owner

forthcoming,
he's
very
instrumental
in
gathering

of
the
information

city
council

asking

of
right
now,
that's
still
being
looked

orchestrated

being

adopted

agency
back

2019,

completed

2017

lays
out
all

standards

design
approaches

everything,

weight,

signage

landscaping

bowers,
actually,
as
well,
we'll
be
able
to
talk
to
you
about
dollars
coming
up
very
shortly
as
far
as
a
side
contract.

But
in
an
effort
to
move
this
forward,
I
have
to
thank
kale
and
esteem
and
public
works
for
moving
ahead
to
negotiate
a
contract
with
fight,
including
in
a
construction
management
contract
as
well
as
moving
forward
I'd
like
to

him
to
present
the
proposal
and
what
we're
talking
about
doing.
This
will
go
to
city
council
at
their
next
meeting
for
their
final
action
and
then
care
as
we
go
through
this.

project
engineer
is
really
really
not
a
lot
to
present
on
this
proposal.
The
bulk
of
it
is
in
the
plans
that
I
guess
jim
is
working
on
making
sure
you
have
copies
to
freshen
up
on
that,

maybe
some
of
you
look
at
it
for
the
first
time
we
might
have
talked
about
this
a
little
bit
in
the
workshop,
but
basically,
there's
there's
been
several
years
spent
on
developing
some
downtown
improvement
plans.

includes
several
different
things.

bike

parking,
improved
bike,
racks
some
side
furnaces,
would
check
some
planners,
some
garbage,
receptacles
and
bollards
actually
in
the
side
furnishings.

took
on
that
role
and
worked
with
dick's
height

go
back

them
and
ask
them
to
scope
out
a
fairly
basic
scope
of
services
to
shake
the
dust
off
of
these
plants
because
they
are
a
little
bit.

keep
some.

year
and
a
half
two
years
old
and
make
sure
everything
in
there
is
destructible
proper
technical
specifications
that
you
know
we
did.

Everybody
can
do
an
honest
bid
for
saying
on
the
same
on
the
same
documents,
we
also
are
going
to
go
around
downtown
again
and
I'm
going
to
get
a
little
more
familiar
with
some
of
the
information
that
was
in
the
original
plan,
and
maybe
you

how
they
came
to
those
decisions
and
move
a
bike.

across

weren't
finalized

exact
locations

was
still
left

faults
before

include
construction
administration
services,
so
once
we
select
a
contractor
actually
keeping
on
the
contractor
answering
questions
if
they
have
concerns
about
some
of

construction
implementation,

is
going
to
be
a
follow-up
request
to
you
with
another
scope
and
a
fee.

that
time
we
go
back
to
council
and
the
cra
in
this
case
and
council,
and
then
we
have
a
scope
and
a
fee
for
the
engineer
or
the
designer
to
assist
us
during
construction.
So
you
can
expect
that
scope
to

everything
goes
well
there,
right
after
that,
I'll

able

put
in
a
requisition,
get
a
by
the
end

that
first
week
of
march,
get

purchase
order

then
set
up,
hopefully

kickoff
meeting
with
dick's
height
and
within

the

end
of
march
early
april
has
a
site
visit
and
probably
no
more
than

two

four
weeks

finalize

plans

made
timeframe,
for

five
week
bid
opening
so
we'd
be
looking
at
coming
back.
Hopefully,
as
early
as
a
june,
a
standard
june
cra
meeting
to
recommend
going
with
a
certain

contractor

their
vendor,
to
do
the
work
and
have
that
scope
of
services
in
the
feed
for
you
on
the
construction
administration,
and
at
that
time
we
would
have
a
hopefully
well,
then
we'll
have
a
pretty
good
idea
of
how
long
the
implementation
of
construction
will
take
as
well.

lump

request

consultants
and
our
engineers
to
provide
that

lot

exceed,
because
if,

reason

don't
hold

the
only
difference
is
that
this
allows
us
to
not
pay
the
full
amount.

they
don't
provide

plan

proven

it

two
years

districts

is

project

need
to
get
funded
and

you
need
to
bring
out
here.
You're
fighting
13
other
people
that
want
to
build
a
park
in
their
district.

concern

they've
already,
we've
already
sent
half
the
money
back

year
and
there's
already
a
letter
that
city
manager
sent
out
to

hughes

to
say
it
was
last
may
saying
that
they

local
agreement
and,
in
my
opinion,
they've
already
anticipated
having
this
money,
and
so
it's
a
delicate
balance.

angst

cras

jurisdictions

that,

enough
money

reduce
it
by
half
to
do
those
maintenance
things

preparing
the
city

take
over

parks

that

it'll

time
to
this
gate
to
take
northern
area,
it'll
be
maintained
and
ready
for
them
because
we'll
own
the
park,

we
own
some
other
properties,

another
park

money
towards
part

jacksonville
city's
talking
about
doing
greenways.

more
towards
the

because

don't
know

left

about
the

lighting
system,

a
whole

years
worth

still

systems

systems

all
that,

addressed

utilize
money

take
over
that
land

buy
it

city

district

decision

date

able
to

funds

city

whole
in

neighborhoods

through

south
beach
area

redeveloped.

respects

better
shape

neighborhoods
in
the
city,

are
a
lot

areas

city

use

heavy

and

just

still
on

having
the
attitude
that,
just
because
we
have
this
district,
that's
generating
all
this
money
doesn't
mean
that
you
know
it's
not
a
separate
city
that
is
more
affluent
and
better
off
than
the
other
areas
of
the
city
and
for
us
to
be
looking
for.

projects
or
special
upgrades
to
the
area
when
many
other
areas
of
the
city
are
in
deficient
status
because
they
haven't
had
the
capital.

see
the
point

my

is
for
the
city

for
the
cra
south
beach,
I'm
kind

trying

balance
there

positive

help
shifts
abundant.

believe
our
recommendation
should
be
no
with

up

the
duty
to
find
other
ways
to
shift
money
into

general
fund,

their
property
available
to
purchase
from
the
city
we
you
know,
I
I
want
to
be
responsible
to
help
the
rest
of
the
city,
but
I
also
don't
want
to
give
up.

a
big
chunk
back
that

won't
see

just

last
comment,
so

believe
that
other
parts
are
more
efficient.
My
biggest
problem
right
now
is
that
south
park,
we
cannot
do
any
wages
if
we
don't
want
it.

release
any
funds

own
that
park
once
we
own
that
part
that
I
would
be
most
willing
to
consider,
because
then,
with
the
excess
money
we
have
after
this

shift
money
for

for
them
to
use
for
the
other
parts,

they
don't
have
to
reach

they

want

raise
a
millage
rate
because
they
do
have
this
deficient
amount
in
the
budget?

get

am
with

have
these
projects,
