From YouTube: City Council Meeting (1/18/2022)
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
A
To
our
january
18th,
first
meeting
of
2022.
pleased
to
ask
for
the
invitation
followed
by
the
students
by
mr
jameson.
A
Well,
this
pray
for
you
gracious
heavenly
father.
We
just
ask
you
for
your
blessings
as
we
enter
into
this
new
year
and
that
we
were
able
to
get
some
guidances
to
build
this
city
and
your
glory
where
we
just
ask
you
to
look
over
our
firefighters
or
police
officers
and
our
first
responders
as
they
go
forward
and
they
protect
our
freedoms.
Lord
we're
just
most
graceful
gracious
for
your
son
jesus
for
it's
in
his
name.
We
pray.
A
This
meeting
is
talked
about
here
before
we
do
roll
call
I'd
just
like
to
mention
that
one
of
our
colleagues
sandy
golding
is
joining
us
via
speaker
phone
today.
Madam
clerk
will
call.
B
F
E
G
Yes,
given
that
there
are
no
prohibitions,
we
do
not
currently
have
a
policy
in
place
adopted
by
council
as
to
the
conditions
under
which
a
council
member
can
participate
remotely.
Also,
we
don't
have
a
policy
that
says
if
you
miss
a
certain
number
of
meetings
that
you
get
in
trouble
for
that
either.
So,
given
the
fact
that
we
have
no
policies
in
place,
we
proceeded
with
setting
up
for
council
member
golden
to
participate
virtually
for
tonight.
G
If
council
wishes
to
put
some
type
of
a
formal
policy
in
place,
I
would
suggest
the
consensus
be
to
tell
me
to
put
it
on
for
next
monday's
council
briefing
so
that
we
can
plan
for
it
sooner
rather
than
later.
We
can
make
some
time
for
that
to
occur
next
monday.
As
far
as
how
tonight's
meeting
proceeds,
it
is
truly
up
to
this
council
to
decide
how
you
want
to
operate
for
this
evening.
A
B
A
A
A
H
Thank
you
mayor.
I
appreciate
you
guys
accommodating
my
remote
attendance
tonight.
H
The
mayor
did
a
great
job,
presenting
information
about
what
happened
in
jacks
beach
in
2021
and
the
plans
for
2022
and,
if
you're
interested
you
can
hear
about
what's
what's
going
on
in
our
sister
cities,
atlanta,
beach
and
mexican
beach,
and
then
just
want
to
make
this
information
available
for
the
public
that
we
do.
H
Have
a
special
city
council
briefing
this
thursday
to
discuss
the
height
limit
and
liquor
licenses
that
will
be
at
5
30
and
it
will
be
a
virtual
meeting
and
people
can
watch
it
via
youtube
and
then
there's
also
an
urban
trails
master
plan
meeting
that
is
going
to
be
via
zoom
on
january
26th
at
10
a.m,
and
you
can
get
the
zoom
link.
I
believe,
from
the
city's
website.
What's
important
about
that
meeting
is
there's
going
to
be
a
discussion
about
the
pendant
road
corridor
concept
and
coordination?
H
And
you
know
penman
road
is
very,
very
important
part
of
this
urban
trail
network
and
there's
also
going
to
be
discussion
about
connections
to
neptune
beach
and
the
seagate
avenue
design
concepts
as
well
as
a1a
crossings,
and
then
there
is
a
code
of
ethics
training
on
friday
january
28th
at
3
pm
and
I
believe,
that's
going
to
be
in
council
chambers.
So
thank
you,
mayor.
F
I've
got
two
separate
issues
that
I
want
to
bring
up
and
the
reason
I'm
bringing
up
here
is
because
time
is
of
the
essence
of
both
of
these
issues.
Recently
I
found
out
the
city
of
jacksonville
was
developing
an
rfp
for
management
of
the
peers
or
the
pure
open.
They
would
go
through
that
process.
F
I'd
like
to
get
consensus
of
the
council
to
have
a
city
manager,
stepopolis
request
from
the
city
of
jacksonville
to
turn
over
management
and
operations
of
the
pier
to
the
city
of
jacksonville
beach,
not
ownership,
but
just
operation
management
and
operations
of
it.
