Description

If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
B
A
Thank
you.
I
believe
we
have
minutes
from
the
august
23rd
meeting
discussion.
D
D
E
Thank
you,
mr
chairman.
I
spoke
to
mr
papoli
and.
E
Reason
we
didn't
approve.
It
is
because
I
had
tried
to
place
on
the
record
my
concerns
about
us
working
on
division
and
looking
at
the
residential
regulations
for
jacksonville
beach.
I
understand
that
that's
not,
apparently
how
we
get
stuff
into
the
into
the
minutes,
so
in
the
future.
Should
I
want
to
do
that.
I
will
ask
the
board,
if
you're
interested
in
doing
that
and
putting
it
into
the
minutes,
but
as
I
did
not
do
that,
I
wasn't
aware
of
that
procedure.
A
All
right
we've
covered
correspondence
for
polyanneal
business.
D
D
The
request
is
for
conditional
use
approval
for
outdoor
restaurant
seating
at
an
existing
restaurant
for
property
located
in
the
commercial
limited
c1
zoning
district
pursuit
into
section,
34,
342
d20,
the
old
jacksonville
bleachland
development
code.
The
subject
property
is
located
at
the
northeast
corner
of
3rd
street
north
and
13th
avenue
door.
The
site
is
a
multi-tenant
site
with
the
primary
use
of
a
retail
trade
fuel
dealer
with
an
attached
convenience
store.
The
third
use
on
the
property
is
the
applicant's
business
which
is
a
restaurant
ice
cream
store.
D
The
existing
restaurant
operates
in
the
evenings
from
5
pm
to
10
p.m:
sunday,
through
thursday
and
5
pm
to
11
pm
friday
and
saturday.
The
site
currently
has
a
large
shared
parking
lot
with
parking
in
both
traditional
spaces,
as
well
as
parking
allocated
for
the
gas
island
based
on
the
parking
calculations.
There
are
several
more
spaces
on
site
that
are
required
by
code.
The
parking
space
immediately
in
front
of
the
cookies
and
cream
store
is
also
in
close
proximity
to
the
dumpster
location
for
the
whole
site.
D
D
D
Adjacent
uses
include
multi-family
uses
to
the
east,
multi-family
uses
and
retail
uses
to
the
south
across
13th
avenue,
north
retail
and
office
uses
to
the
west
across
3rd
street
north
and
retail
uses
adjacent
to
the
north.
The
proposed
use
of
new
outdoor
restaurant
seating
is
consistent
with
other
outdoor
seating
areas
in
the
c1.
Zoning
district
and
adjacent
property
should
not
be
negatively
impacted
in
addition
to
the
standards
applicable
to
all
conditional
uses.
D
I'll
have
the
restaurant
seating
areas
are
subject
to
limitations
and
conditions
in
section
34,
407
of
the
development
code
based
on
the
proposed
location
and
its
proximity
to
drag
lanes
and
parking
spaces
staff
has
proposed
the
following
conditions:
condition
one
the
outside
restaurant
area
shall
have
separate
shall
be
separated
from
the
rest
of
the
parking
area,
with
the
use
of
a
temporary
barrier
to
be
placed
at
opening
a
business
and
removed
to
close
the
business.
The
barrier
may
consist
of
reflective,
cones,
temporary
fencing
or
other
such
devices
that
will
ensure
separation
from
vehicular
activity
condition.
D
A
Thank
you,
mr
paulie.
Just
for
everyone.
That's
here
the
manner
in
which
we
conduct
these
applications
is
that
staff
will
read
the
report
into
the
record,
as
mr
piccoli
has
just
done
in
a
moment,
we'll
have
the
applicant
come
forward,
stating
their
name
and
address
being
sworn
in,
offering
any
additional
information
that
staff
has
not
provided
in
the
report
here
that
we
have.
A
A
I
will
strongly
encourage
you
that
if
someone
has
already
offered
what
you
would
like
to
say
that
you're
welcome
to
come
up-
and
just
say
I
you
know
would
like
to
reiterate-
or
I
support
the
same
thing
whatever
to
that.
To
that
extent,
following
public
input,
the
public
portion
meeting
will
be
closed
and
then
discussion
will
be
between
the
applicant
staff
and
the
planning
commissioners.
B
B
F
G
So
that's
what
that's
what
I'm
most
disturbed
by
and
I
just
really
just
want
to
make
ice
cream.
E
G
B
All
right
public
portion
of
the
meeting
I
have.
