B
September
19th,
regular
Jacksonville,
Beach
city
council.
A
Meeting
we
will
have
an
invocation
followed
by
this
Loop
to
the
flag
led
by
Mr
Danson.
A
C
C
D
A
Second,
we
have
a
motion
and
a
second
English
question
seen
that
all
in
favor
signify
by
saying
I
motion
carries
Council
announcements,
Mr
Lee,
surprise.
E
Several
things
last
Thursday.
Thank
you
mayor
for
giving
me
the
opportunity
to
attend
the
Pablo
Towers
annual
meeting.
For
those
who
don't
know.
Pablo
Towers
is
starting
their
50th
year
in
our
community.
So
that's
actually
it
and
it
was.
It
was
wonderful
to
be
there
and
interact
with
some
of
the
residents
of
Pablo
Towers.
E
Also
I
learned
something
like
and
I
was
Mike
was
there
as
well.
We
learned
something
that
the
Pablo's
house
is
very
proud
of
the
chef
that
they
have
and
the
breakfast
and
lunches
are
open
to
the
public
at
Pablo
towers,
and
you
can
get
a
three
dollar
breakfast
and
you
can
get
a
five
dollar
lunch,
and
the
food
I
have
to
say
was
very
good,
so
remember
to
check
it.
E
Were
they
were
like
come
on?
Please
they
they
want
people
to
come
and
enjoy
the
food
that
they
have
there
so
anyway
also
wanted
to
mention
that
on
Friday
I
participated
in
the
municipal
Administration
policy
committee
meeting
with
the
Florida
League
of
cities
in
Orlando
and
the
city
manager
was
there
with
me
as
well
and
for
the
residents
that
were
here
in
our
last
council
meeting,
who
are
concerned
about
what's
going
on
with
vacation.
Rentals
just
wanted
to
give
an
update
that
that
is
an
issue.
E
That's
very
important
to
the
municipal
Administration
policy
committee
and
one
of
the
things
that
we
discussed
extensively
was
trying
to
get
some
get
some
movement
in
the
legislature
this
year.
With
regard
to
giving
municipalities
and
dbpr
the
ability
to
shut
down
problem
vacation
rentals
in
your
community
until
they
can
come
into
compliance,
which
is
something
we
can't
do
right
now,
because
the
state
has
preempted
what
we
can
do,
they
we
can't
shut
them
down.
So
just
wanted
to
to
let
any
residents
who
have
concerns
about
vacation.
E
E
That
Friday
September
23rd
at
9,
00
PM,
we
have
our
Moonlight
movie,
which
is
the
original
Back
to
the
Future,
which
should
be
really
good,
so
I
hope
people
will
come
out
for
that
and
then
for
anyone.
We
had
a
lot
of
people,
who've
been
very
interested
in
the
Adventure
Landing
project
and
just
want
to
let
let
everyone
know
that
the
Adventure
Landing
application
will
be
coming
before
the
Planning
Commission
on
Monday,
the
26th
at
7
pm
and
the
the
packet
has
been
posted.
E
D
I
just
want
to
point
out
that
fin
Fest
this
past
weekend
was
an
outstanding
event
and
I
just
wanted
to
congratulate
them
for
doing
such
a
wonderful
job
and
when
you're
getting
affected
by
the
weather
just
a
little
bit.
But
the
persevered
in
the
most
outstanding
event
and
then
also
our
chief
of
police
had
a
birthday
last
week
and
he
walked
out.
So.
C
I'm
just
going
to
piggy
background
councilmember
Golden's
response
to
the
Florida
Florida
Legal
cities,
I
attended
my
first
land
use
and
economic
development
committee
meeting,
and
my
takeaway
was
that
here
in
Jax
Beach.
We
don't
have
one
fifth
of
problems
that
have
across
the
state
and
most
of
the
topics
that
they
covered
there.
There
are
not
even
a
factor
for
us
in
fact:
fees,
Mobility
fees
and
things
like
that.
So
my
takeaway
was
there's
a
lot
to
learn,
but
not
a
lot
of
it
was
a
victim.
This
is
a
city.
A
Most
of
us
that
sat
with
Lake
City
at
breakfast
at
the
biggest
City's
tennis
I,
said
that
as
well.
I
also
attended
finfast
both
days
and
it
was
a
wonderful
event.
It
was
really
really
well
done
and
there
was
a
little
bit
of
rain,
but
it
didn't
dampen
it
damped
into
all
everything,
but
it's
been
dimmed
into
fun
and
the
great
music
and
the
educational
booth
and
all
that
good
stuff
that
they
had
out.
A
There
also
I
forgot
to
mention
this
last
time
that
the
newest
restaurant
in
Jacksonville
Beach,
the
refinery,
is
now
open,
opened
over
Labor
Day
weekend,
and
that
is
the
location
formerly
known
as
sea
Chasers,
so
check
it
out.
I
think
it
seems
to
be
getting
some
good
reviews
for
people
who
have
taken.
