jacksonville
beach
families

struck

tragedy
that
were
independent
from
each
other,
but
closely
related.

it
was
very
informative,
educational

lot

municipalities

They've

sizable.

the

time
is

want

thank

imagine

department

labor,
yes
addressed,
an
issue
that
was
ongoing.
Both
parties
admit
the
wrongdoing.
It
did
not
tell
either
party
to
dissolve
that
relationship.

did
not
tell
the
city
council
to
kick
the
lifeguards
out
of
their
lifeguard
station
and
I
still
just
and
my
model
how
the
two
organizations
have
not
been
able
to
get
back
to
a
table
and
work
and
coexist
like
they
have
for
over
100
years.
Now,
that's
basically
how
I
want
to
express
my
concerns
and
hope
that
you
guys
will
reopen
the
negotiations
and
you
can
work
through
this
yeah.

organization

not
just
go
away

dissolve
whatever
the
outcome
of
all

The
volunteer
corps
that
we
love.
It's
made
up
of
hundreds
of
current
and
past
members

jacksonville
beach

want
to.
We
will
find
a
way
to
continue
our
mission.

beach
towers

operation
where,
in

past,

sunday,
we'd
man
up
to
23
beach
towers
and
maybe
even
have
additional
guards
at
the
pier
or
that
run
outs,
jacksonville
beach
has
quickly
gone
from
having
a
large
presence
and
a
lot
of
protection
on
this
beach
to
having
having
little,
please,
please
reconsider,
working
out
an
agreement
with
us.

by

we
don't

delivery
shops
that

multiple
times
per
week.
They
can
see
very
easily
over
the
six
foot.
That's
obviously
not
that
they
have
bad
intentions,
but
it
certainly
doesn't
give
us
privacy
and
even
worse.

live
specifically
here
in
the
dumpster
there's
another
truck
that
comes
twice
a
week
and
empties
the
dumpster.

just
a
couple
weeks
ago,
I
returned
home
late
at
night
and
there
was
a
man
inside
the
dumpster
and
very
much
looked
right
at
me
when
I
walked
up
my
back
door,
I
of
course
called
the
police
and
the
police
moved
him
along,
but
he
was
back
a
couple
hours
later
and
then
the
next
morning
I
had
multiple
items
of
trash
in
my
garden,
so
certainly
not
dangerous,
but
it
depends
on
who
that
person
is
so.
I
just
would
ask
council
if
you
really
consider.

consistent
with
napster
beach,
what
I'm
asking
for.
So
it's
not
that
far
of
a
stretch,
so
we're
just
asking
for
your
consideration
on
the
matter.

shopping

time
there's
always
problems

now
there's
escape

weekend.

there's

multiple
things
that

constantly
going
on
and
things
coming
over
the
fence.

hope
that
they
can
approve

eight
good
days.

bid
number

2122-08
for
pcp
repairs.
This
is
a
combination
of
four
cip
projects
that
we've
all
rolled
into
one
particular
project,
as
you
can
see
on
the
screen
that
piping,
that
we
step
over
on
a
daily
basis
was
a
temporary
fix.

We
have
four
computer
controlled
automatic
valves
that
shut
off
the
the
influence
that
comes
in
to
go
into
each
one
of
those
tanks
and
if
any
of
those
valves
fail,
we
have
no
way
to
stop
them
from
filling
so
we're
having
some
two
valves
installed.
So
that
we
will
have
the
ability
to
be
able
to
shut
those
down
and
do
repairs,
it
is
kind
of
a
secondary
cost.

don't
expect
it
we're
ever
going
to
have
an
issue
with
it,
but
the
minute
we
do,
we
don't
have
a
way
to
stop
the
influence
from
filling
the
tank,
and
so
therefore
that
causes
a
problem.
So
this
is
just
a
combination
of
four
separate
projects.
We
did
have
a
bid.
We
received
two
bidders.

pipe
piping,
all
the
piping,
that's
around.
You
said
all
that
is
going
to
be
replaced.

what
what
you're
actually
looking
at
are
the
rusty
pipes
that
are
there?
Those
were
temporarily
put
in
place
originally
that
piping
was
buried
underground
and
the
only
thing
it
carries
is
air
to
be
able
to
feed
the
digesters
air,
which
is
what
they
need
to
keep
the
organisms
alive
and
as
it's
failed
underground,
the
temporary
fix
was
to
put
it
above
ground.
That's
how
this
project
kind
of
got
started
and
put
into
the
cip
was
we
had
an
issue?
They
temporarily
fixed
it?

Now
we
need
a
permanent
fix
since
this,
even
since
this
time,
if
you
look
down
at
the
far
end,
you
can
see
some
new
pipe.
We've
already
had
one
emergency
repair.
We
had
to
make
on
that
second
digester,
where
it
failed.
It
went
underground
there
again
back
to
that
other
digester
and
failed
there.
So
we've
actually
had
to
have
another
emergency
fix
on
the
original
one
to
get
that
piping
replaced,
and
some
of
that
cost
is
a
little
high.

But
the
cost
of
stainless
steel
is
through
the
roof
right
now,
and
so
this
will
accommodate
all
of
that
piping
overhead,
so
we'll
actually
be
able
to
walk
on
the
sidewalks
without
being
worried
about
stepping
over
all
those
pipes
to
move
around.
You
see
where
all
the
cones
are
at
every
place.
You've
got
to
call
them.
That's
where
you've
got
a
concern
where
something's
in
the
sidewalk,
as
we
do
our
daily
walkthroughs
so.

