Description
AIRPORT ADVISORY COMMITTEE 072121
A
B
A
I'm
going
down
the
line,
the
citizens
comments;
okay,
if
there's
any
comments
that
isn't
required
to
fill
a
witness
card
and
submit
them
to
the
chairperson,
11
at
4,
15
p.m,
and
identify
and
fill
up
the
meeting
before
speaking.
So
I
keep
on
going
because
this
is
just
generic
information
that
we
have
so,
if
just
in
the
sake
of
time,
I'd
like
to
go
ahead
and
take
the
next
step
to.
C
D
Yes,
good
good
afternoon,
everybody,
mr
chairman,
if
I
may
take
the
liberty
right
now,
just
to
move
up
some
staff
report
to
inform
the
board,
as
you
notice
ashley's,
not
in
today,
she's
on
annual
leave,
but
we
do
have
a
new
addition
to
our
airport
team,
miss
valeria,
who
is
here
with
maria
angela,
who
is
actually
experienced
with
the
celia
laredo.
She
comes
in
from
the
economic
development
department
and
we'll
be
working
now
at
the
airport.
D
D
Then
also
we
have
had,
as
you
know,
miss
adrian
gi
trevino
with
us
for
several
years
working
here
hand-in-hand
with
the
chairman
in
the
board.
She
has
resignated
from
her
role,
so
she
will
not
no
longer
be
available
to
participate,
but
we
wanted
to
take
the
opportunity
to
go
ahead
and
recognize
her
service.
C
Can
work
on
our
schedule
and
elizabeth
will
be
coming
back.
She
will
be
taking
adrienne's
role,
but
she
has
not
been
sworn
in.
She'll
be
the
mayor's
appointment
to
the
board.
So
I
laughed
and
told
her
that
you
know
we
just
gave
her
her
plaques.
D
So
we'll
coordinate
with
mr
davina
to
see
what
day
works
for
her
and
do
a
little
bit
more
formal
recognition,
we're
hoping
it
will
be
today,
but
unfortunately
it
didn't
work
out.
Then
we
would
move
on
to
passenger
activity
report,
which
is
a
little
bit
further
in
the
back
of
your
agenda
package.
D
Okay,
so,
as
the
members
have
requested,
we
still
continue
to
cut
the
current
year
versus
the
previous
year,
which
was
2020
and
then,
but
we
also
included
towards
the
end
of
the
report,
on
the
right
hand,
side
against
numbers
for
2019.
D
So
that
way
you
could
see
the
true
figures
of
where
we're
at
we
do
see
that
compared
on
a
year
today
to
2019
and
payments
are
down
around
20
and
deployments
are
down
around
30
percent.
I
am
happy
to
report,
though,
that,
as
of
may,
we
are
seeing
really
good
numbers.
D
We
have
on
employment
as
of
20
compared
to
2019
we're
up
around
13
percent.
The
payments
are
still
below
around
six
percent,
but
we've
already
met
as
of
may
of
this
year
against
2019
we're
already
surpassed.
B
D
B
D
On
the
cargo,
it's
a
very
similar
conversation
comparative
the
previous
year
you're
today,
we're
125
percent
year
over
year
for
against
2019
cargo
activity
is
down
around
down.
20
12,
I'm
sorry
from
the
20
pre-pandemic
figures,
and
that's
really
where
we're
seeing
the
april
with
a
huge
decrease
as
a
lot
of
the
manufacturing
plants
of
course
have
been
closed.
But
now
we're
seeing
them
come
back.
D
And
the
fuel
flow
we
do
have
a
lot
of
activity
like
we
said
from,
I
think
the
passenger
side,
including
with
the
cargo.
It's
a
good
combination,
we're
seeing
a
lot
more
as
well
private
jets
that
are
moving
around
through
laredo.
So
the
fuel
flow
reports
are
slightly
better
than
just
the
cargo
report
activity,
but
we're
seeing
an
increase
year
over
year
of
173
percent
and
when
it
comes
down
to
pre-pandemic
figures,
it's
2.89
over
that.
D
So
the
the
fuel
cells
have
been
doing
really
well
and
I
would
say,
for
example,
on
the
passenger
side,
we
are
seeing
obviously
a
lot
more
activity
now
from
the
international
air
carrier
at
omar
for
flights
to
mexico
city,
where
we
started
originally
in
october,
with
three
flights
now
we're
up
to
five
flights:
five
pretty
much
monday,
wednesday,
thursday
fridays
and
saturdays,
so
they're
having
that
also
helps
with
all
these
figures
and
then
also
more
activity
more
flight
times
from
american
and
then
from
time
to
time,
they're
also
upgrading
upgating.
D
So
it's
a
crj
like
a
business
class,
is
now
available
as
well
through
airlines
like
american
in
this
case.
A
A
C
Above
2.06,
so
we're
sitting
in
may
of
about
20.
If
we
could
see
positive
tracks,
we'll
say
one
of
the
things
that
we've
been
struggling
with
other
airports
is:
there's
been
a
lack
of
drivers
for
a
fuel
load
truck
for
the
semi
trucks
coming
down.
There
was
a
small
planet
refinery
fire
up
in
san
antonio,
that
impacted
great
operations,
but
it's
something
we
tried,
but
with
the
board's
help
and
what
we've
done
over
the
last
meetings
is
to
add
more
fuel
to
the
fuel
farms
by
via
tanks.
