Description
Airpot Advisory Committee Meeting 090920
A
A
I'd
like
to
go
ahead
and
make
a
motion
for
the
absences
or
who
would
like
to
make
a
motion
for
the
excuse.
A
I
believe
it's
three
three
unexcused
absences
and
then
you
are
off
of
of
the
committee
and
then
we
go
back
to
the
council
members
and
I
know
the.
A
Yeah
city
secretary
is
recording
them.
We
had
talked
because
I
know
in
the
past
joe
had
mentioned
that
he
was
going
to
leave
the
boards.
I
believe
we
reached
out
to
council
member
martinez
to
see
about
a
replacement,
but
we
have
not
heard
back
on
that,
but
there
is
specific
policies
in
place
with
the
city
secretary
of
state,
we're
running.
D
A
If
you
excuse
their
absences,
then
yeah,
then
that
it
doesn't
count
towards
the
three.
But
if
they're
unexcused
three
absences,
then
at
that
point
they
would
be
off.
So
you
know
what
my
recommendation,
I
guess
at
this
point
would
be.
I
know
tom
had
reached
out
to
ashley
today
and
said
that
he
couldn't
be
here,
so
that
probably
would
make
sense,
but
you
know
I
know,
especially
in
joe's
case.
I
don't
think
he's
he's
he's
made
his
intentions
clear
that
I
think
he's
going
to
lead
support,
so
it
may
make
sense.
A
Just
for
us
we
can
reach
back
out
to
councilmember
martinez
and
see
about
another
appointment
for
his
particular
spot.
Vice.
E
C
E
D
C
G
G
So,
if
there's
anybody
that
would
like
to
get
in
that
group,
the
economic
development
group,
I
forget,
they
changed
the
name
recently.
I
just
know
the
old.
The
old
name
was
loretta
development
foundation.
I
forgot
what
the
new
name
is.
G
A
G
Yeah
with
all
these
lunch
meetings,
I'm
having
the
same
problem
with
my
uisd
conflict
and
my
I
have
I
have
occasionally
with
a
appraisal
board
what
happens
well
anyway,
I'm
just
I'm
just
conflicted
out
too
frequently,
so
I
need
to
get
off
of
it.
F
Well,
I
mean
they
have
a
meeting
every
wednesday,
but
I
already
participated.
F
D
C
E
C
See
that
and
that's
pretty
much
on
all
of
them
on
all
the
items,
but
that's
that's
my
only
edit
correction
and
if
there's
anybody
else
that
has
any
changes,
but
I
I
make
a
motion
with
those
changes.
Please
thank.
B
C
D
E
Housekeeping
housekeeping,
if
for
those
of
you
that
are
not
speaking,
if
you
can
mute
yourself,
please
just
so,
you
can
get
left
interference
and
whenever
you're
ready
to
speak,
you
can
certainly
undo
yourself.
D
A
D
A
A
You
okay
motion
to
approve
the.
I
mean
I
have
a
motion
vote
to
prove
all
in
favor
and.
D
A
As
you
know,
the
citizens
comments
we
have
like
students
have
a
right
if
they
want
to
sit
there,
make
any
comments.
They're
just
required
to
fill
out
the
witness
card
and
submit
to
the
address
a
garcia,
ti.laredo.6.11
12

pm
comments
are
limited
to
three
minutes
per
speaker.
So
if
there's
anybody
that
hasn't
called
mistake,
you're
more
than
welcome.
A
Okay!
Next
is
staff
reports
all
right,
mr
chairman,
so
we'll
go
right
to
the
passenger
activity
report.
Ashley.
Are
they?
Are
you
pulling
these
up
on
the
screen
or
do
the
other
board
members
have
access
to
them.
A
A
If
you
don't
have
it
just
you
know,
let
me
know
we'll
pull
it
up
for
you,
but
it's
similar
to
what
we
talked
about
a
couple
months
ago,
where
you
can
see
our
downward
trends.
You
know
obviously
total
we're
showing
about
a
50
reduction,
but
what
I
will
say
to
that
overall
is,
I
think,
we're
better
performing
than
other
airports
in
the
united
states,
and
you
know
we've
seen
especially
back
in
may
that
86
percent
drop,
but
there's
still
airports
out
there
they're
seeing
you
know
significant
drops
in
travel.
A
We've
had
you
know
our
the
return
of
some
of
our
business
community
and,
of
course,
especially
with
you,
know,
leisure
travelers.
So
you
know
we're
doing
everything
that
we
can
here
to
make
sure
we
have
that
message
going
that
you
know
we're
here
for
people
when
they're
ready
to
travel.
A
You
know,
and
one
of
the
bright
spots
still
being
is
that
both
american
and
united
have
added
service
back
and
they
did
not
retract
their
service
to
the
amount
that
they
could
have
with
eot
rules
with
cares
act
funding,
so
I
think
that's
a
testament
to
the
laredo
market,
so
you
do
see
some
incremental
improvements
here.
Personally
I
have
flown
and
the
flights
that
I've
been
on
coming
in
here
have
been
full.
It
does
vary
some
days,
it's
full
some
days,
it's
very
few
people.
A
So
it's
it's
really
kind
of
swinging
right
now,
but
I
think
that
you
know
from
talking
with
the
station
managers
that
we're
seeing
incremental
improvements,
and
you
can
see
that
as
the
months
are
tagging
along
here
towards.
D
A
You
know
we
I
personally
flew
over
the
labor
day
weekend
and
both
of
my
flights
out
here
were
completely
full,
so
I
think
that
that's
a
good
sign
for
the
market.
The
other
thing,
too,
is,
if
you
haven't
looked
our
fare.
Prices
have
dropped
drastically.
A
I
took
a
round
trip
out
of
here
to
michigan
for
210
dollars
on
americans,
so
I
think
that
when
you
start
looking
at
fares
like
that
they're
very
attractive
right
now-
and
the
nice
thing
with
the
airlines
too,
is
there's
no
cancellation
fees
at
the
moment.
So
if
you
do
purchase
a
ticket
and
you
decide
that
you
don't
want
to
fly
at
that
moment,
you
can
put
it
on
hold
or
you're
not
penalized
for
that.
So
you
know
personally
from
from
traveling
in
this.
A
A
If
you
go
to
the
next
page,
you'll
see
the
cargo
growth
landing
way
tracking
is
very
similar
to
what
we've
seen
with
with
passengers
down
59.
A
I
do
want
to
point
out
in
here
that
we
don't
have
the
august
yeah
we're
still
getting
the
august
value
numbers,
but
what
I
did
want
to
point
out
is,
if
you
look
at
the
subsequent
page
here,
you'll
see
for-
and
you've
probably
heard,
I
shouldn't
say
just
see-
you've
probably
heard
the
cargo
activity
which
is
good
to
the.
What
we
know
now
up
to
this
point
is
that
cargo
for
the
month
of
august
was
up
actually
up
9.68
comparative
to
august
of
last
year,
so
with
the
audio
manufacturers.
A
Turning
back
on
everything,
we've
actually
seen.
That's
a
pretty
good
improvement
year
over
year
for
a
month,
so
I
think
everybody
heard
heard
the
planes
going
back
over
over
the
last
month.
So
I
think
that's
a
really
good
sign
a
positive
sign
and
I
hope
that
we
can
see
that
continue
into
the
fall,
but
we
did
see
a
robust
return
of
cargo
for
the
month
of
august.
A
Like
I
said
the
previous
report,
it
takes
a
little
while
for
us
to
actually
get
the
cargo
volume
off
that,
but
we
are
showing
that
at
least
the
aircraft
that
were
activity.
The
activity
that
was
coming
to
the
airport
was
was
up
about
ten
percent.
That's.