A
And
catherine
way,
these
are
all
in
favor.
A
All
right,
I
believe
these
wish
to
address
again.
Please
keep
in
mind
what
I
asked
you
to
do
earlier.
If
somebody
has
already
basically
said
what
you
believe
in
and
would
like
to
then
you're
welcome,
and
we
would
encourage
you
to
just
say
I
support
the
same
thing
so.
H
That
they
have
to
go
through
a
process
like
this
when
we
live
in
a
community
now
where
houses
can
be
destroyed
and
built
upon
each
other
and
stuff
like
that,
these
people
are
running
a
civil
business
where
people
are
having
fun
to
get
cookies
and
ice
cream
and
yeah.
I
think
it's
it's
crazy
that
we
have
to
be
here,
so
I
really
hope
it
goes
forward
three
for
these
guys.
Thank
you
for
what
you
did.
I
I
just
would
like
to
say
that
I
lived
across
the
street
directly
from
the
cookies
and
cream
and
have
watched
countless
families
go
out
and
enjoy
their
evening
with
their
children
in
the
parking
lot.
I
hear
nothing.
No,
noise,
no
disturbances,
everybody's
peaceful
everybody's
having
fun,
everybody
loves
the
ice
cream,
and
I
didn't
quite
understand
why
this
happened
to
them.
They
employ
young
people
in
the
community.
I
They
support
young
people
in
the
community
not
having
outside,
seeing
has
impacted
their
business
because
I
can
see
the
lines
across
right
outside
that
window
and
they
have
the
windows
since
this
started,
because
there's
really
no
place
for
them
to
enjoy
their
ice
cream.
So
that's
why
I'm
really
hoping
that
you'll,
let
them
do
it!
Thank
you.
I
I'm
just
going
to
make
a
statement
for
the
record
that
the
commissioners
do
not
have
any
information
regarding
any
past
status
on
the
business.
So
you
know
we're
just
here
to
consider
the
conditional
use
application
for
outdoor
seating.
I
I
It's
kendra
cantlin!
This
is
3175
boulevard,
jacksonville
beach,
florida
three
to
two
five
zero.
Thank
you
thanks.
I
just
want
to
thank
all
of
you
guys
for
letting
us
be
here
tonight
and
stand
for
cookies
and
cream.
They
are
the
most
sweetest
genuine
people.
They
treat
everyone
like
family,
they
bring
anyone
to
their
plate
and
just
appreciate
anybody
who
walks
through
the
door-
and
I
feel
like
this
outdoor
seating-
is
what's
really
keeping
them
in
business
and
I
feel
so
strongly
that
they
support
the
community
to
their
maximum.
I
They
do
fundraisers,
they
support
local
businesses.
I
myself
is
a
local
business
owner
as
well,
and
I
know
how
hard
it
is
to
be
in
this
society,
and
you
know,
the
struggle
is
hard.
These
days
surviving
and
these
people
have
done
ray
and
jen
have
done
everything
they
possibly
can
to
stay
afloat.
During
times
like
this
and
provide
public
seating,
I
believe
that
that
consists
of
the
ultimate
safety
measures
on
allows
family
and
friends
to
have
a
very
enjoyable
time
outdoors.
I
I
feel
that
outdoor
seating
is
gone
about
extremely
safely
and
it
just
provides
the
most
fabulous
entertainment
setting
for
everybody,
and
it
would
be
a
real
real
shame
if
this
all
just
went
downhill
from
there,
and
I
think
that
the
the
land
that
they
have
is
perfect
and
I
could
be
up
here
forever
talking
about
them,
but
I
I
really
want
this
in
their
favor.
I
strongly
support
them.
I
think
that
everybody
here
is
in
favor
of
that
as
well,
and
I
think
that
the
answer
we're
seeing
is
no
harm.
I
I
don't
think
that
it
causes
any
kind
of
compliance
to
anybody
else
in
the
area.
So
with
that
being
said,
I
love
you
guys,
and
I
wish
you
the
best
and
we're
all
here
for
you
and
thank
you
for
letting
us
talk
tonight.
Thank
you.
I
I
Anyway,
I've
I've
owned
my
condo
next
door
to
the
cookies
and
cream
for
15
years,
and
I
met
ray
and
ray
and
jan.
I
think
three
years
ago
I
don't
know
where
time
flies,
but
anyway,
we've
witnessed
many
little
hole
in
the
wall.
Restaurants
come
and
go.
We
really
missed
burrito
gallery
crosses,
but
you
know
the
subway
on
this
subway.
