A
What's
going
to
be
the
desire,
we
don't
have
the
professional
expertise
and
I
don't
I'm
not
aware
that
the
city
has
a
landscape
architect
in
the
employee.
So
maybe
we
explore
getting
a
consultant
landscape
architect
that
we
could
say
hey
come
up
with
a
couple
ideas
for
this
space
or
that
you
know
ideas.
I
think
a
couple
places
jim
and
I
talked
about-
were
the
big
beach
boulevard
medium.
I
know
it
needs
to
be
cleaned
up
and
stuff,
but
it's
a
dated
design
right
now
and
there's
stuff
you
could
do
with
that.
A
Did
a
landscape
architect
design
for
that.
Similarly,
in
front
of
the
pure
parking
lot,
if
we
move
the
trash
container,
we've
got
this
long.
Two
block
long
stretch
right
now:
it's
just
sand.
Is
there
interesting
things
that
we
could
do
with
it?
Well,
yeah.
I
think
there
is
and
seen
it
in
other
cities,
but
who
comes
up
with
those
designs,
so
I
would
like
to
suggest
that
we
explore
some
professional
landscape
architecture
in
connection
with
any
you
know:
the
maintenance
and
beautification
and
incentive
plans
and
facade
and
all
that
stuff.
So
that's.
C
That
francis,
I
just
want
to
make
sure
I
understand,
so,
are
you
suggesting
possibly
that
if
we
implement
some
kind
of
incentive
platform
that
we
offer
to
pay
for
conceptual
ideas
for
those
businesses,
if
they,
if
you
know.
B
A
B
A
C
A
Could
be
part
of
it,
but
I
would
think
there's
the
it
would
be
a
little
broader
than
that
for
the
landscape
architect,
because
there's
others
on
property
too
that
that
lot.
You
know
that
we're
going
to
do
something
either
permanent
or
temporary,
with
or
while
we're
deciding.
Well,
how
do
you
make
that
look
neat
cheaply
quickly?
Isn't.
C
Bucket
of
I
guess
advisors,
I
guess
you
could
say
I
would
be
fine
with
doing
special
services
for
special
projects
that
we
could
push
through.
I
would
be
fine
with
that.
I
just
think
that
we
need
to
make
sure
that
when
we
do
our
budget,
which
we
should
be
making
sure
we
add
to
because
we
can
add
more
money
to
that
bucket
utilize
professional
services
and
maybe
those
drawings
don't
go
to
25
000.
So
we
don't
have
to
go
to
city
to
get
all
businesses
approved.
C
A
If
they
stay
excited
and
they
have
the
expertise,
that's
fine.
I
just
think
we
should
have
someone
when
we
have
an
idea
that
they
can
either
react
to
it
or
come
up
with
some
thoughts
on
it
and
because
I
don't
think
we
you
know.
I
know
public
works
is
great
people
and
stuff
like
that.
But
I
don't
know
that
they're
into
the
design,
landscape,
design.
C
If,
since
we
have
dick's
heights
on
retainer,
I
guess-
or
we
already
have
them
in
our
bucket
for
professionals
and
if
we
said
increase
our
budget,
do
you
know
based
off
this
review
from
shefford?
If
we
went
ahead
and
went
forward
with
adding
money
to
our
budget,
and
we
did
do
incentive
plans
or
even
specific
areas
that
we
want
to
beautify
in
conjunction
with
the
dick's
heights
planning.
B
We
have
plenty
of
money
set
aside
as
it
is
for
professional
services,
so
we
don't
have
to
go
to
the
city
council
and
we
already
have
contracts
with
dick's
height.
So
if
we
wanted
to
do
something,
let's
do
it
yeah
I
mean,
but
right
now
we've
got
two
more
items
left
to
do.
We
got
20
minutes
left
hard,
stop
how
this
question
is.
Are
we
okay
to
move
forward
the
survey?
Yes.
D
What
we
also
need
to
do
is
somehow-
and
I
think
you've
mentioned
it-
have
a
survey
that
touches
other
incentives
that
are
appropriate
for
businesses
that
are
outside
of
jacksonville
beach.
You
know,
what's
going
to
entice
them
to
come
here,
some
kind
of
tax
incentives,
whatever
it
may
be,
it's
a
little
bit
different
than
just
surveying
the
local
folks,
you
know
so
there's
almost
two
parts
to
this
survey
is
the
way
I
see
it
and
I
assume
you're
going
to
be
heading
in
that
direction.
B
B
B
D
Real
quick
is
that
all
the
work
that
you've
done
on
south
end
and
all
the
work
that
was
up
on
the
board
is
what
we're
taking
and
putting
it
into
a
sheet
already,
because
we
have
that
to
come
back
to
you
for
discussion,
so
we're
on
top
of
that,
because
that's
one
good
piece
of
work.