A
A
You
know
when
you
look
year
to
year
with
with
passenger
traffic,
we're
down
about
27.53,
and
this
is
just
going
back
to
you-
know
who's
using
corporate
aviation
and
hasn't
suffered
as
much
as
the
airline,
because,
obviously
just
with
corporate
by
design.
You
know
you
already
are
have
less
exposure
when
you
start
talking
about.
You
know
potential
fires,
because,
if
you're
in
a
private
aircraft
but
we're
keeping
a
close
eye
on
that,
but
not
as
dramatic
as
as
we've
seen
with
the
passenger
drop.
A
A
And
the
fuel
flow
report
obviously
ties
very
much
hand
in
hand
with
the
aircraft
activity,
so
you'll
see
the
number
once
again
looking
very
similar
with
a
total
of
59
down
year
over
year.
I
did
talk
to
one
of
the
fixed
base
operators
a
couple
of
weeks
ago.
They
said
they
had
their
best
day
of
the
year
because
of
the
cargo
activity.
So
I'm
hoping,
as
these
numbers
start
to
report
in
for
august,
we'll
see
you
know
that
dramatic
improvement
that
we're
seeing
with
the
10
increase
in
aircraft
activity
over
there.
A
So
you
know
the
story
is
getting
better,
which
is
good
slowly
getting
better,
and
I
think
that
we're
out
performing
some
other
airports
that
you
see
in
the
united
states.
F
A
Delinquency
report
here,
you've
seen
that
it's
grown.
You
know,
we've
been
tracking
this
closely
with
the
hertz
corporation
in
particular.
They
are
not
in
the
airport
anymore.
Obviously
they
filed
for
bankruptcy.
A
They
gave
us
notice
that
they
were
leaving
we're
working
with
the
legal
channels
on
that,
because
it
is
a
bankruptcy
filing,
but
hertz
is
no
longer
at
the
airport.
As
far
as
I
know
most
apparently
I
don't
believe
they're
in
laredo,
but
they
may
have
moved
operations
somewhere,
but
that's
that's
something
we
just
have
to
work
through
with
legal,
because
there
is
a
bankruptcy
on
file
with
them.
You'll
see
an
economic
relief
in
here
as
well.
I
do
know
we
have
another
tenant
that
is
notifying
that
they're
leaving
as
well
so.
E
A
Yeah,
so
the
one
here
that
applies
to
the
economic
relief
they
they
stated
that
they're
closing
their
business
permanently.
So
that's
another
thing
that
we
will
be
working
with
legal
on
what
that
looks
like
moving
forward.
So
you
know
it's
it's
about
a
hundred
thousand,
which
you
know
typically
we're.
You
know
we're
on
that.
Thirty
to
forty
thousand
dollar
range
in
a
given
year,
so
you
know
we're
probably
double
going
to
triple
what
we
normally
see,
but
I
think
our
overall
collection,
so
this
is
insignificant
portion
of
our
general
revenue.
E
The
economic
relief
plan
that
you
know
was
recommended
and
approved
by
the
board
the
airport
board
and
then
specifically
by
the
city
council,
definitely
have
helped
the
tenants
with
the
current
pandemic
and
their
the
small
businesses
as
well.
Several
of
them
have
replied
back
and
applied
and
they're
already
in
that
process.
E
So
we're
very
happy
that
we
have
been
able
to
assist
with
that
to
try
and
avoid
having
a
larger
amount
here,
the
109
some
of
them
obviously
like
first
and
mr
linda.
Unfortunately,
it's
just
it's
a
sign
of
the
times
that
they're
they
have
to
file
for
bankruptcy
and
they're
not
going
to
be
here.
I
know
right
now.
We're
working
with
villa
is
also
here
on
this
list,
we're
also
working
with
the
restaurant
concession
to
try
and
give
some
options.
We
we
have
been
working
also
with
city
management.
E
On
the
topic
it
looks
like
we
might
have
a
solution
for
them.
As
you
know,
you
know
just
from
the
reports
alone,
there's
been
there's
passengers
and
and
and
they
have
to
close
for
some
time
so
it
has
affected
their
business
and
they're
a
small
business
owner.
So
definitely
we've
been
working
with
them
to
try
and
get
something
that
will
work
for
them
and
also
for
the
airport
to
continue
offering
services
to
the
passengers.
A
I
hope
so
because
the
thing
about
I
mean
just
even
the
same
vehicle
there
on
the
list,
it's
almost
a
little
bit
disturbing
because
the
fact
is,
I
mean,
there's
their
mainstay
here.
Everybody
knows
they
come
here
to
eat
because
of
them.
I'm
hoping
that
we
can
work
through
this,
because
it's
very
devastation
for
a
lot
of
small
businesses,
yeah
yeah.
I
think
when
we
look
at
it,
you
know
obviously-
and
we
have
the
terminal
improvement
program
coming.
A
A
But
I
think
we
can
find
an
avenue
here
that
is
fair
and
balanced
for
all
parties.
So,
like
elsie
said,
I
think
we
can
come
back
to
some
resolution.
Hopefully
in
the
next
month
here
we've
been
in
communication
with
them
so
yeah,
but
I
guess
what
I
would
just
say
is.
As
we
move
forward
with
the
development
of
the
terminal
improvement
program.
There
are
going
to
be
changes
to
the
facility
itself,
so
there
may
be
some
times
where
we
have
to.
D
D
D
A
A
E
A
Are
we
still
working
on
trying
to
do
any
additional?
I
know
taking
consideration
of
the
situation,
and
I
know
that
automotive
is
a
big
deal
moving
forward,
but
it
doesn't,
it
seems
to
be
flying
through.
It
doesn't
seem
to
be
stopping
and
doing
the
clearance
here
right,
yeah,
and
so
the
sat
program,
as
you
know,
mr
chairman,
you
know,
is
the
opposite.
Direction.
Is
the
pre-clearance
program
into
mexico,
but
we
do
have-
and
we
have
some
distinguished
guests
here-
that
we'll
be
getting
to
in
a
moment
with
aeromar.
A
But
the
intention
right
now
is
we're
putting
together
a
delegation
that
is
going
on
the
first
flight,
with
arrow
mark
to
mexico
city,
to
meet
with
the
new
administrator
general
for
sas
to
particularly
talk
about
that
program
and
what
we
can
do
potentially
to.
A
D
A
It
is
on
four
sectors:
right
of
of
the
economy
of
the
industry,
so
that
conversation
has
been
ongoing,
but
as
staff
has
changed
and
including
the
head
of
that
now
we
are
looking
to
reengage.
That
meeting
should
be
taking
place
october
6th,
but
that
delegation
right
now
should
consist
of
congress
in
cuellar
the
mayor,
the
city
council,
members
airport
staff.
So
I
I
think
we
can
have
that
conversation
because
we
started
again
because
I
do
agree.
I
think
it's
critical
for
us
to
move
forward.
A
I
think
we
have
some
really
exciting
stuff
coming
down
the
road
we
had
the
land
development
rfp
out.
We
had
a
robust
response
to
that
really
good.
We
have
a
selection
committee,
starting
tomorrow,
non-biased
election
committee.
You
know
laredo
edc
economic
development
director
that
those
types
of
groups,
but
some
of
the
exciting
stuff.
I
think
that
we're
seeing
in
those
and
we
haven't
made
a
selection.
A
That
makes
all
that
other
things
sound
attractive.
So
when
we
have
that
private
investment
at
the
table,
I
think
that's
where
we
can
say
to
the
mexican
government
officials.
D
A
Link,
we
have
the
airfield
infrastructure,
and
now
we
have
private
investment
as
well.
That
wants
to
build
you
know,
potentially
distribution,
centers,
etc.
So
I
think
that's
the
exciting
component
that
we
could
see
with
them
at
the
table
and
including
our
partners
with
ups
they've
been
very
forthcoming
and
that
they
want
to
be
a
partner
in
this
as
well.