So
we
can
be
the
people
that
go
through
the
rfp.
We
can
determine
what
we
find
important,
create
the
grading
system
and
be
involved
with
so
it'll,
be
more.
B
A
F
Next
issue
is
went
to
the
opening
session
in
tallahassee
and
sat
through
the
state
of
the
state
and
through
that
process
I
did
realize
that
the
state
of
florida
they're
not
planning
on
cutting
anything
for
budget.
They
have
excess
funds
they're
doing
some
amazing
stuff.
They're
gonna
give
a
thousand
dollars
to
police
officers,
teachers,
firefighters
and
then
also
one
of
those
things.
F
I
think
they're
looking
at
increasing
the
the
minimum
salary
for
teachers
by
six
thousand
dollars
a
year,
which
I
think
is
all
great,
but
it
also
opens
the
door
that
there's
a
lot
of
other
money,
and
I
started
thinking
about
complete
streets
and
a1a
of
a1a
out
here
and
I
talked
to
tpo
because
I've
been
going
into
meetings
and
communicating
with
them.
As
my
committee
assignment
and
in
that
conversation,
I've
come
up.
F
There's
two
separate
issues
so
far
in
that
two
weeks
of
independent
fees
have
already
submitted
paperwork
through
the
city
to
to
have
a
complete
street
from
mayport
and
to
seagate,
which
stops
on
the
north
end
of
jacksonville
beach,
and
I
would
like
to
see
if
we
can
get
consensus
to
have
our
mayor
contact
the
city
of
jacksonville
and
speak
with
the
planning
department.
F
That's
either
bill
killingsworth
or
lori
santana
to
see
if
we
can
go
ahead
and
add
jacksonville,
beach's
a1a
corridor
to
that
complete
bridge
project
to
go
ahead
and
move
forward
with
to
attach
it
to
that.
So
we'd
have
a
better
chance
of
getting
done
quicker.
If
we're
unable
to
do
that,
the
second
part
would
be
to
go
ahead
and
have
city
managers
devops
send.
All
you
have
to
do
is
send
an
email
to
clark
who's,
our
new
tpo
representative
to
say,
hey
we
would
like
to.
F
We
would
like
to
get
this
on
the
list
for
a
planning
step
coming
up.
So
those
are
the
two.
Those
are
the
two
I'd
like
to
do
the
first
one,
but
I'd
like
to
see
if
we
had
consensus
of
the
council
to
try
to
engage
to
get
those
funds
to
be
able
to
make
a1a
a
safer
pedestrian
bicycle
friendly
area.
That's
really
going
to
allow
for
crossings
of
our
pedestrians
and
really
make
it
a
much.
A
F
And
we
can
go
ahead
and
make
the
that
we
can
go
ahead
and
make
the
request.
I'm
I'm
hearing
that
it's
that
it's
all
coming
up
everywhere,
their
february
meeting,
and
so
it
is
they've
got
to
put
all
of
their
they've
got
to
do
some
work.
Add
to
the
sketches
make
a
couple
adjustments,
but
that's
the
only
reason
I
was
bringing
up
now.
So,
yes,
I
feel
like
so.
A
It's
kind
of
an
off
cycle
request
where,
if
this
doesn't
work,
then
we
would
just
go
into
the
regular
cpo
cycle.
Yes,
okay,
any
objections.
I
know
this
is
a
little
out
of
protocol,
but
I
think
there's
just
some
time
sensitivity
here.
So.
F
G
A
I
would
like
to
thank
the
road
at
el
martin
cultural
heritage
center
for
hosting
the
martin
luther
king
jr
event
on
saturday
it
was
a
beautiful
day.
It
was
a
very
nice
event.
Thank
you
to
ms
dumont
and
ms
robinson
for
attending
and
representing
the
city
of
jacksonville
beach
and
hopefully.
A
That
they
can
continue
to
grow
and
expand
on
for
future
years,
and
then
I
think
it's
the
next
meeting.
So
that's
our
next
regular
meeting
february
7th
I
just
a
little
just
in
advance
I'll,
be
missing.
