
address,
so
they
requested
to
refer
the
application
from
the
November
I
believe
it
was
November
11th
meeting
so.
L
N
L
But
it
also
we
wanted
to
ensure
that
that
location
of
not
only
the
trash
receptacles
but
the
generators
and
Transformers
were
going
to
be
acceptable
to
staff.
So
the
applicants
Representatives
met
with
both
Public
Works
and
Beaches
Energy,
and
everybody
is
okay
with
the
updated
site
plan.
So
we've
provided
that
to
you
to
be
approved
as
part
of
the
application
they
are.
L
They
are
proposing
in
the
narrative
to
add
short-term
vacation
rentals
to
the
list
of
permitted
uses
and
also
allows
the
flexibility
by
allowing
the
multi-family
units
to
be
converted
into
Hotel
units
under
the
definition
by
the
state
as
to
what
is
a
hotel.
They
have
also
removed
the
requests
of
the
500
foot
waiver
of
bar
proximity,
so
that
is
no
longer
part
of
the
narrative
which
is
updated
to
a
new
date,
which
is
November
30th.
P
L
C
Thank
you
we'll
go
ahead
and
start
the
hearing.
This
ordinance
for
the
Redevelopment
District
argue
resounding
of
a
property
is
before
the
council
for
a
public
hearing
consideration.
B
B
B
C
Its
first
reading,
under
the
laws
of
the
State
of
Florida
and
application
to
amend
the
zoning
regulations
or
map
governing
a
property
is
handled
as
a
quasi-judicial.
Proceeding.
A
quasi-judicial
proceeding
means
that
a
governing
body
is
now
functioning
and
are
similar
to
a
court
with
the
mayor
and
Council
sitting
as
impartial
decision
makers,
hearing
testimony
and
questioning
presenters,
who
are
to
provide
substantial
and
competent
evidence
to
support
their
side
of
the
issue.
It
is
the
duty
of
the
council
to
arrive
at
sound
decisions
regarding
the
use
of
the
property
within
the
city.
C
This
includes
receiving
citizen
input
regarding
the
proposed
use
on
the
neighborhood,
especially
where
the
infant
is
fact-based
and
not
a
simple
expression
of
opinion.
It
is
the
applicant's
burden
to
demonstrate
that
his
or
her
application
is
consistent
with
the
Land
Development
code
and
the
comprehensive
form.
If
the
applicant
is
successful
in
showing
consistency,
then
it
is
up
to
the
local
government
to
produce
competent,
substantial
evidence
of
record
that.
B
C
J
Thank
you,
mayor,
Steve
and
I
want
to
get
in
the
garage
here.
I'm
back
he's
a
planning
director,
however
mentioned
we
made
all
the
revisions
that
were
I,
think
the
source
of
objections
and
feedback
at
our
last
meeting,
so
the
biggest
one
being
that
we
removed.
We
requested
labor
of
the
500
foot,
distance
limitation
and
again
just
for
Mr
Sun.
J
He
wasn't
at
that
meeting
because
we
had
basically
three
ways
to
get
the
bar
permitted
inside
the
hotel
and
what
we
were
planning
for
was
the
contingency
on
how
that
space
would
operate.
I
won't
go
through
all
of
that
analysis
again,
but
we
basically
had
three
ways
in
order
to
get
that
space
permitted
waving,
the
500
foot
distance
limitation
was
the
Third
Way,
the
the
most.
J
But
it
was
in
there
as
a
contingency
in
case
we
couldn't
get
the
space
permitted
either
through
an
SRX
license.
Is
a
restaurant
license
or
if
you're,
an
S
license,
which
is
yeah
operating
in
accordance
with
the
state
laws?
So
we
met
with
Miss
Ireland.
J
We
were
able
to
figure
out
a
way
to
work
that
out
on
the
S
license
for
operation
as
a
hotel,
assuming
that
the
State
of
Florida
agrees
with
us
with
all
of
those
requirements
and
as
a
result,
we
decided
and
just
determined
to
to
drop
the
third
contingency,
hopefully
we'll
get
it
permitted,
and
there
won't
be
any
issue
if
we
do
have
an
issue,
even
after
our
changes
that
we
made
we'll
come
back
and
talk
about
it
at
a
later
date.
