We've
been
the
air
service
development
consultants
for
the
city
of
laredo
for
the
last
five
years,
or
so
I
have
with
me
as
well
mitch
o'connor
who's,
an
economist
with
our
firm
and
he's.
He
does
a
lot
of
the
data
analysis
and
pulls
together
a
lot
of
the
charts
and
information
that
we
present
to
airlines
and
and
others.

I
just
have
five
slides
here:
the
walkthrough.
I
understand
that
you
all
were
interested
in
a
little
bit
of
an
overview
of
what
we
do
for
the
airport.
So
we
tried
to
cover
that
here.

So
just
a
little
bit
of
background
on
gra,
we've
been
in
business
for
nearly
50
years,
founded
in
1973,
so,
firstly,
our
50th
anniversary
over
those
years,
we've
worked
for
a
number
of
us
government
agencies,
airports,
airlines,
industry
associations
and
many
others.

We've
done
a
lot
of
work
in
africa,
the
middle
east,
asia
all
around
the
world
and
then
specifically,
we've
done
a
lot
of
work
recently
on
air
service
incentives,
we're
working
with
faa
right
now
on
the
air
service
incentive
policy-
and
you
know:
we've
helped
airports,
negotiate
air
service
incentive
agreements
with
with
airlines
as
well,
we'll
talk
about
in
a
minute.

So
what
we've
done
with
laredo?
As
I
mentioned,
we've
been
working
with
the
air
force
since
2016.
So
about
five
and
a
half
years
now,
and
initially
we
started
focused
on
trying
to
get
service
from
laredo
to
mexico
city.
The
initial
contract
was
a
market
study
related
to
mexico
city
service.

We
came
down
and
did
some
focus
sessions,
along
with
the
survey
of
the
stages,
to
talk
and
understand
how
how
much
demand
there
is
to
mexico
city
and
where
that
demand
is
being
served.
Some
people
you
know
going
to
san
antonio
and
enjoy
the
laredo
monterey.

We
put
together
the
business
case
identified
the
point
of
contact
with
aromar,
got
the
right
players
in
the
room
and
then
worked
with
aramara
and
the
city
on
negotiations
about
the
agreement
with
a
service
that
started
about
a
year
ago
in
october
of
2020,
and
obviously
there
were,
as
you
all
know,
a
lot
of
you
know
twists
and
turns
along
the
way
and
fourth
copic
got
in
the
middle
of
all
that.

One
thing
that's
important
to
know,
as
you
know,
there's
a
revenue
guarantee
that
was
in
place
for
the
first
year
of
service
and
the
faa
has
a
lot
of
restrictions
in
place
that
prevent
any
air
force
funds
being
used
for
revenue
guarantees
and
in
fact
there
has
to
be
a
bit
of
an
armed
flank
between
airport
staff
and
those
discussions
on
refugee
guarantees.
So.

kind
of
see
that
liaison
between
aramara
and
the.

Just
moving
on
to
you
know
we
have
the
the
omar
service
and
we're
you
know
involved
in
those
ongoing
discussions.
In
fact,
we
just
came
off
our
public
call
with

aramar
right
before
this
meeting,
but
we've
also
assisted
on
a
number
of
other
air
service
development
efforts
for
laredo.

We
put
together
a
quarterly
report
that
analyzes
how
the
rate
of
fair
service
is
doing.

laredo
is
doing
compared
to
other
similar
markets
in
texas
and
around
the
country?
We
send
that
data
to
laredo
quarterly?
I
think
some
of
it
may
have
made
it
into
the
the
briefings
that
have
gone
before
this
group,
and
we
also
used
a
lot
of
that
data
in
our
presentations
to
airlines,
which
is
the
second
item
here.
We
support
laredo
at
air
service
development
conferences.