I
I
don't
miss
this
beef
jerky
plate,
but
when
you
think
about
the
opportunities
in
jack's
beach,
there
are
different
things
that
I
think
about
as
a
homeowner
as
a
mom
as
a
family
person,
as
somebody
works
close
by
in
the
community.
I
I
Tourist
activity
is
very
vital
for
our
community
and
every
year,
everyone's
trying
to
redefine
how
do
we
get
everybody
to
think
that
jack
speech
is
number
one
on
the
map
in
florida
and
and
come
on
down
and
spend
your
money.
I
There
are
those
places
that
we
visit,
that
don't
just
feed
us
at
the
end
of
the
day,
but
they
kind
of
feed
our
soul.
They
feed
our
memories
they're
what
we
think
about
when
we
go
back
home
and
we
tell
our
families,
oh
you've
got
to
go
to
jack's
beach.
You
cannot
believe
this
place
when
I
first
met
or
actually
when
I
was
talking
to
ray
a
year
ago,
I
said
ray:
where
are
you
advertising
because
you're
not
on
facebook?
I
And
he
said
oh
instagram,
what
I
went
home
and
I
pulled
it
up.
He
had
6
000
followers.
Well,
I
learned
a
couple
weeks
ago
that
he
has
9
000
followers
and
when
I
received
this
letter
in
the
mail,
I
made
it
a
point
because
I
touch
bases
with
rey
now
and
then
to
see
how
things
are
going
and
because
we're
in
the
condominium
next
door
we
have
to
get
along.
I
So,
every
evening
I
watch
oh
wow.
I
can't
believe
it
and
they're
so
peaceful
and
look
at
all
these
happy
people
standing
peacefully
in
line
waiting,
their
turn
and
I've
even
gone
over
to
the
fence
and
chatted
with
a
few
of
them,
and
I
looked
over
to
see
what
they're
eating,
but
I
stopped
that
night
on
my
way
home
after
I
got
this
letter
ray.
I
What's
going
on,
what's
your
plan
and
I
spent
an
hour
and
a
half
with
them,
I
got
home
soaking
wet,
but
you
know
I
didn't
care
because
ray
is
a
stand-up
guy
who
is
not
just
here
for
his
customers,
but
I've
learned
over
this
these
couple
of
years.
I
I
I
just
think
what
reagan
do
are
so
unique:
they're
outdoor
shootings
super
pivotal
to
what
they
do
anytime.
You
go
by
there's
just
something:
some
families
out
there
and
they
treated
me
and
my
wife
and
my
son,
like
we're
family
since
the
day
they
walked
in
I'll,
never
forget
it
was
like
june
29th
they
opened
up.
I
came
in
there
a
couple
days
later.
I
I
I
Josiah
pritchard,
hopefully
it
was
close-
that
was
very
cool.
Do
you
swear
or
affirm
that
the
testimony
you're
about
to
give
in
this
matter
is
the
truth,
the
whole
truth
and
nothing
but
the
truth.
So
I
hope
you
got
it.
I
can
have
you
state
your
name
just
for
the
record,
just
like
pritchard
525,
third
street
four
number,
four,
one,
three
jacksonville
beach,
four!
I
So
thank
you,
mr
chairman,
members
of
the
board.
I
didn't
submit
a
letter,
it's
in
your
packets,
for
you
so
I'll.
Just
paraphrase
this
real
briefly.
They
do
support
our
greater
agenda
of
having
a
family-friendly
destination
of
folks.
I've
seen
them
go
from
just
a
two
of
them
to
other
folks.
They
hire
now.
So
they
are
small
business.
It's
unfortunate
that
we're
here,
but
we
can't
have
a
lose-lose
situation
right
and
I
know
that
we're
confident
they're
going
to
work
with
you
and
you're
going
to
work
with
them.
I
I
I
I
I
You're
about
to
give
in
this
matter
is
the
truth,
the
whole
truth
and
nothing
but
the
truth
to
help
you,
god,
I
do,
and
I
could
have
state
your
name
and
address
for
the
record.
Please
cj
mcallister
one
zero
zero
one,
echo
drive
west
neptune.
I'd
also
like
to
point
out
for
those
that
don't
know
here.
I
am
avery
mcallister's
father.
She
is
cringing
at
home
right
now.
I
I
I
They
make
money,
they
make
ice
cream.
They
make
our
residents
happy.
I'm
a
board
member
of
beach.
Lacrosse
we've
made
money
at
cookies
and
creams.
