By
going
over
the
high
ISO
rating,
the
ISO.

Of
the
community
indicates
how
well
you're
protected
by
your
fire
service
or
by
your
fire
department.
The
score
of
10
is
is
the
worst
you
can
have
and
a
score
of
1
it's
the
best
you
can
expect.
Currently
Jacksonville
has
an
ISO
score
of
one
currently
Jacksonville
Beach
has
a
score
of
two.
We
had
a
three
before
and
now
we
moved
to
a
two.

Protection
Association
has
a
standard
regarding
the
minimum
requirements
for
Manning
for
fire
apparatus.
These
recommendations
were
written
to
protect
firefighters
and
save
lives,
and
properties.
Proposed
staffing
for
the
merger
would
meet
these
requirements
with
the
murderer.
Jacksonville
Beach
would
obtain
specialized
rescue
teams
for
situations
such
as
hazardous
materials,
response
lab
and
intervention
teams,
high-angle
rescues,
confined
space,
rescues
and
trench
wrist
news,
not
only
that
these
services
would
be
given
by
Jacksonville
by
task
force,
five,
which
are
sent
all
over
the
country
to
help
other
municipalities
in
need.

these
these
types
of
issues
that
curve
so
they're,
very
well
trained
and
very
good
at
what
they
do.
Communication
between
multiple
agencies
on
fire
scene
can
be
very
difficult.
The
merger
would
allow
a
true
unified
command
system
during
communications,

all
personnel
on
scene
would
be
much
more
efficient
when
you
have
to
incident
commanders,
one
from
one
department,
one
from
the
other,
a
lot
of
things
can
occur
and
mistakes
can
occur
many
times.

Jacksonville
Beach,
who
calls
911
on
their
cell
phone
there,
get
routed
to
Jacksonville.
This
is
also
another
thing
that
can
hamper
the
time
for
you
getting
help
that
you
need.
They
would,
in
turn,
have
to
go
to
send
all
their
formation
back
to
Jacksonville
Beach,
and
then
they
would
dispatch
eginning.
So
this
would
long
no
longer
be
an
issue
if
they
call
it
went
to
Jacksonville
response
time
should
stay
the
same
or
improve
with
the
merger.

when

a
rescue
unit

Jacksonville,

housed
in
separate
building

there
available
upon

only
not
automatically
dispatched

with
the
merger.
The
proposed
staffing
would
be
three-person,
NFPA
compliant
engine
at
Station
one.
So
now
we
have
enough
NFPA
compliant
engine.

don't

to
wait
on
a
request.
It's
automatically
just
asked
for
every
fire,
any
other
major
incident
or
any
other
incident,
that
it
occurs
that
they
needed
that
you
have
a
chief
coming
from
Jacksonville
automatically.

you
guys
wanted
in
your
merger
agreement
or
not
it's
happening,
you're
getting
a
chief
he's,
gonna
be
in
charge
and
they're
in
an
SUV
connecting
like
our
captain.

In

units

town
responding
to
major
incidents
automatically
upon
dispatch,
so
we
get
a
structure
fire
in
Jacksonville
Beach

already
setting
the
required
manpower

deal

the
minimum
we
can
get
there,
and
then
we
have
to
request
anybody
else
that
we
need.
We
need
additional
ladders
or
whatever
they're
on
that
they
coming
with
the
merger.

beach

cover
calls

the

would

resources

tube
apparatus
and
equipment

the
beach,
if
needed,

problem

units

the
beach,
the
rescue

ladder
and

contract

present
form
actually

reduce
the
level
of
services
near
the
beach.

go
from
two
to
unit
from
three
units
down

two,
your
response
time,
there's
no
option
they
are
going
to
increase
presently
in
a

Genesis
you'll
have
a
four
minute
response
time
to
all
emergency
calls
right
now
are
averages
for
Minnesota's
lost
times
at
the
beach.
This
is
only
possible
because
there
are
three
staff
in
as
at
the
beach
we
responded
over
3300
calls
last
year.
Seventy
percent
of
them
were
EMS
calls.
Two
percent
of
those
calls
were
fired,
cause
of
that
two
percent.

