jim
overby

he

somebody

2010
or
so
when
his
health
started
to
decline.
He
served
in
the
military,
so
he
he
actually
had
some
health
issues
as
a
result
of
this
service,
but
that
didn't
keep
him
from
coming.

always
had
good
input
into
the
deliberations

we
were
having

hall

missed

he

them

the
city

jacksonville
beach

read

we

working

getting

beaches
parade,

april

months
ago
december
7th

richard
reilly
and
doug
harrison
were
called
over
to
have
a
meeting
with
mike
and
some
of
his
team.
We
learned
to
the
whole
department
of
labor
at
fiasco
and
what
had
happened
there.
I
We
knew
we
had
a
council
meeting
coming
up
and
we
we
had
an
objective
at
that
council
meeting
to
educate
the
council
about
the
court
and
that's
why
we
had
51
people
speak,
and
I
think
you
heard
them.
You
saw
the
emotion,
you
saw
the
passion
that
they
had,
that
they
have
life
at
the
core
and
I
think
I
think
we
all
walked
away
with
with
a
good
feeling.
I
hope
you
walk
away
with
more
knowledge
than
you
came
in
with
about
what
galactic
court
is
all
about.
I
We
had
more
discussion
with
with
the
city
with
mike
and
with
chris,
and
then,
as
chris
mentioned,
richard
reilly
died
on
one.
Second,
he
was
a
leader,
a
mentor.
He
was
with
the
corps
for
50
years
and
if
we're
ever
trying
to
explain
what
the
core
is
all
about.
It's
about
people
like
that
he
got
before
in
68.
He
was
still
treasurer
on
our
board,
but
he
died
at
72.

So
we
had
this
meeting
coming
up
and
we
put
out
the
word
for
members.
We
want
them
to
come
for
two
reasons:
one
to
continue
to
show
support
for
coffee
life
saving
core
and
to
honor
the
survival.
And
again
we
have
standing
room.

heard
from
the

this
meeting.
You
see
that
the
people
here
we're
not
going
to
have

speakers.
I'm
sure
you're
glad
to
hear
that.

station
on

beach
we're

a
service

richard
ryden
and
we've
done
it

times

members
who
have
died

it's

it's

with
the
city
and
get
back
on
the
beach
and
start
volunteering

really
appreciate

An
unintended
positive
consequence
of
this
issue
is
that
it
gives
us
an
opportunity
to
make
the
organization
stronger
and
more
resilient.

generations

just

summarize,
this
city
remains
in
financial
results
and
it's
put
us
in
the
position
of
funding
and
indeed
that
you
all
will
see
in
just
a
little
bit
and
with
that
I'll
turn
it
over
to
our
auditors
to
make
a
presentation
about
the
audit
process
and
the
overall
city
statements
with
us
tonight
is
martin
tucker
and
name
camp
from
purpose.

overall
the
audit
went
very
well
and
the
cities,
as
you
mentioned,
the
cities
in
good
financial
health.
We
bring
a
team
of
four
to
five
auditors,
including
megan
out
for
a
week
of
preliminary
work
in
october
of
every
year,
and
then
we
come
back
for
two
weeks
in
early
december
and
we're
working
with
the
finance
staff
going
through
the
audit,
so
on
top
of
their
regular
duties,
they
have
to
deal
with
us
asking
hundreds
of
questions
and
and
keeping
them
busy
and
pulling
together
information.

So
a
lot
of
work
goes
into
pulling
this
this
report
together.
But
what
did
we
do
as
part
of
our
engagement?
Our
annual
engagement,
the
first
item
here.
The
most
important
is
that
every
government
entity
in
florida
has
to
have
a
financial
statement,
audience
required
by
florida
statutes,
and
that
is
where
we
issue
our
opinion
on
your
financial
statements,
the
cities
and
now
recently
we
have
to
issue
a
separate
report
on
the
cra's
financial
statements.