So
I
think
that
I
think
there's
good
things
coming
on
the
horizon
and
it
just
takes.
You
know,
persistence.
A
A
In
that
market,
but
the
one
thing
that,
if
we
can
expand
beyond
those
four
sectors
or
five,
you
know,
depending
on
whatever
it
is
right
now,
but
to
include
that
individual
market,
where
I
think
would
be
a
big,
bigger
factor
than
just
dealing
with
you
know
the
qualified
right.
The
select
yeah
select
the
proof,
because
I
think
that
e-mart
e-commerce
markets,
a
huge
market
that
we
could
tap
into.
E
I
would
say
to
that,
mr
chairman,
that
I
won't
say
name
of
the
company,
but
they
have
been
here.
They
have
talked
to
that.
I
personally
met
with
them
as
well
they're
aware
of
the
program
they're
very
much
interested
in
in
laredo.
Obviously
they
have
their
their
business
process
that
they
need
to
follow
on
their
hand
that
they
have
to
analyze
but
they're,
very
much
interested
in
participating
and
see
how
it
will
complement
their
logistics
change.
Well,
you
don't.
D
D
D
D
A
Any
way
that
jd.
D
Yeah
I
mean
because
I
I
personally
know-
and
they
don't
know
about
mental
health,
yeah.
A
No,
what
I
would
say
is,
I
know,
with
eileen
at
cvb,
is
doing
a
lot
of
coordination.
Hotel
coordination,
stuff
like.
A
Of
the
group
too,
I
know
that
the
plane's
rapidly
filling
up,
but
if,
if
you're
interested,
you
know
get
in
contact
with
with
elsie
and
she
can
put
you
in
contact
with
eileen
and
we
can
work
the
logistics
because
she's
doing
everything
with
tickets.
D
A
The
what
we're,
what
we're
the
intentions?
The
plan
is
right
now
is
october
5th.
We
would
fly
down,
we
would
have
you
know
something
with
aeromar
that
day
of
october
5th,
or
that
night
of
october
5th
october
6th,
we
would
spend
the
day
with
potentially
doing
something
with
these
meanings,
so
they're
still
being
coordinated
and
then
on
october
6th.
We
would
fly
back
in
the
afternoon
on
paramar.
B
E
We
would
be
back-
I
can
know
by
the
end
of
the
week,
because
there
is
a
lot
of
logistics
that
we
need
to
plan
in
mexico.
For
that
meeting.
D
E
A
And
we
are
working
with
the
mexican
officials
because
they
obviously
they
have
the
same
restrictions
because
of
clovis,
so
those
are
still
ongoing.
We
don't
know
how
many
people
can
can
be
in
one
room
at
a
time,
but
where
we're
leaning
towards
now
is
trying
to
find
more
of
an
open
venue
at
the
hotel
that
we'll
be
staying
at
like
a
ballroom
type
to
maybe
spread
people
out
that
way,
we
can
get
more
people
into
the
room
so
but
those
logistics
aren't
going
to
the
background
but
yeah
at
lt's
point
if
you're
just.
A
D
A
According
to
the
plans
and
according
to
the
specifications,
thank
you
appreciate
that
and
then
next
up,
mr
chairman,
we
have
a
presentation
by
rsnh
and
our
land
youth
plan.
I
know
we
have.
Oh
man
amanda.
I
always
put
your
last
name.
Oh
crownley,
amanda
with
rsh
and
daddy,
is
on
as
well
amanda
I'll
take
it
over
to
you.
If
you
want
to,
I
know
ashley,
if
you
have
the
presentation
or
if
amanda
is
controlling
that,
if
we
could
pull
it
up,
it's
a
about
our
land
use
plan.
A
Everybody
doesn't
hear
something
that's
approved
by
the
board
that
we've
been
working
on
over
the
last
year.
We
had
the
public
outreach
and
now
we're
at
you
know
the
tail
end
of
the
plan
becoming
you
know,
public
something
we
wanted
to
present
to
the
board
and
then
moving
forward
to
the
city
council.
So
can.
D
I
Okay,
I'll
go
ahead
and
and
kick
it
off
here
and
then
john
and
I'll
show
the
tag
team
so
good
afternoon.
Everybody
thank
you
for
giving
us
a
few
minutes
of
your
time
to
to
go
through
this
project.
I
don't
think
I
don't
think
we've
presented
on
this
one
before
I
just
want
to
start
off
by
saying
you
know
kudos
to
the
support
staff
for
being
really
proactive
with
this
taking
this
on.
It's
always,
you
know
a
fun
and
interesting
and
sometimes
risky.
I
You
know
project
when
you
want
to
take
things
out
to
the
public
when
it's
sensitive
information
to
them
about
their
homes
and
noise
and
all
those
other
sort
of
related
things.
So
you
know
the
airport's
been
a
fantastic
job
with
the
their
noise
mitigation
program
faa
and
that
has
allowed
them
the
opportunity
to,
as
you
all
know,
to
acquire
parcels
of
land
that
most
of
us
tend
to
think
it
was
off
their
property.
So
actually,
if
you
don't
mind
next,
like
this.
I
Part
of
what
we
thank
you
part
of
what
we
look.
What
we
looked
at
for
the
overall
development
of
land
use
options
around
the
airport.
We
we
needed
to
take
into
consideration.
We
looked
at
you
know
what
are
what's
the
economic
drivers
for
the
airport,
with
the
exciting
news
of
cvp
aaron
marine
coming
in
and
then
all
of
this
very
integrated.
That's
my
point.
I
This
is
very
integrated
between
range
development
plan
and
the
rsp
project
that
jeff
jeff
just
alluded
to,
because
there
are
seven
individual
properties
within
within
the
airport
fence
line
within
the
airport
boundaries
of
what
most
people
don't
have
an
airport
property,
but
we're
also
looking
at
looking
at
the
rfp,
so
we're
being
sensitive
to
the
fact
that
that
all
of
these
are
related
in
some
formal
fashion,
overall,
just
making
sure
that
we're
looking
for
the
highest
and
best
use
for
all
of
the
airports
and
properties,
so,
whether
they're,
those
that
are
included
in
the
rfp,
I'm
again
excited
about
the
cbp
and
op
center,
as
well
as
the
rehearsals
that
are
far
beyond
the
boundaries
of
the
airport
fence
line.
I
A
If
I
could
amanda
just
real
quick
on
that,
the
airport
has
initiated
monthly
phone
calls
with
the
federal
government
on
this
particular
project.
We
spoke
last
month
and
everything
is
working
like
clockwork
with
them.
They
selected,
or
they
were
supposed
to
select.
I
haven't
heard
either
way,
but
they
were
supposed
to
select
their
a
e
on
the
fourth
of
this
month.
A
So
this
should
happen
last
week
and
then
the
a
and
e
will
start
monthly,
more
more
than
probably
bi-weekly
meetings
for
coordination
on
the
design
of
the
facility
itself,
so
that
that's
moving
along
very
nice,
and
I
think
that
the
coordination
that
we've
been
having
with
them
they've
been
real,
responsive
to
us
as
an
airport.
So
it
looks
like
it's
gonna,
be
a
really
good
project,
so
I'm
sorry
amanda.
I
just
wanted.
I
Here
is
all
of
the
parcels
that
were
included
in
the
rfp
as
a
point
of
reference,
the
cdp
area
that
we
just
showed
you
is
up
there
between
partial
c
and
e,
and
what
we
were
showing
here
as
part
of
the
rfp
process
are
potential
uses.
You
know
the
the
great
thing
about
going
through
the
rfp
process
is
that
we
get
to
solicit
everybody
else's
best
ideas,
and
so
we
thought
when
we
coordinated
this
with
the
airport.
