A
A
B
Gracious
heavenly
father,
we
just
thank
you
for
your
blessings,
each
and
every
day,
lord.
We
just
ask
you
to
reach
your
hand
out
to
those
that
are
suffering
and
having
dependency
issues
and
issues
in
their
life
that
need
your
love
or
we
just
ask
you
to
look
over
our
first
responders
in
our
military
as
they
protect
our
freedoms.
For
it's
into
your
sons.
Jesus
saying
we
pray,
amen,
amen,.
B
E
Thank
you
mayor
today
is
for
those
who
may
not
know
that
and
just
want
to
thank
the
board
from
the
rhoda
and
martin
cultural
heritage
center
who
put
on
a
juneteenth
march
and
celebration
road
at
cultural
therapy
center,
and
it
was
a
great
event
and
let's
see
I
also
want
to
mention,
because
we're
not
going
to
have
another
council
meeting
until
later
in
july
that
on
july
11th
we
will
have
a
heightened
open
house
on
monday
july
11th
at
5
30.
E
It
will
be
here
in
the
council
chambers
to
discuss
increasing
the
height
limit
in
the
central
business
district,
and
so
I
encourage
anyone
who
is
interested
in
that
subject
to
plan
to
be
here
also
not
to
mention
july
13th,
which
is
a
wednesday
at
7.
E
00
pm
beaches
watch
will
host
the
annual
police
panel
and
our
own
chief
smith
will
be
there,
along
with
the
atlantic,
beach
chief
and
the
neptunians
chief
talking
about
july,
4th
that
happened
in
over
july
4th,
as
well
as
just
public
safety
in
our
beaches,
communities
and
it's
always
a
very,
very
good
meeting.
That's
at
again
at
7
o'clock
at
the
beaches
branch
library.
E
On
july
13th,
and
also
want
to
thank
matt
sealey
and
our
futures
energy
service
director
alan
putnam,
they
were
on
channel
4
recently
talking
about
the
new
lighting
that
is
going
to
be
installed
and
I'm
sure
our
btc
patrol
members
are
hopefully
excited
about
that
lighting
as
well.
A
Thank
you.
You
guys
got
to
a
couple
of
mine,
but
echo
ms
golding's
comments
about
the
road
at
all
marketing
centers
celebration.
It
was
a
great
morning
and
I
appreciate
them
doing
that
and
as
well
for
attending.
A
Our
colleagues
and
bill
horn,
who
I
agree,
I
think,
will
serve
our
city
well
and
then.
The
final
item
is
that
we
recently
passed
a
resolution
that
puts
guidelines
and
restrictions
on
remote
participation
in
council
meetings.
F
A
Me
to
put
on
record
that
a
request
has
been
made,
and
just
so
just
for
that
purpose,
mr
jansen
requested
to
participate
remotely
in
tonight's
meeting.
I
reviewed
the
request
and
determined
that
it
did
not
rise
to
an
emergency
or
unforeseeable
event,
which
is
the
standard
to
which
I'm
held.
Mr
jansen
had
the
opportunity
to
bring
the
request
his
request
to
council,
whose
standard
would
be
good
cause
shown.
So
it's
a
slightly
different
standard.
A
This
process,
for
the
first
time,
it's
something
that
was
important.
A
And
and-
and
it
was
good
to
kind
of
run
through
the
exercise-
the
first
time,
I'm
glad
to
see
the
introduction
here
on
videos
with
us,
any
other
announcements
from
council.
A
Okay,
fun
stuff:
you
can
see
we
have
some
teal
blue
decked
folks
here.
H
A
Audience-
and
they
are
here
for
a
each's
sea
turtle,
patrol
resolutions.
B
I'm
gonna
read
that
in
a
minute
I
wanted
to.
A
Because
she's
here
with
us
jan
hansen,
who
is
the
wife
of
the
late
mort
hanson,
who
founded
the
beaches
sea
turtle
patrol
over
30
years
ago,
he
passed
away
on
july
4th
2019.
So
it
was
a
big
loss
for
our
community,
but
I
know
that
she
and
all
of
us
can
see
what
a
legacy
he's
left
and
all
the
volunteers
here
and
the
vultures
that
are
out
there
every
morning,
looking
for
falls
and
sea
turtleness
and
doing
that
work
for
our
community.
So
thank
you
and
thank
him
for
starting
this
organization.
A
There
is
a
it's
30
years,
plus
one
we
didn't
get
a
chance
to
celebrate
the
anniversary
last
year,
but
they
are
going
to
be
having
a
party
at
flyers
tomorrow
and
there's
information
and
ticket
information
on
facebook.
So
encourage
you
to
take
a
look
at
that.
If
you'd
like
to
participate
in
supporting
the
hsc
turtle
patrol
and.
B
A

A
A
1991
and
is
recognized
as
a
public
charity
and
whereas
florida
fish
and
wildlife
conservation,
commission,
marine
turtle
program
issued
beaches,
sea
turtle
patrol
a
permit
to
perform
foot
patrols,
conduct
nesting
surveys
and
protect
marine
sea
turtles
and
whereas
beaches
sea
turtle
patrol
is
all
volunteer
and
all
donations
go
directly
to
sea
turtle
conversation
and
whereas
beach's
sea
turtle
patrol
keeps
the
sea
turtle
population
from
experiencing
a
downward
trend.
That
could
be
irreversible.