We
have
a
management
letter
that
we
have
to
issue
in
accordance
with
the
rules
of
the
auditor
general,
and
we
have
to
evaluate
the
financial
help
of
of
the
city.
If
there
was
a
deteriorating
financial
condition,
we
would
need
to
report
on
that
follow
up
on
any
prior
findings,
which
we
did
this
year.
We
have
to
issue
two
examination
reports
in
accordance
with
our
statutes.
One
is
on
the
investment
of
public
funds
and
the
other
is
on
some
compliance
with
the
cra.

So
that
is
only
on
the
cra
and
then
we
also
assist
the
city
staff
and
pulling
together
this.
This
annual
comprehensive
financial
report,
which
gets
submitted
to
gfoa
for
participation
in
their
certificate
of
achievement
for
excellence
in
financial
reporting,
so
there's
a
lot
of
additional
information,
not
every
city.
Does
this
there's
a
lot
of
additional
information
in
there
10-year
information
in
the
statistical
section,
a
transmittal
letter,
and
so
they
have
been
able
to
achieve
that
award
for
many
many
years.
So
we're
very,
very
proud
of
that.

As
far
as
internal
control
of
compliance,
there
were
no
material
weaknesses
or
significant
deficiencies
in
internal
control.
That
came
for
our
attention
during
the
course
of
vr.
The
accounts
report
on
compliance
with
section
218
of
florida
statutes,
that's
in
regards
to
the
investment
of
public
funds,
and
there
were
no
issues
there.

This
this
next
item
is
specific
to
the
cra's
financial
statements
and
we
have
to
look
at
some
very
specific
things
in
chapters
163,
387,
6
and
7,
and
there
was
one
matter
that
we
that
did
come
come
to
our
attention
during
the
course
of
our
audit
that
we
reported
on-
and
this
is
a
new
requirement
in
the
last
two
years-
have
been
a
number
of
new
items
for
us
to
look
at
as
far
as
the
cra
and
the
the
one
exception
that
we
found
was
that
the
budget
of
passed
by
the
cra
did
not
get
submitted
to
the
tax
and
taxing
authorities
within
10
days
as
required.

So
I
think
there
was
a
some
turnover
in
that
position
of
retirement,
and
so
that
was
missed.
So
we've
made
them
aware
of
that
and
they've
issued
a
response,
and
a
lot
of
cities
have
had
this
problem.
Since
this
was
a
new
requirement,
the
management
letter
there
were
no
reportable
matters
there.
We
did
follow
up
on
the
work
order
issue.
That
was
that
was
that
we
reported
on
last
year
and
that
has
been
resolved.

So
that
was
good
news.
There
were
some
additional
disclosures
in
the
cra's
management
letter
this
year,
transparency
disclosures
and
you
can.
You
can
see
that
on
page
27
of
the
cra
report,
if
you
get
to
it,
get
a
chance
to
check
those
out
they're,
mainly
wanting
more
information
about
compensation,
independent
contractors
with
projects
that
are
going
on
a
lot
of
new
transparency
disclosures,
we
had
some
required
communications.

These
are
all
in
our
separate
document
from
the
financial
statements,
but
these
are
part
of
the
auditing
standards.
This
gives
you
an
idea
of
how
the
audit
went
the
the
one
thing
that
was
to
do
with
this
year's
financial
statements.
They
had
to
change
the
accounting
policy
for
reporting
the
firefighters
pension
obligation.

may
recall
that
that
has
now
become
a
contractual
obligation.
The
city
of
jacksonville
is
now
on
the
hook
for
the
what
we
call
the
net
pension
liability
and
you
all
have
more
of
a
fixed
likely.
So
the
change
did
impact
the
financial
statements.
There
are
some
disclosures,
our
estimates
in
the
financial
statements,
I've,
given
you
a
list
there.
Those
are
some
areas
that
we
have
to
spend
some
time
auditing
and
we
feel
comfortable
with
those
estimates.

