From YouTube: City Council Meeting (5/16/2022)
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Gracious
heavenly
father,
we
come
to
you
tonight
with
heavy
hearts
of
terrorism
that
struck
buffalo
new
york.
We
just
ask
you
to
put
your
loving
grace
around
those
families
that
have
suffered
in
that
community
as
they
deal
with
the
hate
crime,
terrorism.
That's
going
on
in
their
community
lord.
We
just
ask
you
to
be
with
all
those
that
are
suffering
during
these
times
of
covenant
and
sickness,
and
lord.
We
just
ask
you
that
you
look.
B
A
F
Just
have
a
quick
announcement:
there
will
be
a
meeting
on
june
1st
at
the
beaches
branch
library,
that
is,
for
hurricane
preparedness.
It's
called
repair
the
storm
get
prepared
and
our
fire
marshal
steve
shelton.
Who
is
our
emergency
operations
representative?
He
will
be
participating
in
that
meeting
along
with
a
netherlands,
representative
and
a
planet,
each
representative,
and
there
will
also
be
a
insurance
representative
talking
about
insurance
preparedness
for
hurricane
season
that
will
be
june
first
seven
o'clock,
ages,
branch
library
and
encourage
anybody
to
go.
It
should
be
a
good
meeting.
G
Mom
two
things:
right
now:
yesterday,
our
police
honor
guard
was
up
in
dc
with
sergeant
and
watts's
name
being
inscribed
in
the
wall
for
peace
service
officers
week.
So
I
thank
them
for
their
for
going
up
there,
and
I
wasn't
hearing
the
last
meeting.
G
Sorry,
but
the
first
week
of
may
every
year
is
public
service
recognition
week
and
it's
a
time
in
this
country
where
we
thank
our
public
servants
for
what
they
do
day
in
and
day
out,
and
I
would
like
to
thank
all
of
our
city
staff
a
couple
weeks
late
for
all
of
the
work
that
you
do
to
make
this
a
wonderful
community
to
live
in.
So
thank
you.
A
Any
other
announcements
from
council,
okay
in
between
announcements
and
courtesy
of
the
floor,
if
you'll
indulge
me
a
moment
and
citizens
information
academy,
this
is
the
last
lesson
of
how
government
works.
I'm
just
kidding.
G
A
For
mostly
with
regards
to
things
that
are
going
on
online,
this
council
is
not
getting
into
debates
on
social
media
media.
For
one
thing
we
are
currently
in
the
midst
of
two
lawsuits
and
it's
simply
not
advisable
and
two.
The
most
prominent
posts
are
filled
with
misinformation,
partial
truths
and
in
some
cases,
flat-out
lies
these.

D
K
K
K
I've
asked
over
and
over
for
some
relief
from
the
plug-in
I've
even
accused
george
knight,
david
butler,
basically
falsified
the
report
to
the
city
manager,
because
I
believe
strongly
they
did
not
do
proper
due
diligence
reviewing
the
plans,
the
three
houses
built
behind
my
property
and
that
they
did
not
do
proper
inspections
to
ensure
that
the
elevations
of
new
homes
would
not
have
an
impact
on
other
properties.
K
I
have
yet
to
hear
back
from
the
city
manager
I've
asked
over
and
over.
I
answer
the
point
now:
diane's
secret
legal
counsel
to
file
the
third
lawsuit
against
the
city.
I
don't
understand
how
you
can
raise
the
property
elevation
to
7.5
for
swimming
pools
and
a
quantity
directly
behind
it
is
that
elevation
of
4.8.
K
K
D
K
A
Hello:
everyone,
I'm
tracker,
2
1908,.
K
3Rd
street,
I'm
up
here
just
to
make
a
statement
about
the
obvious
that's
going
on
with
the
volunteer
fire
department,
I'm
not
going
to
scold
you
here
today.
What
I
am
going
to
express
is
that
my
concern
that
you
really
need
to
keep
it
it's
a
tradition
here.
I
know
some
people
want
to
start
new
traditions,
but
just
for
the
fact
that
the
quality
of
people
it
turns
out
the
level
of
discipline
that
it
instills
in
the
people
that
have
gone
through
the
service.
I
have
not
been
a
lifeguard.
K
I
just
respect
the
organization,
I
respect
the
camaraderie,
I
respect
the
group
and
what
they
have
done
for
the
people
of
jacksonville
beach,
and
not
only
that
is
you
know
over
100
years
they've
been
here
and
they
have
provided
quite
a
service
for
this
city
at
richard.
K
I
know
there's
complaints
of
something
costing
250
for
50
lifeguards.
Over
a
couple
years.
I
mean
that's
nominal
for
what
you
got
free.
You
know
for
100
years,
in
my
opinion,
so
my
biggest
question
tonight
here
is
just
to.
If
you
guys
can
just
sit
down,
I
know
you
got
lawyers
involved
now
they
like
little
flowers,
so
that's
going
to
just
wrap
things
up,
but
hopefully
you
guys
can
sit
down
face
to
face
and
just
work
out
something
whether
it's
your
department
running
it.
K
Someone
else
run
it
a
third
party
running
it,
but
I
just
would
like
to
see
that
institution
stay
at
this
beach
in
jacksonville
beach,
because
I
just
think
it's.
The
benefits
are
just
enormous
and
there's
no
reason
why
a
volunteer
program
cannot
work
side
by
side.
Many
other
programs
from
the
police
department,
the
museum,
all
these
places
use
volunteers.
So
maybe
you
can
work
out
something
in
my
simple
mind
is
you
know
once
you're,
once
your
faith
and
you're,
never
volunteering,
it
then
start
bringing
up
more
volunteers.
I
don't
know
what
the
answer
is.
K
I'm
sure
lawyers
will
help
you,
but
in
leaving
just
whatever
we
can
do.
K
I
know
there's
been
a
lot
of
change
taking
going
on
and
stuff,
but
really,
if
you
just
sit
down
face
to
face
like
adults
and
just
work
this
out,
whatever
you
can
do
to
save
the
institution
of
the
volunteer
lifeguard
program
at
the
beach
would
be
great.
You
know
some
way
or
another,
maybe
you're
not
saying
anything
because
you're
told
not
to
say
anything,
maybe
you're
not
saying
there's
more
to
it
than
we
know.
K
You're
mentioning
about
this
information.
I
think
this
information
stems
from
no
discourse.
No,
no,
nothing
coming
from
you
guys.
We
don't
know
what's
going
on,
so
we
just
have
to
think
and
wonder
so.
We
have
to
watch
there's
more.
I
think
some
information
comes
out
through
public
records,
so
look
more
to
see
what
the
facts
are,
but
let's
save
the
volunteer
live
guards
in
jacksonville
beach.
Thank
you
just.
A
N
Good
evening,
thank
you
for
having
me
I'm
clark
letter,
I'm
the
director
of
planning
and
analytics
at
the
north
florida
transportation
planning
organization,
and
tonight
I
will
be
presenting
a
section
of
our
transportation
improvement
program.
N
So
this
program
involves
all
of
the
state
maintained,
roadways,
bypass
trails
in
our
four
county
jurisdiction,
which
is
duvall,
nassau
clay,
county
and
st
johns
county.
So
we
will
just
present
a
subset
of
these
projects
relevant
to
the
beaches
community.
N
N
N
N
We'll
have
a
virtual
public
meeting
on
may
24th.
This
is
next
tuesday,
where
you
will
have
opportunity
to
comment
as
well.
We're
happy
to
take
any
comments
on
the
transportation
improvement
program
and
you
can
find
that
at
our
website,
workforcetpo.com.
N
So
I
would
appreciate
your
patience
as
I
walk
through
some
of
the
projects
that
are
coming
to
your
community.