B
C
A
A
A
And
whereas
over
three
decades
of
training
and
outreach
programs,
beaches,

thousands
of
people
about
sea,
turtle's

and

and
whereas

numerous

Most

Monthly
financial
reports
represents.
I
Thank
you
actually,
as
always.
Thank
you.
The
layout
is
very
easily
understood
in
our
questions.
So
this
way,
when
don't
start
sitting
here,
he
should
be
easily
introduced
to
city
finances.
Thank
you.
F
D
E
Miss
ireland
good
evening,
mayor
and
council,
this
first
final
flight
on
their
agenda
is
for
campbell
cove
town
homes.
They
are
located
on
gordon
avenue
on
the
east
side
just
directly
across
the
city's
water
tower.
It
is
a
property
that
is
currently
under
construction.
Four
unit
townhouse
project
received
a
concept
plan
for
applied
approval
by
the
planning.
Commission
and
development
plan
approval
this
past
year.
Each
of
four
townhouse
slots
exceed
the
minimum
size
standards
and
subdividing.
It
is
required
to
sell
each
lot.
A
D
E
Thank
you.
The
second
final
flat
is
located
on
2nd
street
south
directly
behind
the
bank
that
currently
exists
between
13th
and
14th
avenue.
South
previous
use
was
a
parking
lot
for
the
bank.
It
was
excess
parking
that
they
no
longer
needed.
The
project
received
conditional
use,
approval
and
concept
cloud
approval
from
the
planning
commission,
as
well
as
site
plan
approval
and
is
currently
under
construction.
A
B
B
B
Secrets
of
that
trade
process
lower
for
the
by
new
rules
in
the
amount
of
thirty
eight
thousand
seven
hundred
forty
dollars
any
questions.
Can
you
just
state
your
name
independently,
yeah.
C
C
A
resolution
of
the
city
of
jacksonville
beach,
florida,
a
lending
resolution,
number
1932-214,
the
energy
efficiency
and
customer
incentive
rebate
program
providing
for
adoption
and
recycles
repeal
of
prior
inconsistent
resolutions
and
council
decisions,
separability
and
an
effective
date.
Thank
you.
G
Council
is
being
asked
to
consider
an
update
to
our
energy
efficiency
and
customer
incentive
rebate
program.
The
goal
of
this
program
is
to
provide
energy
efficiency
to
lower
our
customer
bills
and
to
help
protect
the
environment
staff,
conducted
a
thorough
review
of
the
industry
standards
and
comparable
utility
programs
and
is
proposing
the
following
updates.
G
G
Our
conservation,
team,
ricardo
and
travis
are
here.
If
you
have
any
specific
questions,
and
I
would
like
to
note
that
rick
ramado
was
instrumental
in
developing
our
very
first
program
back
in
2009,
and
this
will
be
the
last
update
that
he
oversees
when
he
retires
next
month.
So
I'd
like
just
to
know,
he's
been
dedicated
to
educating
our
customers
about
conservation
and
helping
them
find
ways
to
save
money
for
the
last
13
years
and
we're
very
grateful
for
his
service.
D
B
A
I
I
B
Yeah,
thank
you.
Travis
parker,
conservative,
specialist.
J
So
we
do
it
so
we're
gonna
wait.
We
do
e-blast
directly
to
our
customers.
K
K
B
J
Yeah
I'm
thank
you
for
asking
that
question
because
I'm
sad
to
say
that
I
didn't
realize
it,
and
maybe
I
just
missed
it,
but
the
question
that
I
had
was:
why
does
it
only
apply
to
existing
homes
and
not
new
construction,
because
it
seems
like
you
know.
I
just
noticed
that
that
it
is
only
to
existing
residential.
B
B
We
have
lighting,
you
know
for
a
commercial
that
you
know
that
help,
but
as
far
as
new
construction,
we
feel
they're
gonna
have
to
put
them
in
anyway,
so
they're,
not
making
that
improvement.
So
they're
not
incentivized.
D
A
E
Yes,
thank
you,
mayor
heather,.
A
B
E
I
don't
have
anything
new
to
present
to
you,
but
just
a
refresh
everyone's
memory
and
for
folks
that
might
be
here
during
this.
For
the
first
time
this
ordinance
is
in
is
for
a
request
to
vacate
right
of
way
of
city
property,
ten
feet
on
first
avenue,
north
and
ten
feet
on
second
avenue
north
in
support
of
a
38
minute
townhouse
project.
The
reason
for
the
request
is
so
the
developer
can
provide
the
required
on-site
10-foot
beaches,
energy
utility
easement.
E
F
Is
zach
zach,
3203
old
parkour?
Actually
mr
kennedy
will
get
up
and
talk
about
the
slides.
F
Happy
to
have
you
sometime
again
background
on
this
project
myself
and
alex
cox
has
been
working
on
this
for
about
two
and
a
half
years.
The
issue
that
came
up
in
our.
F
The
second
avenue
north
is
about
80
feet
of
right
away.
First
avenue
north
is
between
75
and
65
feet
on
the
south,
discussed
that
nausea
and
last
meeting
no
other
utility
at
decline
requires
this.
Everyone
else
usually
allows
it
in
the
right
way.
So
we
looked
at
the
idea
of
vacating
10
feet
of
the
right
way
very
clear.
This
is
not
to
allow
the
density,
this
project
of
the
site.
C
F
Your
comprehensive
plan
costs
40
units
an
acre,
we're
only
proposing
about
25
to
26
units
an
acre.
