Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
To
take
public
comment
concerning
the
struggles,
we
will
succeed
process
if
you
haven't
done
so,
please
get
a
card
as
we
bring
it
up
to
the
clerk,
the
clerk
with
a
pretty
mr.
Powner,
based
off
of
what
you
tell
him
back
up
and
give
you
an
opportunity
about
three
minutes
to
tell
us.
What's,
on
your
mind,
we're
going
to
ask
the
council
to
ingame.
Your
key
word
will
compel
for
the
NASA
city
attorney
to
handle
most
departments
and
in
concerns
the
ferry
again,
it's
not
an
attempt
to
stop
short-term
Ross.
A
A
Our
needs
city
staff
because
we
haven't
have
a
problem
and
we
know
the
lottery
or
owners
and
you're
going
to
have
people
coming
in,
taking
that
your
shortened
levels
and
usually
the
joint
levels
and
that's
part
of
revenue,
for
you
we're
not
trying
to
stop
our
good
at
that.
What
we
hope
to
accomplish
is
provide
a
mechanism
so
that
we
can
enforce
issues
with
that
actor.
So
we
do
have
some
bad
actors.
What
I'm
going
to
do
to
start
just
processes
I'm
going
to
give
a
few
minutes
to
this
format.
A
That
was
the
one
that
kind
of
brought
this
forward
about
and
also
volunteer.
The
travel
would
be
to
Tallahassee
to
speak
before
the
House
Senate
Appropriations
Committee,
and
that's
one
of
the
reasons.
Oh,
we
are
able
to
bill
temporarily
postpone
so
that,
because
max
efforts
will
we
appreciate
that.
B
C
D
B
B
What
I
want
to
do
instead
is
just
to
read
kind
of
an
accountant
April
to
June
okay,
the
spring
of
this
year,
and
this
just
deals
with
noise
after
10
P
missile
pay
attention.
My
my
was
supposed
to
call
the
police
at
midnight.
Thursday
April,
14th,
11th,
Duval,
County,
Schools
wall
sub,
1
tspoon
was
drinking
and
having
a
TPC
targeting
young
young
piano
clusters,
recolors
was
illegally
parked
in
front
the
no
parking
some
something
in
addition
to
the
background.
B
B
B
E
B
Of
all
inclusive
can
tell
that
it
makes
work
a
lot
excluded.
Young
people
drinking
and
having
a
party
about
a
careless
party
had
been
going
on
for
others
that
we've
done
the
new
parking
signs
up,
one
more
down
that
bit
removed
after
TPC
there's
no
cars
from
Georgia
Illinois
were
replaced
by
an
extreme
another.
This
weekend
my
wife
is
forced
to
go
to
Jack's
beats
police
station,
we're
going
to
the
parking
issue.
We
thank
the
jax
beach
police
for
cloudy
steady,
no
parking
temperament
police
order,
something
for
me
to
bring
some
sanity
to
the
situation.
B
G
B
To
it,
you
understand
why
we
have
to
call
our
baby
child
at
school.
The
next
day,
geometry.
Yes,
easy!
My
wife's
was
forced
to
cut
employees,
Saturday
June,
1st
11:35
p.m.
large
groups
of
Illinois
in
the
backyard
of
the
st.
John's
us
to
your
property,
known
as
I
said,
st.
Johnsbury,
because
the
property
behind
the
property
next
door
groves
has
been
robbed
of
the
same
LLC
ownership
has
been
converted
to
a
float
on
nest,
teratology
a
larger
community.
The
backyard
of
the
st.
John
says
terrible.
Please
go
through
those
photographs
on
your
transport
shuttle
days.
B
B
Head
outside
to
my
car
turn
to
pick
up
my
daughter
from
school,
a
different
huge
transport
shuttle
is
blocking
my
exit
photos
in
there.
One
car
is
in
the
driveway,
yes
to
your
property,
my
neighbor
happens:
I
we're
both
taking
it
out
by
the
size
of
the
show.
Eventually,
I
have
to
grab
something
inside.
B
Yet
whether
the
show
as
a
parent,
it
is
concerning
to
know
that
so
many
people
are
being
ferried
next
door
with
no
education.
They
are
during
the
week
Memorial
Day
weekend.
I
have
a
two
minute
on
the
other
than
their
recordings
at
Sunday,
December,
20,
I'm,
20
minute
audience
really
get
a
recorded.
You
trying
to
capture
that
weekend,
beautiful
cycle
in
and
out,
we
can
to
cartographer,
come
on
Sunday
by
Monday
morning,
as
I
was
taking
my
daughter
to
school
a
beach
view,
rentals
delivery
truck.
It
was
parked
in
some
of
our
home.
B
I
B
A
face
full
of
stuff
200
feet
away
from
our
home
next
semester:
I
teach
at
FSCJ
the
teaching
there
for
17
years.
I,
don't
be
teaching
an
aan
classroom
first
time
in
over
a
decade
whether
over
a
decade.
Why
so
I
can
get
my
daughter
to
Fletcher
and
back
to
Fletcher
she's,
not
gonna,
use
that
bus
stop?
Why?
B
B
Like
most
middle-class
people
on
whom
is
most
important
and
largest
investment
value,
what
has
happened
to
my
ability
to
sell
to
another
family?
It
has
been
decimated,
I'm,
sorry,
if
I'm
getting
it
I
promised
myself.
I
would
not
I
know
that
there
are
a
lot
of
really
good
people
here.
Okay,
but
what's
happened
next
door
is
difficult,
exceedingly
difficult
to
deal
with.
M
A
N
N
You
would
have
had
included
some
of
us
owners
interacting
this
up
originally
and
going
into
the
state,
because
we
also
have
concerns-
and
we
want
to
add
to
this
so
within
this-
a
lot
of
local
cities
have
dropped
their
proposes
already
and
Seminole.
County
is
one
of
those
that
just
recently
dropped
it
down
your
Orlando
see
Jacksonville
just
dropped
there
as
well.
I
would
like
to
consider.
N
Let
me
share
some
information
about
a
property.
We
have
had
almost
100
guests
not
have
had
any
single
complaints
from
anybody.
We
have
a
five-star
rating
and
are
now
super
hosts.
We
maintain
that
I
would
actually
say
that
ours
is
one
of
the
best
properties
on
the
block.
We
are
cleaning
it
every
two
to
three
days
anything
wrong
with
it
at
all.
We're
fixing
it
immediately
and
not
adding
it
to
the
honey-do
to-do
list.
It
just
has
to
be
done
because
time
we
get
a
new
person
in
there.
They
are
reading
us
missiles.
N
You
want
to
maintain
a
good
property
and
super
ghost.
Secondly,
there's
definitely
a
financial
impact,
Jacksonville
Beach
I
know
you
stated
that
you
want
to
continue
to
have
this,
but
I
thought
I'd
share
with
you
just
a
few
of
what
we've
kind
of
estimated
with
having
at
least
100
guests.
We
believe
we've
had
about
$38,000
in
supporting
restaurants
and
bars,
hopefully
from
the
guests
that
we
have
had.
N
9,000
hours
in
just
local
retail,
business
and
$14,000
and
buying
different
grocery
students
are
religious.
We
do
not
want
more
regulations
and
rules,
but
we'd
like
to
make
sure
that
we
are,
as
this
would
add,
cost
to
the
City
of
Jacksonville
Beach.
Well,
that's
in
the
budget,
yet
to
be
able
to
enforce
these,
and
and
all
these
regulations
I
also
want
to
ask
that
you
guys
actually
enforced,
what's
currently
on
the
books,
enforce
the
parking
enforcing
the
noise
and
the
garbage
in
waste
collection.
N
H
H
Struggling
named
endeavors,
okay,
so
Neko,
correct,
I,
live
it
by
33,
blended
down
for
the
South
desk.
Little
beach,
I
have
been
impacted
by
the
investors,
financials
tearing
down
single-family
homes
around
me
and
making
him
wrenches.
Now,
if
the
real
estate
lobbyists
here,
which
Eagle
he
reliable,
would.
O
J
J
Destination
for
medical
tourism
every
single
day
we
get
calls
for
people
from
they
go
from
5-7
looking
for
places
sustained
offer
here
for
treatment.
Another
one
is
people
that
are
working
here
right
now
in
our
rentals.
We
have
guys
that
are
working
on
that
twirl
ships
would
make
more
doing
the
IT
work
on
ships
and
they
understand
that
a
properties
will
turn
and
hotel
Hotel.
J
Many
other
people
come
to
our
area
to
invest
their
properties
to
retire
in.
In
the
meantime,
while
they
are
waiting
for
retirement,
they
use
this
like
this
property
as
to
subsidize
taxes,
insurance
that
they
own
property
and
they're,
not
just
for
rentals
they're
planning
to
move
here
eventually
and
also.
J
J
J
Yeah
I
understand
what
I've
accomplished
to
make
the
neighborhoods
yeah
or
a
liveable
walk
apply
the
neighborhood,
but
this
coordinates
what's
the
earliest
reliability
of
rentals,
the
requirements
is
less
stringent
and
many
would
would
achieve,
try
to
sell
their
property
or
to
get
rid
of
it
rather
than
to
buy
50
rules
and
regulations
and
the
beach
that
they
have
to
pay.
Their
proposed
result
that
this
was
going
to
other
areas
that
other
cities,
and
that
was
caused
us.
J
So
we
was
out
as
property
owners
and
as
the
city
with
the
taxes
that
we
could
not
be
collecting
another
result
would
be.
The
owners
would
continue
renting
without
registering.
If
this
is
so
onerous,
that's
going
to
be
difficult
for
people
to
understand
what
I
would
need
to
do.
There's
already
a
state
law
in
place
with
chapter
5
of
9
that
deals
with
short-term
rentals
and
logic,
and
that's
our
line
that
many
of
us
out
there
that
do
that.
That
kind
of
business-
and
here.
D
J
So
there's
already
licensing
of
the
state
there's
also
safety
with
Park
story
in
place
that
we
have
to
abide
by
and
on
a
personal
note.
This
would
greatly
is
severely
affected
by
business
and
I've,
been
building
up
for
over
30
years
and
I've
been
working
on
a
short-term
rental.
Specific
part
about
business
and
a
lot
about
owners
would
choose
not
to
continue
renting
here,
to
sell
or
to
to
take
it
over
the
trail,
co-counsel
contract
takeover
themselves
and
that
Marcus.
What
happened
to
Atlantic
Beach.
A
J
I
urge
you
to
weigh
the
consequences.
Other
organ
obsessed
propose
well,
I
can
sympathize
with
Alvers
of
the
neighborhood
I've
stated
almost
100
properties,
short-term
properties
in
our
area,
I,
don't
know
three
or
four
complaints
that
we've
had
that.
Are
we
going
to
punish
everyone
for
these
few
people
that
have
problems?
We
already
have
the
laws
of
places
with
mentioned
before,
with
noise
ordinance
with
parking
and
with
garbage,
let's
enforce
those
laws,
rather
than
bringing
other
laws
that
we
can't
really
enforce.
Thank
you
very.
M
Thoughts
very
important
to
name
an
address.
Don't
have
three
minutes
ago:
I'm
Mary
Tollefson
at
9:34,
10th
Street
north
in
Jacksonville,
Beach
I
just
wanted
to
come
and
say
that
I
am
in
favor
of
ordinance.
I
did
a
quick
check
on
dr
vo
today,
and
it
shows
that
there
are
over
four
hundred
eighty
nine
realms
of
jacksonville
beach.