So
first
here
we
have
stanford
a1a
from
shad
creek
to
little
talbot
island.
This
is
a
resurfacing
project
scheduled
for
construction
in
fiscal
year
25..
N
N
N
N
N
N
N
N
N
N
Then
beach
boulevard
from
beach
plaza
to
3rd
street
a1a.
This
is
an
intersection
modification
for
construction
24.,
and
that
is
the
list
of
projects
that
I
have.
I
would
be
happy
to
take
any
questions.
If
I
can't
answer
them,
I
would
be
happy
to
relay
those
questions
to
dnc
to
provide
a
response.
A
E
Well,
clark
nice
to
meet
you.
You
were
talking
earlier
about
the
larger
resurfacing
projects
on
jtb
and
beach
boulevard,
and
can
you
convey
the
dot
that
we'd
like
to
try
to
get
them,
let
with
a
decent
amount
of
gap
between
them?
E
So
both
roads
aren't
under
construction
at
the
same
time,
especially
the
milling
and
resurfacing
portion
of
it,
where
they're
going
to
be
actually
going
to
have
to
shut
down
lanes,
and
if
we
could,
it
looks
like
one's
in
24,
the
other
ones
in
2025
from
the
ones
I
saw,
but
just
we
just
want
to
make
sure
that
we
got
at
least
one
of
the
two
as
an
option
to
get
out
of
here
without
having
to
sit
in
the
lane
closures.
The
other
questions
I
know
we
talk
about
complete
streets
in
the
past.
E
Do
you
have
any
update
on
that?
Were
we
able
to
tie
in
with
neptune
beach
and
atlantic
beach
in
that
process
to
potentially
get
a
one
age
converted
to
a
complete
streets
of
could
be
more
bicycle.
N
D
N
N
E
N
F
And
follow
up
to
that,
what
would
be
the
time
frame
on
on
potentially
coming
up
with
a
plan,
a
complete
street
plan
and
then,
if
there's
the
opportunity
to
narrow
the
lanes,
will
there
also
be
an
opportunity
to
provide
a
pedestrian
path
along
the
third
street
that
would
be
wider
and
safer
and
protected.
N
N
E
If
there's
anything
else
that
we
can
do
from
a
city
from
a
city
perspective
or
writing
letters
or
anything,
please
let
us
know
so
we
can
contact
dpo
or
fdot
and
then
also,
I
know,
there's
a
lot
of
infrastructure
funding
coming.
I'm
not
sure
you
know
the
time
frame
is
bright,
but
a
lot
of
those
are
going
to
be
designed
to
build
projects
which
greatly
it
greatly
increases
or
accelerates
the
time
frame,
to
get
something
done.
D
A
A
A
State
living
week,
that's
what
I
was
talking
about.
Congratulations,
okay,
so
every
year
seems
like
every
year
since
I've
been
doing.
This
we've
had
a
proclamation.
A
A
A
K
A
Important
life-saving
tips
for
recreational
voters
so
that
they
can
have
a
safer,
more
fun
experience
out
on
the
water
throughout
the
year
and
whereas,
on
average,
650
people
die
each
year
in
boating-related.
Accidents
in
the
u.s
and
75
of
these
fatalities
are
caused
by
drowning
and
whereas
the
vast
majority
of
these
accidents
are
caused
by
human
error
or
poor
judgment,
and
not
by
the
vote,
equipment
or
environmental
factors,
and
whereas
a
significant
number
of
voters
who
lose
their
lives
by
drowning
each
year
would
be
alive
today
had
they
worn
their
life
jackets.
F
D
A
A
A
Better
and
better
I
wanted
to,
and
just
so
you
know,
the
citizen
information
academy
was
an
opportunity
to
give
our
citizens
an
in-depth
look
at
how
the
city
operates,
and
it
was
modeled
partially
after
our
very
successful
citizens
police
academy.
So
I.
A
A
Really
great
job,
organizing,
especially
for
the
first
year
and
to
the
department,
heads
and
the
city
staff
who
came
out
and
presented
gosh,
especially
I
gotta,
say
phil
phil
brown.
There
he
did.
He
did
you
know
considering
that
he
has
to
work
with
probably.
N
A
D
A
See
the
the
members
of
the
class
interacting.
A
Catered
and
I
think,
there's
a
a
granny
worthy
sag
bag
about
to
come
to
all
of
our
participants,
so
we'll
go
ahead
and
turn
it
over
to
sherry
and
jody
ben.
To
get
the
graduation
to
commence
the
commencement.
A
And
come
back
and
get
your
bag
and
sit
back
down
and
then
we'll
get
everybody
up
for
a
picture
or
we'll
do
also
a
one-on-one
picture.
H
H
H
D
L
F
D
F
D
A
E
D
A
Yes,
motion
carries
item
b,
just
take
them
one
at
a
time.
A
I'm
sorry!
So
we
are.
We
have
a
reservation
from
our
planning
commission.
So
now
we
have
a
couple
of
items
that
involve
moving
up
our
alternates
as
well
as
appointing
a
new
member
to
the
planning
commission.
So
this
is
a
great
example
of
why
we
have
alternate
members
of
the
learning
commission
so
that
when
we
do
each
move
from
there
they've
already
been
kind
of
in
training
on
the
job
learning
as
far
as
members,
so
we'll
go
ahead
with
item.
E
A
H
A
Motion
carries
so.
The
next
item
will
require
require
a
nomination
of
a
new
member.
We
did
do
a
whole
slew
of
interviews.
Last
fall
planning
commission
was
by
far
the
most
popular
selection
for
what
people
were
looking
at
to
as
their
top
choice
for
what
board
they'd
like
to
sit
on,
so
we
have
10
applications
to
consider.
So
what
I'll
do.
A
For
nominations
and
we
will
list
each
name
that
it's
nominated
and
then
at
the
end
we
will
vote
and
see
who
we
want
to
appoint
for
that
open
spot.
I'm
sorry,
I
did
not
see
whose
life
came
off
us,
but
we'll
go
with
mr
danson.
A
H
A
D
I
Director
of
beaches,
energy,
some
other
city
departments,
have
always
come
to
you
with
the
same
request
due
to
the
chip
shortages,
we're
seeing
supply
chains
which
push
out
24
25
for
new
vehicles,
so
altx
willing
to
allow
us
to
order
early
before
the
fiscal
year
hits
and
we're
asking
permission
to
do
so.
This
is
for
two
large
trucks.
They've
been
in
the
service
for
more
than
seven
years.
They've
got
a
lot
of
mileage
on
a
lot
of
wear
and
tear
we're
asking.
D
E
K
A
A
I
think,
if
you
couldn't
hear
them
in
the
back,
municipalities
are
not
avoiding
the
impact
of
supply
chain
issues,
so
we're
really
having
to
start
looking
really
even
further
ahead
presentation
from
the
tpo
we're
not
looking
at
things
in
the
in
the
immediate
future.
All
the
time
we're
looking
you
know,
years
and
years
ahead
of
time,
and
this
is
forcing
us
to
do
that,
even
more
so
with
our
equipment
so
appreciate
as
well.
The
proactiveness
here
senior
other
comments
matter,
clear,
cold
call.
H
I
Our
petnum
director
of
eastern's
energy
once
more,
we
joined
florida
gas
utility
in
2019,
and
this
allowed
us
with
a
monthly
fee
to
join
in
there
and
through
that
relationship,
we're
allowed
to
buy
our
natural
gas
supply
from
them.
We
used
to
supply
it
through
a
big
process
through
actually
through
tico.
I
This
opportunity
came
up
back
in
2019
before
we
had
the
opportunity
to
cancel
I've.
