comprehensive
plan

our

large
documents

standards

alcoholic
beverage
establishments,
outdoor
restaurants
and
bars,
fences
and
vacation
rentals.
So
those
items
will
be

manager
and
the
chief
of
police
in

see
the
email

was

that
idea
to

emails

announcements
that
we're
going

bills
that
are
going
up

criminals

honored

Andrew
Amy

councilwoman

McLean

honored

delighted
to
be

read
a
proclamation
there.

was
not
only
one
of
the
earlier
women
who
served
on
our
Council,
but
she
was
the
first
person
of
color,
not
just
one
woman
of
color,
but
she
was
the
first
African-American
ever
to
serve
on
our
Council
and
that's
just
a
footnote
in
a
long
list
of
great
things
that
she
did
for
our
communities
as
an
honored
either.
It
was
also
great
to
the
Reverend
Dr
Helen
Jackson,
who
was
the
first
female
to
lead,
sing
and
her
enemy.

it
was
a
great
morning
and
I
was
happy
to
be
there.

March
16th

this

Multiple
arrests,
Federal
and
seizures
felony
narcotics
charges
and
20
to
40
people
exit
Google's
homes
in
residential
neighborhoods
programs.

maybe
do
a
little
research
every
spring
break.

look

Airbnb

shows
there
were
a
thousand
homes
in
Jacksonville
Beach
on
their
website
and
wrbo
site
boasts
1184
vacation
rentals
I
wondered
how
many
of
these
need
the
registration
requirements
to
operate
in
Jacksonville
Beach,
because
we
have
an
ordinance
for
that.
Ornaments
number
2019
8118
sets
forth
the
requirements
for
registering
or
vacation
rental
in
Jax
Beach.

On
Thursday
of
last
week,
I
went
to
the
planning
department
with
10
addresses
of
rental
homes.
In
my
neighborhood
of
these
tens,
six
are
not
registered
at
all
two
have
applied,
but
have
not
been
issued.
The
registrations
and
two
have
been
inspected
and
issued
to
registrations
the
term
rentals
from
the
headline,
both
the
property
registrations
last
summer,
but
neither
has
been
inspected
or
issued
the
certificate
to
operate.

So
why
is
there
a
backlog
of
inspections,
and
why
are
so
many
rentals,
not
even
on
the
radar
for
inspection,
whereas
because
Capital
didn't
think
through
this
Alliance,
whatever
Council
it
was
that
voted
it
in
and
and
is
an
unsure
that
we
have
the
manpower
to
enforce
it
tonight.

seems
like
they're
going
to
do
the
same
thing
with
the
high
ordinance
path
it
pass
it
without
linking
the

voters

specific

asked
if
our
meetings

asking

Council
focus
on

current
problems
we
have
in
Jacksonville,
Beach

fix

you
add

Breaking,
embracing
the
beach
life
doesn't
include
the
guest
next
door
being
gang
members
to
an
assault
style
rifles
in
the
yard
or
possessing
narcotics.
If
we
continue
to
allow
short-term
rentals
to
go
unchecked,
and
we
will
continue
to
invite
problems
into
our
neighborhood
in
neighborhoods,
please
direct
your
time
and
energy
into
fixing
the
problems
that
exist
in
the
city
today
before
you
open
up
our
city
to
new
ones.