I
We
thought
this
might
be
a
good
idea
for
this
location
versus
that
location,
and
so
we
kind
of
put
some
nuggets
of
information
out
there
for
the
proposers
to
think
about,
but
we
were
very,
very
clear
in
the
rfp
process
that
it
was
open
to
to
their
discretion
their
ideas,
what
they
thought
the
market
could
bear,
etc.
So
this
is
a
depiction
of
all
the
areas
around
the
airport
that
will
be
in
the
rfp
and
the
next
slide.
Please.
A
Well
and
if
I
could
amanda
real
quick
on
this
slide,
in
particular,
rsnh
wrote
the
rfp
for
us
and
we
had
a
really
good,
robust
response.
We
had
it
out
for
three
months.
We
we
spent
it
around
locally
and
they
sent
it
around
nationally.
We
said
it
around
around
the
globe,
but
we
did
in
person
site
visits.
A
You
know
we're
working,
obviously
with
the
restrictions
that
we
have
with
covet,
but
we
had
six
respondents
we're
going
through
that
right
now,
like
I
said
with
a
non-biased
selection
committee
to
go
through
what
this
looks
like,
but
there
is
some
very
attractive
responses
in
there.
A
So
I
hope
next
month-
hopefully,
if
not
maybe
the
month
after
that-
but
I
hope
next
month
we'll
have
a
recommendation
to
this
board
on
the
direction
to
go
for
these
parcels,
but
there's
some
very
exciting
stuff
in
there
realistic
stuff,
I'm
talking
within
the
next.
You
know
two
starting
this
party
this
next
year,
then
next,
two
to
five
years:
significant
development
on
the
airport.
So
it
was
the
best
response.
I've
ever
seen
to
a
land
use
development
rfp
in
the
seven
airports.
A
I've
been
in
so
kudos
to
rsnh
for
how
they
wrote
it
and
thank
you-
and
I
think
it's
exciting
for
everybody
on
this
call,
because
I
think
it's
gonna
open
up
some
really
good
opportunities.
I
Yeah,
it's
a
testament
to
the
economic
generator
that
the
airport
really
is,
and
the
recognition
of
everything
that
they've
been
doing
with
the
growth
and
development
there,
just
like
the
passenger
members
recovering
faster
than
other
airports,
you're
spot
on
with
that
death
compared
to
what
we've
seen
across
the
industry.
So
yeah,
it's
really
exciting.
We're
I'm
looking
forward
to
finishing
up
that
process
with
them
and
seeing
about
how
close
next.
I
Time,
okay,
so
this
is
where
we
integrate
in
with
the
language
development
plan.
So
there's
there's
all
the
parcels
that
we
just
referenced
in
the
rfp.
At
this
point,
john's
gonna
spend
a
couple
of
minutes.
I
know
we
want
to
be
respectful
of
your
time
on
the
purpose
of
the
ladies
development
plan,
and
you
know
we're
going
with
that.
J
E
J
Yes,
alrighty.
Thank
you
so
yeah
as
amanda
said
that
this
this
ties
in
nicely
with
with
what
we
just
talked
about
on
the
rfp
parcels,
just
to
write
a
quick
overview
on
on
exactly
what
is
the
land
use
development
plan
and
to
be
clear.
What
we're
really
talking
about
here
is
the
it's
not
typical
what
you
think
of
airport
property,
it's
the
property,
that's
beyond
defense,
beyond
the
fence
non-airport.
J
So
when
you
get
into
it,
it's
going
to
be
the
the
businesses
and
the
other
parcels
that
the
airport
currently
owns.
So
what
it
really
does
for
you
is
it
creates
there
your
it's
the
city's
strategy
for
for
that
development.
It's
really
the
long-term
road
map
of
how
you
really
develop
your
land
and
transition
your
land
into
in
this
case,
or
in
some
cases,
depending
where
you're,
at
with
the
airport
into
more,
could
be
noise
compatible
or
just
land
use
compatibility
uses
and
which,
which
we'll
talk
about.
J
It
provides
a
logical
approach
to
guide
that
development,
really
we're
talking
about
just
the
priority
priority
of
that
land
and
those,
very
importantly,
it
provides
the
opportunity
for
modernization,
optimization
enhancement
and
the
safety
of
the
community
in
the
airport,
and
this
gets
into
that
that
land
use
compatibility,
as
you
can
imagine,
as
you
with
aircraft
flying
overhead,
you
want
to
be
noise
compatible
the
closer
you
are
to
the
airport,
but
as
you
go
further
away
from
the
airport
and
more
adjacent
to
those
already
existing
residential
areas,
you
need
to
be
land
use
compatible
as
well
to
those
uses
and
be
very
balanced
in
that
approach.
J
So
the
modernization
comes
from
land
use,
compatibility
and
also
in
the
framework
of
what
that
of
that
plan
is
the
framework
that
guides
development.
We
will
conclude
with
the
development
standards
and
architectural
standards
that
that
that
guides,
what
that
development
should
be
basically
for
to
create
zones
or
a
a
an
airport
property
district.
J
J
A
quick
overview
on
the
process-
and
this
is
these-
are
similar
boards
that
if
you
attended
the
workshops
that
we
did
provided
these
boards
at
this
point,
we're
we've
kind
of
gone
through
that
process.
That
we'll
show
the
study
area
here
on
the
next
slide.
As
mentioned,
it's
the
all,
the
airport
property
or
most
airport
problem.
J
That's
outside
that
fence,
going
through
those
brainstorming
sessions
with
the
airport
talking
to
the
community
in
the
public
workshops
and
going
through
that
alternative
process
and
we're
to
the
point
now
where
we
will
show
you
at
the
end
here
a
draft
of
a
recommended
plan
for
at
least
for
the
for
the
west
side
and
hopefully
very
soon
be
able
to
submit
that
to
the
airport
for
their
review.
J
And
then
we
can
move
on
to
that
last
step
of
moving
into
how
to
talk
about
phasing
and
then
talk
about
the
actual
adoption
of
a
plan.
Next
slide.
Please.
J
So,
there's
all
the
parcels
that
we
looked
at
just
to
orient
you,
because
it's
a
little
bit
different
than
the
the
previous
slides
north
is
to
the
left.
J
So
up
toward
the
top
here
is
bob
bullock
loop,
so
where
the
terminal
area
is
and
then
off
to
the
the
right
side
where
it
says
in
between
east
parcels
and
south
partials,
that's
where
saunders
would
come
down
south
side
being
most
of
that
residential
area
on
the
other
side
of
saunders.
J
There
all
the
way
to
clark
and
then
on
the
west
side
from
the
airport
property
from
there
from
the
ramp
area
and
those
aeronautical
uses
there
all
the
way
down
to
basically
bartlett
where
it
then
turns
and
transitions
into
a
residential
area.
J
But
as
you
can
imagine
the
what
the
process
would
be
to
try
to
think
about
how
you
try
to
transition,
especially
in
those
areas,
to
a
more
compatible
situation
from
noise,
but
we
need
to
go
through
those
studies.
First,
on
the
west
side
and
as
amanda
alluded
with
with
the
and
jeff
said,
with
the
robust
attention
to
those
rfp
parcels.
J
G
J
Said
a
zone
or
a
district
of
what
that
feel,
would
be
for
your
for
your
west
side,
land
use
development
next
slide.
Please.
J
So
a
culmination
of
all
the
all
the
work
to
date
and
then
just
focusing
honing
in
on
that
west
side
right
now,
looking
at
you
know
what
this
long-term
land
use
development
plan
could
be
as
a
preferred
option
and
again
tying
it
back
to
it
really
comes
down
to
land
use
compatibility.
J
J
Are
opportunity
for
air
will
support
type
uses
or
very
light
industrial
type
pieces
or
things
that
could
correspond
or
or
or
play
nicely
is
an
adjacent
use.
Typical
usage.