So,
yes,
I've
been
a
recipient
of
what
they
do,
so
I'm
a
recipient
of
cookie,
cookies
and
cranes.
Several
times
over,
my
daughter
works
there
as
a
sophomore
in
high
school.
I
have
mentors
in
my
life
that
have
had
businesses
open
since
the
70s
pizzerias
that
have
second
and
third
generation
employees
working
there.
What
a
lovely
thought,
what
a
lovely
community!
I
I
I
I
just
wanted
to
give
obviously
I'm
a
supporter.
I've
been
going
the
race
since
the
first
day
he
opened,
and
I
was
going
there
to
the
beef
jerky
guy
that
was
there
before,
and
I
want
to
give
some
clarification
because
I
don't
know
if
there's
actual
physical
pictures-
and
I
know
that
that
has
a
lot
to
do
with
your
decision
there.
I
So
if
you
were,
if
you
were
standing
in
the
parking
lot
facing
northbound
towards
atlantic
beach,
the
very
first
parking
spot
to
the
right
of
the
front
door
is:
is
the
corner
the
second
spot?
There
is
a
very
old
handicapped
ramp.
That's
was
there
before
the
prior
tenant
and
I'm
assuming
it's
been
there
for
quite
some
time,
so
that
is
literally
there's
the
ramp
and
then
it's
the
old
faded
lines
for
the
parking
space.
I
So
no
one
can
park
in
that
space,
even
if
they
wanted
to,
because
that's
where
a
handicapped
person
would
actually
go
to
the
door
to
actually
place
their
order,
so
the
parking
spot
to
the
right,
which
would
be
the
east
parallel
to
the
congo
and
at
the
beach
that
spot
can't
be
used
as
well,
and
that
is
the
the
bulk
of
the
area,
because
the
parking
space
is
10
feet
wide.
So
that's
20
feet
there
and
then
going
straight
back
to
the
dumpster
is
probably
a
good
30
35
feet.
So
that's
the
area.
I
I
don't
know
how
many
board
members
I've
been
there
and
visually
seen
it.
That's
the
area
that
ray
and
jen
would
use
and
roll
out
the
indoor
outdoor
carpeting
and
put
up
the
temporary
tables
why
everybody
would
dying
and
be
able
to
sit
there
and
eat
and
then
at
night
they
would
break
all
that
stuff
down
and
put
it
inside
the
facility.
So
when
you
go
there
during
the
day,
you
know
there's
nothing
outside
there.
So
I
just
wanted
to
add
that
to
the
board
for
clarification.
I
I
I've
only
been
to
this
amazing
place
three
times
and
each
and
every
time
I
brought
my
grandchildren
with
me,
they've
absolutely
had
a
blast.
I
couldn't
possibly
add
more
to
what's
been
said
here
tonight.
I
do
some
total
support
of
what
you
do.
We
need
more
of
you,
yes
and
as
a
friend
of
trevor
lawrence,
he
wishes.
He
was
here
tonight
and
he
totally
supports
this
beautiful
business.
So
god
bless
you.
Thank
you.
I
I
I
I
I'm
actually
a
resident
of
jacksonville.
Is
it
appropriate
for
me
to
offer
comment?
Sure?
Okay,
I
forget
how
you
raise
your
right
hand.
Do
you
swear
or
respond
to
the
testimony
you're
about
to
give
in
this
matter
is
the
truth,
the
whole
jews
and
nothing
but
the
truth.
So
what
have
you
got?
Yes,
if
I
can
have
you
state
your
name
and
address
for
the
record?
Please

I
I
I
would
highlight
the
fact
that,
as
described
in
the
staff
report,
the
parking
space
that
they
seek
to
use
is
not
presently
and
the
comprehensive
plan
of
jax
beach
supports
the
innovative
use.
The
innovative
use
of
creative,
clean
space,
which
they're
going
to
do
here.
Their
use
is
not
going
to
adversely
affect
any
of
the
nearby
properties,
whether
that's
the
residents,
as
you
can
tell
by
the
actual
residents
in
support
of
this,
and
also
the
nearby
restaurants.
I
I
Patrons
you
know
everywhere,
and
the
only
other
thing
I
would
say
I
guess
is
you
know
I
have
a
daughter,
she's
seven
and
I
could
make
the
worst
meal
ever
in
my
opinion,
but
growing
up,
there's
nothing
like
a
home-cooked
meal,
there's
nothing
like
fresh
baked
cookies
and
I
don't
know
how
to
make
ice
cream,
but
there
is
nothing
like
their
homemade
ice
cream.