Looked
at
this
opportunity,
it's
it's
very
similar
to
how
we
buy
power
through
fmpa.
It's
a
joint
active
agency,
there's
no
markup
for
the
cost
of
gas,
just
like
there's
no
markup
through
fmpa
for
the
cost
of
energy.
So
based
on
an
analysis.
This
would
save
us
in
the
last
year
alone.
It
would
have
saved
us
over
80
thousand
dollars
in
our
gas
supply.
I
It
also
allows
us
to
eliminate
a
consulting
agreement
with
people
which
cost
us
118
000,
so
it
would
effectively
eliminate
a
hundred
thousand
dollars
from
our
budget
and
it
will
provide
us
with
a
lower
cost
of
gas
for
our
to
serve
our
customers.
So
that's
what
we're
asking.
E
H
P
Good
evening
hearing
council,
the
item
I
have
before
you
is
to
approve
payment
of
a
bill
for
an
emergency
cemetery
sewer
repair.
We
had
a
sewer
line
coming
out
from
the
center
of
the
island
coming
across
into
adventure
landing
that
was
damaged.
We
did
a
repair
ourselves
to
try
to
fix
it.
It
ended
up
being
a
further
repair
that
needed
to
be
made
on
up
into
part
of
the
golf
course
area.
P
The
the
public
course
there
on
adventure
landing
itself,
so
we
called
them
a
crew
to
actually
do
that,
since
it
was
on
private
property.
City
manager
approved
this
as
an
emergency
repair.
So
this
is
just
an
approval
for
paying
the
bill.
E
G
Thank
you.
What
caused
the
mishap.
P
There
was
actually
a
directional
bore
of
a
beaches,
energy
electric
line,
the
line
that
was
coming
across
beach
boulevard.
P
P
So
we
ended
up
having
to
incur
another
repair,
but
because
it
wasn't
located
by
our
group-
and
it
was
actually
not
built
to
the
way
it
was
supposed
to
have
been
built
according
to
the
plans
and
the
as
built,
showed
a
manhole
there
and
it
did
not
exist.
So
there
is
a
manhole
there
now
as
it
should
have
been
filled
when
it
was
originally
constructed.
G
P
K
P
Which
actually
help
move
the
waste
water
throughout
the
processes?
One
of
those
mixers
has
had
a
failure
and
we
need
to
replace
it.
There's
a
substantial
lead
time
because
it's
got
to
come
in
from
europe
to
order
it
and
then
to
get
it
here.
So
this
is
actually
approving
to
purchase
one
and
then
proving
to
order
a
second
so
that
we
don't
have
substantial
downtime,
because
this
does
take
25
percent
of
our
plant
out,
while
we're
waiting
so.
E
I
knew
that
we
approved
the
emergency
purchase
of
two
sequential
batch
processors,
mixers
for
the
pollution
control
plant
from
carter
and
her
plank
in
the
amount
of
fifty
seven
thousand
three
hundred
to
thirty
four
dollars
and
declare
carter
and
burkland
as
a
soldier
provider
for
future
purchases.
Second,.
H
A
Yes,
motion
carries
moving
on
to
the
resolutions
we
have
the
resolution
read
by
title
and
then
we'll
get
into
staff
reports
and
public
comment.
A
Thank
you.
We
have
a
couple
of
speaker
cards
and
then
we'll
make
the
motion
and
have
an
opportunity
for
council
comment.
First
up,
mr
lenny
javik
excuse
me.
Yes,
we
have
calcium
in
the
clinton.
I
But
here
he's
that
nephew
in
law.
Can
you
speak
first.
A
I
Hi,
my
name
is
kelsey
mcclanahan.
I
live
at
1909
tiffany
avenue
in
jacksonville,
I'm
here
to
representing
my
wife
and
his
sister,
my
mother-in-law
and
several
of
their
family
members
who
live
here
in
the
area.
It's
about
richmond
ross
loose.
He
was
known
as
ricky.
He
was
born
in
june
22
1948
and
killed
in
vietnam
on
may
29,
1967.
I
I
I
don't
know
if
distinction
is
the
right
word,
but
he
was
the
first
service
man
killed
from
the
beaches
and
the
vietnam
war
and,
as
I
said
before,
he
has
in
this
area
and
many
relatives
and
families
that
live
here
to
this
day.
I
I
D
I
I
It's
only
fitting.
As
we
approached
memorial
day,
we
recognized
three
local
heroes
that
made
the
ultimate
sacrifice
in
the
support
of
our
country.
They
are
asbury
kelly
who
died
during
the
last
days
of
the
battle
of
okinawa,
ricky,
moose
and
ray
gast.
Both
died
of
serving
in
vietnam.
All
three
attended,
fletcher
high
school,
all
three
were
18
when
they
died,
and
today.
I
Of
ricky
luce's
classmates,
linda
fitzmark
with
us,
thank
you
for
coming
out,
linda
and
also
ricky's
niece
and
her
husband,
thank
you,
mayor
hoffman
city
council
members
for
making
sure
they
are
never
forgotten
and
that
each
of
them
are
more
than
just
the
name
on
the
wall.
Thank
you.
A
Mr
david
and
I
appreciate
that,
but
thank
you
for
making
sure
that
their
stories
are
not
for
that,
and
I
know
you
are
putting
a
lot
of
personal
time
into
this,
and
we
all
appreciate
that.
So
thank
you
and
thank
you
to
our
parks
and
rec
staff
who
are
working
with
you
to
provide
this
honor.
Can
we
get
a
question.
D
H
A
Yes,
motion
carries
resolution
b
magnifier.
Will
you
read
by
tyler
only.
O
Good
evening,
mayor
council
heather,
ireland,
planning
and
development
director,
so
we
discussed
this
potential
project
and
a
potential
request
fact
review.
I
believe
it
was
november
of
2021..
The
request
before
you
is
for
the
abandoned,
lock,
that's
located.
You
can
see
on
the
screen
just
south
of
gonzales
park.
O
We
received
an
application
for
the
vacation
of
right-of-way
in
relation
to
a
proposed
38-unit
townhouse
project.
The
reason
that
the
applicants
are
requesting
the
vacation
of
right-of-way.
It
comes
down
to
two
reasons:
the
way
they
design
their
project
is
not
consistent
with
some
of
our
local
codes
and
policies,
specifically
a
corner
site
visibility
triangle
at
the
fourth
street
intersections,
and
also
the
provision
of
a
10-foot
beaches,
energy
utility
easement,
that's
required
to
be
on
private
property.
O
A
O
For
this
application
is
that
it
is
submitted
to
staff
and
routed
to
the
different
departments
for
review,
based
on
some
criteria
that
have
been
established
for
right-of-way
abandonment
applications.
It
was
reviewed
by
the
planning
department,
public
works,
speeches,
energy,
fire
marshal
and
police
planning
attending
department.
Fire
marshall
police
did
not
have
any
comments
or
recommendations.
O
However,
public
works
is
has
some
comments
that
are
issued
in
a
separate
staff
memo
from
director
barron
to
the
city
manager
on
I
believe
it
was
march
24th.
This
should
be
in
your
agenda
packet
as
well
recommending
disapproval
of
the
application.
For
the
reasons
stated
in
the
memo
again.
Mr
barron
is
here.
If
you
have
questions
of
him
on
his
analysis
and
response
and
then
also
beach's,
energy
is
also
recommending
disapproval
of
the
application
for
similar
reasons.
O
As
in
public
works's
report,
the
process
for
this
is
out
is
outlined
in
a
resolution
from
1996
and
it
states
in
section
one
of
that
application
or
that
resolution
excuse
me
that
streets
and
alleyways
will
not
be
abandoned.