You
want
those
users
to
be
further
away
from
the
residential
areas
and
it
doesn't
necessarily
mean
you
expand
your
fence
or
they'll,
but
they
don't
necessarily
need
to
be
through
the
fence
operations
or
have
direct
airfield
access,
but
they
like
to
be
airfield.
J
Access
adjacent
type
type
uses
next
layer
down.
J
Next
slide,
please,
I
wanted
to
conclude
with
you
know,
as
we
tie
everything
together.
It
goes
beyond
just
just
a
plan.
As
I
said,
it's
really
a
road
map.
The
development
standards
provides
not
only
the
development
plan
of
what
the
intent
of
the
long-term
road
map
land
use
is
and
how
you
kind
of
transition
that
land,
but
also
kind
of
provides
that
architectural
standards
and
that
vision
to
developers
coming
in
of
what
things
could
look
like
the
this.
J
This
gives
it
a
reality
and
a
feel
because
it
goes
beyond,
as
I
said,
just
the
airport.
Yes
toward
the
toward
the
airport
side
you're,
you
have
airport
hangar
and
development,
but
as
you
drive
through
this
zone,
this
is
a.
This
is
something
that
you
and
the
residents
are
going
to
see
on
a
daily
basis
and
it
becomes
more
of
an
integrated
airport
district,
whether
it
be
their
light,
industrial
use
or
mixed
mixed
retail.
J
What
your
office
space
could
look
like
and
even
the
opportunities
they
said
for
you
know
some
opportunities
for
higher
density,
residential
or
mixed
use,
especially
located
right
on
bartlett,
which
would
be
adjacent
to
already
residential
areas.
A
And
if
I
may
had
a
two
conversation
here
with
this
when
we
started
the
landings
development
plan-
and
I
know
vice
chair
alonso-
this
has
been
something-
that's
definitely
been
high
focus
for
you
with
those
western
parcels
over
there
in
development.
A
You
know
this
gives
us
the
road
map
along
complementing
with
the
rfp,
to
show
that
development
I
like
to
think
of
it
as
kind
of
your
anchor
store.
You
bring
that
development
in
and
then
you
you
go
from
there
when
you
see
that
investment
into
the
properties
over
there.
You
know,
unfortunately,
through
you,
know
the
budget
meetings
with
with
city
council.
We
didn't
have
an
opportunity
really
to
tell
kind
of
our
side
of
the
story
with
this,
but
you
know
what
I
would
ask
as
as
boards
that
you
know
the
support.
A
For
you
know
our
land
use
development
plan.
You
know
there
was
a
motion
about
selling
all
airport
property
as
your
airport
director.
What
I
would
caution
on
that
is.
I
have
worked
for
airports
that
don't
have
revenue
sources
most
especially
airports
this
size,
but
the
majority
of
airports
now
in
the
united
states
receive
a
good
amount
of
their
revenue
through
non-aeronautical
development
properties.
So
it's
it's
a
process
with
the
faa
faa
as
a
partner
with
us,
the
regulatory
compliance
over
us,
but
you
know
as
we
work
together.
A
Those
land
leases
is
what
keeps
the
airport
self-sufficient
and
what
keeps
the
airport
away
from
taking
from
taxpayers.
The
airport
doesn't
do
that
today
in
the
past.
A
I
know
there
were
some
occasions
where
it
did,
but
keep
in
mind
that
money
was
always
paid
back
up,
but
today
the
airport's
self-sufficient,
and
so
when
you
look
at
some
of
the
other
motions
that
we
have
in
here
and
how
successful
alejandro
and
elsie
have
been
with
discretionary
funding
with
the
faa,
it's
important
to
remember
that
9010
split,
you
know
if
we're
getting
10
million
dollars
here
at
the
airport,
we
have
to
come
up
with
a
million
dollars.
Just
you
know.
For
instance,
I
worked
in
stockton,
california
and
that
airport
was
not
self-sufficient.
A
Go
to
the
taxpayers
for,
or
you
know,
contributing
matching
grants
and
you
can
bet
how
much
a
taxpayer
wants
to
give
a
million
dollars
to
an
airport,
especially
you
know,
if
you're
not
flying
out
of
it
or
or
whatever
the
conversation
may
be,
but
really
with
our
aeronautical
plan
or
non-aeronautical
plan.
It's
what
allows
the
airport
to
continue
to
invest
into
infrastructure
to
do
those
projects.
A
You
know
here
with
with
sat
with
cbp,
you
know,
so
I
I
would
ask
you
know,
take
this
and
digest
it
that
you
think
about
the
plan
that
we're
looking
towards
moving
forward.
That
there's
been
some
very
exciting,
tangible,
real
stuff
in
this
rfp
that
hopefully
we'll
be
showing
a
a
presentation
to
you
next
month
on
and
then
also
we've
been
having
conversations
with
a
non-aeronautical
tenant.
A
Those
are
still
kind
of
discreet
because
it's
still
unfolding,
but
that
could
be
also
very
attractive,
so
we're
moving
in
the
right
direction.
This
is
the
road
map,
but
I
just
wanted
to
give
some
context
because,
like
I
said,
we
weren't
really
able
to
get
that
down
to
city
council
for
the
budget
meetings,
but
to
just
kind
of
tell
our
side
of
the
story
and
why.
I
think,
as
your
airport
director,
it's
important
for
us
to
maintain
these
assets,
because
land
leases
is
where
we
make
our
money
landlines.
A
E
I
would
add
to
mr
miller's
piece
that
it
also
helps
us
by
having
non-aeronautical
properties,
not
just
obviously
given
a
revenue
source,
but
also
in
turn,
helps
us
to
provide
to
companies
like
the
airlines
that
you
see
here
today.
Very.
D
D
E
E
So
I
think
that
has
contributed
to
the
success
that
we
have
right
now,
even
during
a
pandemic,
when
most
airports
are
losing
air
service
and
and
maybe
either
altogether
or
or
a
combination
of
minimal
we've
been
able
to
successfully
keep
all
of
our
airlines,
but
also
even
offer
more
than
the
customary
the
minimum
dlt
requirement.
So,
and
so
I
think
that
you
know
bear
in
mind
all
those
things
that
there's
a
bigger
picture
that
needs
to
be
seen.
A
Right
yeah,
the
structure
very
much
complements
itself,
so
each
one
component,
maybe
the
non-aeronautical
properties,
aren't
by
name
aeronautical
base,
but
they
support
the
aeronautical
activity
that
elsie's
going
to
allow
us
to
give
better
user
fees
and
then
still
offer
that
that
product
and
that
service.
So
you.
A
You
know
we're
putting
things
in
motion
to
improve
here
at
the
airport,
but
as
much
as
you
can
to
help
champion
that
message,
I
would
appreciate
it
because
it
does
keep
the
city's
asset.
The
community's
asked
that
healthy
and
survivable,
where
I've
seen
too
often
where,
if
you
start
to
dismantle
part
of
that
structure,
the
whole
thing
starts
to
not
work
any
questions
on
any
of
that.
I
While
you
ponder
questions
I'd
just
like
to
to
reiterate,
emphasize
those
statements
there
that
diversifying
your
tenant
base,
you
know,
especially
during
uncertain
times,
is
a
fabulous
way
to
be
able
to
to
make
sure
kind
of,
like
your
portfolio
or
a
financial
portfolio,
just
making
sure
that
you've
got
all
your
nurses
covered.
But
it
also
gives
you
an
opportunity
to
show
a
potential
developer
that
you
may
not
want
to
have
as
a
tenant
that
gives
higher
and
better
use
already
dedicated.
I
A
Well,
thank
you,
john,
and
thank
you
amanda
no
questions
on
that
on
mr
chairman,
I
think
it'd
be
a
perfect
segue
to
what
else
he
alluded
to
most
airports
in
this
country,
we're
probably
the
only
airport
that
is
announcing
an
inaugural
international
flight.