There
are
quite
a
few
that
touted
you
know.
12
15,
17
or
more
people
could
sleep
in
these
places.
I
don't
know
where
these
people
are
Park
and
then
Airbnb
shows
300-plus
revels
to
Jack's
movie.
M
E
M
Bad
actors
and
allow
those
who
are
already
concerned
and
and
following
the
rules
and
regulations
that
are
out
there
to
continue
to
be
able
to
rent
their
properties
for
short
term
short
term.
My
biggest
concerns
are
parking.
I
have
called
the
city's,
though
the
police
department
multiple
times
on
a
particular
level
down
the
street
from
me
and
they're
common
and
move
the
puck
or
move
the
cross
somewhere
else,
and
then
the
next
night
they're
right
back
waste
removal,
it's
trash
and
cans
that
are
overflowing.
M
Noise
and
I
have
a
real
problem
with
houses
that
are
marketed
to
sleep,
18,
16,
16,
16,
15
15.
One
of
them
only
has
two
bathrooms:
I'm
I
got
15
people
in
a
house
that
has
two
bathrooms,
but
I
guess
somebody's
doing
it.
You
know
I,
just
think
that
we
do
have
some
people
out
there
that
maybe
are
pushing
the
limits
and
I
think
that
needs
to
be
stopped
so
I'm,
just
speaking
on
behalf
of
those
of
us
who
think
that
an
ordinance
is
appropriate.
Thank
you
very.
N
Hello,
I'm
Mike,
Missy,
214,
Hollywood,
Road,
Jacksonville,
Beach
I,
welcome
a
rentals
and
also
oh
three,
short-term
rental
properties
in
Jacksonville
Beach,
first
of
all,
I.
Could
they
call
for
having
this
workshop
I
feel
a
good
opportunity
for
all
this
to
learn
more
about
the
short-term
rental
business
I
think
you've
all
been
surprising
unless
you've
learned
it
at
previous
meetings.
I
recall
the
city
manager
mentioning
how
shocked
he
was.
N
We
found
out
there's
over
400,
short-term
rentals
already
operated
in
Jacksonville
Beach
I
was
deeply
surprised
when
I
decided
to
get
into
this
business
two
years
ago,
but
I
think
it's
a
great
testament
to
our
city
that
we
can
support
many
people
wanting
to
visit
our
city
now
we're
here
to
discuss
how
best
to
access
business
going
forward,
but
I
hope
most
of
the
people
in
the
room
realized
that
we're
more
or
less
on
the
same
team.
We
want
regulation,
we
want
ordinances,
we
want
enforcement's
with
those
people
who
violate
the
regulations
and
organist.
N
We
are
just
not
in
an
agreement
of
the
currently
proposed
ordinances.
We
want
this
business
to
have
a
positive
impact
on
our
city
and
I
believe
that
it
has
to
better
understand
our
business.
A
group
of
us
have
hired
the
most
knowledgeable
attorneys
in
the
state
of
Florida
that
has,
over
25
years
of
experience
in
our
industry
to
kind
of
help
us
guide
ourselves
through
this
ordinances,
so
we
spent
it.
N
I
can
several
amount
of
time
and
money
to
discuss
ordinances
that
have
worked
in
other
cities
that
have
had
what
the
residents
concerns
when
the
same
client
has
not
impacted
the
business
and
I
know.
A
copy
of
these
suggestions
have
been
emailed
to
audio.
Hopefully,
you'll
find
this
helpful
before
dinner.
Hey
I,
really
this
business
is
not
perfect
and
that
we're
gonna
have
a
guest
entire
time
that
does
not
follow
the
rules,
our
homes
or
our
cities.
N
This
is
the
same
long-term
renters.
It's
the
same
with
homeowners,
the
same
business
owners
but
I
strongly
believe.
This
is
a
very,
very
small
percentage
of
those
guests
that
realize
they
are
our
coats.
I
think
that
communication
is
key.
That's
why
I
feel
this
workshop
is
beneficial
for
both
parties.
I'm
also
always
looking
for
ways
to
improve
the
business,
eliminating
neighbors
concerns
and
increase
the
positive
impact
or
a
great
city.
N
I
just
want
to
reiterate
that
I
believe
were
on
the
same
team
with
the
same
end
goal:
I,
love,
Jacksonville
peace,
I've
lived
here
over
20
years,
and
the
last
thing
I
wanted
you
to
see
my
business
impact
a
city
in
a
negative
way.
I
feel
very
fortunate
that
I
have
a
business
that
is
able
to
share
our
cities
with
those
morality
eccentric,
a
regular
thank
you,
Mike.
P
Hello
arrests
are
up
on
west
wind
right
here
as
a
concern
dozen
and
taxpayer,
and
I
would
like
to
thank
all
of
you
for
letting
us
be
and
giving
us
the
opportunity
to
discuss
our
opinions.
I'd
like
to
contribute
that
I
feel
that
we
do
need
a
short-term
rental
apartments.
University
and
I
support.
One.
P
I
do
not
support
the
new
draft
of
the
ordinance
as
Brandon
and
I
feel
that
you
Stevie
Britons,
have
benefit
all
parties
in
Batavia,
property
owners,
neighbors,
short-term
rental
managers
and
debts.
And
of
course,
we've
all
said.
There
are
bad
apples
that
allow
their
guests
to
park
on
the
street.
You
create
noise
and
we
already
have
ordinances
and
in
place
to
take
care
of
those
items.
P
The
section
of
the
proposed
ordinance
well,
this
with
you,
the
ones
that
will
property
owner
to
submit
sketches
with
the
work
lanes
of
their
homes,
will
require
certain
documents
to
be
displayed
in
their
home,
specifically
on
the
frigerator
subject:
their
homes
to
annual
inspections,
the
assignment
of
a
24/7
responsible
grade.
In
my
opinion,
or
complete
it's
a
complete
governmental,
overreach
and
of
regional
personal
property
rights.
P
The
new
ordinance
should
be
tailored
to
registration
and
short
term.
Our
properties
and
enforcement
registration
only
I'd
also
led
to
the
clue
that
I
do
have
a
short
term
on
my
street
and
we
can
zero
problems
with
their
guests.
So
my
suggestion
is
to
rewrite
this
ordinance
to
benefit
all
parties
involved,
not
just
a
few
vocal
disgruntled
neighbors
Thank
You.
N
The
one
thing
that
I
just
want
to
reiterate
is
is
is
what
it
does
to
the
neighborhood
as
a
whole
and
I
just
want
to.
You
know,
I
think
the
real
estate
that
people
want
to
you
know
they
want
to
sell
these
things
at
a
higher
rate.
It's
because
they're
paying
that
it
doesn't
take
them
consideration
with
this.
P
M
Really
know
what
the
fine
print
has
said.
I
know
the
people
are
both
residents
and
visitors.
This
is
the
state
of
Florida,
born
and
raised
here.
This
is
an
estate
that
is
focused
on
tourism.
Since
I
was
adopted,
the
thing
that's
changed.
Social
media
has
turned
our
little
world
into
a
world
where
you
can
say
anything
book
a
room
any
which
way
you
want.
The
world
has
gone
into
the
VRBO
sand
and
a
short
turnaround
environment
and
in
many
many
many
many
places.
M
It's
a
wonderful
alternative
to
other
options:
awareness,
single
single
residential
neighborhood,
B
schools,
their
children,
I,
don't
get
at
all.
How
short-term
rentals
make
sense
in
that
kind
of
a
community
we're
not
on
the
beach
we're
not
if
ski-in,
ski-out
resort
and-
and
it
just
doesn't
make
sense
to
me
when
you
buy
a
home
to
be
in
a
single-family
residence
neighborhood,
because
they
have
great
schools
and
it's
a
great
quality
of
life
to
raise
your
life
and
your
family
that
all
of
a
sudden
you're
living
in
Kostroma
hotel.
M
J
J
My
family
settled
in
Jack's
speech
in
1963
when
I
was
in
grade
school,
you
have
attended
Jack's,
beeps
tools
and
taught
in
Jax
beach
schools.
We
have
always
enjoyed
neighborhoods
when
we
felt
safe
had
peace
of
mind,
privacy
was
respected
and
we
experienced
a
good
quality
of
life.
Those
are
four
things
that
need
to
be
calm
here.
J
Being
able
to
live,
peaceful,
a
peaceful
existence
and
have
a
good
quality
of
life,
the
beach
has
been
known
for
such
a
neutral
place
for
many
many
years.
Lives
in
these
kinds
of
neighborhoods
is
what
is
at
stake
in
a
time
when
many
areas
of
the
city
do
not
have
these
qualities,
we
need
to
treasure
them
when
we
need
to
work
to
keep
them.
J
Having
done
some
research
I
have
concluded
that
single-family
neighborhoods
across
the
country
are
worried
about
the
peaceful,
safe
fabric
of
their
neighborhoods.
People
are
upset,
and
we
understand
this.
My
family
and
I
have
been
the
victims
of
this
now.
Also,
having
spent
seven
months
for
the
last
year
in
the
wheelchair,
I
was
very
anxious
during
the
husband
was
at
work.
I
never
knew
what
kind
of
transients
were
staying
next
door
and
what
I
would
do
if
something
happens,
I
couldn't
drive
yet.
D
J
Families,
retirees
hard-working
members
of
single-family
neighborhoods,
should
not
feel
come
protected.
Neighborhoods
are
zone
residential
for
a
reason
they
are
not
for
conducting
business.
That's
just
common
sense.
The
business
being
running
the
residential
zone
was
wrong
and
totally
unacceptable
rules
made
up
by
short-term
rental
owners
cannot
be
enforced.
There's
no
security,
neighbors
are
being
placed
in
the.
L
We
oppose
the
current
regulation
because
it's
excessive
mr.
Kony
and
possibly
wanting
to
stand
up
legal
challenge,
but
let
me
also
say
that
my
wife
and
I
believe
that
we
need
a
license
that
we
do
relations.
You
do
need
to
respect
the
owners
and
they
need
to
listen
to
what
all
the
people
here
who
proposed
this
say,
but,
as
one
of
the
gentlemen
said,
we're
all
on
the
same
team
here
and
this
regulation
goes
away.
L
People
waiting
for
our
townhouse
is
the
two
pages
one
and
a
half
baths,
and
that
means
we
get
three
people
based
on
what
I've
read:
okay,
so
that
means-
and
we,
my
wife
and
I.
We
have
advertised
specifically
it's
only
weekly
or
monthly,
but
we
also
included
if
you're,
going
to
Mayo
Clinic
for
treatment.
The
contact
is
personally
for
a
rate
and
flexibility
within
timeframes,
I'm
waiting,
one
stay
based
on
this
regulation.
I,
don't
look
at.
It
says
that
a
couple
can
come
one
supporting
the
other
while
they
have
freedom
in.
L
But
if
you
kids,
wanna,
come
and
visit
as
long
as
you
bring
one
kid,
that's
okay,
don't
party
too!
Okay!
That's
what
this
regulation
says
so
I
would
just
ask
you
that
to
really
look
at
this
from
both
sides,
because
they
both
need
to
be
respected.
Just
there's
five
areas
again,
if
you
want
to
take
notes,
we
talked
about
the
problem,
the
magnitude
of
problem.
We
talked
about
there's
about
800,
short-term
levels,
there's
400
to
sell
out
of
the
RBS
there's
360
and
Airbnb.