This
is
not
going
to
be
any
setbacks
in
the
code.
This
is
not
the
site
triangle.
This
is
not
to
meet
any
provision
or
lbc.
We
comply
with
the
lbc
without
the
runway.
This
is
simply
so
that
the
electric
easement
can
be
on
private
property
instead
of
public
right
away.
Since
the
last
meeting,
I
actually
did
a
public
records
request
like
every
single
right-of-way,
easement
and
alley
vacation.
That's
been
done
since
1996..
F
That's
a
great
reading
to
take
from
beach.
If
anybody
wants
to
take
that
some
of
this
is
actually
including
the
number
that
you
can
see.
Some
of
it
wasn't
the
last
time
that
the
city
had
a
right-of-way
vacation,
there's
an
alley
that
looked
down
the
center
of
the
cubesmart
property.
This
referenced,
the
1996
ordinance
of
what
the
republic
overwhelming
public
meet
was,
and
the
staff
report
at
the
time
said
it
would
allow
for
a
reasonable
development
of
an
industrial
zone
block
and
the
city
would
get
it
easement.
F
That
was
the
overwhelming
public
benefit.
Prior
to
that
there
was
one
in
2013.
This
was
a
right
away
and
an
alleyway.
This
would
allow
for
the
development
of
59,
single-family
homes.
Reason
given
is
that
the
right-of-way
is
not
maintained,
not
used,
and
future
public
use
would
be
compromised
by
the
re-platinum
development.
F
There
was
one
in
2007
where
there
was
a
12-foot
alleyway
running
down
the
middle
of
the
public's
property.
Here
before
the
public
purpose
was
to
go
public
2003,
there
was
eight
broadways
and
four
hours
of
paradise
key.
This
was
closed
in
order
to
allow
for
a
62
home
subject.
I
think
the
cra
was
actually
involved
in
that
there
was
in
2003
also
a
10-foot
public
walkway
that
was
closed
by
a
homeowner
over
here
lake
eval.
F
The
overwhelming
public
benefit
was
because
the
owner
requested
in
2002
there
was
a
12-foot
alleyway
that
was
vacated
over
near
fifth
avenue
north.
You
remember
actually
says
this
was
not
approved.
This
actually
was
approved
pursuant
to
2002-7831.
F
It
was
for
the
church
and
the
reason
was
so.
They
could
have
future
studies
and
have
future
expansion,
upgrading
and
modernizing
the
church.
It
was
financially
approved.
That
was
the
public
benefit
and
2002,
and
this
was
not
on
yours.
On
memo.
50
feet
of
right
away
was
closed
to
78.60
the
public
purpose,
given
building
a
more
attractive
home
in
1999
there
was
a
right-of-way
vacated
off
ocean
drive.
This
was
also
not
your
memo.
The
reason
we
vacated
is
because
someone
built
their
house
in
the
right
way.
They
said
it
was
a
survey
error.
F
The
public
benefit
was
this
was
built
in
the
right
way
by
accident.
This
is
actually
my
favorite
things
to
work
for
these
nice
people,
and
this
is
also
another
remote
in
1999
345
feet
of
an
80
foot
right
away
at
15th
avenue
south
was
vacated
for
baptist
hospital
for
parking
expansion.
F
F
The
benefit
of
the
public
was,
it
was
compromised
by
an
existing
development,
1999-7758
closing
a
14-foot
wide
alley,
because
the
city
does
not
maintain
it
and
would
like
to.
That
was
the
only
woman
called
me
that
was
given.
F
I'm
almost
done.
I
promise
1998
7747
a
five
by
250
foot.
Piece
of
right
away
was
closed,
so
five
homes
could
be
developed
because
there
was
a
survey
area.
This
was
on
merrell
boulevard.
F
F
That
was
also
that
actually
wasn't
your
memo.
Okay,
7772.
There
was
no
mention
there.
Public
health
benefits.
I
don't
know
why
that
was
in
there
and
then
my
beaches,
episcopal
12
feet
an
alleyway
on
my
whole
playground
is
closed,
so
they
could
build
a
new
school.
There
was
actually
sewer
and
utility
easements
in
it
and
they
relocated
it.
So
you
actually
paid
for
the
relocation
cost.
F
This
all
comes
back
to
the
original
1996
resolution
that
deals
with
these
closures.
I
want
to
point
this
out
that
the
resolution
actually
deals
with
applications
for
street
right-of-way
closures
and
other
ways.
This
range
very
watching
we're
not
closing
any
part
of
the
street.
The
street
is
24
feet
wide.
The
right
way
is
80
feet
wide,
we're
closing
the
southern
green
space
on
second
avenue
and
the
golden
green
space
on
first
avenue
for
10
feet,
also
reading
section
2..
F
In
making
this
determination,
the
city
council
will
take
into
consideration
whether
the
needs
of
the
applicant
can
be
met
by
an
easement
or
right-of-way
permit.
Easements
and
right-of-way
permits
will
be
encouraged
rather
than
abandoning
the
right
way.
That's
the
resolution
that
your
staff
is
giving
you
we
can
meet
our
needs
through
a
right-of-way
permit
beaches,
energy
is
requiring
us
to
have
non-profit
property
still
on
public
benefits.
You
mostly
heard
these
issues,
the
38
town
houses,
we
think,
is
better
than
57
apartments,
which
your
comp
plan
allows.
