From YouTube: Planning Commission Meeting (11/28/2022)
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
Okay,
before
we
begin
I
just
want
to
give
the
audience
an
idea
of
kind
of
how
it
works,
so
the
Planning
Commission
bases
decisions
on
competent,
substantial
evidence,
including
testimony
provided
at
this
meeting.
Any
person
who's,
not
an
applicant
or
an
agent
of
an
applicant
who
wishes
to
speak,
will
need
to
fill
out
a
speaker's
card
located
at
a
side
table
by
the
door
and
please
turn
them
into
the
to
the
clerk.
It's.
A
Upon
each
member
of
the
public
is
given
three
minutes
to
speak
on
each
other,
please
you're,
saying
refrain
from
speaking
out
from
the
audience
applauding
groaning
Etc
as
we
try
to
ensure
an
atmosphere
where
everyone
listening
or
in
attendance
is
comfortable
and
we
silence
your
cell
phones.
So
that's
the
overview
of
how
it
works.
I'll
go
into
a
little
bit
more
detail.
As
we
start
on
our
business.
Can
we
begin
with
approval
of
minutes.
A
Certainly,
okay,
all
right,
so
the
joint
board
Workshop
held
on
October
27
22
2022.
Do
we
have
any
changes
to
that
seven
minutes
or
do
I
have
emotional.
E
E
A
A
A
B
D
So
your
first
application
is
pc2522.
It's
a
concept
plan
for
Applied
application.
The
property
owner
is
1318,
First,
Street,
North,
LLC
they're.
Also
the
applicant,
the
agent
is
Rob's
in
property.
Location
is
13,
12,
13,
14,
13
16
and
1318
First
Street
North.
The
request
is
for
concept,
plot
concept,
plan
for
cloud
approval
for
a
proposed
four
unit
fee,
simple
townhoming
development
for
a
property
located
in
the
residential
multi-family
rm2
zoning
District
Pursuit
into
section
34
503
of
the
Jacksonville
Beach
Land
Development
Cove.
D
D
Adjacent
uses
include
multi-family
to
the
east,
the
North
and
the
west,
and
single
family
to
the
South
to
the
rear
is
a
paved
alley
and
proposed
use
of
a
four
unit.
Townhome
development
is
consistent
with
the
rm2
zoning
standards
and
is
consistent
in
the
surrounding
multi-family
development.
Based
on
the
provided
application
and
Analysis
stated
in
the
report.
Planning
and
Development
Department
is
recommending.
A
Each
member
of
the
public
will
be
given
three
minutes
to
speak
when
we
open
the
public
hearing.
Does
any
board
member
have
any
exporting
communication
to
disclose,
and
please
note
that
in
disclosing
expertise,
you're
required
to
identify
from
or
or
with
whom,
you've
had
or
engaged
in
Communications,
as
well
as
the
substance?
A
B
A
You
for
having
us
there's
not.
E
A
big
presentation,
but
it's
a
you
know,
High
bar
we've,
said
we're
approving,
hopefully
on
the
paved
abandoned
concrete
that
was
there
within
the
townhouses
will
be
very
nice
in
the
neighborhood.
There
are
appropriate
scale
and
we
look
forward
to
hopefully
getting
to
it.
Thank
you.
E
A
Is
there
anyone
in
the
audience
who
has
not
filled
out
a
supreme
court?
We
would
like
to
see
have
the
opportunity
hearing,
none
on
the
close,
the
public
hearing
and
bring
the
item
back
to
the
board
for
discussion.
Commissioners
I.
Ask
that
you
take
this
opportunity
to
ask
staff
any
questions
that
you
may
have
I
encourage
you
to
withhold
your
comments
about
the
item
until
after
you
have
a
motion
in
a
second.
C
D
Already
having
two
per
units
they're
using
the
alley
for
the
parking
entrance
and
then
the
front
is
the
main
entrance
of
the
structure.
So
they'll
have
like
a
courtyard
kind
of
area
in
the
front
with.
D
There
is
alley
use
along
that
street
that
block
in
particular
I'm
going
to
call
typical,
because
it's
kind
of
mixed
orientation
there's
not
really
a
standard
between
what's
facing.
First
13th
seconds
I
mean
12th.
It's
not
consistent,
like
some
of
the
other
blocks.
C
B
D
Why
the
computer
decides
to
do
it
all
right?
Your
next
application
is
pc2622.
Is
it
a?
It?