C
C
But
I
think,
with
the
install
with
both
the
board
approved
in
the
last
couple
of
meetings,
we'll
have
those
few
tanks
online,
which
will
give
us
more
volume
on
hand
here
at
the
airport,
which
will
be
beneficial
so
and
we've
had
some
recent
conversations
with
signature,
corporate
and
then
we'll
be
parker
motive
about
further
enhancements,
as
we
look
at
their
volume
on
hand
versus
what
they
are
bringing
in.
But
we
do
see
at
least
some
number
of
strong
numbers
returning
to
the
fuel.
D
And
then,
then,
the
collectively
international
operations
through
the
fis,
we
do
see
different
activities.
It's
sorted
out
by
cargill
air
charter,
private
operators
as
well,
but
we
do
see
an
increase
like
we
said
from
year
over
year
and
also
to
2019,
just
from
20
year
over
year,
21
to
20
it's
increase
of
operations
of
510
and
for
internet.
These
are
all
international
flight
operations
and
then,
if
we
compare
that
to
2019
we're
looking
around
150
0.75
over
pre-pandemic
figures,
so
this
is,
you
know.
D
I
think
it
has
to
do
with
a
lot
that
early
on
now
that
there's
no
restrictions
for
air
travel.
Since
the
bridges
have
been
closed.
A
lot
of
people
are
choosing
to
fly
into
laredo
or
continue
to
the
rest
of
the
country
on
private
jets
as
well
or
air
charters
as
well
be
to
be
able
to
still
conduct
business
into
the
u.s.
D
Under
the
lancaster
report,
we
have
been
working
with
all
of
our
stakeholders,
our
tenants
and
our
air
carriers,
and
so
right
now
all
we
have.
C
D
We
move
on
to
the
delinquency
report,
which
is
the
last
page
of
this
report.
Is
we
have
two
air
carriers,
national
air
cargo
and
highway
enterprises
that
we're
working
on
the
collections?
But
overall
we
have
a
total
around
ten
thousand
six
hundred
and
twenty
dollars
that
we're
working
on.
D
D
And
then
we
have
a
status,
the
cargo
apron
reconstruction
project.
That's
mr
novena.
E
Mr
chairman,
we
continue
working
on
the
transformation
of
the
cargo
away
from
base
14
and
we
continue
enjoying
the
nice
weather
the
nice.
The
certain
things
you
like
I
mean
a
little
great
and
like
the
rain
that
delays
a
little
bit.
So
I
will
continue
working
on
that
not
too
much
of
the
elephants
on
delay,
because
we're
working
on
this
upgrade
and
the
project
is
progressing
as
normal.
C
And
that's
the
the
northern
part
of
the
ramp
correct.
C
D
We'll
be
able
to
show
if
you,
if
you
want
to
see
it,
I
can
pull
it
up
on
the
screen.
Did
you
want
to
go
ahead
and
you
want
us
to
show
it.
C
B
C
E
D
So
the
construction
of
phase
14
we've
done
some
reconstruction
here.
If
you
all
recall,
we
were
able
to
demo
several
I'm
sorry.
We
were
able
to
demo
several
two
facilities
that
we
had
here
in
order
to
do
full
reconstruction
that
into
this
areas
right
now,
we're
just
finalizing
the
fencing
of
some
conduits
there
for
electrical
because
we're
re-entering
the
concrete.
Yet
let
the
caulk
secure
before
we
open
it
up
to
the
aircraft,
but
it's
already
before
so.
The
last
thing
is
just
the
security
gate
and
the
pedestrian
gate.
D
That
is
there
then
moving
into
the
northern
part,
there's
construction
going
on
all
in
this
area
here
over
by
lyon,
deckers
and
over
by
taxiway
alpha,
which
we
hope
you
know
everything's
proceeding
as
scheduled
as
alejandro
mentioned.
But
this
would
be
a
nice
addition,
because
it'll
square
off
more
once
it's
completed,
it'll
square
off
all
this
area
rather
than
being
at
an
angle
and
so
essentially
providing
additional
capacity
for
our
aircraft
in
this
section.
So.
C
Even
today,
it's
capable
of
holding
and
you'll
like
the
staff
37
boeing
767s
in
conjunction
with
one
another.
So
it's
a
great
expanse
of
space
and
you'll,
see
things
go
off
and
I
know
time
you're
out
there
a
lot
and
it's
you
know:
there's
parking
aircraft
there.
Now
it's
the
majority
of
they've
been
rehabbed
so
and.
D
I
think
all
of
this,
as
we
continue
to
do
construction,
it
lands
for
the
other
planning
that
the
master
planning
that
we're
working
on
for
the
airport,
which
is
eventually
the
development
of
all
these
areas
for
the
contract
negotiations
that
went
through
the
sport
with
afco
for
development
all
here
for
more
cargo
warehouse
and
hangars,
and
then
all
this
area
right
here
as
well
for
additional
development.
Now
the
airport
did
apply
for
a
grant
for
additional
funding
for
a
reconstruction
of
all
these
areas.
D
Under
the
map
program,
which
is
a
basically
previous
military
operations,
it's
a
highly
competitive
program
for
the
federal
government,
because
now
it's
there's
very
limited
funds
for
the
entire
country,
but
it's
over
three
million
dollars
that
would
allow
us
to
go
in
and
rip
up.
The
existing
military
upgrade
old,
runways
and
taxiways
that
are
there
and
now
be
able
to
install
brand
new
ramp
areas
and
taxiway
connectors
into
the
existing
airfield.
So
we're
hoping
that
we
can
get
some
positive
information
from
that
from
the
federal
government.
We're
looking
timeline,
probably
september
into
september.
D
C
C
And
then
also,
you
know,
they're
doing
the
hotel
retail
development,
which
is
right
for
the
terminal
here,
so
they
have
two
locations.
