amend
article
four
definitions
to
modify
the
definitions
of
pet

permit
female

I
had
left
out
of
section
and
also
to
amend
section
34
392
to
include
hens
as
household
pets.
D
The
proposed
land
of
my
code
text
amendment
was
originally
presented
to
the
Planning
Commission
on
May
28th
of
2019.
The
details
of
the
proposed
amendment
were
discussed
and
the
city's
attorney
noted
that
she
desired
additional
time
to
review
and
discuss
them
with
the
applicant.
Have
staff
following
a
meeting
between
the
applicant
staff
and
the
city's
attorney
of
staff
then
requested
that
the
application
be
deferred
until
the
September
23rd
Planning
Commission
meeting
to
allow
additional
time
for
discussions
at
the
September
meeting
the
applicant
requested
to
the
FIR
once
more
to
October
28.
D
After
additional
review
and
discussion
with
the
applicant,
it
was
determined
that,
while
at
minimum,
the
definition
of
household
pets
in
the
land
development
code
would
still
need
to
be
amended
to
permit
chickens,
the
bulk
of
the
changes
proposed
would
be
more
appropriately
placed
under
clinical
ordinances,
chapter
5,
which
covers
animals
and
fowl.
Since
this
chapter
is
not
part
of
the
Lane
development
code,
it
cannot
be
amended
through
the
Planning
Commission.
The
revised
proposal
before
the
Planning
Commission
includes
two
components.
D
The
first
one
is
to
amend
the
definition
of
pets,
households
to
include
female
chickens
or
hens
as
allowable
pets,
and
second,
to
amend
supplemental
standards
in
section
34
392
to
include
hens
and
as
how
possible
pets
and
limit
the
number
to
5.
Where
permitted
the
applicant
has
agreed
to
remove
the
request
to
allow
Conoco
and
any
poultry
other
than
Dennis
the
remainder
of
the
regulations
it
moved
forward
would
be
made
into
Chapter
five
amendments
proposed
for
Chapter
five
will
be
similar
to
those
originally
proposed
for
the
land
development
code.
D
Under
supplemental
standards,
staff
will
work
with
the
new
city
attorney
to
draft
the
proposed
changes
to
present
the
City
Council.
If
the
proposed
changes
to
chapter
five
proceeded
forward,
the
proposed
amendments
to
the
land
development
code
presented
to
us
evening
would
be
presented
to
City
Council.
At
the
same
time,.
E
A
Mention
very
briefly
for
those
in
attendance.
The
manner
in
which
we
conduct
these
applications
is
that
staff
will
read
the
application
into
the
record,
as
Miss
Eyre
has
just
done
following
out.
Have
the
applicant
come
forward?
Staying
there
may
even
address
and
adding
anything
further
that
they
would
like
to
that.
We
haven't
heard
from
from
the
city
on
the
new
business
I
would
then
open
it
up
for
public
input,
those
in
favor
or
in
opposition.
If
I
have
a
speaker
card
in
front
of
me,
public
portion
being
has
been
closed.
E
B
E
Lindsay
Haga