So
I
don't
want
to
take
up
too
much
time
and
stay
in
a
less
perfect
way.
I
I
So
I
mean
just
based
off
the
testimony
of
the
love
for
the
community
that
we
have
four
creasing
cream
is
there,
but
just
to
keep
it
short
analysis,
paralysis.
I
like
that
one.
They
were
doing
it
during
covet
safely,
so
the
fact
that
they
were
already
doing
it
to
say
no
would
just
be
completely
a
blind
side
to
everybody,
because
it's
done
beautifully.
I
It's
not
taking
up
any
of
the
parking
spots
for
the
circle
k
gas
station
where
biggies
used
to
be
or
whatever's
gonna
go
in
there.
Now
that's
their
own
parking
spots
across
the
street.
I
work
from
home
since
I
live
right
there
across
you
know
I
don't
see
anybody
using
those
spots
and
even
you
know
them
putting
it
outside
and
pulling
it
out.
You
know
it's
courtesy
to
the
circle
k
or
whoever
wants
to
shop
there,
but
outside
of
that
they've
already
been
doing
it.
So,
let's
just
stamp
this
and
there
you
go.
I
I
Thank
you.
I
guess
it's
a
ditto
for
everything.
That's
been
said
here,
the
community.
We
are
losing
at
jack's
beach,
our
intimate
community,
and
they
represent
that
for
us
and
that's
what
I
want
all
of
you
to
hear.
We
need
to
keep
our
community
quaint
and
family
friendly,
not
business,
friendly,
condo
friendly.
Thank
you.
I
I
I
My
understanding
is
that
it's
not
a
local
product
that
it's
ice
cream,
that's
been
imported
from
new
york.
I
I've
heard
a
lot
of
laughing
and
I,
when
I,
when
I
listen,
the
people
laugh
as
if
they're
inebriated,
like
a
a
group
of
people
sitting
around
a
table
drinking
wine,
it
doesn't
seem
natural
to
me
that
it's
that
there
isn't
something
else
with
the
ice
cream,
they've
been
open
till
one
night.
I
I
So
I
expect
everyone
to
have
mutual
respect,
regardless
of
what
their
take
his
on
the
application.
Please
continue,
okay,
so
the
business
has
been
open
until
midnight.
At
times,
then
the
bars
open
empty
out
and
people
go
into
the
gas
station,
so
there's
only
maybe
a
three
hour
window
of
being
a
quiet
time,
and
this
is
monday,
the
only
night
of
the
week
in
which
it
is
not
open,
and
so
this
is
my
day
of
reading
or
sleeping
and
so
I've
I've
sacrificed
that
to
be
here
at
this
meeting.
I
That's
how
important
it
is
for
me,
the
people
who
are
there.
They
walk
through
the
parking
lot.
They
play
ball
in
the
parking
lot
of
my
condo.
They
leave
a
lot
of
trash,
there's
a
lot
of
music
throughout
the
time
that
the
business
is
open.
There
are
a
lot
of
loud
games
on
loud,
patrons
children
behaving
in
a
way
that
is
very
loud
there's
graffiti.
I
That's
adjacent
to
there
is
a
transformer
on
that
city,
property
that
people
leave
their
their
motors
running
and
their
cars,
but
sometimes
the
parking
lot
fills
up
with
exhaust
and
people
then
drive
and
leave
after
eating
the
ice
cream.
So
it's
designed
to
be
a
storefront,
not
an
outdoor
restaurant.
It's
been
a
subway
which
was
much
quieter
than
this.
This
is
much
louder
than
a
subway
store.
It's
much
like
a
use
of
a
hair
salon,
or
something
like
that.
So
thank
you
just
for
clarification,
you're
in
the
condominium
to
the
east
of
the
yes.
I
All
right,
I
don't
have
any
further
speaker
cards,
so
I'm
going
to
close
the
public
portion
of
the
reading
applicant.
If
you
would
like
to
approach
yes,
okay,
everything
that
she
just
said.
As
as
a
reminder
the
discussion
is
now
between.
You
don't
need
to
do
that
again.
The
discussion
is
between
the
applicant,
the
planning,
commissioners
and
staff.
At
this
point,
the
public
course.
The
meeting
is
closed.
I
And
very
mix
it
into
ice
cream,
so
it's
very
local.
It
comes
from
florida.
We
don't
have
anything
to
do
with
alcohol.
That
is
my
stance.