The
next
meeting
a
group
of
us
will
be
going
to
tallahassee
I'll,
be
going
on
monday
for
the
league
of
mayors
events
and
then
several
other
council
members
will
be
going
over
for
the
league
of
cities,
so
we'll
be
working
on
some
of
those
state
issues
that
you're
hearing
a
lot
about
during
the
legislative
session.
A
I
B
J
Good
evening,
nicole
de
la
roche,
po
boxer,
3-1
101
atlantic
beach,
florida
I'm
a
president
actually
at
ting
beach,
but
I'm
also
the
florida
policy
manager
for
the
surf
writer
foundation
and
a
member
of
the
first
fish
chapter,
the
mayor
and
council
members.
Thanks
for
listening,
I
unfortunately
missed
the
last
meeting.
I
just
wanted
to
come
in
person.
J
I
know
it
sent
you
a
letter,
but
I
wanted
to
say
in
person
that
the
first
coast,
surfrider
foundation
and
our
volunteers
and
members
are
really
concerned
about
considerations
to
open
up
the
35
foot
building
restriction
on
our
shores,
especially
when
we're
in
the
red
zone.
This
is
the
time
the
barrier
islands
already
struggling.
It's
based
on
resolution
coming
up
for
flooding
mitigation,
along
with
some
of
the
issues
with
structural
inspection
failures
and
high-rise
developments
and
resident
evacuations.
J
The
decision
to
add
these
larger
structures
to
our
community
is
nothing
most
of
us
residents
here
understand,
especially
when
all
the
beaches
cities
here
are
all
under
the
35-foot
cap
2004.
As
you
know,
this
was
on
voted
on
the
charter
majority
of
residents.
76
wanted
this,
despite
the
push
from
some
outside
monetary
interests.
Throughout
our
community
there's
significant
concerns
to
protect
our
water
quality.
We
just
had
another
breach
mass
amount
of
sewage
heading
into
our
waterways,
along
with
our
growth
levels
and
our
infrastructure
that
has
aged.
J
Obviously
this
is
inevitable.
It's
going
to
further
limit
potential
beach
access
to
patrons,
and
we
see
that
in
other
high-rise,
development,
developed
communities
also
of
consideration
is
the
physical
impact
to
our
area
with
shifting
sands
and
rising
sea
levels.
It's
just
as
a
risky
and
unfavorable
choice.
J
J
This
is
not
in
our
entire
island's
best
interest
in
creating
more
resiliency
and
protecting
our
residents
and
businesses
from
high
water
events
underneath
the
foundation,
as
you
know,
of
our
barrier
islands.
It's
porous
it's
limestone.
We
would
be
worsening
our
water
table
with
more
strains
upon
it.
Erosion,
disappearance
of
our
groundwater
takes
heavy
tolls
on
our
island
and
it
causes
gradual
settling,
as
we've
already
seen
in
this
other
portion
of
our
island.
J
Rising
tides,
climate
change
means
these
coastal
buildings
and
their
foundations
sit
in
water
longer
than
in
the
past,
and
it
jeopardizes
current
structures
further
we'd
love
to
continue
the
discussion
with
this
on
you.
Three
minutes
is
clearly
not
enough,
but
this
coming
week
will
be
an
online
meeting.
We
would
love
to
have
the
opportunity
to
comment
further.
Additionally,
thank
you
so
much
for
heading
to
tallahassee.
J
We
hope
that
you'll
consider
opposing
senate
bill,
280
hudson's
bill
on
local
ordinances,
as
well
as
the
accompany
built
on
local
government,
which
will
prevent
us
from
having
any
kind
of
home
rule
here
in
our
beautiful
city
and
on
our
barrier
island.
Thank
you
all
so
much
and
have
a
great
evening.
Thank
you
for
your
service
to
this
area.
A
Thank
you,
miss
davenge.
We
have
a
special
guest
this
evening,
our
next
announcement
from
amanda
napolitano
of
the
donna
foundation,
which
you
may
recognize
as
affiliated
with
the
donna
marathon.
But
it's
coming
right
up.
I
Good
evening
everybody
I'm
just
here
in
gratitude,
I
wanted
to
come
and
personally
thank
all
of
you
on
behalf
of
the
board
of
directors
of
the
donald
foundation
and
our
staff
for
supporting
us
as
we
return
to
celebrate
in
person
our
15th
anniversary
of
the
national
marathon
to
finish.