When
you
take
out
the
launched
fires,
the
dumpster
fires,
the
garbage
cans
you
get
to
the
structure,
fires
which
around
10
or
17
and
of
those
that
were
actually
working
fire,
we
have
two
or
three,
and
only
one
of
them
was
what
I
would
call
more
than
we
would
conscience
fire
when
we're
talking
overlapping
calls.

them
last
year.

estimated

units
down

restarts
time
will
increase
by

most

our
runs
are

highest

opportunity

higher
wages
and
greater
advancement
and
there's
no
question
that
this
proposal
in
front
of
you
can't
save
the
city
money,
but
neither
of
these
two
points
should
be
a
deciding
factor.
Their
citizens
should
be
made
solely
on
what
is
best
for
this
community,
its
citizens
and
business
owners.

facts

contracting

information
enclosed
in

letter

least
raise
more
questions
about
the
proposed
contract
for
services,
effectiveness

execute

needs,

historically
evident.

level

government
can
provide
the
best
service
for
its
citizens
because
they
know
their
needs
to

four
years
ago,
I
remember
leaving
Fletcher
high
school,
my
VW
Bug
driving
past
the
fire
station
and
telling
my
friends
one
day,
I'm
going
to
be
a
firefighter
for
Jacksonville
Beach,
but
a
year
after
high
school,
that
dream
became
a
reality
and
I
was
hired.
Thinking
about
what
to
say
today,
I
keep
getting
drawn
back
to
our
foundations.
As
a
community
most
know
the
story
of
ruby
beach.

Now
the
fact
that
you
serve
on
this
council
testifies
to
your
own
belief
and
the
fact
that
you
believe
in
local
small
government
you
live
in
this
community.
You
serve
it
now,
despite
some
of
the
negative
publicity
lately,
we
operate
a
rock
solid
fire
department,
our
business
plan
and
our
perform
thankless
fact
up
this
council
and
our
citizens
have
shaped
this
fire
department
from
its
beginning
to
what
it
is
today.
This
was
done
through
this
messy
and
passionate
process
that
were
carrying
and
debating
about
the
Jack
speaks
fire
department
is
different.

like
the
city
we
serve.
We
are
a
small
community
oriented
fire
department
because
of
in
fact
we
are
held
to
a
high
standard.
This
council
holds
us
accountable
for
meeting
our
performance
measures.
Consequently,
not
many
fire
departments
can
boast
a
four
minute
response
time.
How
many
fire
departments
can
boast
that
they
continue

all
fires
to
the
room

origin
on
arrival?

the
annual
report

2017
Florida
fire.
This
comes
from
the
State
Fire
Marshal's
Office.
They
said
what
I
found
in
this
is
that
Duval
County

12
fire-related
deaths
in
2017,
nine
fire
related
deaths
in
2016,
so
I
did
a
little
bit
of
research
and
I
went
back
to
year.
2000
Duval
County
has
had
160
fire-related
deaths
in
17
years,
17
year
period.
That's
almost
ten
a
year.

concern

running

all

services

parks

City
Council
asked
anyone
they've
always
been
very
quick
to
get
back
to
someone
with
an
answer.
If
they
don't
have
an
answer,
they
promise
to
get
back
some
period
of
time.

I'm
absolutely
amazed
that
anyone
would
consider
this
proposal
as
being
good
for
the
community

Jacksonville
Beach

local
control

a
vital
service
like
the
fire
and
EMS

just
think
in

financially.

be

is

who
was
supposedly
negotiated
his
contract
with
the
City

Jacksonville
Beach.
They
didn't
comment
that
he
didn't
want
to
send
out
his
people
because
they
didn't
want
to
be
questioned
about
their
what
what
their,
what
their
methods
were
going
to
do
to
me.
That's
100%
arrogance.

right
to
question
someone
who's
going
to
take
over
a
diet,
a
service
like
that
and
I
can't
imagine
why
they
do
not
want
to
bring
out
their
fire
department
personnel
and
explain
to
everyone
what
they're
going
to
do

comment
about
response

can't
imagine
letting
me
go

this
four
minutes.
So
with
all
that
said,
one
other
thing
I
also
happen
to
disagree
with
some
comments
were
paid
in
the
beaches
leader
about
Atlantic
Beach
Neptune
needs
to
be
very
satisfied.