I
will
not
have
it
people
that
ask.
I
will
not
do
it.
It's
a
family
friendly
place.
We
love
children,
we
love
everybody
in
the
community,
encourage
or
allow
alcohol
on
apprentices
and,
as
far
as
I
know,
she
lives
on
the
back
end
of
condos.
The
person
who
lives
right
next
to
us
like
right
there,
where
our
parking
lot
is
is
chris.
I
His
letter
is
in
your
packet
he's
like
anybody,
should
have
a
complaint.
It
should
be
me.
Thank
you
this
month,
we're
not
up
until
midnight
or
graffiti
on
the
back
of
the
dumpster.
Why
would
that
be
our
problem?
I
don't
know
who
repeated
it.
I
I
I
She
decided
she
wanted
to
have
an
attitude
and
come
out
and
use
my
outside
parking
lot
and
I
actually
recorded
it.
You
care
to
see
the
reporting
you
want
to
welcome
her
cursing
at
me,
but
that's
fine,
that's
who
she
is
and
we
pray
for
her.
That's
what
we
do.
We
pray
that
she
she
understands,
what
we're
all
about?
I
Really!
That's!
If
there's
any
questions
for
us
questions
for
the
applicant
yeah,
I
have
a
couple
or
I
guess
it
wouldn't
be
for
the
city
to
answer
their
questions
at
this
time,
or
should
I
wait
all
right
sure
thinking?
Okay,
so,
typically,
you
can't
have
any
permanent
sharks
inside
you
from
the
property
line,
but
this
is
all
portable
outdoor
seating.
So
it's
fine
yeah,
I
think
for
commercial,
what
the
setbacks
would
be,
but
in
this
case
yeah,
because
it
would
be
taken
up
at
night
or
yeah.
Think
of
it.
I
I
put
out
for
business
only
it
wouldn't
be
considered
permanent.
So
it's
all
structured,
that's
it
and
do
you
guys
play
any
music
tours?
Apparently
we
we
do
and
we've
had,
the
police
come
actually
come
and
they
come
out
and
hang
out
when
they
get
ice
cream
on
when
they're
on
duty
or
have
a
break
and
it's
to
our
best
of
understanding.
As
long
as
you're
standing
within
six
feet,
you
can
talk
at
a
meeting
at
a
normal
voice.
There's
another
one.
It's
literally
like
white
noise.
I
I
I
In
the
past,
where
we've
had
parking
spaces
utilized
for
after
seating
there's
been
some
kind
of
fencing,
that's
been
put
in
a
lot
of
cases.
Those
are
more
permanent
like
engine
15,
where
it's
there
all
the
time,
there's
something
in
the
code
that
would
require
it,
which
is
why
we
kind
of
came
up
with
a
you
know,
halfway
where
it's
temporary,
when
it's
out
there
and
they
take
it
up,
but
there's
something
that
we're
required
in
the
code.
I
I
think
the
only
the
only
viewing
requirements
around
businesses
that
are
serving
alcohol
in
that
area,
42
inch
or
whatever
yeah
all
right
and
it's
enclosed,
and
all
of
that
I,
I
would
ask
you
guys
the
question-
I'm
not
necessarily
looking
for
an
answer
in
the
city
as
well.
Are
you
comfortable
that
your
patrons
there
are
safe
extremely
you
know,
literally.
I
It's
never
had
any
kind
of
issues.
We've
never
had
any
cars,
wanna
try
and
drive
up
and
park
in
there,
everybody
just
kind
of
taste
it
for
what
it
is
and
you
go
well,
it's
the
way
you
got
to
park
youtube
as
you
can
see
into
it.
You've
got
to
actually
curve
into
it
and
yeah.
It's
just
the
hardest
part.
This
doesn't
make
sense
because
you
back
up
you
literally
back
straight
up
into
a.
I
Yeah,
I
would
be
more
concerned
if
somebody
were
leaving
the
gas
station
and
heading
east
and
then
going
out
that
exit
that's
on
the
south
kind
of
almost
coming
down
the
side
and
lay
down
you
know,
god
forbid.
Grandma
has
a
heart
attack
on
the
way
out
of
the
parking
lot.
You
know,
I'm
just
saying
you
know,
but
anything
could
happen.
So
the
traffic.
I
I
Further
questions
for
the
applicant
with
the
reduction
of
parking:
is
there
an
issue
there
now,
so
we
looked
at
it
between
the
parking,
that's
allocated
for
the
gas
station,
odd
pump
items
themselves
and
the
parking
is
there
they
need
and
exceed
the
required
parking.