This
is
where
we
have
the
best
opportunity
to
talk
with
southwest,
for
example,
which
we
know
has
been
an
ongoing
target,
and
you
know
we
continue
to
have
those
conversations
and
keep
laredo
on
the
on
the
radar
screen.
So
to
speak
with
the
southwest
we've
put
together,
the
loreto
economic,
the
air
force
economic
impact
study
that
you
probably
put
on
remember
from
last
year,
published
on
the
website
we
put
together
and
helped
write.

The
small
community
air
service
development
grant
application
that
went
to
cnc
last
year.
Unfortunately,
there
was
a
lot
of
competition
for
that,
those
grants
and
weren't
the
radio
ones
selected,
but
we
did
get
very
good
feedback
on
the
application
and
we're
told
it
was
a
strong
application
and
then
try
again.
Next
year,
we've
worked
with
the
airport
to
try
to
reduce
leakage
to
san
antonio
and
austin
in
particular,
and
as
part
of
that
we
put
together
a
cost.

Calculator
to
you
know
convey
the
passengers
affordability
costs
when
you
get
in
the
car
and
drive
to
to
san
antonio
for
a
a
slightly
lower
fare,
and
then
we've
responded
to
a
number
of
other
inquiries.
For
example,
breeze
a
new
airline
brief
put
out
a
request
for
information
a
couple
of
months
ago,
which
we
helped
assemble
and
respond
to
so
you
know,
in
summary,
we
you
know
analyze
a
lot
of
data.

One
thing
about
the
aviation
industry
is
that
there
are
large
quantities
of
data
out
there
that
airlines
have
to
report,
which
is
you
know,
pretty
unique
to
the
aviation
industry,
and
you
know
it's
pretty
useful
as
we're
looking
at
how
the
laredo
air
service
market
is
performing.
We
have
a
couple
of
you
know
just
examples
of
slides
that
we
produce
here,
which
you
know
we
don't
need
to
go
into
great
detail
on.
These
certainly
could
talk
about
them
if
you
want,
but
you
know
we.

So
we
have
a
number
of
things
that
we're
continuing
to
do.
As
I
mentioned,
we
went
to
conference
last
week
and
met
with
southwest
and
novello
were
the
two
airlines
that
manuel
and
I
met
with
who
don't
currently
serve
laredo.
We
have
a
couple
of
follow-ups
from
those
conversations
I
mentioned
breathe.
I
mentioned
there
omar
they're
talking
about
how
we
can
best
support
them
for
the
second
year
of
service.
It
probably
won't
be
a
revenue
guarantee,
but
those
discussions
are
ongoing.

You
know
and
that
there
are
additional
airline
and
airport
conferences
coming
up
over
the
the
next
year.
We
do
update
the
data
on
a
quarterly
basis.
We
just
found
this
one
back
in
october,
so
the
next
update
will
be
in
probably
january
or
february
of
2022.
One
of
the
things
we're
continuing
to
look
at
is
american
performance
compared
to
united
american
has
lowered
fares,
much
more
so
to
a
greater
expense
than
united
since
the
pandemic.

They've
taken
different
strategies
as
as
airlines
as
to
how
they
want
to
address
the
lower
demand
as
a
result
of
the
pandemic
and
as
a
result,
american
has
increased
their
market
share
in
laredo
compared
to
united.
So
that's
something
we
talked
was
ignited
about,
and
then
we
expect
later
this
year
that
dot
will
call
for
applications
for
the
small
community.
Our
service
development
program
grant
that
will
be
awarded
in
2010.

we
will
likely
be
working
on
that
as
well.
So
that's
the
sampling
of
the
types
of
things
that
we're
you
know
that
we've
been
working
on
and
what
we
continue
to
work
on
and
got
other
items
on
your
agenda.
So
I
didn't
want
to
go
on
for
too
long,
but
I'm
happy
to
address
any
questions
that
anybody
has.

for
automotive,
we
had
a
guarantee
for
a
year
and
make
sure
that
they
reached
certain
financial
goals,
taking
consideration
the
pandemic,
and
I
know
that
there's
been
a
difficult
time
frame
is:
are
we
in
jeopardy
of
losing
that
contract
today
or
are
we?
Are
we
hitting
the
numbers?
Are
we
anticipating
the
numbers
now
that
we're
starting
to
increase
travel.