since
the
Miller
one
for
775
old
senior
of
Jacksonville
Florida.
Thank
you.
Thank
you
good
evening.
We
have
a
couple
of
slides
just
add
a
little
bit
of
color
to
this
request.
That
was
all
been
grappling
with
over
the
summer
and
really
these
are
snapshots
from
Katrina's
backyard
and
her
urban
farm
and
beginning
with
some
of
the
chickens
that
were
here
to
talk
about
this
backyard
hens
program.
You
know
the
barn
walk
through
this
bifurcated
part,
which
is
some
of
the
land
on
that
code.
E
Compatibility
issue,
as
well
as
for
the
animal
welfare
issue
regarding
in
the
halaqa,
will
be
addressed
as
supplemental
design
standards
addressing
enclosures
and
coops.
You've
seen
some
of
this
language,
as
you
discussed
it
through
the
summer
regarding
screening
placement,
size
and
some
of
those
elements
for
animal
welfare,
and
why
we
want
to
do
this
is
for
the
strong,
positive
outcomes
that
you
have
with
backyard
farms
really
keying
in
on
self-sufficiency,
sustainability
and
quality
of
house,
and
unless,
as
we
go
through,
the
slides,
I'll,
actually
train
you
to
come
up.
E
She's
the
best
expert
and
advocate
and
we'll
give
you
some
of
the
statements
of
regarding
the
line.
The
other
element
that
you
see
in
the
presentation
that
this
program
is
attempting
to
mirror
the
existing
programs
that
we
have
in
Atlantic
and
Neptune
Beach,
and
you
probably
done
a
little
bit
of
research
to
reach
out
to
some
of
your
colleagues
there,
those
cities
to
see
how
that's
fair.
As
far
as
a
complaints,
their
issues
are
just
implementation
on
that
program
and
heard
back
positive
elements.
I
haven't
my
interviews
there
with
their
tiny
directors.
F
E
E
This
is
a
zoning
map.
You
know
are
something
that's
black
and
white
for
the
city
and
just
to
orient
hope.
This
will
shine
huge
Boulevard
here
la
ley
ocean
here
on
the
bottom
of
the
screen,
intercostal
waterway
for
a
little
bit
of
fun,
business,
Katrina's,
neighborhood
or
even
the
chickens
in
the
backyard,
as
well
as
one
of
the
rs1
zoning
districts.
That
roughly
cover
in
the
city
of
Jackson
region
about
half
or
near
half
of
the
city
is
in
single-family
some
districts
that
are
minus.
F
E
Or
three
and
again
you
must
be
in
that
zone
district
blocksize
at
5,000
square
feet.
So
this
is
an
example
of
an
rx1
neighborhood
and
then
here
is
the
marker.
So
we
know
where
we
are
and
then
coming
in
this
is
Katrina
Marcelo
SWAT.
They
have
a
corner
lot
and
we
used
this
technologies
that
bear
the
example
back
yard.
But
if
you
can
make
these
regulations
to
work
on
a
corner
lot,
that
has
two
front
yards
and
you
can
make
these
regulations
work
on
your
typical
rectangle
lot.
E
That
has
a
back
yard
to
a
back
yard.
So
it's
a
very
good
illustrative
block
for
as
far
as
right
as
Roy
compliance
and
also
seeing
it,
because
that's
how
she
utilizes
her
yard,
so
they
provide
a
better
screenshot
of
their
property.
You
can
see
a
couple
little
facts
about
this
site,
so
we
have
it's
in
low
density,
residential
and.
F
E
Use
map
rx1
zone
district.
Their
lot
is
seventy
four
hundred
square
feet.
You
can
see
the
corner
of
the
yard
here,
different
areas
where
they've
planted
and
fruit
trees,
different
fruit,
producing
bushes
and
then
in
this
area
that
screamed,
you
can
see
their
whole
enclosure.
This
is
their
natural
living
screen
that
they
have
jasmine
placed
in,
and
this
is
where
their
coop
would
be.
That
would
be
tucked
into
that
side
of
the
yard,
so
they've
addressed
fencing
and
screening
all
the
way
serving
as
a
model
for
booking
for
regulations
adopted
with
the
program.
E
These
are
snapshots
from
what
she
produces
out
of
your
yard,
as
well
as
examples
her
children
that
are
getting
out
some
of
the
chicks
that
are
in
there
in
the
house
over.
You
can
see
the
part
of
the
coop
now
they've
had
them
that
can
hold
in
the
chickens
and
how
you
access
their
eggs
and
how
you
remove.
The
hens
have
free
roam,
exercising
fenced-in
yard,
really
the
existing
each
programs
address
what
it's
generally
to
questions
or
concerns
when
we're
reintroducing.
E
What
would
you
know
traditional
uses
of
the
arts
back
in
the
urban
environment