Unless
the
city
council
determines
that
there
is
an
overwhelming
public
interest
that
will
be
served
if
the
right-of-way
is
turned
over
to
private
ownership.
O
This
site
up
here
on
the
screen
is
a
depiction
of
their
proposed
site
plan,
showing
the
38-minute
townhouse
project
in
the
highlighted
area
are
the
areas
that
they
are
requesting:
the
vacation
of
10
feet
of
broadway
on
either
side
of
the
block.
So
I'm
happy
to
answer
any
questions
I
know
the
applicant
is
here
they'd
like
to
provide
you
with
some
additional
information
and
again
mr
barron
and
mr
putnam
still
here.
I
think,
maybe
to
answer
any
questions
that
you
might
have
on
their
response.
D
B
The
required
20
foot
quarter
site
visibility.
Titles
was
that
I
thought
we
addressed
that
last
time.
We
had
this
in
front
of
council.
A
Okay,
we'll
go
ahead
and
start
with
public
comment
and
then
we'll
get
a
motion
on
the
floor.
We're
starting
with
mr
zach
name
and
address,
and.
Q
A
lot
of
meetings
with
with
staff
and
we
became
we
feel
that
we
came
up
with
this
plan,
basically
with
staff,
a
plan
that
would
work
with
a
great
project
for
jacksonville
beach
and
fit
within
within
the
city's
development.
Q
There
are
options
we're
doing
typical
town
homes
which
have
driveways.
You
have
eight
driveways
on
on
each
side
of
the
block
and
we've
gotten
some
pushback
in
the
past
on
that
on
a
specific
instance.
So
we
came
up
with
this
new
plan.
Urban
and
hilltop
homes.
We've
done
all
over
florida,
where
you
have
internal
driveways,
which
provides
the
public
benefit
of
not
having
all
the
driveways
back
cars
backing
out
in
the
street.
Q
We
also
came
up
with
a
way
to
add
26
public
parking
spaces,
which
is
a
huge
public
benefit
and
just
doing
a
development
overall
that
is
less
dense
than
what
the
property
is
owned
for.
This
is
actually
on
the
comp
plan.
This
property
is
up
to
40
units,
an
acre
which
would
be
a
57
unit
apartment
complex.
So
all.
K
Q
We
came
up
with
this
current
plan
of
these
38
townhomes.
The
we
actually
submitted
this
through
the
city
about
in
august
of
last
year
and
all
the
departments
got
to
comment
on
it.
Public
works
actually
commented
specifically
on
two
things:
one
of
the
major
site
triangles
and
we
actually
fixed
the
site
plan.
The
current
site
plan
does
not
need
the
10-foot
vacation
in
order
to
meet
the
site
triangle
that
was
prior
to
us,
removing
two
units
which
was
part
of
those
august
comments
from
public
works.
Q
J
Q
Not
to
me
impervious
surface,
it's
just
because
the
patient's
energy
feels
that
that
time
fee
that
those
utilities
should
be
on
private
property,
not
from
the
public
right
away.
If
there
are
going
to
be
some
utility
movements
that
have
to
happen
which
we
are
going
to
bear.
Q
The
cost
for
the
area
is
actually
really
congested
right
now
with
with
utilities,
and
we
feel
that
our
solution
actually
improves
on
that
congestion
of
utilities
and
are
the
backup
option
of
this
project,
which
we
have
gone
over
and
over
with
the
city,
would
be
that
we
don't
need
the
right-of-way
to
do.
You
know
57
apartment
unit,
as
the
comp
plan
is
designated
at
40
units
an
acre.
Q
K
K
L
Q
Better
project
for
for
jacksonville
beach,
with
public
parking
and
not
having
drivers
on
the
streets,
a
great
amenity
on
a
fee,
simple
talent
project,
but
we
would
appreciate
overall
consideration
of
this
resolution.
J
Good
evening,
zach
miller,
3203
old
mark
court,
his
fault
with
alex
we
started
meeting
with
staff
almost
two
and
a
half
years
ago,
our
first
meeting
on
the
pud
was
submitted
in
fall
2020.
J
J
Said
they
needed
the
electric
easement
being
private
property,
so
we
asked
to
see
the
policy
on
the
handout
that
I've
given
you
and
apologize
on
the
color
printing
for
installing
maintaining
replacing
beaches
and
your
service
ability
facilities
for
ingress
and
ingress.
We
agree
if
there's
any
utilities
on
our
property,
we
have
to
grant
these
them.
There's
nothing
in
this
policy
that
says
it
cannot
be
in
right
of
way.
That
said,
that's
the
rule,
we're
abiding
right.
I
said
we're
abiding
by
the
psychiatry.
J
J
We
had
a
meeting
with
public
works
and
with
beach's
energy
service
in
july,
and
there
was
an
email
from
mr
putnam
that
saying
that
it
wasn't
a
policy.
It
was
past
practices
that
requires
it
to
be
on
private
property.
After
that
meeting,
we
met
with
mr
sapopolis
and
heather
of
service
ireland
and
asked
a
follow-up.
The
next
page
in
your
handout,
is
the
comments
on
the
vacation
of
10
feet
from
public
works.
This
is
from
the
disarmament.
J
The
main
concerns
of
staff
with
the
proposed
site
plan,
even
with
its
extra
10
feet,
is
the
site,
visibility
and
the
transformer
location,
there's
nothing
in
there
about
utility
location
or
congestions
at
all.
This
was
in
august
of
last
year
we
fixed
the
side
triangle
issue
and
we
moved
the
transformers.
J
Since
I've
only
got
a
minute
left
I'll
hurry
up
a
little
bit,
then
we
had
our
workshop
and
where
we
weren't
allowed
to
speak.
But
you
guys
a
lot
of
comment
on
this.
We're
allowed
to
move
forward.
We
did
not
get
the
memo
or
the
staff
report
on
this
at
all.
In
fact,
I
had
to
go
find
it
myself.
It
turns
out
that
six
weeks
ago
the
public
work
staff
report
was
written,
even
though
we
filed
this
in
february.
We
just
saw
it
last
thursday,
the
last
product
lasts.
J
We've
only
got
37
seconds
left.
The
last
item
in
the
pack
I've
handed
out
to
you
was
actually
the
ordinance
from
1998
the
last
road
vacation.
This
was
the
complete
vacation
of
20th
avenue
south
next
to
secondary
south.
No,
that
was
my
grandfather's
property.
The
only
public
benefit
listed
in
there
was
to
allow
for
development
of
homes.
That's
it.
That's
all
that's
listed
for
us.
We've
got
the
26-part
parking
spaces,
we're
going
to
put
in
the
hoa
documents
that
there's
only
a
time
limit
for
residents
and
their
guests.
J
30
townhouses
versus
55
apartments,
we're
going
to
be
able
to
relocate
the
atm
t
and
the
comcast
aligns
we're
into
a
voltage
range
system
and,
oh
by
the
way,
there's
a
legally
placed
guidewire.
That's
holding
up
the
high
transmission
lines,
that's
on
our
property,
we'll
give
up
on
that
lawsuit.
Thank
you.
D
D
D
R
Sure,
okay,
council
members,
thank
you
for
your
time
and
consideration
this
evening.
My
name
is
chuck
kennedy.
I'm
located
at
one
two.
Three
seven
five
store
acres
drive
in
jacksonville
florida.
I
am
a
civil
engineer
on
this
project.
I
reviewed
director
baron's
memo
and
I'd
like
to
take
a
few
minutes
just
to
address
some
of
his
comments
that
he
has
today
on
2nd.