F
We
think
the
internal
drives,
which
only
allow
for
free
access
points,
is
better
than
driveways
coming
from
townhouses
the
26
parking
spaces,
lower
density,
we're
going
to
have
an
hoa
that
will
manage
the
common
areas
and
also
in
force
maintenance.
I
know
there
was
some
comments
during
the
briefing
last
week
about
townhouses,
if
you
own
the
middle
unit
and
it's
not
maintained
that
affects
the
other
units.
That
is
true.
When
you
have
a
townhouse
development,
that's
four
or
five
or
six
units
you're,
not
large
enough.
You
may
have
an
hoa
at
38
units.
F
You
can
usually
have
a
town
on
any
way
that
will
maintain
those.
The
owner
is
going
to
pay
for
the
relocation
of
utilities
and
we'll
give
an
easement
for
the
guy
wire
that's
illegally
on
our
property.
I
think
those
are
all
the
benefits.
I
think
those
are
more
public
benefits
than
any
other
right-of-way
vacation.
That's
been
done
in
the
last
26
years.
Chuck
kennedy
is
here
to
talk
a
little
bit
more
about
the
actual
utilities
that
are
in
the
right
way.
K
Address
chef
kennedy,
3731
eagle
ridge,
drive
texas
florida,
I'm
with
kennedy
civil
services
on
the
civil
engineering
project.
So
I
want
to.
K
Some
of
the
benefits
about
utility
relocation
we're
going
to
do
so
in
order
to
make
room
for
the
bes
utilities
they've
got
to
go
on
the
site,
so
uds
utilities
will
go
in
this
easement
right
here
in
order
to
make
room
for
that,
we
are
going
to
have
to
relocate
the
gas
main
here
to
get
it
out
of
conflict
with
some
fiber
optic
line
is
pretty
close
to
the
fiber
optic
line
and
then,
in
addition
to
relocating
the
gasoline,
where
we
locate
this
fiber
optic
line,
which
runs
right
on
top
of
a
16
inch
force
main,
which
is
a
critical
piece
of
infrastructure
for
the
city
of
jacksonville
beach.
K
Go
wrong
with
that
horse
main
in
that
area,
you're
going
to
be
digging
up
the
fiber
optic
line
in
the
process
of
preparing
that,
so
we've
talked
to
a
t
right
and
they.
K
Take
the
fiber
optic
line
and
run
it
underneath
everything
that's
in
products.
If
you
go
to
the
next
slide,.
K
K
B
K
L
A
A
We
already
heard
from
those
who
had
filled
out
cards
in
support
of
the
ordinance,
so
I
will
now
move
on
to
those
who
have
who
wish
to
speak
in
opposition
or
at
least
file
their
opposition
to
the
ordinance.
We
have
two
cards
that
do
not
wish
to
speak,
but
would
like
to
go
on
record
as
opposing
mary,
phillips
and
ryan
leatherwood
did.
I
am
reading
that
correctly
seems
to
be
brian
leatherwood,
so
we
will
start
with
trey
phillips
if
you
want
to
come
state.
L
L
Paid
off
their
house,
they've
stayed
for
decades,
they've
been
working
on
the
plans
for
years.
They
take
it
to
the
city
planning
only
to
find
out
that
the
corner
lot
has
a
right
way
and
the
city
policy
and
criteria
has
to
deny
what
they
have
planned,
but
they
provide
them
with
alternative
solutions.
G
C
L
L
So
as
to
be
approved,
well,
that's
just
a
long-time
resident,
not
a
developer,
who
has
been
influencing
council
members
for
years
the
developers
have
been
pushing
extremes
of
what
can
be
allowed
by
the
out-of-date
jack
speaks
land
use
code.
They
admit,
plans
have
been
produced
to
twist
and
use
every
angle
an
inch
to.
L
This
is
why
the
council
cannot
start
a
trend
of
allowing
right
ways
to
be
vacated
for
development
developers
will
use
this
precedent
to
acquire
property
and
plan
with
the
knowledge
that
they
will
get
the
right
way
when
they
want
city
criteria
and
policy
on
the
books
should
have
changed.
The
plans
being
discussed,
city
staff
and
utility
professionals
should
be
supported
in
their
recommendations
to
change
the
plans.
D
L
So
what
remains
to
be
seen
is
the
other
members
can
support
city
staff,
utility
professionals,
city
policies
and
the
residents
disapproval,
or
do
development
do
developers
have
their
influence
over
them
too?
We
shouldn't
be
here
discussing
this
tonight.
City
staff
should
have
been
not
wasting
time.
Drafting
this
ordinance.
B
Thank
you,
mr
phillips,
roger
white.
B
B
D
B
H
Good
evening,
michelle
tipton
2333
azalea
drive
first
and
foremost,
I
just
want
to
remind
everybody
that
this
is
a
self-imposed
burden.
You
know
this
developer
has
come
forward
with
these
requests.
It's
his
idea.
You
know
this
is
a
self-imposed.
If
we
go
back
to
the
resolution
that
he
referenced
from
december
of
1996
1514-96.
H
H
Was
before
that,
we
need
to
do
it
in
the
future.
Where
is
the
overwhelming
need
to
vacate
this
we're
not
talking
about
a
school
we're
not
talking
about
a
park?
You
know
you
talk
about
parks.
Adjacent
to
this
property
is
gonzales
park.