and
that's
how
you
would
treat
or
house
the
animals
the
number
of
animals
that
you
have?
How
do
you
handle
animal
waste?
What
do
you
do
when
there's
running
at
large
sort
of
some
of
those
expectations
and
how
do
we
address
over
and
roy's
those
those
elements
are
addressed
through
site-specific
regulations
that
are
geared
towards
the
site.
E
E
Can
achieve
those
questions
or
concerns
that
may
be?
That
may
come
up
from
introducing
the
traditional
use,
but
then
also
regulated
for
our
balancing
quality
of
life
for
the
homeowners
that
we
like
to
have
backyard
hens
for
their
food
production,
so
real
quickly.
In
summary,
we
have
that
the
burger,
family-owned,
Katrina
and
Marcellus
house
illustrates
application
of
regulations
on
a
real
backyard
with
neighbors
support.
E
The
ldcm
is
consistent
with
the
applicable
policies
of
her
comprehensive
plan.
When
we
talk
about
how
to
have
quality
of
blood,
how
we
address
sustainability,
we
have,
since
we
last
met,
received
a
sponsorship
provisional
sponsorship
from
councilman
Golding.
Regarding
that,
we
adjust
these
comments
on
the
orbits
remove
coats.
We
did
remove
poultry
requests
and
reduce
the
number
of
him.
The
hunt
number
down
to
five
to
more
closely
here
the
existing
program.
So
with
that
agreement
she
needs
a
sponsor.
E
B
H
H
H
Bring
their
kids
to
check
them
out
and
just
like
really
get
involved
with
the
animals
that
we
had.
There's
a
few
reasons
that
we
like
started.
This
homesteading
urban
farming
kind
of
lifestyle.
One
is
the
environment
in
which
animals
are
kept
in
production.
A
lot
of
cases
are
just
like
absolutely
terrible
and
like
participating
in
that
kind
of
just
like
pulls
it
my
heart.
Seeing
that
kind
of
stuff
I'm
going
to
know
it's
part
of
life,
but
if
I
can
do
it
a
different
way
for
me
and
my.
H
H
And
go
to
the
story
by
an
attorney
or
whatever
and
realized
everybody
comes
from
animals
and
I've.
Seen
that
like
he
was
just
my
kids
before,
and
they
just
don't
understand
like
this
is
how
you
get
your
foot.
This
is
part
of
life.
This
is
how
it
works,
and
then
another
big
thing
is
recently,
but
the
whole
month
saw
everything
quite
the
same.
A
B
J
B
I
Raised
in
northern
easily
dad
is
a
farmer.
My
wife
was
raised
on
a
dairy
farm.
I
know
had
the
culture,
because
all
my
relatives
that
he
responds
in
a
Greek
culture,
I
bailed,
more
bad
as
I
hate
me
and
shake
it.
My
wife
raised
pigs
for
showing
that
4-h,
my
biggest
beef
when
I
lived
in
the
country
was
city
folks
who
came
in
and
complained
about
the
smell
of
turkeys
because
it
blew
the
wrong
way.
I
So
we
didn't
like
in
the
country
with
city
folks
coming
and
telling
us
in
Reverse
early
part
of
1900,
is
when
covenants
for
state
beaches
to
define
residential
industrial
agriculture,
which
is
there's
a
reason
for
that.
That's
because
we
deal
with
farm
animals.
We
just
needs
to
deal
with.
We've
got
all
the
associated
issues,
the
North
etc,
which
is
why
we
have
residential
industrial
agriculture.
I
If
you
go
to
the
center
Disease
Control.
As
of
today,
the
front
page
news
alert,
multistate
outbreak
of
Salmonella
infections
lead
to
backyard
poultry
wings,
the
backyard
poultry.
Do
you
realize
that
1.2
million
sell
know
actions
reported
to
the
CDC
every
year
and
500
deaths
every
year?
Just
use
some?
No,
it's
not
1.2
million
people.
That's
somebody
were
reported
with
CC.
The
guesstimate
is
that
12
over
2
million
infections
hurt
here
right
now
we
have
a
multi-state
related
talk
about
having
clean
chickens.
The
reality
is,
it
can
just
happen.
I
Patients
ask
me
why
they
have
a
Pseudomonas
infection.
It's
out
there
in
the
environment.
Chickens
are
everywhere,
ok,
they're
in
the
barn,
and
what
happens
is
it
isn't
just
your
yard?
If
we
guess
it's
gonna
poop,
it's
gonna
be
in
your
feathers
in
Sumy
in
we
are
where
they're
eating
and
in
their
environment,
if
you've
got
a
squirrel
that
goes
in
the
third
guard
would
be
a
cat
that
goes
into
the
ER,
that's
what
they
could
bring
back
to
you.
So
it
isn't
your
medium
neighbors
that
your
neighbors
down
the
block
neighbors
down
highways.
I
Guess
what
we
can
now
contaminated,