R
Outside
the
area
where
vacating
is
congested
today
on
the
south
side
of
2nd
avenue,
there's
a
12
inch
raw
water
main
inch
and
a
half
comcast
cable,
a
bundle
of
three
inch
and
a
half
att
fiber
rocket
lines.
A
16
inch
force
made
several
communication
lines
and
a
four
inch
gasket.
The
fiber
optic
lines
and
existing
telephone
lines
are
in
conflict
with
the
16
inch
force
main
today.
R
The
only
utilities
present
are
a
six
inch
potable
water
main
and
a
24
inch
sewage
force
main
and
there's
an
abandoned
six-inch
cast
iron
board
main
in
there
as
well.
Director
baron
expressed
concern
that
adding
utilities
in
this
corridor
would
make
the
congestion
worse.
I
must
say
I
respectfully
disagree.
R
R
To
relocate
their
fiber
optic
and
other
communication
lines
in
this
rideaway,
they
have
proposed
the
construction
of
a
three
conduit,
duct
bank,
to
be
built
via
directional
drill
or
open
cut.
If
that's
preferred
between
the
between
and
below
the
existing
16
inch
porch
manual
12
inch
raw
water
main
taking
these
utilities
out
of
conflict
with
the
city
of
jacksonville
utilities.
The
comcast.
L
R
According
to
our
utility
locate
report,
the
six
inch
water
main
does
not
fall
within
the
area
to
be
vacant.
However,
near
the
intersection
of
11th
street
and
first
avenue
north,
the
watermate
will
need
to
be
relocated
under
the
pavement
to
create
the
required
separation
between
water
and
sewer
director.
Baron
has
stated
that
this
adjustment
in
water
main
alignment
would
necessitate
the
realignment
of
the
intersection
of
11th
street
north
and
1st
after
new
york.
R
R
It
should
be
noted
that
these
those
adjustments
talk
about
will
most
likely.
We
needed
to
be
done
if
there
were
standard
tan
home
development,
as
the
sewer
main
has
got
to
be
constructed
out
of
the
way
and
there's
been
difficult
to
meet
separation
requirements
if
it
was
a
standard
channel
for
standard
talent,
development
and
working
on
this
project
for
over
a
year.
R
It's
my
opinion
that
the
vacation
of
the
right-of-way
to
allow
electrical
services
to
be
on
private
property
will
not
be
detrimental
because
we
will
be
decreasing
the
congestion
from
the
present
condition
and
doing
it
at
the
developer.
Not
taxpayers
cost
relocation
of
existing
communication
utilities.
The
second
half
of
the
north
creates
room
for
access
and
maintenance
of
the
16-inch
horse
range.
For
these
reasons,
I
believe
this
in
the
city
of
jacksonville
reaches
best
interest,
approved
resolution
2112-202.
M
That'd
be
great,
I'm
thank
you.
I
live
at
934
10th
street
north
jacksonville
beach
tonight,
I'm
speaking
with
regard
to
the
request
to
abandon
the
right-of-way
application
from
beach
walk
homes.
Llc,
I'm
no
expert,
but
I
am
a
concerned
citizen.
I
want
to
look
at
materials
available
on
the
city
website
regarding
this
application.
Some.
M
I
joined
the
zoom
meeting
on
november
22nd
2021,
when
council
had
a
briefing
on
abandonment
of
the
right-of-way.
At
this
time,
the
property
owner
had
not
yet
made
an
application
for
the
abandonment
and
many
questions
and
concerns
were
brought
up
at
the
meeting
and
discussion
was
finally
tabled,
so
that
individuals
could
gather
more
information
and
come
back
to
council
for
further
discussion.
M
M
In
this
instance,
the
applicant
is
notified
and
the
process
is
stopped
and
remembered
in
the
city
manager
dated
march
24th,
with
dennis
barron
director
of
public
works,
mr
barron
wrote
that
the
raw
water
line
in
this
maintenance
are
critical
to
allow
access
to
the
city
well
system
and
continue
to
provide
potential
water
to
the
residents
of
jacksonville
beach.
This
line
in
its
maintenance
is
crucial
to
a
city
services
and
maintenance
ability
is
of
an
urgent
capacity
in
another
memo.
Well,
this
video
actually
states
the
public
works
does
not
recommend
the
approval.
M
In
another
amendment
to
the
city
manager
dated
april
18,
2022
heather,
ireland
writes
both
public
works
and
features.
Energy
service
remember,
recommend
disapproval
of
the
request.
You
have
two
city
departments
representing
that
the
application
you
disapprove.
This
should
be
a
no-brainer,
but
it's
not.
I
fear.
M
Members
who
simply
want
to
see
this
project
approved
on
that
zoom
meeting
in
reference
to
a
beach's
energy
policy,
one
council
member
stated:
wouldn't
it
just
be
easier
to
modify
the
policy
if
it's
not
a
big
impact
to
the
city
that
same
council
member
proposed
that
the
27
public
parking
spaces
that
are
included
in
the
proposal
could
be
monitored
by
the
city
to
ensure
that
they
are
available
to
the
public
and
not
used
by
the
residents.
I
don't
think
monetary
parking
is
a
viable
solution.
F
M
An
ongoing
basis,
a
thirsty
council
member,
received
a
1
000
donation
from
this
developer
for
his
re-election
campaign
on
march
31st
2022.,
so,
council
members
have
been
very
vocal
regarding
the
possibility
of
the
applicant
building
a
50-plus
unit
apartment
complex
on
this
site.
55
apartments,
similar
to
blue
water
would
likely
have
less
square
footage
than
the
proposed
development,
as
the
blue
water
units
range
from
620
square
feet
to
13.73
square
feet.
L
My
name
is
roger
whiting.
I
live
in
1103,
2nd
avenue
north
since
january,
1st
1974.,
when
I
moved
there.
The
apartments
that
are
there
now
were
pine
trees,
and
if
you
look
at
this
drawing,
I
noticed
they
showed
the
yellow,
where
they're
closing
the
sidewalk
that
I've
used
for
50
years
from
where
they're
putting
the
parking
that
sidewalk
goes
all
the
way
to
the
beach,
also
to
the
churches.
L
L
All
those
parking
places
are
going
to
be
basically
on
a
dead
end
road
with
no
way
to
patrol
they're,
changing
gonzalez
park
around
to
put
the
basketball
courts
in
all
right
down
on
that
corner
at
night.
If
the
police
can't
circle
that
that's
going
to
be
a
problem,
and
I've
been
using
secondary
port
for
many
many
years
to
get
to
the
beach
I'd
appreciate
that
they
didn't
close
the
road,
they
need
to
change
the
apartments
I
understand,
but
closing
that
road
is
dangerous.
L
A
Let
me
just
take
a
quick
moment:
miss
ireland,
I'm
sorry
you're!
Fine!
Thank
you!
So
much
can
you
just
clarify
that
we're
not
closing
any
roads
and
you
give
a
little
a
high
level
overview
of
what
clothes
are
getting
the
right
way.
Sure.
O
Thank
you
mayor.
Yes,
there
the
request
is
not
to
enclose
or,
to
close.
Excuse
me,
the
entire
street.
The
request
is
to
vacate
a
portion
of
the
right-of-way
on
the
south
side
of
2nd
avenue
north
and
the
north
side
of
first
avenue
north.
There
are
some
sidewalks
in.
A
Thank
you
tony
mark.
L
L
More
and
more
wealth
building
companies
will
be
asking
the
city
to
give
away
city
property
to
do
just
what
this
is
doing.
I
will
keep
this
simple.
The
public
works
department
does
not
want
this
project
and
recommended
to
deny
it
each
is.
Energy
does
not
want
this
project
and
they
recommend
it
to
deny
residents
like
me.