few
things
I'd
like
to
hit
on
all
right,
I've
heard
brought
up
about
the
response
level,
diminishing
changing
the
apparatus
as
a
leader
of
an
anything
company.
Three
people
in
an
apparatus,
two
people
on
an
apparatus
is
really
quite
insufficient.
To
respond
to
anything.
I
I
Two-Person
apparatus
is
just
ineffective,
especially
on
the
house.
Fire
I
was
in
personally
in
two
house
fires
last
week
and
Jacksonville's
level
proficiency
in
that
department
and
I'm,
not
saying
anything
bad
against
the
Jacksonville
Beach
firemen,
but
we
have
experience
in
that
department.
We
have
lots
of
training
and
the
big
thing
to
remember
is
continuity
and
that's
one
thing
we
get
as
a
department
anywhere
in
the
city.
It
could
be
a
different
different
station
for
the
day.
We
still
have
continuity
of
service
and
s.
I

Everything
runs
smoothly
and
I
feel
like
having
that
at
the
beach
with
multiple
companies,
and
especially
the
bigger
incident,
would
dramatically
increase
the
effectiveness.
Another
thing
to
think
about
I,
don't
know.
Speaking
from
myself
and
my
station,
we
take
pride
in
our
station
which
they
find
our
community
I
know
the
people
who
work
for
Jax
beach
take
pride
in
our
community,
but
it
it's
something
that
it
goes
beyond
just
just
being
stationed
there
I
believe
the
level
service
will
continue
to
be
that
way.
I
I
believe
you
know
we
have
quality
people,
they
want
to
come
out
here
and
serve
the
beaches.
People
like
myself
who
live
in
the
community,
I,
don't
I,
don't
know
if
there
is
anything
else.
I
can
really
add.
It
hasn't
been
said
by
a
few
people
other
than
I
feel.
This
is
a
great
idea
that
gets
for
the
community
and
something
that
would
leave
me
feeling
a
lot
more
comfortable
on
the
third
day
when
I'm
on
my
shift
and
challenge
action,
though
I'm
not
at
home,
with
my
family
at
the
beaches.
So
thank

want

present
a
petition
which
contains
46
signatures
that
oppose
the
merger
of
the
consolidation,
took
me
about
two
and
a
half
those
46
signatures.
I'll
talk
about
why
we
stand
against
the
merger,
but
before
I
do
I
want
to
share
some
facts,
the
first
of
which
I
have
the
utmost
respect
and
admiration
for
a
fire
department
and
the
first
responders
in
general.
As
a
friend
of
mine-
and
you
know,
I
got
a
picture,
would
you
care
to
see
it
and
stand
to
Twin
Towers
911
after
they
fell.

Let
me
be
bottom
tax.
This
issue
is
not
driven
by
the
citizens,
dissatisfaction,
there's,
no
evidence
or
data
contained
in
any
of
the
documents
that
suggest
that
you
Jacksonville
Beach
citizens
are
dissatisfied
the
VMS
fire
or
other
service.
Therefore
this
appears
to
be
motivated
by
some
other
issue
other
than
customer
service.

So,
although
there
may
be
claims
of
equal
or
perhaps
claiming
better
service
in
the
future,
one
was
questioned.
Why
are
we
trying
to
fix
something
that
isn't
broken
fact
number
two?
This
issue
is
not
driven
by
the
city
wanting
to
save
money.
So,
although
the
merge
may
save
money,
the
financials
are
not
the
driver
behind
the
murders
fact
number
three:
unless
you're
God
or
some
similar
spiritual
being

one
cannot
categorically
say
or
state
with
any
degree
of
certainty
what
the
future
will
be.

the

the
beach
since
1979
these
some
of
the
things
that
these
people
are
saying.

administration
they're
trying
to
lead
you
down
a
road,
a
standard,
cardiac
arrest
assignment
for
the
City
of
Jacksonville
you
get
you
know.

may
be
wrong
in
this
I'm
trying
to
get
the
specific
support
came
up

yeah
a
rescue
unit
and
to
advance
life
support
units
headed
that
way
and
achieve
directly
they're
coming
that
way.
So
when
mr.
shadow
said
about
you're
not
going
to
have
somebody
to
respond,
you're
getting
more
staff
on
a
cardiac
arrest
assignment,
then
the
City
of
Jacksonville
Beach
has
at
all
on
a
bishop.

let

numbers
fool:
okay,
a
standard
house
fire.

like
three
engines,
two
lighters,
a
rescue,
cheese
and
a
combat
chief,
and
if
it's
any
bigger
than
that's
just
for
a
house
fire.

don't
need
tankers
here
in
Jack's
beeps.

goodness,
we
got
a
good
hydrant
system,
but
you
have
the
manpower.
That
is
the
big
push.
The
reason
why
I
am
for
this

a
fireman

Jax
beach.