So
this
would
be
270
year,
hotel,
retail
potential
restaurant
and
then
the
fbo
will
be
located.
D
C
Both
yeah,
but
with
270
it's
about
40
million
for
both
locations,
about
10
million
for
the
fbo
and
about
another
30
million
for
the
hotel
in.
D
C
We
just
had
over
the
last
two
days
we
met
with
eight
different
cargo
operators
and
the
selling
point
is
the
ramp.
You
know
obviously
the
runways
and
stuff,
but
you
know
to
say
that
we
have
that
space
available
for
them
and
that
our
fares
are,
if
not
the
lowest,
some
of
the
lowest
in
the
state.
You
know
we
don't
charge
parking
fees
until
day
five.
So
if
you're
a
cargo
operator,
it's
basically
non-existent
because
you're
not
here
five
days
so.
D
Yeah
and
precisely
under
general
staff
comments,
I
I
we
wanted
to
make
sure
and
advise
the
board
of
the
efforts
that
the
airport
continues
to
do
to
even
through
the
pandemic.
Obviously,
a
lot
of
in-person
conferences
were
either
cancelled
or
postponed,
but
we
were
able
to
attend
an
annual
conference
for
air
service
passenger
air
service
development,
which
was
held
in
in
florida,
and
so
we
were
able
to
have
several
meetings
with
a
different
carriers-
american
as
well
united,
allegiant
and
and
different
carriers.
D
So
we
continue
with
those
efforts
we're
following
up
with
this
conversation
that
was
done
around
three
weeks
ago,
or
so
we
were
a
also
jeff
mentioned
right
now
yesterday
and
today,
as
we
speak,
we're
still
under
conference
and
this
one
is
actually
being
done
virtually
with
a
take-off
conference
which
is
a
a
brand
new
conference
just
specifically
for
air
carriers.
F
D
I'm
sorry,
air
cargo
carriers
and
airports
to
be
able
to
do
that
business
and
do
the
sales
pitch
on
a
short
limited
time
and
then
have
follow-up
meetings,
but
they've
been
very,
very
positive
as
well
like
jeff,
said
they're.
D
Looking
very
the
dialogue
has
been
very
good
because
they
look
at
the
our
infrastructure
and
then
they
are
looking
at
us
for
potentially
having
follow-up
meetings
and
then
bringing
in
maybe
the
trade
industry
association
to
see
if
there's
some
connections
that
can
be
done
and
then
be
able
to
provide
new
routes
or
even
scheduled
routes
for
air
cargo.
So
those
are
some
of
the
efforts
that
the
airport
continues
to
do
and
then
I
think
that's
all
we
have
for
general
staff
comics.
D
Mr
chairman
option
item
number
one:
it's
a
consideration
for
recommendation
to
the
new
york
city
council
to
authorize
for
ratification
on
the
acceptance
of
an
faa
grant
number
95
and
to
amend
the
airport
airport
construction
budget
to
the
appropriate
ground
funds
in
the
amount
of
9
million
188
272
dollars.
For
the
purpose
of
this
grants
to
provide
funding
for
the
construction
of
the
taxiway
gulf
war
and
golf
two.
A
hundred
percent
of
this
project
is
federal
funds.
D
C
This
is
what
we
talked
about
before,
where
not
that
the
airfield
was
designed
wrong
back
in
the
day.
They
just
changed
the
standards,
and
so
part
of
this
is
removing
taxiways
that
have
direct
access
to
the
runways,
and
so
it
reduces
incursions
that
may
happen
whether
that's
other
aircraft
or
vehicles,
and
so,
like
elsie,
mentioned
part
of
the
with
the
cares
act
and
stuff
that
was
passed
over
the
last
year.
C
Usually
it's
a
90
percent
covered
by
the
faa,
10
percent
of
which
typically
comes
from
the
airport
fund,
but
for
this
year
for
grants,
it's
100,
which
is
good.
So
it's
really
just
acceptance
of
those
funds,
but
it
will
offer
you
know
better
safe
environment
for
the
aircraft
operating,
but
we've
worked
with
the
air
traffic
control
tower
with
the
tenants
as
well
to
look
at.
You
know
the
best
location
for
the
taxiways
for
getting
off
and
optimize
the
runway
use.
C
So
I
think
it's
it's
a
win-win
for
for
the
community
and
it's
you
know
direct
indirect
and
induced
effects
from
these
funds
going
into
the
race.
D
I
would
say
also
to
your
project-
it's
not
stated
here,
but
these
are
also
part
of
the
competitive
program
for
fia.
This
description.
D
Funding,
so
we
were
very
fortunate,
it's
all
thanks
to
the
efforts
as
well
and
the
support
from
the
board
that
we
have,
because
part
of
in
order
for
us
to
have
a
shuttle
ready
project.
The
airport
did
have
to
go
a
few
years
ago,
almost
a
year
and
a
half
ago
to
be
able
to
award
to
our
consultants
rsnh,
who
is
here
to
be
able
to
prepare
and
design
in
order
for
us
to
have
everything
ready,
a
package
that
we
can
turn
into
the
federal
government.
D
As
part
of
this
application,
you
can't
just
provide
the
application
without
plans.
They
have
to
know
that
it's
a
solid
project,
we
went
out
of
bed
and
we
were
able
to
move
forward
as
well,
so
we'll
be
coming
back
subsequently
to
the
board
later
on
to
to
provide
further
information
on
the
construction
contracts,
business.