There's
no
aggressive
positions
being
taken
by
management
and
then,
if
there
were
adjustments
that
were
detected
during
the
audit
process,
there
were
a
few
of
those.
Not
none
were
considered
to
be
material.
And
then,
if
there
were
any
difficulties
encountered
during
the
performance
of
our
audit,
we
would
disclose
those
and
they
were
not.
So
that
was
good.
A
few
highlights
from
the
financial
statements.

This
is
from
management's
discussion,
analysis
which
actually
puts
together
in
the
in
both
documents-
and
this
is
just
a
governmental
activities,
a
year-over-year
comparison
and,
as
you
can
see,
total
revenues
were
very
flat.
Only
56
000
change,
but
some
of
the
increases
in
decreases
were
in
property
taxes
about
a
million
dollars
increase
from
the
prior
year.
That
was
due
to
increased
profit,
values
and
then
interest
and
investment
income
was
down
almost
2
million,
and
that
was
because
of
falling
interest
rate
environment
interest.

Your
interest
and
investment
revenues
were
even
higher
in
2019
have
been
falling
since
that
time.
On
the
expense
side
you
see,
expenses
were
actually
down
by
589,
000
or
2,
and
so
one
of
the
big
drivers.
There
is
the
fire
control
item
line
item
there
and
that's
due
to
the
transfer
of
the
fire
services
over
to
the
city
of
jacksonville.

This
is
the
business
type
activities
and
the
results
of
those.
So
your
electric
water,
storm,
water,
sanitation,
golf
at
least
facilities
and
natural
gas-
and
you
can
see,
revenues
are
fairly
flat,
less
than
a
percent
increase,
but
those
are
kind
of
two
offsetting
items:
electric
revenues
and
the
chart,
charges
for
services
line
or
up
and
then
interest
and
investment
income
was
down
compared
to
the
prior
year.

The
electric
expenses
were
up
about
six
percent
due
to
cost
increases
in
cost
of
power,
and
water
and
sewer
costs
were
actually
down
during
the
year,
because
there
was
some
repairs
and
maintenance
going
on
in
the
previous
year,
due
to
some
manhole
cover
rate
repairs
and
maintenance
and
less
interest
on
your
debt
and
debt
is
paid
off
during
this
year
and
then
the
lease
facilities
fund
expenses
were
down
due
to
some
erp
software
maintenance
and
a
special
review
project
that
took
place
in
2020..

Flowing
through
and
then
some
increases
in
volume
as
well
and
then
the
golf
course
you
can
see:

there,
that's
mainly
due
to
the
number
of
rounds
being
played
and
the
dynamic
pricing
that
they
they
did
so
one
thing
silver
lining
from
the
pandemic
has
been
a
renaissance.
In
the
golf
course,
the
general
fund
see
how
that
did.

Budget
versus
this
is
a
budget
versus
actual
statement.
So
you
have
the
original
budget
on
the
left.
The
final
budget,
which
includes
all
the
amendments
that
you
passed
compared
with
the
actual
amounts
and
the
variance
the
final
budget
on
the
right,
and
you
can
see
that
revenues
were
over
budget,
but
that
came
in
better
than
budget
about
1.2
million
and
the
largest
driver.

There
is
inter-government
governmental
revenues,
those
were
kind
of
budgeted
to
be
a
lot
less
due
to
covet
and
they
came
a
little
better
than
expected
and
then,
on
the
extent
side,
each
department
came
in
under
budget
all
across
the
board,
so
you're
under
budget
by
about
2.2
million,
so
overall
740
thousand
finally
paid
their
positive
change.
Income
balance
for
the
year,
the
cra,
the
downtown
cra.
This
comes
out
of
the
cra
report
itself
and
you
can
see
those
budget
versus
actual
comparisons.

came
in
a
little
less
than
budget
on
the
investment
income
there
on
the
revenue
side,
and
then
you
were
under
budget
in
most
expense
categories,
except
for
personnel
services
on
the
police,
and
I
believe
that
was
due
to
some
payouts
of
approved,
vacation
and
sick
due
to
some
retirements
and
one
death
in
the
police
department
and
some
additional
overtime
related
to
special
events.