You
all
are
making
an
incredible
investment,
which
I
100
support
into
gonzales
park.
We've
just
done
the
same
for
sunshine
park.
If
we
put
the
investment
in
sunshine
park
and
took
away
all
the
parking.
H
What
is
the
point
here?
You
know
you
this.
This
gonzales
park
is
going
to
be
a
huge,
huge
attribute
to
that
area
and
vacating
this
right
of
way
and
not
following
what
you
should
be
doing
in
this
is
going
to
put
an
additional
burden.
There's
no
overwhelming
need.
This
is
going
to
cause
a
burden
to
the
community.
H
There
is
not
an
overwhelming
public
interest
or
benefit
or
value
in
doing
so,
and
I
think
that
that
needs
to
be
focused
on.
If
you
put
into
policy,
that's
what
you
need
to
be
abiding
buyer,
that's
the
rule.
You
know
he
just
went
through
20
different
things
of
why
it
wasn't
the
rule
you
put
into
place
policy,
follow
your
policy
support
your
people,
this
shouldn't
be
before
the
you
know.
The
meeting
tonight
follow
your
rules.
It's
it's
that
easy.
There
is
not
overwhelming
support
and
I
hope
that
to
see
vote
all
of
you
this
evening.
B
D
M
M
I
am
absolutely
opposed
to
this
relinquishment
in
the
right
of
way
just
sitting
right
away,
but
I
will
tell
you
that
most
of
my
disagreement
with
this
is
having
to
do
with
increasing
the
amount
of
cluster
housing
in
this
community.
Now
I
understand
it's
part
of
the
land
use,
but
I
sincerely
believe
that
jacksonville
beach
needs
to
reconsider
its
land
use.
This
area
is
finite.
We
are
bordered
by
water
there's
only
so
far
we
can
go
there's
only
so
many
roads.
We
have
only
so
much
infrastructure
that
we
have
to
accommodate
new
residents.
M
M
So
for
all
of
these
reasons
not
just
I
don't
want
to
see
the
city
give
up
the
right-of-way,
but
I
also
think
you
need
to
scale
back
on
some
of
this
cluster
housing.
I
watched
miami
beach
ruin
itself
with
this
kind
of
plan.
It's
ruined
the
quality
of
life,
there
is
horrible,
people
are
leaving
the
only
people
buying
in
there.
Now
are
investors
and.
M
C
M
E
E
M
Can
change
the
land
use?
That's
what
you
need
to
do,
because
this
cluster
housing
is
going
to
stop.
We
can't
accommodate
all
this
traffic
when
the
water
shortage
just
start
we're
going
to
have
water
shortages
here,
the
flooding
everything
else.
Every
time
you
put
concrete
on
green
space,
you're,
creating
flooding
issues.
Okay,
this
is
problematic,
so
be
honest
with
you.
This
is
my
main
objection,
but
I
do
vehemently
impose
the
relinquishment
of
the
right-of-way.
L
K
L
F
G
L
L
You
have
to
have
too
many
cars
to
fit
in
that
garage
and,
if
you're
going
to
have
three
bedrooms
and
rent
it
out,
one
person
per
bedroom
you're.
Looking
at
three
cars
per
unit
now
I
was
looking
at
what
was
proposed
up
there
when
they're
moving
the
gas
line
and
they're
looking
at
the
other
lines,
they're
moving
it
under
the
concrete.
Where
parking
you
know
the
the
parking
is
that
is
one
of
the
public
works.
L
L
L
I
don't
see
that
working
out
last
week,
last
city
council
meeting,
you
voted
over
three
hundred
thousand
dollars
to
redo
the
land
development
code,
to
look
at
number
one:
affordable,
housing,
you're,
getting
rid
of
affordable
housing.
By
allowing
this
to
go
up
and
the
preserving
single-family
housing.
I
don't
see
single-family
housing
there.
L
L
G
Good
evening
I'm
lauren
crenden,
I
live
at
242
san
hadlow
north
and
I
was
a
lifelong
beaches
resident
until
two
years
ago
we
moved
and
just
feeling
all
the
you
know
just
felt
like
the
beaches
were
getting
so
crowded,
and
but
when
I
heard
about
this
proposal-
and
I
saw
I
remember
about
the
memo
in
november
of
21
when
the
plane.
G
The
city's
administrative
policy
is
not
to
dispose
of
land
either
through
sale
or
vacation
unless
there
is
a
significant
public
purpose
in
vacating
the
road
to
a
private
owner,
and
I
just
don't
really
see
the
significance
of
the
purpose
other
than
you
know
to
line
a
dollar's
pocket.
So
I
urge
you
to
all
do
the
right
thing
and
vote
no
against
this
resolution.
B
B
J
F
B
A
D
J
Yeah,
I've
brought
it
up
at
the
briefing
that
I
think
that
you
just
I
didn't
know.
We
had
section
two
of
the
resolution,
but
now
I
feel
like
we
are.
We
have
an
opportunity
to
do
an
easement
or
right-of-way
permit
and
not
abandon
the
right
way
and
we're
not
we're
not
we're
not
following
the
resolution.
In
my
opinion,
that.
J
You
know
we,
we
heard
all
the
ones
in
the
past
that
were
abandoned
right
aways,
and
this
is
an
opportunity
to
issue
a
permit
or
an
easement
and
avoid
doing
that,
and
I
still
don't
see
what
is
standing
in
a
way
other
than
one
of
our
own
city
departments,
where
this
council
can
make
the
determination
to
says
that
we
should
be
encouraged
to
do
that.