my
five-year-old
green:
you
can
get
it
directly
by
hand.
Chicken
was
going
in
the
backyard
or
a
sit
there.
We
were
most
acceptable.
Five.
The
1260
Bible
ordered
immunosuppressed
we've
heard
about
the
air
you'd
be
we
have
all
these
folks
are
coming
for:
Clark
lung
transplants
and
renting
homes
at
the
beach
now
I
got
chickens,
one
yard
over
to
the
yards
over
that
can
impact
somebody
who's
staying
out
here,
who's
having
suppressed.
I
Who
else
is
affected
shorebirds?
You
have
a
brother,
we
need
your
backyard
as
one
of
our
shorebirds
and
they
can
be
affected
and
die
or
pass
it
on
to
more
shore,
birds,
migratory
waterfowl,
East
and
the
Ducks
will
transfer
dogs
and
cats.
They
also
have
a
very
influenza
which
also
affects
shorebirds
ducks
geese
Newcastle,
where
they're
just
gonna
die,
you're
not
going
to
know.
I
So
when
you
look
at
there's
a
reason
why
we
don't
raise
cattle
because
crossed
into
contamination,
that's
why
there
may
contain
dairy.
You
may
not
like
the
way
the
raised
of
the
raised
that
way.
So
we
don't
have
someone
on.
We
can
reduce
it
in
the
environment
and
USDA
is
inspecting
you
residential
area.
We
don't
have
the
USDA
there.
We
have
to
assume-
and
you
can
be
fabulous
at
this,
but
that
doesn't
mean
everybody's
memory.
I
H
I
G
Have
to
disagree
with
I
actually
walk.
My
dog
Astro
buy
your
house
at
the
time
and
the
reason
I
do
that
is
because
it's
a
destination,
it's
different,
it
sort
of
asked
to
community.
We
end
up
talking
to
your
neighbors
because
everybody
talks
they,
of
course
they
talk
to
me
so
I
have
a
dog
I,
have
no
friends
and
to
that
species.
A
lot
of
talk
but
but
there's
something
about
going
to
see
the
birds
that
is
really
part
of
the
community
makes
it
more
interesting.
I
am
certainly
willing
to
take
the
risk
I.
G
B
E
We
just
wanted
to
address
and
remind
that
this
we
have
two
pilot
programs
into
the
scene
in
Neptune
and
Atlantic
Beach.
So
as
far
as
any
questions
or
additional
research
that
we
do
from
now
until
City
Council,
we
can
look
at
that
is
regarding
in
the
introduction
to
the
points
that
mr.
Walker
raised
or
home
values.
As
far
as
any
also
any
conditions
of
cross-contamination
of
quarters.
E
Reporters
at
Neptune
Beach
in
Atlantic
Beach
do
not
have
also
any
of
those
concerns,
and
we
haven't
had
that
outbreak
packing
here.
So
just
on
those
two
points
that
might
may
be
another
point
to
look
at
as
far
as
mirroring
that,
which
is
what
brought
us
here,
is
kind
of
that
expectation
that,
when
you
came
back
there
again
is
permitted
in
Jacksonville
Beach.
It's
kind
of
understood
as
part
of
that
at
5:00.
A
Regarding
the
property,
values,
I
think
that's
a
valid
point,
but
we
don't
really
have
an
expertise
to
be
able
to
comment
on
it
really
right
now
and
there
could
be
someone
that
we
could
hear
from
and
possibly
that's
gonna
require
a
photo
or
something
until
we
get
here.
Such
and
I
have
my
doubts
as
to
whether
somebody
has
the
exact
experience
to
be
able
to
comment
on
that.
G
G
E
D
Perhaps
we
haven't
sat
down
and
even
have
those
discussions
yet
on
the
details
for
what's
going
to
potentially
go
in
Chapter
five,
so
it's
kind
of
intended
right
now.
I
think
what
we
would
start
with
would
be
the
language
that
was
proposed
by
the
applicant
originally
just
for
the
female
chickens,
because
we
would
go
from
there,
but
we're.
E
To
that
point,
the
f2
beach
ordinance
has
that
in
there
within
one
year's
time,
the
will
report
back
to
the
board
to
give
an
effectiveness,
of
course,
that
the
success
of
the
program,
many
of
the
places
that
are
like
that.
So
that
is
normal
language,
that,
with
your
motion
to
the
City
Council,
can
be
to
address
those
types
of
issues
and
any
other
provisions.
You'd
like
to.
F
Unfortunately,
that
is
not
the
plan.
They
won't
be
making
any
recommendation
and
success
you're
free
to
make
recommendations
to
City
Council
on
the
right
collection,
but
produced
it's
just.
The
definition
is
for
menthol
Planning
Commission.
Hasn't
it
been
a
recommendation
for
so
I.
Just
wanna
make
sure
that
clean
and
understood
not
just
suppress
your
citizens
right
actually.