J
The
main
driver
is
the
plan
director
mission
on
the
site
plan
is
that
we
were
requested
by
one
of
the
neighbors
to
move
the
dumpster
and,
although
it
seems
like
a
simple
thing
that
actually
ended
up
cascading
throughout
the
site
plan
in
ways
that
led
to
a
reduction
in
the
number
of
parking
spaces,
relocation
of
some
of
some
of
the
Transformers
and
then
ultimately,
we
lost
a
couple
of
parking
spots
and
decided
rather
than
dealing
with
trying
to
seek
a
deviation
for
more
units
and
fewer
parking
spots.
J
We
just
made
a
few
of
the
events
neighbor
and
kept
everything
within
the
original
application.
So
a
lot
more
than
you
wanted
to
know,
but
bottom
line
is
we
made
all
the
changes
that
we
discussed
and
we're
comfortable
with
the
conditions
that
were
were
reading
for
the
record
as
well
happy
to
answer
any
other
questions.
C
Mr
Diva
now
is
there
anyone
else,
I'd
like
to
speak
in
favor
of
the
application.
P
You
address
is
768
Second
Street,
North,
Jacksonville,
Beach,
Florida,
32250
Joseph
for
basketball.
My
house
is
actually
right
next
to
where
that
Trashman
is
that
he
was
discussing.
I
was
wondering
if
I
could
I.
Usually
they
post
it
up
here
wondering
if
I
could
see
an
updated
site
plan
or
something.
P
Went
from
here
to
your
so
you're
perfect,
what
did
you
guys
put
electric
Transformers
instead?
Yes,
sir
great
awesome,
I'm
very
happy.
C
G
J
7000
North
is
right
here:
okay,.
B
J
It's
going
to
be
shared
with
with
this
property
and
it's
inside
the
property.
So
this
is
the
property
boundary
line,
yep
correct,
and
so
it's
just
right
inside
the
middle
of
the
block.
J
The
original
the
question
is
that
the
apartments
that
are
right
next
door
will
be
merged.
The
answer
is
no
there'll
be
in
two
different
entities
at
some
point.
That
may
be
the
key
to
unlocking
the
way
that
the
state
views
this
hotel
there's
a
hundred
room
minimum
requirement
order
for
a
property
operators
a
hotel,
so
those
units
that
exist
today
are
owned
by
the
same
group
of
just
in
different
entities.
J
We
have
to
work
with
the
state
of
Florida
to
determine
how
to
get
those
all
permitted
as
a
as
a
single
Hotel,
because
those
units
will
be
managed
as
hotel
rooms
rather
than
apartments
in
the
future.
So
they're,
not
the
answer
to
your
question
is
no
they're
not
merged,
but
they
will
operationally
work
together
and
if
they
merge
in
ownership
entities,
we'll
figure
that
out
later.
O
Yale
Avenue
I'm
not
sure
the
post
called,
but
it's
really
a
question,
and
that
is
what
is
the
construction
process
as
it
relates
to
screaming
and
making
sure
the
garbage
doesn't
impact
the
rest
of
the
community,
both
citizens
and
businesses.
Just
you
know,
right
now,
we've
got
this
Spring
Hill
Suites
happening
it's
an
Abomination
and
I'm.
Just
curious
I
went
through
dark
codes
and
they
seem
lacking
as
it
relates
to
screening
and
how
to
work.
You
know
keep
the
garbage,
and
now
we've
got
Margaritaville
right
across
from
this
property.
O
C
You
thank
you
Miss
harsh.
Would
anyone
also
to
speak
in
favor,
of
or
in
opposition
to
this
application
of
the
second
reading
in
two
weeks,
so
we'll
make
sure
that
we
have
the
revised
site
plan
and
attached
to
that
package
so
that
everyone
will
be
able
to
look
at
that
not
standing
at
the
podium,
City
attorney
and
director
of
Planning
and
Development?