L
Those
are
black
right,
I,
don't
know
you
don't
know
how
many
of
those
are
within
communities
that
have
HLAs
that
right
there
and
then
are
regulated.
So
what
is
the
magnitude
of
the
problem?
Certainly,
some
of
these,
like
that,
has
a
major
problem
and
they
need
to
be
addressed.
But
how
large
is
this
problem?
I
think
that's
important
back
to
now,
and
what
are
you
trying
to
regulate?
Is
it
the
tax
revenue?
Is
it
the
nuisance?
We
certainly
know
that
you've
got
codes
against
nuisance.
L
L
On
do
we
fully
understand
the
code
there's
21
pages
here,
19
of
them
are
about
covers
and,
and
these
there's
a
lot
of
things,
for
instance,
sleeping
room
meeting
single
family.
What
does
that
mean?
Hardwiring
carbon
monoxide
according
to
the
state?
It's
only
supposed
to
be
for
Duke
residences.
So
again,
all
of
these
things
need
to
be
considered.
And
finally,
if
you
put
the
regulations
in,
are
you
going
to
be
able
to
fix
the.

you
all
for
taking
the
time
to
take
input
from
all
of
the
affected
parties
on
this
ordinance.
We
really
appreciate
that
I
know.
Local
governments
across
the
country
are
grappling
with
this
issue.
It's
a
new
mission.
It's
not
easy!
This.
I
F

Mine
are
mostly
long-term.
Rentals
short
I
want
to
remind
everybody
here
that
purpose
of
this
ordinance
is
not
my
end.
This
meeting
is
not
to
up
or
down
on
short-term
rentals
they're
already
here
in
2014,
the
Florida
Legislature
legislature
passed
a
memo
that
granted
cities
the
right
to
form
ordinances
like
we're
trying
to
do
so
that
there
would
be
some
fair
control
with
short-term
rentals,
but
what
it
didn't
do
was
to
prohibit
short-term
rentals
nor
the
duration
of
Tennessee
about
short-term
rentals.
So
we
have
to
remember
that
it's
not
up
or
down.
C
We
have
short-term
rentals.
The
legislature
of
Florida
is
saying
that
they
will
still
be
here,
I
think
in
the,
whereas
sections
of
this
proposed
ordinance
and
now
study
to
draft
the,
whereas
sections
there's
two
sections
in
Thanks,
one
of
21
cases
of
this
proposed
ordinance.
It
has
some
derogatory
language
regarding
short-term
rentals.
It
says
if
they
create
more
noise
and
some
of
them
do
they
lower
property
values.
To
Noah
Wilson
pointed
out
that
these
property
values
did
not
go
down,
they
actually
went
up.
There
were
real
short
turnarounds,
I
have
a
short-term
rental.
C
It
is
two
blocks
from
where
I
live.
I
live
on
the
ocean,
South
Beach
two
blocks,
there's
a
short-term
rental,
I
passed
it
twice
a
day.
Every
day
I
see
the
cars
in
the
driveway.
It's
a
very
nice
house
with
a
pool.
That's
kept
up
there
quiet
as
a
mouse.
I
talked
with
the
god
of
the
lifts
across
the
street.
That's
what
he
said:
they're
quite
as
a
mouse,
so
I
think
there
are
short-term
rentals.
There
give
us
some
problems,
that's
the,
whereas
section
states
but
they're
in
the
minority.
L
I
P
Who
inherited
a
property
in
South,
Jacksonville
Beach?
When
my
mother
passed
away
last
week,
we
decided
as
a
family
that
we
want
to
maintain
our
childhood
home
and
the
only
way
we
could
do
that
was
to
turn
it
into
a
short-term
rental.
I
attended
the
beaches
watch
meeting
a
couple
of
days
ago
and
my
shock
and
amazement
was
told
that
there
were
over
400
I'm
short-term
rentals
in
our
community,
but
only
eight
were
in
compliance
with.
I
P
P
And
we
have
gotten
five-star
reviews
from
multiple
guests
we've
been
in
this
home
since
1963,
and
if
our
four
sister
was
to
have
a
meeting
or
dinner
at
our
home,
we
could
not
meet
the
parking
standards
that
are
in
this
ordinance,
as
it
has
been.
Written.
I
would
like
to
read
a
couple
of
paragraphs
of
a
letter
that
we
sent
to
the
council
in
early
June.
P
P
P
In
the
way
our
property
was
established
as
a
short-term
rental.
We
sense
we
set
specific
parameters
which
regard
to
the
number
of
guests.
Our
property
can
hold
at
any
given
time
we
set
with
parameters
with
regard
to
length
of
stay
with
a
three
night
minimum
age
of
guests
number
of
vehicles
parked
at
any.
Given
time
we
worked
hard
to
respect
the
rights
of
property
owners
around
us.
We
held
an
open
house
and
invited
the
neighbors
to
attend
to
see
how
we
had.
P
P
Access
to
our
property,
if
they
wish,
we
intentionally
placed
a
guestbook
in
our
home
to
better
understand
the
guests
who
chose
our
homeland
for
others.
We
have
had
guests
from
Georgia
South,
Carolina,
North,
Carolina,
Nevada,
California,
Texas,
Maryland,
and
even
as
far
away
as
France,
one
family
in
particular
came
to
visit
their
son,
who
is
currently
serving
in
the
military
and
his
face
that
made
for
Naval
Station.
They
did
not
seen
him
in
over
a
year
a
family
from
Virginia
sought
out
our
home
is
the
perfect
location
to
celebrate
their
twins.
P
The
University
of
North
Florida,
another
family,
came
to
support
their
mother.
While
she
underwent
a
surgical
procedure
at
Mayo
Clinic
in
the
past
six
months,
our
home
has
become
a
place
to
relax,
refresh
and
reunite
with
families
from
across
the
country,
while
also
patronizing
local
restaurants,
gas
stations,
grocery
stores,
retail
outlets
and
and
serve
Jacksonville
peace.
Thank
you.
Thank
you.
Be
appreciated.
F
F
Unfortunately,
that
hasn't
been
our
experience,
how
I'm
a
nurse
also
and
how
I
wish
that
my
patients
would
with
the
property
next
to
my
house
on
the
property
next
to
my
house
advertised
for
seventy
people,
I
think
the
biggest
worry
that
I
have
is
the
fabric
of
the
community.
The
neighbors
on
my
street
have
they're
just
I
hope
you
guys
don't
sell
because
we're
not
going
to
stay.
F
So
all
of
the
folks
on
our
street
we've
all
sort
of
come
together
and
wild
terrifying.
You
know
what
who's
gonna
go
next,
what's
the
next
Domino
that's
going
to
fall
so
I
also
want
to
point
out
the
concept
of
property
rights.
I
do
think
you
know
you
should
have
the
right
to
do
what
you
want
with
your
property
within
reason.
F
However,
if
you're
gonna
write
a
home
business,
which
means
to
be
regulated
alpha
home
business,
people
do
have
fun
businesses
and
that's
funny,
but
there
should
be
so
I'll
either
write
as
a
property
owner
I
have
a
right
to
peace
and
quiet.
I
have
a
right
to
safety.
I
have
a
right
to
enjoy
a
profit
when
I
decide
to
sell
my
home
and
I
would
like
to
build
equity
in
that
home.
I
can't
think
of
anybody
who
would
be
jazzed
about
buying
a
house
next
to
the
bounty
house.
F
I
can't
see
that
happening
so
when
children
may
not
understand
about
their
rights.
I
would
like
for
everyone
here
to
think
about
the
rights
of
the
people
in
the
neighborhood
as
well.
We
have
property
rights
and,
as
mr.
Vinson
turned
it
out,
he's
higher
than
attorney,
probably
because
of
the
resources
to
do
that,
and
that
is
something
that
myself
and
some
of
our
neighbor
seconds
that
are
doing
as
well,
because
we
have
rights
that
deserve
to
be
protected
and
then
finally
I.

Well,
our

that's
that
I

it

I
was

and
I
strongly
opposed
the
anti
regulation
legislation
that
you
saw
as
recently
as
this

in
Tallahassee
I
made
a
red
line
version
which
you
all
either
have
probably
but
to
provide
with
you.
S
It
adds
some
regulation,
miss
bellum,
but
it
gets
rid
of
others
and
the
ones
that
gets
rid
of
they
have
to
go
because
they're
not
enforceable
they'll
leave
you
liable
for
a
lawsuit
under
Chapter
under
a
nine
which
now
effective
July
1st
includes
attorneys
fees
and
the
ones
that
the
parts
that
are
enforceable.
You
still
want
to
be
mindful
that
you
don't
create
liability
under
the
parrot
SEC
because
it
hurt
the
property
values.
Our
proposal
looks
after
all,
of
those
interests
of
the
city.

the
police
since
then,
I
think
what
we
need
to
focus
on
is
again
the
the
regulation
has
written
the
ordinance
as
written,
which
has
been
made
available
for
many
months
and
discussed
that
many
public
meetings
is
in
accordance
with
the
current
laws.

C
Individual
people,
or
do
we
want
it
to
be
a
French,
an
area
where
everybody's
doesn't
know
anybody
where
the
community
does
not
exist
as
such
other
people
coming
in
and
out
every
day
through
tranches
of
short-term
residents
have
no
vested
interest
in
in
the
neighborhood.
They
have
no
vested
interest
in
the
safety
of
the
neighborhood
know
this
well,
it's
nicely
made
by
the
very
nature
of
the
of
the
fact
that
they're
short-term
there's
a
party
atmosphere.
C
What
about
the
children
as
the
firt
gentleman
spoke
about?
Is
anybody
taking
them
and
will
come
what
type
of
community
while
we're
not
getting
to
the
basic
problem?
What
are
we
trying
to
do?
Indexable?
I
think
it
because
has
come
so
far
been
here
60
years.
It
has
some
come
so
far
in
terms
of
building
a
community
atmosphere.
C
So
now
we're
all
I
hear
is
I
want
to
make
money.
I
want
to
run
out
my
place,
I,
don't
care
about
the
community,
and
that
bothers
me.
The
other
thing
is
I.
Think
that
short-term
rental
does
not
help
business
I.
Think
it's
dilatory.
Asbestos
I
think
it
hurts.
The
hotel
in
the
streets
were
pretty
important
hotels.
C
C
C
C
C
Is
a
cuisine
and
just
to
give
you
an
example
of
where
my
house
is
configured
their
houses
depend
a
lot
when
my
house
is
next
door.
Their
house
is
candy
corn,
which
puts
the
backyard
area
where
they
come
to
a
regular
basis
about
30
feet
from
my
bedroom
window.
So
I,
don't
ask
you
for
some
a
place
where
I
can
sleep
at
night?
That's
all
I
want
is
be
a
little
bit
sitting
in
my
living
room
and
watch
TV
without
being
disturbed
with
the
noise
from
next
door.

I
thought
that
triplex
1993
Jacksonville
Beach
at
the
time
was
lighted
a
little
bit
its
price
naive
by
crying
and
drives
that
we're
going
on
in
that
short
little
area
that
small
area
things
have
changed,
they
really
have
I've
looked
at
the
property
I,
don't
currently
now
I
plan
to
do
back
that
that's
a
long
time
owning
a
property
down
here.
Jacksonville
Beach.
M
I've
had
it
as
a
long-term
rental
for
years
until
about
two
years
ago,
I
thought
I
had
the
idea
of
converting
it
to
short-term
rental.
She
had
used
Airbnb
quite
a
bit
in
her
travels,
and
it
was
a
good
idea.