D
Also
clarifies
that
there
is
no
set
back
from
the
street
right-of-way
where
a
parking
area
or
driveway
connects
to
a
street
for

The
amendment
further
clarifies
that
curbing

stops
for
off

as
well
as
striping
and
landscaping.
Standards
are
not
required
for
single-family

or
townhouse
dwellings,
as
these
standards
are
intended
to
be
applicable
to
residential

commercial
parking

vehicular
use
areas.
D
Staff
is
also
proposing
an
amendment
to
section
34
392
to
supplemental
standards,
to
add
that
walkways
or
sidewalks
may
connect
to
primary

detached
accessory
structures,
driveways
and
public
sidewalks
and
may
be
located
in

areas.
With
a
minimum
of
2

from

line,
this
2
foot
setback
would
not
apply
to
interior
lot
lines
between
individual
to
family
dwelling
watts
and
individual
townhouse
Lots.
These.
D
Are
proposed
to
rectify
conflicted
standards
in
the
LBC
relative
to
the
development
of
two
family
and
townhouse
projects
that
are
ultimately
sold
as
individual
fee.
Simple
dwelling
units
in
both
cases
or
the
developed
unit,
is
not
to
be
sold
individually,
for
example,
if
they
were
rental
units
or
condominiums,
there
would
be
no
interior
property
lines.
Thus,
there
would
be
no
required
internal
block,
driveway
setback
requirements.
This
situation
constitutes
a
bias
towards
a
specific
type
of
ownership
of
a
dwelling
unit.
D
It
is
not
the
intent
of
the
LDC
to
promote
one
type
of
dwelling
ownership
versus
another
in
this
instance
condo
or
rental
versus
feasible
ownership.
The
requested
amendments
are
not
in
conflict
with
any
other
relevant
standards
in
the
LDC,
and
they
in
no
way
affects
currently
permitted
residential
densities
and
either
the

or
in
the

2030.
He

any
questions
you
might

A
I
just
had
one
question
this
may
was
in
the
second
paragraph,
the
sentence
that
reads
who
requested
him
and
is
the
second
sentence
of
the
second
paragraph.
They
requested
them
and
then
also
clarifies-
which
I
think
is
key.
There
is
just
providing
clarification
of.
There
is
no
set
back
from
the
street
right-of-way,
where
a
parking
area
or
driveway
connects
to
a
street
for
vehicular
access.
Yes,.