So
right
it
actually
comes
out
of
the
the
blower
building
at
a
head
height,
and
then
it
drops
down
and
goes
underground
now.
We've
piped
it
to
be
at
ground
level,
because
that
was
the
easiest
to
do
as
a
temporary
repair
right,
but
they've
got
it
actually
to
be
like
on
a
seven
foot
carriage
to
go
about
and
then
all
the
places
where
it
ties
in
on
all
the
tanks
is
all
at
that
same
height,
so
it
keeps
it
all
above
ground.

this
facility

what
this
system
is
going
to
do
just

It's

million
1.3
million
dollar
system,

you

public
kind

probably

it's
a
large
number
they're
going
to
want
to
know.
You
know
why
we're
approving
this
and
thankfully
it's
a
dollar,
so
it's
not
all
out
of
the
taxpayers
pocket.

the
air
piping
scenario,
it
requires
air
to
keep
these
organisms
alive,
to
keep
them
to
do
what
they
do
to
be
able
to
continue
to
process
as
they
move
through.
So
it's
super
critical
in
that
piece
of
it
along
some
of
the
other
projects.
Like
I
said
it's
because
we're
doing
plant
work,
we
added
some
other
stuff
to
it.
The
stairway
is
a
little
bit
rickety
compared
to
the
other
stairway
if
you've
ever
been
to
bcp
and
in
the
air
piping.

I
said,
the
air
piping
is
the
one
piece
and
then
the
other
pieces
with
the
the
valving
is
just
for
emergency
purposes
of
wheat.
This
we
presume
this
plant's
plant's,
been
in
operation
since
2011..
It's
expected
to
be
here
for
a
significant
amount
of
time.
So
some
of
this
is
looks
like
maintenance,
but
it's
it's
actually
improvements,
because
it's
trying
to
extend
that
lifetime
even
farther.

This
is
an
issue
that

discussed

great
depth
at
two
different
briefings

intention
of
creating
an
opportunity

people

participate

voting
member
of
a
meeting,
but
for
a
very
narrow
scope
of
reasons
are
unable
to
so
just
in
preparation.
That's
we've
already
had
two
pretty
significant
conversations
about
it.

issues

acceptable,
but
I
still
think
that
those
two
issues
are
very
vague.

a
strong
supporter.

you
have
a
health,
related
manner
matter

military

we

be
doing
some
kind
of
making
some
concessions
so
that
somebody
can
attend
remotely
and
we
we
take
advantage
of
it
with
the
briefings.

do
that
via
zoom.

I'm
a
favorite,
but
just
not
as
it's
written.

comment

that's

five
section:
five
allows
or
specifies
that
that
a
council
member
cannot
can
only
miss
four
times
in
a
calendar
year
except
upon
good
cause
shown,
and
then
it
also
says
that
the
member
shall

granted
approval
to
attend
remotely
in
more
than
two
consecutive
meetings.
And
my
my
thinking
is
that,
if
we're
going
to
laugh
and
cause
shown
for
the
four
for
the
four
meetings
in
a
year,
that
it
would
be
reasonable
to
also
allow
good
cause
shown
for
the.

we
for
anything
beyond
two
consecutive,
because,
for
example,
if
someone
is
deployed
in
the
military
and
maybe
they
have
to
miss
more
than
two,
the
council
may
agree
that
that's
good
caution.
But
it
gives
us
the
opportunity

least
discuss
it.

if
we
want
to
allow
what
we
could
so
I
would.
I
would
like
to
see
us
amend
it
to
add
for
accept
upon
this
good
cause
shown
at
the
end
of
that
sentence.

limited

scope

controls

something

before
and
there's
nothing
precluding
someone

participating

important
to
put
something
into
place.
But
again
it's
got
enough
controls
on
it
that

don't
think
it's
something

really

abused,

there

abuse,

revisit

to
the
concerns
that
have
been
expressed

four,
we
discussed
this
in
part
in
one
of
our
briefings,
but
the
example
that
was
given
at
that
time
was
if
a
member
is
in
route
to
this
building
and
perhaps
got
stuck
on
a
bridge
behind
traffic,
and
it
would
be
hours
before
they
could
make
it
here.
That
would
be
one
of
those
instances
where
they're
physically
located
in
such
a
place
that
their
appearance
here
would
be
improbable
by
the
start
of
the
meeting.

at
that
time
mentioned
being
caught
in
an
airport
that
too
can
work,
but
that
was
what
that
language
was
designed
to
cover.
I
just
like
to
respectfully
remind
everyone
that
florida
law
permits
a
member
to
attend
and
vote
remotely
without
this
policy
being
in
place.
The
policy
really
limits
the
rights
that
a
member
now
has
under
florida
law.
So
I
think
we
can
keep
that
in
mind
and
and
move
forward
with
the
amendment
process.

council

yourself
are
not
one
to
take
advantage
of
a

bigger
concern
is
you

point
that
if
it
starts
getting
debut
somewhere
down
the
line,
I
don't
think
we'd
be
by
any
of
us.

work
rather
nicely,
but
we
could

amend
it
then.

that's

consideration.

abuse

there's

lot
of
accidents
that
surround.