A
E
The
project
we
have
once
we
get
this
public
hearing,
then
we
go
to
a
final
hearing
and
at
the
same
time
we
are
going
to
award
the
construction
contract
to
reconstruction,
the
locator
and
also
we
need
to
we're
going
to
bring
you
two
more
adjourned
items
and
award
the
construction
administration
services
to
rsnh.
E
D
Then,
item
number
two
option:
item
number
two
is
a
consideration
with
a
recommendation
to
mayor
city
council
for
approval
of
amendment
number
one:
an
increase
of
2
million,
149
and
2
dollars
for
the
professional
service
contract
with
rsnh
san
antonio
texas
for
the
laredo
international
airport
terminal
improvement
program.
D
It's
amendment
number
one
is
for
the
conceptual
design
through
bidding
services
for
a
new
expansion,
the
first
floor
airport
support
operations
for
public
ticketing
area
improvements,
a
second
level,
relocation
of
the
security
checkpoint,
the
tsa
support
offices,
vertical
circulation,
improvements,
reconfiguration
of
existing
program
areas
and
necessary
investigations
to
support
these
improvements.
All
work
in
this
amendment
number
one
includes
interior
remodeling,
new
semi-inline
baggage
handling
system,
replacement
of
roof,
insulation
replacement,
escalators
and
a
new
emergency
generator.
D
C
So
if
you
remember,
mr
chairman,
we
approved
about
a
year
ago
of
the
contract
for
the
preliminary
design
of
the
terminal,
and
this
allows
us
to
not
full
design
for
what
we
see
here
actually
on
the
table,
and
we
do
have
a
presentation
for
the
board
with
rsnh
and
amanda
o'cranla
here.
That
can,
I
think,
better,
explain
a
little
bit
of
the
terminal
project.
F
I'll
do
my
best
to
project
through
the
map.
So
if
you
can't
hear
me
well,
please
let
me
know
so
but
anyway,
so
we
just
quickly
want
to
go
through
part
of
what
the
initial
services
we're
going
to
be
providing
we're
to
help
help
the
airport.
With
some
of
the
funding
that's
going
to
go
into
this
project,
and
so
we.
C
F
Passenger
and
user
experience
to
attendance
in
the
community
this
course
this
program
is
integral
to
fulfilling
this
overall
objective.
The
airport
has
been,
and
will
continue
to
be
fiscally
responsible,
with
its
local
federal
and
private
development
funds
and
options
for
federal
funding
and
eligible
components.
The
security
screening,
checkpoint,
escalators
and
other
infrastructure
will
be
used
to
overall
enhance
the
overall
program
and
the
the
user
experience
and
the
passengers
for
this
region
in
the
community.
F
F
A
lot
of
what
elsie
has
has
mentioned
as
a
consultant
in
the
aviation
industry
and
and
having
worked
at
an
airport
for
10
years
and
consulted
for
20
I'd
like
to
take
an
opportunity,
if
you
don't
mind,
and
congratulate
the
airport
staff
on
the
relationship
that
they've
built
with
the
faa,
that,
as
you
can
see,
results
in
in
funding
mechanisms
to
be
able
to
move
forward,
not
just
with
this
project
but
with
many
others.
What
was
really
neat
about?
F
This
was
this
was
the
first
time
that
I
think
anybody
from
the
faa
had
had
actually
gotten
on
an
airplane
for
for
an
in-person
meeting
and
during
the
during
the
pandemic
since
the
pandemic,
and
they
said
that
they
recognized
how
important
this
project
was,
and
that's
why
they
were
able
to
get
their
travel
approved.
For
this
exact
meeting.
C
B
D
Next
to
jeff
on
the
right
side,
and
then
we
have
ignacio
flores
as
well
with
the
texas
ada
office,
who
is
represented
in
the
screen
and
behind
the
congressman
cuellar
on
the
right
side,
who
was
also
present
for
the
inauguration.
F
So
it
was,
it
was
quite
impressive,
I
must
say,
like
I
said,
as
an
outside
consultant,
to
be
able
to
see
that
level
of
participation
come
to
this
program
and
to
this
airport,
because
it's
really
it's
really
nice
to
see
we'll
go
through
the
project.
Components
mentioned
a
little
bit
in
the
in
the
communication
that
you
have
there
in
the
agenda,
but
the
terminal
expansion
so,
generally
speaking,
we're
looking
at
an
expansion
to
the
north
end
of
the
terminal
building.
F
It
will
be
mostly
a
second
level
expansion,
but
what
that
will
do
is
it
will
allow
for
the
relocation
of
this
checkpoint
to
that
area,
and
so
I
welcome
you
to
take
a
look
at
the
rendering
there
that's
either
on
the
on
the
podium,
I'm
bringing
it
here
actually
and
there's
a
3d
model
here
at
some
point,
if
you
like,
but.
F
So
if,
within
that
terminal
expansion,
we've
got
that
second
level.
This
second
level
edition
here,
so
the
passengers
would
be
able
to
come
in
through
be
dropped
off
at
the
curb
or
park
and
then,
if
they
need
to
go
to
the
to
the
ticket
counter,
they
could,
and
they
just
got
all
sorts
of
logistical
assistance.
F
F
So,
as
elsie
mentioned
with
you
guys,
already
being
back
above,
your
2019
numbers
for
passenger
employments,
what
13,
which
is
phenomenal,
also
by
the
way
replacing
those
escalators,
will
also
be
part
of
this
part
of
this
program
as
well,
so
mention
the
vertical
circulation
improvement,
as
well
as
reconfiguration
of
the
existing
program,
areas
of
restrooms
and
concessions.