It
was
a
very
good
idea.
I
was
able
to
make
make
some
changes
when
I
converted
it
from
long-term
to
the
short-term
and
I
would
say.
In
my
opinion,
and
in
my
experience
in
owning
this,
it
has
been
a
lot
easier.
M
M
With
short
term
rentals
I'm
able
to
be
there
more
often
I'm
there
every
couple
of
days
and
using
Airbnb,
the
quality
of
the
clients
and
guests
that
I've
had
have
been
great.
I,
really
have
had
a
really
good
I've
met.
A
lot
of
people
and
I've
had
some
really
good
guests
and
I.
My
experience
is
that
they
have
taken
care
of
my
property
and
they
have
shown
respect
for
the
neighborhood
I.
Don't
allow
a
lot
of
people.
I
manage
property.
M
I
know
what
the
rules
are
concerning
occupation
concerning
parking
I
make
sure
that
I
detail
all
of
my
listenings,
letting
them
know
how
many
cards
they
can
come
like.
It
was
much
detailing
as
many
rules
to
them.
So
they
understand
what
the
house
rules
are.
I
asked
me
for
their
tag,
information
and
description
of
the
car
to
make
sure
I
don't
have
more
parking
in
that
in
my
parking
spaces,
because
then
it
allowed
I
haven't
had
any
complaints
from
my
neighbors
in
the
last
two
years,
and
it's
been
a
positive
experience
for
me.
M
L
My
name
is
Bobby
well,
I
have
1032
first
Street
South
and
Jacksonville
Beach
beach.
I
came
here
because
it's
a
beach
and
I
bought
my
place
11
years
ago,
because
it
is
at
the
beach
and
it's
a
residential
area.
I
don't
want
to
turn
into
a
commercial
hotel
area.
The
problem
with
this
thing
is
it
CY
as
I
understand
it?
Does
this
ordinance
is
passed
cy?
Is
that
correct.
L
Should
be
done
anywhere,
let's
get
something
straight
here.
All
the
jacks
beeps
is
a
residential
city.
We
have
zoning
areas,
but
it's
a
residential
place.
It
is
not
one
thing
and
but
secondly,
we
don't
have
any
infrastructure
to
support
motels
with
everyone
down
here
on
Jax
beach,
there's,
no
water,
there's
no
toilet
facilities,
there's
no
parking,
there's
no
bar!
There's
no
convenience
store,
there's
no
gas
station.
Anything.
If
you
go
past
to
stop.
A
E
Dress
what
we
can
with
this?
We
cannot
prevent
them
in
any
zoning
district
anywhere
where
the
residential
users
are
allowed.
We
have
to
allow
homeowners
to
rent
their
property
out
and
we
cannot
prohibit
them.
We
cannot
regulate
their
direction
or
frequency.
That's
the
problem
you
pretended
to
respect
right.
Yes,
you
do.
Weston
is
the
city
capable.
E
G
Asked
our
city
attorney
numerous
times:
she
is
written,
this
ordinance
aesdirect
as
the
city
believes
they
can
make
them
legally
defend
in
court
to
control
short-term
routes.
So
this
the
current
ordinance
as
is
strictest,
we
feel
we
can.
We
can
legally
regulate
short-term
rates
so
as
written
we
are,
this
is
as
strong
and
we
can
make
it
the
problem.
The
problem
that
you
have
is
that
the
state
levels
there
up
until
2014.
G
There
was
a
brief
time
where
we
were
not
allowed.
Any
controller
was
completely
preempted
or
where
we
cannot,
we
couldn't
establish
any
limits.
Now
we
can
only.
We
could
not
deny
them,
we
can't
ban
them
and
we
cannot.
We
can't
regulate
their
duration
and
freedom
state
everything
else.
We
have
the
ability
to
look
at
and
created
ordinance,
but
I
mean
I,
understand
where
you're
coming
from
and
the
challenge.
A
A
constant
effort
to
keep
the
legislators
on
track
many
bills.
This
session
started
with
prohibited
cities
from
so
this
is
that's
we
can
do,
is
print
istic,
there's
no
telling
Bobby.
Then
they
told
us
next
year
they
may
put
up
the
ordinance
on
the
books
are
a
lot
of
the
books
that
was
gone
through
the
Senate
appropriation
bill.
That
would
have
taken
away
the
grandfather's
in
Atlantic
and
Neptune
Beach
and
stopped
our
ability
to
do
this
right
now,
but
it
was,
it
was
TP
temporarily
postponed.
Gonna
do
that
next
year
and.
A
Other
thing
is:
thank
you,
but
there's
a
group
on
the
west
coast
called
the
Big
C
and
they're
a
group
of
small
coastal
towns
that
had
worked
together
to
try
and
come
together
with
a
louder
voice.
I
went
out
and
met
with
them
last
year
and
to
see
quickly
start
a
similar
organization,
our
ad
on
the
Big
C
renamed
it
control
right
now,
I'm,
maybe
percent
of
me
too
often
and
number
two
I
found
the
counties
that
84%
of
the
Airbnb
ease
or
the
short-term
rentals
are
in
15
counties,
60,
counties
and
I'm.
A
Sure
all
of
them
are
one
of
the
lowest
population
accounts.
Well,
there
are
all
coastal
counties.
There
are
the
biggest
areas,
and
one
last
thing
now
that
I'm
talking
like
friends,
you
know
what
we're
going
to
accomplish
here
is
to
set
guidelines
in
place
so
that
we
can
control
the
bad
actors,
we're
not
about
to
take
your
money.
We're
not
have
to
make
this
difficult
for
short-form
round
folks.
What
we
hope
to
accomplish
is
putting
standards
in
place
that
allow
us
to
come
in
and
keep
things
in
our
control.
A
The
first
gentleman
that
spoke
tonight
Matt
well
not
murdered
his
heart.
You
know
he's
called
me.
We
called
a
town-hall
meeting.
We
had
senator
bean
and
representative
burger
here
several
of
his
neighbors,
explaining
to
them
why
this
was
so
difficult
because
the
lobby
right
now
is
working
on
all
these
counties.
Don't
have
the
vested
interest
in
the
structure
on
us,
so
it's
it's
hard
to
counteract
a
lot.
There's
a
huge
area
to
be
alive.
That's
working
to
get
the
legislators
that
aren't
in
the
affected
counties.
It's
the
commercial
entity
of
these
people's.
L
L
O
Thank
You
mayor
my
name's
Tommy
Gail
I'm,
a
new
resident
who
taxpayer
see
if
Jack's
per
week
as
of
March
2019
I
here
today
to
command
the
council
for
initiating
this
legislation
process
as
I'm,
actually
extremely
supportive
of
reasonable
rules
and
regulation
for
this
fast-growing
shared
economy.
The
industry
that's
growing,
however,
I'm
in
opposition
to
the
ordinance
as
written
as
I,
feel
it's
very
restrictive.
Redundant.
A
bit
unreasonable
I
grew
up
in
Jax
beach
in
the
1970s
and
the
80s
and
I
relocated.
Four
years
ago,
my
family
used
to
own
the
Chinese
restaurant
called
Bogota.
O
But
we
still
have
a
restaurant
over
and
a
Meadows
and
I
come
back
to
my
parents,
they're
getting
older.
My
father's
survived
a
triple
bypass
surgery
about
irritability
and
undertaken
property
management
for
an
apartment
complex
that
we
still
own
as
behind
the
old
restaurant
and
for
over
25
years,
we've
had
it
managed
by
was--and,
Realty
and
I
noticed
that
our
long-term
tenants,
weren't
really
taking
care
and
they
didn't
they'll
keep
the
units
that
people
rented
so
last
year,
I
had
an
idea
units
into
a
short-term
rental.
O
It
was
condemned,
hadn't
been
occupied
for
over
two
years.
There
was
no
running
water
or
electricity
and
I
see
that
I
understand
both
sides
of
things
and
I
just
wanted
to
come
here
and
stress
that
I
think
that
layering,
more
bureaucracy
isn't
the
solution.
I
think
that
we
can
look
at
the
positives
and
negatives
for
short-term
rentals
versus
long-term
writers
and
just
have
a
bigger
setback
and
have
a
bigger
vision
and
view
a
bigger
picture
of
where
we
want
to
take
Jax
beach,
because
I
lived
here
specifically
not
to
become
a
resident.
O
A
I
I
What
are
we,
who
are
we
going
trying
to
be
and
I
feel
that
we
are
trying
to
be
Daytona
Beach
or
that's?
What
we're
slowly
becoming
is
Daytona
Beach,
as
we
continue
to
move
in
air
B&B
ease
and
let
our
neighborhoods
go,
because
that
is
what
we're
doing
we're
losing
our
community.
We
jeopardize
our
schools
because
eventually
we
won't
have
kids
to
go
to
our
local
schools
because
they
will
be
Airbnb
s
everywhere.
We
have
one
right
next
to
us
some
days.
It's
great,
we
never
see
them.
We
never
have
a
barbecue
with
them.
I
I
Neighbors,
they
are
the
people
that
live
next
door
for
three
days,
sometimes
they're
out
back
swimming
in
the
pools,
and
these
are
all
websites
smoking
pot.
Sometimes
they
just
do
whatever
they
do
sometimes
they're
going
to
church
in
the
morning
because
they
wake
up
and
we
we
see
them
dressed
up,
but
mostly
they
are
here
to
have
a
great
time
for
three
days
they
put
stuff
in
our
trash.
I
F
I
F
I
F
Perky,
we
said
something
about
perky
well,
when
ten
kids
are
out
there
on
playing
in
a
street
playing
a
battle
and
there's
parking
all
over
the
place
and
there's
17
cars.
How
would
you
let
your
kids
go
outside
and
go
play
and
how
would
you
feel
comfortable
that
your
kids
are
outside
and
you
don't
know
your
neighbors?
We.
D
F
D
F
Let's
mix
regulations:
let's
build
some
safety
nets,
let's
build
something
that
protects
the
citizens,
because
that's
who
we
are
and
make
this
safe
and
make
both
sides,
because
that's
what
it
is,
both
people,
neighbors
and
airbnb,
is
and
short-term
somebody's
going
to
be
punished,
somebody's
going
to
be
suffering
from
it.
So,
let's
try
to
make
it
come
together
and
do
something
that's
safe
for
everybody.
I
Thank
you,
ladies
test
Walter,
and
addresses
10
34th
Street.
North
I
am
here
because
I
am
the
employee
for
welcome
home
rentals
and
we
have
three
arms
in
Jackson,
Lowe
Beach,
some
rule
is
lovely.
The
safety
of
our
neighborhoods
and
quality
of
our
Beach
is
very
important
to
me
to
ensure
our
guests
are
meeting
our
own
strict
standards
and
policies.
We
provide
them
with
a
contract
in
which
they
review
and
attorney
to
further
enforce
these.
I
We
personally
meet
and
greet
every
guest
to
make
sure
they're
aware
and
abiding
by
them
in
a
year
and
a
half
of
meeting
and
greeting
the
guests
at
our
homes.
The
majority
of
the
of
them
are
families
and
people
traveling
for
business
I
had
one
in
today
upon
meeting
guests
and
discovered
that
they
were
under
the
age
of
25
I,
informed
them
that
do
to
our
strict
policy
in
their
rectums.
Anyone
under
the
age
of
25
that,
unfortunately,
we
could
not
rent
that
home
to
them
and
they
had
to
find
other
accommodations
at
their
cost.