Yet
it's
it
hasn't
been
brought
up
in
an
actual
discussion
of
doing
it.
D
I
received
that
just
fairly
recently
and
started
doing
some
research
on
it.
It's
pretty
obvious
to
me
that
the
interpretation
of
my
staff
is
incorrect
and
that
the
spirit
of
this
resolution
was
developers
were
coming
and
asking
for
closing
evaluations
and
closing
of
streets,
and
especially
closing
the
streets,
which
would
obviously
negatively
impact
the
access
from
the
public
to
be
able
to
utilize
these
streets.
And
I
immediately
against
that,
and
so
I
went
back
to
the
to
the
minute
of
the
meeting
on
december
2nd
and
then
back
to.
D
Oh,
I
should
have
brought
plus
sorry
back
to
the
the
minutes
on
november
with
18th
1996,
where
they
had
a
ask
for
property,
and
this
resolution
came
about
because
sticky
manager,
george
forbes
and
I'm
quoting
suggest
preparing
a
resolution
regarding
the
formal
policy
on
street
street
closings.
D
D
That
section
two
says
that
there
is
hereby
reserve
unto
the
city
of
jacksonville
beach,
a
perpetual
easement
within
said,
abandonment
for
the
free
liberty,
right
and
privilege
of
using
seven
days
for
the
purposes
of
egret,
ingress
and
egress,
and
maintaining
installing
any
and
all
electrical
sewer.
Water,
drainage
and
other
utilities
is
mainly
necessary
to
appropriate
or
appropriate
on
the
premises,
together
with
the
right
of
egress,
ingress
and
egress
to
form
an
oversight,
abandonment,
lawful
authorization,
servant,
employees
and
agents
of
said
city.
D
So
I
would
you
know
I
would
not
mind
that
being
added
to
this
ordinance
and
if
you
read
the
very
first,
whereas
it
says
city
of
jacksonville
beach
from
time
on
resolution
1514-96,
it
states
the
city
of
jacksonville
beach
from
time
to
time,
receives
applications
to
close
street
right
away
or
alex.
So
my
interpretation
and
I
actually
went
back
to
look
at
the
city
council
members
at
that
time
and,
unfortunately
they're
all
deceased,
so
I'm
not
able
to
get
a
clear.
D
The
when
you
talk
about
even
in
lieu
of
that,
if
we're
going
to
have
the
make
sure
the
verbiage
right
a
significant
public
purpose,
you
know
I'm
I'm
very
very
afraid
that
that
if
this
is
not
a
crew,
we're
going
to
end
up
with
57
apartments
on
this
location,
it
is
possible
to
do.
I
even
pointed
out
in
the
wreath
in
a
recent
briefing
that
this
this
could
be
accomplished,
and
I
think
it
is
a
public
benefit.
You
have
less
people
living
there.
D
There
will
be
a
there
will
be
an
hoa,
obviously,
because
there's
a
pool
and
other
amenities
that
are
shared
so
so
the
hras
typically
will
keep
from
having
short-term
rentals.
I
don't
believe,
there's
any
hoas
that
allow
that
locally,
and
I
would
be
very
much
against
short-term
rentals
in
this
area
and
also
through
hoas.
They
typically
handle
the
mowing
and
the
upkeep,
the
exterior
and
the
roof
of
the
of
the
building.
D
You
know
with
that.
With
that
said,
you
know,
I
think
it's
a
oh.
The
other
thing
is
that
the
width
of
the
right-of-way
is
very
large
in
that
area,
and
typically
the
minimum
that
the
city
requires
would
be
50
feet
for
a
curving
gutter,
and
we
will
still
surpass
that
right-of-way
amount
for
this
utilization.
D
So
with
that,
I'm
going
to
vote
yes
on
on
this,
and
I
just
I
just
really
in
doing
all
my
research.
I
really
believe
that
the
intent
is
is
not
to
keep
a
piece
of
right
of
way
that
has
almost
no
public
use
where
the
city
is
going
to
be
able
to
maintain
the
exact
same
public
use
to
keep
a
developer
from
building
a
project,
and
you
can
see
in
section
2
of.
D
Resolution
15
14
96
that
definitely
says
that
hey
you
know
in
lieu
of
closing
the
street
or
or
doing
that
the
city
should
look
at
giving
at
giving
an
easement
for
that
property
and
lieu
of
abandoning
the
right-of-way.
I'm
fine
either
way.
I'm
concerned
that
we
have
a
resolution
saying
stating
that
this
the
city
will
prefer
to
abandon.
I
mean
to
give
easements
and
abandon
the
right
of
way.
D
Yet
we
have
a
internal,
unwritten,
pizza's
energy
policy,
which
I
don't
post
that
says
that
that
they
do
not
want
public
utility
wait
driving
utilities
on
on
the
on
the
public
right.
So
that's
the
research
I've
done.
Thank
you.
B
Thank
you.
I
just
wanted
to
address
one
of
the
comments
that
counselor
nichols
indicated
where
you
talk
about
some
preferred
language.
I
would
like
to
call
the
council's
attention
to
sections
three
and
four
of
the
ordinance
that
we've
drafted
as
you're
aware.
You
know.
Obviously,
the
the
council
has
the
ability
and
authority
to
make
amendments
to
an
ordinance.