F
F
F
I
remember
doing
that
as
a
child
and
there's
not
many
opportunities
that
you
can
really
do
that
these
days
and
and
the
the
airport
has
had
the
the
foresight
to
think
that
that's
important
to
this
community
and
we
want
to
do
everything
we
can
to
be
able
to
preserve
that
and
be
able
to
keep
that
that
sense
of
of
welcoming
and
the
metered
greater
component.
That,
I
think,
is
part
of
the
beauty
of
aviation.
F
Alejandro
would
probably
kick
me
if
I
didn't
mention
the
re-roofing
right.
I.
B
F
That's
pretty
straightforward,
but
there
is
a
definite
need
for
re-roofing
of
the
facility.
The
inline
baggage
handling
system
is
also
pretty
important
to
making
sure
that
we've
got
efficient
flow
and
safe,
safe
connectivity
for
the
passengers
as
they're
traveling
through
the
airport,
I'm
into
the
escalators
already,
and
then
the
new
emergency
generator.
That's
an
another
component
that
is
included
in
here,
as
well
as
some
additional
design
elements.
C
C
People
get
stuck,
and
you
know
really
when
you
look
at
emergency
generation
airports
today,
you're
talking
about
jet
bridges,
right
you're
talking
about
people
that
they
can
keep
moving.
I
will
say
the
airlines
do
an
amazing
job
here,
of
keeping
people
moving
and
working
through
some
of
those
issues
that
you
know
we
put
them
in,
because
we
don't
have
a
proper
generator
because
really
right
now,
it's
emergency
lights,
but.
C
So
they
don't
have
tsa,
we
don't
have
the
ticket
counters,
we
have
basically
nothing.
We
have
emergency
legs
and
that's
it
and
the
escalators.
The
problem
that
we
have
with
these
ones
today
is
you
know,
knock
on
wood.
The
last
several
months.
They've
been
working,
okay,
but
they're
very
old,
and
they
don't
make
replacement
parts
anymore.
So
we
have
to
go
and
find
cannibalize
other
units
that
exist
that
they've
taken
down,
and
so
we've
worked
with
them
to
have
some
parts
on
hand
to
try
to
say
those
critical
components,
but
it
still
happens.
D
And
then
also
in
the
re-roofing,
it's
the
river
frame
is
basically
for
the
existing
facility,
which
is
what
you
see
today
from
the
outside
and
reminded.
Can
you
point
to
that?
Okay,
and
it
basically
is
the
build
this
this
whole.
D
It
would
be
this
whole
section
right,
the
whole
thing,
and
so
what
the
problem
that
we're
running
into
right
now
is
that
we're
at
a
point
that
we've
already
met
the
warranty,
and
so,
if
there's
any
leaks
or
any
issues,
we're
out
of
luck,
and
so
this
will
give
us
an
opportunity,
a
mechanism
to
be
able
to
replace
that.
Well,.
D
B
G
E
E
C
G
C
F
F
This
project,
incidentally,
includes
a
lot
of
the
coordination
that
has
to
go
into
into
that,
because
we've
got
the
not
only
the
tsa
but
then
the
other
federal
or
federal
agencies
that
are
present
here
at
the
airport,
that
we
need
to
make
sure
that
there's
any
specialty
requirements
that
all
of
those
are
taken
into
consideration
throughout
the
design
of
the
terminal
building.
D
And,
as
you
can
see
here,
this
is
what
we
have
to
do
today
is
how
for
the
larger
flights
or
when
there's
more
people,
we
have
to
actually
the
gentleman
in
the
top
picture
in
the
blue
shirt.
That's
actually
our
employee,
that
from
airport
police
that
has
to
go
in
and
allow
only
like
10
people
at
a
time
or
a
little
bit
at
a
time
to
go
in
and
look
at
the
line
on
the
bottom
picture,
where
everyone's
staggered
in
so
what
happens?
D
There's
a
flow
issue
where
at
the,
if
you
all
remember
that
that's
the
exit
lane
on
the
far
end,
if
we
can
point
to
that
amanda,
that's
the
a
little
further
inward
there,
the
exit
door
further
further
further.
D
That's
the
exit
door,
so,
if
you're
coming
out
from
a
flight,
you
have
to
travel
through
all
these
people
that
are
waiting
in
line
to
get
into
tsa.
So
it's
pure
chaos
and
really
a
safety
standard
for
us,
because
we've
had
several
people
that
have
fallen
from
those
escalators
elderly
people
as
well.
So
it's
it's
a
major
issue
for
us
and
and
we've
been
able
to
express
that
and
justification
to
faa
and-
and
you
know
they
agree
with
us
on
that
end
and
so
and
and
then
us
exists
today.
D
The
issue
with
tsa
as
well
is
that
they're
locked
their
score
footage
locked,
there's
nowhere
else
to
move
or
expand
or
re-change
the
configuration
of
the
existing
areas
and
if
they
have
new
equipment,
new
technology,
it's
very
hard
or
it's
just
not
applicable.
So
this
new
design
will
incorporate
features
like
new
technology
and
allow
for
potential
expansion
of
the
checkpoint
and
be
able
to
have
a
true
pre-check
line
versus
what
we
have
right.
Now
that
we
can't
it's
a
semi,
we
can't
really
incorporate
a
whole
different
lane
for
that.
C
So
when
it
comes
to
their
new
technology
and
grants
and
stuff,
it
kind
of
boxes
us
out,
because
we
don't
have
space
for
them,
sometimes
to
put
their
when
they
have
the
advancements.
You
know
we're.
Second
lane
we
have
a
tsa.