run

They

out

the

unanimously
excellent
services.

planning
and
development
statutes

roads,

sidewalls,
our
water
sewer,

less

ten

communities

Florida
and
we've
worked
on

To
make
that
happen,

at

and

a
lot

study
that
still
needs
to

on
this

believe
I'm,

sure
that
reducing

number

people

units
here
to
Bajor
is
as
important
as
had
in
the
war
equipment
in
different
parts
of
the
beach.

firefighter,
but
I
know
for
a
fact,
having
sustained
a
serious
structural
fire
last
year
that
these
young
men
came
to
put
out,
they
were
there
before
the
neighbors.

and

really
think
that
is
wonderful.

somebody
that
knows
the
beach,
we
have
a
neighbor
who
has
a
serious
medical
condition
when
they
call
somebody
to
come
over.
They
not
only
know
where
they're
going.

person
they

the

brothers
and

farmers

he

to

one
of

many
times

offered
and
I've
been
so
honestly
that
past
couple
of
years
we
really
have
never
regretted
it.

They
just
simply
don't
have
enough
people
to
people
out
on

men
to
Millay.
You
got
any
people
there
to
serve
the
community
and
that's
really
what
they
want
to
do.

from
a

stick
it

the
city,
not
at
all,
it's
so
not,
but
these
guys
are
exhausted.
They're,
worn
down
they're,
not
providing
their
best
to
the
community
that
everyone

says

they
care
about

much

out

they're.

focusing

people

there

tight-knit
community
in
the
beach
that
takes
pride
in
being

beach
community
and
there's
things
that

citizens
don't
realize
that
they're
getting
by
living
here
and
benefiting
from

Jacksonville
Beach
Fire
Department
that
I
as
a
Jacksonville
citizen
realized
what
your
citizens
have
take.
For
example,
monthly
cartels
back
there,
schools
I'm,
not
an
entry
school
teacher,
it's
up
to
us
to
take
care
of
our
own
fire,
drills
in
Duval
County
on
the
other
side
of
the
dish
over
here.

Remember,
hearing
stories
about
a
child
I
think
it
was
that
there
was
an
autistic
student
there
who
freaked
out
Autism
Awareness
Month,
who
really
really
really
wanted
to
panic
attack
with
the
sounds
of
assignments,
so
they
would
go
and
get
that
child
from
their
classroom
and
take
them
to
the
office
and
let
them
pull
fire
drop.
That
is
a
level
personal
service.
I
can
tell
you
right
now.
I've
been
teaching
in
DuBois
County
for
13
years.
I
have
never
ever
seen
a
fire
fire
fire
yeah
period
at
my
school.

That's
the
level
of
service
that
these
guys
are
conducting
because
they
are
a
small
department
in
a
small
town
because
they
spend
their
career
in
one
community.
They
get
to
know

residents
when
they
arrive
on
scene
and
there
was
an
incident

couple
years
back
with
like
that
resident
in
that
home,
who
may
be
struggling
with
a
long-term
illness.
They
know
this
family,
they
know
them.
They
remember.
Oh
you
had
this
a
couple
of
years
ago.

heard
these
stories
for
my
husband
at
home
and
the
residents
it's
a
new

truly
believe
that
this
possibly
has
not

publicized
out
to
the
residents.

I
can

was
fired
by
their
wife

know
that
these

husband
rides
up
and
down

roads
and
I'm
a
rough

He'll
say
that
that

thinking
that
was
a
hockey
town
and
oh
boy,
do
I
miss

he
used
to
bring
us
things

see
the
stress
of
these
firefighters
and
when
I
studied
principle-centered
leadership,
I
found
out
one
thing:
if
your
guys
aren't
happy
nobody's
happy
to
the
degree
that
you
care
for
those
guys,
it's

degree
that
your
people
are
going
to
be
happy.
We
have
got
to
take
care
of
our
firefighters,
whether
that
means
getting
them
all
together
and
making
them
look
face-to-face
until
they're,
ready
to
kiss
each
other

don't
know,
but
the
tension
and
stress
cannot.

cannot
continue
to
the
citizens
are
going
to
pay
for
that.

biggest
issue
about
losing
hometown

have
close
to
sixty
stations

every
one

those

town

many

and

with

affluent

firefighters

heard

of
them

have
some
taxable
firefighters
who
want

come
out

work

aspect

they
know
the
people
they

where

know

part

community.

listen

talk
about
all
the
citizens?

we

the