A
Thank
you,
Miss
Golding,
for
attending
the
Pueblo
Towers
event.
I
was
at
the
an
opioid
overdose
awareness
event
down
at
The
Vineyard
Church
in
Atlantic
Beach.
That
was
hosted
by
the
three
mayor
of
the
three
beaches
Mayors,
as
well
as
councilman
Ron,
Salem
and
project
of
opioid
through
the
Chamber
of
Commerce.
So
it
was
a
really
good
event.
This
is
a
big
problem
that
is
affecting
every
Community.
A
It's
not
happening
in
other
cities,
it's
happening
in
our
cities
and
the
heat
map
and
showing
the
responses
of
jfrd
to
overdose
calls
it's
in
your
neighborhood,
too,
and
I
think
that
was.
It
was
just
a
really
eye-opening
event
and
I
encourage
you
guys
all
to
look
into
this
issue
as
we
try
to
respond
to
it.
E
A
Then
also
just
a
reminder
to
my
colleagues
that
we
have
an
opportunity
to
be
part
of
the
Jacksonville
Police
Department
recruitment,
video
7
A.M
tomorrow
morning,
we're
gonna
all
be
looking
our
best
I
think
here
so
City
Hall,
not
exactly
in
in
council
chambers.
Okay,
so
we'll
see
you
guys
all
here
bright
and
early
and
we
hopefully
this
will
be
a
pretty
short
meeting
so
we'll
be
able
to
go
home
and
go
straight
to
that
any
other
announcements.
A
Okay
moving
on,
we
do
not
have
any
I'm.
Sorry.
F
Oh
okay,
matters,
I
went
Saturday
and
I
was
starting
to
enjoy
it
and
got
rained
on
someone
back
home,
but
also
in
the
opiate
opio
opiates
or
opioid.
F
You
know
just
I'm
having
a
yes
I,
think
that's
a
great
event
and
I,
and
because
of
that
I
know
our
Police
Department
survey,
search
warrant
on
Friday,
I
believe
and
They
confiscated,
a
lot
of
gods
and
a
lot
of
illegal
drugs
right
across
the
street
from
elementary
school
I
just
want
to
say
kudos
to
them
and
shame
on
the
people
that
were
shaming
our
Police
Department,
because
they
were
doing
a
good
job.
F
A
You
Mr
Mesa
I,
do
not
have
any
speaker
cards
and
then
you
come
in
with
her
no
okay.
We
have
one
announcement
from
the
city
attorney.
G
Yes,
ma'am
I'm
asking
for
a
shade
meeting
pursuit
to
subparagraph
eight
of
section
286.011
of
the
Florida
Statutes.
The
purpose
of
the
meeting
is
to
discuss
an
offer
of
settlement
that
the
city
received
from
SLG
Partnerships
and
that's
irrelevant
related
to
the
billboard
litigation.
That's
been
growing
for
about
three
years
now.
G
You
would
ask
if
the
council
is
inclined
to
Grant
this
request
that
you
schedule
the
shade
meeting
for
October
17..
The
reason
for
that
request
is
that
we've
been
represented
by
outside
counsel,
Mr
deals
Scott
throughout
this
litigation
and
that's
the
day
he's
available
to
be
available
to
help
us
evaluate
the
offer.
G
H
A
A
A
And
I
wanted
to
recognize.
Councilman
elect,
Phil
horn
came
in
just
a
minute
ago.
He's
the
one
that's
here,
that's
not
so
I'm
just
kidding.
We
have
a
couple
non-staff
numbers
here,
but
so
thank
you
for
being
here,
Mr
horn.
We
look
forward
to
bringing
you
up
here
in
November.
G
E
H
So
this
item
before
council
is
the
to
award
the
RFQ
for
architectural
services
for
the
phased
remodeling
of
Four
City
facilities.
Back
in
2021,
we
did
a
space
needs
assessment
at
City,
Hall
operations
and
maintenance,
the
heater
shop
and
the
police
building,
and
the
conclusion
of
that
assessment
is
that
the
Consultants
found
that
we
had
opportunities
within
our
existing
facilities
to
do
some
remodeling.
That
would
help
meet
the
evolving
needs
of
the
department.
H
So
what
we're
seeking
to
do
here
is
to
have
Council,
approve
the
award
of
the
RFQ
and
authorized
staff
to
negotiate
a
stroke
and
fee
for
the
project
and
Our
intention
here
is
to
get
some
design
drawings
and
some
Engineers
estimates
for
the
project
and
then
kind
of
reevaluate
and
see
how
the
construction
would
work
with
our
kind
of
financial
resources
available.
H
You
I
know
it
was
done
in
2021
like
have
we
also
taken
into
consideration
new
or
modalities
of
the
future
Workforce.
So
Our
intention,
when
this
is
awarded,
is
to
meet
with
the
architect
and
kind
of
update
the
kind
of
the
conclusions
of
the
species,
assessment
and
kind
of
bring
in
some
considerations
that
we've
learned
throughout
the
pandemic
about
perhaps
some
changing
ways
that
folks,
okay,
thank.