That's
up
for
consideration
of
adoption,
but
to
your
point,
counseling
nichols
we
did
try
to
include
language.
That
was
a
little
more
liberal
than
just
an
electric
utility
easement.
B
It's
effectively
very
similar
to
what
you
just
read
from
a
historical
document
and
that
we
would
have
basically
the
ability
to
put
any
and
all
of
our
utilities
within
our
on
that
property
and
allow
us
the
perpetual
rights
to
go
back
in
and
maintain
those
expand
them
remove
them,
etc.
B
So
sections
three
and
four
I'd
like
to
draw
your
attention
to
with
regards
to
those
two
separate
areas:
section:
five
references
existing
and
future
utilities
and
right
to
use
those
these
ones
as
well
going
forward
and
then
section
9,
the
effective
date
that
the
ordinance
wouldn't
take
effect
until
the
adoption
of
the
plaintiff
development.
B
So
if
there
were
any
questions
on
the
audience
itself,
I
just
wanted
to
make
sure
that
we
kind
of
touched
on
some
of
those
primary
issues.
Thank
you.
I
appreciate
that.
I
On
the
south
side,
10
that
10
feet
of
right
of
way
equals
5
469
square
feet
of
right
of
way,
which
is
more
land
than
the
mayor's
property,
my
property
and
and
who
else
is
oh
fernando's
property.
So
when
we
say
10
feet
on
each
side,
it's
not
just
10
feet,
it's
10
feet
for
us,
a
city
block.
So
if
we
put
it
into
that
kind
of
context,
that
is
a
lot
of
land
that
we
are
handing
over,
where
we
as
a
city
no
longer
have
the
option
of
using
that
to
be.
I
Whole
strategic
plan
so
when
the
applicant
says
that
they
comply
with
the
ldc
except
for
the
right-of-way
one
of
the
you
kind
of
do,
but
you're
also
going
to
be
asking
for
a
pub.
So
you
don't
necessarily
comply
with
the
lbc
without
the
use
of
a
putt.
Yes,
the
putt
is
within
the
ldc,
but.
I
I
I
We
can't
sit
down
with
the
applicant.
I
know
that
they've
been
sitting
down
with
the
city
for
over
two
years,
but
in
all
those
talks
over
those
two
years
it
was
always
with
the
assumption
they'd
be
getting
over
5
000
square
feet
from
the
city
and
not
putting
their
property
in
the
block.
They
have
a
whole
city
block,
so
they
have
the
right
to
do
town,
houses
and
or
apartments.
That
is
their
right.
I
As
with
anybody
else
who
is
within
those
zones,
there
there's
a
book
called
13
ways
to
kill
your
community
and
one
of
the
aspects
in
one
how
you
kill
a
community-
and
this
is
a
well-known
speaker
who
speaks
all
over
the
country.
Actually
all
over
north
america
is
to
do
a
short-term
gain
in
something
that
goes
against
your
long-term
interest.
I
I
G
I
Would
be
the
common
area
of
the
pool,
but
more
more
specifically,
it
would
be
the
underground
vault
and
its
maintenance
for
storm
water,
and
that
would
then
fall
back
on
the
city.
So
what
sounds
good
right
now
in
10
15
20
years,
which
is
what
we
should
be
looking
at?
It's
going
to
be
detrimental
and
then
there's
the
argument
that
that
mr
stokes
made
that
we
have
a
different
policy
than
any
of
the
other
municipalities
that
we
don't
allow
private
utilities
on
public
land.
We
do
then
yeah
we
do.
I
If
we
don't
like
that
policy,
then
change
the
policy,
don't
start
making
exemptions
for
some,
not
others.
So
we
have
the
opportunity
to
change
that
policy,
but
making
this
exception
would
not
necessarily
be
correct
and
the
reason
why
we
have
that
we're
different
is
because
we
have
the
authority
to
decide
our
own
policies.
This
is
our
home
rule
right.
We
can
choose
what
we
as
a
municipality.
Do
we
don't
have
to
do
what
everyone
else
is
doing
and.
I
People
are
apathetic
and
don't
trust
their
government.
This
is
why
people
say
I
don't.
The
government
doesn't
listen
to
me.
That
only
listens
to
people
with
the
money,
the
developers,
the
big
companies,
and
it
doesn't
listen
to
the
citizens.
That
is
extremely
concerning
to
me
when
you
have
not
one
email
and
some
of
those
emails
were
very
detailed,
so
not
one
email
in
support.
That's
that's
that's
concerning
so.
I
I
do
not
support
the
city
handing
over
the
right
of
way
to
this
developer,
because,
even
though
you
don't
have
to
prove
a
hardship
if
you
were
to
go
to
the
board
of
adjustments-
and
you
have
to
build
this
to
our
lbc,
not
a
hud,
you
would
have
to
prove
a
hardship
and
there
is
no
hardship
here
when
you
have
a
whole
city
block.
E
Building
well,
thank
you
for
that
segway,
because
that
was
kind
of
what
I
was
going
to
say
and
I've
said
it
before.
I
don't
see
the
overwhelming
public
interest.
The
developer
has
a
clean
slate.
The
developer
has
designed
their
project
all.
