A
C
Well,
let's
pray,
gracious,
heavenly
father.
We
thank
you
for
your
grace,
your
love
that
abounds
lord.
We
just
ask
you
to
spread
your
grace
upon
those
that
are
suffering
and
going
through
hard
times
right
now
and
that
they
can
look
up
to
you
for
good
health
and
lord.
We
just
ask
you
that
you
put
your
hand
on
those
suffering
across
the
ocean
and
fighting
in
the
war.
Lord,
we
just
thank
you
for
your
son
jesus
christ.
In
his
name,
you
pray,
amen,
amen,.
A
Sorry,
you
distracted
me
with
a
blinking
light.
Moving
on
to.
B
I
jumped
again
just
one
quick
announcement
that
urban
trails
master
plan
meeting
number
six.
Is
this
wednesday
night
march?
23Rd
6
p.m!
It's
a
virtual
meeting
and
it
is
an
evening
meeting
because
in
the
last
meeting
there
was
some
discussion
about
people's
availability
to
participate
in
the
meetings
when
they
were
held
during
the
day.
So
I
hope
that
anyone
who
is
watching
tonight
will
plan
to
join
the
meeting
on
wednesday
at
6
pm.
Thank
you.
E
E
This
is
going
to
be
the
next
major
infrastructure
upgrade
in
the
city's
downtown
the
areas
if
we
have
any
residents
that
are
in
the
area
of
fourth
ave
south
all
the
way
down
to
sixteenth
ave
south
and
from
a1a
to
the
beach,
that's
roughly
the
area
that
will
be
affected,
and
everyone
in
that
area
is
more
than
welcome
to
come
out
and
see
what
the
proposed
project
is
going
to
look
like.
F
Yes,
just
a
common
concern:
I've
never
brought
this
up
before
and
actually
wish.
We
had
guests
here,
I
know
and
it's
about
the
rental
prices
I
saw.
I
was
being
so
for
every
million
dollars
just
across
third
street.
I'm
just
mind
blown-
and
I
did
not
know.
60
minutes
did
a
special
on
this
yesterday
and
some
of
the
things
that
were
said
that
were
very
disturbing.
F
For
me,
at
least,
I
know
we
wanted
to
protect
jacksonville
each
night
to
reach
atlantic
beach,
but
a
lot
of
investors
from
up
north
coming
down
here,
buying
houses
and
collecting
them
selling
them
three
hundred
thousand
dollars
more
or
renting
and
hiking
the
price
up
to
thirty
forty
percent.
I
don't
know
if
we
as
a
body
can
do
something
about
this.
F
If
not,
I
understand,
but
this
is
just
something
that
is
very
concerning
and
I
in
20
30
years
I
don't
know
if
we're
going
to
be
able
to
keep
this
beat
small
and
prevent
it
from
becoming
miami
beach,
where
nobody
can
afford
anything.
And
then,
if
you
look
at
la
in
new
york
city,
there's
tents
rvs
across
the
street
and
these
people
are
working,
they
were
able
to
afford
some
of
these
places
and
they
can't
anymore.
F
I
really
don't
want
jacksonville
or
the
beaches
to
turn
out
this
way.
Hopefully
we
can
do
something
about
it,
but
it's
just
a
food
for
thought
and
before
I
finish,
the
guy
that
was
interviewed
yesterday
was
the
ceo
of
a
company
based
in
toronto,
and
he
said
that
the
american
dream
can
be
rented
now
for
many
americans
across
this
country.
The
american
dream
is
owning
their
own
home
and
what
the
price
is
going
up
this
much
and
running.
F
A
G
Good
afternoon,
mayor
council,
before
you
have
the
monthly
financial
reports
for
february,
as
required
by
charter
and
I'm
available
to
answer
any
questions
you
all
may
have.
D
G
So
before
you
tonight,
you
have
the
rfp
for
audit
services.
The
auditor
select
committee
that
was
established
by
council,
consisting
of
two
council
members
and
the
citizen
of
the
public,
met
to
develop
technical
specifications
in
issue
and
rfp.