Breast
cancer
with.
I
I
A
Thank
you,
council.
Have
any
questions
for
amanda,
I
would
say
something
I
try
to
do
is
keep
an
eye
out
for
social
media
and
if
they
have
important
information,
especially
for
our
residents,
how
they'll
be
impacted,
if
you
can
share
it
onto
your
social
media
just
so
your
followers
and
things
can
see
that
and
stay
informed,
good
luck,
hopefully
great
weather
and
great
start.
E
A
So
much
thank
you
all
right.
Moving
on
to
our
regular
council
meeting
items
item
a
presentation
from
ashley
gaza.
E
Good
evening,
mary
council,
for
you
tonight,
you
have
the
monthly
financial
statements
for
the
month
of
december
you'll
notice.
There's
a
new
format
this
month
in
an
effort
to
make
them
a
little
bit
more
easy
to
read.
We
move
the
memo
item
into
each
exhibit
and
there's
always
some
available
for
any
questions
you
might
have.
A
B
K
New,
how
that
new
presentation
is
a
great
job
on
that.
The
only
thing
I
would
ask
is,
if
you
could
include
the
category
numbers
on
the
discussion
notes
on
the
bottom.
So
if
it
deals
with
just
one
category
or
more
categories,
just
add
the
numbers
in
there
makes
it
a
little
bit
easier
to
see
what's
impacting
different
figures.
K
E
C
C
B
A
Yes,
no
shin
carries.
Are
you
reporting.
A
So
we
did
just
get
through
our
kind
of
annual
interviews
and
appointments
of
board
members
and
sadly,
a
few
days
or
weeks
after
we
appoint
reappointed,
frank
reddington
to
the
board
of
adjustment.
He
passed
away.
So
that's
a
sad
loss
to
our
city
and
and
to
the
board
that
we're
going
to
work
on
moving
up
some
of
our
current
other
board
of
adjustment
members
and
then
appointing
a
new
member
to
take
the
vacant
place.
A
But
this
shows
why
it's
good
that
we
have
alternate
members
on
on
this
and
some
of
our
other
boards.
So
I
guess
we'll
just
go
ahead
and
make
the
first
two
we'll
go
with
the
first
mission.
F
B
B
A
F
B
A
Yeah
mayor
hoffman,
yes,
motion
carries
so
now
with
that
we'll
leave
the
vacant
spot
as
the
second
alternate
on
the
board
of
adjustment.
So
I'm
going
to
open
the
floor
for
nominations.
Each
person
can
nominate
the
candidate
of
their
choosing,
we'll
close
nominations
and
then
we'll
vote
by
giving
the
name
of
who
we
would
like
to
select.
Mr
jansen,
I
nominate
jennifer
williams
as.
K
The
second
alternate
miss
dumont.
I
dominate
mr
andrews
as
the
second
half.
H
I
was
gonna
nominate,
mr
andrews,
though
ms
dumont
covered
that
thank
you,
okay,
mr
nichols.
C
A
A
Would
be
so
awkward
we
are.
We
recently
had
our
review
of
the
city
manager
as
he
has
completed
his
third
year
of
employment.
It's
one
of
the
two
employees
of
the
city
council.
We
had
a
great
process,
whereas
we
had
feedback
from
the
department
heads
as
well
as
all
of
the
council
members
as
well
as
kind
of
self-evaluation
from
the
city
manager.
A
We
discussed
in
a
briefing
last
week
that
we
would
go
ahead
and
provide
the
three
percent
increase
for
his
salary
for
the
coming
the
coming
annual
year,
or,
I
guess
the
coming
employment
year
so
we'll
go
ahead
and
make
that
move
I'm
either.
We
approve
a
three
percent.
B
B
A
Motion
carries
mike
thank
you
for
your
continued
wonderful
service
to
your
city.
Thank
you.
Next
up
item
d
looks
like.
L
So
beginning
mayor
and
council
says
our
last
case
study
is
it
all
is
not
yeah,
sorry
so
good
evening.