Now
we
worked
very
closely
with
them
to
provide
tsa
pre-check
level
of
customer
service,
but
with
the
existing
x-ray,
because
we
don't
have
the
space
for
a
new
one
and
we've
worked.
You
know
through
some
operational
things,
to
do
that,
but
it
does.
C
It
makes
it
very
confused
I'll,
say
the
first
three
months
I
worked
here.
I
was
going
to
pre-check
my
accident,
you
know
it
just
it,
it
wasn't
designed
wrong
it.
Just
people
didn't
anticipate
911
to
happen
right,
nobody
did,
and
so
it
changed
the
dynamic
of
security
and
just
it
needs
to
allow
for
a
better
flow
than
it
does
now.
C
B
F
Perspective,
you
know
this-
is
it's
not
that
it's
really
simple,
but
it's
not
as
complicated
in
that
we
do.
The
expansion
to
the
terminal,
building,
install
everything
that
we
need
to
do
for
the
new
checkpoint,
get
the
escalators
in
place
open
that
without
even
impacting
you
know,
you're
not
trying
to
put
dinner
while
you're
remodeling
your
kitchen
in
that
particular
instance
restrooms
and
concession
space.
F
You
know
we're
going
to
be
reusing,
some
of
those
different
interior
spaces,
but
at
least
from
the
perspective
of
the
checkpoint
it'll
be
a
relatively
seamless
and
easy
flow
for
the
passengers
to
be
able
to
undertake
and
still
have
a
really
fantastic
passenger
experience
here
at
the
airport.
F
So
one
of
the
other
systems
mentioned
a
little
bit
ago
is
the
baggage
handling
system.
Of
course
we're
going
to
go
in
and
make
sure
that
we
validate
the
flight
schedule
and
get
properly
sized
and
all
those
specifications
necessary
for
that
inline
system
and
then
again
a
lot.
A
lot
of
close
coordination
with
tsa
goes
into
into
this,
from
condition
space
to
height
of
counter
tops
for
the
safety
of
the
tsa
employees
and
a
lot
of
that.
F
F
Escalators,
oh,
this
was
just
a
sampling
of
a
sign
that
sometimes
has
been
used
to
help
redirect
people
when
the
escalators
are
are
down
for
maintenance,
which
happens.
You
know
on
more
than
one
occasion
and
and
has
discovered
that
it's
not
always
intuitive
to
be
able
to
know
that
the
elevator
is
only
right
around
the
corner.
So
just
again,
one
more
example
of
the
need
to
be
able
to
replace
the
escalator
from
the
safety
point
generally
you're,
not
getting
one
like
this.
F
F
What
you
see
here
is
just
a
quick
little
rendering
there's
a
lot
of
other
things
that
that
we've
been
we've
been
pleased
to
be
able
to
to
help
the
airport
out
with
you
and
move
home
stairs
or
the.
F
Well,
I'm
so
used
to
the
acronym,
but
then
I
realized
I
needed
to
be
sure
to
explain
that
so
we
actually
have
one
that
will
be
planned
for
the
interior
of
the
terminal
building,
but
we
also
recognize
that,
because
of
the
benefit
that
passengers
have
to
be
able
to
come
out
here
and
not
have
to
worry
about
a
long
way
to
the
checkpoint
or
rushing
to
catch
their
flight,
they
you
know,
maybe
they
want
to
be
able
to
just
relax
as
they
come
in
and
so
we're
looking
at
having
a
nice
welcoming
outdoor
pet
relief
area
as
well.
F
In
addition
to
the
the
interior,
one
that
I
mentioned,
some
other
some
other
passenger
amenities.
I
don't
know
jeff.
If
you
want
to
talk
about
questions
or
not,
I
think
I
I.
D
F
C
And
I
I
would
add
to
you
know,
I
think,
the
things
that
you
see
on
here
they're
the
right
things
to
do,
but
there
are
also
requirements
like
this
era:
the
service
animal
relief
area.
We
do
have
a
small
area
now
that
we
put
in
the
bathrooms
upstairs
to
give
those
animals
relief.
But
it
is
a
requirement
by
the
department
of
transportation
that
we
provide
service
animals,
a
relief
area
as
they
go
past
security.
And
so
you
know
there
is
the
right
thing
to
do
here
too.
A
D
You
know:
where
do
they
go,
so
we've
been
able,
like
jeff,
said,
to
make
accommodations
and
to
mitigate
that
requirement,
but
it's
just
not
the
travel
experience
that
we
want
to
provide
and
so
for
helping
with
this
design.
The
expertise
from
rsnh
will
be
able
to
provide
that
and
then
the
areas
that
we
currently
have
outside.
We
have
an
area.
But
it's
not
really.
You
know
the
travel
experiences.
D
Well
and
so
the
mother's
room,
basically
it's
a
lactation
room,
there's
also
a
lot
of
nursing
moms
that
are
traveling
nowadays
for
those
of
you
that
have
small
children.
You
know
how
hard
it
is.
Sometimes
we
want
to
be
able
to,
apart
from
being
a
requirement
which
we've
met
by
having
a
suite
on.
In
the
sterile
side,
we
want
to
be
able
to
just
provide
again
more
privacy
and
a
safe,
clean
environment
for
the
nursing
mother
and
the
child
to
be
able
to
to
have
that
space.
F
Expansion
with
each
of
those
components
that
you
mentioned-
and
this
is
all
in
through
ca
services
through
construction
administration,
design
bidding
and
such
so
that's,
including
the
contingency
at
the
bottom
line
there,
and
as
mentioned
between
the
cares,
funding
and
the
other
contingencies,
everything
is
already
lined
up
so
that
the
airport
is
doing
everything
they
can
to
coordinate
well
with
the
faa
and
have
every
reason
to
believe
that
the
funding
is
going
to
come
through.
