Description
City Council Workshop
A
A
What
I'd
like
to
do
I
know
those
of
you
in
the
audience.
This
is
not
going
to
be
we're
not
going
to
see
quite
a
little
comment
tonight.
There's
these
packages
available
to
door.
The
last
page
has
places
that
you
can
write
them.
We're
going
to
work
tonight,
I
try
to
determine
what,
if
any,
changes,
we're
going
to
modify
or
modifications
we're
going
to
make
to
the
awkwardness
differently
decided,
move
forward
with
that
there'll
be
two
readings
of
the
ordinance
to
say
no,
but
in
that
handout
that
you've
got
on
the
back.
B
B
B
Option
and
law
enforcement
could
explain
more
about
how
that
tiered
option
of
midnight
closing
for
restaurants
would
work
in
our
community
and
at
2:00
a.m.
that's
when
all
the
bars
and
the
restaurants
closed,
and
then
everybody
all
the
drinkers
at
that
point
out
in
the
streets
and
creating
public
safety
concerns,
option
number
3
was
to
repeal
4-2
as
to
restaurants.
Only
in
the
CBD
area.
B
You
may
remember
that
Bruce
had
a
shoot
one
of
those
restaurants
again
these
restaurants
that
are
causing
the
problem
is
my
understanding,
our
restaurants,
that
we
call
restaurants
and
mainly
they
are
selling
it
claims
to
be
selling
51%
food,
which
is
what
their
licenses
require.
But
there
appears
that
they
are
not
so
option.
B
We
could
bring
them
before
the
special
magistrate
and
after
notice
and
an
opportunity
to
be
heard,
they
could
lose
their
permit
to
stay
open
till
2:00
a.m.
and
then
the
last
is
option
is
just
to
revise
our
current
statute
4-2
to
strengthen
it,
to
require
these
like
training,
security
cameras
and
stricter
enforcement
proceedings,
that
if
there
are
two
violations
within
365
days
for
two
violations
period,
they
could
lose
their
ability
to
stay
open.
Past
midnight.
B
A
Thank
you
very
much
appreciate
it.
I
think
this
is
kind
of
an
open
format,
but
what
I
like
to
do
is
just
see
comment
from
each
of
the
council
members
to
see
if
there's
a
common
direction,
when
we
can
move
forward,
I
will
say
before
we
start
discussion
that
option
number
four
was
a
result
of
a
meeting
that
I
had
with
the
city
manager
of
the
city
attorney
our
police,
chief
and
I.
Think
a
couple
of
our
commanders
were
there
as
well:
I
tend
the
favor
of
that
option.
Number
four.
A
Basically,
what
was
provide
a
grant
parkford,
where
the
kernel
has
an
SRX
for
COP,
and
then
anybody
that
would
register
as
a
new
restaurant
or
any
previous
rest
of
the
restaurant
were
to
change
ownership
or
name
or
anything
of
that
nature
they
automatically
revert
to
midnight
midnight
would
be
any
numerous,
not
as
well
I.
Think
I
said
that
already
grandfathering
the
other
restaurants,
so
that,
if
they,
you
know
are
bad
actors
tend
to
be,
are
bad
actor.
A
And
if
we
expand
the
period
of
eligibility
or
the
qualification
that
the
notice
of
failure
to
meet
the
requirements
to
one
year
instead
of
90
days,
then
it
would
provide
a
burden
for
them
to
keep
it
under
control
and
follow
what
they're
supposed
to
be
followed.
But
it
also
gives
those
who
we
do
have
some
foresee
FPS
our
excellences
and
the
CVD
that
had
been
practice,
and
this
would
be,
in
my
opinion,
if
Eric
swiftly
forward.
So
that
means
that
so
you
can
converse
from
the
others.
C
B
You
think
it
the
requirement
for
all
licensed
establishments
its
alcohol
as
part
of
the
privileged
to
be
able
to
be
open
to
anything
question
that
a
question
is.
Could
we
make
that
a
requirement
for
the
news,
restaurants
and
I
would
I
would
deter
you
from
doing
that,
because
my
understanding
is
that
if
you
were
to
get
with
option
for
the
hope
would
be
that
this
would
solve
the
public
safety
crisis
that
we
have,
and
so
any
alcohol
establishments
that
are
staying
up
until
2:00
a.m.
that
they
have
cameras
to
get
the
information.
B
C
I
think
we're
saying
the
same
thing,
but
I'm
not
sure
what
what
I'm
asking
is.
Can
we
put
into
our
ordinance
that
not
this
doesn't
apply
only
this
RX?
It
applies
to
everybody
alcohol
status,
whether
they're
one
of
the
lazy
license
or
not.
They
have
to
get
the
same
kind
of
security
cameras
with
people
for
the
same
time.
That's
yes,.
D
To
me
to
have
these
people
arrested,
lays
back
on
the
establishments
that
they
were
allowed
to
get
it
out
of
him
through
the
one
resident
says
we
have
not
only.
We
have
security
every
night
of
the
week
when
you
have
that
name,
people
come
from
a
foreign
country
and
they
bound
ship
forever
doing
exercises.
D
I'm
married
to
have
my
family's
than
that.
Thank
you.