Do
you
wish
to
respond
to
any
questions
or
comments.
L
C
Thank
you
with
the
applicant
was
to
respond
to
any
comments
by
staff
Lloyd
public.
J
You
know
in
in
response
to
Mr
Marsh's
comments.
All
I
can
say
is
your
video
members
required
by
the
credit?
I,
don't
know
what
that
is
standing
here,
but
we
consulted
with
with
public
works
and
and
the
fire
marshal
about
the
site
plan
to
make
sure
that
all
the
donations
were
appropriated
in
accordance
with
the
cousin.
So
he
was
talking
about
screening
at
the
dumpster.
J
The
screenings
required
it
will
be
complied
with
and
it'll
be
in
accordance
with
the
code.
That's
why
we
made
the
pad
that
size,
but
he's
talking
about
screening,
to
accommodate
or
to
work.
You
know
through
during
the
development
process.
Same
thing
will
be
screening,
whatever
is
required
by
the
code
we'll
be
doing
it,
we're
not
asking
for
any
deviations.
C
You,
okay,
the
public
hearing,
is
closed
before
requesting
a
motion
on
this
ordinance
beginning
with
myself.
Each
of
the
members
is
requested
to
indicate
for
the
record
both
the
names
of
persons
and
the
substance
of
any
ex-party
Communications.
Regarding
this
application
and
ex
parte
communication
refers
to
any
meeting
or
discussion
with
a
person
or
citizen
who
may
have
an
interest
in
this
decision
which
occurred
outside
of
the
public
hearing
process.
I
have
not
had
an
ex
parte
communication
on
this
item,
since
we
announced
them
at
the
last
meeting.
Just
that.
D
C
E
J
The
next
reading-
yeah,
no,
we
we
just
don't
have
the
time
or
the
ability
to
produce
that
quickly
enough
to
to
know
exactly
what
it's
going
to
look
like
I
think,
there's
a
condition
from
a
Planning
Commission
that
we
worked
to
make
that
a
softer
Edge
and
we
agree-
I
mean
whether
it's
screened
or
a
green
wall
or
some
type
of
decorative
mural
we're
going
to
do
something
there.
It's
not
going
to
be
just
great
concrete,
you
know
themes
or
whatever
from
the
garage.
J
It's
going
to
be
something
that's
decorative
and
engaging,
but
I,
don't
if
I
produce
something
I
would
just
be
making
it
up.
It
would
just
be
like
hey.
This
is
a
mural,
but
I
have
no
idea
we're
so
far
away
from
construction
that
we
have
no
idea
what
it
would
look
like,
but
we
will
be
happy
to
bring
that
back
once
we
get
into
permitting
and
share
it
with
the
council
and
it
I'm
sorry
I,
just
no.
E
Way,
no,
that's
fine,
I
think
it's
an
important
consideration
as
well.
You
know
with
the
saddle
and
the
wind
and
everything
that
that's
created
by
that
that
tunnel
of
the
service,
so
thank
you
miss.
F
Holding
I'd
like
to
in
support
of
the
condition
that
was
recommended
by
the
CRA
and
the
Planning
Commission
I'd
like
to
make
a
motion
to
add
the
condition
that
the
applicant
identify
opportunities
to
visually,
enhance
the
First
Street
side
of
the
building
with
art
or
decorative
lighting.
C
Is
there
a
second
second,
we
have
a
motion
and
a
second
to
enhance,
basically
to
address
what
Mr
Jameson
was
just
talking
about
any
comments
on
that
Amendment.
J
That's
a
question
so
would
a
green
Bowl.
Maybe
this
is
for
the
attorney
for
attorney
Robinson
or
the
planning
director.
Would
agreement
be
considered.
Art
I
just
want
to
make
sure
that
we
don't
foreclose
options
by
being
so
specific
about
either
art
or
event.