That's
done!
That's
awesome!
D
I
saw
that
on
the
agenda,
I'm
not
sure
exactly
what
you
want
me
to
address
here.
I
did
pass
out
at
the
workshop.
You
know
my
first
pass
at
maintenance
and
temporary
fence
requirements
for
construction
sites,
and
this
was
based
on
some
research
that
I
did
for
from
other
municipalities.
D
I
also
spent
some
time
with
public
works
and
with
the
chief
building
official
and
just
confirmed
with
him
that
there
is
no
real
ordinance
or
regulations
as
it
relates
to
construction,
fencing,
there's
nothing
that
would
that
the
chief
building
official
can
do
in
the
way
of
construction,
fencing
other
than
some
osha
requirements
for
safety.
D
I'm
sorry,
no
there's
no,
no
real
provisions
other
than
some
ultra
provisions
that
have
requirements
for
construction,
fencing
that
he
would
be
able
to
enforce
public
works.
He
directed
me
to
public
works.
I
went
over
and
talked
with
with
them
and
there's
nothing
that
they
have
either
other
than
going
and
talking
to
the
landowner
and
seeing
if
they'll
help,
and
you
know
improving
what
they've
got
up.
So
what
I
put
in
point
of
view
is
how
far
I've
taken
it.
D
I
think
it
needs
further
input
thought,
but
I
did
what
you
asked
me
to
do
and
then
that's
kind
of
where
I'm
at
at
this
point
well.
B
First
of
all,
thank
you.
I
I
thought
you.
You
definitely
put
some
work
into
this
heather.
I
guess
you'd
be
the
person.
I
need
to
talk
to
there's
two
things
on
here
that
for
the
most
part
most
of
this
it
was
h,
and
I
that
caught
my
attention,
but
those
are
just
you
know-
everybody
has
their
own
opinion
about
city
logos,
everybody's
had
general
opinions
about
murals
and
that
kind
of
stuff.
E
We
don't
have
anything
in
our
code,
but
I
think
we
do
have
a
section
in
the
land
development
code
that
addresses
fencing,
so
that
would
be
a
location.
Thank
you
that
we
have
an
opportunity
to
perhaps
amend
that
section
of
our
land
development
code
to
specifically
address
construction,
fencing
in
the
downtown
cra.
B
E
B
So
you
say
you
don't
require
it
on
all
construction
properties,
I
mean,
is
it
when
it
gets
to
a
certain
size?
I
mean,
for
example,
where
am
I
at
camping,
where
they're
redoing,
that
did
we
require
that
fencing
up
there
or.
B
D
E
E
Has
to
look
like
you
know,
maybe
there's
options
or
something
like
that.
There
really
is
no
mechanism
for
us
to
do
that
right
now
we
don't
have
a
mechanism.
E
B
B
C
Okay,
so
I
have
a
couple
things
first
question
before
I
start
anything
on
this
document,
so
we
understand
that
if
we
put
this
in
place
that
it
would
have
to
be
enforced,
so
we'd
have
that
code
enforcer.
I
know
in
the
past
we
had
one
code
and
burster
for
the
whole
entire
city,
and
then
we
were
having
cops
occasionally
helping
with
certain
things.
E
Of
so
we
have
one
of
our
inspectors:
that's
working
on
what
we
call
the
weekend
warrior
program,
so
he
goes
out
on
the
weekends
eight
hours,
splits
it
up
between
saturday
and
sunday
and
goes
out
and
basically
looks
for
code
enforcement
violations
because,
to
be
honest,
a
lot
of
them
are
happening
on
the
weekends
because
they
know
we're
not
out
there.
Well
we're.
E
So
we
do
have
that
extra
level
of
assistance
with
code
enforcement,
but
it's
just
right
now
on
the
weekends.
So.
D
E
D
C
C
I
do,
however,
agree
something
should
be
done
so
on
that
parent
is
making
comments,
because
I
think
in
our
last
workshop,
when
this
was
given
to
us,
she
recommended
that
we
look
at
certain
interviews,
tell
us
like
an
offense
and
then
we
just
look
at
other
stuff
and
see
what
we
would
add
to
it.
So
I
don't
know
how
it
would
formally
written
up,
but
look
like
the
thing
we're
giving
city
council
now,
but
how
you
guys
would
do
it,
but
there's
a
couple
things
I
had
questions
on.
C
Maybe
we
could
discuss
more
so
number,
two
a
and
it
talked
about
it
being
chain
blink
fence
with
the
color
green.
I
think
that
that
color
green
sticky,
especially
for
the
beach,
that's
beside
it,
it's
multiple
I
didn't
know
if
we
could
maybe
let
like.
I
don't
know
what
this
chains
will
always
be
available.