I
mean
they
go
out
to
sea
a
long
time
where
they
get
to
serve
a
life
in
Jordan.
So
will
I
speak
and
my
point
is
I
wonder
security
cameras
are
know
that
after
2:00
a.m.
work
whatever
they
said,
actually
I
have
fish
that
actually
have
security
people
that
when
somebody
is
out
of
line
and
out
of
water,
their
cameras
not
going
to
get
them
out
of
there,
but
certainly
the
security
people
would
be
able
to
that's.
My
only
I
was
just
a
little
bit
distraught.
A
You
know
the
we
had.
We
have
an
EC,
a
relatively
new
CEO
young
and
we
don't
have
the
same
relationship
that
I
have
with
West
before
the
fourth
of
three
days.
He
would
call
me
anytime
something
came
up
and
we
just
had
a
graphic
communication.
I,
don't
think
we're
prepared
another
Police
Department
sent
representatives
out
to
the
ship
and
the
second
night
was
relatively
peaceful,
but
in
the
future,
I
can
assure
you
for
the
ship's
what
I'll
work
with
the
police
department.
A
The
work
through
the
devastation
that
requests
shore
Patrol,
so
there's
additional
law
enforcement
from
the
military.
That
would
be
there
dangling,
though
there
and
you
know
I
I
hate
to
see
you
know
since
we're
to
say
London
Jail.
You
know
they're
they're,
close
outlast
us
and
it's
kind
of
embarrassing
that
it
happened
at
all.
But
we
did
the
right
thing
by
getting
control
I,
think
if
we
had
to
show
up
throw
their
insert
control
man.
D
A
And
you
have
a
port
visit,
there's
a
certain
number
of
short
patrol
that
require
a
blackbird.
That's
number
two
people
on
the
pier
so
for
maybe
two
short
patrol
for
every
thousand
as
an
example
or
every
five
hundred
or
whatever
the
case
may
be,
and
that
never
means
an
effective.
Typically,
the
Navy
will
police
that
are
having
overseas
so
that
they
don't
have
to
go
to
a
foreign
jail
and
get
out
of
the
way
to
the
next
day.
A
C
Has
happened
before
I
kind
of
need
to
stay
state
categorically
that
it's
happened
on
numerous
occasions
when
the
for
the
sailors
show
up
here
and
I
guess
with
I
agree
with
everything
that
has
been
said
with
one
additional
thing.
The
City
of
Jacksonville
Beach
is
not
the
ones
selling
the
alcohol
private
locations,
our
house
nationals
açelya,
and
it
is
their
responsibility
by
state
law
to
ensure
that
they
don't
go
over
server
to
their
customers
and
possibly
one
of
the
things.
E
B
E
Mean
I
think
that's
I
wish
we
didn't
have
to
do
something
like
this,
but
I
think
that
that's
a
an
opportunity
to
be
more
fair,
especially
to
the
good
actors.
So
at
this
point
my
I
would
like
to
see
what
what
are
the
details
of
what
this
actually
looks
like
and
my
apology,
I
guess
in
my
brain
I've
got
a
little
further.
I
have
thinking
that.
E
That's
what
we
would
talk
about
today,
but
the
details,
the
legalities,
that's
you
know
we're
good
I,
don't
know
we
don't
have
to
really
consider
the
expense,
but
I
think
we
do
need
to
recognize
that
something
like
security
cameras
routine.
All
of
that
footage,
where
did
they
go?
Is
there
sound?
Is
there
not
sound?
You
know,
there's
a
lot
of
questions
just
in
that
one
issue
that
I
think
we're
going
to
have
to
consider
not
the
least
of
which
is
the
expense
to
our
businesses.
E
A
It
was
brief,
so
we
did
this
put
it
out
of
the
public
before
again,
if
we'd
agreed
to
move
forward
with
option
for
the
chief
and
the
city
manager
and
see
turning
the
work
to
put
the
legal
pieces
together
and
then
bring
it
to
us
and,
as
I
said
earlier
for
two
weeks
as
an
organist
and
down
coordinates.
So
so.
B
A
Think
the
thing
keep
in
mind
too
is
I,
don't
believe
any
of
the
strike
believe
that
this
is
going
to
be
the
one
solution
to
solve
all
the
problems.
I
think
it's
a
positive
step
in
the
right
direction.
I
also
believe
that,
if
it
works,
you
know
we
can.
We
can
evaluate
our
preview,
their
additional
councils
down
the
line,
couldn't
look
at
modification
if
they
feel
it's
appropriate,
but
I
think
based
on
some
of
the
things
that
have
happened
in
our
downtown
in
the
last
few
months.
This
has
become
pretty
clear.
A
All
of
a
sudden
video
that
was
the
police
have
put
together
about
what
our
downtown
looks
like
after
midnight
on
the
weekends.
You
know
we
have
a
moral
obligation
to
do
something
to
get
this
under
control.
So
unless
there's
any
other
comments,
questions
we'll
go
ahead.
Move
forward,
City,
Attorney
and
city
manager
and
the
chief
for
his
representative
I'd
ask
you
to
start
putting
this
together
and
move.
You
know
appropriate
haste
so
that
we're
getting
this
done
and
we'll
keep
the
council
and
the
public
heard
with
our
progress.