My
concern
tonight
is
the
continuation
of
unveiling
to
follow
our
downtown
moving
plan.
Since
1987
our
downtown
has
had
a
plan
to
remove
flight.
It
encouraged
the
proper
mixed
use
of
Downtown
Development.
That
plan
included
eight
agreed
upon
core
values:
core
values
that
laid
the
foundation
of
the
plan
for
the
sake
of
time,
I
won't
list
all
of
it
and
I'll
highlight
too.
I
These
are
family,
family
and
small
community
field,
and
since
1987
36
years,
the
result
of
development
has
been
primarily
hotels
and
bars,
recognizing
that
our
plants
were
not
being
followed
in
2020
Council
last
cruise
ship
Cliff
Shepard
group
to
do
both
the
87th
and
the
2007
Downtown
Vision
plan
and
identify
areas
where
they
were
still
relevant.
This
body
approved
that
Consolidated
version
the
problem
was
and
continues
to
be,
the
rental
casuals
members
both
pass
and
present
do
not
adhere
to
any
plan.
I
The
essence
of
a
standard
plan
means
that
we
have
a
goal
is
stands
up
to
the
test
of
time.
It
is
not
altered
by
the
womb
and
fancy
of
whatever
Castle
is
in
control.
The
most
recent
example
was
the
last
week's
Council
briefing,
where
many
of
you
are
spearheading:
promoting
extending
festivals
and
including
the
selling
the
books,
drink
alcohol
on
page
60
of
the
downtown
plan
and
are
verified
paraphrase.
I
These
are
a
million
of
issues
pertaining
to
overall
development
of
an
area
that
needs
to
be
addressed
which
include
over
consumption
of
alcohol,
underage
access
to
alcohol,
crowd
management,
public
disorder
and
even
though
the
ideas
on
hold
it
should
not
even
be
on
the
table.
These
eight
original
core
values
are
still
a
part
of
the
document
today,
where
you're
often
timefully
not
know
it
later
tonight,
the
public
will
address
the
proposed
agenda
on
the
additional
height
and
Senate.
Another
example
of
the
women
can't
see
through
council.
I
So
folks
can
access
those
mixed-use
facilities
efficiently
for
over
10
years,
I
came
directly
to
council,
asking
you
to
have
a
sense
of
urgency
in
executing
or
agreed
upon
downtown
plan
and
at
the
very
minimum
I
ask
that
we
at
least
fix
the
break-in
and
duct
tape,
bollards
that
were
on
First
Street.
Those
followers
just
got
forced
a
couple
of
months
ago.
It
took
10
years
tonight.
I
hope.
My
period
followed.
The
agreed
upon
downtown
plan
gets
more
consideration
than
my
period
of
fixed
group
followers.

last
time
I
saw
Bill
Latham
was
at
a
Mother's
Day
Symphony
concert
on
what
became
Latham
Plaza.
Do
you
know
how
he
dedicated
himself
to
recreating
an
old
Florida,
Community
Gathering
Place
that
our
citizens,
young
and
hard
could
enjoy
it?
Do
you
remember
also
in
the
early
2000s
how
San
Diego
worked
tirelessly
to
support
the
citizens
desire
to
prevent
a
wall
of
high
rises
on
the
ocean
and
four-story
buildings
are
even
higher
in
our
downtown?

That
would
be
unividing
and
block
out
the
sun.
Will
you
hear
them?
As
Time
passed
seven
city
council
and
planning
just
Department
decisions,
chipped
away
at
what
we
had
achieved.
An
eight-story
building
that
reminds
me
of
a
warehouse
was
allowed
to
be
constructed
in
the
middle
of
our
downtown
district,
with
the
implied
promise
that
the
city
could
use
parts
of
the
four-story
Incorporated
garage
to
alleviate
an
inadequate
number
of
parking
spaces
in
the
district.

Additionally,
several
council
members
refused
to
allow
the
citizens
participation
project
to
even
consider
a
children's
playground
on
a
small
corner
of
Latham
Plaza,
because
it
would
inferior
interfere
with
festivals
developers
who
had
high-rises
grandpathered
in
built
their
buildings,
but
not
really
to
the
benefit
of
our
city.
Now
the
council
is
being
lured
into
giving
up
the
Ambiance
of
Latham
Plaza
that
for
who's
benefit
as.

Resident
and
a
property
owner
in
Jacksonville
Beach
for
30
years
I
asked
the
council
to
ponder
these
issues
as
long-term
citizens,
not
just
for
short-term
goals.
The
city
government,
including
the
council,
does
many
good
things
that
allows
us
to
sleep
well
and
not
show
up
at
needies,
but
we
hope
you
will
not
be
blind
to
what
we
ask
to
keep
the
citizens
interests
and
longer
held
wishes
ahead
of
the
latest
developer
or
others
desires.