I
really
didn't
like
the
wood
idea.
I
think
it's
kind
of
nice.
I
think
it's
almost
too
permanent.
C
So
I
just
don't
know
how
those
boats
can
be
how
they
can
work
together
if
it's
a
temporary
chain
fence,
but
yet
you
can't
secure
it
with
bags
or
something
like
how
do
they
are.
They
have
to
actually
dig
holes
and
make
them
a
permanent
fence
or
not
like.
I
didn't
understand
how
a
and
d
would
work,
so
maybe
we
can
hash
that
out.
I
understand
that
the
bags
don't
work
really
well,
because
during
the
last
storm
in
that
corner,
you're
talking
about
art
defense
fell
down.
C
I
thought
that
was
great
to
mention
that
they
didn't
work.
I
just
don't
know
what
the
solution
to
a
chain
would
fence
on
its
own
not
being
permanently
installed,
how
it
would
be
held
up.
I
just
don't
know
what
that
solution
to
that
is,
and
then
the
only
other
thing
I
would
recommend,
maybe
possibly
changing
or
even
expanding
on,
is
number
two
g.
It
says
ten
days
after
hurricanes
ended.
C
I
think
that
we
might
want
to
add
something
about
our
maybe
change
the
warning
to
where
it
was
10
days
after
the
city
has
reopened,
because
when
we've
had
big
storms
here
in
the
past,
I
know
that
this
is
saying.
Remove
it
before
the
summer
comes
because
we
all
know
what
we
know
is
coming
so
obviously
taking
it
down
shouldn't
be
a
big
issue
but
they're
returning.
It
there's
been
times
when
we
couldn't
even
get
back
into
the
beaches
until
a
week
later.
C
So
I
think
a
baby
should
work
when
the
city
is
officially
opened
again
versus
just
10
days
from
the
storm
reading,
and
then
I
agree
that
there
should
be
no
advertising
on
it.
I
just
don't
know
if
part
of
our
incentive
platform
could
be
utilized
for
the
fencing
shade.
I
don't
know
if
that's
more
important
shape
if
it's,
where,
if
they're
going
to
here
by
these
rules,
even
though
they're
required
that
maybe
cra
would
help
make
that
shield,
we
would
provide
said
shield
if
they
need
certain
standards.
C
They
want
to
have
the
picture
on
it.
If
they
want
to
have
that's
something
we
should
maybe
consider,
maybe
in
here
as
well,
but
other
than
that,
I
thought
the
work
was
great
for
it.
I
I
I'm
100
odd,
for
it.
I
think,
if
you
make
a
couple
is
like
like
dig
into
a
couple
of
those
points
for
me
specifically,
I
don't
know
what
the
next
step
would
be
to
give
to
city
council
to
to
vote
on
as
well.
B
C
A
Without
sandbags
or
those
weights,
some
of
the
material
where
they'd
have
to
drill
into
our
pavement.
C
A
A
D
Why
we're
talking
about
it,
but
I
feel
like
it
should
be
handled
by
city
council,
because
we
could
be
unintendedly
pushing
construction
out
of
downtown
by
adding
more.
You
know,
regulation
on
the
fence
that
the
rest
of
the
city
doesn't
have
so
I
kind
of
feel
like
the
whole.
The
whole
city
should
about
that.
Not
just
the
downtown
cra,
because
the
nice
defenses
are
going
to
cost
more
and
then
that's
going
to
factor
into
their
judgment
of
their
location.
So
that's
just.
B
Okay,
next.
E
B
No,
I
just
I
didn't
know
where
we
currently
were,
and
I
figured
most
of
my
board
didn't
know.
We
currently
were
right,
and
so
I
just
wanted
to
hear
what
that
was,
and
this
is
so.
This
is
a
concept
that
came
up
a
year
ago
two
years
ago
and,
and
it
came
up
a
couple
of
times
and
we
kind
of
assigned
it
to
gary,
say:
okay
well,
rather
bring
it
up
all
the
time.
B
But
it
makes
sense
to
have
some
kind
of
uniformity,
uniform
uniformity
out
there,
but
I
didn't
know
what
the
criteria
was
for
actually
having
it
and
we're
only
afraid
to
fix
it
right
now.
But
if
you
can
just
look
this
over
and
maybe
look
at
what
some
of
the
other
cities
are
doing
and
come
back
with
recommendations
next
time.
E
Sure-
and
I
think,
an
appropriate
path
forward
for
you
guys
is
similar
to
what
we
did
with
the
extension
of
the
bike
lane
to
all
the
way
to
8000
and
north
is
drafting
a
resolution
to
council
explaining
what
your
intention
is
with
construction,
fencing-
and
I
agree
with
you
in
regards
to,
if
you're
going
to
do
it,
maybe
do
it
citywide.