On
behalf
of
the
city
we
issued
to
11
vendors
plus
advertising
it
publicly
and
we
have
five
responses.
G
The
committee
met
to
rank
the
respondents
and
selected
purpose
grain
company,
which
is
our
current
auditor,
but
to
give
kind
of
a
fresh
perspective.
The
audit
committee
is
recommending
a
chain
in
the
audit
partner
who
leads
the
audit,
so
this
would
cover
both
the
city
and
the
cra
audits
and
it's
for
a
period
of
one
year
with
four
one
year.
Extensions.
C
Yeah
just
a
quick
comment.
I
just
want
to
thank
ashley
for
for
your
help
and
guiding
us
through
this
process.
I
was,
I
was
very
new
to
it
and
I
learned
a
lot
through
it
and
the
knowledge
I
gained
is
going
to
help
me
in
the
future
with
the
city
as
well.
So
thank
you
for
all
your
help.
You
did
a
great
job.
Thank
you.
A
I
Your
steps
yep
just
wanted
to
thank
ashley
as
well.
I
learned
a
lot
about
auditing
a
lot
of
things
I
didn't
know
probably
more
than
I
wanted
to
know,
but
it
was
a
great
experience,
councilmember
jansen
for
leading
the
group
and
also
wanted
to
thank
mr
roberts
for
coming
and
serving
on
that.
She
dedicated
a
lot
of
her
free
time
to
come
in
and
help
the
city,
and
I
really
appreciate
that
and
then
also
louis
flores,
for
helping
us
in
the
rfp
process,
which
we
haven't
done
before
so
great
experience
all
around.
I
I'm
glad
that
councilmember
jameson
and
I
served
on
it
and
that
we
got
a
auditor
selected
so
far
at
least.
G
No
sir,
we
were
very
satisfied
with
the
audit
services
and
I
think
you
know
just
to
kind
of
rotate
around.
It's
not
a
bad
idea.
Okay,
great
thank.
D
B
A
Yes
did
I
thank
you
guys
for
stepping
up
and
good
job
keeping
trish
in
the
call.
She's
always
been
a
valuable
resource
to
us.
Anybody
else
battle
clip
call
councilmember.
H
J
H
In
ordinance
by
the
city
of
jacksonville
beach,
florida
amending
ordinance
number
2020-8157,
which
imposed
a
temporary
moratorium
on
the
commercial
rental
and
lease
and
use
of
rented
and
lease
electrical
personal,
assisted
mobility
devices,
micro
mobility
devices
and
motorized
scooters.
Continuing
the
basis
for
the
emergency
moratorium
and
extending
the
moratorium
16
months
from
the
original
effective
date.
A
A
I
Just
thanks
to
the
council
for
the
lengthy
discussion
on
it
during
our
briefing
and
ms
robinson
for
working
on
the
project
for
us,
and
hopefully
we
can
get
it
resolved
this
year.
I
I'm
not
a
big
fan
of
moratoriums,
just
wish
that
you
know
at
some
point
whether
for
micro
mobility
devices
or
against
them
that
we
can
get
it
off
the
books
in
ces
just
having
a
open
moratorium
that
comes
back
before
so
I
think
now
for
the
third
time
so
just
like
to
get
the
matter
closed
sooner
rather
than
later.
Thanks.
H
A
K
Happy
too
good
evening,
mayor
and
council
I'll
just
refresh
your
memory,
since
I've
been
up
here
before
that
to
talk
to
you
about
this
during
last
last
year's
legislative
session,
they
approved
house
bill
59,
which
was
signed
into
law
by
the
governor
in
2021,
that
required
all
municipalities
to
adopt
a
property
rights
element
into
their
comprehensive
plan.
Basically,
what
this
does
is
just
kind
of
add
to
the
protections
already
available
under
bert
harris
act
and
some
other
state
laws
so
ordinance.
2022
8175
is
the
formal
adoption
of
the
proposed
amendments.