B
D
A
Mayor
Hoffman,
yes,
motion
carries
next
items.
A
I
Good
evening,
at
the
CRA
meeting
on
August,
the
22nd,
the
CRA
approved
76
000
47.76
of
the
downtown
Tiff
fund
for
these
bicycle
racks.
These
will
be
the
artistic
and
the
plane
racks
for
the
downtown.
We
have
a
total
in
this
initial
phase
of
I,
think
about
45
bike
racks
going
in
and
that's
individual
racks,
not
spaces.
Some
of
the
bike
racks
hold
up
to
eight
to
ten
bikes.
I
This
is
phase
one
of
the
downtown
site
Furnishing
plan
when
we
put
the
overall
site
Furnishing
plan
out
to
bid
several
months
back,
we've
received
zero
bids,
so
the
planning
department,
as
well
as
the
parks
department,
has
worked
to
phase
the
site.
Ferguson
plans
out,
and
this
is
going
to
be
phase
one.
The
Ballers
and
trash
cans
will
be
coming
as
phase
two,
but
we
are
seeking
approval
of
the
budget
modification
for
the
purchase
and
installed
by
civil
rights.
A
You
and
a
motion
I.
D
E
F
H
A
The
Fix-It
States
love
that
and
by
the
way,
if
you
were
downtown
for
fin
Fest
I
know
you
can't
build
a
church
for
Easter,
but
there
were
bikes
everywhere,
a
chained
to
anything
that
was
holding
still,
so
these
will
be
put
to
very
good
use,
but
something
happened
to
the
Fix-It
station
or
to
The
Bike
Rack,
who
responsible
for
repairing
or
replacing
them.
This
gentleman
behind
me
no.
I
Parks
department
joined
this
project
with
us
because
they,
as
we
like
to
say
they
handle
the
pretty
things
for
us
and
they
like
to
keep
everything
nice
and
pretty
so
they
will
work
with
us
as
well
as
the
contractors
at
Bliss
products
to
if
it's
just
something
chipped.
These
are
going
to
be
powder
coated,
so
it
would
be
as
simple
as
we
just
have
to
do
the
powder
coating
again.
The
powder
coating
is
going
to
hold
up
better
than
paint.
I
If
something
that's
damaged,
Beyond
repair,
then
we
would
obviously
have
to
look
at
reordering
another
bike
rack.
The
good
thing
is
the
artistic
racks
we
chose,
even
though
they
are
technically
artistic.
They
are
not
custom.
So
these
are
relatively
easy
to
get
like
this.
Once
we
get
the
funding
approved
they're,
giving
us
about
an
eight
week
turnaround
time,
that's
great.
A
To
see
us
coming,
Mr
Mesa
just.
F
I
So
we
have
I
met
with
Communications
manager
and
what
we
would
like
to
do
is
not
just
with
these,
but
the
site.
Furnishings
in
the
downtown
as
a
whole
is
creating
an
interactive
map
that
will
go
on
the
website,
and
then
we
have
a
QR
code
that
links
you
to
the
website
section
to
wherever
you're,
downtown
and
you're.
I
B
I
Okay
staff,
the
scoring
committee
was
made
up
of
staff
for
Layton
Plaza.
We
met
on
August
the
22nd
to
review
all
of
the
submittals
for
Lakeland
Plaza
staff
unanimously
agreed
that
happen.
Associates
was
the
number
one
candidate
for
the
project
Latham.
They
will
be
doing
the
final
design,
schematic
drawings
through
construction
documents
and
assistant
with
constructive
construction.
Administration
and
I
am
here
to
answer
any
questions
you
may
have
about
this
project.
I
think
you
guys
received
a
big
book
now.
So
thank.
D
H
Yeah
no
idea
to
everyone
for
office,
but
that
aside,
the
I
am
very
happy
to
see
that
we
are
using
people
who
know
the
beach
and
the
artist
is
a
colleague
of
mine
and
I'm.
Looking
forward
to
what
comes
out
of
yes.
What
eventually.
I
E
H
A
And
I
wanted
to
Echo
Misty
mont's
comments
that
the.
D
A
This
are
both
Jacksonville
Beach
resident
and
are
both
very
talented
in
their
field
and
I.
Guess:
that's,
maybe
that's
why
one
of
them
isn't
on
our
public
art
committee,
because
she
was
happening,
it'll
be
easier,
checked
out.
This
is
all
starting
to
come
together
and
also
the
list
of
projects
that
are.
A
I'm,
familiar
with
and
they're
really
really
quality
projects,
so
I'm
excited
that
we're
getting
this
level
of
company
coming
in
to
help
us
better
use
this
utilize,
the
space
and
looking
forward
to
seeing
this
project
move
forward
any
other
questions
or
comments
from
Council,
not
a
clerk
roll
call.