L
L
I
D
And
I
also
think
you're
getting
the
car
for
the
course
a
little
bit,
because
the
last
meeting
you
had
about
this
was
in
november,
and
I
I
looked
at
that
meeting.
There's
a
lot
of
questions.
Everybody
at
the
meeting
said
we
need
more
info.
We
need
more
income,
the
only
one
you
got
you
just
got
tonight
as
far
as
I
can
see.
So
why
are
you
putting
this
up
for
a
vote
now
when
you
get
any
numeration
assistant.
K
L
K
K
L
D
A
B
You
mentioned
the
gas
and
electric
approximately
to
each
other,
as
they
exist
right
now.
Would
would
would
you
guys
be
the
ones
correcting
that
would
that
be
corrected
through
through
this
design.
R
Yeah,
that's
what
the
plan
you're
showing
there
is.
I
was
very
surprised
when
I
got
into
this,
that
we
were
able.
We
found
a
solution
that
makes
it
better,
I
generally
care
for
the
director
barry
and
what
he
has
to
go
through
to
maintain
this
stuff,
and
so
as
an
engineer
when
I'm
going
in
and
looking
at
it,
I'm
trying.
R
How
can
I
make
his
life
easier,
and
so
we
are
relocating
a
fiber
optic
line
that
is
currently
right
on
top
of
his
horse
name
and
we're
going
to
put
it
completely
out
of
his
way.
B
B
I
know
that
we
had
talked
about
this
previously
back
in.
I
think
it
was
august.
Was
there
going
to
be
an
hoa
established
for
this?
Yes,.
J
And
but
I
want
to
be
very
clear
that
we're
just
on
the
right
way
tonight,
so
this
is
going
to
be
an
answer
that
would
affect
the
pud
if
you
were
to
go
forward.
Okay,
if
this
were
approved,
we
have
to
go
to
the
pud,
stuff,
planning,
commission
and
then
two
rounds
of
city
council.
To
answer
your
question:
yes,
there'd
be
an
hoa
and
yes
that
would
be
a
requirement
in
the
pv
description
all
right.
Thank
you.
B
C
Okay
yeah
regarding
this
project,
I
spoke
with
a
separate
outside
engineer.
My
dad
he's
been
in
land
development
for
in
jacksonville
for
over
40
years,
and
his
partner
he's
been
in
lane
development
in
jacksonville,
for
I
don't
even
know,
probably
about
the
same
one
thing
that
they
all
noted
is
that
this
we're
beatrice
energy
is
the
only
company
to
require
in
north
florida
to
require
public
utilities
on
private
property.
We've
done
countless
developments
in
jacksonville
jea.
All
they
require
is
an
easement
on
private
property.
C
If
not,
if
so,
it
goes
on
public
property
in
the
right
of
way
if
they
can't
get
the
easement,
so
I
think
that
you
know,
and
I've
still,
you
know
we
haven't
seen
the
beaches
energy
policy,
but
I
just
feel
like
this
policy.
Is
you
know
it's
it's
a
rare
breed
in
north
florida.
It's
something
that,
like
I
said,
no
other
utility
is,
is
using
also
in
regards
to
the
development
as
a
whole.
C
I
asked
for
their
inputs
on
the
on
the
project
and
they
both
would
have
asked
the
city
to
instead
of
abandon
the
right
of
way
like
we're
doing,
is
to
be
sold
on
the
property
reached
out
about
that
and
was
informed
that
for
us
to
sell
the
property,
it
doesn't
have
value,
no
discernible
value
to
have
to
look
up
exactly
what
was,
but
I
was.
C
I
was
kind
of
surprised
by
that
and
think
that,
if
we
should
do
this,
that
we
should
sell
the
property,
it
would
be
minimal
cost
to
the
developers,
something
that
we've
done
multiple
times
and
the
engineer
also
one
thing
noted
is
that
an
80
foot
right
of
way-
I
think
it's
second,
I
went
there
today.
Yeah
on
second,
is
crazy
for
the
size
of
the
road,
an
80
foot
right
away
would
usually
only
be
if
that
road
was
to
be
expanded
beyond
its
size,
and
it's
not
another.
C
Another
thing
to
note
on
towns
is:
was
there
today
a
quarter
of
a
block
down
the
street?
There
are
multiple
town
ones,
so
the
density
fits
within
the.
What
is
that
southern
side
of
second
street
zoning
for
multi-family
just
observations
that
I
noticed
driving
the
property
today
and
talking
with
other
developers
and
engineers.
E
I
am
in
agreement
with
mr
smith
on
one
particular
item
is
that
this
has
not
come
back
before
us.
I
had
multiple
questions
at
the
at
the
briefing
and
I've
gotten
no
answers,
and
then
it
comes
back
up.
You
know
this
is
step
one
of
at
least
a
four
step
process
that
even
approving
this
tonight
does
not
does
not
guarantee
that
this
is
going
to
go
through.
E
I
think
that
people
that
own
the
own
condos
tend
to
maintain
them
a
lot
better
than
we're
relying
on
an
apartment
complex
to
do
it,
but
this
step
allows
us
to
get
into
a
negotiation
situation
with
the
developer.
The
hoa
I
would
I
would
I
mean
every
hoa.
E
I
know-
and
I
don't
know
if
we're
able
to
do
this,
but
the
requirement
I
would
like
to
see
is
that
no
short-term
rentals
are
allowed
in
that
that
there's
some
kind
of
minimum
six-month
or
seven-month
rental
for
for
these,
if
they
decide
that
they
are
going
to
use
them.
If
somebody
owns
it
and
doesn't
want
to
use
it
as
a
rental,
the
parking
I
do,
I
with
the
improvements
that
we're
going
to
have
in
gonzales
park.
E
My
understanding
is
the
yellow
areas
on
there
are
the
where
they're
requesting
abandonment
of
the
right-of-way
that
they
are
going
to
in
turn,
they're
going
to
they're
going
to
the
city
is
going
to
have
a
oh,
my
gosh,
more
much
more
easier.
There
you
go
to
this
and
that
sidewalks
will
be
maintained
in
those
areas
and
that
utilities
will
just
be
moved
out.
I
I'm
a
civil
engineer.
E
I
work
with
utilities
all
the
time,
and
you
know,
congestion
of
of
utilities
is
a
can
be
a
challenge,
but
it
is
a
challenge
throughout
duval
county
and
there
are
areas
that
are
substantially
worse
than
this
section.
G
Thank
you.
I
want
to
address
a
couple
of
things
that
have
been
said
to
expound
on
tony's
comment
about
the
apartments.
G
Yes,
you
if
you
can
fit,
and
mr
smith's
comments,
if
you
can
fit
54
apartments
in
there
with,
while
not
needing
a
variance
or
anything
else,
then
they
have
the
right
to
do
that
without
having
to
come
to
us
or
to
the
planning
commission.
The
difference
between
with
parking
the
difference
between
partnering
with
townhouses
and
apartments
is
that
apartments
have
to
have
parking
on
site
where
you
can
turn
around
on
site
to
leave
not
having
to
back
out
versus
the
townhouses
where
you'd
have
to
back
out.
G
So
that's
the
main
piece
on
that
and
they
have
the
right
to
do
that.
They,
that
is
a
given
right
on
that
that
property.
They
are
asking
us
to
give
them
city
property
for
their
private
benefit.
They
have
they
own
the
whole
block.
G
They
have
designed
it,
so
they
need
the
extra
20
b10
on
each
side
from
the
city
instead
of
designing
something
that
fits
within
your
area
and
that's
where
I
have
the
biggest
concern:
it's
not
like.
You
have
a
hardship
or
anything
else,
and
I
still
do
not
see
the
public
value.