E
Line
so
that
you
know
that,
is
I
don't
understand
that
I
don't
understand
why
we,
why
do
we
consider
abandoning
right
away
when
the
project
has
been
developed
all
the
way
up
to
the
property
or
designed
all
the
way
to
the
property
line
and,
as
a
matter
of
fact,
on
tonight's
agenda,
we
had
two
final
subdivision
five
approvals
and
mr
atkins
is
in
here
and
he
he's
provided
the
10
foot
beaches,
energy
service
easement
on
both
of
his
designs,
and
we
have
people.
E
You
know
that
are
doing
this
on
a
regular
basis.
It
is
it
is
how
how
most
of
our
projects
are
designed-
and
you
know
you
can
look
at
this-
and
you
can
see
that
over
the
years
the
list
that
this
island
provided
us.
E
We
don't
have
a
whole
lot
of
a
lot
of
projects
that
come
to
us
and
ask
us
for
this
type
of
thing,
and
this
one
of
course,
is
very
unique.
It's
not
I
I
talked
to
this
island
and
I
don't
think,
there's
anything
that
is
in
this
list.
That
is
anything
like
what's
being
proposed.
E
So
I
I
also
I'm
concerned
that
our
two
department,
speeches,
energy
service
and
public
works
have
both
recommended
disapproval.
I
have
a
problem
with
going
against
what
our
departments
have
recommended
so
and,
as
mr
martin
has
stated,
and
as
some
of
the
citizens
who
spoke
tonight,
I
am
concerned
about
precedent.
What
is
the
precedent
that
we're
setting
if
we
allow
this,
you
know
who
else
is
going
to
be
asking
for
this
in
the
future
and
what
are
we
going
to
have?
J
Yeah
we
heard
from
the
developers
earlier
that
this
application
can
be
met
by
an
easement
or
right-of-way
permit.
We
heard
from
the
citizens
who
don't
want
us
to
abandon
the
right-of-way
in
section
two
and
making
the
termination
will
take
into
consideration
whether
the
needs
of
the
applicant
have
been
being
met
by
an
easement
or
right-wing
permit.
They
can
be
met.
This
council's.
We
have
until
july
18th.
We
should
grant
an
easement
or
right-of-way
permit
and
keep
the
city
property
as
council.
You
want
to
that's
five
thousand
feet.
J
G
I
Is
that
we
don't
have
mr
putnam
here
direct
department
to
be
able
to
explain
the
policy
that
mr
stokes
is
talking
about
and
what
that
determinate,
why?
That
determination
was
so
there's
been.
It
was
discussion
as
to
whether
it's
written
policy,
if
it's
just
policy,
that's
practiced.
So
that's
I'd
like
to
postpone
until
just
postpone
this
first
hearing
until
july,
18th
and
I'd
like
director
putnam
about
the
that
being.
Please.
A
B
I
Number
two
piece
from
this,
and
so
he
has
not
spoken
to
this
specifically.
So
I
would
like
to
hear
what
he
has
to
say
about.
J
And
this
resolution
has
been
around
since
96,
so
to
me,
there's
some
conflict
confliction
between
the
beaches,
energy
policy
and
what
our
council
back
in
96
was
asking
for.
So
I
don't.
I
think
that
you
know,
like
we've,
had
one
meeting
on
this
and
a
briefing
and-
and
we
haven't
been
able
to
ask
the
question
about
policy-
we've
got
to
talk
about
it
briefly,
but
I
just
I
I
don't
it's
a
huge
confliction
to
me
on
an
unwritten
policy
and
then
a
resolution
saying
that
we
should
grant
an
easement
or
a
right
of
way.
A
B
Just
pointing
out
that
we
do
not
know
mr
putnam's
schedule,
so
I
do
not
know
if
he
would
be
available
on
july
18th
if
this
were
to
pass
and
for
counselors
stokes.
The
resolution
that
you're
referring
to
is
not
a
beach's
energy
resolution,
but
a
city
resolution
with
regards
to
the
issues
of
easements
and
or
revocable
right-of-way
use
currents
just
want
to
make
sure
that
we're
clear
that
that's
not
a
beaches,
energy
policy
that
we're
talking
about
is
a
city
adopted
policy
or
city
adopted
resolution
all
right.
Thank
you.
A
A
A
Is
that
we
are
asked
to
look
at
this
in
the
long
list
of
departments
and
groups
that
have
to
review
this
application?
Our
standard
is
significant
public
purpose
and
I
simply
do
not
see
one
so
really.
A
And
I
I
look
I'm
looking
at
this
on
its
own
and
not
on
the
hypothetical
potential
developments
and
not
on
the
past
developments
or
the
past.
Right-Of-Way
abandonments
there's
a
list
and
when
you
read
them
all
all
at
the
same
time
it
sounds
like
a
lot,
but
I
was
in
high
school
for
some
of
them.
So
those.
B
Are
not
necessarily.
A
Impactful
for
me,
I
I
do
want
to
say
to
the
public
that
is
here.
This
is
a.
This
will
be
ultimately
at
some
point
higher
density
than
you
probably
want.
That's
what
it
is
owned,
as
so
so.
C
A
This,
but
this
project's
also
been
kind
of
batted
around
for
the
past
two
years
and
I
feel
like
maybe
it's
a
square
peg,
we're
trying
to
put
into
a
round
hole
and
that's
why
it's
taking
so
long
between
discussions
with
the
city
staff,
with
this
council
et
cetera.
So
I'm
gonna
vote
against
abandonment
of
the
right-of-way
and
that's
all
I'll
have
to
say
about
that.
Any
other
discussion
from
council.
Madam
clerk
will
call.