Is
a
conditional
use
application?
The
property
owner
is
each
Boulevard
facility
Incorporated,
the
applicant
is
Michael
Eagle
I
hope
I
got
that
right,
representing
famous
Quick
Lube,
the
requester.
Sorry,
the
property
is
at
1281
Beach
Boulevard.
The
request
is
for
conditional
use
approval
for
an
existing
Automotive
Service
facility,
located
in
the
community
commercial
C2
zoning
District
to
section
34-343d4
and
the
Jacksonville
Beachland
development
code.
D
The
subject
property
is
currently
occupied
by
an
automotive
repair
and
service
facility.
The
structure
was
built
in
1998..
The
scientist
had
three
previous
conditional
use.
Applications
for
automotive
related
uses
in
the
history
of
it.
The
new
applicant
will
be
running
a
quick
oil
change
facility
in
the
same
location,
with
no
change
to
the
exterior
of
the
structure
or
parking,
except
for
signage
per
section.
34
233
conditional
uses
are
not
assignable
or
transferable,
so
each
new
entity
operating
in
this
facility
is
required
to
get
a
new
conditional
use.
D
Approval
adjacent
properties
include
the
newly
plotted
Townhomes
to
the
north,
commercial
retail,
to
the
east,
commercial
retail
to
the
South
and
a
car
wash
to
the
West.
Based
on
the
provided
application
and
Analysis
stated
in
the
report.
Planning
and
Development
Department
is
recommending
approval
of
pc2622.
A
C
A
July,
thank
you
with
the
applicant
police,
come
forward
to
support
it
and
give
any
presentation.
F
B
F
Basically,
nowadays
it's
oil
changes,
maybe
some
transmission
on
it.
The
customer
requests
at
air
fillers,
wiper
blades
brake
jobs
if
they
request
it.
Now,
it's
pretty
streamlined
these
days,
gotcha.
C
C
I
just
I
just
remember:
we
approved
another
car
maintenance
facility
here
in
Jacksonville
Beach,
and
there
was
some
concerns
about
parking
issues,
a
good
idea.
Sometimes
when
people's
cars
are
getting
worked
out,
sometimes
there's
overflow
into
other
parking
lots
or
parking
outside
the
area
just
wanted
to
make
sure
that
we
had
enough
parking
outside.
Essentially,
it's
a
sorry
to
fall.
F
D
D
Probably
in
excess
of
that
they've
got
to
probably
eight
striped
parking
spaces
and
then
a
large
concrete
area
for
the
rear,
where
there's
another
four
spaces,
but
obviously,
if
they
restart
the
parking
lot,
they
could
probably
well
exceed
10
to
12
spaces.
So
they've
got
more
than
that
of
the
parking.
That's
all
I
have.
F
A
Is
there
anyone
in
the
audience
who
hasn't
filled
out
a
card
who
does
indeed
wish
to
speak?
Very
none
on
now
close
to
the
public
hearing
we're
going
to
bring
the
item
back
to
the
board
for
discussion?
F
D
As
most
of
you
are
aware,
I
assume
you're
purely
departed
for
Acceptance
Now,
a
city
council
person.
So
we
were
probably
looking
for
a
council
to
make
some
movements
as
far
as
alternatives
to
permanent
positions
and
hopefully
to
point
similar
to
kill
the
vacancy.
So
we'll
keep
you
abbreasted
when
that
happens,
but
I
would
say
probably
not
before
next
year.
I
don't
know
the
council
schedule
is
pretty
tight
so
but
other
than
that
we
we
had
our
complaining,
Land
Development
code
meeting
with
city
council.
D
They
had
a
lot
of
the
same
comments,
some
other.
You
know
things
that
hadn't
been
considered,
but
some
of
the
other
entities
that
we
met
with
I
think
that
was
really
productive.
And
then
this
week
we're
doing
an
internal
meeting
with
all
the
major
department
heads
for
staff
to
get
very
good
because
they
also
worked
with
code
and
then
from
there.
D
The
consultant
will
take
all
that
data
and
correlate
it
into
a
large
Matrix
of
issues
and
then
we're
going
to
provide
them
with
a
bunch
of
additional
data
from
our
programming
system
and
our
GIS
stuff
and
then
they're
going
to
come
back
with
recommendations
and
a
broad
category.
So
that'll
kind
of
kick
off
another
set
of
meetings
starting
in
March
or
April
I
believe
so
we
are
in
the
home.