I'm
sure
it's
long

lots

efforts,
I
appreciate
that
I'm
here
to
talk
about
nuisance
smoke,
I'll
get
through
it
quickly,
because
I
definitely
want
to
talk
about
the
building
height
as
well,
but
I
think
that
building
owners
should
be
able
to
use
their
property
within
the
limits
of
the
law
as
long
as
they
don't
prevent
their
neighbors
from
using
the
property
as
they
would
like
to
and
the
shift
from
the
Jax
Beach
local
fire
department
to
the
city.

Specifically
recently,
my
father's
got
lung
disease.
Copd
heart
disease
had
some
major
complications
from
covid,
so.

little
barbecue
and
we
have
a
neighbor
that
likes
to
burn,
leaves
in
their
backyard
generates
a
tremendous
amount
of
smoke.
By
the
time
the
police
department
arrives
it's
down
to
a
level
that
is
quite
subjective.
What
is
nuisance
smoke
in
the
past?
If
there
was
any
issue
or
we've
been
there
12
years,
I
think
maybe
three
times
four
times.
Maybe
we've
had
to
call
the
fire
department,
the
fire
department
would
show
up,
say:
hey
someone's
got
a
problem
with
the
smoke
there.

Can
you
please
put
it
out
now
it's
a
little
bit
different
fire
department
doesn't
want
to
get
involved.
They
leave
it
to
the
police.
Police
Department
comes
by
it's
quite
subjective.
It's
not
you
know.
They've
got
the
airbnbs
to
deal
with
within
their
limits
of
what
they're
able
to
do.
They're
trying
to
work
with
with
folks
and
say:
hey,
it
looks
like
he's,
got
everything
under
control,
but
yet
my
father
had
we

him

sets
us
up

any
particular
challenges
from
private
property
owners
within
the
city,
we're
not
going
to
be
in
Daytona
Beach
or
a
Panama
City
Beach.

is

expansive
than
that
one
particular
parcel.

we're
listening
to
the

voters,

to
the
residents

to

I've
run
three
campaigns
in
this
community
four.
If
you
counter
primary
I've,
knocked
on
thousands
of
doors
similar
to
Mr
jansen's
experience,
attended
forums,
meetings,
divisioning
sessions
run
by
our
city
manager
and
without
exception,
every
encounter
people
want
a
vibrant
downtown,
that's
family,
safe
and
attractive
to
Residents.

want
outdoor
dining,
they
want
walkability
and
they
want
it
to
be
safe.
We
have
some
very
unique
opportunity
here
in
that
business,
our
property,
and
we
can
decide
exactly
what
we
want
on
that
property.
It's
going
to
be
redeveloped,
but
did
we
give
it
an
extra
20
feet
to
allow
for
something?
Maybe
it's
another
floor
of
offices?
Maybe
it's
an
additional
parking.
Maybe
it's
a
rooftop
use,
maybe
it's
a
community
center.
These
are
all
things
that
we
will
get
to
make
the
call
on,
because
it's
our
property.

Additional
height
is
not
the
only
solution
to
downtown
Redevelopment
development.
We
are
seeing
some
drips
and
drafts
along
the
way
and
parking
is
another
big
part
of
that.
But
I
do
think
that
this
is
a
good
one
specifically
in
this
property,
and
why
to
me
this
is
such
a
win-win
opportunity.
It's
not
docking!
It's
not
for
putting
shade
on
the
beach.
It's
not
blocking
any
residence
view
it's
at
the
back
loading
dock
of
Carrabba's
and
in
front
of
a
hotel,
that's
much
taller
than
what
we're
talking
about.
So
if.

and
the
next
day,
we'll
put
it
RFP
on
the
street
for
35
foot
development.
So
that's
that's
the
opportunity
that
the
voters
have
I
agree
with
Mr,
Sutton
and
and
Mr
Nichols.
It's
been
20
years:
let's
revisit
it
with
the
donors.
If
they
don't
want
it,
they
vote
it
down.
If
they
do
want
it,
then
that
gives
us
an
opportunity
to
not
to
make
best
use
of
this
space,
which
means
giving
a
little
extra
height
to
put
in
those
things
that
we
want
and
that
we
know
that
our
residents
want
so.