I
As
someone
who
loves
and
enjoys
the
speech
and
its
activities,
I
am
grateful
and
how
to
live
here,
and
we
want
to
continue
to
see
it
as
the
state
and
clean
face
while
giving
the
opportunity
for
other
people
to
experience
all
it
has
to
offer.
I
realize
there
are
a
range
of
opinions
regarding
yes
in
a
neighborhood
and
I
respect
that,
however,
I
live
here,
also
and
respect
and
love.
This
Beach,
the
safety
of
my
own
backyard,
and
that
is
of
your
families,
is
of
the
highest
importance
and
I.
I
F
Us
your
name
and
address
you'll
have
three
minutes
than
that:
hi
I'm,
Laurie
Watson,
my
address
is
185
Avenue
South
I
do
have
probably
I
think
the
only
bed-and-breakfast
licensed
bed-and-breakfast
out
of
the
beach
it's
not
licensed
as
a
air
B&B
as
we
went
back
and
forth
on
that
one
state
I
am
regulated,
I
see
Steve
at
least
once
a
year,
if
not
twice,
I
do
have
all
of
the
health
inspections.
I've
got
the
proper
licensing.
The
proper
insurance
I
do
think
that
we
need
some
regulations
of
the
short-term
rentals
I.
F
Do
think
the
way
that
it
is
currently
written.
It's
a
little
excessive.
However,
if
we
do
adopt
something,
I
encourage
you
to
have
more
of
a
workshop
where
the
owners
can
come
and
understand
what
is
expected.
What
licensing
is
expected,
because,
just
sitting
and
listening,
it's
amazing
to
me
of
the
misinformation
out
there
of
actually
what
license
we
have
to
have
the
tax
receipts.
I
have
all
of
those
I
pay
all
my
taxes,
so
I
would
just
encourage
you
to
have
a
workshop.
F
L
I
get
400
of
these
things
at
one
time
that
initial
surge
will
back
us
up.
Cuz
you
got
100
where
these
would
be
simple
inspections.
They're
checking
smoke
detectors
to
make
sure
there's
extinguishers
very
easy
on
these
individuals.
Now,
there's
no
reason
why
they
couldn't
call
us
now
when
we
start
doing
these
inspections.
This
is
not
going
to
be
painful
before
the
the
unit
that
has
that
and
the
garage,
though
yeah.
L
F
F
I
put
down
I'm
against
this
I'm
gonna
give
this
four.
Actually,
none
of
the
reasons
you
were
spoke
I
am
NOT
here
being
the
owner,
but
everyone
complaining
about
stuff
literally
sounds
like
Tuesday
for
Sunday.
In
my
neighborhood
we
have
a
problem
even
with
long
term.
Rentals
I
would
like
to
see
this
expanded
where,
if
cops.
J
F
These
few
Airbnb
B's
I
just
feel
this
is
more
of
each
issue
than
just
a
short-term
rental
issue,
in
my
opinion,
so
I
think
even
opening
up
the
code
and
seeing
what
we
can
do
to
fix
that
to
leave
it
in
future
problems
for
homeowners
or
even
hotels
or
whatever
else
is
going
to
come
here.
Businesses
like
I
just
feel
there's.
This
is
just
so
much
just
for
short-term
rentals,
where
there's
so
many
other
things
that
are
affected
by
this.
F
That
could
be
passed
on
or
chain
or
down
the
chain
or
whatever
I
do
see,
pros
and
cons
from
both
sides.
So
I,
both
parties,
as
someone
who
lives
by
a
bunch
of
renter's
long-term
I,
will
say
the
Pew
Airbnb
xur
much
better
cuts
than
the
long
term.
Renters
I,
don't
see
bottles
in
their
yards
I
see
well
the
people
on
off
their
roof.
F
Just
little
things,
grana
I
do
understand
on
the
right
outside
of
downtown
I
love
me
more
by
the
college.
Kids
I'm.
Accepting
of
that-
and
someone
told
me
when
I
was
running,
that's
where
you
live
and
you
have
to
accept
it
so
I
just
think
you
can
work
together,
but
not
to
the
oppose
of
some
of
these
regulations.
I
just
think
that
somebody
is
going
to
be.
H
Greenfield
I
live
at
one
eight,
zero,
zero,
the
Greens
weighed
in
at
2:08,
thereby
made
reiterate
we're
all
friends,
we're
all
neighbors
guys,
let's
get
along
there's
arguments
on
both
sides
of
this
on
in
support
of
regulation.
Just
not
on
this
one
is
written
and
I
really
would
like
to
thank
everybody
for
their
time.
H
H
H
Of
that
noise
I
wouldn't
want
to
live
there
either,
but
today,
I
was
really
hoping
that
we
would
use
this
workshop
to
talk
about
tactics
and
make
suggestions
to
how
we
can
deal
with
this
Boston.
We.
This
is
a
blessing
because
everybody
wants
to
live
here.
The
traffic.
This
is
a
desire
to
place
the
labels.
We're
gonna
have
to
deal
with
this,
and
it's
truly
great
for
economic
development.
H
H
To
say
that
the
all
the
all
the
reasons
to
for
regulation,
I've
heard
noise
parking
and
trash
I,
don't
think
that
we
are
effectively
using
SARS
I,
reiterate
other
points
that
have
already
been
made,
but
I'd
like
to
offer
some
tactics:
let's
invest
in
some
tow
trucks
or
get
better
contracts
with
towing
companies.
Parking
becomes
an
issue,
let's
employ
more
officers
to
issue
citations
and
let's
strictly
enforce
noise
ordinances
and
trash
ours.
E
L
Try
to
figure
this
out
cuz
that
shady
pointed
out.
We
don't
have
issues
with
the
short-term
rentals
for
the
long
time
and
I,
don't
know
if
we
really
come
up
with
a
good
game
plan,
but
and
why
I'm
trying
to
offer
ideas
I'm
suggesting
we
really
did
some
hefty
fines
on
those
guys.
You
repeat:
offenders.
First
guy
was
up
here
to
start
hitting
that
owner,
maybe
they're
going
to
get
more
worn
off
and
running
this
business
in
a
more
enjoyable
way.
L
The
other
thing
I
might
suggest
is
you
know
we
charge
higher
fees
to
be
able
to
hire
some
enforcement
officers
to
try
and
get
better
of
rules
are
trying
to
to
enforce.
Okay.
One
thing
I
do
have
is
that
you're
trying
to
sounds
like
parties
are
like
the
biggest
problem
they
have
out
there.
We
have
a
family
Thanksgiving
that
hundred
people
come
to
our
apartment.
We
cause
chaos
that
entire
day
I
know
I.
Hope
you
guys
this
into
not
the
RPO
type
of
stuff,
but
that's
an
issue.
L
T
T
Have
to
deal
with
it,
I
just
employ
both
sides
to
please,
please
look
it
across
that's
difficult
to
do
when
you
have
some
partying
in
there
next
door
or
whatever
I'm
just
going
to
make
a
couple
points,
and
hopefully
my
my
hope
is
that
we
can
move
this
to
a
more
cohesive
workshop
and
that's
not
to
discount
this
workshop.
This
was
great
I.
Just
think
we
need
the
workshop
with
the
tables
with
the
residents
and
the
shorts.
T
Aren't
rental
owners
work
together,
because
there's
there's
a
big
divide,
I
think
residents
think
that
there
be
a
video
Nerys
or
you
know
these.
You
know
money
making.
Just
you
know,
I
think
they
forget
that
they
are
also
members
of
the
commune
yeah.
They
do
want
what's
good
for
the
property
because
they
have
invested
interest
in
that
anyway.
It's
not,
let's
remember
ten
years
ago,
when
you
know
this,
there's
a
lot
of
properties
that
were
desolate,
never
spawn
was
living
in
them
and
there
was
just
it
was
pretty
bad
I.
T
Think
ever
you
need
help
clean
up
a
lot
of
that
it
helped
clean
up
jail.
You
know
us
alone
in
our
properties.
We
invested
a
half
a
million
dollars
to
to
come
within
compliance
of
Airbnb,
and
what
was
there
was
long-term
renters
and
I
mean
it
was
just
filthy.
We
returned
moldy
nasty,
you
know,
units
that
were
just
I
mean
people
should
have
been
living
in
them.
You
turn
them
into
these
beautiful
yeah.
We
have
a
four
point:
nine
they're
being
be
irate
time.
T
Let's
also
not
forget
that
we
are
a
public
beach,
all
due
respect,
there's
other
more
private
beaches
where
that
whole
neighborhood
anyway,
because
they're
thinking
of
is
there.
You
know
this
is
more
public.
This
is
a
this.
Is
everyone's
Beach
I
think
it's
important
to
remember
that
you
own
was
in
between
the
four
coasts
of
your
house,
the
four
corners
of
your
house,
so
they've
all
due
respect
to
the
residents.
You
know
again
with
all
due
respect,
sir,
don't
hate
me
right.
Please
stop
trying
to
dictate
what
we
do
between
our
four
corners.
T
It's
not
fair!
This
is
not
a
homeowner
association
area.
This
is
a
public.
You
know
each
these
back.
These
bad
actors
I'm
telling
you
guys
right
now,
there's
not
only
their
Airbnb,
because
Airbnb
is
the
psycho
they're
everybody's
support,
yeah
the
support
system,
they
would
come
and
shut
those
units
down
and
all
you
have
to
do
is
call
and
they
will
shut
those
house
having
issues.
Okay.
T
In
my
opinion,
this
should
be
a
one-page
regulation
list.
The
phone
numbers
of
the
people
that
own
these
properties,
because
I
know
that
somebody
called
me
and
said:
hey,
you
know,
there's
a
party
at
the
place.
We
have
six
units
in
four
and
a
half
years
have
never
had
one
issue,
not
one
time
police
call
it
they're
under
there,
okay,
so
you're
painting
with
a
broad
brush.
You
telling
me
I'm
doing
something
wrong
because
one
guy
is
somewhere
else
doing
something
wrong.
T
That's
not
fair
I
think
we
should
list
the
phone
numbers
not
restrict
yes,
sir,
restrict
to
150
square
feet
per
person.
I
think
that's
fair,
okay,
tax,
these
things
and
figure
out
a
fair
parking
ratio
and
I
think
you'll
have
everybody
on
the
same
team
like
that.
So
thanks.
Thank
you
Paul.
So
you
go
off.
You
come.
O
O
Southeast
region
I
live
just
outside
of
Atlanta,
but
but
here
today
to
talk
about
a
couple
things,
and
it
may
surprise
you
to
find
that
we
are
actually
in
favor
of
a
lot
of
things
that
are
in
the
syllabus
that
we
want
there
to
be
a
robust
educational
market,
but
I
think
people
need
to
play
by
the
rules
and
so
I
think
that
owners
definitely
should
be
registered.
I
think
a
point
of
contact
posted
inside
the
home,
so
that
neighbors
in
others
can
recall.
I.
Think
the
last
thing
over
just
said.
O
O
O
So
you
can
do
a
couple
things.
You
meet
your
hands
around
a
number
of
rentals
that
exist
in
the
city.
You
can
create
a
scheme
in
which,
at
a
certain
number
verify
complaints,
someone
could
lose
their
license
and
then
the
fines
kick
in.
If
you
are
commenting
about
license
so
I
think
it's
in
the
city's
best
interest
to
make
ordinances
effective,
fair.