26
parking
spots
are
not
the
public
value
because
they
can
park
there
now
with
re,
and
one
thing
we
also
need
to
really
focus
on
here
is:
the
city
is
only
to
give
away
right-of-ways
if
it
creates
a
public
value.
G
G
That
is
the
goal,
and
so
for
me,
them
saying
that
they
want
a
denial
far
outweighs
anything
else.
The
only
reason
why
those
things
would
have
to
be
moved
is
because
they
want
to
develop
that
as
they
did,
even
though
it
is
scraping
the
land
and
figuring
out
how
they
get
the
the
most
stuff
on
there,
which
is
fine,
if
you
can
do
it
without
those
20
feet
of
the
right-of-way,
I
do
not
support
giving
up
city
land
to
private
development.
G
D
Mesa
question
for
mr
kennedy.
K
D
K
And
I
guess
this
question
goes
to
either
mr
barron
or
mr
putman
on
the
proposed
improvements.
Does
that
help
out
at
all,
or
just
I
just
think
about
okay.
P
Okay,
marion
council-
this
is
first
I've
seen
this
for
lack
of
mr
kennedy
trying
to
get
a
hold
of
me
since
he
was
made
aware
of
this
actually
coming
to
council
as
well.
P
P
So
I
can't
I
don't
feel
comfortable
giving
you
a
yes
or
no
based
on
the
drawing
that
I
just
got
handed
five
minutes
ago
at
first
I
could
say:
yes,
I
think
this
might
be
better.
I
would
have
to
look
at
it
further
to
see
whether
that
is
like.
I
said
this
is
not.
This
has
not
got
anything
to
do
with
the
relocation
of
the
existing
utilities.
That's
not
the
level
we
were
at.
We
were
at
the
level
of
vacating
the
right
way
only
and
then
under
those
I'm
allowed
to
look
at
these
two
criteria.
E
You
know
it's
back
to
the
thing
I
was
saying
before.
I've
had
a
lot
of
questions
about
this
about
this,
and
I
have
not
gotten
the
answers
and
if
we
want
to
ask
these
questions
of
our
reports,
it
is
in
the
next
step
through
the
pub
process
when
it
goes
through
planning
when
it
comes
back
through
city
council,
w
public
meeting.
I
imagine
it'd
be
a
public
meeting
that
would
for
this
for
this
project
as
well.
E
So
you
know
I
just
I
think
it's
we're
very
short-sighted
in
stopping
this
at
this
time
when
the
city
has
approved,
like
one
of
the
builders
pointed
out
that
in
the
past
that
we've
there
has
been
a
president
said
that
the
benefit
is
just
being
able
to
develop,
and
you
know
not
that
I
don't
that's.
I
don't
necessarily
agree
with
that.
E
That
is
a
benefit
to
the
public,
but
we
have
set
that
in
the
past.
So
I
have
a
lot
of
other
concerns
about
stopping
this
at
this
point,
but
I
think
that,
with
the
other
opportunities
to
be
able
to
address
these
questions,
we
either
need
to
stop
the
process
now
and
ask
the
questions
or
we
need
to
move
forward
and
ask
these
questions
on
the
next
couple
graph
on
the
next
three
other
steps
of
this
process.
B
Yeah,
I
just
wanted
to
add
that,
in
regards
to
councilmember
dumas
comments,
if
you
look
at
blue
water
right
down
the
street,
I
think
they
have
four
parking
areas
that
back
into
first
avenue
north,
so
their
enclosed
parking
lots
have
to
be
wide
enough
where
they
can
make
a
circular
turn,
but
they
do
they
do
it
to
our
apartments
that
have
the
parking
along
the
roadway
there
having
having
19
less
units
means
that
there's
going
to
be
38
less
cars
going
from
57
down
to
38
townhomes
and
I've
done
a
lot
of
correspondence
reference
to
density.
B
Secondly,
currently
there's
18
apartments
or
condos,
whatever
they're
considered
that
are
in
that
in
that
city
block
right
now
that
exists,
and
they
only
occupy
less
or
right
around
half
of
that
block.
So
if
you
double
that,
you
can
look
where
you're
at
now.
So,
as
far
as
I'm
concerned
that
I'd
rather
see
the
less
density
and
the
better
and
the
smarter
development
than
just
throwing
57
more
apartments
in
our
city,
ms
goldman.
F
My
only
comments
on
this
are
that
ms
island
said
when
she
was
presenting
this
to
us
that
the
way
that
the
project
was
designed
is
not
compliant
with
our
codes
and
that
they're
starting
from
ground
zero.
I
don't
understand
why
the
development
cannot
be
compliant
with
our
code
when
you're
starting
at
ground
zero.
F
The
other
question
is
the
public
purpose
vacating
right
away
for
public
purpose
of
significant
public
purpose.
Whatever
the
terminology
is-
and
I
just
don't
see
that
26
parking
spaces
meets
that
criteria,
and
I
currently
cannot
support
the
vacation
the
right
way
to
a
private
to
a
private
property
owner.
G
Miss
dumont,
thank
you,
less
density
would
be
great
and
if
they
want
to
do
town
houses-
and
they
did
it
within
code-
it'd
be
less
than
38
townhouses,
which
is
what
they
can
do
right
now
by
code
and
there's
no
need
for
the
extra
right
or
place.
So
if
that,
if
people
are
thinking
well,
we'll
have
to
have
all
these
apartments,
and
so
we
have
to
go
with
townhouses.
It
doesn't
need
to
be
38.
G
G
O
Right
of
way,
no
ma'am.
So
when
we
looked
at
this
application
with
legal,
the
advice
was
to
bring
it
before
you
guys
in
the
form
of
a
resolution.
First
and
if
it
were
to
be
approved
tonight,
then
we
would
move
forward
with
an
ordinance.
So
that
would
be
the
mechanism
to
actually
vacate
the
right
way.
It
would.
M
O
G
If
you
can't
tell
me
that
you
can't
get
townhouses
in
there
owning
the
whole
block,
you
could
probably
get
38
townhouses
if
you
just
made
them
a
little
smaller,
but
so
I
still
don't
support
this,
but
it's
good
to
know
if
it
were
to
pass
but
the
next
process.
That
would
be
the
next
step.
E
This
is
just
step
one
in
a
process.
This
does
not
give
them.
This
does
not
approve
that
they
are
going
to
get
this
right
away
and
turn
it
back
into
an
easement
for
the
city
that
still
has
to
go
through
multiple
steps
to
get
to
that
point.
So
stopping
this
now
without
us
being
able
to
answer
the
quest,
ask
questions
and
answer
the
questions
that
we
need
is
is
disappointing.
E
The
other
stuff,
with
the
backing
out
they've,
created
other
driveways
through
there,
so
they'll
be
drunk
they'll,
be
backing
out
into
a
into
alleyway,
not
onto
the
city
streets,
which
I
think
is
critical,
because
if
you
look
around
the
city
right
now,
what
we're
looking
at,
we
would
look
at.
You
know
maybe
eight
on
each
side
that
are
gonna
all
face
off
face.
The
city
street,
like
we've,
had
around
the
whole
area
and
working
and
all
of
those
people
will
be
backing
out
onto
the
streets.
C
I
just
want
to
say
I
think
that
we
should
go
to.
We
should
put
move
this
forward
and
prepare
a
briefing
after
this
vote
is
like
director,
ireland
said
we
only
get
past.
C
You
know
not
even
I
mean
maybe
like
the
first
baby
step
of
all
things
for
it
to
actually
for
staff
to
even
consider
it
before
ordinance
even
gets
drafted.
We
should
have
a
briefing
so
that
we
can
all
discuss
it.