So
since
our
last
case
study
was
done
a
little
over
two
years
ago,
a
lot
has
changed
in
the
labor
market
and
the
workforce
from
increasing
minimum
wage
to
a
lot
of
companies
now
increasing
their
starting
wages.
So,
in
order
to
remain
competitive,
the
city
put
out
rfp
for
a
pay
and
classification
study.
We
received
two
responses:
one
from
coding
associates
and
one
from
evergreen.
A
F
A
B
K
Motion
in
a
second,
mr
mom,
thank
you.
I
didn't
see
the
detailed
scarring
sheet,
so
I'm
not
sure
where
they
were
one
lag
behind
the
other
one,
but
evergreen
was
the
one
that
we
worked
with
most
recently.
So
do
you
think
that?
K
Because
I
didn't
see
the
that
scarring
sheet,
wouldn't
that
require
less
of
upwork
for
evergreen
versus
the
one
that
we
went
with
since
we
were
very
happy
with
their
deliverables.
It
was
two
years
ago,
one
year
ago,
so
like
they're,
most
in
tune
with
our
apartment
structure,.
L
H
Either
for
the
city
manager
or
for
the
hr
director,
could
you
explain
to
us
what
our
plans
are
for
going
forward?
As
far
as
you
know,
we
did
the
pay
classification
or
study
back
in
2019.
Do
we
have
plans
to
do
this?
Obviously
we're
doing
this
again.
Do
we
have
plans
in
the
future
to
do
this
on
a
fairly
regular
basis?
G
Golden
now
that
we
have
both
the
loyola
negotiation
as
well
as
fop
negotiation
on
the
same
cycle,
it
would
be
our
intention
to
do
and
do
an
evaluation
every
time
that
union
negotiations
come
up
for
renewal.
That
way,
we
can
make
sure
that
we
are
looking
at
all
of
our
covered
positions
and
making
sure
that
they
are
competitive
in
the
marketplace.
B
Question
does
this
study
does
it
include,
I
know
like
the
cola
cost
of
living
when
it
comes
to
the
base
structure,
or
is
this
something
separate
that.
G
B
E
L
Okay,
so
I'm
here
in
response
to
the
city's
continuing
efforts
to
make
sure
that
we're
adequate
staff
and
that
we
have
the
right
people
in
the
right
positions
in
order
to
meet
the
city's
strategic
priorities
and
objectives
back
in
december
6,
the
city
council
approved
changes
both
to
parks
and
recreation
and
also
to
human
resources
since
those
since
that
time,
those
changes
did
not
include
staffing
levels
and
the
number
of
authorized
positions.
So
since
then,
it's
become
necessary
for
both
those
departments
to
look
at
their
workload
in
comparison.
L
Ocean
rescue
being
a
division
of
parks
and
recreation
is
requesting
two
full-time
and
two-part-time
lieutenant
positions
in
order
to
cover
the
additional
sunday
and
holiday
hours
that
the
volunteer
lifesaving
corps
was
providing,
as
well
as
to
cover
recruitment
and
training
human
resources,
requesting
an
additional
position
to
help
ease
the
workload
of
our
payroll
and
benefit
lead,
in
addition
to
our
recruiter
and
we're
also
hoping
to
free
up
some
time
so
that
we
can
work
on
projects
like
adding
and
revising
benefits.
Introducing
new
programs,
along
with
all
the
other
programs
that
we
are.
We
have
upcoming.
F
F
K
A
second
miss
dumont.
Thank
you.
The
monthly
financials
noted
an
increase
in
the
expenditures
for
ocean
rescue,
because
the
need
for
city
staff
to
cover
the
weekends
and
holidays
the
hours
are
noted,
but
not
the
dollar
amount.
How
much
do
we
think
that
these
additional
employees
are
going
to
cost
in
the
ocean
house?
We
want
because
the
dollar
amount
was
listed
for
the
eight.
E
K
And
kind
of
related
to
that,
so
it
encompasses
this
as
well.
Then
it
links
back
to
the
case
study.
Are
we
prepared
to
increase
all
of
the
salaries
that
we're
going
to
have
to
increase
the
social
rescue,
as
well
as
with
hr,
to
to
be
able
to
control
for
inversion
and
compression?
