October
8th,
several
of
us
went
to
Orlando
for
the
floral
League
of
cities,
policy
committee
meetings,
we're
serving
on
these
committees
to
ensure
that
Jax
Beach
concerns
are
represented
in
the
prioritization
of
issues
that
the
league
of
cities
will
be
focusing
on
for
the
2024
legislative
session
and
I'm,
serving
as
the
vice
chair
of
the
municipal
Administration
policy
committee,
and
all
these
committees
will
be
meeting
again
in
October
and
will
narrow
down
our
priorities
for
each
of
our
committees
and
I.

Just
wanted
to
mention
that
the
municipal
Administration
policy
committee
for
the
last
several
years
vacation
rentals,
has
been
the
top
priority.
It's
looking
like
it's
probably
going
to
be
up
there
again,
although
we
do
have
several
issues
that
we
discussed
this
this
year
and
they're
so
I,
don't
know
we
may
have
a
different
priority
this
year.
It
just
depends,
but
just
wanted
to
mention
that
everybody
and
then
also
wanted
to
let
the
public
know
that
on
Monday
September
11th,
the
city
manager
and
I
met
with
Senator
clay
Yarbrough
to
talk
to
him
about
vacation.

the
impact
that
they're
having
on
our
community
and
the
challenges
that
we're
having
because
of
the
state
preemption
in
hopes
that
in
the
2024
legislative
session,
when
he
is
there
representing
us,
he
will
be
aware
of
of
the
things
that
that
we
need.

comes
to
legislation.
And
hopefully
we
can
see
legislation
be
more
beneficial
to
our
city
in
this
legislative
session
and
then
just
wanted
to
mention
that
a
few
of
us
were
the
conservation
conversation
that

really

good
event

organized
as
part

Fest
and

also
attended
pen
Fest
this
weekend

love

educational
component

was

put

needed,

great

coming

spoke

short-term
rentals
when
I
took

I
took
from
the
brief
conversation
that
y'all
had
it
was
very
big,
was
y'all
were
more
concerned
about
collecting
the
permitting
fees
from
the
state
than
the
actual
concerns
the
impact
of
these
properties
have
in
the
neighborhoods.
It
seems
to
be
more
about
money
than
people.

appreciative,

brief
but

think
that
we

Drive
drainage
project.
We
did
this
project
only
received
one
bid.
However,
we
were
within
budget

that
one
bid.
So
that's
good
news
if
you
are
only
going
to
get
one
bitter,
it's
nice
to
see
that
you
fall
inside
a
budget
for
that
project
on
the
screen
up
here,
you'll
see
a
referendition
of
what
we're
doing.

going

be
some
drainage,
improvements
coming
off
of
Evan's
drive
and
actually
feeding
towards
the
intercoastal
there's
what
there's
five
different
areas
there,
where
we
actually
already
have
drains
that
go
back
so
we'll
be
adjusting
those
and
putting
in
what
we
call
weight
profiles
to
keep
the
the
tides
from
coming
back,
because
right
now
we're
getting
a
lot
of
tidal
influence
coming
back
from
those
and
we're
actually
getting
some
flooding,
localized
flooding
along
Evans
Drive.
So
we're
hoping
that
this
project
helps
limit.

any
pavement

bidder,

station
connects

to

with

fee

We
are
proposing

reclassify

safety
communication
supervisor
currently
going
to
pay
grade
320.

Office,
we
are
asking
to
add
a
position
title
for
office
assistant,
recording
secretary
secretary.
We
have
an
office
assistant
in
the
budget
already
for
city
clerk,
it's
for
the
part-time
night
night
time,
recording
secretary.
We
just
want
to
change
the
title
and
have
already
written
a
new
job
description
to
better
identify
the
duties
of
that
particular
position.

deputy
city
clerk
from
a
pay
grade,

their

non-exempt
status

overtime

technician
to
the
positions

agenda
tonight

they

was
some
question
as
to
whether
or
not
the
city
manager
had
authority
to
sign
up
on
them.

In
review
of
our
city
code,
there
is
only
one
provision
addressing
his
authority
with
respect
to
easements
and
that's
limited
authority
to
grant
them
under
very
limited
conditions,
and
so
this
resolution
will
give
him
standing
authority
to
acquire
the
use
less
to
terminate
them.
We
did
not
ask
for
additional
powers
in
here
to
Grant
easements,
because
the
city
manager
requested
that
that
be
left
out
and
so
in
the
future.
You
will
continue
to
have
those
instruments
presented,
but
I
do
recommend
approval
and
I'm
happy
to