F
The
beautiful
thing
I
think
about
this
is
that
is
that
it
could
be
phased
if
some
of
it
didn't
it
could
be
phased
accordingly
and
scaled
back
if
necessary.
If
that
were
an
issue,
and
a
lot
of
conversations
have
been
had
to
make
sure
that
we're
really
smart
about
making
sure
that
we
design
something
that
could
be
incrementally
constructed
if
absolutely
necessary,
but
that's
just
the
overall
total
bottom
line.
C
There,
what
I
think
to
amanda's
point
to
it
is:
you
know,
with
the
phasing
you
can
see.
Clearly
in
the
picture
there,
the
expansion
which
lends
to
what
we
talked
about
before,
where
the
space
out
here,
where
the
checkpoint
exists
today
that
moves
so
that
component
of
it
we're
sitting
about
23,
25
million
and,
like
amanda,
would
say
we
have
those
funds
secure
and
when
we
look
at
now
moving
into
phase
two,
which
is
really
the
rebuttal,
and
when
we
look
at
where
the
checkpoint
exists.
C
Today
you
know
we're
talking
something
that
makes
the
airport
more.
You
know
what
people
expect
in
a
community
like
a
smaller
community
right
that
you
can
have
a
civic
function,
so
whether
that's
an
airport
run
lounge
conference
space.
You
know
those
are
what
we're
working
on
in
the
design
now,
but
it
adds
that
back
to
kind
of
high
dollar
value
area,
that's
located
in
the
middle
of
the
terminal
for
us
to
say
how
do
we
invent
this
into
something?
C
That's
more
usable
for
the
community,
so
you
know
when
we
look
at
the
support
that
we're
getting
from
the
faa.
This
is
this,
is
this:
is
the
project
and
we've
worked
very
closely
with
them,
and
you
know:
we've
we've
hit
all
these
marks
and
so
now
what
I
hope
with
what
we
hope
to
approve
today
when
we
find
ourselves
here
next
summer,
we're
talking
about
the
construction
award
after
this
to
build
this
project,
because,
unlike
the
stuff
that
we
do,
which
is
great,
I
mean
what
we
approved
today
for
the
taxiways.
C
Those
are
important
projects,
but
it's
not
something.
The
local
community
can
usually
touch
and
feel
and
see,
but
they
can
see
this
and
they
can
see
the
direct
impact
of
these
federal
dollars
going
into
their
facility
to
make
it
better.
So
I
think
it's
going
to
be
a
really
good
project.
I
think
the
time
has
come.
This
building
is
great,
it
has
great
bones,
it
just
needs
to
be
updated,
and
I
think
this
is
going
to
add
what
we
need
across
the
board.
F
Absolutely
one
other
point
along
those
lines
is
that
this
is
this
is
following
along
the
previous
master
plan
that
was
completed
so
that
we
can
be
able
to
add
on
additional
gates
some
important
time
if
that
becomes
necessary,
with
the
increased
air
service
that
they've
been
working
on
so
diligently
to
secure
and
the
rise
in
passenger
numbers.
So
it
allows
for
that
flexibility
also
for
for
growth
into
the
future,
without
building
yourself
into
a
corner
and
not
being
able
to
just
have
to
start
starting
from
scratch
again.
So
on
the
next
slide.
F
I
think
we
just
actually
have
the
electronic
writing
of
this
and
then
the
final
one
is
I'm
trying
to
be
respectful
of
the
time
I
just
realized.
We
thought
everybody
two
minutes,
I
believe
pending
approval
today.
I
guess
of
course,
then,
if
we
move
forward
to
city
council
approval
in
in
just
less
than
two
weeks,
we
actually
have
our
architecture
team
planning
on
being
here
that
monday,
tuesday,
most
of
that
week,
actually
on
for
a
kickoff
meeting
the
very
next
day.
F
So,
in
hopeful
anticipation
of
that,
that's
what
we're
looking
at
being
able
to
get
started
as
quickly
as
possible
to
be
able
to
move
into
construction.
One
other
component
that
we
didn't
necessarily
get
mentioned.
But
I
think
to
jeff's
point
about
just
the
community
enjoyment
and
being
able
to
use
the
space
that
we've
been
able
to
incorporate
in
is
an
outdoor
seating
area
that
would
overlook
the
ramp.
So
lots
of
close
coordination
with
the
tsa
there
on
that.
F
You
could
maybe
grab
a
sandwich
or
enjoy
a
beverage
out
there,
especially
if
you
need
a
nice
eating
flight
or
something
like
that,
and
just
be
able
to
sort
of
get
back
some
of
that
glamour
of
air
travel
and
be
able
to
sort
of
see
from
a
different
perspective
of
what
what's
going
on
in
the
airport.
So
I
think,
there's
a
lot
of
really
neat
features
that
have
gone
into
the
coordination
and
the
collaboration
to
come
up
with
the
right
phone.
C
Well,
you
can
kind
of
see
that
here
this
would
be.
I
mean
it's
not
a
different
concept,
that's
not
coming
available,
which
I
think
you
know
for
ourselves
benefit
that
you
know
we're
talking
about
after
pandemic.
Right
that
get
past
the
checkpoint.
You
could
you
go
back
outside.
You
know
maybe
get
some
fresh
air,
and
so
you
have
that
space
available.
This
location
up
here
is
where
the
restaurant
will
move
to
and
we're
not
planning.