So
I'd
like
to
welcome
juan
and.
E
H
A
H
Right
so
we
were
founded
on
more
than
30
years
ago,
so
we've
been
flying
a
lot,
and
one
of
the
most
important
thing
is
that
we
have
been
flying
all
the
time
and
interrupted.
So
we
are
the
longest
ellen
mexico.
So
we
are
proud
of
that.
We
are
the
the
most
of
the
leading
mexican
land
in
regional
flight,
and
so
we've
been
there
for
a
while,
and
we
are
going
to
be
there
for
you
and
right
now
we
are
connecting
laredo.
So
we
are
very
happy
and
very
excited
about
this
slide.
H
One
of
the
thing
is
that
we
have
almost
one
million
passengers
per
year.
This
was
what
we
were
going
to
hit
this
year,
except
for
the
situation
right
now,
but
hopefully
next
year
we
will
be
getting
a
1
million
passengers
and
we
have
22
national
routes
right
now.
We
are
flying
only
16
of
them
because
of
the
kobe
situation.
As
you
know,
all
the
the
traffic
are
being
low,
so
we
are
picking
the
routes
we
are
going
to
fly,
so
ladado
is
going
to
be
our
17th
round.
A
E
A
You
guys
see
elizabeth
has
a
very
nice
spoilage
behind
her.
D
D
D
H
H
So
one
of
the
things
we
do
is
that
our
type
of
plane,
that
is
a
turboprop
technology,
gives
that
experience
to
all
the
passengers.
The
first
one
is
that
they
fly
at
twenty
thousand
feet.
So
this
allow
us
to
see
a
spectacular,
magnificent
view
of
all
mexico
and
all
the
flight
you
are
having
from
mexico
to
laredo
before
even
getting
to
your
final
destination.
This
is
one
of
the
most
important
things
I'm
peculiar
of
this
type
of
flight.
H
It
consumes
50
percent,
less
of
contaminants
for
each
passenger
for
each
kilometer
versus
a
shed
plane.
So
this
the
most
eco-friendly
technology
plane
in
the
world-
and
they
are
relatively
new-
they
are
have
only
been
operating
as
an
average
for
three
years.
So
we
are
the
most
modern
fleet
in
mexico,
and
this
is
also
one
of
the
reasons
to
fly
with.
B
G
D
H
H
So
we
have
10
atr,
600,
serious
haircut,
7
on
of
the
72
model
and
3
of
the
42
models.
These
are
48
and
72
passengers
and,
as
I
told
you
with
the
average
age
of
just
three
years,
this
is
the
most
modern
fleet
in
mexico.
The
next
one
that
is
river
house
is
also
very
farther.
It
has
five
years
and
then
you
can
go.
H
Let's
go
to
the
next
one.
Please,
to
see
some
of
the
pictures
and
of
what
sheffield
was
telling.
If
you
see
the
interior
of
the
cabin
you
can
fit
your
carry-on
luggage,
it
fits
perfectly.
They
are
really
comfortable
and
the
plane
is
is
good.
Looking
I
really
love
it,
but
the
most
important
picture
of
that
is
the
technology.
H
If
you
can
see
the
cockpit,
the
technology
is
the
same
as
the
a350
no
nervous,
because
atr
is
a
company
that
depends
from
irva.
It's
just
a
part
of
that
company,
so
it's
the
most
modern
technology
on
all
the
airplanes.
It
has
nothing
to
empty
to
any
other
option.
That
is
big
and
we
are
going
to
see
a
video
of
atr.
Please
two
more.
H
H
H
H
D
H
Okay,
you
so
you
can
have
coke,
you
can
have
juices
and
also
you
can
have
beer,
tequila,
whiskey
and
some
of
other
alcoholic
drinks.
The
situation
is
also
free
of
charge
and
the
carry-on
luggage
is
up
to
10
kilograms.
It's
also
free
of
charge.
I
don't
know
why,
because
normally
it
used
to
be
free
of
charge
on
airlines,
but
not
right.
Now.
Now
they
are
charging.
A
A
H
H
H
H
These
are
the
international
agreements
we
have
with
all
the
companies
and,
as
you
can
see,
united
are
in
the
head.
They
are
bigger
because,
with
united,
not
only
is
the
crochet
agreement,
but
also
the
mileage
class
program
that
we
are
added
on
and
which
intersect
is
a
new
bilateral
cultural
agreement
that
we
have
so
you
can
reach
more
destinations
and
the.
H
H
Honest
if
we
can
go
to
the
next
one,
please
this
is
our
network
right
now.
The
dark
blue
is
our
operating
flight
and
the
light
blue
are
the
intersect
connections,
so
visually
we
can
go
from
here
to
from
a
little
to
mexico
and
then
connect
to
everywhere
in
the
country
in
mexico
can
go
to
cancun
to
tijuana
or
to
any
other
destinations
that
are
really
beautiful.
H
As
you
can
see,
we
are
going
to
fly
three
times
per
week,
monday,
wednesday
and
fridays.
You
can
see
the
schedule
over
there
and
we
are
starting
on
the
5th
of
october
and
the
most
important
question:
how
can
we
keep
safe
while
traveling?
If
we
can
go
to
the
video?
Please
it's
going
to
be
three
more
clicks.
D
D
D
H
As
you
can
see,
we
have
all
the
measures
we
have.
We
keep
the
the
safe
distance
between
all
the
passengers.
We
give
you
hell
in
each
of
our
point
of
contact
and
the
most
important
thing
is.
We
have
gone
digital
either.
You
do
the
check-in
before
you
go
to
the
counter
or
you
go
to
the
counter
in
the
counter.
You
can
ask
for
your
for
your
checking
or
your
boarding
pass
digitally
and
it
will
be
sent
to
your
email.
H
This
is
one
of
the
of
the
nicest
thing
we
have
done
and
also
when
you
get
to
the
last
part
of
the
boarding
we
are
going
to
give
you
access
to
the
scanner,
so
you
can
put
your
own
device,
we
do
not
touch
your
device,
so
you
can
feel
free
and
safe.
If
we
go
one
more
slide,
please
we
have
in
each
slide
all
the
information.
This
is
on
our
website.
H
Www.Aroma.Mx
slash
covet.
We
have
all
the
information
and
all
the
actions
please
we
can
go
to
the
to
the
end
of
the
part,
as
we
can
see
in
the
video.
If
you
have
any
questions,
be
free
to
answer
them,
but
can
we
go
with
another
slide?
Please
and
another
and
another
another,
as
you
can
see,
are
all
the
actions
in
each
part
of
the
journey
for
the
customer
is
what
we
saw
in
the
video
explained
in
each
part,
and
you
can
see
that
in
the
india
remarkable.
H
Of
course
we
clean
the
last
one
we
are
starting
aside.
As
I
said,
on
the
5th
of
october,
we
have
a
promotional
rate.
We
extended
this
promotional
rate
in
the
first
flight,
so
you
can
buy
it
from
149,
including
taxis,
on
one
way.
This
is
available
in
our
website
and
at
your
referral
agency.
So
you
can
buy
it
right
now
and
actually
say
the
the
planes
are
filled
in
right
now
they
are
coming
full.
So
we're
very
happy
to
do
this
fight
and.
A
A
But
if
please,
if
you,
if
you
can
attend,
please
do
if
you're,
not
you
don't
plan
on
attending
the
trip
at
least
come
and
just
be.
A
You
know
a
little
press
conference
and
everything
here
and
we'll
actually
work
and
get
something
on
your
calendars
just
to
attend
at
the
airport
so
choose.
We
would
be
honored
to
have
anybody
on
the
board.
Please.
E
Yes
and
then
tickets,
as
foreign
mentioned
tickets
are
on
sale
already
and
they're
doing
really
good
and,
and
if
for
those
of
you
that
are
not
familiar
with
their
website,.