Most
of

I
am
strongly

to
this
rule.
The
reason
why
am
I

11Th

two

not

two

They

The
parking
problems
on
my
street
have
become
horrendous,
I
didn't
we
need
to
reverse
this.
Instead
of
requiring
the
townhouses
to
meet
the
coming
new
statute,
we
need
condos
to
meet
the
townhouse
when
these
Hamlin's
were
thought
of
back
in
the
old
days.
I,
don't
think
they
knew
about
how
dense
they
want
to
build
us.
If
you.
C
C
C
C
Look
at
sending
this
back
and
say
why
can't
the
congos
meet
the
same
requirements
as
town
houses,
because
the
the
reason
is
they
want
to
build
five
units
in
the
same
space.
They
can
build
four
units,
and
if
that
happened
on
my
block,
I'm
going
to
cry
I,
don't
think
Mike
children.
My
children
in
college
may
afford
to
come
back
to
the
beaches
anymore
because
it
has
been
taken
over
by
the
investors,
and
that
makes
me
sad
and
the
whole
character
of
the
beaches
has
changed
and
I
appreciate
your
time.
Thank
you.
A
F
You
and
you
require
a
9
foot.
Well,
you
do
the
math,
that's
19
that
you
are
allowed,
so
that
may
be
an
issue
that
need
to
be
separate
and
distinct.
What
we're
asking
for
here,
what's
that
posing
here,
is
just
you
remove
that
by
foot
requirement
up
one
side
such
that
you
don't
have
that
dichotomy,
we're
requiring
19
feet
on
15
foot
block.
It
is
different
from
kind
of
ownership.
This
is
only
you're,
a
pretty
simple
and
you've
been
loved
ones
impacts.
F
F
But
this
was
one
of
those
that
was
introduced
in
land
development
code
amendment
last
year,
one
great
big
one.
This
is
just
one
small
portion
up
that
they
visited
back
at
that
time.
Think
you
are
ok
with
the
deck
that
kind
of
I'm,
certainly
not
telling
you
how
at
this
point,
but
we're
trying
to
pull
out
just
those
that
seemed
to
make
an
impact
for
development
overall
and
14.
D
Right
now,
the
plan
is
to
have
two
phases
of
the
development
code
update.
One
is
going
to
be
very
similar
to
what
you
guys
have
already
seen
how
that
City
Council
did
not
approve,
because
it
was
so
much.
This
is
just
a
small
portion
of
that.
So
they'll
be
those
changes,
because
there's
some
typos
and
just
dated
references
we're
going
to
try
to
do
some
cleanup
first.
D
G
G
So
that
concerns
me,
but
the
ownership,
the
difference
in
application
of
the
rules
based
on
ownership,
also
concerns
me
so
I.
Does
this
come
up
a
lot?
Is
there
a
single
instance
that
went
to
lawsuit
in
that
so
got
here
at?
Where
does
this
come
up
a
lot
I'm
just
trying
to
grapple
with
those
two
things.
F
F
F
F
F
So,
yes,
it
needs
to
be
more
holistic.
Yes,
I
know
that
you
wish
that
you
had
an
entire
continent
before
you
right
now.
We
don't
we
do
that
this.
This
does
come
up
every
time
you
do
potentially
and
it's
even
up
to
family
or
countenance
it's
going
to
come
up
again
and
again.
Anybody
has
an
equal
protection
issue.
If
you
think
it's
in
the
other
versus
this
is
going
to
solve
your
lawsuit
problem.
It's
not,
then
you're.
Looking
perhaps.
F
So
I
mean
probably
perspective
to
see
you
can
only
do
what
is
in
the
best
interest.
Can
we
let
the
life
Rebecca
losses,
so
don't
do
just
under
the
threat
of
that
do
this
under
what
makes
sense
that
this
morning
it's
saying
it
needs
to
make
sense.
What
you
currently
have
is
a
15-block
size.
It
needs
to
be
able
to
get
it
right
way.
F
F
I
B
F
F
F
Somebody's
piece
of
property
that
they've
already
bought,
they
already
have
an
investment,
backed
expectation
in
what
they
can
do
right
now.
I
have
plans,
but
for
townhomes
on
there
I've
already
purchased
it.
You
go
and
change
your
regulation.
I
have
already
got
an
investment
back
opportunity
in
that
I'm
going
to
bring
the
lawsuit
with
the
taking
of
my
property
for
an
inability
to
build
it,
as
it
was
done
when
I
thought.
This
is
what
you're
seeing
some
of
the
building
settlements
that.
B
F
Had
with
Bert
Harris,
when
we
had
a
charter,
amendment
took
our
Heights
and
the
35
feet
under
call.
We
have
1015
lawsuits
Vergara's.
All
of
them
also
mean
their
losses,
most
of
them
so
with
higher
heights.
That's
how
they
came
out.
So
that's
what
Burke
Harris
says:
it's
just
that
when
I
have
already
purchased
a
piece
of
property
that
sound
a
certain
way,
a
certain
land
development
regulations
attached
to
it
and
I've
done
a
certain
investment
fact
planning
it.
Whether
I
brought
it
to
you
or
not.
F
F
K
I
want
to
take.
This
is
the
first
opportunity
to
have
to
publicly
thank
the
nice,
who
has
been
incredibly
professional
and
helpful
in
every
way,
with
respect
not
only
to
work
that
has
to
be
with
planned
development,
but
with
respect
to
litigation.
The
police
department
claims
department,
as
you
can
imagine,.