D
O
Enforceable
I
think
there
are
some
issues
in
the
spot
over
six
pages
of
the
warehouse
clauses
that
are,
in
some
cases
up
to
interpretation.
Some
are
pure
opinion
and
some
have
been
found
by
courts.
Do
not
be
true,
specifically
connect
the
use
of
vacation,
rentals
and
short-term
rentals
is
still
residential
in
nature
is
not
commercial,
regardless
of
whether
money
changes
hands,
and
that
is
done.
O
The
first
District
Court
here
in
Florida
in
the
case
of
Santa
Monica
beach,
the
clerk
found
that
no
matter
what
happens
whether
or
not
let
me
change
his
hands,
the
use
of
the
property
is
still
residential,
so
I
think
there
are
some
issues
in
some
of
these
where
and
losses,
but
again
as
the
platform
I
would
love
to
be
a
resource
to
a
couple
of
people
talked
about
a
more
robust
workshop.
Please
use
us
as
a
as
a
sounding
board
to
us
questions
to
ask:
how
do
they
do
it?
G
E
Correct
and
what
pitocin
here
are
using
chapter
162,
which
is
very
well
said,
of
law
under
special
magistrate
in
their
mouth
and
in
Beijing
mind
the
fines
under
Chapter
one
system
to
allow
up
to
$250
or
$500
service
to
defense.
We
don't
start
looking
at
trying
to
really
come
to
other
civil
remedies,
which
would
include
injunction
or
other
civil
guarantees
until
you
reach
about
four
or
five
pitches,
and
what
we
focus
on
in
this
ordinance
really
is
not
so
much
not
being
in
compliance.
E
E
E
A
A
I've
got
we
just
finished
the
cards
of
the
people
who
had
designated
support
or
opposition.
Now
I've
got
a
stack
of
cars
of
people
who
didn't
write,
Derek
support
or
opposition
and
I've
got
a
small
stack
of
two
people
who
didn't
want
to
speak.
I
wanted
to
vocalize
their
support
opposition.
So
do
it.
G
A
A
P
After
you're
aware
snowbirds-
and
there
was
problem-
I
got
an
accident,
a
lot
for
my
house
yes,
two
days
ago
and
at
least
they're
overworked
here:
Wow
who's,
a
minor
accident
but
and
that
concern
you
traffic
in
this
hotel.
Is
it
oh,
my
gosh,
so
I'm
not
for
or
against,
and
for
regulation
I'm,
not
against
the
idea.
The
arimaspi
and.
D
P
Bathroom
trade
sex
like
about
maybe
six
people,
I,
don't
know
exactly
that.
I've
worked
out
Lisa,
so
many
people
from
bathroom,
but
it
sounded
reasonable
that
part
of
it
and
he
as
far
as
the
other
codes
at
all,
I
haven't
gotten
tablet.
So
you
got
a
problem.
Go
I,
have
a
friend
is
new
daddy
for
Maryland
she
retired
five
years
ago
she
loved
the
year.
She
was
living,
but
she
kept
cheese
once
this
rent.
She
can't
really
go
by
again
previously
by
history.
F
And
my
comment
today
really
clarification
on
section
3
of
the
ordinance,
specifically
the
in
section
3
number
4,
obtaining
a
Florida
Department
of
Revenue
certificate
of
registration
for
purposes
of
collecting
and
limiting
choice,
development,
taxes,
sales,
their
taxes
and
transient
rental
taxes.
Just
clarifying
that
the
Department
of
Revenue
does
not
collect
that
tax.
That's
done
through
the
Duval
County
tax,
collector's
office
and
so.
F
E
Understand
of
what
we
do
need
to
get
your
Department
of
Revenue,
it's
required
by
EDC.
Are
you?
Can
you
go
to
register
and
keep
your
vacation
rental?
Short-Term
they're
gonna
require
that
same.
Do
our
certificate.
So
if
it's
the
language
and
then
that
offends
you
I'm,
certainly
we
can
look
at
the
language
of
it.
That
certainly
means
go.
Get
your
group
registration
and
certification
with
the
Department
of
Revenue.
It
shows
you're
showing
paying
your
sales
taxes.
Sure,
maybe
you
are
everyone
sure.
F
J
F
That
way,
it
would
be
a
greater
experience,
accountability
for
who's
paying
taxes.
It
was
not,
if
you
don't
do
that,
if
they
don't
pay
or
if
they
don't
fill
out
that
form
all
they
have
is
their
business
registration
form.
Therefore,
we
won't
know
who
is
paying
the
tax.
Who
is
it?
This
would
also
create
or
hotels
hands.
A
M
An
1815
or
single
residential
home
I
notice
only
we
have
STRs
we're
going
to
have
them,
and
a
lot
of
the
people
that
came
up
I
definitely
support
how
to
these
folks,
the
ordinance
we
have
to
have
money.
We
don't
even
know
how
many
short-term
rentals
are
in
Jax
beach,
there's,
no
accountability
willing
to
find
out
who
has
who
has
won
and
who
doesn't
and
a
lot
of
these
people
do
not
to
speak
that
happen.
Elly
everything's
are
wonderful
duck.
M
There
have
been
problems,
have
my
phone
out
by
the
classic
street
from
me
with
one
left
just
started,
so
it
needs
to
be
regulated,
and
really
it
is
a
commercial
washing
facility.
It's
not
someone's
home
and
a
lot
of
these.
These
LLC's
are
a
bunch
of
people,
let's
face
it,
that
over
it
together
and
that
happen
all
over
the
place,
and
so
just
you
know
a
person
that
just
has
one
other
property
and
they're
just
using
this
for
extra
income.
But
that's
not
the
case.
M
M
M
T
T
Again,
I
appreciate
it.
I
have
you
know
everybody
up
here,
my
personal
story.
We
won't
go
there
again,
but
I
do
I'm
an
individual
I
owned
one
property
and
I
hear
you
envy
it.
When
I
bought
the
property
it
had
been
vacant
for
two
years
dilapidated
and
a
swatter
living
in
the
garage,
the
neighbor
on
the
very
first
day
that
I
started
renovations.
You
know
thanks
personally,
that
we
were
doing
something
with
this
rundown.
T
T
I've
been
I'm
part
of
a
group
here
it
is
that
has
developed
a
and
I
also
want
to
thank
those
of
you
who
responded.
It
shows
that
you
really
care
what
both
sides
have
to
say
that
again,
it
kind
of
feels
like
we're
very
much
one
side
versus
the
next
and
there's
not
a
whole
lot
of
gray
area
in
the
middle
and
I'm.
Pretty
sure
that
there's
nothing
one
side
can
say
to
the
other
to
make
them
go
and
come
over
to
the
other
side.
I'm
quite.
T
No
matter
which
way
you
want
to
go
but
I'm
here
to
ask
that
we
take
a
look
at
the
citizens
proposal
that
most
of
you
have
already
had
access
to
and
hopes
that
we
can
perhaps
find
some
middle
ground,
because
what
has
been
proposed
is
just
I
believe
excessive.
And
so,
if
we
can,
please
start
just
maybe
on
a
more
level
playing
field
or
or
some
middle
ground,
where
it.
T
T
Don't
want
that
either
so,
but
I'm
here
to
ask
for
some
an
opportunity
to
interact
and
to
actually
exchange
information
and
collaborate
and
work
with
you
guys
develop
something
that
can
work
for
both
sides
because
I,
don't
think
anybody's
going
to
be
happy
with
what's
going
on
or
not
anybody,
but
you
given
I'm,
trying
to
say
I
just
like
an
opportunity
to
collaborate,
both
sides.
Thank.
A
O
Very
much
is
Cody
Monroe,
I,
hope
to
Fifth
Avenue
South
I'm,
an
active-duty
naval
officer
and
an
experienced
short
term
vacation
of
model
clothes
today
at
the
state
pleasure
of
hosting
guests
who
gale
destinations
all
over
the
world
locations
that
include
every
continent
except
Antarctica,
I'd
like
to
start
by
thanking
the
members
of
this
council.
It's
clear
that
a
lot
of
effort
was
put
into
drafting
a
document
that
promotes
a
common
sense,
though
state
requirements,
guest
safety
and
respect
for
neighbors.
O
After
studying
the
proposed
regulations
that
comparing
them
to
those
family
in
other
cities,
I
think
that
the
council
has
drafted
some
of
the
most
common
sense
requirements,
I've
seen
anywhere
in
the
country,
I
think
we're
probably
close
to
a
final
document
that
can
stand
for
years
to
come
with
that.
I
do
think,
there's
some
specific
areas
where
the
proposals
can
be
significant
group.
The
first
thing:
I
notice.
A
new
proposal
was
a
requirement
for
three-story
structures
in
particularly
to
get
quick
with
a
automatic
fire
sprinkler
system
for
suckers
I.
O
Don't
have
that
out
right
and
the
guests
that
are
already
providing
a
very
safe
and
healthy
environment
for
guests.
This
will
be
very
expensive
to
install
the
overburden,
so
my
opinion
I
think
the
same
safety
objectives
can
probably
be
completed.
The
simple
automatic
fire
extinguisher
devices
located
either
in
each
major
room,
or
at
least
one
each.
O
The
next
item
I
think
she
needs
adjustment
is
the
use
of
the
full
air-conditioned
bathroom
as
the
metric
by
which
maximum
it's
I
think
it's
rather
arbitrary,
I,
don't
know
where
it
came
from.
As
we
all
know,
more
modern
construction
homes
tend
to
include
more
bathrooms
people.
These
days,
like
they
have
lots
of
bathrooms
older
floor
plans,
maybe
three
or
four
bedrooms,
but
only
contain
one
full
bath
there.
O
That's
how
it
used
to
be
back
then,
so
I
think
that
there
are
more
logical,
metrics
that
can
be
employed
in
order
to
calculate
maximum
occupancy,
namely
simply
using
the
square
footage.
Let's
make
sure
there's
enough
physical
space
in
the
unit
or
the
number
of
guests
that
are
a
lot
of
stated,
I
think
that's
the
best
metric
finally
I
think
taking
down
the
names
and
pages
of
every
single
occupant
taking
down
all
of
their
license
plates
is
really
more
than
administrative
burden.
You
have
people
come
here
to
visit,
friends
and
family.
O
A
Q
H
Thanks
for
the
vacation
rental
minutes
for
the
Association,
thank
you
for
having
us
here
again
tonight
and
just
to
continue
on
some
of
the
conversations
of
really
dovetailing
on
what
you
just
asked.
The
chief
here
about
some
of
those
things,
the
the
ordinance
we
don't
mind.
Ordinances
regulations
are
great
when
they're
fair,
a
lot
of
this
stuff
is
already
in
five
on
line.
As
you
just
asked
those
questions
it's
redundant
to
5:09
many
people,
probably
don't
even
understand
that
this
are
ready
aid,
registration
license
and
inspection
process
even
file
and
I
am
through
DBPR.
H
So
if
anyone
has
a
residential
unit,
that's
in
violation
call
them
and
see
if
they
have
a
license
on
and
in
tournament,
because
that's
the
probably
the
first
step
they
don't
have
a
state
license.
They
probably
have
that
not
doing
it
correctly.
Anyways
you
can
do
that
online
punch
in
the
address
some
PvP
website
it'll
come
up
whether
they
have
a
license
amount
unless
it's
a
neglected
license
process.
So
that
already
exists,
and
if
there's
complaints
on
issues
like
that,
they
certainly
can
take
those
on
with
regard
to
the
ordinance
I.