So,
overall,
you
were
under
budget
on
the
capital
outlay
as
well,
and
that's
because
of
the
delays
and
construction
projects
and
some
of
those
construction
projects
get
passed
towards
the
end
of
the
year,
budgeted
in
the
final
budget.
Amendments
on
the
south
end
similar
situation.
There
you
came
in
under
budget
slightly
on
investment,
income
and
other
income
and
then
also
under
budget
on
the
capital
outlay.
I
think
some
of
the
the
playground
rebuild
was
late
in
the
in
the
budget
year
and
ocean
terrace
was
also
fairly
late
in
the
budget
years.

Those
didn't
come
to
fruition
on
the
actual
expenses.

Pension
plans,
here's
some
highlighted
information.
We
do
issue
separate
audits,
individual
separate
audits
on
the
pension
plans
and
they
all
did
very
well
this
year.
As
you
can
see,
general
employees,
9.3
million
dollar,
increase
in
that
position,
5.1
on
police
and
2.9
on
the
firefighters.

So
we
do
still
continue
to
report
the
unfunded
liability
on
these
two
plans:
general
employees
and
police,
but
no
longer
the
fire.
That's
that's
on
the
city
of
jacksonville
the
books
going
forward,
but
you
can
see
the
funded
ratio
there
for
the
general
employees
plan
went
from
85
in
2015
and
it
dropped
down
for
a
couple
of
years
announced
at
81.64.

then
police
was
at
93,
dropped
down
for
a
few
years
and
is
back
up
over
90,
so
the
plans
are
in
pretty
good
shape.

think,
and
you
can
see,
the
investment
returns
were
excellent
in
2021

years
ago,
florida
passed
legislation
that
limited

release
of
helium
balloons
by
allowing
individuals
to
release
up
to
nine

these
plastic
balloons
per
day
outdoors
per
person
per
day.
You
can
see
results.
This
collection
is
the
tip
of
the
iceberg,
and
so-called
biodegradable
balloons,
which
can
take
up
to
four
years
to
biodegrade,
are
allowed
to
be
released
in
unlimited
numbers
without
springs.

They
explode
in
this
pattern
that
perfectly
resembles
a
jellyfish.
The
diet
of
sea
turtles
experts
have
determined
that
balloons
are
the
number
one
cause
of
death
to
sea
birds
of
all
marine
debris
and
the
number
three
cause
of
death
to
sea
turtles,
all
of
which
are
endangered
or
threatened
even
the
balloon
industries,
lobbying
and
trade
group.
The
balloon
council
calls
on
the
public
to
not
release
any
balloons
and
municipalities
are
expanding.

releases
are
allowed
now
in
flagler
beach,
that
was
by
unanimous
boat
very
recently
atlantic
beach,
which
really
set
the
tone
in
neptune
beach.

years
ago,
fernadina,
beach

marineland.

mayor
of
atlantic
beach
recently
said
the
ordinance
passed
two
years
ago
has
been
well
received
and
has
served
as
a
deterrent
balloons,
even
land
on
farms
and
gets
sucked
into
hay,
balers
and
livestock
ingest
them.

mylar
balloons
become
entangled
in
power
lines,
they
can
cause
a
power
outage
for
thousands
of
homes
in
florida
and
have
done
so.
I
respectfully
request
that
you
pass
an
ordinance
similar
to
that
of
st
john's
county,

perhaps
one
of
the
municipalities
in
duval
county,
which
I'm
going
to
submit
the
ordinance.
Today,
I'm
also
submitting
a
letter

support
from
oceanic
the
world's
largest
advocacy
organization
solely
dedicated
ocean
conservation.

have
made
florida
an
international
priority
since
90
of
all
nesting
sea
turtles.

u.s
nest

florida's
beaches,
so
I
just
simply
ask
that
you

going
to
quickly

also

the

look

flew
from
ponte
vedra,
right
towards

beach,
sort

recently

shows

sea
turtles
actually
there's
evidence
from
disproportionate
ingestion
of
balloons
by
marine
turtles
and

selectivity