K
K
Apparently
I
am
tonight
and
our
our
base
level
is
not
making
a
lot
so
we're
not
going
to
be
able
to
attract
or
retain
good
employees,
and
so,
if
we
increase
the
money
paid
that
pay
for
the
front
line,
it's
going
to
bring
them
closer
to
their
supervisors
and
the
people
up
there
and
that's
the
impression
and
then
inversion
is
when
you
hire
people
who
get
paid
more
than
the
people
who've
been
there
for
a
long
time.
So
are
we
planning
for
that?
K
Because
when
we
get
that
case
study,
I
think
it's
going
to
be
a.
K
An
eye-opener
across
the
board
we're
dealing
with
this
at
the
university.
All
organizations
are
dealing
with
this,
and
so
we
need
to
really.
I
don't
know
how
what
you're
doing
to
try
it.
E
B
K
F
Nichols,
oh
and
one
other
question
so
when
you're
doing
this,
when
you're
looking
at
the
hourly
rates,
if
there
are,
if
there's
a
value
to
the
benefits
that
they
receive
the
city
employees,
can
we
try
to
put
a
dollar
amount
of
the
value
of
the
benefits?
So
we
can
kind
of
try
to
compare
that
to
people
that
are
not
getting
benefits
outside
of
our
city.
G
One
of
the
things
we
always
try
to
take
a
look
at
when
we
look
at
our
competitiveness
across
markets
is
what
we
offer
in
terms
of
pay
and
then
also
from
a
comparative
benefit
perspective.
We
want
to
make
sure
we're
in
the
ballpark
when
we're
talking
government
to
government
some
of
the
issues
that
we're
having
as
an
organization,
isn't
so
much
government
to
government
as
much
as
this
government
to
private
sector.
G
Now
from
a
salary
perspective,
that's
that's
pretty
high
for
any
entry
level
position
at
bank
of
america,
but
those
are
specifically
the
types
of
positions
that
we're
competing
against
when
we're
looking
for
billing
clerks
in
utility,
billing
or
technicians
in
planning
and
development,
where
we
may
have
the
benefits.
G
M
K
A
C
B
Baron
evening
bear
and
council
the
item
before
you
for
consideration
is
the
pendulum
road
septic
sewer
project
that
we've
been
talking
about
for
years.
We
actually
have
that
out
through
a
bid
number
and
we
received
three
successful
bidders
and
we
chose
the
the
least
costly
bidder
for
that
project.
This
is
also
coming
on
the
combination,
of
course,
of
the
septic
to
sewer
grant
program
that
you
all
helped
approve
last
month.
B
B
The
dollar
figures
on
this
also
do
include
a
45
000
that
we're
getting
from
the
st
john's
river
water
management
as
grant
matching
funds,
and
then
this
project
is
also
funding
develop
eligible
which
helps
on
the
other
end
of
it.
As
far
as
painful
in
this
project
and
I'm
available
for
any
other
questions,
you
may
have.
F
I
remember
that
we
award
bid
number
21,
22-01
penman,
wrote
septic
tank
phase
out
to
mar
homes,
doing
business
as
mayor
construction
in
the
amount
of
287,
838
and
construction
administration
services
to
jones
edmonds
in
an
amount
of
24
468.
F
B
I'm
sorry
I
know.
Last
year
we
went
to
down
orlando
for
a
conference
for
the
puerto
rico
city
conference.
We
were
talking
to
other
municipalities
and
they
still
have
tons
of
property
acceptance,
and
we
only
have
what
five
or
six.
So
I
think
this
is
great
and
kind.
C
D
The
the
request
includes
a
15
contingency
and
a
first
year
maintenance
agreement
as
well.
I'm
here
for
any
questions
that
you
may
have.
I
also
have
defenders.
F
Know
that
we
approve
purchase
and
installation
of
proximity
card
access,
control,
readers
at
three
city
facilities
by
siemens,
industry,
inc,
utilizing
source,
well,
contract,
zero,
three
zero;
four,
two
one
dash
s.
I
e
in
the
amount
of
three
hundred
seven
thousand
seven
hundred
and
sixty
five
dollars.
Seven,
we.
K
Thank
you.