H
Don't
wanna
go
through
all
this
to
seven
pages
of
where
ads
and
so
on,
but
we've
seen
it
all
being
around
the
state
here,
I've
been
to
probably
70
or
80
hearings
around
the
state
for
these
things
over
and
over
again
we're
in
Seminole
County
the
other
night,
and
they
actually
have.
They
have
a
similar
property
notice
here
with
about
400
properties
in
Seminole
County.
H
At
the
end
of
the
day,
after
two
years
of
discussion,
they
tossed
it
out
again
and
said
we
don't
need
a
regulation,
it's
not
going
to
cure
the
problem
of
what
you
have
noise
parking
and
trash
ordinances.
You
already
have
those
are
the
three
big
issues
they
tackle
them
that
way.
They're
gonna
deal
with
it.
That
way,
a
lot
of
these
other
things
like
they
say,
I
mentioned
in
DDP,
already
they're
already
enforceable.
You
have
some
ways
to
do
that
as
simple
as
good
as
policy
go
from
Expedia
mentioned.
H
That's
what
low
barriers
of
entry
for
people
to
get
into
the
programs
register
at
home
and
be
part
of
the
process?
Those
are
the
ones
that
are
going
to
do
it
correctly,
as
I
mentioned
I.
Think
before
here,
when
I
was
there
in
Osceola
County
Central
Florida
they
have
twenty
thousand
vacation
miles.
The
entry
into
that
program
is
so
easy.
You
get
you
business
tax,
you
see
you
take
a
deep
te
T,
you
get
all
your
your
forms
and
things
in
place.
You
take
the
one-hour
workshop
and
boom
you're
off
and
running.
H
They
know
who
you
are,
they
know
where
you're
going
and
they
know
how
you're
managing
at
home.
If
there's
a
problem,
they're
gonna
find
you.
We
have
good
working
relationships
with
the
Sheriff's
Department
police
department
and
everybody
else.
When
there's
issues
that
come
up
you
deal
with
it,
professional
property
managers
deal
with
issues.
They
don't
want
problems,
they
the
bad
actors,
aren't
going
to
go
away.
You
can
double
the
size
of
this
ordinance
and
it's
still
going
to
handle
bad
actors.
They
just
don't
go
away.
H
Somebody's
robbing
a
bank
they're
going
to
steal
the
car
to
get
to
and
from
the
bank
they
don't
care
about
getting
caught
for
the
the
car
that
they
stole.
It's
it's
in
here
just
do
things
wrong
and
the
way
to
curb
that
is
to
put
some
regulations
in
place
that
you
can
get
those
people
and
not
the
people
that
are
doing
it
correctly.
They're
professionals
in
the
industry.
This
is
the
thirty
1
billion
dollar
a
year
industry.
We
actually
outlay
hotels
and
in
cases
on
tax
revenues
Brian.
So
we're.
C
17Th
Avenue
North
another
one
had
120
77
anymore
and
I've
got
a
rental
vacation
rental
at
127,
so
we
surround
them,
but
anyway
the
pretension
room
was
built
in
1930
and
it's
got
a
hundred
and
forty
square
feet
upstairs
and
840
down.
But
it's
got
four
bedrooms
and
three
baths
I've
been
in
that
house
in
Vietnam.
Of
course
it
was
my
second
grade
teacher
sounds
but
gentlemen.
I
just
talked
about
passwords
and
numbers
I,
don't
know
how
you
fix
that,
but
it
really
doesn't
make
a
whole
lot
of
sense.
C
D
C
My
real
concern
is
that
and
I
think
you
all
are
doing
this
from
what
I
hear
is
that
the
council
do
their
best
if
they
can
do
in
Tallahassee
to
tweak
anything
and
our
city
attorney
to
make
it
a
little
better,
because
I
mention
this
set
of
meeting
the
other
day.
I
was
listening
to
a
financial
segment
on
TV
and
this
person
said:
we've
got
X
number
of
vacation
runs
now
we've
got
2100
in
the
works
and
I
see.
C
This
is
the
next
over
and
lift
type
of
organization,
but
if
we
do
our
homework
and
do
our
best
to
you
know
handle
the
situation
is
just
I
think
something
we're
going
to
have
to,
but
anyway
I.
Thank
you
for
our
time.
Thank
all
these
people
that
have
taken
all
of
their
time,
because
we've
heard
about
everything
here.
Thank
you.
Thank
you.
We
appreciate
it.
A
I
just
want
to
say
real,
quick
before
we
get
in
the
next
speaker.
There
was
a
bill
in
legislature,
this
last
session
and
just
better
go.
That
was
basically
in
a
termini
all
the
city's
rights.
As
I
had
mentioned.
There
was
a
bill
sponsor
name
of
representative
Jesse
over
our
David
Grant,
who
was
kind
enough
to
meet
with
us
and
actually
a
hard
City
Attorney
reminded
him
compromise
language
that
that
kind
of
kept
him
in
vain.
A
A
Paulette
Waterman
Jacksonville
Beach
Susan,
novels
Jacksonville,
Beach,
Lorene
white.
It
looks
like
a
Jacksonville
Beach
Rick
Hightower,
Jacksonville
Beach
and
in
Mason
Jacksonville
Beach
David,
Valentina,
Neptune,
Beach,
Norah
Hampton.
Finally,
Derby
County
him
in
his
nightly
go
Preston
Jax
beach,
Trish
rubber
duck
Beach
Carolyn
Donahue
Jackson,
the
beach
Gabriel
Prieto
Plus
Jacksonville
Beach
William
Gilbert
Jacksonville,
Beach,
County,
Gilbert,
Jacksonville,
Beach,
Leslie,
grill,
Jacksonville,
Beach
and
Mary
Ellen's,
Jacksonville,
Jacksonville
Beach,
and
then
we've
got
a
small
stack
of
people
who
are
in
support
of
the.
A
Or
that's
that
didn't
want
to
speak,
and
then
it's
Bruce
Jacobs
from
Jacksonville
Beach
left
Addison
from
Jacksonville
Beach
and
that's
it
yeah.
Is
there
anybody
today
that
turned
in
the
card
that
I
didn't
call,
because
that's
very
possible
that
all
the
piles
and
everything
I
have
up
here?
Okay,
since
nobody
has
done
that
and
then
once
we
move
forward
to
closing
comments
and
what
kind
of
guidance-
and
we
want
to
provide
to
our
city
attorney
DeLuna
for
as
the
city
attorney
sent
us
two
documents.
E
Just
as
a
refresher
in
a
bullet
point
for
you,
these
include
requirements
for
registration
of
the
city
that
registration
would
require
and
the
city
group
certificate
of
registration
are
threatening
group
of
license
from
DBPR.
There
are
multiple
mental
life
safety
requirements
and
for
two
building
code
requirements.
Listen
it
within
the
body
of
the
ordinance
again.
These
already
exist
in
statute.
These
were
meant
and
intended
to
put
people
on
notice
of
what
would
be
required.
E
L
E
Because
it
covers
requirements
to
comply
with
all
other
city
regulations,
but
again
the
noise,
the
setbacks
of
stormwater.
All
we
do
is
make
reference
in
there
to
the
finalists.
Currently
it
has
initial
and
ongoing
compliance
inspections.
Currently
it
has
required
language
for
lease
agreements
and
posting.
It
designates
a
responsible
party,
that's
available
24/7
and
with
the
2
hour
response
time
in
its
enforcement
162,
which
includes
the
fine,
can
be
testified
in
that
statute.
E
The
other
doctor
that
I
gave
you
included
some
options,
which
I
have
heard
from
some
of
the
prettiest
plenty
Commission
meetings
and
other
workshops
and
feedback
that
we've
gotten
to
try
and
help
you
to
address
some
of
the
concerns.
So
there
was
an
additional
listening
tonight,
but
some
of
they
take
some
real
registration
issue.
What
was
product
initially
was.
E
To
do
single
and
collective
or
collective
type
registrations,
I
did
call
the
UPR
that
you
offer
collective.
Why
something?
It
is
something
that
we
could
look
at
doing
and
twelve.
That
was
something
the
council
wanted
to
look
at.
Maybe
it
would
be
F
what
did
certificate
and
it
could
be
issued
on
to
a
licensed
agent
to
handle
properties
for
most
of
multiple
properties
and
they
like
to
be
able
to
kind
of
maybe
do
this
or
their
properties,
and
so
we
could
offer
a
collective
certificate
to
a
licensed
agent.
E
E
There
was
also
concern
about
the,
whereas
clauses
containing
the
information
as
to
the
law
and
regulation
of
HOA
HOA,
home
condo
units
and
under
occupied
I
recommend
to
keep
those
classes
because
they
are
legislative
intent
as
to
why
you
don't
want
to
regulate
those.
But
we
could
add
explicit
language
into
the
body
of
the
ordinance
itself,
which
would
say
say:
single
family
to
family,
townhouse,
willing
units
subject
to
deep
restrictions
and
covenants.
E
And
give
six
months
to
a
year
to
come
into
that
initial
inspection
and
that
inspection
would
only
occur
in
at
my
change
of
ownership
or
major
modification
I.
Finally,
just
my
opinion
and
health
during
the
ordinance
as
anything
that
increases
the
oxygen
unit.
So
only
if
you're
going
to
a
bedroom,
a
bathroom
or
change
ownership
with
an
inspection
you
require
again
that
way
they
are
not
dealing
with
Daniel
inspections
or
case.
E
Also,
the
funbags
occupancy
is
at
this
countless
discretion,
whether
that's
pre-curved
after
incorporate
room.
We
also
put
in
our
perfect
150
square
feet
the
ordinance
s
regular.
It
says
100,
whichever
is
less
your
proposed
ordinance
said.
Whichever
is
greater.
That's
a
huge
difference.
You
want
to
do
the
math
on
that,
but
you
can
define
max
occupancy.
If
you
see
death,
what
we
could
also
add
is
potentially
defining
next
occupancy
is
per
adult
where
the
dope
is
defined
as
16
years
are
over.
There
was
concern
about
116.
They
would
become
the
next
hot,
that's
occupancy
calculation.
E
B
E
So
again,
whereas
causes
are
not
regulation,
there
are
so
of
to
that.
It
covered
at
the
enforcement
mechanism,
two
pages
to
cover
chapter
162.
Now
you
can,
especially
if
you
have
to
have
that
pretty
much
outline
the
ordinance
through
the
whole
page.
Their
covers
bestie
that
best
in
all
property
owners
and
best
in.
E
E
A
A
A
I
took
some
notes,
while
a
lot
of
folks
are
speaking
and
there's
some
very
good
complaints
that
I
think
when
we
first
started,
I
brought
up
and
I
continue
to
say
we're
looking
from
we're,
looking
we're
not
looking
to
be
anti
air,
B&B
or
antiparallel,
we're
looking
to
provide
the
city
the
ability
to
enforce
issues
that
are
being
done
by
back
key
bad
actors
under
control.
A
few
of
the
things
on
the
first
page
first
list
that
we
talked
about
was
very
less
important
from
the
registration
of
the
city,
occupation.
A
Stations
off
street
parking
standards,
solid
waste
requirements
and
handling
requirements
and
enforcement
of
our
code
enforcement
straight
special
magistrate,
fines
and
fees
and
I
think
we
look
at
what
legal
limits
are
for
us,
since
we
don't
have
the
ability
really
to
shut
things
down,
we
need
to
make
things
one
of
the
other
things.
I,
don't
see.