Yeah,
so
it's
a
good
question,
certainly
in
the
first
six
months
or
so
it
was.
It
was
a
struggle.
You
know
when
we
were
in
the
in
the
midst
of
the
pandemic
and
before
the
vaccine
came
online
in
the
last
six
months.

It's
been,
it's
been
better,
I
think
we're
still
not
at
the
numbers
where
they
where
they
would
like
to
be
and
they've
made
some
adjustments
going
forward,
they're
going
to
be
using
a
a
48-speed
aircraft
instead
of
a
72-seat
aircraft
as
part
of
the
schedule,
and
they
are
changing
the
days
of
the
week
that
the
flight
operates
so
instead
of
operating
monday,
wednesday
and
friday
they're
changing
the
schedule
to
monday
wednesday
and
sunday
effective
at
the
beginning
of
december.

direct

so
they
are
not
threatening
to
leave
the
market
at
this
point,
but
what
they
are
trying
to
do
is
make
some
adjustments
to
basically
line
things
up
line
the
service
up
with
the
demands
that
they're
seeing
right
now,
which
is
more
leisure
focused
than
business.
We
expected
more
business
traffic,
but
you
know,
as
it's
been
the
case
nationwide,
the
business
traffic
hasn't
really
come
back
as
quickly
as
the
research
traffic,
so
they're
trying
to
to
adjust
to
that.

that
we

guarantee.
So
are
they
going
to
work
on
extending
that
guarantee,
because
that's
city,

funds?

that
we
had

ensure

they've

sure

don't
have
to
put
any
more
out

pocket

way

like
is
they're

looking
for
a
revenue
guarantee
exactly,
but
they
might
be
asking
for
essentially
some
subsidized
tickets
that
they
might
be
looking
for
the
city
to
either
repurchase
some
tickets
or
purchase
fish
in
a
way
that
allows
aeromark
to
offer
lower
fares
that
are
more
attractive
to
the
public,
but
that
you
know
I
think
at
this
point.

ball
is

their
court
to
come
back
to
us
with
a
specific
proposal.

we're
doing
better
than
year,
2019,
which
is
the
one
to
compare,
because,
obviously
so
so
we
we
are
seeing
a
four
percent
increase.

it's
good
to
mention
here
that
national
traffic
is
down
about
30
percent
and
we're
not
experiencing
anything
like
that
here
in
laredo
last,
the
last
three
months
are
being
our
best
months.
You
see
july
august
and
september
on
the
plane
numbers
compared
to
2019.
That's
where,
when
we
start
seeing
our
numbers
go
up
the
the
plane,
though,
that
one
does
show
a
decrease
from
2019
at
a
minus
seven
percent,
but
it's
basically
what
just
david
just
mentioned.

Business
travel
is
still
not
back
at
a
hundred
percent
and
that's
to
doodle
covey
still,
and
also.
I
would
like
to
mention
that
united
airlines
is
making
cuts
on
smaller
routes
next
year
and
I'm
happy
to
inform
that
laredo
is
not
on
the
list
and
they're
very
happy
with
their
numbers.
They
have
right
now
with
the
current
market.

moving
on
with
our
current
report
same
thing
as
compared
to
2019,
we
see
a
two
percent
increase,
so
we're
doing
the
cargo.
Mostly,
as
you
know
well
know,
our
cargo
is
mainly
or
auto
auto
motor
parts
and
we
had
some
issues
with
the
chip
back
in
the
day,
and
I
know
there's
if
you
try
to
buy
a
car
right
now,
it's
gonna
be
hard,
but
hopefully
these.