The
loss
of
this
space
wouldn't
impact
their
required
marketing.
I
Further
discussion,
I
just
had
one
more
thing
to
to
say
about
the
speakers
that
we
well
recently
we
had
speakers
that
were
closer
to
the
congo,
we've
actually,
which
I've
just
been
reminded
of
that
we
actually
have
moved
them
even
further
away.
Just
because,
as
you
know,
chris,
the
gentleman
took
over
the
apartment
right
next
to
us
with
he.
I
Never
everyone
said
anything,
but
I
just
told
him
that
I
did
that,
because
we
wanted
to
make
sure
there
were
no
issues
and
we've
also
come
to
the
idea
of
moving
we're
planning
on
with
the
with
the
condos
next
to
us,
putting
an
eight-foot,
vinyl
fence
up
that,
obviously
very
good
for
permeating,
and
we
would
split
the
cost
with
them
in
order
to
keep
the
keep
the
peace
between
us.
And
you
know,
that's
we're
going
to
do
whatever
we
need
to
do.
I
Mr
propoli,
do
you
have
any
record
of
any
complaints
with
regards
to
noise?
Those
don't
come
to
us.
I
mean
they're
governed
by
the
1807,
the
code
for
low
volume
music.
I
don't
know
if
it's
helpful.
There
was
a
code
violation
because
the
outdoor
seat
never
got
a
conditional
user
just
haven't
got
here,
but
with
regards
to
their
activities
and
operations,
I'm
not
aware
of
any
complaints
that
have
come
to
us.
I
I
Am
in
favor
of
then
being
able
to
use
essentially
an
unusable
parking
spaces
there
today,
I'm
a
little
concerned
with
the
hours.
I
I
guess
I
have
two
questions,
because
I'm
not
sure
that
we
heard
the
applicant
say
that
they
were
okay
with
the
conditions,
so
that
that's,
I
guess
one
question
that
I
have,
but
also
are
hours,
something
that
the
city
is
proposing
to
have
conditions
about.
I
We
didn't
have
a
proposed
condition
for
it,
based
on
recent
conversations
with
the
board
regarding
our
seating
in
other
locations
being
on
the
track
on
third,
we
thought
that
it
was
acceptable
given
the
hours
that
they
normally
operate.
But
again
that
falls
under
your
review.
If
you
want
to
change
those
or
head
conditions.
Okay-
and
if
I
could
just
clarify-
is
the
applicant
okay,
with
the
conditions
as
proposed.
I
I
We've
grown
in
popularity
so
much
that
literally
we
have
people
that
come
from.
I
I
could
give
you
names
of
families
that
I
know
and
seen
their
kids
grow
in
two
years
from
nebraska
and
iowa
kentucky.
They
actually
come
here
and
they
don't.
They
say
we
should
stay
at
four
seasons.
We
stay
at
hampton
now
because
we
can
walk
here
at
night.
I
think
that's,
that's
a
big
draw
for
them
in
the
evening
be
able
to
spend
some
family
time.
I
We
would
definitely
consider
during
the
school
year,
but
when
the
summer
starts
back
up.
I
would
really
I
really
enjoy
having
the
10
o'clock
hour,
because
it's
it's.
If
there's,
if
you
look
at
it,
there's
nothing
for
these
kids
to
do,
especially
for
locals.
I
mean
they're,
16
and
17
years
old,
they're
not
going
to
go
to
the
bars
and
those
who
are
doing
it
illegally.
I
We
have.
We
have
church
bible
study
that
comes
up
they're,
not
on
sundays
they're.
In
the
summer
I
mean
this
is
as
quick
as
an
ice
cream.
I
it's
not.
We
don't.
I
don't
recall
ever
having
maybe
one
episode
where
I
had
one
person.
I
had
to
ask
him
because
he
was
a
little
bit
intoxicated,
but
besides
that,
there's
never
been
any
incident.
It's
it's.
Usually
families
who
are
hanging
out
with
five
and
seven-year-old
kids
so
consideration
absolutely.
I
I
I
mean
it's
the
people
that
are
making
the
noise-
I
don't
know
you
know
I'm
saying
either
either
they're
sitting
on
they're,
not
sitting
down
they're
still
outside
I
mean
I
could
see
us
taken
out
of
some
games
or
something
that
might
like
django,
specifically.