H
E
H
E
Dot,
mx
or
also
through
the
airport's
website.
We
also
have
their
information
already
posted
and
available.
So
it's
already
been
updated
and
playlord.com.
E
A
D
D
E
Obviously
kobe
happened
and
it
put
a
kink
on
on
how
we
market
that
and
how
we
go
about
it.
But
if
you
drive
today
through
laredo,
you
should
already
start
seeing
in
the
billboards
around
town-
it's
already
posted
in
all
the
billboards
and
all
over
social
media.
We
are
advertising
it
as
well.
Educating
the
public
that
the
service
and
tickets
now
are
on
sale.
E
D
E
Wants
to
go
to
mexico
city
to
the
cathedral,
but
you
should
be
able
to
start
seeing
kids
getting
calls.
That's
happening,
we're
also
promoting
it
in
mexico
as
well,
for
those
that
might
need
to
travel
to
do
business
in
laredo
or
that
need
to
come
to
laredo
we're
also
having
a
market
where
I
have
a
partnership
with
laredo
convention
and
visitors
bureau.
E
We
have
weekly
costs
with
them
and
idle
math
twice
a
week
pretty
much
every
every
week
to
make
sure
that
we're
following
through
from
here
until
the
launch
and
then
subsequently
thereafter
we're
going
to
continue
to
promote
it.
So.
A
And
we,
you
know,
we've
like
with
the
messaging
that
we've
had
all
along
and
up
to
this
point,
there
has
been
no
restrictions
on
air
travel,
the
same
that
there
has
been
at
the
bridges,
so
the
restrictions
that
you
see
on
border
crossings
that
happen
at
the
bridge.
None
of
that
applies
to
air
travel.
A
That
has
not
changed
at
all.
So
it's
important
to
keep
in
mind
that
you
know
when
you
travel
there's
the
added
safety
features,
but
there's
no
restrictions
from
the
us
government
or
the
mexican
government
on
air
travel
at
all.
So
it's
as
as
as
much
as
I
can
say
it's
as
normal
as
it
can
be
for
air
travel,
there's
no
extra
restrictions
on
anything
with
air
travel.
So
keep
that
in
mind
too.
A
As
as
we
look,
you
know
we've
given
that
message
we're
here
when
you're
ready,
but
I
think
it's
important
for
people
because
they
do
see
a
way.
I
thought
there
was
restricted
travel
right
now
with
mexico.
None
of
that
applies
to
air
travel.
It
hasn't
up
at
all.
It's
never
been
put
in
place
and
there's
no
intentions
right
now
to
have
it
in
place
about
coming
back.
They
don't
require
you
going
forward
or
anything.
B
From
elizabeth,
congratulations
to
aromas,
the
city
of
laredo,
and
especially
therapeutic
for
working
hard
on
this
much
needed
service.
The
videos
made
me
want
to
travel.
D
E
He's
actually
the
project,
lee
architect
or
the
terminal
improvement
program
that
we're
putting
together
so
he's
they're
gonna
start
seeing
him
more
often.
A
E
A
So
this,
mr
chairman,
is
considered
a
recommendation
to
the
mayor
and
city
council
to
authorize
the
city
manager
to
amend
the
civil
radio
fiscal
year,
2020
airport
construction
fund
budget
to
accept
and
appropriate
the
texas
department
of
transportation
aviation
division
under
the
routine
airport
maintenance
program
ramp
in
the
amount
of
50
000
for
the
purpose
of
airside
and
landside
maintenance
at
the
laredo
international
airport.
The
city's
local
budget
match
is
in
the
amount
of
50
000
is
available
in
the
airport
construction
fund
budget.
The
total
project
cost
is
100
000..
A
This
is
the
typical
grant
that
we
receive
from
txdot
every
year.
As
we
know,
txdot
is
not
heavily
involved
with
texas
airports,
but
every
year
we
receive
50
000
for
them
for
airfield
maintenance
improvement
project
and
we
have
to
match
that
with
fifty
thousand
fifty
thousand
dollars
so
just
normal
normal
year,
normal
business
procedure,
nothing
special
about
it.
D
D
E
A
Anybody
like
to
make
a
motion
of
this.
C
A
The
term
of
the
agreement
is
for
three
years
commencing
on
august
1st
2020
and
ending
july
31st
2023,
notwithstanding
anything
to
the
contrary,
as
an
incentive
for
new
air
service.
The
city
agrees
to
waive
100
of
the
airline's
landing
fees
and
fisb
obligation
for
the
first
12
consecutive
months
of
airline
flights
to
laredo
international
airport.
A
Further
in
the
months
13
through
24
of
airline
flights
to
laredo
international
airport,
airlines
landing
fee
and
fisb
obligation
shall
be
reduced
by
75
marketing
campaign
in
the
amount
of
150
000
will
be
provided
by
the
airport
for
establishing
and
advertising
direct
flight
services.
The
laredo
convention
and
visitors,
bureau
and
other
city
entities
will
also
advertise
the
flight
service
as
part
of
their
normal
marketing
responsibilities.
A
A
So
it's
a
standard
procedure
because
we
don't
see
it
too
often,
but
it's
it's
in
an
approved
document
already
and
the
funding's
gonna
come
from
where
from
the
so
it's
it's
waivers.
It's
way.
If
we're
basically
waiting
at
that
and
a
hundred
fifty
thousand
is
permitted.
E
A
The
marketing
component
of
it
and
then
the
the
waiving
of
of
the
landing
fee,
those
are
just
not
revenue
that
wouldn't
come
to
the
facility,
but
the
incentive
that
we
see
with
bringing
in
new
airlines
you're
talking,
you
know,
potentially
the
ancillary
stuff,
the
concessions,
the
parking
things
that
go
along
with
more
passenger
activities.
This
is
the
standard
for
airports.
This
is
a
proof
document
already
have
in
place
for
an
incentive
agreement.
We
just
haven't
used
it
as
often
because
we
don't
bring
it
up.
D
H
Anybody
I
know.
E
Second,
by
mr
navarro.
A
A
Huge
gear
from
the
city
after
you
have
this
one
here
and
I'm
hoping.
I
really
hope
that
this
is
a
huge
success,
because
it's
well
needed
and
it's
something
that
we're
really
looking
forward
to,
and
hopefully
we
can
pass
it
off
to
especially
the
international
trade
industry
to
move
forward
and
have
our
clients
fly
direct
and
move
forward
with
that.
So
I'm
really
looking
forward
for
future
success,
especially
in
the
next
24
months,
because
we
can
sit
to
see
how
our
dividends
will
come
back
afterwards.
D
F
Okay,
anybody
like
to
pick
a
vote
before
all
in
favor
all
right.
H
A
Chairman
number
three
is
to
consider
a
recommendation
to
mayor
and
city
council
to
authorize
the
city
manager
for
ratification
of
submittal
for
grant
application
to
the
federal
aviation
administration
and
the
estimated
amount
of
10
million
485
466
for
the
laredo
international
airport
and
authorizing
the
city
manager
to
execute
all
necessary
documents
resulting
from
the
award
if
offered,
amend
and
appropriate
airport
construction
fund
budget.
The
purpose
of
this
grant
is
to
provide
funding
for
the
rehabilitation
of
cargo
apron
phase.
14.
A
no
local
match
is
required.
100
funded
by
faa
total
project
cost
is
approximately
10
million
485
466.
a
huge
kudos
to
both
alejandro
and
elsie.
For
this,
I
think
when
you
look
at
this
year,
especially
the
9010
has
been
weighed
for
2020
as
part
of
the
cares
act.
So
if
this
grant's
successful
it's
going
to
be
a
huge
amount
of
money,
discretionary
funding,
I
think
the
important
thing
to
keep
in
mind
an
airport.
This
size
is
really
only
guaranteed
about
1.6
million
dollars
a
year.