J
Okay,
so
we
were
just
ask,
maybe
that
a
green
wall
be
included
in
that
condition,
or
some
other
catch-all
language
that
we
don't
come
back
and
resent
it
to
do
something
decorative.
H
N
Is
making
is
going
to
make
an
effort
because
the
type
of
project
it
is
yeah
I,
just
I,
don't
want
to
restrict
what
they
can
do,
what
I
mean
I
guess
my
question
is:
is
there
any
other
means
of
artistic
or
does
that
coverage
or
Sandra's
I'm?
Sorry
attorney?
Can
we
are
we
limiting
ourselves
with
this,
or
will
they
come
back
to
the
council
for
approval.
B
I
B
B
I
B
I
B
F
J
You
Mr
Sutton,
yeah
I,
think
the
the.
Q
Layout
I
think
Mr
David
Allen,
the
applicant
have
done
what
was
asked
of
done
by
the
Planning
Commission
with
relocating
the
dumpster,
so
hats
off
there
and
I
think
this
is
going
to
be
a
good
project
overall
I
think
it
is
long
needed
on
that
piece
of
property,
so
definitely
some
support
of
it.
Any.
Q
C
Yes,
okay
back
to
the
full
motion,
Mr
Mesa
question.
G
Steve
on
the
on
the
first
one
that
I'm
looking
at
the
true
gray,
shaded
areas,
I'm
assuming
that's
open
and
it's
not
closed
in
correct.
Okay,.
J
G
G
J
So
if
it's,
you
know,
the
truck
will
be
pulling
in
off
of
7th
Avenue,
North
and
then
picking
up.
So
the
opening
will
be
on
the
north
side
of
that
of
that
space.
G
So
I
guess
I
didn't
really
State
my
question
clearly
the
question
I
had
is:
is
it
going
to
be
just
landscape
on
that
west
side
or.
J
The
West
part
well
I,
think
there'll
be
Landscaping
on
the
the
east
side
of
that
parking
lot,
where
it
says:
2.5,
foot,
landscape
setback.
B
J
On
the
on
the
west
side
of
that
parking
area
that
that
becomes
the
building,
so
the
parking
spaces
on
that
west
side
of
the
parking
lot
will
be
either
up
against
the
building
or
there'll,
be
a
there's
the
entrance
to
the
garage
so
we're
all
that
that
hash.
You
know
the
hash
lines
are
the
cross
action
for
you
know,
there's
only.
B
F
C
Any
other
questions
or
comments
from
Council
I
likewise
would
like
to
thank
the
applicant
for
addressing
the
concerns
and
really
seeking
input
of
the
neighbor
Neighbors
in
the
area.
Mr
Marsh
I
believe
was
talking
about
just
the
appearance
kind
of
the
curb
appeal
during
construction.
We've
had
some
less
than
Scenic
views
on
some
of
the
construction
projects
in
our
area.
I
feel
maybe
more
confident
in
this
one
than
others.
C
Considering
the
up,
the
property
owner's
office
basically
overlooks
this
property,
so
hopefully
there
is
an
investment
there
in
in
the
appearance
of
the
of
the
construction
project,
even
maybe
beyond
what
is
required
by
our
building
department.
So
hopefully
that
will
be.
It
has
been
a
chain
link.
I
saw
quite
some
time.
This
is
the
third,
the
third
plan
that
we've
that
I've
been
part
of
reviewing
so
I'm.
Looking
forward
to
seeing
a
nice
positive
development,
there.
C
C
Yes,
motion
period.
Our
final
item:
math
work:
will
you
read
the
ordinance
by
title.
A
An
ordinance
of
the
city
of
Jacksonville
Beach
Florida
to
amend
an
ordinance
enacting
and
establishing
a
comprehensive
Land
Development
regulation,
an
official
zoning
map
for
the
Incorporated
area
of
the
city
of
Jacksonville,
Beach
Florida,
as
authorized
by
chapter
163
of
3202
Florida
Statutes
by
amending
article
8
division.