I
had
a
couple
questions
as
I
was
reading
through
what
the
proposal
was
and
what
they
cover
and
what
it
doesn't
cover.
How
are
we
with
the
security
of
our
virtual
server
system,
and
I
know
I
thought
I
thought
our
cio
would
be
here,
because
that's
I'm
looking
at
being
locked
out
or
locked
in
and
how
packable
it
is,
might
be
atlanta,
but
a
second
one.
Is
our
current
infrastructure
infrastructure
capable
or
able
to
support
this
system?
K
So
one
of
the
things
that
was
not
covered
that
they
wouldn't
be
covered
in
this
contract
would
be
fire,
alarms
and
workstations.
The
city
has
to
be
able
to
provide
that.
Are
they
at
a
level
that
they
would
be
able
to
integrate
well
with
this
system?
So
what.
D
We
end
my
answer
to
that
would
be
so.
It
has
been
brought
into
this
discussion.
They've
been
part
of
this
whole
entire
process,
and
we
made
sure
that
they
were
comfortable
and
felt
that
the
existing
infrastructure
was
capable
of
meeting
the
needs.
What
we
ended
up
doing
was.
We
went
with
siemens
only
because
they
have
the
camera
system,
they
do
have
our
fire
alarm
system
at
o
m
and
we're
looking
to
utilize
the
existing
infrastructure
and
the
the
platforms
to
it.
D
So
that
way
you
can
talk
to
each
other,
so
the
proximity
part
of
readers,
I
will
stand
if
I'm
not
mistaken,
it's
going
to
be
a
virtual
server
and
it
should
be.
You
know,
independent
of
all
those
other
systems,
but
we
do
have
the
capability
with
cameras
and
and
this
system
to
be
able
to
have
one
platform
where
we'll
be
able
to
go
ahead
and
see
all
the
systems
and
make
sure
that
they're
working
compared.
K
So
when
employees
in
the
city
log
in
to
a
workstation,
do
we
use
dual
authentication?
K
G
K
G
G
That's
that's
why
information
services
has
been
brought
in
to
make
sure
that
we're
comfortable
with
the
level
of
security
to
get
into
the
actual
system,
keeping
in
mind
that
the
dual
factor-
authentication
that
you're
referring
to
is
for
any
employee
logging
into
our
system.
It
doesn't
mean
that
for
human
resources,
who
will
be
administering
the
software
and
the
access
rights
may
not
have
to
go
through
a
dual
authentication
to
get
into
the
system
to
modify
those
rights
that
will
be
a
different
access
into
the
system.
G
One
of
the
things
we
had
up
front
was
a
big
project
management
discussion
as
to
how
this
project
would
work
and
while
facilities
will
be
responsible
for
the
hardware
that
is
purchased
and
installed,
and
information
services
will
be
making
sure
that
the
data
and
the
server
system
is
appropriate.
Human
resources
will
be
responsible
for
actually
managing
the
access
rights
on
everyone's
individual
badge
and
that
will
be
controlled
through
one
point
of
control
of
human
resources.
G
No,
it's
not
this
is.
This
is
a
project
that
we've
had
on
the
back
burner
for
about
24
months.
We
started
investigating
this
as
an
alternative
when
there
were
issues
that
happened
at
a
governmental
facility
in
virginia,
I
believe,
a
couple
of
years
ago,
we
started
looking
at
this
system
understanding
that,
right
now
we
have
basically
manual
controls
at
all
of
our
doors.
K
I
would
be
comfortable
with
moving
this
to
the
next
meeting
when
the
cio
could
address
a
lot
of
the
questions
that
I
had.
I'm
sure
you
did.
You
did
a
great
job
that
just
had
a
little
bit
more
comfort
with
I
t
are
you.
B
A
B
D
A
So
other
comments
on
the
motion
to
postpone
the
madam
clerk
roll
call.
If
you
vote
yes,
you're
supporting
postponement
to
february
7th,
if
you're,
if
you
vote
no
you're
supporting
me
vote
on
this
issue
tonight,.
H
D
So
the
idea
for
you
is
we're
looking
to
accelerate
repairs
at
three
facilities
that
were
not
part
of
cip
pride.