C
You
know
two
years
to
put
the
restaurant
back
in
we're,
going
to
put
an
rfp
out
we're
going
to
see
what
we
get
and
obviously
it's
what
we'll
bring
to
the
board
to
put
in
the
location
that
exists
today,
but
then
move
that
up
here
to
the
top
location.
So
you
can
use
the
overview.
We
have
a
great
ceiling
in
here.
You
can
use
that
space
there'll
be
a
little
mezzanine
that
looks
back
into
the
terminal
and
that
that
location
in
between
what
is
secured
to
the
public
side.
C
C
But
you
know
in
reality
what
this
allows
is
that
that's
called
a
lazy
susan,
but
it
allows
for
a
switchback,
so
people
can
bring
all
that
food
in
an
operator
can
bring
all
the
food
into
this
cute
area
and
then
pass
it
back
to
the
public
side,
so
whether
you
just
want
to
come
and
enjoy
the
restaurant,
like
people
used
to
do
here
at
the
airport
or
you're
traveling
public.
Now
you
have
full
access
to
both
sides
and
we
don't
have
to
sacrifice
one
or
the
other.
So
I
think
it's
going
to
lend
to
that.
C
I
mean
you
look
at
the
design.
You
know
we've
been
working
closely
with
our
tenants
as
well
to
get
their
input
the
same
with
the
baggage
system.
C
So
the
idea
to
your
point,
my
chair,
is
that
they
would
already
be
in
the
secured
location,
and
so
they
would
just
pass
it
back
through
what
I
call
lazy
susan,
so
they
would
prepare
but
yeah.
They
would
already
be
in
that
way.
Where
tsa
has
issues,
is
you
can't
you
have
to
screen
the
food
right?
But
if
we
have
the
restaurant
location,
where
they're
already
preparing
the
food
in
a
secure
location
in
this
middle
part?
C
C
I
think
we
can
find
ourselves
a
nice
position
like
if
you
picture
on
the
north
side
right
here
when
you
leave
today
and
you
see
like
where
allegiance
counter
is
but
that's
gone,
and
then
there's
a
mezzanine,
that's
floating
up
there
and
that's
where
we'll
have
scenery
and
stuff
for
the
restaurant.
So
you
can
look
back
into
this
expansion
and
the
roof
line
that
exists
today.
G
C
Is
like
here
with
cards
or
something
yeah,
it's
all
like
the
same,
like
we
don't
have
the
access
control
when
the
checks
point,
the
checkpoint
is
open,
we're
supposed
to
go
through
the
checkpoint,
but
to
your
point
exactly
where
we
have
when
we
leak
today,
the
windows
that
are
existing
down
there.
Those
are
the
airline
offices
that
are
in
that
secured
environment
which
they've
never
really
liked.
They
want
to
reduce
that.
C
So
we
reduce
that
by
putting
the
airline
offices
on
the
first
floor
of
this,
when
we
do
the
expansion
and
then
we
reduce
those
access
points,
because
it's
not
realistic
that
people
can't
go
through
access
points
around
the
airport.
I
mean
that
happens,
but
they
want
to
reduce
it
as
much
as
possible.
So
especially
when
the
checks
point
out
is
open
that
you
know
we're
going
through
the
checkpoints,
we're
getting
screwed.
C
C
Million
roughly
and
so,
like
I
said,
it's
broken
into
two
phases.
The
first
phase
would
be
around
that
22
to
25
million,
which
will
be
the
expansion
itself,
and
then
we
move
into
the
renovation
component.
So
what
we're
working
with
the
fda
on
is
maximizing
the
discretionary
funds,
like
we
talked
about
here
on
the
first
item,
which
was
about
that
nine
million
dollars
that
we
found
discretionary
funding
so
we're
competing
with
that.
C
But
that's
what
alejandro
myself
and
elsie
are
working
with
them
on
to
say,
let's
maximize
discretionary
funding
here
until
radio
but
they've
been
really
supportive
of
the
project.
First
phase,
we
have
the
funds
for
today.
First
phase,
we
know
we're
done.
We
start
the
project
off
second
phase.
We
maximize
those
funding
revenues
with
them
for
discretionary
on
the
second
phase
of
this,
but
the
nice
thing
about
breaking
into
the
two
faces
that
we
have.
C
This
terminal
works
with
this
first
face,
the
checkpoints
move:
that's
what
we
need
to
do
the
renovation
component
to
it,
then
that's
where
we
go
back
and
we
work
with
the
faa
and
the
discretionary
component.
But
as
we
start
the
project
off
because
usually
discretionaries
are
over
years
right,
so
we
just
got
9
million
for
this
year.
So
we
look
at
our
capital
improvement
plan
five
six
years,
I'm
fairly
confident
that
next
year
we'll
get
that
award
for
that
next
discretionary
for
the
second
phase
of
this.
C
A
A
Order
to
go
out
and
build
so
you're,
looking
at
almost
6
million
six
point,
five
million
dollars,
including
because
we
already
have
three
point.
Four.
Oh.
C
No,
that's
a
total,
that's
a
total!
That's
total
free
yeah,
so
yeah.
What
the
port
had
approved
to
be
for
was
about
that
six
hundred
thousand
for
rsnh.
E
A
C
Would
just
like
to
ask
mr
chairman,
if
I
could,
if
the
notifications
are
good,
I
know
tom.
We
talk
briefly
about
phone
calls
and
stuff.
C
Notifications
coming
okay
to
everybody,
or
do
we
need
to
have
ashley,
do
any
anything
better?
On
our
end,
our.