Director
putnam's,
not
here
director.
Baron
just
got
the
proposed
improvements.
C
I
think
that
you
know
we
should
move
forward
and
allow
staff
to
review
all
the
documents
have
peta
be
nice
to
ask
direct
abutment
questions,
be
nice
to
ask
very
comparing
questions.
Direct
their
iron
questions,
be
nice
to
ask
the
developers
questions
and
be
able
to
do
so
in
a
briefing
setting
and
musical
chairs
of
the
microphone.
G
Mrs
dumont,
thank
you.
If
we
vote
this
down
now,
they
will
now
move
on
to
figure
out
how
they
fit
the
townhouses
on
there
without
the
right
point
and
that
this
way
they
get
to
move
forward
faster.
We
can
move
forward
faster,
they
get
to
build
faster
and
we
don't
have
to
keep
going
through
this
back
and
forth
and
wait
another
two
years
to
figure
out
how
to
get
these
other
20
feet
if
they
have
to
work
within
the
land
that
they
are
given.
So.
K
I
Thank
you.
I
just
wanted
to
add
a
little
bit
of
clarity
to
the
to
the
timing
of
why
and
give
you
a
little
bit
of
background
from
an
administration's
perspective.
You're,
absolutely
right.
We
did
discuss
this
in
november
of
21
and
the
conversation
that
you're
having
on
the
days
tonight
was
reflected
in
that
council
briefing.
The
position
of
council
was
all
over
the
board.
There
was
no
consensus.
I
There
were
a
lot
of
questions
that
were
raised
by
council.
A
lot
of
what
you
didn't
have
to
do
with
whether
or
not
the
vacation
of
right
of
way
serves
the
public
purpose
it
started
talking
about.
I
believe
mr
morrow
referenced.
It
started
to
talk
about
the
pud
and
some
of
the
details
that
would
be
associated
with
that
project
that
aren't
necessarily
tied
into
making
a
decision
on
vacation
of
right-of-way
so
depending
on
whatever
your
vote
is
here
tonight.
D
Concept
mr
nichols
miss
ireland.
O
D
O
Way
that
it
assumes
the
vacation
of
this
right-of-way,
so
we
can't
process
it
until
this
is
approved
or
if
it's
not
approved,
then
they'd
have
to
go
back
to
the
drawing
board,
but
the
vacation
of
right-of-way
is
a
totally
separate
process,
a
separate
application.
It
does
not
go
before
the
planning
commission.
It
just
comes
before
council,
after
review
from
the
different
departments.
O
E
And
I
guess
my
other
question
is:
if
these
responses
were
developed
weeks
ago,
you
know,
I
I
think
we
put
the
developer
in
a
in
a
situation
where,
if
they
found
out
at
the
end
of
last
week,
I
guess
they've
had
to
go
ahead
and
try
to
hustle
and
put
stuff
together
to
try
to
resolve
the
city's
challenges.
E
O
Yeah
I
understand
if
I
could
respond,
we've
had
staff
has
had
several
meetings
with
the
developer
on
different
occasions
to
talk
about
all
of
these
issues
and
they
decided
to
proceed
forward
with
this
application.
I
think
mr
baron
had
to
wait
on
some
utility
locates
as
well
before
he
could
make
his.
You
know
final
final
determination
and
comments
based
on
what
they
actually
found,
but,
like
mr
sopaki
says,
we
have
been
talking
about
this
for
a
while.
The
site
plan
has
changed
several
times,
although
it
generally
has
remained
the
same.
K
E
So
with
the
site
triangle,
they
were
able
to
resolve
that
issue.
It
seems
like
when
we,
when
they've
gotten
issues
they
have
worked
with
the
city
to
help
resolve
those
issues.
So
I
guess
my
point
is
I
I
want
to
be
able
to
put
something
there.
That's
going
to
be
a
benefit
to
the
whole
community
and
there's
I'm
picturing
some
stuff
in
my
head
that
do
I.
I
do
not
want
to
see
there,
so
you
know
I
feel
like.
O
If
I
could
respond
to
miss
golding's
comment
about
the
it
not
meeting
the
land
development
code,
that's
the
reason
that
they've
submitted
for
the
pud
to
provide
some
flexibility
with
setbacks
and
other
components
of
their
site
plan
address
some
of
those
issues.
O
D
F
Yeah
I
just
wanted
to
follow
up
on
mr
stephanopoulos
reference
to
the
briefing
on
november
22nd,
and
there
were
several
questions
that
I
did
follow
up
with
mr
stevopolis
about
before
tonight's
meeting.
One
of
them
in
particular,
I
thought,
would
be
good
for
him
to
at
least
share
with
the
rest
of
the
council.
Is
mr
jansen
had
asked
about
vacating
the
right
of
way
for
a
commercial
property
margaritaville.
F
I
think
that
you
were
wondering
if
there,
if
this
was
something
that
the
city
had
done
previously
and
mr
stephopolis,
would
you
mind
sharing
with
the
council
what
the
answer
to
that
question
was.
E
Yeah
director.
I
Island
and
I
discussed
this-
we
do
not
believe
there
were
any
vacations
a
right
way
to
support
the
margaritaville
project.
The
last
one
that
planning
and
development
could
think
of
was
the
construction
of
cubesmart
to
the
west
of
a1.
They
were
an
internal
mid-block
alley
was
vacated
in
order
to
consolidate
the
entire
block.
It
was
basically
no
utilities
present
and
by
vacating
that
alley,
right-of-way
it
unified
the
entire
block
within
the
property
boundaries.
F
Thank
you
so
again,
I
my
position
is
that
this
this
property,
the
the
proper
owner,
has
the
opportunity
to
develop
it
within
our
land
development
code,
and
I
I
would
I
would
support
them
doing
whatever
they
are
allowed
to
do.
C
Yeah
I
this
one's
for
the
clerk
or
the
attorney
on
resolution,
2112-2022
that.
D
C
That
our
public
hearing
will
be
held
on
monday
june
6
2022.
heard
mr
spodles's
comment
about
getting
stuck
in
briefings.
Thank
you.
I
do
not
want
to
have
that
happen.
My
consideration
is
to
move
forward
tonight.
C
M
O
Can
I
can
I
point
out
it,
it
says
monday
june
6th
or
as
soon
thereafter
is
possible,
so
we're
not
okay,
don't
more
tied
to
that
date.
Yeah.
C
D
A
D
E
Yeah
also
I'd
like
to
look
back
at
the
last
20
25
years
of
vacated,
right
of
way
that
the
city
of
jacksonville
beach
has
done
to
compare
with
everything
else.
We
can
do
to
make
sure
you
know
if
we
have
or
have
not
set
a
precedence
on
something
like.
G
Mr
thank
you
to
get
back
to
public
value.
G
The
the
only
public
value
I
see
here
is
the
26
parking
spots
being
paid
which
they
we
can
park
already
there
with
regard
to
precedence,
and
this
is
a
question
from
ms
robinson,
the
does
one
poor
decision
made
in
the
late
90s,
thereby
say
that
everything
needs
to
follow
it.
G
No
man.
Thank
you.
Something
else
that
kind
of
gave
me
me
my
eyes
go
up
they're
asking
for
that
ten
feet
and
they
are
building
up
to
the
almost
right
up
to
the
right
of
right
away
that
bought
the
the
probably
the
new
public
right-of-way.
They
said.
D
G
That
10
feet
correct
you're,
not
building
within
the
10
feet.
So
when
you
say
that
on
the
second
floor,
the
units,
the
proceeded
balconies
and
you
have
balconies
on
some
of
the
units
that
go
almost
right
up
to
the
where
the
sidewalk
would
be
so
right
right
to
the
so.