I
Yeah
generally,
what
you
know
we've
gone
through
this,
is
you
can't
imagine
how
many
times,
but
generally
the
you
know
the
the
spoken
voice
and
the
you
know
in
a
group
of
people?
That's
that's
producing
just
as
much,
if
not
more
noise
than
other
miscellaneous
things
like
that.
So
it's
really
that
that
you
know
that
we
would
be
trying
to
sort
of
cut
down
on
and
I'm
sure
if
this
seating
were
not
there
after
nine
o'clock,
it
would
discourage
that
to
a
degree
to
a
degree.
I
I
Yes,
sir,
the
other
option
would
be
to
give
you
a
set
of
hours,
say
nine
o'clock
and
then
say
come
back
in
a
year
for
for
reapproval,
because
if
there
are
complaints
from
the
neighbors
that
they're
having
problems
with
noise
and
they
live
there
and
they're
trying
to
sleep
and
they
can't
get
to
sleep,
some
people
get
up
early.
I
happen
to
get
up.
You
have
to
fight
every
day,
so
if
people
are
trying
to
go
to
bed
and
there's
hollering
and
jenga
and
going
on
next
door,
that
would
be
an
issue.
I
I
I
It's
comparable,
there's
literally
one
one
person
would
be
the
right
game
along
with
and
when
one
person
takes
over
the
boat
of
everybody,
I
don't
know
if
that's
really
comfortable
to
everybody,
because
people
love
to
have
ice
cream
nine
o'clock
at
night
there's
a
strange
thing
that
happens
at
the
beach
okay
at
night,
so
any
time
when
it
turns
dark.
So
it
could
be
any
hour
ground
up
if
you
guys
are
out
late
at
night,
but
there
are
people
that
own
these
vehicles
that
are
like
literal
living
speakers
I
mean
well.
I
The
gas
station
attracts
these
people.
Not
they
don't
come
to
us,
but
they
go
and
they
sit
in
this
parking
lot
and
they
just
boom
and
rattle
and
make
all
this
noise.
And
when
we
first
started
this
business
people
thought
it
was
us
they
thought
it
was
us
making
all
the
noise.
So
we
had
to
make
sure
that
everybody
understood
that
it
wasn't
us.
You
know
we
went
through
all
of
these
things
from
the
nine
o'clock
to
the
10
o'clock
to
the
11
o'clock.
Those
kinds
of
things
we've
got
speakers
moved
all
the
way
down.
I
We
accept
it
as
it
is
because
there
has
been
no
complaints
as
far
as
time
goes.
The
city
has
already
reported
that
there's
been
no
real
complaints
on
that.
The
whole
idea
of
this
today
was
the
parking
lot,
the
outside
seating
and
now
we're
going
to
time
zones,
which
is
not
something
that
we
need
to.
Yes,.
I
I
Well,
I
have
a
comment
first,
mr
chair,
before
we
before
we
make
a
motion.
I
want
to
make
sure
that
everybody
here
understands
what
this
particular
meeting
is
about
how
the
planning
commission
works,
so
that
everybody
understands
it.
It's
not
about
ice
cream.
It's
not
about
community
service,
it's
not
about
how
much
everybody
likes
everybody
around
here.
I
Now,
that's
all
good
stuff,
and
I'm
I'm
more
than
happy
that
everybody
feels
that
way
and
that's
that's
a
valid
emotional
comment,
but
it's
not
about
what
the
code
says
and
the
code
gives
us
12
reasons
to
allow
for
conditional
uses
that
we
have
to
look
at
and
you
reference
them.
So
you
absolutely
recognize
what
they
are
and
it
seems
to
me
that
for
95
99
of
those
requirements
you
meet
them
straight
up.
No
there's
no
argument
about
it,
but
it's
not
about
testifying
that.
I
Do
they
meet
the
conditional
use
standards
and
it
would
be
good
for
some
of
you
that
have
spoken
tonight
to
look
at
the
condition
of
these
standards
and
see
what
they
are
and
how
they
work
and
how
this
how
this
proceeding
goes
forward
and
what
it's
really
here
to
do,
because
that's
what
we
do
all
the
time-
and
I
haven't
seen
this
many
people
here
since
we
were
looking
at
hands
in
the
backyard
that
was
the
last
big
one.
I
I
I
Is
that
a
motion
for
as
written
as
written?
Yes,
we've
got
a
motion.
A
second
roll
call
vote.
Please
david
dahl.
Yes,
margaret
maureen,
yes,
conan
white,
yes,
justin,
lehrman,
yes,
craigslist.