Two
supplemental
standards
to
modify
the
defense
site
requirements
providing
for
repeal
or
conflicting
ordinances,
severability,
codification
and
an
effective
date.
A
C
Council
for
a
public
hearing
and
consideration
on
its
second
reading
under
the
laws
of
the
State
of
Florida,
an
ordinance
which
changes
the
actual
list
of
permitted,
conditional
or
prohibitive
uses
within
the
sewing
category
or
which
otherwise
changes.
The
text
of
the
Land
Development
code
is
a
quasi

Proceeding.
A
quasi-legislative
preceding
means
that
the
government
body
is
acting
in
its
rulemaking
capacity.
It
is
the
duty
of
the
council
to
arrive
at
sound
decisions
regarding
the
use
of
property
within
the
city.
This
includes
receiving
citizen
input
regarding
the
proposed
uses
within
a
zoning
category.
C
The
application
has
been
reviewed
by
staff
and
the
Planning
Commission
for
consistency
with
other
portions
of
the
landfillment
code
and
the
comprehensive
plan.
The
council
may
hear
from
all
interested
parties
in
the
legislative
determination
of
an
amendment
to
the
Texas
Pavilion
development
code.
The.
C
L
Yes,
ma'am.
Thank
you,
mayor,
Heather,
Ireland,
plenty
of
development
director
just
wanted
to
highlight
to
you
the
one
change
from
the
last
meeting
that
we
just
amended
the
language
a
little
bit
to
say
bordering
instead
of
the
chase
issue.
So
if
you
made
that
change
happy
to
answer
your
questions,
thank.
B
R
R
This
should
also
be
considered
for
fences
that
occur
along
right-of-ways
along
roadways.
There
are
a
number
of
instances
where
significant
traffic
issues
occurred
and
neighborhoods
that
have
bought
these
streets
could
take
advantage
of
the
same
provision
if,
if
allowed,
this
may
not
be
something
that
you
can
do
right
now,
but
maybe
becomes
part
of
your
considerations
as
you
look
at
your
review
of
The
Land,
Development
code
and
so
forth,
but
I
just
wanted
to
bring
that
to
your
attention.
Thank
you.
Thank
you.
Would.
A
C
Else
like
to
speak
in

of
or
in

before
requesting
a

on
this
ordinance,
beginning
with

I
have
had
none
done,
not
that
no,
no
thank
you
and
I
have
a

Please
remember.
D
C
On
the
criteria
set
forth
in
the
Land
Development
codes
tax
report,
their
recommendation
of
the
Planning
Commission
and
the
public
input
at
all
hearings.
Is
there
any
discussion
by
Council
and
just
for
those
of
you
watching
at
home?
We've
had
several
briefings
on
this
and
as
well
as
some
discussion
at
the
first,
the
first
reading,
and
so
we
have
just
extensively
I
think
to
Mr
Gatehouse
Point.
C
Certainly
there
are
other
opportunities
to
change
defense
site
requirements.
This
one
had
a
little
bit
more
urgency
based
on
the
specific
issues,
but
I
think
this
is
something
that
will
come
up
as
we
go
through
the
Land
Development
code
in
this
building
to.
F
Mr
Patel's
comments,
I
just
wanted
to
mention
that
we
currently
do
allow
eight
foot
fences,
but
the
upper
two
feet
have
to
have
to
have
25
percent
opening,
so
I
would
hope
that
maybe
that
would
help
I
have
seen
some
fences
like
that
along
roadways,
and
so
hopefully
that's
helpful,
but
in
this
particular
case
next
to
the
commercial
property.
N
C
Yes-
and
that
is
the
last
item
in
my
business-
business
I-
do
want
to
take
a
moment
and
congratulate
Molly
Alger
for
her
her
appointment
to
the
assistant
to
the.
C
Are
you
making
an
impact?
We
have
a
nice
colorful
logo
on
top
of
our
agendas,
which
is
just
a
nice
visual
change
and
we
know
our
sympathies
to
the
Parks
and
Rec
Department,
because
she.