A
It
here,
I'm
sure
having
some
form
of
somebody
to
communicate
with
at
one
o'clock
in
the
morning
when
we
can't
get
people
in
control,
I
think
like
the
important
or
at
least
to
be
able
to
reset
them
enough
and
know
that
there's
a
problem
and
their
residents
or
the
customers
not
being
cooperative.
You
know,
I
mean
I,
obviously
be
taken
to
jail
as
soon
as
we
can
do,
but
we
also
need
to
set
a
standard.
A
A
So
the
other
on
the
other
page,
the
sixteen-year-old
and
I,
think
that's
a
great
idea.
Actually
somebody
brought
up
one
of
the
early
speakers
right
at
the
point
that
they're
in
the
hospital
in
the
one
regular
bring
one
kid.
But
what
now
on
grandkids,
because
I
think
we
have
a
look
at
16,
they're,
all
where's,
the
occupancy
rate,
the
potential
children
and
that's
it
for
my
list
of
who's.
Next,
mr.
Jordan.
K
K
K
I
K
E
G
G
Agree
with
counsel
authority
that
you
know
really
is
a
lot
of
it
is
the
number
of
people
staying
in
two
places
and
we
need
to
come
up
with
a
good
formula.
Dad
is
not
going
to
be
overly
I,
mean
15,
16,
17
people
staying
at
a
house
and
residential
area.
It
just
doesn't
seem
reasonable
to
me
and
it
seems
like
their
their
comedy
the
way
they
put
something
together.
This
that's
gonna,
be
you
know
reasonable
for
for
the
community,
but
then
again,
I
mean
I've.
G
G
Q
You
want
I
agree,
the
occupancy
permit.
The
occupancy
max
is
that
is
the
key
here.
That's
going
to
directly
relate
to
the
parking
is
all
to
crash,
so
we
have
to
get
that
and
I
think
you
can
deal
with
parking
and
trash
a
little
later.
Sorry
out
there
for
everyone
who
has
always
has
problems
with
parking,
but
if
they're
parked
on
places
that
both
are
clean
and
get
ticketed
or
never
get
towed.
So
that's
something
that
can
be
dealt
with.
I
do
like
the
collective
certificate
that
does
deal
with
a
lot
of
the
issues.
Q
If
you
have
a
property
manager
or
one
of
the
rooms,
multiple
apartments
when
they
register
they
shouldn't
have
to
pay
these
fees,
you
have
to
register
each
one
individually,
but
they
all
do
have
to
be
registered,
I.
Think
about
what
some
people
have
talked
about
with.
What
is
it
we're
trying
to
solve
here
on
that
list
can
mark
with
and.
Q
L
Q
Is
actually
have
to
pay
any
tax?
You
have
to
pay
that
helps
to
offset
the
cost
of
the
any
stressors
that
are
put
out
of
our
system
as
a
city
for
your
guests
when
your
guests,
your
visiting,
so
yes,
you
can
apply
that
that
you
can
complain
to
the
state
of
the
city
needs
to
know
how
many
of
these
businesses
are
operating,
and
you
can
share
that
information
with
the
county
to
make
sure
that
the
bed
taxes
are
being
paid
because
we
do
get
those
in
a
percentage
of
those
bed.
Q
Q
Q
For
that
reason,
I
think
it's
good
to
have
just
a
piece
of
paper.
In
the
end,
they
show
units
saying
what
their
noise
hours
are,
where
the
hospital
is,
where
the
clothes
all
those
basic
plumbing
Percy
things
I
have
a
professor
at
UNM
and
on
the
first
day
of
classic
a
little
bit
where
the
bathrooms
are,
where
the
fire
exits
on
the
audience.
Q
Those
are
just
basic
things
that
you
have
to
do
and
I
hope
that
everybody
would
be
staying
in
one
of
these
friends.
We
receive
information
like
that
to
put
into
the
regulations.
They
should
know
at
least
how
to
get
to
the
hospital,
but
other
magnet.
We
need
to
go
for
it.
Food
is
the
arguments
occupancy,
but
it
goes
to
the
registration.
E
I
D
I
So
they
don't
have
to
try
to
figure
out
who
do
I
go
to.
Where
do
I
go?
What
do
I
do
I
realize
we
have
a
lot
of
non-compliance.
The
lawn
right
now
and
a
lot
of
it
is
because
they
don't
know
where
they're
supposed
to
go
and
what
their
is
to
do
so.
I,
really
don't
have
an
issue
with
putting
that
in
our
ordinance.
I
agree
with
everyone
else
that
occupancy
does
it
is.
I
I
That's
fine
and
I
think
it
will
help
increase
compliance,
so
I
think
compliance
is
key
and
then,
as
far
as
the
the
safety
of
the
neighborhood
and
the
neighbors,
you
know
we're
talking
about
the
safety
well
and
I'm
fine
with
if
we
want
to
just
reference
before
a
bar
code
or
whatever
I'm.
Okay
with
that,
although
again
I'm
a
little
a
little
more
comfortable
with
spelling
things
out
just
because
it
it
makes
it
easier
for
the
short-term
rental
people.
I
But
as
far
as
when
it
comes
to
safety
for
the
neighbors,
I
know
that
a
lot
of
long-term
rental
owners
require
that
you
put
the
names
of
the
people
who
are
renting
your
property
in
the
lease
and
I.
Don't
have
an
issue
with
requiring
that
information
to
be
included
in
their
police
or
whatever
you
call
it.
I
know
it's
not
coming
to
us.
I
So
it's
not
going
to
be
public
record,
but
where
I'm
going
is
that
this
is
a
safety
issue
for
our
neighborhoods,
because
when
there
is
a
problem,
if
we
can
have
that
24/7
contact,
which
that's
the
other
thing
I
support
too,
because
that's
how
we're
going
to
increase
the
safety
in
our
neighborhoods
too,
because
we're
going
to
be
able
to
have
someone
who's
reachable.
But
if
we
have
something
fun,
that's
documented
that
says
these
are
people
that
are
supposed
to
be
here.
I
Then
it
makes
it
a
lot
easier
for
our
and
our
law
enforcement
to
address
the
problem.
If
there
are
people
that
are
there
that
shouldn't
be
there.
So
those
are
my
thoughts,
I,
definitely
unkindly
inspections
with
reducing
the
inspections
like
you
suggested,
Denise
I.
You
know
I'm
fine
with
that
and
then
also
explicitly
putting
what
is
excluded
for
this
ordinance,
like
you
did
in
number
two
excluding
the
condos
of
the
HOAs,
you
know
that's
where
the
thing.
R
R
I
think
we
should
reference
it,
especially
because
if
that
statue
has
changed,
then
we
have
to
go
back
and
change
ours,
rather
than
it
just
being
flexible
with
just
referencing
that
compliance
I,
I
do
think
occupancy
is,
is
the
biggest
issue
and
I
think
that
having
a
solid
way
to
enforce
that
is
going
to
help
solve
most
of
the
issues
that
were
having
I'd,
never
really
understood.
Why
it's
based
on
bathrooms,
and
not
bedrooms
and
I,
agree
with
mr.
Doherty
there's
a
lot
of
really
differently
shaped
houses
in.
R
A
lot
of
older,
no
kind
of
in
their
block
each
houses-
that
might
only
have
one
bathroom,
but
they
have
three
or
four
bedrooms,
certainly
not
enough
for
seventeen
people.
But
if
the
idea,
a
question
that
came
up,
has
anybody
been
successful
with
a
bird
Harris
claim
based
on
the
short
term,
rental
legislation.
E
I
can
take
it
what
we
started
with
and
what
we
looked
at
first
was
because
they
were
sued
under
her
Harris
and
they
get
sticks
of
money.
So
what
we
looked
at
was
the
orbits
that
came
out
at
7,
so
that
was
what
the
core
quest
after
Harris
and
just
let
you
know,
I,
have
seen
many
jurisdictions
to
do
this
different
ways
is
your
max
occupancy.
E
I
have
seen
it
if
I
bathroom
I
have
seen
it
I
think
one
of
the
jurisdiction
does
like
two
per
bedroom
plus
two
for
it
from
an
area
or
with
it.
So
there
are
many
ways
of
looking
at
direction
if
you
prefer
a
prevent
room
and
what
that
might
make
sense,
as
if
it's
super
better
and
+
2
/
or
a
common
area
perfect.
R
L
R
E
R
So
arbitrary
I,
probably
I
just
I,
wanted
to
say
I'm
in
favor
of
simplification
and
favor
of
doing
the
right
thing
to
encourage
as
close
to
100%
compliance
as
as
we
can
get
and
again
it's
going
to
be,
it
will
be
I
think
that
doesn't
solve
the
majority
of
the
problems.
Then
we
have
to
wrap
it
up
and
I
think
that
people
that
are
here.
B
R
On
notice
that
you
know
we're
really
looking
at
these
things
for
the
first
time,
oh
the
other
thing
that
I
would
say,
no
matter
where
we
end
up
with
all
of
this.
Somebody
mentioned
the
training
component.
I
do
think
we
need
to
have
a
significant
education
component,
whether
everybody
who
comes
to
apply
for
short-term
rental
gets
a
little
packet
of
information
that
gives
them
that
list
of
the
important.
R
E
G
E
Training
component
just
to
to
make
it
where
I
created
lead
forms.
These
include
forms
or
proposed
sample.
The
language
included
example
posting
with
the
information
as
we
would
expect
it.
So
there
are
a
lot
of
things
about
half
grade
if
you
haven't
seen
their
just
waiting
to
see
what
makes
it
to
the
end
of
the
show,
and
yes,
there
would
be
a
bag.
I
think
when
you
think
my
heart
of
information,
but.
D
E
Add
a
checklist
component
based
on
reducing
some
of
what
you
want
to
see
like
chapter
5
online
life
safety,
tether.
Taking
that
out.
That's
not
going
to
list
you
on
our
checklist,
except
that
perhaps
it's
an
affidavit
on
the
application
that
I
will
remain
compliant
with
cord
fire
code
and
chapter
5
online.
E
A
R
A
R
R
But
can
we
say
can
be
you
know
short-term
rentals
can
be
because
when
you
say
you
know
short-term
can
create.
Oh
it
that
one
does
it,
but
there's
some
of
them
that
are
just
very
they're
negative
and
all-encompassing.
Instead
of
I
mean
we've
heard
today,
there's
some
that
are
low
that
have
no
impact
that
I
wouldn't
want
to.
R
Q
This
off
English.
Do
you
want
realism?
Yes,
thank
you
and
some
of
the
warehouses,
though
people
testified
under
oath
at
the
Planning
Commission
that
this
was
happening
so
thought
that
they
ended.
That
has
been
documented
that
this
is
an
issue
we've
Planning
Commission
did
they'll
have
to
go
under
oath
whenever
you're
going
up
to
do
you
swear
that
this
is
the
truth,
and
so
that's
going
into
the
record
saying
this
is
an
issue
so
the,
whereas
is,
if
they're,
not
unpick
they're,
not
if
you
weren't
stated
in
that
instance
I
would
say.
Then.
A
A
A
But
722
Planning
Commission
meeting,
then
there
will
be
two
readings
afterwards
with
the
City
Council
on
August
19.
So
the
objective
here
has
been
multi-pole.
One
of
the
things
that
we
hope
to
accomplish
from
this
process
is
to
find
this
fair
compromise
language
so
that
we
can
take
that
back
to
representative
gave
me
a
grant
this
next
session
and
committee
start
early
this
year
to
start
in
September.