So
it's
something
again.
We
could
get
your
direction
on
what
you
are
looking
for.
If
you
draft.
C
E
B
E
C
It
makes
complete
sense,
so
I
wouldn't
mind
if
we
come
up
with
this
work
and
if
we
present
it
to
the
city
more
as
we'd
like
to
go
this
route
we'd
like
to
do
this
or
we'd
like
you
to
present
your
code,
so
we
can
enforce
it.
I
think
we
put
that
in
our
wording
to
them
saying
we're
proposing
this
and
either
accept
it
or
tell
us
what
you
want
us
to
do.
C
I
kind
of
feel
like
that
would
be
a
good
solution
that
we're
still
moving
forward
with
what
we'd
like
to
see,
and
it
would
be
up
to
the
city
council
to
decide
to
dock
it
for
themselves
city-wide
for
them
just
to
adopt
it
for
us
our
room.
So
you
know
what
we
have
our
own
do
this
so
that
way
we're
opening
the
door
but
we're
saying
we've.
Given
you
an
idea,
now
tell
us
what
you
want.
I
think
that
would
be
another
way
of
going
about
it,
so
I
would
be
on
board
with
that.
A
Jeff,
this
new
business
sure
yeah.
I
had
two
constituents
since
the
last
meeting
approached
me
with
the
same
idea
and
I'm
just
going
to
pass
it
along
because
they
asked
me
to
without
recommendation,
but
apparently
the
other
beach
communities
haven't
recently
installed
or
have
doggy
poop
stations
all
around
and
we
don't-
and
there
was
a
suggestion
that
those
be
put
in.
I
seem
to
recall
that
the
sea
turtle
people
have
an
issue
with
those,
but
if
the
other
beaches,
cities
have
put
them
in,
maybe
not,
but
they
just
passed
that.
C
B
All
right,
courtesy
of
florida,
visitor,
mr
mirage,
sir,
you
have
three
minutes
before
we
have
to
get
out
of
here.
F
All
right
ken
marge,
2011
gale
avenue
got
a
rhetorical
question
and
that
is:
are
you
guys
clear
about
what
council
expects
out
of
you
in
2021.
F
F
I
spent
36
years
in
corporate
america
as
a
manager
and
director,
and
I
got
to
tell
you
it
would
be
unfair
to
my
people
to
be
critical
of
them
or
to
praise
them
if
they
didn't
know
what
their
job
was,
and
you
guys
don't
know
what
it
is
you're
supposed
to
deliver
to
council
in
2021.
The
only
thing
you
know
for
sure
is
the
south
end
capital
improvement.
F
F
I
hope
that,
though,
taking
the
182
page
shepherd
document
and
making
that
a
useful
usable
document
is
one
of
them,
but
if
the,
if
that's
it,
if
you
get
division
plan
done
and
you
get
the
south
end
plan
done,
this
council
think
you
guys
are
successful
and
that's
important,
because,
if
not
they're
going
to
disband
you
guys,
okay
and
they're
gonna
say
you
didn't,
do
your
job
and
then
everybody's
gonna
say
well.
What
was
my
job
I
gave
you?
I
gave
you
bike
racks.
F
I
gave
you
seating,
but
that's
is
that
your
job
is
that
the
right
stuff?
The
council,
wants
you
to
work
on.
So
I
would
encourage
you
in
this
next
joint
meeting
that
you
all
sit
down
and
just
ask
that
question.
What
is
it
that
they
want?
The
next
thing
has
to
do
with
this
plan.
Okay,
because
I
thought
you
were
starting
to
hit
on
it
when
you
talked
about
nathan
park,
plaza
and
the
seeding,
and
then
we
said,
look
let's
table
that
until
we
decide
what
we've.
F
What
is
part
of
the
plan
gary's
been
talking
about,
you
don't
have
a
plan.
Well,
if
you
know
what's
in
that
182
page
document,
that
would
be
amazing
to
me,
but
we're
talking
about
incentives
and
we're
talking
about
seeding,
we're
talking
about
landscaping
and
that's
kind
of
bottom
structure
that
builds
to
the
plant.
What
are
you
building
towards
it's
kind
of
like
if
you're
going
to
build
a
house?
The
architecture
architect
gives
you
a
picture
of
the
house.
It
sets
the
expectations.
F
This
is
what
you're
going
to
look
like
and
then
you
buy
a
door
and
you
buy
a
window
and
it
all
forms
into
the
house.
You
guys
are
talking
about
the
door
and
windows
and
you're
not
talking
about
the
house.
You
got
to
talk
about
that.
You
got
to
say
here's
the
unified
plan
that
you
guys
are
working
towards
and
those
are
the
set
incentives
that
you
can
build
towards,
and
that
includes
parking.