So
everything
that
you
see
here
is
discretionary.
A
It's
at
the
discretion
of
the
faa,
and
I
think
it
really
speaks
to
their
relationship
with
with
the
federal
government
and
what
they're
able
to
do,
and
this
will
be
another
direct
investment
into
the
cargo
ramp,
which
once
again
goes
to
that
larger
collective
picture
of
enhancing.
What
we
need
to
do
here
with
with
sad
e-commerce
and
everything
that
goes
along
with
it,
because
you
need
the
space
right
for
the
aircraft
and
you
need
to
have
an
ample
and
you
need
to
have
it
reconstructed
and
nice.
E
C
E
Oh
yeah,
the
next
one
will
here
yeah
this.
The
combination
of
these
two
items
will
be
100:
complete
reconstruction
of
the
of
the
west
side,
cargo.
So
no
more
air,
force-based
quality
statement
of
six
inches,
so
beautiful.
A
A
Mr
chairman,
number
four
as
elsa
aleutu
goes
hand
in
hand
with
us
consider
recommendation
to
the
mayor
and
city
council
to
authorize
the
city
manager
for
ratification
of
submittal
for
grant
application
to
the
federal
aviation
administration
and
the
estimated
amount
of
5
million
393
884
for
the
laredo
international
airport
and
authorizing
the
city
manager
to
execute
all
necessary
documents
resulting
from
this
from
the
award,
if
offered
amend
an
appropriate
airport
construction
fund
budget.
The
purpose
of
this
grant
is
to
provide
funding
for
the
rehabilitation
of
cargo
apron
phase
15.
A
the
city's
local
match
is
in
the
amount
of
599-321
it's
available
in
the
airport
construction
fund.
Total
project
cost
is
approximately
five,
nine
nine
three
two
zero
five,
so
five
million
nine
hundred
ninety
two
thousand
two
hundred
five
dollars,
another
big
kudos.
If
you
look,
I
think,
on
this
year,
we're
on
track.
Is
it
33
million
total
33
million
in
faa
funding
in
one
year,
35
million
in
one
year
once
again
guaranteed
1.6
million?
It's
a
huge
win.
A
A
So
it's
going
to
be
once
again
a
huge
benefit
for
the
cargo
complex
over
there
to
what
healthy
has
said
earlier
finish
that
project
completely
100
rehabilitated
ramp
and
at
the
end
of
this
full
construction,
we'll
be
able
to
fit
37
boeing
767
aircraft
in
conjunction
with
one
another
which,
if
you're
not
in
aviation,
not
like
me,
it's
a
large
plane.
So
it's
a
ton
of
space
adequate
space
to
really
help
us
move
to
that
next
level
for
development.
What
we
talked
about.
B
A
Would
like
to
have
a
motion
on
this
omar
motion.
A
second.
B
All
right
we
already
enjoy.
A
A
Opens
up
mr
chairman
number
five:
is
consideration
for
approval
of
award
for
professional
services,
contract
to
wonderlic
malek
systems
inc
for
the
amount
not
to
exceed
130
902.63
for
configuration
and
installation
of
replacement,
server,
wireless
access,
point,
radio
equipment
and
programming
for
hardware
software
for
the
laredo
international
airport?
The
new
system
will
replace
the
existing
six-year-old
system
that
is
costly
to
maintain
out
of
warranty
and
parts
for
repair
or
service
is
not
recommended.
A
A
They
don't
have
finding
capabilities
over
us
as
an
airport
regulatory,
so
as
much
as
we
can
keep
our
systems
operating
maintained
as
we
look
at,
especially
with
the
new
flight
coming
in
we're
having
to
work
with
cbp
to
bring
the
fis
downstairs
up
to
where
it
needs
to
be
with
cameras
that
adds
capacity,
but
there's
certain
rules
with
the
federal
government
to
how
much
space
we
need
to
have
on
our
servers.
A
How
long
we
have
to
retain
certain
videos,
so
we
really
need
to
upgrade
to
to
keep
things
moving
forward
like
the
new
flight
and
to
keep
our
regulatory
partners
happy
with
us
and
what
we're
providing.
So
that's
what
we're.
E
E
I
may,
mr
chairman
request
the
motion
to
be
amended
on
the
amount
I
do
need
to
add.
I
just
got
further
clarification
on
some
cdp
items
that
they
requested
for
the
terminals.
E
So
we
need
to
add
around
thirty
four
thousand
seven
hundred
and
thirteen
dollars
and
seventeen
cents
that
needs
to
be
added
to
this
motion
can.
E
Yes,
a
hundred
and
sixty
five
thousand
because
you
have,
but
so,
if
that's
through
the
comments
that
jeff
was
mentioning
right
now,
I
would.
I
would
need
to
make
that
before.
I
take
it
to
city
council
for
the
next
city
council,
meeting
165
6
15,.
A
F
E
Yes,
we
will
make
that
a
change
as
part
of
the
motion
today,
so.
A
F
A
The
old
equipment
is
just
it's
obsolete.
You
know
we
haven't
had
a
flight
in
there
for
seven
years,
seven
years,
and
so
the
the
server
and
everything
that
we've
had
the
regulations
and
not
to
not
to
try
to
divulge
too
much
of
what
cbp
does,
but
they
have
added
more
high
definition,
cameras,
cameras
and
more
locations.
A
Their
requirements
have
changed,
and
so
now
that
there's
more
data
being
driven
by
these
cameras,
if
you,
if
you
went
in
there,
the
cameras
were
about
this
big
they're
about
the
size
of
a
loaf
of
bread,
and
I
think
the
video
quality
that
they
were
bringing
in
was
adequate
at
the
time
for
the
server
space
that
we
had.
But
now
that
we're
adding
digital
cameras,
we're
adding
you
know
ptz
cameras
and
we're
adding
more
of
those
functions.
It
drives
not
only
a
replacement
and
updated
with
their
procedures.
A
For
that
then
also
now
the
server
equipment
that
we
have
won't
maintain
the
amount
of
days
that
we
have
to
keep
and
we
do
have
to
keep
a
lot
of
days
and,
and
I
that
has
changed
as
well
with
cbp's
requirements.
So,
unfortunately,
we
don't
have
much
of
an
option
besides
moving
forward
with
with
putting
these
systems
in
place.
Otherwise,
cbp
won't
occupy
the
space,
which
means
we
can't
have
an
international
flight,
so
they
do
change
their
rules.
A
E
And
it's
it's
not
just
for
the
flight
of
this
motion.
It
also
helps
to
change
the
server
for
basically
everything
that
we
do
at
the
terminal
on
the
gate.
That
is,
your
gate
vehicle
gate.
So
it's
a
bigger
project.
Really
the
existing
equipment
is
from
around
2014.
E
C
E
It's
not
refurbish
it,
no
some
and
it's
city
acid,
so
we
cannot
donate
it
or
give
it
away.
D
E
F
Unless
I
mean
I
go
through
all
the
meetings
and
everything's
connected
with
mike
and
then
over
here
we're
adding
this
on
the
fly,
so
I'm
not
comfortable
boarding
on
this
particular
unless
it
said
in
in
the
in
the
black
lights.
As
far
as
the
document,
that's
my
own.
A
Yeah
I
mean
what
we
can
do.
Is
you
know,
because
we
do
have
to
move
on?
This
is
if,
if
we
have
your
blessing,
then
we
can,
we
can
go
through
the
amendment
because
we
still
have
to
go
through
city
management
and
city
council.
So
we've
you
know
we
we
could
table
it
on
this
and
we
just
won't
say
that
it
was
approved
by
the
board,
but
we
can
go
back
and
adjust
it
as
long
as
that's
the
understanding
with
the
group,
because
I
can
understand
your
point
they're
not
about
that.
What.
G
G
F
Call
emotions
are
being
called
so
loan
in
favor.