They
came,
you
know
as
we
go
through
the
process
of
changing
our
hcac
units.
We
always
end
up
uncovering
some
units
that
were
either
in
more
need
of
repair
or
that
were
on
the
cost
of
needing
some
tlc.
Let's
just
say
so.
F
And
question
I
mean
that
we
approve
additional
funding
to
accelerate
the
hvac
repairs
at
three
city
facilities
and
for
a
budget.
Stroke
fall
for
the
current
fiscal
year
for
hvac
projects.
According
to
pricing,
provided
under
trains,
gsa
federal
supply
schedule,
contract,
seven
gs-07f
dash
zero,
two
four
eight
k
for
sixty
six
thousand
three
hundred
and
forty
dollars.
F
G
And
something
I
can
discuss
with
our
cfo
is
to
see
if
that
portion
could
be
covered
under
our
office.
I.
B
B
M
Good
evening
mayor
council,
heather,
ireland,
planning
and
development
director,
so
resolution
2098-2022
can't
reach
that
view.
During
the
21
legislative
session,
the
florida
legislature
adopted
house
bill
59,
which.
M
M
M
Would
be
is
a
tentative
approval
of
this
new
element
to
the
comp
plan
that
we
will
transmit
to
the
state
of
florida
for
their
review.
They
take
about
45
days
to
get
any
comments
back
to
us
and
then
I'll
come
back
in
front
of
you
guys
with
an
ordinance
to
adopt
it
officially
into
the
confidence.
So
have
one
more
reading
of
this.
C
A
please
of
the
city
of
jacksonville
beach,
florida
tentatively
approving
amendments
to
the
jacksonville
beach
2030
comprehensive
plan
for
the
purpose
of
adopting
a
new
property
rights
element
of
the
comprehensive
plan
to
meet
the
requirements
of
section
163-3177,
subsection,
6,
40
statutes
authorizing
transmittal
upset,
amended
elements
to
the
florida
department
of
economic
opportunity
providing
for
adoption
of
recitals
repeal
of
prior
inconsistent
resolutions
and
council
decisions.
Severability
and
an
effective
date.
F
C
C
C
M
Resolution
2100
2022
is
an
amendment
to
our
fee
schedule
for
planning
and
development.
We
are
just
proposing
to
make
two
changes:
the
the
one
that
was
the
catalyst
for
this
is
to
add
a
fee
for
development
agreements.
We
allow
them
in
our
code,
although
we
have
never
done
one.
So
there
was
no
fee
established
for
an
application.
B
I
E
I
M
C
F
F
M
It
would
from
staff's
perspective,
this
type
of
application
is
very
similar
in
nature
to
a
zoning
change
or
a
comprehensive
plan
amendment
as
far
as
the
staff
time
that
it
takes
to
actually
review
and
process
the
application.
I
did
some
research
and
found
the
price
all
all
over.
The
map.
Jacksonville
is
somewhere
around
800
and
monroe
county
was
like
13
000.,
so
you
know
I
was
trying
to
be
consistent
with
our
current
fee
schedule.
M
We
are
going
to
look
at
our
entire
fee
schedule
coming
up
soon,
hopefully
in
the
next
few
months,
so
I
think
there'll
be
an
opportunity
to
look
at
all
of
our
fees
a
little
bit
more
to
make
sure
that
overcharging
is.
You
know,
consistent
with
other
municipalities
in
the
state
and
actual
time
that
it
takes
to
process
those
things.
A
G
C
F
C
A
H
B
B
F
I
knew
that
we
defer
the
second
reading
of
ordinance
number
2021-8168
for
outdoor
seating
amendments
to
february
7
2022
to
meet
the
statutory
requirements
for
publication
of
the
notice.
Second,.
A
Everybody
should
have
seen
the
memo
behind
this
any
questions
or
comments
from
council,
seeing

You
may
recall,
when
we
did
the
charter
review,
that
there
were
sections
within
the
charter
related
to
vehicles
for
hire,
and
it
was
deemed
that
those
sections
of
the
charter
were
obsolete.
They've
been
basically
superseded
by
state
statute
and
changes
that
have
taken
place
across
the
country,
not
not
just
in
the
state
of
florida.
